HUMANITARIAN SITUATION Security situation inside Syria continues to deteriorate rapidly every day. The last few weeks saw the highest levels of violence ever recorded between the warring parties. Just to mention examples: Reports have confirmed the use of chemical weapons (CW) in different parts of the country especially in the North. The UN agreed to investigate accusations that CWs were used in the middle of March 2013 in Aleppo Province in northern Syria. 2 While In the first 18 months of the conflict, 250,000 Syrians fled Syria. More than half a million people have left the country just in the first 3 months of 2013. A bloody attack in the “Iman Mosque� in Damascus killed tens of civilians including a senior pro-government Sunni Muslim Sheikh (Sheik Muhammad Al Bouti). The UN Secretary-General condemned in the strongest terms this terrorist attack . The leader of the Free Syrian Army - Colonel Riad al-Assad - was seriously wounded when a bomb tore through his car as he toured a rebel-held town in Eastern prov ince of Deir Ezzor. Number of mortar shells fell in close proximity to, and on the grounds of, the hotel in Damascus housing U.N. staff.

Consequently, The United Nations decided to temporarily reduce the presence of international staff in Syria due to security conditions. 3

1,254,451 Worsening battles between government forces from one side and pro-revolution activists and army defectors from the other side are forcing more and more people to flee each day.

By early March 2013, more than one million people were registered or waiting for registration in Syria’s neighbouring countries and Egypt. More than half of the displaced are children. Most of them under 11 and often traumatised by their experiences. 5

Every day, over 125 Syrian babies enter the world as refugees 17% of Syrian refugees have not reached their fifth birthday. 36% are less than 12 years old. 6 75% of refugees are women and children. 74% of refugees live with host communities.

Governments of hosting countries especially Jordan and Lebanon are flagging up the risk of being unable to accommodate more refugees. Jordan is struggling to cope. Already a poor country relying heavily on money from other countries to balance its budget, Jordan is worried about the economic impact of the refugee crisis. The government of Jordan estimated that the cost of hosting Syrian refugees in 2012 was 600 million USD. It expects the figure to reach 800 million USD in 2013 if the crisis continues with the same level.

The number of Syrians live now in Lebanon is around 1 million including those who used to work and live in Lebanon before the crisis in Syria started two years ago. Those workers can’t go back to Syria for the time being and can be considered kind of refugees. The presence of a million Syrians alongside an existing Palestinian refugee population means that a quarter of the tiny Mediterranean state’s population are now refugees. Due to the sectarian and religious situation in Lebanon, Syrian refugees are considered source of tension and worry not only for economic reasons but also for geographic and demographic considerations. 7

Women

Security Situation on the ground

The UN High Commissioner for Refugees António Guterres stated that three-quarters of the 1.2 million Syrian refugees were women and children. “There are harrowing reports of rape and sexual abuse of women and children,” he added, noting the need to fund programmes for victims of sexual violence and women at risk. UNHCR noted that fear of rape is cited by refugees as one reason for fleeing Syria.

The accidents highlight above show the level of insecurity for International Aid Worker face inside Syria. 2 international aid workers were kidnapped on Tuesday 12/03/2013. The UN High Commissioner for Refugees highlighted the security challenge: “Convoys have been shot at, hijacked, warehouses destroyed and looted, and several truck drivers have been killed since the beginning of the conflict”.

Islamic Relief Action Islamic Relief field Offices and Missions in Iraq, Jordan, Lebanon and Turkey continue to provide their maximum support and help Syrians inside and outside the mainland of Syria. The following pages will highlight briefly the main achievements and activities conducted by each Office/Mission. In order to enhance the capacity of IR staff who are dealing with Syrian crisis in Iraq, Jordan, Lebanon and Syria, IR is planning for a regional training to take place in Turkey by the end of April 2013. This training will cover the following topics: Disaster Management Child Protection Institutional Funding The attendees list will include also representatives from active Syrian NGOs active on the ground. This training will be a good opportunity for building the capacity as well as networking and promote collective and collaborative work for more efficiency and effectiveness.

IR mission in Turkey has successfully conducted the following interventions:

Food Security and Nutrition The following items have been distributed (Feb - Mar) : 1,000 Food packages for Al Raqqa area. 50 tons of flour for Aleppo and Aleppo suburbs. 94 tons of flour for different areas in Idlib suburbs including Ma’ra An-Nu’man, Al Dana Area, Jisr-Ash-Shugur, Salqeen, Areeha, Jabal Alzawya, Tal Aldaman, Aldohur and Harim. 36 tons of flour for Bab Al Hawa IDPs camps. 5 tons of flour for IDPs at Qah village. 25 tons of flour to the border camps covering the refugees at Atma, Al Karama, Qah, Bab Al Hawa and Atma village.

Shelter and Non-Food Items Distributing 200 tents + 400 Blanket + 600 Mattresses for 200 families at Al Karama IDPs camp. 2500 Mattresses for Al Raqqa area. 400 Blankets for Aleppo and Aleppo suburbs. 200 Blankets for different clusters at Idlib suburbs.

