Mark DeWitt ISOA Board Chair, 2010-2011 Deputy General Counsel and VP Government & Regulatory Affairs, Triple Canopy Mark DeWitt is deputy general counsel and vice president of government and regulatory affairs for Triple Canopy, Inc., where he serves as legal counsel, manages government relations, and oversees the contract and regulatory compliance functions. Prior to joining Triple Canopy, Mr. DeWitt worked at two leading Washington, D.C. law firms where he provided government contracting and procurement policy guidance, to both domestic and foreign clients. Mr. DeWitt holds a bachelor’s degree in finance and international business from Pennsylvania State University and a juris doctor degree, with a specialty certificate in international law, from the Columbus School of Law at the Catholic University of America in Washington, D.C. Doug Brooks ISOA President and Founder The founder of the International Stability Operations Association, he is a specialist in African security issues and has written extensively on the regulation and constructive utilization of the private sector for international stabilization, peacekeeping, and humanitarian missions. Mr. Brooks has testified before Congress, appeared on a range of national and international news programs, and has lectured at numerous universities and colleges. Previously, he has been an Adjunct Faculty member at American University and an Academic Fellow and Research Associate with the South African Institute of International Affairs (SAIIA), Johannesburg. Mr. Brooks earned a bachelor’s degree in history from Indiana University and an Master’s in history from Baylor University, with addional academic studies in international relations and security studies at the University of Pittsburgh. Jessica Vogel ISOA Manager, Operations Editor-in-Chief, Journal of International Peace Operations As part of the leadership team at ISOA, Jessica is responsible for managing the Association’s programs and operations including communications, advocacy efforts, events, member committees and standards. As the Editor-in-Chief of the Journal of International Peace Operations, she is responsible for content, design and distribution. Prior to joining ISOA, Ms. Vogel gained extensive program support and management experience at the National Credit Union Administration and the National Democratic Institute. In addition to her duties at ISOA, she currently serves as the Vice President of Membership and Volunteer Engagement on the Board of Directors of the United Nations Association of the National Capital Area. Ms. Vogel holds a B.A. in international studies and economics from Western New England College and an M.A. in International Affairs with a concentration in International Law & Organizations from the Elliott School of International Affairs at the George Washington University, during which she also studied international human rights law at the University of Oxford, United Kingdom. Melissa Sabin ISOA Manager, Business Development Melissa returns to ISOA after a stint of business development and recruitment at Catapult Consultants, an Arlington, Virginia-based financial management, acquisition management, program management and information assurance firm serving U.S. government agencies. Prior to this, Melissa was an External Relations Associate at ISOA. Previously, Melissa was a correspondent in Beirut, Lebanon and Fez, Morocco for Sayidaty (a pan-Arabic women’s magazine) and the Middle East Reporter, also in Beirut. Melissa’s academic background includes a joint degree in International Affairs and Middle Eastern studies from the Elliott School of International Affairs at the George Washington University and Diplomacy and International Affairs studies at Seton Hall University in New Jersey.

Jack Straw, MP Mr. Straw is a prominent British Labour Party politician and has served as the Member of Parliament for Blackburn (a UK Parliament constituency) for over thirty years. From 1997 to 2001, he served as the Home Secretary and was responsible for England’s internal affairs including immigration. From 2001 to 2006, he served as the Secretary of State for Commonwealth and Foreign Affairs and headed the Foreign and Commonwealth Office which is responsible for Britain’s relations with foreign countries. Under the Blair administration, he was the leader of the House of Commons and was responsible for arranging government business from 2006 to 2007. Later in 2007, he was appointed the Lord High Chancellor of Great Britain as a part of Gordon Brown’s first cabinet. In 2010, when the Labour party lost power, he served briefly as the Shadow Secretary of State for Justice before stepping down. In April 2011, Straw began work at E.D. & F. Man Holdings Ltd., a British consultancy that specializes in the production and trading of commodities and financial services.

