PRO7 commends outgoing PD Tabujara for a job well done SIQUIJOR, July 16 (PIA) – The Police Regional Office in region recently commended outgoing Siquijor Police Provincial Director PSSupt. Primitivo Tabujara Jr. for a job well done in the province. In a turn-over ceremony last week at the Siquijor Police Provincial Office (SPPO) in Caipilan, Siquijor, PCSupt. Orlando Domingo Ualat lauded Tabujara’s leadership for successfully defending the first phase of its Performance Governance System (PGS) that laid down its long-term transformation roadmap through the Peace and order Agenda for Transformation and Upholding the Rule of Law (P.A.T.R.O.L.) Plan 2030 of the Philippine National Police (PNP). He hopes that the present leadership will also defend a n d c o n t i n u e t o i n s t i t u t i o n a l i z e t h e p r o g r a m s u c c e s s f u l l y. U a l a t i s r e f e r r i n g t o t h e n e w p r o v i n c i a l d i r e c t o r, Police Senior Superintendent Erson Udal Digal, whom he said is also one of the distinguished senior officers of PRO7. Ualat said Digal’s assignment to the province is temporary, but he believes “he will also perform very well, if not surpass Jun’s (Tabujara) performance with the support of the officials and the personnel.” SPPO, Ualat said, is on the second leg of the institutionalization process as one of the requirements for the PNP transformation program to realize its vision of becoming a highly capable, effective and credible police service. Ualat said Tabujara have reached the mandatory two-year service as provincial director in Siquijor province, hence his transfer to the regional office prior to his retirement in December this year. DA-PRDP strengthens document tracking through technology

The Department of Agriculture’s Philippine Rural Development Project (DAPRDP) has recently launched an online document tracking system (DTS) to enhance the management and tracking of pertinent documents within its offices, thus improving efficiency of the project implementation. The web-based DTS was developed by the PRDP’s National Project Coordination Office (NPCO) to facilitate updating of documents’ status online. The system will record the status of processing of various documents routed within the PRDP from the regional to cluster and national offices. PRDP National Deputy Project Director Arnel V. De Mesa said that this system will help the management and concerned offices to trace documents easily. “Considering a vast project scope along with a wide range of implementers, the operation of the Project involves voluminous critical documents that needs to be processed promptly in order not to hamper the delivery of interventions, thus this system will help us achieve PRDP’s objectives efficiently,” added De Mesa. Known for promoting technology in government project management—such as the geotagging and expanded vulnerability and suitability assessment tools—both used in determining feasibility of proposed subprojects under the PRDP, the DTS is another milestone in the PRDP implementation. Prior to this, the Project has developed a web-based management information system (MIS) for the concerned offices and agencies within the DA family. The system, which records and maintains information on the updates of various DA projects, was commenced last year. To further capacitate PRDP personnel on the use of the DTS, the NPCO has conducted trainings to cluster offices mainly involving Project Development Associates who will handle the encoding of information in the system. De Mesa added that the DTS will provide access to the real time status of processing of the document or responding with the action required from it. “It will also provide feedback on the magnitude of documents still in circulation that are already exceeding timelines as well as those that are nearing the prescribed processing or service timeline standard, helping us identify specific bottlenecks in processing various documents. “Most importantly, the DTS will provide the management a more transparent basis in drawing out decisions to improve, over time, the handling of Project documents,” added De Mesa. PRDP is a six-year national project that aims to establish a modern, inclusive, value-chain oriented, and climate resilient agriculture and fisheries sector. It is implemented through the partnership of the DA, World Bank and Local Government Units. (DA)

