Republican District Four Candidates Address Issues Prior to Upcoming Primary By Robert Frederickson For the first time since 1998, Nora Patterson’s name will not be on the ballot this fall to fill the district four seat on the Sarasota County Commission. As was the case with former commissioner John Thaxton, the decision not to run again was not up to the popular Republican; instead, it came about as a result of term limits. Two of the Republican Candidates hoping to replace Patterson on the

commission, Alan Maio and Lourdes Ramirez will square off in the Republican primary on August 26th. The winner will face the Democratic candidate Ray Porter in the general election this November. Siesta Sand interviewed Maio and Ramirez recently to help voters get a sense of where they stand on some of the issues in the news recently, as well as to learn about their backgrounds and experience.

Each candidate was asked the same general questions. Alan Maio’s interview was conducted in person on Siesta Key, while Lourdes Ramirez was unable to meet face-to-face due to prior commitments, instead e-mailing us her responses to our questions that had been forwarded in advance.

Q: Mr. Maio, what personal and professional qualities, experience and credentials would you bring to the county commission that you believe would enhance its work on behalf of the citizens of district four?

Q: Homelessness: Commissioner Nora Patterson recently said that the county’s partnership with the city – while not broken – is wobbly. Do you support Robert Marbut’s approach to addressing homelessness in Sarasota County, and specifically his plan for a come-as-youare shelter near downtown Sarasota and satellite facilities in South County? If not, what direction would you support in dealing with this issue?

Maio: “I’ve been here for thirty years. I’ve run successful businesses. I started a vacation rental business; I’ve built two successful restaurants. I’ve also built up a very large engineering firm. I’ve served on the Sarasota County planning commission, the code enforcement board, the board of zoning appeals. The governor appointed me to the Southwest Florida Regional Planning Council. I’ve also served on a number of local boards: the Venice Chamber of Commerce, Nokomis Fire Department, Goodwill Manasota, Sarasota Chamber

of Commerce and others. I’m an accountant and also an AICP certified planner.” Editor’s Note: AICP is the American Institute of Certified Planners. Q: What do you believe is the most important issue facing the county today? Maio: “Jobs. Everything comes back to jobs. We’re seeing green shoots in the local economy. Continued on page 24

Lourdes: Homelessness is a complex problem that will require a variety of solutions. Focusing on one solution will not solve the problem. Associations Push for Proper Traffic Study of Siesta Promenade

|Fresh Market, a possible anchor By Alan Cannestra At a public meeting held June 26th by Benderson Development, plans to build a 250,000 square foot “retail lifestyle center” at the corner of U.S. 41 and Stickney Point Road was presented. The Siesta Promenade Project Manager, Todd Mathes announced the Siesta Promenade will include a 150-room hotel and would blend entertainment with dining and shopping. Initial plans call for building on the 23.9 acre site to begin in the spring of 2015. As reported last month in Siesta Sand, one of the issues neighbors who live on the streets adjacent to the busy intersection are most concerned about is what will happen to the traffic patterns once the property is developed. The Pine Shores Association is concerned that patrons to the mall will use Glencoe, Elmwood and Beechwood to connect back to Hwy 41. Mathes met again with the Pine Shores Association leadership on July 15, adjusting the

plan to include a 100 unit apartment building and deleting retail space. The adjusted plan includes closing exits on Glencoe Avenue. This plan, however; is very fluid as Benderson works with the neighborhood groups scheduling additional meetings and most likely more changes to the plan. During the discussions, Fresh Market was brought up as a possible anchor for this development. Bob Stein, a Siesta Key resident, and Vice President of Siesta Key Association (SKA) has also expressed concern, along with other island residents, about traffic issues potentially affecting visitors and residents going onto Siesta Key. In an email sent to Mathes, Stein stated, “I’m emailing you my concern and that of the Siesta Key Association regarding the development for the Benderson property at the corner of Stickney Point Road and Hwy 41. profits on helping the homeless. There is a serious lack of affordable apartments in the county. We need to find areas that are suitable for higher densities in order to create much needed affordable housing. As for the ‘come as you are’ shelter, it needs further study but I strongly believe the Sheriff’s opinion on this proposal would be an important factor in the final decision. Continued on page 28

City of Sarasota/ Army Corps of Engineers and Big Pass Shoal/Money By Bob Stein All of the above go together like steak and potatoes, ham and eggs, spaghetti and meatballs. What am I talking about? The Lido Beach Re-nourishment Project. If you look deep into why the City of Sarasota would contract with the Army

Corps of Engineers you will see that one needs the other to work. After Tropical Storm Debbie blew through the area in 2012, Lido Beach shrank leaving many structures at risk. Commentary continued on page 8

County Holds Key in Stopping Big Pass Dredging There is one way this project is halted and halted fast! The third groin proposed to be placed in Ted Sperling Park on the southern end of Lido Key is on Sarasota County property. If the County denies access to build this groin the project basically dies. The Army Corp of Engineers must start from

Idea for Hurricane Re-entry Pass Falls on Deaf Ears By Bob Stein, SKA VP At the April and June Siesta Key Association (SKA) monthly meetings, one of the items presented than later discussed was the Post Disaster Redevelopment Plan (PDRP). At present, we’ve been told, the PDRP is a work in progress with final approval scheduled for October. In these meetings, SKA board member Paul Wilkinson and I disagreed with Sarasota County and the City of Sarasota’s proposed re-entry plan in place for the PDRP. We were invited to meet with county officials to share our ideas in depth on July 9. I met with representatives from the City of Sarasota and Sarasota County. Representing Sarasota County was Scott Montgomery, Captain J. Walsh and Lt. Deb Kaspar for the Sarasota County Sheriff’s Department. Representing the City of Sarasota was Todd Kerkering, City Emergency Manager and Sgt. Lori Jaress for the Police Department. At the meeting Todd Kerkering indicated that their plan was developed after extensive studies of hurricanes Katrina and Rita. They determined the top priorities during such an event were to keep order and protect property. I shared my experience of owning property on Fort Myers Beach when Hurricane Charlie hit Florida in 2004. It was a category four hurricane and the plans that were in place proved to be inadequate. At the time, officials barred anyone from returning to the island mainly for fear of looting. Unfortunately, this caused even more property damage due to mold. As a result, proper steps were put in place to address these problems. One solution was to allow island residents re-entry sooner to start the cleanup process. The Town of Fort Myers Beach uses car window stickers and valid passes seasonally from June

1st through the end of November. Since the PDRP Sarasota County is developing will only be implemented once a hurricane or major disaster happens, it becomes a reactive plan. Both Paul Wilkinson and I contend that the PDRP should be proactive believing Siesta Key should follow a plan similar to what other island communities have adopted after they were hit by a hurricane. By acquiring car stickers, wrist bands and passes every year prior to hurricane season, residents and business owners will be able to re-enter Siesta Key and Bay Island immediately after the government officials give the all-clear for re-entry. Kerkering listened politely and noted that all properties in Sarasota County would need to follow the same guidelines. Check points would be established for each area. He used Gulf Gate as an example and said it would go through the same process as Siesta Key. I responded that there are 20 different ways to re-enter an area like Gulf Gate vs. the two bridges for Siesta Key and felt that having the re-entry pass before disaster strikes, similar to what Ft. Myers provides, allows residents a more rapid return. He indicated that the Town of Fort Myers has the power to implement this policy for its residents since they are incorporated. Because Siesta Key is one of a few Keys/Islands throughout Florida not incorporated (Township), residents must follow the regulations the County institutes. Captain Walsh discussed the sophistication of the criminal element to loot property after a disaster. How they would be able to quickly replicate items such as the re-entry pass if they are issued ahead of time. I agree with Captain Walsh’s assessment but believe that whether passes are issued ahead of time or

not, the criminal element could have already replicated these items, as I wait patiently in line to obtain my re-entry pass since this process can take days, depending on the extent of damage. The meeting concluded with no plans to incorporate these suggestions to the PDRP they have in place citing that they believe their plan is best suited for Sarasota, including Siesta Key. Below is the plan the County is looking to implement.

Do we want dog owners breaking the law by bringing their pets to the beach and leaving their mess behind for others to clean up or a beach where the laws are obeyed and people can enjoy the beach without stepping or swimming in feces and where the wild life is protected? I’ve lived in third world countries where the streets and beaches are covered in trash. Do we want the same for Siesta Key? What can we do? One idea is to post the following sign at each beach

access: LITTERING IS AGAINST THE LAW SUBJECT TO FINES “PACK IT IN AND PACK IT OUT” KEEP SIESTA KEY CLEAN. This simple philosophy is adopted and enforced by many states successfully. I’m sure others can come up with additional ideas. Let’s join together in solving this issue. What kind of image do we want for Siesta Beach? Let’s ask ourselves these questions: What is the point in spending $4.5 million to construct the storm water treatment system to reduce the beach water contaminants, preventing beach closures, if we allow our beach to be covered in trash from Point of Rocks to the old fishing pier? Do we want an image of tolerance to trash or to homeless living on the beach or one of pride in the pristine

General re-entry procedure Sarasota County 2014 All vehicles and/or individuals desiring entry into a previously evacuated area will be required to pass through a series of screening processes prior to gaining access to the affected area. All vehicular and pedestrian traffic will be routed through a credentialing area where the vehicle and/or citizen(s) will be checked for proper credentials. Law enforcement officers will determine if a person has a legitimate right or need to access an evacuated area. Persons approved for access will be issued a wrist tag. Valid credentials shall include, but are not limited to the following: • Driver’s License • Voter’s Identification Card • Property Tax Bill • Utilities/Phone Bill • Employee ID Card/Letter from the Business on Company letterhead • Pay Stubs from Island Business • Rental or Lease agreement When cleared, vehicles and pedestrians will proceed along the designated re-entry route for access to the evacuated area. Vehicles and pedestrians not having proper identification shall be denied clearance and rerouted from the area.

Parking Woes on Avenida de Mayo When Siesta Key resident Marlene Merkle petitioned Sarasota County’s Traffic Advisory Committee (TAC) in 2012 to address parking issues on Avenida de Mayo, she probably had no idea that, in spite of Sarasota County’s positive actions toward solving the problem, there would still be parking complications today. Merkle, and her neighbors on Avenida de Mayo, say that in spite of the “No Parking” signs that have been placed there, illegal parking remains as big a problem as it has always been. Cars park on the grass between the road and the sidewalk on a regular basis--sometimes right in front of the signs. “I have lived on that street for 26 years in October,” Merkle said. “The parking problem has been getting worse. They’re parking on both sides of the street, and it’s gotten to the point where it’s really dangerous.” The danger lies in the fact that in the case of an emergency, if there are cars parked on both sides of the street, fire trucks and ambulances would never be able to make their way down the narrow road. It took quite a while after Merkle’s initial presentation to the TAC, about a year and a half, for “No Parking”

signs to be put up on her street. In the first block, beginning at Canal Road, there were signs on both sides of the street. After that, signs were placed on alternate sides of the road every 500 feet, so parking was technically only allowed on one side of the street at a time. Merkle said that while that helped, it wasn’t quite enough. “Unfortunately, the way they positioned the signs, you couldn’t even see them if you were driving head-on down the street,” she said. “If I didn’t live on that street, the way the signs were pointing, I wouldn’t have seen them.” Recently, Merkle and Michael

Shay, president of the Siesta Key Association, took note of the “Tow Away Zone” signs that had been placed at the new North Shell Road project. Shay asked the Sheriff’s office if they would consider adding those types of signs to Avenida de Mayo to further curtail illegal parking, but they declined to do that. Shay said that as it turned out, those signs had not been intended to be placed on North Shell Road either. “The Sheriff’s office did reach out to the County recently about fixing the signs and that has been done,” he said. “The ‘tow away’ signs were done in error and have been taken

down. The County does not want to go that route.” What they did for Avenida de Mayo this month was to add two more “No Parking” signs and reposition one of the signs that Merkle was complaining about. Driving in either direction, the signs are now clearly visible on both sides of the road. Shay said he believes that part of the reason why people keep illegally parking on the street is that the fine for doing so is only $25. In an email to Paula Wiggins, the Sarasota County public works transportation manager, he suggested that the fine be raised to about $100 to help deter people from parking there. While that’s just as unlikely to happen as a “Tow Away Zone” sign being erected, Merkle said for right now, she’s very happy to have the two new “No Parking” signs on her street. When asked if she thinks those will help with Avenida de Mayo’s parking issues, she said she wasn’t yet convinced they would do the trick. “I hope so,” she said. “I’ll be keeping an eye on them. The weekend is always a good acid test.”

