HUMANITARIAN SITUATION Security situation inside Syria continues to deteriorate rapidly every day. The last few weeks saw the highest levels of violence ever recorded between the warring parties. Just to mention examples: There are reports of chemical weapons (CW) use in different part of the country especially in the North. The UN agreed to investigate accusations that CWs were used in the middle of March 2013 in Aleppo Province in northern Syria. 2 While In the first 18 months of the conflict, 250,000 Syrians fled Syria. More than half a million people have left the country in the first 3 months of 2013.

Consequently, The United Nations decided to temporarily reduce the pres- ence of international staff in Syria due to security conditions. 3

1,254,451 Worsening battles between government forces from one side and pro-revolution activists and army defectors from the other side are forcing more and more people to flee each day.

By early March 2013, more than one million people were registered or waiting for registration in Syria’s neighboring countries and Egypt. More than half of the displaced are children. Most of them are under the age of 11 and often traumatized by their experiences. 5

Every day, over 125 Syrian babies enter the world as refugees 17% of Syrian refugees have not reached their fifth birthday. 36% are less than 12 years old. 6 75% of refugees are women and children. 74% of refugees live with host communities.

Governments of hosting countries especially Jordan and Lebanon have raised concerns about their capacity to accommodate an increase in Syrian refugees. The government of Jordan estimated that the cost of hosting Syrian refugees in 2012 was 600 million USD. It expects the figure to reach 800 million USD in 2013 if the crisis continues with the same level.

The number of Syrians living in Lebanon is around 1 million (including those who used to work and live in Lebanon before the crisis in Syria started two years ago). The presence of the Syrian refugees alongside an existing Palestinian refugee population means that a quarter of the tiny Mediterranean state’s population are now refugees.

Women

Security Situation on the ground

The UN High Commissioner for Refugees, António Guterres stated that three-quarters of the 1.2 million Syrian refugees were women and children. “ There are harrowing reports of rape and sexual abuse of women and children,” he added, noting the need to fund programmes for victims of sexual violence and women at risk. UNHCR noted that fear of rape is cited by refugees as one reason for fleeing Syria.

The UN High Commissioner for Refugees also highlighted the security challenge: “Convoys have been shot at, hijacked, warehouses destroyed and looted, and several truck drivers have been killed since the beginning of the conflict”. Aid workers are working in an insecure environment as they try to assist those in need.

Islamic Relief’s Action Islamic Relief’s Field Offices and Missions in Iraq, Jordan, Lebanon and Turkey continue to provide assistance to those affected by the conflict inside and outside Syria. The following pages will highlight some of the activities conducted by each Office/Mission. In order to further enhance the capacity of IR field staff engaged in the Syria Intervention in Iraq, Jordan, Lebanon and inside Syria, IR is planning for a regional training to take place in Turkey by the end of April 2013. This training will cover; Disaster Management, Child Protection and accessing Institutional Funding The attendees will also include representatives from active Syrian NGOs active on the ground. This training will be a good opportunity for building further capacity, improve networking and promote collective and collaborative work for more efficient and effective response.

IR Mission in Turkey has successfully conducted the following interventions:

Food Security and Nutrition The following items have been distributed (February– March 2013): 1,000 Food packages for Al Raqqa area. 50 tons of flour for Aleppo and Aleppo suburbs. 94 tons of flour for different areas in Idlib suburbs including Ma’ra An-Nu’man, Al Dana Area, Jisr-Ash-Shugur, Salqeen, Areeha, Jabal Alzawya, Tal Aldaman, Aldohur and Harim. 36 tons of flour for Bab Al Hawa IDPs camps. 5 tons of flour for IDPs at Qah village. 25 tons of flour to the border camps covering the refugees at Atma, Al Karama, Qah, Bab Al Hawa and Atma village.

Shelter and Non-Food Items Distributing 200 tents, 400 Blanket, 600 Mattresses for 200 families at Al Karama IDPs camp. 2500 Mattresses for Al Raqqa area. 400 Blankets for Aleppo and Aleppo suburbs. 200 Blankets for different clusters at Idlib suburbs.

WASH 14 Toilet Units for women and 14 Toilet Units for men for IDPs at Al Karama camp. 14 Toilet Units for women and 14 Toilet Units for men for IDPs at Bab Al Hawa camp. 14 Toilet Units for women and 14 Toilet Units for men for new cluster of IDPs at Idlib suburbs.

