Feature: LTI instructor, trainer is TESDA’s 2014 Model Employee National awardee SIQUIJOR (PIA) -- An instructor of Lazi Technical Institute (LTI), Brenda Bation received the 2014 TESDA Model Employee of the Year (TMEOYA) national award that was given during its August 25th anniversary this year. The quest for TESDA Model Employee of the year Award (TMEOYA) is a yearly event that happens in August during its Anniversary Celebration that falls on the 25th. Bation comes from the island of Siquijor who, having excelled in government service, has given great honor to Siquijor and her selfless service to the fellow Filipinos in the field of education and training starting from the grassroots communities of the province. As a career woman, Brenda devoted herself in her job not only as a classroom teacher and trainer but as an extension worker as well. She has that charisma in dealing with the folks in the community. She said, being with them is her life and passion to the extent of losing some quality time with her family and friends to the service of the communities. Coming to school early and going home very late in the evening becomes her hobby that is rarely found in government service. Having garnered the Regional and National Model Employee Awards, Brenda has proven her worth and now starting to believe that she still has many things to achieved. Such awards made her realize that life is so short and that every minute has to be maximized. She is more challenged and inspired to become more innovative, creative and

However, she made it with flying colors. Cognizant to her commendable accomplishments of being a trainer and extension worker, what made her over ranked others is her innovation. As a Food Processing trainer she was able to develop banana powder out of the San Pablo/Cardava banana variety. This banana powder was used to substitute flour in preparing polvoron, tart, cookies, empanada, and other sweets. This banana powder when undergone further processing it will lead to banana flour which is currently in project proposal stage and for funding requirements. Seminar on rapid communications using ICT for emergency held

SIQUIJOR (PIA)-- The Department of Science and Technology and the Provincial Disaster Risk Reduction Management Council (PDRRMC) here conducted a seminar on Rapid Communication Using ICT for Emergency to prevent, mitigate, and respond during disasters. The seminar aims to inform the participants on the latest trends in the information and communications technology and how these can be used during disaster. Movable and Deployable ICT Resource Unit or MDRU was highlighted during the seminar, which according to Jeffrey Lllanto of Central Visayas Information Sharing Network (CVISNET), was proposed and launched by Japan’s Nippon Telegraph and Telephone (NTT) in Japan in 2011. Early this year, the municipality of San Remegio in Cebu became a recipient of MDRU Project through the partnership o f N T T, C V I S N E T, a n d D O S T 7 . Lllanto talked how the MDRU had been of great help during the disaster response and operation after Typhoon Yolanda hit San Remegio. He said the MDRU can provide ICT services like phone services in disaster-hit areas at a low cost with guaranteed sustainability. It can be used even during ordinary days like an intercom, he added. In his message, Gov. Zaldy Villa thanked DOST and PDRRMC for organizing the seminar as he urged the participants to have a proactive role in disaster risk reduction and management of the province. PDRRMO Blezela Mae Omictin also urged the participants to listen and think on how the topic of the seminar can strengthen the DRRM policies and actions of each LGU. It highlighted the role of ICT during disaster, either on relief operation, search and rescue and simple communication to families. During the same event, provincial science and technology director Engr. Mario de la Peña encouraged the local chief executives and local DRRMOs to adopt the technology and think of the benefits of the MDRU to their DRRM arsenal. The seminar was attended b y r e p r e s e n t a t i v e s f r o m t h e d i ff e r e n t LGUs spearheaded by respective local chief executives, representatives from the academe, MDRRMOs, NGAs and NGOs. The CVISNET Team demonstrated to the participants how the MDRU works. According to a paper published by Japan-based NTT entitled Overview of Movable and Deployable ICT Resource Unit Architecture, “an MDRU is a transportable unit accommodating the various resources necessary to deliver ICT services. Once a disaster occurs, one or more MDRUs are promptly transported to the disaster-affected area and set up there.” Each unit rapidly forms a Wi-Fi-based local area network (LAN) in its surrounding area and starts delivering at least basic ICT services to the people in the area. T The MDRU is connected to the existing wide area network (WAN) via remaining optical fibers and/or satellite links. Once the MDRU is connected to the WAN, it acts as a local information hub. Feature: Elena’s baked success by Engr. Reinhold Jek Abing SIQUIJOR (PIA) --- Baking delicious breads must be beyond ordinary. This is Elena Ibera’s motto when it comes to baking breads. Having a natural passion for baking breads, cakes and pastries, Ibera, who is the proprietor of Elena’s Bakery and Pasalubong Center, made that as a foundation for establishing the business. “While others venture in business which they do not even know, I personally bake and supervise the processing of my products. The edge of my products among competitors lays in their distinct taste that only Elena’s offers. That’s a family secret, of course,” says Elena. During town fiestas in the province, her products are always in demand. Those yearly events became the stepping stone of her firm. Every year, orders pour in that her usual capacity cannot meet the demands. To remedy this, her sister tried to approach some government agencies for assistance. When they went to the Technical Education and Skills Development Authority (TESDA) in Lazi, the agency directed her to go to the Department of Science and Technology (DOST) in Siquijor to avail of the Small Enterprise technology Upgrading Program (SET-UP). Upon request of the firm and upon complying with the requirements, Elena’s Bakery and Pasalubong Center became a recipient of DOST SETUP in 2012. The assistance was designed to upgrade its baking technology to enhance product quality and its competitiveness. Specifically, planetary mixer, spiral mixer, a four-decker baking oven, manual sealer, stainless top table, bread slicer, roll kneader were purchased based on the SETUP recommendation. Product packaging and labeling also became part of the assistance. As counterpart of the assistance, a new processing area was built by the firm to house the new SETUP equipment. With these interventions, the product shelf life of Elena’s products increased. The new oven enabled the firm to operate efficiently with gas consumption reduced by 20%. Production volume also increased by 50%, exceeding the target of 30%.Consequently, the revenue also increased by 30%. With SETUP’s intervention, the current production of Elena’s Bakery and Pasalubong Center is able to cope up with the demand. It has also made Enrique Villanueva a name in Siquijor tourism by offering delicious breads and pastries as pasalubongs. (rmn/rac/

Hanjin, a Korean heavy industries and construction firm, operates a shipbuilding facility in Subic. “They won’t need anything more, just as long as you have TESDA certifications, then they are looking for you,” Villanueva said. Hanjin is among the 600 companies that TESDA is partnering to absorb TESDA trained graduates into their workforce. Recently, the skills training authority has recently been awarded the International Standards Organization (ISO) 9001. ISO 9001 is an internationally recognized quality management standard which specifies Quality Management System (QMS) requirements focused on an organization’s ability to meet and improve upon customer satisfaction and quality requirements. TESDA enrolled two major programs for certification then: Technical Vocational Education and Training Program Registration and Competency Assessment and Certification. These programs are processes that ensure integrity and quality of training delivery and training outputs involving all its courses. The ISO certification makes TESDA at par with other international educational institutions providing the same skills development services. A TESDA 9001 QMS means all of TESDA graduates are trained that they can be at par with the skills obtained by world’s blue collar workers.