Safety Hazard or Parking Opportunity? By Debbie Flessner

The wide sidewalk consists of beautifully-laid bricks, and the land between the sidewalk and the road is a lush swath of green. Problem is, that lovely landscaping could actually be the cause of potential safety issues with pedestrians walking alongside it, especially at night. Mark Smith, a Siesta Key architect, is on the board of the Siesta Key Village Maintenance Association, and was the head of a committee working on the Siesta Key Beautification Project several years ago. He says that the palmetto bushes have grown so tall that the sidewalk is completely hidden from view of the street, and suggests that they not only be trimmed, but taken

out all together and the empty space converted into additional parking. “I’ve been getting complaints from neighbors about the sidewalk being a safety issue,” he said. “And

as these neighborhoods start closing down their streets to parking, I thought it would be a good solution to add 12 to 15 more parking spaces there.” Smith said that when he brought up his suggestion to the Sarasota County Public Works department, he was told that the county couldn’t commit money to such a project. Jim Harriott, who is the director of Sarasota County Public Works, said that the scope of the county’s landscaping district does not include addressing parking issues. “If we’re just cleaning out the palmetto bushes that are there, that could be done, and something else planted, by the new maintenance

company that Siesta Village decides to hire,” Harriott said. “But changing it to parking is a capital expense, and we don’t have the ability to use district funds that are for landscaping and beautification. Requests for that should go through the County Commission, and then we would have to come up with a capital improvement project to address it.” Smith said he understands that such a project would involve paving, striping, curbing and a good bit of engineering, but he’s not quite ready to give up yet. “It’s something that we’ll just have to keep prodding about,” he said.

Siesta Key Round-Up Trial Date Set for Siesta Key Resident

According to the Sarasota County Clerk records, a trial date has been set in the Code Enforcement officer battery case involving Siesta resident Craig Siegel. A jury trial is set for Oct. 27, 9 a.m. before 12th Judicial Circuit Court Judge Frederick P. Mercurio. Siegel is charged with throwing a bucket of urine on county Code Enforcement Officer James S. Holderby back on April 28, when Officer Holderby stopped by to make sure Siegel didn’t violate the county code for rentals. The charges continue to mount for Siegel as he is already facing 19 counts of Fraud in connection with rental deals involving his Sandy Cove home on Siesta Key.

Stand Up Paddleboards on Siesta Public Beach Swim area

On June 23, several SKA board members met with County Officials Carolyn Brown, Scott Montgomery and Shelia Roberson to discuss a petition submitted by a vendor to rent and give lessons regarding Stand Up Paddleboard (SUP) at the Public Beach. SKA along with the Lifeguards are concerned about safety for swimmers and children in the Lifeguard swim area. SKA board members pointed out that the Beach Ambassadors, located by the pavilion, already hand out flyers for the many vendors on and around the Key that rent these boards.

Siesta Key carries the load, again

Tourist Development Tax (TDT) could have a record year. Revenue through April was 11.5 million dollars. There is a strong chance that revenue could top $16 million this fiscal year that began Oct. 1, 2013. Siesta Key continues to bring home

the bacon. Through the end of May, Siesta Key accounted for 31.67% of the total revenue collected, with the City of Sarasota coming in 2nd place with 28.28%.

4th of July Fireworks a great Success

Siesta Key Chamber of Commerce again reached its goal of surpassing the $35,000 goal for the 4th of July Fireworks. This year the committee decided to rent a huge tent for the VIP Party to avoid the rain that has plagued this event for the past three years. As Siesta Key Chamber board member Kay Kouvatsos of the Village Cafe stated weeks before the event, ”Naturally it won’t rain this year, we’ve spent money renting a tent.” How right she was. Not a single drop of rain fell throughout this years sold out event.

Term limits have opened up Joe Barbetta’s County Commission seat District Two. The Republican candidates vying for Barbetta’s seat are two Sarasota City Commissioners, Paul Caragiulo and Shannon Snyder. Both candidates are leaving their current jobs. Joe Barbetta has endorsed Caragiulo. Caragiulo is running on his record as a businessman and supporter of commerce. Shannon Snyder is running on his fiscal conservative credentials and his willingness to speak his mind. Snyder is the only member of the Sarasota City Commission today who never voted for a tax increase. The winner of the primary will face nonpartisan candidate Alexandra Coe in the November election.

Brenda Kay’s Benefit Bash

On July 11th, the Siesta Key community again came together in support of island resident, Brenda Kay McDowell who has been diagnosed with a very aggressive form of pancreatic cancer and is currently receiving hospice care.

A preliminary count of the funds raised from Brenda’s second benefit comes in around $4,100, according to the team heading up the benefit. When combined with the first benefit, the total raised to date is $13,110. A benefit account has been set up at Sun Trust Banks for her as well. Bay Island Park seawall project update

After the death of CB Construction Services Corp’s president and CEO, which occurred during the middle of working on the Bay Island Park seawall project, construction was halted. The company walked away

from the contract and the park was shut down for more than a year. But on June 9, a Notice to Proceed was granted to the project’s new General Contractor, Duncan Seawall Dock & Boat Lift, LLC. The original project plan was to replace 800 linear feet of seawall at the site, at a cost of $997,937. The new General Contractor is engaged in pre-construction activities, and construction is expected to be substantially complete by December of this year. The park will remain open during construction and chain link fencing will separate the work area from the areas open to the public. Pedestrians, motorists, and boaters should exercise caution while using the park.

Part of the reason for the increase is that the project now includes dredging up sand from eight or nine miles out into the Gulf of Mexico to replenish the sand that has eroded from the two-mile stretch of shoreline. Experts say that the new location will provide sand that best matches the existing beach in terms of color, volume and grain size. South Siesta received its first renourishment about seven years ago, and it’s been estimated that about 40% of that sand has now washed away, which is a typical pace of erosion. This project is still in the permitting stage, but a contractor must be hired and the work completed before the 2015 sea turtle nesting season, which begins May 1.

Siesta Key Public Beach improvements

Phase I of the Siesta Key Public Beach Improvement was completed before the 4th of July holiday. The additional parking is now being used and the new tennis courts are soon to be opened. Keep Sarasota County Beautiful Liberty Litter Cleanup on Saturday, July 5, 2014 was a huge success because of the dedicated volunteers. During the two-hour event, volunteers collected 132 bags of trash and 52 bags of recyclables on Siesta Beach. In addition to the Sarasota County volunteers there were 21 volunteers from SKA, 11 who showed up at the SK Beach and 10 did adopt- a- road. SKA cleaned the parking lot and the picnic area. The SKA volunteers collected a total of 30 garbage bags; 12 recyclables in the parking lot and the adopt- a-road group collected 8 bags of recyclables and 9 garbage bags. According to SKA president, Michael Shay, “The main complaint is the same one we get every year for EVERY Holiday weekend as well as a lot of times in season, and that is there aren’t enough garbage pails and recycle bins at the beach or at the beach accesses. They are over flowing and garbage is on the ground. I hear those complaints a lot.”

What constitutes trespassing on Siesta Key?

With complaints from Siesta Key business owners and residents about transient people trespassing on private property burning up the internet, the subject of what constitutes trespassing was raised by a community leader and directed toward the Sarasota County Sheriff’s Department. “Jose” spends every day sitting at the same picnic table on Siesta Beach. In the morning, he has been seen digging for food in the Village trash cans, and then is usually back at his table by 7:30 a.m., where he stays for the rest of the day and evening. “ Jose” claims he goes to a friend’s house on the Island to sleep. The community leader was concerned about how the scene at the beach may look to both residents and tourists. There are no laws restricting someone from spending certain hours at the beach picnic areas. Nor are there any laws that restrict sleeping in a county park-

-the only restriction is camping. Technically, sleeping in a park overnight is considered camping, so anyone who actually observes that happening should call the nonemergency Sheriff’s office number at 941-316-1201.

Brown sand in front of Gulf & Bay

Ever since the stormwater project began on the beach side of Gulf & Bay club last year, the complex’s residents have been complaining of discolored sand as a result of significant overflow drainage in front of the property. Unfortunately, now that the project has been completed, the brown sand still remains, and new vegetation has sprung up on that area of the beach, which residents felt made the space look unkempt. In a July 7 email to Sarasota County Commissioners, Carolyn Brown, parks and recreation manager, stated that the vegetation was a result of natural growth, but routine grooming would improve

the appearance. However, she suggested the Gulf & Bay Club contact the Florida Department of Environmental Protection and obtain a permit for a beach cleanup in front of the property to get rid of the discolored sand. How that cleanup would be financed was not mentioned in the letter.

Outdoor Display update/ SKOD

Donna Thompson from Sarasota County has scheduled the necessary Public Hearings on the proposed text amendment to allow outdoor displays for retail and rental businesses on Siesta Key. The hearings will all take place at 1660 Ringling Blvd., in the County Commission Chambers. The Sarasota County School District maintained its overall A grade, one of only 10 of the 67 countywide school districts in the state to achieve the highest grade possible. North Port to Take Full Ownership of Warm Mineral Spring

The decision to take full ownership of Warm Mineral Springs by the City of North Port was recently passed after the County Commission voted to sell its share for the original price tag of $2.75 million along with a stipulation that the City pay all the closing costs. This puts an end to the multi-year long wrangling between Sarasota County and the North Port City Commission over the future of this popular European destination. The county and city jointly purchased the 81-acre property in 2010, with each contributing $2.75 million. Continued on next page

The County Commission’s aggressive redevelopment plan included a possible hotel while the City Commission just wanted to renovate and replace existing structures, leaving the land surrounding the springs virtually untouched. Unable to come to a consensus, the County made the decision to sell its share. The sales process will begin after the County Commission summer recess of Aug. 20. Once the sale is finalized, the City of North Port will make the ultimate decision on how the future of Mineral Springs will unfold.

Mote Marine Expands Fleet

The animal rescue and recovery team at Mote Marine Laboratory recently received funding from the Sea Turtle Grants Program to purchase a new boat that will enhance Mote’s response to distressed marine wildlife and enable new research about the threats they face. Between 2003 and 2013, Mote responded to 697 sea turtles — the most common stranded marine animals locally — and 30 percent of cases during the past year required a marine vessel.

Longboat police save drowning woman after boating mishap

The swift response of Longboat Key Police Marine Officers Shawn Nagell and John Majka led to the rescue of a drowning woman who could not swim and fell into deep water following a boat mishap in a fast-moving storm. At about 3 p.m. on July 1, Officer Nagell and Officer John Majka was patrolling in the 24-foot skiff in the shallow waters off of Moore’s Restaurant on the north end of Longboat Key. Nagell observed a disabled vessel drifting quickly in the wind toward an anchored sailboat. The adrift boat was a 45-foot race boat that had lost power and the wind and current were quickly moving it in the direction of the moored sailboat. The two boaters, a 54 year-old woman and 67 year-old man, yelled out to Nagell that their motor had broken and they were unable to control the vessel. At one point as the boat was moving quickly in the wind, the two jumped out when the boat hit a

sandbar. The woman went around to the rear of the boat on the grass flats to try to push free the 45-foot boat from the sandbar, and in the process she stepped off into a deep pocket of water and immediately yelled that she was unable to swim as she fell below the surface. O f ficer Majk a i mmediat ely removed his gun belt, dove in the water and rescued the woman pulling her to police boat. “If it wasn’t for their quick action, I think we would have faced a drowning,” said Deputy Police Chief Frank Rubino following the event. Rubino said the woman was coughing up salt water but quickly recovered and expressed gratitude for the officers’ swift action. Rubino said he will be presenting what is referred to as a Life Saving Award in recognition to the officers for saving a life in the line of duty. “We have a really strong team on Longboat Key and I think we have hit a home run with a good bunch of officers who are not only nice to work with, but serve the community far above and beyond the norm,” Rubino told Longboat Key News.

County terminates SCAT director

Looks like Glama Carter should have kept her position as public transit manager for Collier County. After less than two years on the job, Sarasota County administrators have fired Sarasota County Area Transit Director Glama Carter. Carter was hired by former County Administrator Randall Reid. Carter will receive salary and benefits for four weeks. Director of Community and Intergovernmental Relations Rob Lewis will take over in the interim. Former County Administrator Randall Reid hired Carter, who made $103,000 annually.

City of Sarasota hires its very first emergency manager

Getting in office just in time for hurricane season, Todd Kerkering assumed his role last month as the first emergency manager ever for the City of Sarasota. Kerkering used to work with Sarasota County Emergency Management, so he is no stranger to disaster preparedness. In his new role, part of Kerkering’s job will be to coordinate with federal authorities in the event of a major hurricane strike, though in his position, he

will be qualified to prepare the city for whatever is needed during any emergency situation. The new emergency manager served for 20 years in the United States Marine Corps, so he knows a thing or two about how to handle himself and others around him in a crisis. In this particular position, Kerkering will be working under the authority of the Sarasota Police Department.