Local communities play crucial role in success of APEC Cebu (PIA) -- Local government units should take pride in Cebu’s hosting of some major meetings of the Asia Pacific Economic Cooperation (APEC) as this is a good opportunity to showcase the province to the whole world. Atty. Rene Burdeos, regional director of the Department of Interior and Local Government (DILG-7), stressed the role of local communities in the successful hosting of APEC Cebu by showing the famous Filipino hospitality and not to complain in case of inconvenience due to traffic rerouting or closure. “Local government units and the Cebuanos in general should support the efforts of the National Government to ensure that the APEC meetings in Cebu will be peaceful and successful,” said Burdeos during a recent press conference on APEC Cebu and the role of the local communities. APEC meetings are scheduled initially on August 22 that will run until October with a gap in between as 3,200 delegates from 21 economies are set to gather in Cebu from August until September 6 to culminate for the Senior Officials Meeting (SOM) 3. Ethel Natera, chief of the Cebu Provincial Information Office and chair of the Cebu Organizing Committee on Media, said it is important for the people to know and learn the impact of APEC to the Philippine economy and how Cebu stands to benefit from hosting some conferences. “About 80 percent of our trade, export and import, are with these APEC economies,” stressed Natera as Cebu can show to these 21 economies that the province is a good place to invest in as well as a leisure destination. Joel Garganera, vice president of Cebu City Liga ng mga Barangay, could not agree more. “Where can you find a place where you transact business and then in 30 minutes, you can be at the beach,” posed Garganera. Cebu Provincial Board Member Celestino Martinez III likewise said “Cebu can be promoted to these APEC countries as a hub for investments,” adding that delegates must also be shown around the province for them to determine the potentials of doing business outside Metro Cebu. Meanwhile, clean-up drives are ongoing in Mandaue City with less than three weeks before the start of the meeting. “Even though no meeting venue will take place there, the city will be part of the route so we need to also do our share even in this way,” said Carmelino del Mar Jr., vice president of the Liga ng mga Barangay in Mandaue City. “The people especially those living along the roads must also be conscious about their garbage and ensure that these are not visible during the APEC period,” said Jose Dungog, president of the Liga ng mga Barangay in Lapulapu City.

Dungog said Lapulapu City has always been a tourist destination, adding that the local government will do its best to showcase Lapulapu City at its best. Natera said that a foreign tourist spends an average of US $100 a day. “Let us do our part to promote Cebu as investment and tourism

destinations because when there are more investments, there are more businesses, more increased economic activities and more tourists coming in that will redound to more jobs for the Cebuanos. DTI-Siquijor launches provincial Negosyo Center

SIQUIJOR (PIA) -- The Department of Trade and Industry in Siquijor province will launche on July 28 the provincial Negosyo Center at the DTI provincial office in Siquijor town. The launching is in support to RA 10644, “An act Promoting Job Generation and Inclusive Growth through the Development of Micro, Small, and Medium Enterprises (MSMEs).” Early reports from DTI said that as of July 10, at least 54 Negosyo Centers have been launched this year which brings to a total of 59 Centers now operating all over the country. Five of these became operational on the fourth quarter of 2014, the report said. Of the 59 centers, the report said16 are located in Mindanao, 12 are in Visayas, and 31 are in Luzon, or a share of 27%, 20%, and 53%, respectively. Majority of these centers are located in the various Local Government Units (LGUs) where the Centers are based, and in the DTI Regional and Provincial Offices nationwide. Only one Center is academe-based while another is housed at a Chamber ’s Office. For the rest of the month of July, 26 more Negosyo Centers are likewise set for launching all over the country. It is expected that by month’s end, Negosyo Centers will be present in all the regions of the country. A total of 146 Negosyo Centers are set to be launched by end of the year, or 46% of the total target of 100 centers for 2015. The total number of Negosyo Centers operating by then would reach 151, including the four

Maglaya said in the press release. DTI has been given the key

responsibility and challenge of establishing Negosyo Centers in all provinces, cities, and municipalities nationwide, as provided for under the Go Negosyo Act, which seeks to strengthen micro, small, and medium enterprises (MSMEs) nationwide to create more job opportunities in the country. It was signed into law by President Benigno S. Aquino III on 15 July 2014, with the DTI issuing Department Administrative Order (DAO) No. 14-5 series of 2014 or the Implementing Rules and Regulations for Republic Act No. 10644.
