DepEd targets zero OSY by 2016 TAGBILARAN CITY, Bohol, Oct. 01 (PIA)--The Department of Education (DepEd) targets zero out-of-school youth (OSY) in the Philippines by 2016. DepEd and the National Youth Commission (NYC) with other government agencies, civil society organizations and the local government units formally launched the nationwide implementation of the Abot-Alam Program on September 30. The Abot-Alam Program is an initiative that aims to map OSY and enroll them in appropriate program interventions in education, entrepreneurship and employment. According to DepEd Secretary Br. Armin Luistro, they have already mapped over 1.2 million OSY in their database.
He added that around 76,000 of them have already been enrolled in the Alternative Learning System (ALS) program, Alternative Delivery Mode (ADM), done skills training or have been employed. The collective goal of the program is to ensure that every OSY aged 15 to 30 will have the chance to finish high school, acquire the needed skills to be productive or be given opportunities to be employed or go into business. Luistro explained that the Abot-Alam program was launched in Bohol because the agency is looking for a model for its province-wide implementation where Bohol is effectively making use of its purok power program in many of its initiatives, including
effective info and database gathering. The Provincial Schools Division has already mapped 25,001 out-of-school youths in Bohol wherein the most number is in Mabini town with 2,125. This is followed by Tubigon with 1,472, then Talibon with 1,144 and Sagbayan with 1,118. Bohol Provincial Schools Division Superintendent Wifreda Bongalos said that the common factor seen is the most number of OSYs in the province is the proximity to ports where families from other provinces can easily settle in which their transfer of residence affect the children’s school attendance. Bongalos also said that of the 25,001 OSYs mapped in Bohol, at least 9,839 want to go back to school, while around 2,000 are interested to work and 12,651 want to undergo skills training for work. Upon learning about the figures, Dualtech immediately contacted DepEd-Bohol and expressed interest to train scholars for employment starting with 50 of the 2,000 who want to work, according to Bongalos. Bohol Gov. Edgar Chatto welcomed the guests including DepEd Sec. Luistro, Usec. Mario Deriquito, NYC Commissioner at Large Jose Sixto “Dingdong” Dantes, Asec. Gio Tingson and Australian Ambassador to the Philippines H. E. Bill Tweddell as well as partner stakeholders and Boholano champions of education as well as OSY learners at the national launching of Abot-Alam held at the Bohol Cultural Center.