“Venues Today” ranks Van Wezel tops in its category

The Van Wezel Performing Arts Hall announced this month that “Venues Today” magazine had ranked it the number one venue in the country, in the 2000-seat category. This marks the third time the Van Wezel has ranked at the top of its category, and executive director Mary Bensel attributed the success to the quality of entertainment that performed there. Her staff has concentrated on bringing the absolute best stars and biggest shows to Sarasota, and the public responded, coming to see performers like comedian Jay Leno, the night after he retired from “The Tonight Show” and singer John Legend, at the height of his “All of Me” fame. Sarasota Police Department no longer accredited

Sarasota Police Chief Bernadette DiPino voluntarily withdrew from the reaccreditation process, leaving the Sarasota Police Department unaccredited by the Commission for Florida Law Enforcement (CFA) for the first time since 2002. The department was found to be out of compliance in dozens of categories, including training issues and failure to notify schools and daycare centers when sexual offenders moved into nearby neighborhoods, as is required by law. When evaluating an accreditation, the CFA looks at 39 standards for law enforcement agencies, including the areas of recruitment, fiscal activities and traffic crash investigations.

City of Sarasota/ Army Corps of Engineers and Big Pass Shoal/Money By Bob Stein FEMA stepped in; federal dollars to the rescue – as of yet to be used. Lido still needs to have its beach renourished, but to 2009 standards. It loses about 30,000 cubic yards of sand annually and was last re-nourished in 2009. If everything goes according to plan, the process to re-nourish Lido Beach will start after Turtle season this year. Estimating that the approved Debbie re-nourishment project is about 112,000 cubic yards and 60,000 lost from 2013 and 2014, Lido would need about 172,000 cubic yards. The County Commissioners said they are committed to helping financially, adding millions of dollars of TDT (Tourist Development Tax) to cover extra costs to increase the Debbie Beach Renourishment Project, basically to 2009 standards. But they need to actually vote on the funding which should be discussed at the August 20th workshop. The sand is to be harvested right off Lido’s shore, the Lido shoal. So why do they need 1.3 million cubic yards of sand from the Big Pass Shoal? I’m back to the steak and potatoes analogy. The Corps brings the plan to the project and the City wants the money. ‘HURRICANE TAX’ ON INSURANCE POLICIES TO END 18 MONTHS EARLY

By Jim Turner The News Service of Florida THE CAPITAL, TALLAHASSEE, July 22, 2014 An extra charge on property-insurance and autoinsurance policies to cover claims paid for the 2004 and 2005 hurricane seasons will end Jan. 1. The Office of Insurance Regulation formally issued orders Tuesday for insurance companies to move up by 18 months the end of a 1.3 percent “emergency assessment” for the state-run Florida Hurricane Catastrophe Fund, which provides backup coverage to insurers. The assessment has hit policyholders for $2.9 billion, which has gone to reimburse insurance companies for claims from the eight hurricanes that hit Florida in 2004 and 2005, the last time a hurricane made landfall in Florida.

The plan is gigantic, placing a 5 foot berm running 1.6 miles with three huge buried groins to slow down the erosion. If the Corps’ plan is rejected, they leave taking their federal dollars with them. If the Corps’ plan is implemented, federal dollars will cover 63% of the total cost. Once the federal money is flowing, the state will pick-up 50% of the balance, leaving the City of Sarasota needing to ante up only 18.5% of the total project. This will happen every time Lido needs to be re-nourished for the next 50 years. I will go one step further. Once the Big Pass Shoal has been harvested for Lido, what or who will stop neighboring Keys and islands from asking for this sand? The way the islands to the north see it; this is their sand to begin with. As their beaches lose sand it flows south hitting the Big Pass Shoal. The shoal protects and re-nourishes Siesta Key beach naturally. According to the Corps, historically, the Big Pass Shoal always had around 20 million cubic yards of sand but has recently grown to 23 million. The Corps’ plan uses three different “It’s been nine years since (Hurricane) Wilma,” said Sam Miller, executive vice president of the Florida Insurance Council. “If anything, the assessment helps us remember how devastating these storms may be.” Miller said the industry had been waiting for the orders so it could begin preparing for the new end date for the assessment, which previously had been set for July 1, 2016. The orders make official a decision Gov. Rick Scott and the Cabinet made last month to end the assessment, Amy Bogner, a spokeswoman for the Office of Insurance Regulation, said in an email. The assessment, which first appeared at 1 percent in 2007 and was raised to the current rate in 2011, collectively hits policyholders for between $350 million and $500 million a year. In addition to the state’s neardecade luck at avoiding hurricanes, the early termination is due to claims

An independent peer review must happen along with a review of past plans already implemented around the coastal communities of Florida. It must look back at what these models were to accomplish and how they performed. What plan will be used to harvest the sand? What if the Corps is wrong and Siesta Key is damaged? Who will make sure the shoal is maintained at 20 million cubic yards of sand? Who will stop neighboring islands and others from harvesting the sand? We cannot even get the county to trim the dead fronds from our palm trees along our roads, parks and at the beach. Oh, and by the way, are you aware Siesta Key is # 1 in creating tourist tax dollars and paying property taxes? That’s sweet and sour. for Hurricane Wilma coming in $498 million less than what had initially been thought. Wilma hit South Florida in October 2005. Also, the fund has received more money than expected due to an increase in policies statewide. The charge is imposed on most property and casualty policies other than medical malpractice and workers compensation. The catastrophe fund, better known as the Cat Fund, currently has about $13 billion on hand and is expected to be able to raise an additional $4 billion, which is considered solid ground for covering most post-storm claims. In addition to the Cat Fund assessment, the state-backed Citizens Property Insurance Corp. adds an extra 1 percent charge on most policies to cover losses from the 2005 storms. First imposed in 2007, the charge is expected to be paid off in June 2017.

Spend money to make money

That is usually the sales pitch given by consultants to get one to attend seminars on how to do part time work to get full time pay – learn how to flip houses, sell on Amazon, address envelopes at home, etc. Spend money to save money is often the justification given by politicians to hire outside consultants when they don’t want the blame for a failed project placed on their doorstep – “The consultants said this would be the best way. How were we to know it wouldn’t work…and what was wrong with hiring my brother-in-law to do the work, anyway”? Spend money to know how much money you will need to spend is an approach that has a lot more value. It is a known fact (to quote Donald Rumsfeld) that the south fire station on Longboat Key is substandard. While it is not too, too old, at 28, it has seen better days. Of course, back when it was built there were no female firefighters, so no need to build bathroom, changing and shower facilities for them. And the EIFS faux stucco exterior wall system had not been fully perfected at the time the station was built [an EIFS building rep said, in effect, that the exterior walls just needed exterior repairs – good to know]. With all these, and other (mold, excess exhaust fumes, etc.) problems, one has to wonder what it would cost to fix each problem individually and in the aggregate. As one can’t produce a budget without numbers, Longboat Town Manager Dave Bullock and the commission have set aside $25,000 for a study. Of course Fire Rescue Chief Paul Dizzy would like to see that budget morph into a totally new firehouse with community meeting space, medical facilities and, perhaps, an archery range (well, why not think big).

Relief is on the way

If your spouse ever uses the bathroom in which to change (and model) clothes, you know why they now build all houses with two bathrooms – things can get backed up. That has also been a problem at Coquina Beach and Manatee County Public Beach on Anna Maria Island, but help is now at hand. They are building and installing five beach changing cabanas to reduce, and ultimately eliminate, the use of the county restrooms as changing rooms.

It seems that everyone is happy with the first changing station, installed at Coquina Beach. The only reported controversy was that SueLynn, the mayor of Anna Maria and Jean Peelen, Holmes Beach Commissioner, would have liked muted colors for the cabanas while another Holmes Beach Commissioner, David Zaccagnini, preferred a bit more color. The result is one with turquoise walls and rust colored trim – coincidently the signature colors of Manatee County. And yes, a consultant chose those colors. Once a trial period is over the number of changing stations could be expanded to 25 or 30, depending upon demand and community acceptance.

The power of numbers

3,000…100….3-4….25… 80,000….6….12,225…..etc. The $3,000 is the value of one of the 100 bicycles allegedly stolen on Longboat Key in the last 3-4 months by 25-year-old Daniel Upton. And how was he apprehended? By the numbers on his license plate. Last year the town of Longboat Key instituted a license plate recognition program – basically a set of cameras at the bridges located at either end of the key. While it is similar to a police officer individually running a check on your plate while he sits behind you in traffic, this $80,000 camera system checks the plate on every car entering or leaving the key. Longboat Key Police Chief Pete Cumming said the system is “a crime prevention tool” and it seems to be working well. In the first six months of this year cars with 12,225 expired tags were photographed. Also over 9,000 vehicles were photographed that were associated with people with expired drivers licenses, and over 18,000 associated with drivers with suspended licenses. A lot of numbers and a powerful system indeed.

Beach chair altercation provokes police call, resignation

Long Boat Key News A day at the beach turned into an unfortunate altercation for Longboat Key resident Elena Dragu, 39, when she was flipped out of a beach chair by Robert McFarlane, 73. McFarlane was the General Manager of The Promenade Condominium, and was informed by residents that someone was stealing the condominium’s beach chairs. According to the Longboat Key Police report, McFarlane approached Dragu who was using the Promenade’s chair and had dragged it toward the Water Club Condominium, where Dragu is a resident.

Detroit? Their unfunded pension fund problems were partially to blame for that city going bankrupt. The term unfunded simply meant that the money necessary to pay the pensions on a monthly basis wasn’t already in the bank, but that was OK as the return on what was there was high enough to cover everything and to keep the fund growing. Except it wasn’t. Fund managers that had been promising high returns were not able to deliver. They had been promising returns of 8 and 10% annually and were suddenly delivering only 3 and 4 %. As a result pensions could not be paid and people (as in “us”) lost out. Now Longboat Key, in the process of combining all its pension funds, will have a combined unfunded pension liability of $23 million. Michael Seamon, a Police pension board member, has come up with a way to decrease the total amount that is unfunded. Since the funds have been getting better returns than anticipated for the last two years, just make believe that the high rate will continue forever and then the fund will no longer be unfunded to the same degree. For some reason Firefighter pension Vice Chairman Armando Linde thought just the opposite should be done. That reason might be that by looking at longer term trends, the actual returns have been lower than anticipated by a couple of percentage points. Of course this makes the unfunded amount look higher. Amber Karnes and Dustin Rupp of Columbus, Ohio exchanged vows surrounded by family and close friends, at an intimate wedding ceremony on the sixth anniversary of their first date on spectacular Siesta Beach recently. Amber, who works in a surgeons office billing department and Dustin, a bodyshop collision estimator, met through a friend at one of Ohio’s biggest auto shows about six years ago. Amber vividly remembers their first kiss. “After a few dates, Dustin kissed me for the first time on my cheek. I thought that was very special, and six years later that’s what I remember.” Amber recalled another special memory just a couple months ago. They both got matching “Till Death Do Us Part” tattoos. They happily learned about Siesta Key through a friend of theirs who has vacationed here for years. The idea of getting married on a beach came from attending a friends destination wedding in Destin, Florida a few years ago. They decided on a two-part honeymoon. They’ll enjoy the first part with some friends and family in beautiful Sarasota for five days. Part two will lead them to experience the sights, sounds and thrills of Las Vegas in September.

City Pulls Out Of Homeless Shelter Search

The City of Sarasota’s efforts to locate a site for a come-as-you-are shelter for the homeless will no longer have the city’s resources. City commissioners voted unanimously July 21 to back out of the process. Sarasota County Commissioners sent a letter expressing frustration that the city administration was not cooperating with an agreed upon approach to address the problem. “The County Commission is concerned about the continued viability of our partnership on homelessness,” wrote County Commissioner Charles Hines, noted the county and city jointly hired consultant Robert Marbut to craft a 12-point plan to address homelessness and the shelter was a major part of the proposal. Resistance to having a shelter within city limits has frustrated the city officials. The city would continue implementing the other 11 points of the Marbut plan. Plans are moving forward with new programs for the homeless at the city location of the Salvation Army.

So, it’s a natural, then, that the Greater Sarasota Chamber of Commerce would join with others to create and support a business-education initiative called Talent4Tomorrow. And it’s not surprising that funders have supported this effort to combine and align community efforts to create a system to focus on encouraging career preparation and creation of jobs in STEM (science, technology, engineering and mathematics) related fields. These are the highdemand, high-wage, high skills occupations needed the most in our 21st century workplace. Building a world-class regional workforce is imperative as we compete in a global marketplace where talent is scarce. Creating a career pathways system to inspire students to imagine, explore, prepare for and create high-paying jobs is our combined responsibility. Providing new ways and more opportunities for success via mentoring, job shadowing, internships and externships is a must. Our work has just begun. A Cautionary Tale for Sarasota’s Top Cop?

