K to 12 earns more support from Siquijor partners
SIQUIJOR, Aug 20 (PIA) -- K to 12 program earns greater support from various partners of the Department of Education (DepEd) in Siquijor as local government officials, private sectors, teachers and parents pledged commitment during the forum recently at the Siquijor State College (SSC) Gymnasium in Larena, Siquijor. Provincial Governor Zaldy Villa said even before its implementation, the provincial government has been extending support to education. He said the province has spared considerable amount for tools and equipment for the program so that support it extended reached to P2 million. In 2013, he said purchase of tools and equipment for the program reached P175, 000 from the special education fund (SEF). In 2014, budget allocation rose to P700,000 and in 2015, P1.2 million. “All because of my l o v e f o r S i q u i j o r, ” h e s a i d . He said that as local chief executive, it is his primary concern to look after the future of the school children and that he is bound to continue giving assistance through quality education. Province of Siquijor Electric Cooperative (PROSIELCO) general Manager Laureen Malolot also gave her share of commitment. First, she said she will convince the PROSIELCO board of directors to pass a resolution approving and accepting the partnership for the K to 12 program with the DepEd. Second, she will allow the students speciliazing in electricity to have OntheJob-Training in the cooperative and will recognize the K to 12 partnership as part of its corporate social responsibility. “ We w i l l c o n s i d e r i t a s a n opportunity to extend our services by helping our fellow Siquijodnons make a difference to their lives,” Malolot said. She added, Prosielco thru its institutional department will come up with a training or program design intended for the purpose and giving emphasis on the safety and proper use of electricity. L a s t l y, s h e c o m m i t t e d t o patronize Siquijor graduates and give them the opportunity to be employed in the cooperative, if they are qualified. Provincial Agriculturist Ramon Taroc on one hand vowed to give

