Welcome to ISOA’s 2012 Annual Summit, the premier event of the world’s only standards-based association focused on stability operations This unique event brings together wonderfully diverse expertise from government, the military, NGOs and our Stability Operations Industry; diverse in backgrounds, but united by the passion we bring to critical international missions in peacekeeping, stability operations and disaster relief. Too often we overlook the very real humanitarian value of the Stability Operations Industry. Our goal is to provide policymakers, international organizations and other clients with the tools they need to successfully operate in austere and dangerous environments, helping to end conflicts, develop economies, foster stability and mitigate disasters. In fact, events like this ISOA Summit can be instrumental in developing better partnerships between industry and clients. Your 2012 Summit Chair Ambassador (Ret.) David C. Litt 2012 ISOA Annual Summit Chair Ambassador Litt served for 34 years as a career U.S. diplomat, specializing in the Middle East and Southwest Asia. In 2005‐2006 he was the third‐ranking officer at the U.S. Embassy in Baghdad, Iraq, with the title of Political‐Military Counselor, providing policy advice to the U.S. Ambassador, and serving as liaison between the Embassy and the Multi‐National Forces – Iraq. His final assignment as a Foreign Service Officer, prior to retirement in 2008, was as the Associate Director for International Liaison at the George C. Marshall European Center for Security Studies in Garmisch‐Partenkirchen, Germany. Ambassador Litt entered the Foreign Service in 1974. He served as the U.S. Ambassador to the United Arab Emirates (1995‐1998) and as Consul General in Dubai ten years prior. Ambassador Litt was Political Advisor to U.S. Central Command and U.S. Special Operations Command at MacDill Air Force Base, Florida (1998‐2004). While at the Department of State, Ambassador Litt served as Director of the Office of Northern Gulf Affairs (Iran and Iraq), and also as Desk Officer for Saudi Arabia. In addition to a tour as economic/commercial officer in Kabul, Afghanistan, in the late 1970s, he served twice as political officer in Damascus, Syria. Just prior to his recent service in Baghdad, he was the State Department’s Diplomat‐in‐Residence at Duke University in Durham, North Carolina. Ambassador Litt received a BA from the University of North Carolina at Chapel Hill in 1971, and a master’s in International Relations from John Hopkins SAIS in 1973; he attended Harvard University's Program for Senior Executives in National and International Security at the John F. Kennedy School of Government in 2000.

Leadership Thomas Callahan ISOA Board Chair, 2011-2012 Vice-President for Government Affairs, PAE, Inc. Tom Callahan is Vice President for Government Affairs for PAE, Inc. Previously, he was Director for Global Security Policy at Lockheed Martin and served in the Department of State in Legislative Affairs, Policy Planning, and Diplomatic Security. He was a Senior Professional Staff Member of the House International Relations Committee and the Senate Foreign Relations Committee. Mr. Callahan lived and worked in a number of African countries. He has also worked for the relief organizations World Vision and AmeriCares. He graduated from Dartmouth College and attended Yale Law School. He is married with two children, aged 14 and 11. Pete Dordal ISOA Board Vice Chair, 2011-2012 Senior Vice-President, GardaWorld Pete Dordal is Senior Vice President of GardaWorld. Mr. Dordal is an accomplished security practitioner and business leader with 26 years of experience gained in the U.S. military, public law enforcement and the private security industry. Previously, he provided high level protective consulting at Tryon Advisors, served as President of SPX Security & Investigations, and was protective detail leader at Vance International. His professional career began in 1981 with his enlistment in the U.S. Marine Corps, serving eight years in special operations. He served in Beirut, Lebanon with the 2nd Reconnaissance Battalion in 1982-83. He has a Masterâ&#x20AC;&#x2122;s degree in Business Administration (MBA) from the McColl Graduate School of Business and a degree in Security Administration. Leadership Doug Brooks ISOA President and Founder The founder of the International Stability Operations Association, Mr. Brooks is a specialist in African security issues and has written extensively on the regulation and constructive utilization of the private sector for international stabilization, peacekeeping, and humanitarian missions. Mr. Brooks has testified before Congress, appeared on a range of national and international news programs, and has lectured at numerous universities and colleges. Previously, he has been an Adjunct Faculty member at American University and an Academic Fellow and Research Associate with the South African Institute of International Affairs (SAIIA), Johannesburg. Mr. Brooks earned a bachelor’s degree in history from Indiana University and an Master’s in history from Baylor University, with additional academic studies in international relations and security studies at the University of Pittsburgh.

Jessica Vogel ISOA Director, Programs & Operations Editor-in-Chief, Stability Operations Magazine As part of the leadership team at ISOA, Jessica is responsible for managing the Association’s programs and operations including communications, advocacy efforts, events, member committees and standards. As the Editor-in-Chief of the Stability Operations magazine, she is responsible for content, design and distribution. Prior to joining ISOA, Ms. Vogel gained extensive program support and management experience at the National Credit Union Administration and the National Democratic Institute. In addition to her duties at ISOA, she currently serves as the Vice President of Membership and Volunteer Engagement on the Board of Directors of the United Nations Association of the National Capital Area. Ms. Vogel holds a B.A. in international studies and economics from Western New England College and an M.A. in International Affairs with a concentration in International Law & Organizations from the Elliott School of International Affairs at the George Washington University, during which she also studied international human rights law at the University of Oxford, United Kingdom.