Sarasota and Lakeland have much in common. They are both mid-size Florida cities with walk-able, vibrant downtowns. Both have prized natural amenities: beaches and bays here and swan filled lakes in Lakeland. They also both feature respected centers of higher learning: The Ringling School of Art and Design, New College and USF here and Florida Southern University there. And one more thing: both have police Departments that have struggled with morale and accreditation issues lately. Lakeland regained its accreditation recently from CALEA (Commission on Accreditation for Law Enforcement Agencies) after losing it three years prior. Sarasota’s loss is more recent: it was announced just this past month when according to Police Chief Bernadette DiPino it became clear to her that the department would not pass an upcoming re-certification review, leading her to allow accreditation to lapse until an internal review allows for a more confident reapplication down the road. Here’s where we hope the parallel between the two cities diverges: Lakeland’s loss of certification signaled more bad news to come. Indeed, it was just the first in a series of setbacks for the department. In the period since, LPD has been rocked by a sex scandal involving officers and a civilian worker that extended into questions about the leadership and integrity of the new chief, Lisa Womack (since fired), who, like DiPino, was brought in to right a listing ship. The department also displayed a pattern of not complying with public records laws and most seriously, its officers suffered a loss of credibility that led long-standing State Attorney for the 10th Circuit, Jerry Hill, to take the extraordinary step of refusing to accept testimony from LPD officers in cases his office was prosecuting. Unfortunately, back in Sarasota, new information reveals a discrepancy between the time line DiPino outlined recently of when she first learned about the department’s certification troubles and one suggested in earlier e-mails and documents. Also, a letter to the editor published in The Herald Tribune on July 19th paints a picture of DiPino as a detached manager, inaccessible to her officers and staff. Despite praise from many in the community for her high profile public persona, perhaps DiPino should consider focusing a bit less on community barbecues, meet and greet events, and the addition of volunteer police liaisons handing out brochures along Main Street and a bit more on what goes on inside the walls of her own department. Former Chief Womack of Lakeland might be wishing she had done the same way back when her certification issues first emerged.

The Changing Face of Retail: Selling at the Top?

For 23 years John Krotek sold camping and outdoor equipment from his modest business, Environeers, located near the northeast corner of Fruitville Road and Honore Avenue. But when Krotek accepted a full time position recently with SANCA (Suncoast Aquatic Nature Center Associates) the non-profit running events at the nearby Benderson Park, he and his wife Ann (a partner in the business) decided it was time to sell their long standing labor of love. A buyer was found and the sale of the business was announced earlier this spring. With the recent news that Bass Pro Shops will be opening one of its mega stores just a stones throw east on Fruitville, one might imagine the Kroteks would be thanking their lucky stars for – as Kenny Rogers famously put it – “knowing when to hold ‘em and when to fold ‘em.”

Low Cost Fire Alarm...

Looking for a simple, easy to install fire alarm? We came across this decidedly low tech model while traveling through the hills and dales of Northern Georgia recently. It was observed on the wall near our table at a roadside BBQ joint. The “Jiffy Pop Deluxe” model can be purchased at any grocery store for just a few bucks. An added benefit: No batteries or electrical wiring required, though I’m guessing it won’t meet local codes. Things are so much easier up in the hills…

Working Out While you Work

Amazon is in the process of completing one of its massive regional order fulfillment centers in nearby Ruskin and has been advertising for the workers needed to staff the facility. “Pickers” and “Packers” as they are known can log up to 15 miles per day walking and jogging through the warehouse as they complete their order filling duties. Starting pay and benefits are above the average for similar positions in the Tampa Bay region, but before rushing out to apply for a job some might view as a way to get paid for keeping fit, consider the view from the inside aired as part of a recent CNBC

special, “Amazon Rising.” Some employees complained of the tedium and exhausting pace of their work. In one segment, workers protesting outside a facility similar to the one under construction in Ruskin were shown holding signs with the message “We’re Humans, Not Robots.” To which anyone familiar with Jeff Bezos’s bottom-line mentality might add: Just wait...

Retail Wars

Conventional wisdom would seem to point to the new University Town Center Mall (UTC) as having its biggest impact on the Westfield Southgate shopping center (soon to be re-branded Westfield Siesta Key) and downtown Sarasota merchants. But the biggest loser may well be DeSoto Square Mall in Bradenton. After attracting no interest from recent sales efforts by the current owners who are trying to unload the aging mall (it debuted in 1973), it was announced the property would now be auctioned. Starting bid? A mere $9 million. Compare that to the cost of the new UTC, which comes in at $318 million and you can see just how far Desoto Square’s star has fallen.

Jorge Labarga was sworn in as the first CubanAmerican chief justice of the Florida Supreme Court. Labarga, who was appointed to the court in December 2008, came to the United States as a child from Cuba and went on to become a lawyer and judge in Palm Beach County. He replaces Chief Justice Ricky Polston, who will remain on the court.

Longest Running Commercial in TV History?

If 20 or 30 years ago you pulled a Rip Van Winkle and fell asleep in front of your TV only to wake up today to the voice of Sarasota’s Sleep King owner Larry Cohen trying to sell you a mattress, “Free same day delivery, even if we have to carry it on our back...” you might be fooled into thinking your nap was of a more traditional variety (and duration). That’s because Cohen’s commercial has been running non-stop and unchanged on local TV since, oh, I don’t know…the Truman administration? Well, maybe not quite that long, but the Reagan administration may not be much of a stretch. Hey, if it ain’t broke, why fix it, right? Cohen’s strategy would seem to prove the benefits of repetitive advertising though. Sleep King is probably the first name that pops into the head of area consumers in the market for a new mattress. Maybe he should check with the Guinness Book of World Records to see if his classic commercial is some kind of a record setter... The real Rip Van Winkle shocker might well be seeing Cohen in an updated commercial. I’m sure he’s changed quite a bit from the frozen-in-time image of him beamed into our consciousness over the past 25 or so years. Are you listening Larry? There may be an idea for a new campaign here...

PUTNAM WARNS AGAINST GIANT LAND SNAILS

With inspectors at Los Angeles International Airport confiscating 67 Giant African Land Snails, Florida Agriculture Commissioner Adam Putnam issued a warning Tuesday about the destructive creatures possibly coming into the state through ports in Miami and other cities. Putnam’s department has worked to eradicate the land snails, which can grow to 8 inches in length, since they were first detected three years ago in Miami. Continued on page 14

There were a total of 74 crimes reported on the Key from 6/17 - 7/21/14 Sunday, 3-7 The woman noted that there 7/12/14 Felony The Instigators was no forced entry into Burglary-Vehicle the vehicle, and that upon Sunday, 7-11 300 Block Avenida De Mayo returning to the car, she recalled Wizards Jam Officers responded to the Village Municipal Parking Lot in reference to a vehicle burglary. A woman reported that she had parked her car in the lot late in the night in order to visit the Village area. She said she returned a couple of hours later to find her passenger side window broken out. The complainant then discovered her purse was stolen. She stated she had left her purse on the passenger side floorboard. The stolen items included a Lucky brand purse containing approximately $28 and an American Express gift card. The officer was unable to finish dusting for prints due to rain.

7/12/14 Felony Burglary

3000 Block Roberts Point Rd A man came home and found his front door unlocked and ajar. He did not think anything of it because he had houseguests staying with him. The guests returned home shortly after the man. One victim found her suitcase had been gone through and her belongings were strewn about the room. She was missing a Google Chrome Book, two wallets and a passport. Another victim found a purse and passport missing from her bedroom. After his guests noticed their items missing, the man started looking around and discovered six handguns and seventeen replica Rolex watches were missing. When deputies arrived, they found a black case in the closet where the handguns had been stored. They were able to obtain a serial number for one of the handguns, a Smith and Wesson 19-4 9mm. Deputies were able to dust for fingerprints. They also found a black sock on the man’s bedroom floor and a tissue on his bed. The man stated that he had cleaned the room just before leaving and knew that neither was there when he left. The sock and tissue were also placed into Sarasota Sheriff’s Office property.

7/13/14 Misdemeanor Battery Siesta Public Beach

A man reported that a Hispanic male known only to him as “Reggie” confronted him. He then grabbed the complainant, lifted him up, slammed him to the ground and then left the area. The man stated this occurred in the handicapped parking area

directly in front of the beach pavilion. The complainant appeared to have an abrasion to his left cheek and a bloody nose. Rescue was called to check the complainant, who refused transport to the hospital. The man refused to assist the officer in looking for the suspect around the pavilion area. He stated his injuries were bothering him and he was concerned he might have others. The officer called Rescue, who responded to the scene a second time. The man was then transported to Sarasota Memorial.

7/14/14 Misdemeanor Theft 5000 Block Ocean Blvd

Officers responded to a call in reference to a theft that occurred at a Village Nightclub. A woman stated a white male stole her purse from the dance floor area. She stated she believed the man’s name was Justin but she was not sure. While reviewing the establishment’s camera system, the deputy was able to see the complainant set her black handbag down on a ledge near the suspect. After she set her purse down, she began to dance on the dance floor. The video clearly showed a man move near the purse, casually pick it up and walk away. The complainant stated she was able to use her “find my i-phone” app and located her purse discarded in a dumpster approximately one mile north of the establishment. She explained that when she recovered her purse, she noticed $65 in cash and her e-cig were missing. The woman was able to recover all of her other items.

A woman called the Sheriff’s office to report that the vehicle she had been using had been burglarized while it was parked at Access #8.

7/20/14 Misdemeanor Battery Siesta Public Beach

A man called the Sheriff’s office to report that he was punched in the face several times during an altercation at the “Drum Circle” at the Public Beach. He stated that the man had asked him for a beer earlier in the evening and got upset after he told him “no”. He stated that the suspect called him names and then struck him in the face with a closed fist. He said that after being struck several times he put the suspect into a “headlock” and that the altercation was broken up by several people from both parties.. The victim sustained a minor abrasion and some swelling above his eyebrow. He refused treatment. He advised that the suspect is a friend of a friend and that he did not know the man’s last name. The victim had a very intoxicated witness who advised that the fight was over money owed to the suspect by the victim. The witness stated that the suspect started the fight and threw the first punch.

7/20/14 Felony Grand Theft Beach / Ocean Rd

A man reported he and his friend were swimming in the water with their girlfriends. Before the victim entered the water, he left his iphone5, iphone4 in a brown wallet case and a credit card on the beach. When he left the water, he noticed his property was missing. He attempted to use his iphone finder app and it brought him to a residence on Beach Rd. Officers attempted to make contact with the residence with negative results. The victim then stated that the app was showing that his iphone was on Ocean Blvd.. An officer tried to locate the property in the surrounding area but was unsuccessful.

The invasive species consumes at least 500 different types of plants, plaster and stucco and also carries a parasite that can cause a form of meningitis, according to a release from Putnam’s office. “Giant African Land Snails are a triple threat. Not only do they destroy plants and damage buildings, they are (a) risk to public health,” Putnam said in the statement. “We’re working hard to eradicate this invasive pest from South Florida, but it’s just as important to prevent any more from entering our borders. Major insurer Florida Blue could raise rates in 2015 for people enrolled through the federal health-care exchange after seeing a large number of older and sicker enrollees, Kaiser Health News reported Monday. Patrick Geraghty, chief executive officer of the Jacksonville-based insurer, said the company remains committed to the

individual health-insurance market. But Geraghty told Kaiser Health News that rates also could be affected by such factors as a relative lack of younger and healthier enrollees. “We will be under tremendous financial pressure initially given the age, risk profile and high utilization of the new membership,” he said. “It is far from clear that large enrollment in the marketplace is a financially beneficial place to be.” Kaiser Health News said Florida Blue, which formerly was known as Blue Cross and Blue Shield of Florida, would not disclose its proposed 2015 rates. That proposal was submitted to state regulators last month. Florida Blue added 339,000 customers through the Affordable Care Act’s federal marketplace this year, according to Kaiser Health News.

