Environmental Impact Statement on the proposed Lido Renourishment Project By Rachel Brown Hackney www.SarasotaNewsLeader.com
The Siesta Key Association (SKA) has formally requested that the Sarasota County Commission call for an Environmental Impact Statement (EIS) of the City of Sarasota/U.S. Army Corps of Engineers (USACE) proposed Lido Renourishment Project. A letter sent to the commissioners on the morning of July 14, asks that they approve a resolution calling for the withdrawal of the Finding of No Significant Impact (FONSI) in the
Environmental Assessment (EA) the USACE filed with the Florida Department of Environmental Protection (FDEP) in March 2015. The $19-million city/USACE plan calls for dredging about 775,000 cubic yards of sand from Big Sarasota Pass to renourish the critically eroded Lido Beach. “The EIS would formally update and document the principal design and provide analyses of alternative designs,” the letter says. “An EIS is

A new building combining modern architecture and a beachy vibe is rising up on Stickney Point Road and should be constructed by early spring. A new Daiquiri Deck restaurant will anchor the three-story building, filling the top floor — a perch that affords outdoor-deck views of the Intracoastal and Gulf, from some vantages. On the first floor, the building will also house a new coffee shop and retain existing retail space for CB’s Island Outfitters store. The second floor will be used for storage. The concept for the building was born about two years ago when the co-owners of CB’s Saltwater Outfitters and Island Outfitters store and the co-owners of the Daiquiri Deck local chain of restaurants started talking about a project they hoped would become a destination spot on the south end of the island. The two groups of owners spent the next two years working together to negotiate the terms of a lease, work with an architect on the design of the building, and

Siesta residents argue against Comprehensive Plan change regarding abandonment of roads on waterfronts By Rachel Brown Hackney www.SarasotaNewsLeader.com On July 6, as the Sarasota County Commission held its third public hearing on proposed revisions to its Comprehensive Plan, five members of the public argued against a 4-1 vote the board took on May 11 to abandon a 360foot segment of North Beach Road that has been closed to traffic since 1993 because of its deterioration. and Kids Four pleaded with the Stuff commissioners not to weaken the portion of the Comprehensive Plan dealing with vacation of road segments or access points on waterfronts, while two others — including one who has filed suit against the county over the Deck Deck Boats Boats •• Pontoon Pontoon Boats Boats •• Runabouts Runabouts North Beach Road action — urged the commissioners to revisit that specific decision. Yet, only Commissioner Christine Robinson — who cast www.CBsOutfitters.com • Since 1959 the “No” vote on May 11 — asked Open 7 Days 7am-6pm 1249 Stickney Point Rd. Siesta Key that the public record show her objection to the revision as part of the county’s 18-month effort to update the Comprehensive Plan. Late on July 6, the board voted unanimously to transmit to the state the plan, incorporating modifications it did approve that day. Following that state review, the document will be back before the board in late October for final adoption, Planning Division Manager Allen Parsons pointed out. Sarasota attorney Dan Lobeck of Control Growth Now told the board, “I’m shocked, quite frankly … at what you’re proposing to do to your Comprehensive Plan on the very policy that made illegal what this commission did in vacating [a part of North Beach Road] that provides beach access … and turning it over to private interests.” Michael Consentino, the Siesta resident who filed suit against the county in early June, had alerted him to the proposed change in language, Lobeck explained. The current policy in the Parks section of the Comprehensive Plan says, “The County shall not vacate road segments on waterfronts along any creek, river, lake, bay or Gulf access point and shall encourage right-of-way use of these areas for coastal beach and bay access.”

