PAGASA to install Doppler Radar in Siquijor soon

SIQUIJOR (PIA) -- Siquijor province will soon have Doppler Radar, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

PAGASA administrator Vicente Malano said the radar will be installed anytime soon after the actual inspection and series of ocular site visits. He visited Siquijor recently to inspect the site where the radar will be installed.

In an interview with the PIA-Siquijor

during the recent Provincial Disaster Risk Reduction Management summit here, Malano said Siquijor is prioritized because aside from it having no station, it will complement Cebu City’s Doppler radar and to serve as backup during fortuitous events.

PAGASA-Visayas director and chief meteorologist Oscar Tabada in an earlier report said the major breakthrough in weather forecasting is attributed to the installation of at least 15 Doppler radars in the country costing

As a tropical nation perpetually placed in peril by storms, and as severe weather conditions continue to increase in frequency, the government finds it imperative to equip our weather forecasters with modern weather-gauging tools such as the Doppler Radar which will also be soon installed in this province, according to PAGASA.

“Pulisteniks” opens 113th police service celebration

SIQUIJOR, Aug 2 (PIA)— Simultaneous with the rest of the offices of Philippine National Police (PNP) nationwide, Siquijor province’s celebration of the 113th Police Service Anniversary opened with a Fun Run, Biking and Zumba dubbed “Pulisteniks” today at the Siquijor Capital Square, Siquijor, Siquijor.

Siquijor Police Provincial Office (SPPO) provincial Director PSSupt. Primitivo Tabujara Jr. said “Pulisteniks” is just one of the activities set by the SPPO to celebrate the country’s Police Service Anniversary.

“We have lined up several programs and activities for the month-long celebration with the thrust to maintain peace and order and promote community awareness and participation,” says Tabujara.

The Pulisteniks is composed of a 5-km stretch Fun Run, a 10-km stretch Biking activity and a Zumba that were simultaneous at 5:30 in the morning and participated in by SPPO officials, uniformed and non-uniformed personnel, Philippine Army and the reservists, the academe, national government agencies and the community province wide.

The activity is also to encourage the general physical well-being of the police personnel in line with the main concern of police officers to maintain its efficiency and effectiveness in capturing lawless elements.

He said there is already a budget for another Doppler radar that will be intended for Siquijor. This will be the 3rd radar in the Visayas region that can also monitor the weather systems affecting Northern Mindanao.

Tabada said the Siquijor provincial government has been supportive of this plan, and that the Siquijodnons embraced the idea of another radar in the province to help in forecasting weather to be able to prepare for possible disasters.

Tabada, was also in Siquijor on August 2425 as one of the resource speakers during the disaster risk reduction and management (DRRM) summit at Salagdoong, Maria, Siquijor.

The proposed radar according to Tabada is a specialized one that makes use of the Doppler effect to produce velocity data about objects at a distance.

The Doppler effect is an increase or decrease in the frequency of sound, light or other waves as the source and observer move toward or away from each other, he explained.

Having a Doppler Radar in Siquijor is good, said Tabada, “because this can cover the Visayas and parts of Mindanao. So if the ones in Cebu or Mindanao becomes unusable, PAGASA can still get data from the Doppler in Siquijor radar,” Tabada said.

He said that with the Doppler radars, PAG-ASA has been issuing timely weather forecasts with accuracy.

He noted that based on the feedback from the local-chief-executives and disaster management officials of the towns and cities across the region, all the forecasts of incoming rain showers, storms, cyclones and gale warning issued hours earlier for specific areas have been proven correct on the ground.

According to him, the Philippines is being visited by an average of 20 typhoons every year.

The country, according to the experts, is situated below the equator which makes it a tropic that is prone to strong cyclones, and is in fact within the ring of fire, a string of volcanoes which on a daily basis produce eruptions felt or unfelt, Tabada said. (mbcn/RAC/PIA7Siquijor)

DOST Siquijor now accepts applications for scholarships

SIQUIJOR, Aug 4 (PIA)— The Department of Science and Technology (DOST) in Siquijor province is now accepting applications for the 2015 DOST-Science Education Institute (SEI) undergraduate scholarships and Philippine Science High School System’s National Competitive Examination for SY 2015-2016.

The DOST-SEI’s undergraduate scholarship programs are open yearly to

talented and deserving students who wish to pursue four- or five-year courses in priority science and technology fields.

The RA 7687 Scholarships and the Merit Scholarships both aim to produce and develop high quality human resources who will man the Science and Technology (S&T) and Research Development (R&D) efforts in the country (http://www.science-scholarships.ph).

Formerly known as the NSDB or NSTA Scholarship, the Merit scholarship is open to

P14B budget in ‘15 for LGUs to firm disaster risk reduction plans

CEBU CITY (PIA) --- Climate Change Commissioner Usec. Naderev “Yeb” Saño bared the government has earmarked P14 billion for 2015 under the People’s Survival Fund (PSF) to help local government units strengthen their climate change mitigation and disaster risk reduction plans.

Saño was recently in Cebu as keynote speaker in the 1st-ever Barangay Summit on Disaster Risk Reduction and Climate Change Mitigation and Adaptation in Central Visayas held in the coastal town of Cordova that was initiated by the Philippine Information Agency (PIA-7) here.

Climate change is one of the five issues given priority by President Aquino in terms of budgetary requirement alongside economic improvement and peace and order among others, said Saño adding that the President even created a specific cabinet cluster on climate change mitigation and adaptation.