A political organization that backs school-choice programs collected $300,000 in contributions from July 5 to July 11, with $100,000 of that amount coming from Charter Schools USA, Inc., according to newly filed finance reports. The “Florida Federation for Children,” which is what is known as an electioneering communications organization, is chaired by John Kirtley, one of the state’s best-known advocates for school-choice programs. It had not raised any money earlier in 2014 but raised and spent hundreds of thousands of dollars in 2012. The organization said on its website it supports candidates who back school-choice efforts. “We identify election circumstances in which there is a discernible difference between the candidates on the issues of parental choice and education reform, regardless of any other factor, especially party affiliation,’’ the organization said on the website. “We then engage in electioneering communications to voters throughout Florida, making them aware of candidates and their positions on issues of the day.”

|The Rockin’ World of The Derringers The famed Rick Derringer lives in our midst. Internationally known as an American guitarist, vocalist, Grammy Award winning Producer and Entertainer, he and his wife, singer/songwriter Jenda, call Bradenton their home. Here, a feisty toy terrier by the name of Asher rules the roost. Now empty-nesters, the Derringer’s daughter, Loving (22) is in college, while their son, Marn (21), just graduated with a degree in Computer Science and Information Technology. Born Ricky Dean Zehringer on August 5th of 1947, his parent’s home was filled with recorded music: Country, Jazz, Rock and the Blues. When he was eight he asked for a guitar for his 9th Birthday. When that long-awaited day arrived, his wish was granted: he received an electric guitar and amplifier. The die was cast: Rick knew he was destined to be a musician. He started off with a simple 50’s tape recorder. He would record a riff, put it on a loop, and play against it. He re-recorded this new pair of instrumentals, and then went on to add yet another part. He did this over and over until he had created a many-layered recording. The year was 1956. This bright young kid was doing his own multi track recording! By the time he was 16, he was extremely successful. “I got to grow with the whole process. I learned a whole lot of tricks.” First he recorded 8-track, then 12-track, then 16, then 24, and so on, until ultimately – decades later – he would finally reach digital. When he was seventeen years old, his band, The McCoys, recorded “Hang on Sloopy” in the summer of 1965. This was to become the number one song in America, where it stayed until it was knocked off its pedestal by the Beatles and their iconic “Yesterday.” “Hang on Sloopy” was issued by Bang Records, inspiring Rick to adopt Derringer as his stage name, taking the name from the Bang Records logo which featured a derringer pistol. One of the first opportunities for the public to see The McCoys in action was when they opened for the Rolling Stones on their entire 1966 American Tour.

(Talk about making it to the Big Time!) Also, during the late 60’s, Rick jammed many times with Jimi Hendrix at The Scene in NYC. Rick Derringer appeared on Alice Cooper’s Killer album in 1971, playing the solo on “Under My Wheels.” He also recorded and played with a version of Johnny Winter’s Band. In 1973, the rock group’s Grammynominated instrumental single, “Frankenstein”, topped the U.S. Billboard Hot 100 chart, selling over one million copies. Rick’s solo career took off like a rocket. In 1973, his solo version of “Rock and Roll, Hoochie Koo” hit it out of the ball park. He was also recording extensively with Steely Dan, playing slide guitar on songs such as “Show Biz Kids” and “Chain Lightning.” In 1977, Rick opened for Led Zeppelin on their Last American Tour. In 1983, he played as a guest on the KISS album “Lick it Up”, performing solo on their opening track. In 1986, he co-wrote and sang back-up vocal on “Calm Inside the Storm” on Cindi Lauper’s True Colors album. In 1990 he performed on the album entitled Edgar Winter and Rick Derringer Live in Japan. Somewhere about then the radiant Jenda entered his life. I am enchanted by the beautiful song Rick wrote in her honor. “I always wanted to write a song with a truly unique girl’s name, and then along came my sweetheart, “Jenda”, the muse of this song.” Rick recorded the song on his

award-winning CD, Knighted by the Blues. Jenda by Rick Derringer can be found on UTube, where you can see the beautiful lady who inspired the song. In 2002, Free Ride Smooth Jazz was released. Jenda Derringer Hall sang the title song on this album: “Free Ride.” She also wrote the album’s Top Twenty Hit, “Hot & Cool” which charted at #16. “Aiming 4 Heaven” launched Jenda and Rick’s gospel rock career, and Rick strongly proclaimed his Christianity. This recording included performances by both their children. (Today, in addition to their academic studies, Marn is a serious recording artist and songwriter who has written and recorded with Rick since age 8. Loving is the female vocalist in her boyfriend’s rock band.) The old lyric of “Rock and Roll Hoochie Koo” was rewritten into “Still Alive and Well,” and the lyrics were written by Jenda. The Derringer CD, We Live, was released in the fall of 2008. In 2009, Rick released the album Knighted by the Blues. The haunting single, “Sometimes,” was written by Jenda, and can also be found on UTube. In the summers of 20102011, Rick toured with Ringo Starr’s 11th All Star Band, along with Ringo himself and a multitude

of stellar musicians. To this day, Rick is constantly going out on the road to take part in various performances with assorted name groups. His busy schedule is posted on his web site. On March 30 of 2013, Rick and Jenda renewed their vows at the Sarasota Yacht Club. Soon after, in 2014, they went on to release a tribute album on the music of the Beatles. Rick & Jenda Derringer Do The Beatles features fresh, upbeat tracks of many classics: Hard Day’s Night, Here Comes The Sun, Gotta Get You Into My Life, The Word, In My Life, Eight Days a Week, Something, and I Love U, Here, There and Everywhere, and Do You want to Know a Secret. All ten of these tracks were both produced and engineered by Rick & Jenda Derringer in their Bradenton studio. 1. My family watched my indoor/ outdoor cat while I was on a business trip overseas. Unbeknownst to me they declawed him (he was destroying their furniture). Does this mean I can’t let him outside anymore? How will this affect his life? If your cat is declawed, he lost some mechanism of defense. Most cats with just front paws declawed generally still have a chance to do well outside. I wouldn’t advise to let him out, however. For all cats declawed on all four legs, absolutely no more outdoor adventures. 2. What should I prepare to keep my pets safe in case of a hurricane? Yes. Many veterinary clinics offer shelter for your pet during the hurricane season. Please ask if the clinic building is hurricane safe.

3. Bloat in dogs. What are the symptoms, treatment, and prognosis? Bloat is a life-threatening emergency. It can happen to any dog at any age, but typically occurs in middle-aged to older dogs. Large-breed dogs with deep chests, such as the Great Dane, German Shepherd Dog,

St. Bernard and Labrador Retriever, are anatomically predisposed. Bloat is very painful. When dogs get bloat, their stomachs distend with gas and fluid, which usually is relieved by passing a long rubber or plastic tube through the dog’s mouth into the stomach. In some cases bloat is followed by stomach rotation (torsion), which stops any air from escaping leading to dangerous air accumulation. Surgery is needed for all torsions. Dogs with bloat are uncomfortable, pant and have swollen bellies. They can retch and not be able to bring anything up. If unattended to, the life threatening shut down of the blood vessels may occur. Bloats cases do well with surgery, but I can’t stress enough that early recognition and treatment are the keys to survival. If you suspect your dog might have bloat, rush him/her to the vet or emergency clinic- time is of the essence.

Hours: 24 hours per day, 365 days per year (parking closed from 12 AM – 6 AM); dogs allowed on the designated portion of beach from 7 AM to dusk only Paw Park is one of the few places along the beach where dogs are allowed. The park features an enclosed run for big dogs and one for small dogs, as well as an open beach area where dogs can swim. This park, across from Venice’s airport, is where you and your “best friend” can play in the gulf and socialize with other dogs, offering doggie drinking fountains; showers

on decks for “dogs only”, fire hydrants and leash posts, dog lovers have declared this park… and beach… to be the best doggie park in the state! Shaded by towering oaks, small dogs will enjoy their fenced in arena while the big boys can frolic in the larger pen. Double gates access both parks and the beach. A paved walkway leads directly to the beach where your best friend will delight in this 300’ section of sand and water. Note: Summer months may force you to carry your furry friend as the sand can be hot under paw. Doggie waste bags and receptacles are provided and strategically placed around the park. Human comforts include drinking fountains, picnic tables and restrooms. Parking is very limited although off road parking is across the street. Bird Key Park is located on Bird

Key, Florida, at the foot of the Ringling Causeway Bridge, which leads to Sarasota. This small stretch of beach along Sarasota Bay is a well-known spot for dog lovers. You and your dog can swim together while enjoying stunning views of the blue-green water. The park is open from 6 a.m. until 12 a.m. year-round, and admission is free. (Source: eHow)

Ken Thompson Park, a small beach on the Gulf Coast of Florida, is a hidden treasure near the Mote Marine Aquarium on Sarasota Bay. Here you will also find the New Pass Fishing Pier, which winds through the mangroves. You and your pet can stroll along the pier or relax in the sun while watching the kayakers launch their boats. Lido and City of Sarasota fight Dredge and Fill … a time capsule By Catherine Luckner

In old newsprint, carefully archived at the History Center, a victory unfolds. Sarasota County and city residents saved the shoreline and natural coastal beauty of south Lido Key. It was 1967 when Arvida Corporation sought permits for development of the southern tip of Lido Key. Arvida was a most influential community development corporation throughout Florida beginning in 1958. Their plan was not unlike that of Bird Key, taking dredged materials to create land for development. Their plan was to dredge and fill 160 acres on south Lido, create extended shoreline, a golf course, a hotel, and canals, eliminate Brushy lagoon, from Otter Key bayside to the gulf front bulkhead of south Lido. The Big Pass shoreline was one aspect of the litigation between the City and Arvida. Property boundaries and ownership was questioned where accreted shoreline existed. On two occasions, despite well documented business plans, engineering designs and potential tax revenue, the Sarasota City Commission and Planning Board denied the Arvida permit requests.

Residents from Lido Key and Sarasota, including 50 local organizations, fought for conservation of the marine and estuary environment. The primary concern was the impact of dredging and filling on the shallow grassy flats, known for bird, fish and mammal habitat. The efforts gathered momentum and included Senators and then Governor, Claude Kirk, as they petitioned against the development. This grassroots effort of private citizens, led by local businessman Ted Sperling, became the Save Our Bays Association (SOBA). One news account reported more than 1500 residents attending a City Commission meeting to contest the Arvida proposal. In the City v. Arvida conflict, “It’s within… the powers of city government (re City owned property) to restrict the amount of dredging and filling if it’s shown the public interest is served”. (Gil waters, City of Sarasota Commissioner) The Sarasota City Commission unanimously denied the Arvida permit application one last time in 1968. Between 1968 and 1972, SOBA began the process of inquiry for land

acquisition under a new Federal program from the Dept. of the Interior and Florida Dept. of Natural Resource to purchase environmentally sensitive lands for ‘open space and recreation by the public”. Under the program guidelines, it was noted …” gulf and bay frontage is our greatest natural resource and fast disappearing”. Without likelihood of permitting, Arvida was soon interested in selling the south Lido and Otter Key properties. SOBA and Sarasota County initiated the quest for newly available Federal funding offered through the State of Florida. The “open spaces and recreation’ grants were to be used for permanent conservation protection and use by the public. The preservation of Otter Key (30 acres), its Mangrove bay bottom root system and South Lido property (130 acres) became one of the first opportunities for a Florida County to purchase and protect lands under new Federal Regulations. With an affordable price and funding, the momentum led Sarasota County Commission to hold a Voter referendum to purchase the

land with a property tax mill increase. Another parcel also became available, 20 acres offered by the Casperson Family. We know this added purchase of land as our County Park of Casperson Beach. Arvida agreed to sell the Lido and Otter Key properties for $3,750,000. The total bond referendum approved was approximately $ 7.7M with option for 10 percent increase if the appraisals varied. In a County wide Referendum held on May 1, 1973 the voters of Sarasota County made a commitment to the land and its environmental protection. In a 9-1 county wide margin, voters approved an extra ½ mill on property taxes for 30 years or until funding was complete. The residents of Lido Key voted in a 10-1 margin to approve the purchase. The Federal and State grants of $943,000 were secured and set aside by Sarasota County for future purchases of environmentally sensitive land. This purchase and all the effort toward it, altered the course of development, the prioritization of natural resources and maintaining the natural beauty of

This November 14th-18th, twenty-four of the premier Master Sand Sculptors from all over the world will be competing for 1st place on the #1 beach. The Crystal Classic has become a favorite of many of the professional sand sculptors who have competed here. Citing the beauty and cleanliness of the pristine white sand, sculptors have remarked that their sculptures look almost as if they are “carved in marble.” In only 24 sculpting hours, (spanning the five day event), the master sculptors create sand masterpieces, some over ten feet tall, and transform the always beautiful Siesta Beach into an outdoor art gallery. This event was named as a finalist in Sarasota Magazine’s Best of 2014 and for good reason. The five-day art event will include: • Master Sand Sculptors competing, all day viewing Friday through Tuesday • Over 50 vendors Friday through Monday • Live entertainment through Sunday starting Friday at noon • An amateur sand sculptor contest on Saturday • Siesta Santa will be on his sand throne again this year making a great photo op for next year’s Christmas cards.