The proposed change — which would be Parks Policy 1.1.12 — says, “The County should not vacate road segments or access points on waterfronts along any beach, bay, creek, river, or lake, and should encourage public rightof way use of these areas for public shoreline and water access.” Lobeck pointed to the fact that staff had proposed replacing “shall” with “should.” That “encourages you to do something as opposed to requiring it,” Lobeck said. “It’s sort of beyond my imagination that [the Comprehensive Plan revision] can happen,” Siesta resident Katie Hayes told the commissioners. “Shall” and “should,” she added, “are very different. … I don’t know how it can happen easily,” she continued, referring to the proposed update, “but I think you all should vote against it.” As for North Beach Road, she continued, “I’m in favor of keeping [it] open.” Consentino himself said of the May 11 vote on the road abandonment, “I just think that you simply made a mistake on this. … I don’t think that there’s anything nefarious. … I’m going to try to help you see the light.” When Consentino took the opportunity to offer further public comments on the afternoon of July 6, he told the board, “I’m pointing out that ‘shall’ is extremely important.” It should stay in the policy, he added, and not just because of his lawsuit. Katie Gerhardt, who identified herself as a real estate appraiser and a Realtor, told the board that when she was a child growing up on Siesta Key, people could drive along Shell Road and look out over the Gulf of Mexico. Later, part of that road deteriorated and private property owners put up barricades to prevent public access, she continued. “Eventually, it was given to those property owners, and now we have lost that beautiful scenic drive.” Referring to the North Beach Road segment, she added, “I believe that this stretch … is probably the only spot on Siesta Key we can drive by and see the beach and the Gulf up-close and personal.”
Lone dissent on the board After Robinson lodged her objection to the proposed changes in the policy, Commissioner Charles Hines responded, “She’s baiting me …” Robinson laughingly replied that she was not. Referring to the existing policy, he continued, “The ‘shall not’ has created some serious issues in regards to factual situations where it makes no sense [for the county to keep maintaining a road segment].” The policy prevents a person from providing a reason why the board should not vacate a portion of a road, he explained. One reason Hines voted in favor of abandoning the North Beach Road segment, he said on May 11, was because the attorney for the three couples who had petitioned the board for the action pointed out that the couples also owned parcels on the Gulf side of North Beach Road. Therefore, the attorney — Charles Bailey III of the Williams Parker firm — said North Beach Road technically was not on the waterfront. While he had to be careful not to address Consentino’s case against the county, Hines pointed out on July 6, “I am in favor of changing this [policy].” Nonetheless, Hines said, he would not have a problem “with language … that makes [the change] stronger,” making it clear “that there should be a significant reason [to abandon a road section]. … But to totally say, ‘You shall not’ just, in my opinion, does not make sense. It’s too, too restrictive.” For example, he pointed out, the board should be able to approve a road abandonment petition when “there is no public benefit [and] there is no foreseeable public benefit,” but, instead, the potential for liability if the county continues to maintain a specific section of road. “I don’t know how to qualify this anymore to make it stronger,” he added of the proposed language. “I think this change is appropriate … but it’s not something that should be done lightly at all.”

Siesta Key Hardware, a tribute to an iconic store As the island’s only hardware store closes its doors, many residents will feel its loss. The decades old business contributed to the small town charm of Siesta Key and saved countless trips off island for many. Siesta Key Hardware was established in 1972 by Wally Von Atzinger and his business partner, Bill Poderwitz. Located at 215 Canal Road in Siesta Key Village, the store had a single cash register and mom-and-pop charm, attracting neighbors and customers, beachy folk who often arrived by bike. That was a sleepier time when stores in the Village often closed unexpectedly, and a GONE FISHING sign appeared in the window. Wally was a fix-it kind of guy: a natural handyman, fun loving and funny. Within a year, he bought out his partner, and took the store over on his own. His wife, Nora, did the bookkeeping, while his daughter, Cheryl, helped with day to day operations. Cheryl quickly absorbed her father’s handyman knowledge, and grew to love the work. Husband, John Duley proposed to Cheryl right there in Siesta Key Hardware, and before long they were wed. In later years, Wally passed the store on to Cheryl and John, who operated it until 2005, when they sold it after a bad storm season and after their parents and grandmother had died. Siesta Key Hardware went through a few hands before Jim and Patricia Hillier came on the scene in 2006. Patricia was experienced in retail while Jim had a great business sense. They both could tell the store was floundering, so they took it on as an adventure. “I’m a major home-improvement guy,” says Jim, recognizing how
important the store was to the locals. Over a varied career, Jim Hillier had centered his life mostly around water. He had been a racing sailboat captain; a submarine technology engineer at Johns Hopkins; and an engineer at Mote Marine Aquarium. He had also been a designer of printing software with his brother. Comfortable with technology, Jim soon added a computer-based ordering system, organized the inventory, and installed a pricing formula that would stay abreast of product prices. Patricia Hillier had worked in the music industry for about 25 years. She also had an extensive background in art, working with paints and jewelry, and creating multimedia furniture, sometimes even incorporating tempered glass. As an apprentice at Frank’s Colson’s studio over on Hillview, she had become fascinated working with clay and with tiles. Because of this interest, she created a new store logo for Siesta Key Hardware, one made out of tile mosaic, which was attached to the front of the store. She also revamped the store’s interior design by adding beach themed signs. The goal here was to preserve the mom-and-pop setting, and also to give Siesta Key Hardware the style of the tropics. To lend an even more unique flavor, Patricia always kept great music playing in the store, and filled it with artwork of local artists, selling dozens of pieces over the years. The store’s old-fashioned look fooled no one: SKH became a sophisticated place with more than 8,000 hardware items in stock, stock that was automatically refilled each week as needed. Siesta Key Hardware.com also gave customers access to more
than 70,000 other hardware items. When ordering on-line, customers were given nationally competitive pricing. They paid no shipping charges, and they didn’t even have to leave Siesta Key to do it! An online order submitted on Tuesday arrived at the store on Thursday, and the customer avoided the traffic issues of driving out to Home Depot. Now all that is in process of changing. The owners of Morton’s Siesta Market plan to open Siesta Village Liquors, taking over the neighboring rooms that once housed Siesta Key Hardware. For Jim Hillier, having turned 65, he plans on heeding his mother’s advice to follow his dream. Jim’s dream is to spend more time at Mote Marine Lab, designing electronic instrumentation. He worked there for many years before purchasing Siesta Key Hardware, and has continued to work there one day a week. Now he is delighted at the prospect of reconnecting on a larger scale. Jim also has a couple of inventions in mind that he wants to develop. Besides that, both he and Patricia have dozens of undone projects they want to complete in their handsome Siesta Key home. As Patricia says, “We are slowly but surely updating our house. We do everything ourselves, and enjoy that.” Patricia looks forward to concentrating on her passion, which is art. The demands of running the hardware business have not allowed her the freedom she enjoys, and she now hopes to get back into painting and making jewelry. “I have a huge amount of beads calling me,” she smiles. “I like very unique pieces.” Patricia has long made artistic address plaques created out of mosaic. She recently designed a