Jason Kennedy ISOA Manager, Membership & Business Development Jason works on the ISOA leadership team to oversee member services, develop membership, and coordinate opportunities for members, potential members and strategic partners to engage with the Association and the stability operations industry. His responsibilities span membership, business development, marketing/communications and partnership building. Prior to joining ISOA, Jason worked for several years as the Associate Director of MBA Admissions at the George Washington University School of Business where he specialized in potential client relations, outreach and development. He holds a B.A. in Economics from the University of Illinois at Springfield and was a member of the inaugural Capitol Scholars Honors program. He completed his M.A. in International Affairs with a focus in U.S. Foreign Policy at The George Washington University's Elliott School of International Affairs.

Speakers Ambassador John Negroponte John D. Negroponte joined McLarty Associates as vice-chairman in 2009, following a distinguished career in diplomacy and national security. Ambassador Negroponte held government positions abroad and in Washington between 1960 and 1997 and again from 2001 to 2008. He has been ambassador to Honduras, Mexico, the Philippines, the United Nations, and Iraq. In Washington he served twice on the National Security Council staff, first as director for Vietnam in the Nixon Administration and then as deputy national security advisor under President Reagan. He has also held a cabinet level position as the first director of national intelligence under President George W. Bush. His most recent position in government was as deputy secretary of state, where he served as the State Department’s chief operating officer. While in the private sector from 1997 to 2001, Ambassador Negroponte was executive vice president of the McGraw-Hill Companies, with responsibility for overseeing the company’s international activities.

Ambassador Edmond Mulet Ambassador Mulet (Guatemala) was reappointed by the Secretary-General as Assistant Secretary-General for Peacekeeping Operations on 1 June 2011. He had most recently served as Special Representative of the SecretaryGeneral (SRSG) and Head of the United Nations Mission in Haiti (MINUSTAH), where he was deployed in the immediate aftermath of the January 2010 earthquake. He had previously served as ASG for Peacekeeping Operations from 2007-2010. Prior to this appointment, Mr. Mulet served his country as a diplomat and legislator. In addition to his public service, he worked for many years as a journalist and as a legal counselor to public institutions. Additionally, Mr. Mulet worked for the private sector, managing several private enterprises and serving as senior partner in a legal consulting firm.

James L. Bullion James L. Bullion was sworn in as the Director of the Task Force for Business Stability Operations (TFBSO) on March 20th, 2012. In this role, he is responsible for helping to stimulate the private sector of the Afghan economy by enabling direct foreign investment, supporting business creation and growth, and promoting entrepreneurship. Mr. Bullion is a retired colonel of the United States Army Reserve, having received his commission through ROTC at Dartmouth College in 1982. Mr. Bullion served two tours in Iraq with the U.S. Army, as executive officer and commander of a Civil Affairs battalion in Northern Iraq, and then as Chief of Plans and Operations (J3) for the Multinational Security Transition Command – Iraq. Mr. Bullion earned a B.A. in Economics from Dartmouth College and an MBA from the Amos Tuck School of Business Administration. .

Speakers Ambassador Princeton Lyman Ambassador Princeton Lyman was appointed United States Special Envoy for Sudan on March 31, 2011. Immediately preceding his tenure as Special Envoy, he served as U.S. Senior Advisor on North-South Negotiations, where he led the U.S. team focused on supporting on-going negotiations between the parties to Sudanâ&#x20AC;&#x2122;s 2005 Comprehensive Peace Agreement. Ambassador Lyman previously worked as an adjunct senior fellow for Africa policy studies at the Council on Foreign Relations (CFR). He is also an adjunct professor at Georgetown University. From 1999 to 2003, he was executive director of the Global Interdependence Initiative at the Aspen Institute. Ambassador Lyman has a PhD in political science from Harvard University. He has published books and articles on foreign policy, African affairs, economic development, HIV/AIDS, UN reform, and peacekeeping.

Ambassador Marc Grossman Ambassador Marc Grossman is the Special Representative to Afghanistan and Pakistan. Since his retirement from the Department of State in 2005, he was Vice Chairman at The Cohen Group, lending his expertise to helping multinational clients explore opportunities overseas as well as solve problems that may develop. In 2005, he completed 29 years of distinguished public service when he retired from the State Department as the Under Secretary of State for Political Affairs. Following the September 11th attacks, he helped marshal international diplomatic support for the Global war on Terrorism and for the military campaigns in Afghanistan and Iraq. A native of Los Angeles, California, he graduated from the University of California, Santa Barbara and later received an MSc. in International Relations from the London School of Economics and Political Science.

Dan Runde Co-Chairman, International Assistance Working Group, Romney-Ryan Campaign Daniel Runde is a long-standing member of the SID-Washington Board of Directors, and became President in February 2011. He also serves as Chair of the 2011 SID World Congress. Mr. Runde is director of the Project on Prosperity and Development and holds the William A. Schreyer Chair in Global Analysis at CSIS. Previously, Mr. Runde was head of the Foundations Unit for the Department of Partnerships and Advisory Service Operations at the International Finance Corporation (IFC), the private-sector arm of the World Bank Group, where he successfully positioned IFC as a partner of choice for private and corporate philanthropy. He was also responsible for leading IFCâ&#x20AC;&#x2122;s relations with senior policymakers throughout the U.S. government. From 2005 to 2007, he was director of the Office of Global Development Alliances (GDA) at the U.S. Agency for International Development (USAID), and he led the GDA partnership initiative by providing training, networks, staff, funds, and advice to establish and strengthen alliances.