Notes from the Island Fishmonger LET’S BEAT THE HEAT After the 4th of July things slow down considerably here on Siesta Key. Locals love it, Business owners hate it. Either way sometimes it gets a little boring in the summer time. Do you need something to do in the dog days of summer? Time for a road trip. With scalloping season still underway, you’ll find that it’s a great way to enjoy a day on the water during the hot summer, spend quality time with family and friends and have an experience your family and you will never forget. Part snorkeling, part treasure diving, and part fishing. It can be enjoyed by family members of all ages. Scallop hunting is the underwater adventure of a lifetime. The 2014 season opened on June 28 and goes until September 24. Unfortunately, Sarasota is not known for producing enough scallops to hunt for them but only a short drive away is both Crystal River and Homosassa Springs. Both places are a scallop hunter’s dream come true. Lots of grass flats, warm water, and friendly people await to make your trip most memorable. The town of Homosassa sits along the bank of the 9-mile long Homosassa River and offers some of the most breathtaking scenery in Florida. The residents are super friendly and incredibly down-toearth. This town offers affordable hotels, reasonable restaurants, and knowledgeable scalloping charter guides that teach you how and where to catch scallops. But most importantly where to get your catch cleaned so you can cook and eat your Bay scallops. Once you eat your fill of scallops be sure to try a must eat place in Homosassa called Neon Leon’s Zydeco Steakhouse. Crystal River is mostly known for its Manatee population but is also a terrific place for scalloping in Florida. Scalloping Crystal River is both fun and relaxing. Dive into the crystal clear waters and feel the excitement as you reap the treasures of the sea. The town offers scallopers a network of

more than 30 springs to swim in along with hotel accommodations, great Italian dining, shopping, bicycling, bird-watching and of course licensed scalloping guides who will show you the way and keep you safe. Just google Florida Scallop Season and information for both Homosassa and Crystal River will pop right up. Enjoy your scalloping adventure. Here is a simple scallop recipe for your fresh catch.

Ingredients: 1 to 1 1/4 pounds dry sea scallops, approximately 16 2 teaspoons unsalted butter 2 teaspoons olive oil Kosher salt Freshly ground black pepper Sprinkle of garlic powder (optional) Lemon wedges

Directions: Remove the small side muscle from the scallops, rinse with cold water and be sure to let them sit on paper towels and pat them dry thoroughly before cooking, making sure your pan is HOT, otherwise they will steam instead of sear. Heat a 12 to 14-inch saute pan on high heat, then add the butter and oil. Salt and pepper the scallops. Once the butter stops foaming and begins to brown, gently add the scallops, making sure they are not touching each other. Sear the scallops for 1 1/2 minutes on each side. The scallops should have a 1/4-inch golden crust on each side while still being translucent in the center. Don’t overcook. Serve immediately with a squeeze of lemon. NOTE: Use a larger skillet than you think you need. Even when you dry your scallops they will still produce water in the pan. Adventure Charters 941-371-1390 There is a little secret here in Sarasota; the fishing is terrific in August! Many anglers assume that the heat slows down the action, but this is far from true. The reality is that due to daily rain showers, the water temperature is actually lower in August than it is in June. Hordes of bait fish cover the flats. This combination results in excellent conditions for anglers to succeed. The best action will be early morning, late afternoon, and at night. Snook love the infusion of fresh water into the bay. Phillippi Creek, South Creek, Hudson Bayou, Big Pass, New Pass and the Venice inlet are all good spots to cast a plug in search of snook as they migrate back into the bays after spawning out on the beach. Shallow diving plugs such as the Rapala X-Rap are very effective baits. They cover a lot of water and produce explosive strikes. Scented soft plastics also work well. Live shrimp, pinfish, and pilchards will also catch a lot of snook, particularly once the fish are located. Outgoing tides at first light and in the evening are the best times to fish. The deep grass flats on the north end of Siesta Key will be good spots to target speckled trout. High tides in the morning will produce plenty of fish. Spanish mackerel, pompano, bluefish, ladyfish, jack crevelle, sharks, small gag grouper, and mangrove snapper will also be caught by anglers drifting the deep grass. A live shrimp under a popping cork works very well. A jig with a grub tail is the preferred artificial bait but plugs and spoons are also effective. The bars form CB’s Saltwater Outfitters at Stickney Pt. south to Blackburn Pt. will hold some very nice trout. This area does not get a lot of pressure in the summertime. This is an early morning bite and a high tide is preferred. Any oyster bar that drops off sharply from shallow water into four or five feet with grass is a likely spot. Live shrimp work very well either free lined or under a cork. Rootbeer/ gold and olive/red Cotee jigs are productive

lures to cast. Redfish and snook will also take a bait that is intended for a big speckled trout. In the last several years mangrove snapper fishing has been outstanding! Grass flats that drop off into deep water with some current flow should produce plenty of nice snapper this month. Live bait works best and baitfish will usually catch larger fish than shrimp. A 1/0 live bait hook tied on a 24” piece of 20 pound flourocarbon leader with just enough split shot to get to the bottom is the simple but effective rig. Tarpon will still be an option in the inshore Gulf, but their numbers will be diminishing and they will not be “showing” like they do earlier in the season. Live pinfish floated out under a cork at Point of Rocks will still produce a fish or two.

Who’s Playing Tonight

|An interview with Brian Spainhower A few years ago, I’d acquired a Fender Stratocaster in a trade for sound gear and didn’t know what I had, so I took it for an examination and appraisal to the Sarasota Guitar Company (where else) where I met Bryan, who wasted no time, taking it apart and getting down to the truth of the matter…he told me I’d gotten a fair deal. After the store closed its doors, I began to see Bryan playing his guitar around town and with his skill and unique style, it didn’t take

long before I began to hear his name from the other musicians in town. He took a break from his lunchtime gig at The Hub, to give an interview… WPT: Where are you from? Bryan: I moved here from Austin Texas, about 3 years ago. WPT: How long were you in Austin? Bryan: 17 years WPT: How long have you been playing guitar? Bryan: About 30 years…since I was a teenager. WPT: Did you play a lot in Austin? Bryan: Yes, mostly electric, in bands…a lot of hard rock bands, country and rockabilly bands. WPT: I’ve heard that scene is pretty break-neck, as far as the pay being low and having to play several times a day to make a living; is that what you experienced? Bryan: Not everybody plays a lot. Some people do, but it’s hard to get established, because there’s a lot of bands, there’s a lot of competition. WPT: Was that your primary job there? Bryan: No, it was always a secondary job, but I was always in a band as a lead guitar player. WPT: How did you transition to being a full-time musician? Bryan: When I moved here, 3 years ago in May, I was managing the Sarasota Guitar Company and playing gigs, until they closed the business and I got enough gigs to play fulltime.

WPT: I’ve seen you at several gigs, like “The Hub”, playing solo; do you play with a band as well? Bryan: Yes, I have a percussion player, his name is “Max Kelly” and we play several gigs a month. I also have a 3-piece band that is evolving. WPT: So everything you play is instrumental? Bryan: Yes WPT: What can people expect to hear, when they come to see you? Bryan: A cross between “Jimmy Page” and “Paco De Lucia”…or “Gypsy Kings” meets “Hendrix” (laughs). WPT: Who are your influences? Bryan: When I was 17, I went to go see “Al Di Meola”, “John McLaughlin” and “Paco De Lucia”, with “Steve Morse”, of the “Dixie Dregs”, opening up solo/acoustic, and that kind of just changed everything for me from that moment, because I went from really getting into rock & roll to more jazz fusion and of course there was “Paco De Lucia”, who is one of the world’s greatest “Flamenco” players. I listened to a lot of “Al Di Meola” who was a very huge influence, because he crossed over with jazz, fusion, rock, latin and all of that stuff. When he made the electric guitar scream, it was just amazing, but hearing those guys play acoustically was just incredible. WPT: How did you develop your style? Bryan: It always seemed unreachable for me to play that kind of stuff, but I formed a guitar trio band, in Austin, with a couple of Flamenco guitar players about a year before

I moved here. When I did get here, having never played solo before, but wanting to, I just jumped in and started getting gigs, so I really developed what I’m doing now, here. WPT: How often do you practice? Bryan: Between learning new material, exploring new styles and honing technique; I practice about an hour per day. I like to listen to people like “Pat Metheny” and how they approach cover songs and make them their own…I try to do the same, so its unique. WPT: What’s your favorite part about being a fulltime musician? Bryan: Seeing people smile when I play and the exchange of energy with the audience. WPT: Do you write songs? Bryan: Yes, I play them at my gigs, as well. WPT: Do you have any Cds? Bryan: Yes, I have one Cd out and am preparing to record another within 6 months. WPT: What are your career goals? Bryan: I’d like to continue doing this for the rest of my life. I don’t see myself ever retiring. I’d like to book more private events and work my way up to higher fees. I’d also love to eventually get national and perhaps international recognition, as most of us would, but I find I’m more motivated to do that now, than ever before, because the more I play, the closer I get to having that level of skill. WPT: You’re one of the players that other players mention when talking

Q: So following up on that, do you support the county’s business development efforts in which publicly financed incentives are offered to lure businesses to the area?

Q: Turning to some of the issues that have been in the news recently, Commissioner Patterson was recently quoted as saying that the partnership between the city of Sarasota and the county to address the problems associated with homelessness “while not broken, is wobbly.” Do you support Robert Marbut’s approach to dealing with

Snoring?

As our population ages we’re seeing an increase in inquiries about snoring with possible sleep apnea. Although you can have one without the other they are often seen in tandem. Most of the inquiries come from the partner rather than from the patient. Sleep apnea is a medical issue and we refer these to an appropriate physician. off the end of the dock on which his printing plant was located. Loaded it onto a raft, and started pulling it toward Siesta Key. Part way across the bay the load tipped and fell into the water. After some time the machinery was retrieved, most beyond repair.” Oh, and then there was the arrest for murder. One of Sarasota and Siesta Key’s most famous names was Harry Higel. He was quite a guy. “Harry Higel and his partners owned, platted, and managed the town of Siesta, 80 acres on the north end of what was then Sarasota Key,” according to Grismer. “They built the Yacht Club and dredged canals. Higel applied for the Siesta Post Office, was appointed postmaster, and built the post office on the pier. He erected the Higelhurst Hotel, with a dining room to seat 150 people. The Higelhurst had gas and electric lights. Rates were $2.50 a day. “Less than two months before the bridge to Sarasota Key was completed, fire destroyed the hotel. “Higel came in the 1890s to Sarasota. He bought the dock at the

Harry Higel end of Main Street and was the local agent for John Savarese’s Tampa steamship line. Later he bought a steamer, ‘The Vandalia’. He installed tanks of gasoline and kerosene on the pier and was the local agent for Gulf Oil. Higel worked to bring a telephone line to Sarasota. In 1899. Sarasota had two phones, one in Higel’s office and another in the post office. He owned a store and three of the five lots at Five Points.” Higel worked to get Sarasota incorporated and served on the city’s first council in 1902, and was later elected mayor for three terms. Then came the Allyn issue.

Grismer wrote that “On Jan. 7, 1921, Allyn was arrested for the brutal bludgeoning murder of Harry Higel, respected community leader and three-term mayor of Sarasota. He was jailed in Bradenton.” Grismer states that move “was to protect him from a lynch mob’s noose. The evidence was circumstantial. People remembered a history of antagonism between the two men and a footprint found in the sand next to Higel’s body appeared to match one of Allyn’s shoes. “Four months later the Grand Jury found insufficient evidence to bring the case to trial and Allyn, who consistently maintained his innocence, was released. He moved to Ruskin, where he died in 1947.” Some historians disagree about just where Rube Allyn and his family relocated from Siesta Key. Strong arguments have been made that the locale of tomato festivals and Mardi Gras parades, the tiny town of Rubonia, is actually the late Rube’s last resting place. But if Rube Allyn Sr. seems interesting, wait for the story of his son Rube Jr., coming soon.

But it’s fragile. We have to keep it going. As an accountant, and a business owner, I know what’s involved. As the saying goes, I’ve signed both sides of a paycheck. We need to make it clear throughout this region – and out of state too – that this is a county that treats businesses fairly. That we’ll handle their permitting quickly and that this area is not opposed to new business coming in, bringing jobs. For a long time, we’ve had a reputation as a difficult place to do business. I’ve heard people say, ‘you folks are tough over there. I’m not sure I’d want to relocate my business there.’ But we’ve made great strides to change that. We’ve got a great advantage here. CEOs, business owners visit here. They love it. We need to build on our advantages so they choose to settle here.”

