OSPI Data In March 2014, the U.S. Department of Education declined to renew the state of Washington’s conditional Elementary and Secondary Education Act Flexibility Waiver for schools receiving Title I, Part A funds. This decision affects all schools in Washington State, which are now subject to the requirements of the federal No Child Left Behind Act (NCLB). Washington is the only state that has lost its waiver and must revert to NCLB standards and timelines of assessment. For schools and districts to be considered succeeding under NCLB, schools must meet Adequate Yearly Progress (AYP) standards. For schools to meet AYP, 100 percent of all students, regardless of special needs or English language mastery, must meet proficiency standards. Cougar Ridge met AYP this year. Highlights 2016-17 marked our second year of Positive Behavior Social Emotional Support (PBSES) implementation. As a staff, we worked together to establish common school-wide expectations and reinforcement. Our school-wide expectations are known as “The Bobcat Code: Be Safe, Be Kind, Do Your Job” and are posted with specific behavior expectations for all areas of the building. Classroom teachers maintained their own behavior reinforcement systems within their classrooms, while students earned Bobcat Coins in general areas of the school for following the Bobcat Code. All students worked together to earn school-wide rewards, which they voted on, by earning a set number of Bobcat Coins. Rewards this year included Hat Day, Movie Day, Wacky Wednesday Dance Party at Recess, and Free Seating at Lunch. We had extensive PD this year around many elements of PBSES and added a Tier 2 Team to our system for student support. Our entire certificated staff unanimously voted to fully implement the Second Step Social and Emotional Learning curriculum in every classroom for the 2017-2018 school year. We are looking forward to furthering our work around PBSES and have positive momentum moving forward! • For twenty consecutive years, the Cougar Ridge PTSA has been recognized by the State PTA for 100% membership. • All Cougar Ridge students participate in weekly library, music, and physical education classes taught by, certificated teachers. • Cougar Ridge hosts an Art Docent program overseen by two Cougar Ridge parents who both have extensive backgrounds in art. Classrooms receive monthly parent-led art
lessons which are centered around district art standards. • Our Student Council worked together to support others by collecting donations for Treehouse for Kids, collecting books for Children’s Hospital and sending Valentines to the residents of Timber Ridge Retirement Community. Our Student Council is spreading awareness of taking care of the community by hosting a classroom clean-up challenge, with posters around the school reminding students to take care of their school and community • Cougar Ridge students, families, and staff came together as a community to celebrate learning and culture at our Art Fair, Veteran’s Day Assembly, Science Fair, Spelling Bee, Heritage Festival, Anti-Bullying Assembly, Music Concerts, and Orange Ruler Walkathon. Our special events are hosted and supported by the collaboration between PTSA and Cougar Ridge Staff. • Students in 5th grade attended Camp Warm Beach this fall, chaperoned by teachers and parent volunteers, to participate in learning and team/community building activities.
Improving Student Achievement It is our goal that all students grow academically and experience success. We set high academic standards for students and continually work to improve instruction so students are successful. With that in mind, we have set a School Improvement Goal which states by the end of the 2017-18 school year,
the percentage of students meeting or exceeding standard on the Math Smarter Balanced Assessment in 3rd, 4th and 5th grade will increase by 5% in each grade level (using 2014-15 Math SBA baseline data). Working towards that goal, we have implemented best practices in math instruction, including implementation of newly adopted district math curriculum, Eureka Math. Students practice fact fluency each day using a variety of engaging practices – “happy counting”, sprints, whiteboard exchanges. Composing and decomposing numbers is a skill necessary for conceptual understanding of number sense, starting in kindergarten and continuing throughout all grades. Students are taught a continuum of problem solving strategies (tape diagrams, number bonds, number lines, place value charts, quick sketch) that carry through and build on skills taught from grade to grade. Professional development provided to teachers this year utilized resources from within the building and from our district Teaching and Learning Department. Common Core process standards of Mathematical Practices were the foundation for staff training sessions. In addition, feedback from our exit slips indicated teachers wanted support in how to differentiate their teaching and strategies to meet the needs of all learners including our ELL, struggling learners, and our fast processors. Pacing of the new curriculum was another area teachers requested and received professional development in order to support successful implementation. Professional time was also spent supporting teams to make decisions about what assessment data would be used that lined up with state standards for report card grading.
What’s New This is the fourth year Cougar Ridge Elementary has been the recipient of the Washington Achievement Award, with recognition in Overall Excellence, High Progress, Special Recognition Math Growth, Special Recognition ELA Growth and English Language Acquisition. It is a reflection of the dedication of our staff and families to the success of students and our students’ commitment to do their best.
Smarter Balanced Assessment The results of Washington State’s Smarter Balanced Assessment (SBA) and Measures of Student Progress (MSP) help parents know how well their student is meeting learning targets. They also help schools plan instruction and curriculum based on these learning targets. The Smarter Balanced Assessment (SBA) is a state-mandated test that measures students’ progress toward College and Career Readiness in English Language Arts (ELA) / Literacy and Math. The SBA replaced existing tests in English and Math in the spring of the 2014-2015 school year. The tests are given as part of Washington State’s education reform efforts which began in 1993 and involve annual state-specific tests for students in grades 3-8 in ELA (SBA), Math (SBA), and Science (MSP) and then again in high school (SBA in ELA and End of Course assessments

in Math and Biology). The SBA consists of two parts: a computer adaptive test and a performance task. Writing is included at every grade level and students are asked to solve multi-step, real-world problems in Mathematics. Performance tasks ask students to demonstrate an array of research, writing, and problem solving skills. The SBA results accurately describe student achievement (how much students know at the end of the year) and are reported in two ways: scaled scores and achievement levels. A scaled score is the student’s overall numerical score. These scores fall on a continuous scale (from approximately 2000 to 3000) that increases across grade levels. Scaled scores are used to illustrate students’ current level of achievement. Based on their scaled scores, students fall into one of four categories of performance called achievement levels. Levels 3 and 4 represent “Meeting Standard” and reflect “adequate understanding” and “thorough understanding” of the learning standards. Levels 1 and 2 represent “Not Meeting Standard” and reflect “minimal understanding” and “partial understanding” of the learning standards.

The MSP is an exam developed and mandated by the state; it replaced the state’s original annual exam, the WASL, in spring 2010. The MSP measures what students know and can do on the 2009 science standards. Next year the MSP will be replaced by the Washington Comprehensive Assessment of Science which will measure what students know and can do on the Next Generation Science Standards. MSP scores show the learning level of each student as compared to the state’s expectations for a well-taught student at that grade level. The numbers on the chart below represent the percentage of students who meet or exceed standard.
