EVillanueva first to declare as drug-free town in Siquijor

SIQUIJOR, Dec 29 (PIA)— Enrique Villanueva is the first to declare as drug-free municipality in Siquijor province following Municipal and Barangay Anti Drug Councils (MADAC/BADACs) resolutions declaring the town as such.

“We are very proud that this is the first time the provincial government declares Enrique Villanueva as drug free municipality,” says municipal Mayor Gerold Pal-ing as he noted that it will not happen without the support of the PNP, the town’s legislative body, the MADAC, and the BADACs.

He said his goal and program is to support and promote sports development as a way of eliminating drug activities citing the ongoing sports clinic for young school children and high schools to divert them from resorting to drugs and other illegal activities.

Chief of Police Felicisimo Aranas Jr. in his opening statement also takes pride in the declaration saying the town is truly deserving to be called a drug-free town.

He said that in the past years, drug related cases in the town is a bit rampant but upon his assumption as chief of police, he was able to closely monitor and neutralize drug personalities.

“It is assumed that drug personalities accepted that they no longer exist,” he said while warning that the PNP is serious in going after them and possibly put them into jail and will never allow illegal elements to regroup once again.

“ We h o p e t h a t t h i s e ff o r t will not be taken for granted as we continue to work harder in our battle against illegal drug trade,” Aranas said.

Earlier, Siquijor Superintedent Primitivo Tabujara Jr. of the Siquijor Police Provincial Office declared all-out war against illegal drugs and challenged the chief of police in all six municipalities to do

their job in attaining a drug-free province.

“Our campaign against illegal drugs is very serious in nature,” he said as he warned to remove them from their post if they cannot perform what is directed of them.

“I also accept challenge and dared my officials to also remove me immediately

if a am remiss of my job, he said.

He said the additional nonuniformed personnel (NUP) in the province is a big help in police operatives to strengthen anti-illegal drug operation and tracking of unsolved cases. (mbcn/RAC/PIA7-Siquijor)

DOST inks MOA with LGU San Juan

SIQUIJOR (PIA)—The Department of Science and Technology (DOST) recently signed a Memorandum of Agreement with the Local Government Unit of San Juan on a Grant-in-Aid project.

The DOST is set to allocate Php 613,000 for the program to support the tourism industry of San Juan through Science and Technology (S&T) interventions.

The project aims to introduce solar technology concept, install ICT-based information system, install Science and Technology Academic and Research-

based Openly Operated Kiosk Station (STARBOOKS), put up butterfly sanctuary, construct wall garden using hydroponics technology and adoption of water treatment facility.

All said improvements are set to be built at the Capilay Spring Park – a popular tourist destination of natural fresh water spring.

Specifically, solar-powered street lights will be built to complement existing lighting structures; a solar panel will be installed to power the lighting system of the Tourism Office; STARBOOKS and wi-fi system will be housed in the said office, among others.

Municipal Engineer Bernadette Camilo and Provincial Science and Technology Director Engr. Mario de la Peña signed the Memorandum of Agreement in a ceremony held at the Office of the Municipal Mayor in LGU San Juan.

During the MOA signing, the municipal mayor expressed his gratitude to DOST for considering his town for a project from the agency.

11,860 SMEs with 26,320 workers benefit from DOLE productivity training

Secretary of Labor and Employment Rosalinda DimapilisBaldoz yesterday said the year 2014 is Productivity Year for the Department of Labor Employment (DOLE), highlighted by the launching of the Productivity Toolbox and by the 26,320 workers of 11,860 micro, small, and medium enterprises (MSMEs) that have benefited from capacitybuilding on productivity improvement, and productivity training/orientation.

“This year, the DOLE, through the National Wages and Productivity Commission (NWPC), has intensified its productivity programs to assist MSMEs in expanding their businesses, enabling them to create more productive and decent jobs and to enhance their contribution to the economy,” said Baldoz at the DOLE’s yeareAnd press conference in Intramuros, Manila.

In September, Secretary Baldoz unveiled the DOLE’s productivity toolbox for MSMEs to further boost their productivity and competitiveness.

The Productivity Toolbox is a ladderized package of developmental assistance to MSMEs to ensure that

they transition to more viable and competitive enterprises and to enable them to eventually comply with labor laws, including safety and health standards. It is a needs-based approach to productivity improvement and contains various training courses that MSMEs can avail of.

“MSMEs, which constitute 99.7 percent of registered businesses in the country, are the critical engine of development as they contribute 32 percent of value-added to the Philippine economy. This is why we need to sustain them,” Baldoz said.

The country’s MSMEs account for 61 percent of total employment.

In building MSMEs’ capacities, the Regional Tripartite and Productivity Wage Boards utilize the NWPC Productivity Toolbox to help improve MSMEs’ productivity performance. The toolbox contains training modules; technical assistance on work improvement measurements (time and motion studies) and facility evaluation; and an award system that recognizes best productivity improvement programs.

The training modules consist

of basic productivity concepts and measurements (Productivity 101); values-based human resource strategy (ISTIV PAP); 5S of Good Housekeeping; work systems (ISTIV Bayanihan); workplace cooperation on resource efficiency (ISTIV PLUS); productivity and environment (Green ME); errorfree service (Service Quality); time and motion study (TMS), among others.

“An MSME can avail of any one of these courses–for free–depending on its capacitybuilding requirement,” Baldoz said.

In 2014, Baldoz said the NWPC also multiplied its productivity and innovation advocates, or productivity specialists, through a second round of training in partnership with the Temasek Foundation and Nanyang Polytechnic of Singapore. This training collaboration has expanded to include participants from the Department’s social partners and other government agencies, such as the Department of Agriculture (DA), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), and Department of Transportation (DOT).

“This is the first time in the history of the DOLE that 240 participants underwent two levels of training on basic productivity concepts and tools, enterprise development, and innovation,” said Baldoz.

The 240 specialists, she explained, will incorporate the productivity toolbox in the DOLE’s new Labor Laws Compliance System.

“They will work in convergence with the NCMB, NWPC, BWC, OHSC, ECC, and DOLE Regional Offices,” she said.

The labor and employment chief said the country’s mass of MSMEs need to grow and expand to create more productive and decent employment and to optimize their contribution to the economy.

“This is the only way we can realize the overriding goal of inclusive growth: our MSMEs need to grow and expand,” she said.

She further said MSMEs that avail of the free productivity orientation and training programs in the Toolbox should go “all the way”.

“This means allowing their workforce to undergo the training and to innovate by developing a workforce-led productivity improvement program/project (PIP).