Saño said the PSF amount could also be used for local government units hit by disasters. Under RA 10174, the PSF is established to provide long-term finance streams to enable the government to effectively address the problem of climate change.

Saño warned of the effects of climate change which include super typhoons, erratic rainfall, increased in temperature and even seawater level rise.

“Climate change is a real problem affecting our country today. It is imperative that we work together, put in place our plan from the barangay up to the municipal or city level then to the provincial and national level,” Saño told almost 100 participants that included town councilors, barangay captains and officials, students and other municipal officials.

For us to survive climate change, we must build a better nation by taking more care of our environment, said Saño.

Saño told barangay officials the critical importance of reducing the risks of disasters by having and implementing its own disaster risk reduction and management plan.

It is also equally important that barangay officials involved the local residents to the ‘purok’ level by informing and educating them in order to develop and build disaster-resilient communities, said Saño.

Its entrance exam known as the National Competitive Examination (NCE) is open to all grade six pupils from duly recognized schools by the Department of Education who meets certain criteria of eligibility set by PSHSS. Privileges

Students who will pass the DOST-SEI exam will enjoy tuition subsidy worth P10,000 per semester or P8,000 per trimester, monthly living allowance worth P5,000 for BS Physics/ Applied Physics/Physics Teaching/Geology/ MiningE or P4,000 for other DOST-SEI priority courses, book allowance worth P5,000 per year. In return, he/she must maintain a certain grade to continue enjoying said privileges throughout the entire 4 or 5 year course.

On the other hand, PSHS offers free tuition, monthly stipend and loan of available textbooks to scholar awardees. In addition, a monthly living allowance determined by the Scholarship Committee and approved by the Board of Trustees shall be given to those who are financially deserving. On the other hand, cut-off date for filing of application for the DOST-SEI is on 22 August 2014 (Friday) and the nationwide conduct of the examination is on 21 September 2014 (Sunday).

Both examinations will be held at the Siquijor State College in Larena, Siquijor.

Climate change an important issue that calls for unity - Usec Saño

CORDOVA (PIA) --- “Climate Change is a real issue now that calls of us to work together from the barangay to the municipalities to the province and the national level. To survive climate change, we have to build a betternation by taking care of our environment and natural wealth.”

This was the urgent call of Climate Change Commissioner Undersecretary Naderev “Yeb” Saño in his keynote

message during the 1st Barangay Summit on Disaster Risk Reduction and Climate Change Mitigation and Adaptation held in Cordova town, Cebu on August 8 that was initiated by the Philippine Information Agency (PIA-7) in the region in cooperation with the local government unit of Cordova.

Saño told the 100 summit attendees mostly barangay officicials, students, heads of departments of the

town that climate change effects on people and communities include more typhoons, more rains or no rains at all, increase in temperature and sea level rise.

“Disaster Risk Reduction Management means reducing the root casuse of poverty. Kapag may mahirap, may disaster,’ Saño said.

He added that “we are at war with the vicious eneny called climate change and disasters. We should not buckle down, we will win this war!”

He also said that climate change requires everybody to strongly believe in action, to act what is needed against the harmful impact of climate change.

Saño then lauded PIA-7 for the initiative done in organizing such activity on barangay summit on disaster risk reduction as he said that “disaster risk reduction management is an important discussion.”

He said that President Benigno Aquino III is also exerting effort to implement programs and projects geared towards disaster risk reduction and climate change mitigation and adaptation.

He also reminded the public that poverty also takes part in the vulnerability of a certain area to disaster.

“Disaster risk reduction management also means reducing the root causes of vulnerability including poverty.”

Saño then urged the public including the youth to combined efforts against climate change and put into action themselves the disaster risk reduction management practice.

“We all have to build a better nation for the youth, this demands all of us to build a better nation that requires truth and development among others,” Saño said.

PRO-7 warns police caught involved in illegal drugs

CEBU CITY (PIA) --- No second thoughts of dismissal from service awaits police personnel caught involved in illegal drugs either as user, pusher or coddler is the stern warning reiterated by a top official of the Police Regional Office (PRO-7).

Chief of staff of the PRO-7 Regional Directorial Staff, Sr. Supt Edward Carranza said anti-illegal drugs is a major thrust and that not only are they implementing an aggressive campaign through the conduct of drug raids, they are also doing internal cleansing within the ranks to rid the institution of bad eggs.

“We are conducting surprise drug tests among police offices,” as part of the internal cleansing, said Carranza during the recent “Talakayan sa Isyung Pulis’ (TSIP) Forum.

Deputy chief of the Regional Investigation and Detective Management Division, P/Supt. Henry Biñas in the same forum bared 27 policemen have been dismissed from service from 2011 to 2013 due to their involvement in illegal drugs.

Most of these cops were users, said Biñas.

“Currently, there are eight police personnel that have pending administrative cases before our office,” said Biñas.

Meanwhile, around eight percent of the entire police force in Central Visayas has undergone the surprise drug tests as of August 4, this year, said P/Supt. Rex Derilo, deputy chief of the Regional Intelligence Division.

Derilo said there are over 8,000 police personnel in the region and 687 of the total figure have already been subjected to the surprise random drug test.

According to Derilo, seven tested positive of drug use while a confirmatory test needed to be done to find out the exact result.

Derilo said the PRO-7 is implementing a five-point strategy in implementing the antiillegal drug strategy. These strategies are supply reduction, demand reduction, internal cleansing, legal offensive and domestic and international cooperation. (mbcn/FCR/PIA7)