WASH 14 Toilet Units for women and 14 Toilet Units for men for IDPs at Al Karama camp. 14 Toilet Units for women and 14 Toilet Units for men for IDPs at Bab Al Hawa camp. 14 Toilet Units for women and 14 Toilet Units for men for new cluster of IDPs at Idlib suburbs.

Health Distributing 12 equipped ambulances in different areas inside Syria. Tendering for buying 2 million USD worth of medicines and medical disposables has been finalized and first installment of payment made.

Meetings IR participated in ECHO meeting held in Antakya, Hatay on 19th of March. The meeting was attended by different INGOs, UNHCR, WFP, EC Ambassador to Turkey in addition to ECHO general director.

Winterization Distribution

Winterization Needs for Syrian Refugees Projects Several projects on winterization needs were implemented by IRW-Jordan for the last three months. The winterization items were distributed among Syrian refugees through IRJ’s distribution sites. The items were: gas heater, gas cylinders, jackets and blankets. Below are the summary of each funded project: Funded by Switzerland (EURO: 36,677) Funded by AICID (Spanish Government) (EURO: 300,000) Funded by IR UK (GBP: 100,000) Funded by Sweden (EURO: 60,000)

IR Iraq keeps working closely with its main donor and partners (mainly UNHCR and WFP) to provide Syrian refugees in Northern Iraq with their needs of food, health services, cash and non-food items.

IR Iraq main activities: IR Iraq & UNHCR agreed to extend work in management of the two camps in Qaem district for 6 months in 2013 with liability for extension till end of 2013. Food and cash have been distributed to all camp residents. 5,520 persons visited the clinic in the camp for treatment. IR Iraq equipped this clinic with all medical items and disposables. 112,000 liters of kerosene delivered to refugees for heating and cooking purposes. 80% of the under-construction Obaidy Camp has been finished. IR Iraq is working with UNHCR and other NGOs to finish all planned activities within the coming few weeks. The second round of food parcel has been successfully accomplished. Till end of Feb, total of 5,817 parcels delivered; total weight for the distributed parcels is 94,235 Tons; number of beneficiaries was 5,817 individuals. IR Iraq agreed with WFP to extend their voucher distribution project in Domiz camp in Northern Iraq for 4 months in 2013 as a primary stage. A total of 6,500 vouchers were distributed in February during which up to 26,730 persons benefited and received their food stuff.

Current Humanitarian Situation In March, the number of refugees registered and awaiting registration reached 400,000 (251,407 and 145,524 respectively). Current distribution of the registered population is as follows: North Lebanon: 110,204 Bekaa: 95,457 Beirut and Mount Lebanon: 25,746 South Lebanon: 20,000 During the second half of March, a total of 1,065 Syrian refugees arrived to Shiba’a, south Lebanon, through the Sheikh Mountain. In addition, an increased number of refugees approached Al Bekaa . This also reflects a relatively higher number of new arrivals and a higher number of people choosing to settle in the Bekaa as compared to last month. Islamic Relief Lebanon acted in speedy rhythm with this incident and directed immediately to Shiba’a to distribute Food and Non Food items to 125 Syrian families.

ISLAMIC RELIEF’S ACTION Coordination Meetings Islamic Relief Lebanon has been in contact with NGOs in order to get coordination for future collaboration, significant coordination meetings in February were scheduled as below: Coordination meeting with UNHCR held in Beirut to discuss Shelter and WASH proposal. coordination meeting with ECHO held in Beirut to discuss Shelter and WASH proposal. A coordination meeting with WFP, and Islamic Relief in contributing to get the partnership of WFP in the distribution of Food Items to unregistered Syrian refugees. Agreement will be signed soon with WFP. Islamic Relief attended the conference of Union Relief in Lebanon. Coordination meeting with UNICEF. Islamic Relief Lebanon has signed an agreement with UNHCR as a first stage of implementing shelter project of 416,819 USD, an amount of 200,000 USD will be transferred to IRL account sooner, this project will extend from April 1st till June 31st. Islamic Relief Lebanon is in process of signing an agreement with UNHCR for the rehabilitation of 3 collective centres of Syrian refugees. Islamic Relief became an implementing partner to UNHCR for 2013.

ACTIVITIES Urgent Humanitarian Assistance for Syrian refugees in Lebanon: funded by IRUSA This project is aimed to provide humanitarian assistance to Syrian refugees in Lebanon by distributing Food items (Food kits, Baby Milk, Water, Bread) and NFI (Hygiene Kits, Baby Diapers). Distribution has been take place in each of Saida municipality (March 20, 2013), Shiba’a (March 22, 2013), Jubeil (March 14, 2013) and Al Bikaa area.

ISLAMIC RELIEF KEY MESSAGES Islamic Relief Worldwide and its partners remain extremely concerned for nearly 5 million people who are affected by the conflict and need help. The fighting must stop before more lives are needlessly lost. While our humanitarian operation is helping large numbers of people in many areas, it is hindered by lack of funding as well as insecurity and violence. We need more resources to be able to help more people. Humanitarian work is done on the basis of impartiality and neutrality. The only aim is to save lives and protect the vulnerable. These principles must be respected and it is vital that humanitarian aid remains free of any political agenda.