Maio: “I’ll say this. I think you have to be very careful. When I built my vacation rental business

the homeless in Sarasota county and specifically, his recommendation for a come-as-you-are shelter near downtown and satellite facilities in south county? Maio: When the city and county hired Marbut he got unanimous approval from both city commissioners and county commissioners. In his report he laid out a whole bunch of criteria, which I think everybody agreed with. But his report did not designate where it (the main shelter) should go. Some people - not elected officials - but some people have said it should go east of I-75. I don’t think that at all. To paraphrase, I think Marbut said that it should be within a mile or so of the major services the homeless use and need. But we have to be careful about where we put it. It’s problematic. You just can’t drop it into someone’s backyard or by a school without getting the support of residents. Marbut also said people should stop giving out handouts or freefood because that’s not solving anything. Look, my heart goes out to the family that’s living in a car, a single Mom with a bunch of kids. But one size doesn’t fit all. Part of it is a mental health issue too. We absolutely have to help people. But we have to help the people who want to be helped. Follow-up Q: Based on Marbut’s performance to date, would you continue the county’s consulting relationship with him? Maio: “Yes. It’s a tough issue. But I think the recent focus on it is a positive step.” Q: Another item in the news from earlier in the year concerns ethics in government. Did you support County Administrator Harmer’s firing of county ethics coordinator Steve Uebelacker this past March after he opened a review of an ethics complaint involving a county commissioner? Maio: “I’ve never met Steve Uebelacker, so I’ve had no interaction with him. My understanding is that the position ended when Karen Rushing (County Clerk) put in an inspector general to handle those responsibilities. It’s also my understanding that the former role that Uebelacker had did not have the authority to look into an elected official like a commissioner. I think the way the position is now constructed is the right way

to go. By law, investigating elected officials is up to the state ethics commission.” Q: Would you make any changes to the way the county collects and distributes bed tax revenues, especially as relates to major engines of local tourism like the beaches on Siesta and promotion of the arts countywide? Maio: “I think the current setup – and it was recently tweaked – works extremely well. For my money, I think the parks department has done a great job keeping up the look, the appearance of what brings tourists here. The Tourist Development Council and Visit Sarasota, I think they do a great job too.” Q: Turning to your philosophy on the budget, as county revenues have increased due to the recent and continuing recovery of the local real estate market, do you philosophically favor a return to pre-recession county staffing and spending levels or a lowering of millage rates for homeowners? Maio: “This is all about me being an accountant. We’ve had 13 years of the millage rate staying flat or being reduced. We’re now in a period where (property appraiser) Bill First said assessed values in the county rose 4 percent last year. This June I think he said 6.5 percent. So gross taxes are growing in answer to part A of your question. Part B is this: I think you only put staff on when you absolutely need them. However, a lot of staff – especially in building and development services – as I understand it – are paid for by permit fees. So as more stuff gets built, they’re going to be able to hire additional staff without having to hit the taxpayers. I guess the last thing I’d say is that I want the reserves to be built up, for emergencies…as a rainy day fund... what in the private sector we’d call contingencies. That’s important. I think the county has done one hell of a job over the last 10-15 years, even while reducing taxes, really bulking up the reserves so when things slowed for three or four years, there was a way to continue balancing the budget without raising taxes.” Q: Looking to Siesta Key: for the first time The Army Corps of Engineers has recommended harvesting sand from the Big Pass

But I’m not going to do anything to hurt Siesta. Once we get the Army Corps’ final report, then we need to get an engineering firm to do a peer review. Follow-up Q: The Army Corps of Engineers has their own group of engineering firms it call on. The appearance is that those firms know what the corps wants to hear and consequently rubber-stamp their plans. Maio: The review has to be independent peer review. Not one of those firms. Q: Have you looked into the problem of the lack of parking on Siesta Key, especially here in the Village? There’s continuous ticketing and towing and it gives a very bad impression of the area to those who come to visit. Maio: “The longer you wait, the harder it gets to fix a problem like this. The problem is not going to go away. The recent redo at Siesta Key Beach, I think we gained a net 143 spaces. That’s a positive. I’ve heard people say to me, we need a parking garage. But that’s problematic, because no one wants to live next door to one. Some of the things that are happening, like the free taxi services, the free shuttle service, those are ways to help. I am familiar with the problem on Siesta. It’s going to be a tough one to solve. I wish we could find a piece of land to build a parking garage, and then have a shuttle run out of that. But finding the right spot won’t be easy. Again, no one wants a parking garage next door. And you’re certainly not going to put it on beach land.” Q: In closing, what is the one thing you’d like voters to know about you before they cast their vote? Maio: “That I’ve been here for 30 years. I raised my family here. Contributed to the economic vitality of the area...I’m an accountant by degree and a planner by profession. If there was ever a time for an accountant and a planner to sit on the commission, now is that time. Siesta Sand: Thank you Mr. Maio.


Meet the Natives The Plovers Of Siesta Key Beach

Killdeer

Black-bellied Plover

Siesta Key Beach is visited by many beautiful and interesting shorebirds. Some are migrants -just passing through, but stopping to feed and rest before continuing their long journeys -- and some are residents. In previous issues of the Siesta Sand we introduced you to Snowy Plovers, a rare little bird that nests on Siesta Key Beach and is here much of the year. But plovers are, in fact, a large family of shorebirds with some shared features. They are relatively small birds with small bills, pointed wings, and legs designed for running. Several have obvious neck bands. This article is accompanied by photos of plovers

that visit Siesta Key Beach and that help illustrate their features. In the photo of the Killdeer note the colorful neck and breast bands. The Killdeer is an occasional visitor to Siesta Key beach, but does not often breed here. It inhabits much of the rest of the United States, however, and if you have lived in almost any part of the nation other than a city or high mountains you will probably have seen it. The Killdeer is a medium distance migrant. It probably was named from its loud and strong call that sounds something like kiill-eer. Its scientific name is Charadrius vociferous and “vociferous” is right on target, I think.

Snowy Plover Next is the Black-bellied Plover. This plover is portrayed in nonbreeding plumage to illustrate the general shape of most plovers. The Black-bellied plover is a grey bird that nests in the far north, but visits Siesta Key Beach in the early spring prior to its long migration. Sometimes we get to see it in its early breeding plumage and the males, especially, show off their dramatic black chests and bellies. The Snowy Plover has only a slight suggestion of a neck band and is the smallest of the plovers that live or visit here. But as with all plovers it can run rapidly. And if you visit the beach now and get to see a Snowy Plover chick you will

be amazed by the speed of these little puff balls as they scurry after insects. The Wilson’s Plover has a slightly heavier all black bill, pinkish legs and a single neck band. As with other plovers both sexes perform their famous broken wing act to draw predators away if their nest is endangered. The Semi-palmated plover has a single dark breast band, a blacktipped orange bill and partial webbing between its toes, thus the “semi-palmated” name. Again this is a “shore” bird that feeds along the beach on varied invertebrates, crustaceans and insects. As you look at these birds note

Semi-palmated Plover the similarities in their overall shape, that they all have eyes that look forward, but that allow also for sidewise vision. Predators such as eagles, osprey and owls are known for the location of their eyes and sharp vision forward. Many prey species are equipped for seeing around and to the side. What you wouldn’t give to spend one more day. Your loved one has been gone – what? Weeks? Years? It seems like forever, and missing him doesn’t get much easier. You wish for one of her hugs. What you wouldn’t give to have one more day with her. And what would you do? In the new novel, “Recognition” by O.H. Bennett, a young mother panics because the man she sees can’t possibly be the man she knew. Franklin would have gone to Brenda’s house by now. That was one of the thoughts swirling in Dana’s head as she rushed home from an exceptionally long day of teaching. Nine-yearold Franklin knew he should go to the neighbor’s house when his mother was running this late. What he didn’t know was that Dana worried about bills, the house, her job, and a hundred other things. Mostly, she thought about her husband, Reynolds, who’d been accidentally swept away in a rain-swollen river just months before Franklin was born. For that, there was simply no closure. If only they hadn’t argued. If only she hadn’t been so self-conscious of their mixed-race marriage. If only. If only. If only she hadn’t slept with her colleague, Steve. And that was the hundred-and-first thing on Dana’s mind as she prepared to turn onto the street where she lived – and she saw him. Reynolds! Her husband, but when she stopped, turned around, and tried to find him, he was gone. Enlisting the help of an alcoholic streetwalker, Dana did everything she could to locate her beloved, the man she thought was dead, but he was elusive. Maybe he didn’t want to be found – but why? She couldn’t talk to his mother about it; Maureen was very ill. Dana couldn’t talk to Reynolds’ sister; she never liked Dana much at all. Surely, she couldn’t tell Franklin what was going on… Until the night Dana realized that she was being stalked. She needed to keep her son safe from someone – maybe Reynolds? It wasn’t his nature to play games – was it? And was that filthy, scruffy, homeless man truly Reynolds… or was Dana’s still-grieving mind playing tricks? It’s going to take you less than 210 pages to learn the answer. Two hundred squirmy, uncomfortable pages and you’ll enjoy every one of them because “Recognition” is just that kind of book. Tight-tight-tight is the story that author O.H. Bennett offers us, with no chance to catch a breath or to figure out if his character, Dana, is remembering or re-living; Bennett tosses the story back and forth, then and now, so quietly that we’re never sure. That catch-you-off-guard is an awesome hook that adds to the surrealism of this tale as Dana’s confusion becomes our confusion and everything oozes into a dreamlike focus, then careens to an absolutely golden ending. My biggest advice is to be patient with this book. It’s a little odd at the very beginning, but you’ll warm to it quick. Ultimately, “Recognition” will be a novel you’ll want to spend one more day with. Beach Reads Bio: The Bookworm is Terri Schlichenmeyer. Blooming this month: Wild Olive Wild olive (Cordia boissieri) is a native North American evergreen tree which reaches 20-feet in height with a 10- to 15-foot spread. This small tree is very rarely found and is even reportedly close to extinction. The silvery green leaves have a velvety texture and the showy, white flowers appear year-round, if enough rainfall or irrigation is available. Otherwise, the 3-inch-wide, trumpet-shaped, white blossoms with yellow throats will appear from late spring to early summer. The olive-like, white fruits that are produced have a sweet flesh relished by birds and other wildlife and, although edible to man, should not be eaten in quantities. More Than 300 Teams Dig The Beach More than 300 volleyball teams from across the U.S. enjoyed the “Dig the Beach Volleyball Series” tournament on Siesta Key recently. Men, women and juniors were involved in highly competitive matches in several divisions.

Some of the top professionals on the Domestic & World Tours have played in the “Dig the Beach” series. The Dig the Beach Series was founded in 1991 and is the longest standing and largest volleyball series of its kind in the United States.

Interview with Lourdes Ramirez Follow-up Q: Based on his performance to date, would you continue the county’s consulting relationship with Marbut? Lourdes: Mr. Marbut provided detailed information so far and I believe we no longer need to continue the consulting contract. We can use the recommendations he provided and work with our local not-for-profit agencies to implement some of his ideas. Q: Did you support County Administrator Harmer’s firing of former Ethics Coordinator Steve Uebelacker this past March after he opened a review of an ethics complaint made against a sitting commissioner? Do you believe the county needs an ethics coordinator? Lourdes: Mr. Uebelacker was obviously doing his job in raising ethical concerns regarding a county commissioner and should not have

Lourdes: With an MBA from Iona College, I have worked for Fortune 500 companies where I developed a reputation of solving difficult business problems. I also owned small businesses. With my business experience, I will work on how we can diversify our economy to bring long term high paying careers for our residents. My decisions as a County Commissioner will be a balance between our need to grow as a community and the need to ensure our quality of life does not suffer. Since 2003, I’ve been active in civic organizations and I am currently president of CONA. I was on the board of the Siesta Key Association for 9 years (5 as president). As a citizen advocate, I was engaged in the total rewrite of our zoning code in 2003 and various amendments of our Comprehensive plan. I’ve worked with a variety of neighborhood and civic organizations on land use issues and government accountability. My strong civic involvement in Sarasota and business experience will be an asset to the Sarasota County Commission.

