BFAR approves P16M worth of projects for 2016
SIQUIJOR, April 19 (PIA) -- Bureau of Fisheries and Aquatic Resources (BFAR) here approved a total budget of P16,784,000 for various projects to be implemented this year, according to Warren Inao, provincial head of BFAR. Inao said a total amount of P1,300,000 will be used to fund 1,221 equipment that will be utilized for the techno demo projects. These techno demo projects include 87 units of pond culture technology worth P400,000, two units of fish cage culture/pen worth P500,000 and 80 units of seaweed culture worth P400,000. Another amount of P4,320,000 is allocated for the distribution of 1,387 units for fishing gear technology that include gill nets, hooks and lines and fish pots, and Fish Aggregating Device (FAD) or locally known as “PAyao: multiple handline and fish corral. A total of P80,000 will be used for the distribution of 36 units of post-harvest equipment which include fish stalls and seaweed dryer. Inao also said that there are locally funded projects in their office under the bottom-up budgeting (BUB) worth P4,584,000 and the establishment of Community Fish Landing Centers (CFLC) in Maria and Enrique Villanueva worth P6,000,000. The BFAR head said that their office is also ensuring the sustainability of the marine resources in the province through the P500,000 worth of coastal and inland resources rehabilitation. With all these projects, Inao urged all the fisherfolk organizations in the province to register themselves, acquire accreditation, and secure other legal documents needed in availing of the different available programs at their office. Film on chemical bonds, young love wins 1st Indie-Siyensya Apparently, Chemistry can be well explained through ‘hugots’ or catchy-romance terms. Combining simple terms and some romantic flavor, student-filmmakers from Mapua Institute of Technology succeeded in explaining the complex topic of chemical bonds in their film entitled ‘Bonding Tayo’ earning them the Best Film Award at the first ever IndieSiyensya Competition. In an awarding ceremony held at the Department of Science and Technology (DOST) in Taguig City, the team composed of Marvin Nofuente, Nikkei Bernal, and Charles Ongchangco
beat out 15 other science film entries to claim the top award along with a P50,000 cash prize. Indie-Siyensya is a pioneering science filmmaking competition organized by DOST’s Science Education Institute (SEI). ‘Bonding Tayo’ is a film about two Chemistry students who were working on a research paper. The male character named Nito tries to explain chemical bonds to his partner, Elisa, through ‘hugot’ lines that also served as his way to express his feelings towards her. The board of judges composed of scientists and filmmakers thought the movie chose an effective treatment in discussing a complex topic such as chemistry as it “meets the language of the Millennials.” “[We] liked it because Chemistry is hard to explain and [the filmmakers] found such an effective way to make the subject appealing to the young audience especially in this era of AlDub, JaDine and the like,” said Pauline Mangilog– Saltarin, Creative Director of Jesuit Communications at the Ateneo de Manila University (ADMU), who was one of the judges.

S e v e r i n o Sarmenta. Placing second were Jasmin Robert Bansil, Aira Jill Brosas, and Danielle Andrea Ferrer for their film entitled ‘Bathala,’ which was about how a student was able to develop a prototype of a technology that can produce energy and potable water for the Dumagats. The film netted them a P30,000 cash prize. Lastly, the trio of Princess Bacani, Angelica Mateo and Cristina Tula won third place and P20,000 for ‘Pwede Bang Red Uli?’, a short film on scientific ingenuity in addressing color blindness
and how a person’s concern for another can push one to look for solutions using science to help. DOST-SEI Director, Dr. Josette Biyo, said she was impressed about the quality of entries describing them as “effective and entertaining means in communicating science” to the public. “We have proven that Filipinomade science films are indeed effective means of bringing science and technology (S&T) closer to the people,” said Biyo. Lastly, dela Peña urged the filmmakers to keep making films and discovering science as the field offers unlimited topics that can be tackled thru artistic methods. “I hope that this activity marks the start of your own story whether in film or in science. We hope that you really use your gifts for the best cause, that is, to serve the nation,” he said. (DOST-SEI)
PPA chief calls for more VPAs, vows to strengthen therapeutic community SIQUIJOR, April 19 (PIA) -Senior Probation and Parole Officer Antonette Baldonado is calling for more Volunteer Probation Aides (VPA) as she vowed to strengthen the Therapeutic Community (TC) implementation in its 64 clients in the province. Baldonado said TC facilitates knowledge acquisition and important learning experiences which have therapeutic value to the Parole and Probation Administration (PPA) personnel, its volunteers, and the clients. Under the TC, the value system of an individual is being examined where the positive is nurtured and the negative will be demolished and offered an alternative approach about right living, she said. TC philosophy, she said, encapsulates the saying: “Helping Man Help Himself” with topics ranging from TC’s belief system, Goals of the SelfHelp Social Learning Treatment Model, Nine Essential Elements of TC and its unwritten philosophy. Recognizing that there are more to be done in rehabilitating the lives of the offenders and in preventing crime in the community, Baldonado is calling the public to join and be one with VPA. To be a volunteer, one must have a good reputation in the community, does not have criminal record, willing to render service without monetary compensation, adequate good health, and must be willing to prepare reports. The institution of VPA, she said, came into law through Executive Order No. 468 dated October 11, 2005. The law stipulates the revitalization of the VPA program of PPA to strengthen community involvement and participation in crime prevention, treatment of offenders, and criminal justice administration. PPA currently has 19 active VPAs. Matud pa ni Presidential Communications Operations Office (PCOO) Kalihim Herminio Coloma Jr., determinado ang gobyerno nga siguradohong dili na mausab ang maong insidente ug patubagon nila ang mga nagpaluyo niini segun sa balaod. Karong natangtang na ang kontrobersyal nga website, giseguro ni Coloma sa publiko nga wala naapektuhan sa data leak ang integridad sa automated election system. Giingong nakig-alayon na usab ang COMELEC sa Department of Science and Technology – Information and Communications Technology Office (DOST-ICTO) aron mas hugtan pa ang ilang security protocols. He explained that less water in the fish pond might lead to oxygen deficiency which would result to fish kill. “We still have sufficient fish supply in our marine life resources,” continued Poquita. Poquita explained that during hot season, a lot of phytoplankton will be produced for the food of the fishes in the ocean. There are plenty of food for the fishes due to the penetration of the sunlight in deep waters that will cause more algae to bloom. Poquita also reported the partial cost of damage in the impact of El Niño on fisheries production operations in which Bohol registered P44.75M, P1.72M in Siquijor, and P1.23M in Cebu. The damage consist of freshwater tilapia, grow-out ponds, seaweeds, bangus growout, and caulerpa. BFAR-7 Chief of Special Concerns Office Mario Ruinata said that they are still in the process of identifying vulnerable areas and the affected fisherfolk per province. They are also conducting Information, Communication and Education (IEC) campaign on the impact of El Niño to fisheries. Ruinata revealed that their aftermath action plan includes distributing 5,000,000 pieces of tilapia fingerlings and 5,000,000 pieces of milkfish fingerlings regionwide.(rmn/hfg/PIA-7/AGIO-7)