Health Provided 12 ambulances to different areas inside Syria. Tendering to purchase 2 million USD worth of medicines and medical items has been finalized.

Coordination meetings IR participated in ECHO meeting held in Antakya, Hatay on 19th of March. The meeting was attended by different INGOs, UNHCR, WFP, EC Ambassador to Turkey in addition to ECHO general director.

IR Jordan main activities (February to March 2013): WFP Food Voucher Distribution Islamic Relief has been working with WFP to distribute food vouchers to Syrian refugees living in Irbid, Jarash and Mafraq. The project has now been extended to 30th June 2013.

Distribution of Winterization items

Providing Winterization items to Syrian Refugees Islamic Relief Jordan have implemented a number of projects to help Syrian refugees cope with the winter weather. Gas heater, gas cylinders, jackets and blankets have been distributed. This project has been funded by IR Switzerland, AICID (Spanish Government),IR UK and IR Sweden .

IR Iraq is working in partnership with UNHCR and WFP to provide Syrian refugees in northern Iraq with food, provision of health services, cash and non-food items.

IR Iraq main activities: IR Iraq and UNHCR agreed to extend work in management of the two camps in Qaem district for 6 months in 2013 with possibility of extending to the end of 2013. Food and cash have been distributed to all camp residents. IR Iraq equipped this clinic with all medical items and disposables and 5,520 persons visited the medical clinic in the camp for treatment. 112,000 liters of kerosene delivered to refugees for heating and cooking purposes. 80% of the under-construction Obaidy Camp has been finished. IR Iraq is working with UNHCR and other NGOs to finish all planned activities within the coming few weeks. The second round of food parcel distribution has been successfully accomplished. A total of 6,500 WFP food vouchers were distributed in February, which benefited 26,730 persons. By the end of February, a total of 5,817 food parcels delivered; number of beneficiaries was 24,000 individuals. IR Iraq agreed with WFP to extend their voucher distribution project in Domiz camp in Northern Iraq for 4 months in 2013 as a primary stage.

Current Humanitarian Situation In March, the number of refugees registered and awaiting registration reached 400,000 (251,407 and 145,524 respectively). Current distribution of the registered population is as follows: North Lebanon: 110,204 Bekaa: 95,457 Beirut and Mount Lebanon: 25,746 South Lebanon: 20,000 During the second half of March, a total of 1,065 Syrian refugees arrived to Shiba’a, south Lebanon, through the Sheikh Mountain. In addition, an increased number of refugees approached Al Bekaa . This also reflects a relatively higher number of new arrivals and a higher number of people choosing to settle in the Bekaa as compared to last month. Islamic Relief Lebanon acted swiftly to this development by distributing Food and Non Food items to 125 Syrian families in Shiba’a.

ISLAMIC RELIEF’S AC TION Coordination Meetings Islamic Relief Lebanon has been in regular contact with NGOs in order to coordinate its activities with others: Coordination meeting with UNHCR to discuss Shelter and WASH proposals. Coordination meeting with ECHO to discuss Shelter and WASH proposals. A coordination meeting with WFP, to discuss distribution of Food Items to unregistered Syrian refugees. Islamic Relief attended the conference of Union Relief in Lebanon. Coordination meeting with UNICEF. Islamic Relief Lebanon has signed an agreement with UNHCR as a first stage of implementing shelter project of USD $416,819

ACTIVITIES Urgent Humanitarian Assistance for Syrian refugees in Lebanon: Funded by IRUSA

This project is aims to provide humanitarian assistance to Syrian refugees in Lebanon by distributing Food items (Food kits, Baby Milk, Water, Bread) and NFI (Hygiene Kits, Baby Diapers). Distribution has been take place in each of Saida municipality, Shiba’a, Jubeil and Al Bikaa area.

ISLAMIC RELIEF KEY MESSAGES Islamic Relief Worldwide and its partners remain extremely concerned for nearly 5 million people who are affected by the conflict and need help. The fighting must stop before more lives are needlessly lost. While our humanitarian operation is helping large numbers of people in many areas, it is hindered by lack of funding as well as insecurity and violence. We need more resources to be able to help more people. Humanitarian work is done on the basis of impartiality and neutrality. The only aim is to save lives and protect the vulnerable. These principles must be respected and it is vital that humanitarian aid remains free of any political agenda.