Lourdes: Fiscal responsibility and accountability: Sarasota County faces a deficit in 2017 with a long list of unfunded major capital projects. We need to tighten budgets and not spend money frivolously. We need to focus on core government functions such as repaving roads and replacement of our Sheriff/ Fire communication system. We should also expect buyers to pay full market price for county lands (NO steep discounts for special

The beaches of Lido Key need renourishment but I believe there has not been enough research for sand sources other than Big Pass Shoal. The proposed Army Corp of Engineer project includes 2 navigation channels instead of one, a large hole in the shoal and a plan to dredge the shoal for 50 years. This proposal seems to be overly ambitious and may hurt Siesta Key in the long run. Q: Do you support the county’s

business development efforts in which publicly financed incentives are offered to lure businesses to the area? Lourdes: The County’s economic development program had a poor start with the failure of some businesses which received financial incentives to generate any jobs. The County has improved their criteria that created a stronger link to job creation with financial incentives. At the end of the recession, this program was viewed as necessary to stimulate the economy. As our economy improves, we should focus our efforts to generate jobs by having one of the lowest property taxes in the state with great schools, good roads and other high quality of life standards. Follow up Q: If so, how would you respond to critics of such efforts, who point to such well publicized failures as the Sanborn Studio deal? How would you proceed to make sure businesses that were offered such incentives live up to their end of the bargain? Lourdes: For those businesses who received financial incentives and have not generated jobs, the County should have a claw back clause in the contract that requires the business to pay back the incentives. A lien on property may help ensure the incentive monies are returned to the taxpayers. Q: As county revenues increase due to the recent and continuing recovery of the real estate market, do you favor a return to prerecession staffing and service levels or a lowering of millage rates for homeowners? Are there any areas of the county’s budget that you see as being underfunded? Are there any areas that in your view should be looked at for additional cost cutting? Lourdes: With new technology and management efficiencies, the County does not need to return to pre-recession staffing levels. We need to keep our tax millage rate low and increasing government staff will only add to the taxpayers’ burden. The County has underfunded

road resurfacing projects and has several important underfunded capital projects including a new communication system for the Sheriff’s and Fire Departments. The Sheriff’s and Fire Departments have a communication system that is 16 years old and needs to be upgraded. There are government service areas that can be reviewed for cost cutting. One idea for cost reduction is converting County medians from using grass to Florida native plants. By removing the grass in our medians, we can cut down on the amount of mowing costs. Q: Do you have any ideas on how to address the shortage of parking spaces in the Siesta Key Village? Lourdes: For over a decade, there has been a 400 parking shortage in Siesta Key Village and it’s a difficult challenge to overcome. There are no commercial properties available to use for additional parking. The new SCAT bus service should bring additional visitors to Siesta Key Village. One idea can be to allow office buildings that are empty at night to charge a minimal cost for parking so visitors can dine and enjoy the nightlife. Q: In closing, what one thing would you like voters to know about you before they cast their vote in the upcoming primary? Lourdes: I will be a County Commissioner who will value our citizens’ opinions and will be a citizen advocate. As a fiscal conservative, I will work hard on keeping our government spending under control. I’m the only County Commission candidate who decided to avoid paying the $5,000 filing fee by obtaining over 3,000 signatures on petitions to get my name on the ballot. This proves that I will be a hard working public servant who is interested in saving money while working with citizens to get the job done. If you own a condominium unit or a home in a subdivision governed by a mandatory homeowners’ association, then you are automatically a member of an association. The association is a legal entity incorporated for the purpose of managing and governing the condominium or subdivision. The association acts through a board of directors that typically has three to nine members, with five members being the most popular. Initially, the board of directors is appointed by the developer of the condominium or subdivision. Over time, as units or lots are sold, the non-developer members become entitled to elect the majority of the members of the board. The board of directors appoints the officers of the association and the officers generally serve at the board’s pleasure. Usually the board has the power to remove and replace officers by a simple majority vote. A president, secretary and treasurer are required by statute. Other positions are optional. The officers do not necessarily have to be board members, but this depends on the written bylaws that govern the association. Unless the governing documents of the association provide otherwise, the directors and officers serve without compensation. Officers, directors, and any manager the board may hire, owe a fiduciary duty to the owners. That means that these persons must act with fairness and good faith toward the owners and may not act to benefit themselves to the prejudice of the owners. Officers, directors, and managers “may not solicit, offer to accept, or accept anything or service of value for which consideration has not been provided for his or her own benefit or that of his or her immediate

family from any person providing or proposing to provide goods or services to the association.” (Florida Statutes §718.111 and §720.3033) For example, the president of a condominium may not accept a free cruise from the company replacing the roof and the treasurer of a homeowners’ association may not allow the lawn service providing service to the common areas of a subdivision to mow his or her own lawn for free. While officers, directors, and managers are expected to comply with their fiduciary duty, they are not held accountable for every mistake they might make. Florida employs what is known as, “the business judgment rule.” This rule essentially provides that if an officer, director, or manager acts in good faith and “with the care an ordinarily prudent person in a like position would exercise under similar circumstances,” and acts in a manner he or she reasonably believes to be in the best interest of the association, then that person will not be liable to the members of the association. Therefore, while those running the association may have taken action that you do not agree with, and do not think was wise, they will not necessarily be liable to the members for damages resulting from their actions. The question is whether the action taken had some rational basis, not whether it was the best decision that could have been made. As of July 2013, directors are required to certify in writing to the association secretary that they have read the declaration of covenants, articles of incorporation, bylaws, and current written rules and policies governing the association. They are also required to certify that they will

|Your monthly update on laws that affect associations work to uphold those documents to the best of their ability and will faithfully discharge their fiduciary duty to the members. They must submit the certification within 90 days of taking office. Alternatively, the directors may submit a certificate confirming they have satisfactorily completed a course approved by the Division of Florida Condominiums, Timeshares, and Mobile Homes. Whichever method of certification is used, the certification is valid for the term of the director and must be retained by the association for five years after the director’s election; however, the failure to have the written certificates on file does not affect the validity of any board action. If you are tempted to complain about the actions taken by the directors or officers, or lack of action, it is appropriate to first consider that those persons are typically volunteers who are not being paid for their services. They may expend many hours of their own free time each month dealing with neighbor complaints, unpaid assessments, landscaping problems, repairs, maintenance, insurance, personnel and other matters that must be addressed to maintain the value of your home. If you do not like how the association is being run, the best thing you can do is run for the board of directors yourself or volunteer to help the existing board. Associations Push for Proper Traffic Study of Siesta Promenade By Alan Cannestra Continued from cover story We are concerned that a proper traffic study needs to happen before a zoning change is made. We are aware that the 4-6 pm is required under the regulations, but we all know this road is busy between 10 am – 2 pm in season and certain weekends in the summer.” SKA Board Members, who represent the residential community of Siesta Key, have listed several areas of concern related to the request for zoning change. They cite the need for an Access Management Plan to alleviate traffic and increased intensity of use. The impact of inadequate traffic planning, including island access as well as routine traffic from US 41 and Stickney Point Rd. is a serious concern for visitors, business, residents and off island neighborhoods in proximity to the development. Concerns voiced by business owners and residents during a recent neighborhood input meeting, reflect fears of traffic chaos during ‘season’. The fear of this may encourage people to use the north bridge for entry and exit. With Siesta Drive being a two lane road, those using

the two lane north bridge of Siesta Key may experience traffic delays, congestion and safety risk. Stein stated, “It’s good to have this property finally developed in hopes of providing a more welcoming appearance and entrance to the south end of Siesta Key. It was formerly an older mobile home park dating back to the 1960’s. Once the mobile homes and property were purchased and removed, the land stood vacant nearly five years”. As the application for a Zoning Variance will modify the density and type of use permitted on this land, Siesta Key Association is taking an active role in discussions with the developers for Siesta Promenade, residents, island and off island Siesta Key businesses. The Siesta Key Overlay District (SKOD), while not encompassing this specific land parcel, provides governance for changes in intensity or density of use within the barrier island community. With many commercial enterprises and sales using “Siesta Key’ as an identified affiliation, it’s evident ‘Siesta Key’ extends well beyond the bridges.

Business neighbors to the south of the proposed mall could be affected. If a traffic light is placed on Stickney Point Road just before Glencoe Avenue, it could potentially affect the businesses in the two malls anchored by Carrabas Italian Grill and Stonewood Grill & Tavern on Avenue A. FDOT could close the left hand turn lane to these malls. The Siesta Key Chamber of Commerce (SKCC) has concerns as well. According to Debra LynnSchmitz, Executive Director of SKCC, “Our Siesta Key businesses and visitor accommodations rely on efficient transportation plans to attract customers from the island as well as off-island. Accessibility to the Key is critical to employers and employees and the tourism tax base. SCAT has added a new route to the beaches on Siesta Key and will need to maneuver through the already congested area. All alternatives should be carefully considered to find the best possible solution for our existing businesses and those we would welcome at Stickney Point and 41.”

Junior Lifeguard Program This years awesome weeklong program allowed participants aged 8-16 hands-on learning experiences and character-building activities while having fun learning the fundamentals of lifeguarding. Professional Lifeguards with the Sarasota County Beach Patrol trained participants in water safety, rescue techniques, rescue paddling,

competitive lifeguard events, how to identify and treat marine life, CPR and first aid. The $175 fee included all the training and a rash guard, t-shirt, bag and water bottle. These lovely mermaids traveled many sea-miles having heard of the #1 beach via their shell-phones. They love sunning on our beach and enjoy talking to all the tourists and residents they meet. Rumor has it that you may be able to catch a glimpse of them on the shores of Siesta beach on August 3rd and 17th , most likely between 11 a.m. to 1 p.m.

The Tale Of A Tail: A Mermaid Story By Diana Colson Jayde Morgan is the creator of www.SiestaKeyMermaids.com. Her original inspiration began a year ago, and it came from her daughter, Kaylee, who was fascinated by these undersea creatures. In 2013, much to the delight of Miss Kaylee, Jayde began trying to create a mermaid costume for the child, who was 5 at the time. It was not easy: Jayde had never sewn anything before. She experimented with a multitude of different fabrics and stitches until finally she got it right. Jayde took Kaylee and her Mermaid tail to the beach so the little girl could play in shallow water. (Kaylee was not yet a swimmer.) As she frolicked in the foot-deep water, a large crowd of enchanted beachgoers gathered around, asking over and over to take her picture, Because of the reaction of the crowd, Jayde realized she was on to something. She promptly went home and sewed up a second tail for herself, being “helped” by her then 2-year- old son, Miles, who was a mermaid aficionado. A week or so later, the young mother made her debut as a Mermaid on Siesta Key Beach, where she was an instant success! Child after child kept saying they wanted a tail of their own. Parents kept asking where such a tail might be purchased. It seemed like everyone in Sarasota wanted their very own Mermaid tail! The enthusiastic crowd expressed hope that the lovely mermaid would soon

come back to Siesta Key Beach for a return engagement Jayde thinks of herself as more of an artist, and not so much as a model. She asked a friend, Skye Aiello, if she might be interested in occasionally modeling one of her Mermaid tails. The friend was delighted! Jayde describes the moment: “Skye and I went out to Siesta Key Beach for a couple of hours. Before we knew it, there was a line of people all waiting to be photographed with the Mermaid. Some were even taking videos.” Before long, Jayde had two other friends lined up ready to swim into action. In May of 2014, Jayde put up a web site offering her handmade tails for sale. Tails are also available for rent from this web site, and may be used for photographs and special occasions. (www. siestakeymermaids.com ) The site also offers the services of three amazing Mermaids by the names of Skye, Coral, & Pearl. These lovely fish-tailed ladies can be hired for special events such as birthday parties. (Check out the ‘MORE’ link on the website for photos and prices.) This summer, one or another of the Siesta Key Mermaids has been booked for special events at the Ritz Carlton Beach Club. On such festive occasions, the performing Mermaid entertains children at the pool. She uses Diving Rings, Bubbles and the like to amuse youngsters, and also engages them in games of Marco Polo and Tag. At “Story Time”, the

beautiful tailed creature reads the Mermaid Book aloud to the assembled children. At the end of the party, she gives each wide-eyed youngster a special Mermaid Magic Stone to remember this unique event. Jayde offers two different types of Mermaid Tails on her website. The first is the standard mermaid monofin, which requires the wearer to be able to do a “dolphin kick.”(When wearing a monofin, both legs are required to move up and down together.) Jayde also builds a tail that uses two flippers, a system that is easier for a child to master. It works like the tail of a sea lion, where one fin moves up while the other moves down. Jayde hopes to soon get a storefront in Siesta Key Village. She is currently on a waiting list for one, but nothing suitable is available at the moment. Her website is going strong, however. There, Jayde sells more Mermaid tails for children than she does for grownups, and her mother stands by to help her with this project. You see, Jayde, is a very busy young lady: she’s a student at the University of South Florida near the airport, where she studies Elementary Education. (Her mom, Donna McGarry, is a 5th grade teacher at Ashton, and was named Ashton’s 2014 TEACHER OF THE YEAR.)

One or another of Jayde’s three live Mermaids frequently appears at Siesta Key Public Beach, with sightings expected on August 3rd and 17th. These beautiful creatures have been known to swim to the north where they sometimes are sighted at Lido Beach. (The Mermaid’s schedule of local appearances can be found on their web site.) Besides her mom and her children—Kaylee and Miles— Jayde’s family includes her husband, Shaun Morgan, who works for Jeld-Wen Windows & Doors. Her husband’s mom—Diana Morgan— serves as her event coordinator.