These include the Technical Education and Skills Development Authority (TESDA) that provided capability building and free assessment training for teachers, and the Bureau of Soil and Management for tools and equipment. For the Municipal local government units (LGUs), Larena was the first to turnover tools equipment during the Brigada Eskwela in 2013 and commits another P100,000 for this year. The five other towns with their appropriations are Siquijor with P200,000; San Juan, at P100,000; Lazi, P45,000, Maria, P30,000; and Enrique Villanueva, P20,000. T h e P a r e n t s Te a c h e r s Association and alumni associations of Candaping, Campalanas and Tambisan high schools also turned over their share during the Brigada Eskwela.
Lagura also thanked the Roman Catholic Diocese of Dumaguete for donating a parcel of lot as additional school site for the construction of Senior High School in Banban, Siquijor. Even private high schools are doing their share in the preparation and construction of additional classrooms, also said Lagura. He said the implementation of Senior High School is based on RA 10533 otherwise known as the “Enhanced Basic Education Act of 2013.” It is also in su p p o r t t o t h e vision and mission of the province as a peaceful agro industrial and ecotourism center in Central Visayas. It seeks to fulfill its mission to pursue integrated economic development thru citizen participation, shared responsibilities in the conservation of natural endowments, vigorous promotion of rural-based tourism and sustainable agriculture, he said. Siquijor province, he also said, is the only provincial division and one of the three out of 19 divisions in region 7 having implemented early Senior High school. Framework on energy resilience eyed during APEC Cebu meetings
(PIA) --- Energy ministers aim to craft a framework for ensuring an energy resilient Asia-Pacific Economic Cooperation (APEC) community when they meet in Cebu from October 12 to 14, 2015. In a recent briefing held at Capitol, Energy Undersecretary Loreta Ayson said the key elements of the Cebu declaration will “revolve around energy resources, investments, clean technologies, resilient infrastructures, and regional standards for products and services.” One of the specific issues to be threshed out during the 12th APEC Energy Ministers’ Meeting and Associated Meetings in Cebu pertains to strengthening energy infrastructure against adverse climate change effects. Ayson cited recent natural disasters in 2015 in the Asia-Pacific region that affected energy sources, such as the bushfires in Australia, flooding in the Andean Cusco region of Southern Peru, winter weather that hit Tennessee in the US last February, flash floods in Chile’s Atacama desert, coal mine flooding in China’s Shanxi province, forest fires in Russia’s Khakassia Republic in Southern Siberia, and strong earthquake in Japan’s Bonin Islands. The affected countries are among APEC’s 21 member economies. Proposed interventions for these and other disastrous scenarios will come from Japan, the United States, Chinese Taipei, Indonesia, and Russia, Ayson added. DA-7 intensifies pest control after long drought CENTRAL VISAYAS, August 14 (PIA) – The Department of Agriculture (DA-7) here intensified its efforts to prevent the severe damage on crops and vegetation caused by a possible attack of pests after a long drought. In the recent Association of Government Information Officers (AGIO-7) forum, Bienvenido Acabal Jr, agricultural center chief III of Regional Crop Protection Center of DA-7, said that they are closely monitoring the occurrence of pests in the current dry spell. Pests that are likely to exist include army worms, grasshoppers, and rats in farmlands. Acabal added that DA-7 has been monitoring areas in the
region that might be affected, mostly farmers of corn and rice crops. “Since last year we have been conducting caravan in Central Visayas and informed the farmers on El Niño and its possible effects to agriculture,” Acabal stressed. He also urged farmers to be vigilant as pests will not directly attack crops as they will settle first in grasslands. He added that in July this year, there are reports of the occurrence of army worms in some areas in Central Visayas that affected 56.3 hectares of the total 5,041.53 hectares of land being monitored by the department. Most of these are in some areas in Bohol and Cebu and a big portion
of it is reported in Negros Oriental. Acabal clarified that this is not alarming as the case in Negros Oriental is still manageable and can not be considered as an outbreak. He added that liquid insecticide, pesticide, and herbicide are already distributed in these areas to prevent its multiplication into huge volume of pests that might attack farm crops. Farmers, LGUs and DA-7 j o i n e d e ffo r ts i n th e a p p l i c a ti o n of these pest control to farms. In this regard, DA-7 intensified its monthly monitoring to prevent the spread of army worms to large parts of the region and in preparation for a possible occurrence of other pests following the long drought. Tech company provides assistance to Kalahi-CIDSS
International Business Machines (IBM) recently provided technical assistance to the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) of the Department of Social Welfare and Development (DSWD) through its Corporate Service Corps. The IBM Corporate Service Corps volunteered to provide assistance to Kalahi-CIDSS in helping improve its data analytics and program management system. These intend to optimize the data flow at different levels of the program, from the municipal to the national levels, and to help improve efficiency and facilitate strategic planning for the implementation of Kalahi-CIDSS. To understand how the program’s processes work at the ground level, the team had a field visit to Alcoy, Cebu, where they interviewed the municipal and regional staff and officials of the program. Anita Govindjee of IBM United States and one of the members of the Corporate Service Corps deployed to provide assistance to Kalahi-CIDSS recognized the “good” system employed by Kalahi-CIDSS. She said their recommendations are intended to improve the program’s systems and processes for improved data management and analytics. The recent scale-up of KalahiCIDSS into a national community-driven development (CDD) program led to challenges in ensuring the quality and timely delivery of capacity building and sub-projects to poor communities, as the coverage was more than double of what was previously covered. It also necessitated a change in the data management system of the program to ensure that the projects are monitored properly, with any gaps in program implementation promptly identified so these can be addressed quickly and effectively. Luis Pineda, president and country general manager of IBM Philippines, said government units and public sectors in the Philippines are working towards sustainable and inclusive economic development. “The objective of our latest contribution to the country’s growth agenda will inculcate the use of emerging technologies such as analytics and social, to tap on valuable insights which will be useful in strategic planning to help address key developmental issues such as poverty alleviation, unemployment, and skills development,” Pineda added.
Meanwhile, DSWD Secretary Corazon Juliano-Soliman emphasized the importance of information management i n t h e D e p a r t m e n t ’s p r o c e s s e s . “Reaching poor, vulnerable,

Pres. Aquino orders preparation of road map to address effects of El Niño
President Aquino in a meeting on Monday, directed the Cabinet to prepare a detailed road map for addressing the adverse effects of the El Niño phenomenon toward the end of the year and into the first four months of 2016.
The road map will feature action plans in terms of f o o d s e c u r i t y a n d w a t e r s u p p l y. The food security council will be convened by the National Economic and Development Authority to map out
MSMEs encouraged to create more distinctive branding for their products
The Department of Trade and Industry (DTI) is pushing for the branding of products of micro, small, medium enterprises (MSMEs) to make them more competitive in the local and foreign markets. “As part of DTI’s effort to back the development of MSMEs, we help them create distinctive names and images for their products aimed at their target market,” DTI Undersecretary Ponciano C. Manalo, Jr. Manalo noted that branding provides an impact on a certain product’s presence in the market that helps MSMEs attract and keep their target consumers.

The DTI is currently working with the Design Center of the Philippines (DCP) to help startups or micro enterprises (MEs) in branding their products. Aside from startups or MEs, the DCP is currently helping some cities in branding their localities to help them in their promotion efforts. Likewise, the DCP helped in designing the logo of DTI’s Negosyo Center. Sunico said that DCP’s services on branding are free available to startups or micro enterprises in the country. Requests for assistance in the branding of their products may be coursed through the DTI offices nationwide or directly to DCP. (DTI)
