Efforts to combat effects of El Niño strengthened
As early as April 2014, the Department of Agriculture (DA) has started preparing for the impacts of El Niño on the country’s agriculture sector.
Regional Technical Director for Research and Regulations, Joel Elumba talking on DA progrms and projects during the El Nino Mitigation Information Campaign and Farmer’s Forum at the Siquijor State Cllege recently. “We will seed all [of the] seedable clouds; we will waste no opportunity,” Agriculture Secretary Proceso Alcala said. Cloud seeding is a weather modification method where chemical “nuclei” such as silver iodide or calcium chloride are introduced in the atmosphere to induce condensation, and eventually, precipitation. Moisture collects around these “nuclei” and, upon reaching a
certain saturation level, falls as rain. According to Bureau of S o i l s a n d Wa t e r M a n a g e m e n t (BSWM) Director Silvino Tejada, the Department has conducted cloud seeding operations in strategic locations nationwide since last year. In addition, “[the department] has set up water management and conservation measures through its BSWM and
regional field offices to ensure that scarce irrigation water supply will be efficiently used and maximized,” Tejada said. The DA has also released drought-tolerant rice varieties in threatened rice-producing areas. For long-term adaptation measures, the department has improved the country’s small-scale irrigation systems to make these more resilient to the effects of extreme weather and other calamities. It has also promoted climate- and disastersmart farming and fishery technologies to cushion the agro-fishery sector against the negative effects of calamities. While the DA and other government agencies have put in place programs to address the challenges of El Niño, the Agriculture Secretary stressed that adapting to the effects of this extreme climatic condition, considered to be the worst in 65 years, is a shared responsibility among Filipinos. The Secretary dispelled fears that crops cannot be grown during the El Niño, and cited the Mung bean as an alternative crop, among others, which requires warm climate during its growing period. Cloud seeding is only one of the many interventions used by the DA to combat the effects of El Niño. Though this technology is beneficial to many agricultural lands, this may not be required or suitable in some areas. – From the Department of Agriculture

Young Filipinos urged to be interested in national budget
(PIA) -- Young people should be interested in the national budget. Former national treasurer Leonor Briones underscored this in her lecture on the national budget for students of Silliman University at the Luce Auditorium recently. Briones said students should be concerned on issues revolving the national budget since they are also taxpayers. She explained that even though they do not hold jobs at the moment,
they still pay tax whenever they watch movies in malls or buy grocery items, electronic gadgets and school supplies in the form of Value Added Tax (VAT). Briones said the tax they pay goes back to the national government and becomes a primary source of the national budget. “You should be interested on how the money you contributed was spent,” she emphasized.
Briones pointed out that the national budget is an important instrument of the government to respond to the problems of the country. “The solutions have to be funded and the funding comes from all of you,” she stressed. “The resources that come from you are converted into goods and services, meaning hospitals, schools, scholarships, protection against national disaster. That is why budget is important,” Briones added. The former national treasurer gave a lecture on the analysis of the 2016 national budget, its macroeconomic context and relation to social development situation. Briones presented to her audience the breakdown of the P3.002 trillion national budget which the Congress is set to approve this week or next week. The top three agencies that received the highest allocation were Deparment of Education with P411,440 billion, Department of Public Works and Highways with P378, 345 billion, Deputy for Operations P/Supt.
