Dear Colleagues, Partners, and Friends,
Dear Community Member,
One of the few benefits of being the “new guy on the block” is having a fresh perspective. In short, the OAISD is amazing! As I experience the depth and breadth of OAISD programs and services, I can’t help but think of all the dedicated people who have worked to make the OAISD a dynamic place for students to learn and grow, and for schools to innovate and excel. While I am still getting acquainted with all of you, I want to say how proud I am to be a part of this progressive organization, and how much I look forward to helping to build a future of shared prosperity with our area schools, businesses and community partners.
It has been an honor to serve on the OAISD Board of Education for the past ten years, during which time I’ve had the pleasure of walking through the classrooms and hallways of the district’s buildings where I witness something very special each and every time — passion.
But what exactly is the future of OAISD? How do we know we’re on the right path? I think it’s when we all can agree on what the purpose of our work is and feel connected to it in our daily work. While many people talk about the passion for learning at OAISD, I see it more as a purpose. What makes us the best ISD in the state, if I do say so myself, is the fact that we are all working independently and collectively to achieve something audacious. But what is that “something?” That is what we are going to define as an organization in the coming months. And I do mean “we” since you will all be a part of defining the OAISD purpose. For an organization with a regional lens, we have a delicate balance to maintain…meeting the needs of our diverse and growing educational community and our many stakeholders, while creating a system designed around one: one student — one education — one opportunity to make a difference that lasts a lifetime. I look forward to taking on this endeavor with all of you and leading OAISD into the future…with a renewed sense of purpose!
An intense passion for student growth and success is shown by photos, inspirational messages and student-created artwork that hang on the walls celebrating moments of innovation, creativity and determination that our students continually strive for and the OAISD staff inspire. I listen to stories about how we are making major strides in impacting early literacy for our youngest school children; how we are serving the students who struggle to communicate with the type of technology that expands their learning experiences and gives them a voice; how we are preparing our youth for success in college and careers through real-world work experience, training and by offering early college credit; and how OAISD staff support each other and partner with local schools, businesses and agencies in order to make it all happen. It is evident throughout this year’s Annual Highlights that the OAISD continues to be an education leader on many fronts, providing model services from pre-natal to adults of all ages. Having spent my entire career working in some form of education, training and development, I am personally passionate about seeing this pattern continue. The Board of Education looks forward to the future of the OAISD with its new leader, Superintendent Peter Haines, and supporting the passion and talent of our staff and community as this great educational organization continues to advance. Sincerely,
Sincerely,
Pete Haines Superintendent

Highlights Shared Services • Based upon the initial success of the North Ottawa Early College program, OAISD worked collaboratively with Muskegon Community College, Grand Valley State University, Hamilton, Holland, Saugatuck and West Ottawa school districts to launch the South Ottawa County Early College program. Within three years, participating students will be able to graduate with both their high school diploma and an Associate’s Degree from Muskegon Community College by extending high school by one year. • OAISD worked with Ottawa County, Holland Board of Public Works and Grand Haven Area Public Schools to join fiber networks and form FOG-Net (Fiber Optimized Government Network) to provide a high-speed fiber backbone between
government and school entities in west Michigan. OAISD was recognized by Merit Networks, Inc. for leadership in this effort. • In cooperation with local districts, the OAISD bid out a region-wide substitute teacher employment services contract, securing a new vendor with a lower cost solution for substitute teacher services. • The Association of School Business Officials International awarded OAISD a Certificate of Excellence in Financial Reporting for having met or exceeded the program’s high standards for financial reporting and accountability for a thirteenth year. OAISD shares business services with four member school districts.
2014-15
Highlights Student Achievement • OAISD provided comprehensive leadership, guidance and support to local districts on the implementation of an all-new Michigan statewide assessment called the Michigan Student Test of Educational Progress, also known as M-STEP. The M-STEP was an unforeseen development prior to the 201415 school year, and required urgent attention to detail in order for a successful spring 2015 administration. OAISD assisted all eleven local districts in the successful delivery of this new assessment both in paper-pencil and online formats. • OAISD custom developed two web applications for broad data tracking: an Early Childhood Enrollment web application to gather and track data for Great Start Readiness Programs that currently manages data for nearly 4000 children in Ottawa and Allegan counties, and a second application for Michigan’s Integrated Behavior and Learning Support Initiative (MiBLSi) that tracks student reading and social behavior data to be used in decision-making, planning and problem-solving for successful outcomes.
allows students the opportunity to work with many different types of animals in a hands-on manner, and gives instructors more opportunities to teach industry standards for animal care. • OAISD expanded the inquiry based Van Andel Education Institute Question, Prediction, Observation, Explanation and Evaluation (QPOE2) model for science education by adding pilot elementary programs. The delivery model helps educators teach students to think and act like scientists.
