PNP cascades P.A.T.R.O.L Plan to all six towns by Rizalie Anding Calibo
SIQUIJOR, May 5 (PIA) -- To give strong support to the transformation agenda of the Philippine National Police (PNP), the Siquijor Police Provincial Office (SPPO) is now starting to cascade the PNP P.A.T.R.O.L. Plan 2030 down to the six municipal police stations in the
province with the development of individual scorecards for the respective personnel. Cascading on operations review matrix and compliance evaluation process was made recently at the GAD Building in Siquijor, Siquijor following the institutionalization of the Performance Governance System (PGS).

It was attended by some 50 police personnel from the provincial police office and the six police stations as part of the Technical Working Group (TWG). PNP P.A.T.R.O.L. or Peace and Order Agenda for Transformation and upholding of the Rule-OfLaw Plan 2030 is the PNP’s change agenda which is anchored on the principle of systems and procedures. PNP PATROL Plan 2030 is attuned with President Aquino’s program thrust under the Philippine Development Plan 2011-2016 with his commitment to transparency, accountability, efficiency and rule of law, as well as the wholenation approach to national security. TWG Assistance Chief Police Inspector Narrolf Tan of PNP-7 facilitated the cascading, which includes compliance evaluation process, functionality of provincial and municipal Police Strategy Management Units (PSMU/ MSMU) and Technical Working Group, Overview of the Operations Review. Tan said the PNP nears the final stage of the PGS institutionalization so that cascading the PNP P.A.T.R.O.L. Plan down to the municipalities and development of individual scorecards is necessary in order to achieve breakthrough results. The program defines the way how PNP delivers its mandate through human rights-based and community oriented policing. Central Visayas gears up for POPCEN 2015
Key government offices in Region 7 recently met to plan preliminary measures in a bid to ensure the successful implementation of the new round of Census of Population (POPCEN) this year. National Economic Development Authority (NEDA-7) Regional Director Efren Carreon convened on May 7 the members of the 2015 Census of Population Regional Census Coordinating Board (RCCB) led by Philippine Statistics Authority (PSA). During the meeting, Carreon said the new data that will be collected during the census is vital in policy-making measures. “We need the exact figures that are reflective of what is happening at the local levels,” he said. The last population census in the country was done in 2010, which placed the Philippine population at more than 92 million, or specifically 92,337,852.
Held every five years, this year’s census of population will be done for 25 days from August 1 to 30 in the total 42,029 barangays across the country. This year’s census will include new information to be collected, such as deaths among family members, religious affiliation, and basic literacy, among others. For Region 7 alone, around 8,000 enumerators will be hired to carry out the complete enumeration of households in the four provinces under Central Visayas, namely Cebu, Bohol, Negros Oriental, and Siquijor. PSA-7 Interim Regional Director Ariel Florendo said the training and orientation for the enumerators is set in June. Florendo, during the RCCB meeting, pointed to the lack of qualified enumerators in the barangays as one of the issues they will have to address.
“We prefer the enumerators to come from the areas where they will be assigned because they are familiar with the terrain and the people. This is important as the census will be done down to the barangay level,” he said. He also appealed to the local government units (LGUs) and the community for their full support to make this year’s census of population successful. “Since the census will be done house to house, we need the support of the LGUs and the public, from the municipalities and cities and those in the remote barangays,” said Florendo. The 2015 POPCEN will be the 14th census to be carried out in the country since 1903, and the 3rd population census to be conducted in between two decennial censuses. (rmn/PIA-7 Cebu)

3,320 gov’t job vacancies posted online The Department of Finance (DOF), Bureau of Internal Revenue (BIR), Department of Budget and Management (DBM), Department of Transportation and Communications (DOTC), and Department of Tourism (DOT) have posted 3,320 vacancies online, in an effort to radically open up and widen the reach of government recruitment and to invite more young Filipinos to join the civil service. As of today, 3,320 vacancies have been posted at Kalibrr.com, a jobs matching site, in partnership with the Bagumbayani Initiative, a program by Young Public Servants (YPS) that aims to promote positive change and integrity in the government by sustainably recruiting young people into the civil service. Bagumbayani Initiative started with a group of friends who come from different government agencies, and who decided to meet every Wednesday to talk about their experiences and stories in the civil service. Of the 3,320 vacancies, 3,211 entry-level positions are from the BIR, 41 positions from the DOF, 31 positions from the DBM, 33 positions from the DOTC, and 4 positions from the DOT. Since the vacancies were published in an initial soft launch in April, the DOF has received 244 applications, BIR – 154 applications, DBM – 152 applications, DOTC – 18 applications, and DOT – 59 applications. NCCA promotes preservation of national, cultural heritage
The National Commission for Culture and the Arts (NCCA) is now establishing closer link and coordination with local government unit (LGUs) in its campaign to preserve and protect the country’s cultural heritage. In the recent special Association of Government Information Officers (AGIO-7) Forum in line with the celebration of May as National Heritage Month, NCCA Head on National Committee on Libraries
and Information Services Marilou Tadlip said the commission is exerting effort in having strong coordination and linkage with LGUs in the preservation of the country’s cultural and national heritage through development of barangay learning centers as one of the factors. “Development of the barangay reading centers is our focus,” Tadlip said. NCCA will hold the Kulturang Cebu storytelling and Art to Heart workshop in coordination with the Cebu City Public Library and the Association of Barangay Council in Cebu City on May 15, 2015. Kulturang Cebu storytelling will depict the story of “Bugsay,” and for a better appreciation of Cebuano culture, the Art to Heart workshop will also feature the making of “puso” (hanging rice). This whole afternoon event will gather children aged 7 to 12 from the selected 14 Cebu City barangays both from urban and mountain areas to listen to stories and be part of the workshop. There will also be a book donation to barangay reading centers for children to know and understand the Filipino culture, heritage and stories behind who and what we are today. “This whole afternoon will be pleasurable activities, there are many things that can be told,” Tadlip revealed, adding that NCCA hopes to promote culture through the barangay learning centers. The activity will also feature art exhibit with 70 artworks and the many faces of Christ through the Kristo Manila and Kristo Nino to be displayed at SM Cebu Art Center to open on May 16 at 6:00 p.m which will run until May 30.