Ike Skelton Former Chair, House Armed Services Committee Prior to joining Husch Blackwelll LLP as Partner, Ike served as the U.S. Representative from Missouri’s Fourth District (1977-2011). As U.S. Representative, Ike’s focus was on issues involving jobs and the economy, the War in Afghanistan, military health insurance reform and standing up for the U.S. men and women in uniform. He served as the Chairman of the House Armed Services Committee from 2007 until his departure. Ike also served on the Small Business Committee as Subcommittee Chair for Procurement, International Trade and Technology. Voters first chose Ike to represent them in 1971, in the Missouri Senate, when he won his first election to that body. He held this position until joining the U.S. House in 1977. He began his career when he was elected County Prosecutor and later served as a special assistant Missouri Attorney. Lieutenant General Robert L. Van Antwerp Lt. General Van Antwerp is a graduate of the U.S. Military Academy at West Point and has completed Ranger, Airborne, and Assault training. Additionally, he obtained a Master of Science degree in Mechanical Engineering from the University of Michigan and a Master of Business Administration degree from Long Island University. During Operation Desert Storm, Lt. Gen. Van Antwerp commanded the 326th Engineer Battalion, 101st Airborne Division. More recently, the Lt. General served as the Commanding General, U.S. Army Accessions Command and helped recruit and train thousands of soldiers. On May 18th, 2007 Lt. Gen. Van Antwerp became the U.S. Army Chief of Engineers and Commanding General of the U.S. Army of Corps Engineers (USACE). As the senior officer, he oversaw military construction in both Iraq, Afghanistan and reconstruction efforts following Hurricane Katrina. Today, Van Antwerp is Chief of Infrastructure and Executive Development at The Flippen Group, a firm that provides talent assessment and alignment services. Ambassador David C. Litt ISOA Annual Summit Chair Ambassador Litt has been CSER’s Executive Director since February 2008. The Center designs and organizes professional education for diverse organizational cultures operating in crisis environments. CSER is part of the Institute for Defense and Business, a non-profit affiliated with UNC-Chapel Hill. Ambassador Litt served 34 years as a U.S. diplomat, specializing in the Middle East. In 2005-2006 he was the third-ranking officer at the U.S. Embassy in Baghdad. He served as the U.S. Ambassador to the UAE (1995-1998) and as Consul General in Dubai ten years prior. He was Political Advisor to U.S. Central Command and U.S. Special Operations Command (1998-2004). At the Department of State, Ambassador Litt served as the Director of the Office of Northern Gulf Affairs (Iran and Iraq), and also as Desk Officer for Saudi Arabia. In addition to a tour as economic/commercial officer in Kabul, Afghanistan, in the late 1970s, he served in Damascus, Syria. Other assignments included Deputy Chief of Mission at the U.S. Embassy in Niger. Among several other languages, he speaks Italian, French, Arabic, and Dari. He received a BA from the University of North Carolina at Chapel Hill in 1971, and a master's in International Relations from Johns Hopkins SAIS in 1973.


Christopher Shays Christopher Shays was appointed co-chair of the CWC in April 2009. Shays served in the Peace Corps in Fiji from 1968 to 1970 with his wife Betsi. He was elected to the Connecticut State House of Representatives in 1974, then to the U.S. House of Representatives in 1987. Shays served as a Republican member of the U.S. House from 1987 to 2009,representing the southwest region of Connecticut. He was a senior member of the House Oversight and Government Reform (HOGR), Financial Services, and Homeland Security Committees. He chaired the HOGR Subcommittee on National Security, Emerging Threats and International Relations. He co-founded and co-chaired the 9/11 Caucus, Congressional National Service Caucus and Congressional Friends of Animals Caucus. He also co-chaired the Congressional Arts Caucus and the Nonproliferation Task Force.

Michael Thibault Michael J. Thibault is Co-Chair of the CWC. He began his Federal career in 1973 with the DCAA in Seattle, Washington, and was selected as Deputy Director in 1994. Mr. Thibault held positions in DCAA several field, regional, and headquarters offices. Prior to his selection as Deputy Director, he served as the Assistant Director, Policy and Plans; Deputy Regional Director, Mid-Atlantic Region; Regional Audit Manager and Special Programs Manager, Northeastern Region; Chief, Operations Audit Support Branch, Defense Contract Audit Institute, Memphis; Chief, Advanced Audit Techniques, San Francisco Region; and Auditor, Senior Auditor and Supervisory Auditor, Seattle Branch Office.

Ambassador Eric Edelman Ambassador Eric Steven Edelman is a former Under Secretary of Defense for Policy, former U.S. Ambassador to Turkey (20032005), former U.S. Ambassador to the Republic of Finland (1998-2001), and former Principal Deputy Assistant to the Vice President for National Security Affairs (2001-2003). A career Foreign Service Officer Edelman entered the Senior Foreign Service in 1992. He is a recipient of the Secretary of Defense's award for Distinguished Civilian Service (1993) and the State Department's Superior Honor Award (1990 and 1996). He retired from the U.S. Foreign Service in May 2009 and is a visiting scholar at the Philip Merrill Center for Strategic Studies at the Paul H. Nitze School of Advanced International Studies (SAIS), and Distinguished Fellow at the Center for Strategic and Budgetary Assessments. Ambassador David T. Johnson Ambassador David T. Johnson joined the United States Foreign Service in 1977. In the course of his careerin the Foreign Service, Johnson focused on European security affairs and servedas desk officer for Berlin, Austria, and Switzerland. In 1995, Johnson becameDeputy Press Secretary for Foreign Affairs at the White House and Spokesman for the United States National Security Council. In January 1998, he became United States ambassador to the Organization for Security andCo-operation in Europe, a position he held until December 2001. In May 2002,Johnson became the United StatesDepartment of State's Coordinator for Afghanistan, a position he held untilJuly 2003. In August 2003, he became DeputyChief of Mission at the U.S. Embassy, London. In 2007, President George W. Bush nominated Johnson as Assistant Secretary of State for InternationalNarcotics and Law Enforcement Affairs. Following Senate confirmation, he was sworn into office on October 31, 2007.