• OAISD continues to provide leadership to the Reading Now Network—a collaboration between 100 West Michigan school districts focused on improving early literacy. In 2014-15, OAISD played a key role in conducting a field study of five elementary schools across the region to identify commonalities where students outperformed their peers with similar demographics on literacy measures. The research findings were unveiled to over 200 educational leaders during a halfday symposium. • Due to a robust partnership between OAISD and its member districts, thirteen students were successfully transitioned back to their local school district from Sheldon Pines School—a facility with staff trained to work with students who are at risk educationally due to emotional impairments or behavioral issues. • OAISD implemented an ages and stages questionnaire, which is a free developmental check-up used nationwide for children 2 months through 5 years of age. The questionnaire helps parents pinpoint their child’s developmental progress and is available to all families living within OAISD.
• Careerline Tech Center, which offers career and technical education courses for high school juniors and seniors, hosted a ribbon-cutting ceremony to officially open the new Environmental & Agricultural Sciences barn. The 4,000 square foot barn houses chickens, turkeys, rabbits, pigs, llamas, sheep, goats, alpacas, calves and a bee hive. The new barn
• Through a new program named BRIDGE (Building Relationships, Integrating Diverse and Great Experiences), students with special needs who attend the Ottawa Area Center were partnered with students from Allendale High School in a way that enables both groups to personally grow through peer-to-peer relationships. • An ongoing collaboration with Grand Valley State University Engineering students resulted in two new projects that

• OAISD received four awards from the Michigan School Public Relations Association (MSPRA) recognizing outstanding work in public relations and marketing. The Careerline Tech Center rebranding, the Ottawa Area Schools Doing More. Together. campaign, and the That’s Success campaign—a regional collaborative initiative to increase awareness of high-quality preschool programs—each received a Distinguished Award while the OAISD futurePREP’d Program marketing campaign received a Commendable Achievement Award.
Regional Talent Development • OAISD was selected by the State of Michigan as one of seven ISD’s to participate in statewide training on the primary service provider model for infants and toddlers (0-3 years) with developmental delays. Using this approach, a team of professionals work together to provide assessment, intervention, consultation, and education in order to support children, families, and caregivers. One member of the team, serving as the primary service provider functions as the primary liaison between the family and other team members.
• stimulate sensory nerves and development for students at the Ottawa Area Center, a specialized school that serves the unique educational needs of students with cognitive impairments. OAC instructors worked with GVSU students to develop two types of motorized chairs that provide motion and vibration.
• In 2014-15, the Ottawa Area Great Start Collaborative for which OAISD provides leadership, conducted its first countywide safety training for home visitors who provide education, services and supports to families.
Public Awareness
• OAISD partnered with 16 new businesses and organizations to provide futurePREP’d programming to area students. Student participation in this program, which provides real-world experiences and employability skills, grew by 41% from the previous year.
• OAISD focused efforts on increasing awareness among parents of openings for free preschool through the statefunded Great Start Readiness Program. Over 900 children attended Great Start Readiness Preschool in 2014-2015, a 17% increase since 2013-2014.
• The number of career certification and training tests administered to adults by OAISD’s staff at Thompson M-TEC increased by 22% from the previous year. M-TEC’s Corporate Training Institute, which provides customized training to area employers, grew its business by nearly 40%.
• The OAISD led initiative, Doing More. Together, is a collaborative effort between member faith-based, charter and traditional public schools in partnership with local businesses and agencies to showcase the unique and innovative educational opportunities for area students. It gained momentum through both traditional and social media. In its third year, 19 television news segments covering education stories aired on WOTV’s Maranda Where You Live television show. The initiative also earned significant coverage through radio and print.