The original storefront included a donkey logo back in 1972 starfish light fixture for the foyer ceiling in their home. Besides other pieces of furniture, she has made a large coffee table using tempered glass over one of her paintings, with epoxy covering the surface. It turned out beautifully, but proved too large for their home. It recently sold at Women’s Exchange. The Hilliers are delighted to be moving on to other, more personalized adventures. But the residents of Siesta Key will certainly miss their wonderful hardware store. Joerg Leuenberger of Beach Palms Tropical Island Cottages and Beach View Suites has this to say: “For us it is very sad to see the Hardware Store with Patricia and Jim closing. They are great people, and for us, the store was so close, we did not have to go to the mainland to get some parts.
We wish them all the best for the future.” As both a realtor and the owner of The Inn on Siesta Key, Paige Hartmann says: “Siesta Key Hardware was an iconic store that will be enormously missed. As a short-term vacation rental owner, I always knew if something broke that Jim and Patricia would be there with all the parts we needed. They’ve been a joy to work with, and I wish them all the best.” Another resident, affectionately known as the mayor of Siesta Key, Dave Patton moved from downtown Sarasota to the Key in 1958. Long a regular at Siesta Key Hardware, Dave echoes the sentiments of many, “We’re all going to miss the heck out of Jim and Patricia. They have been great for the Village! Now it’s going to be a long drive to get what we need at another hardware store.”

Financial Focus “Regrets? I’ve had a few.” – Frank Sinatra. Mr. Sinatra, one of the most famous entertainers of the 20th century, did things his way, but he was also familiar with remorse. He’s not alone, of course. We all deal with regrets – and financial ones are among the most troublesome. Here are the leading financial regrets, according to a recent survey by Bankrate.com, along with some suggestions for avoiding them: Not saving for retirement early enough – This was the top regret expressed by survey respondents. Saving and investing early for retirement offers you two key benefits. First, the more time you give growth-oriented investments, the greater their growth potential. And second, by saving and investing for retirement early in your career, you will likely need to put away less money each year than you would if you waited until, say, your 40s or 50s. So, if you aren’t already doing so, contribute as much as you can afford to your

IRA and your 401(k) or similar employer-sponsored plan. And increase your contributions every time your salary rises. Not saving enough for emergency expenses – You can’t plan for all expenses. Your furnace might die, your car may need a major repair, you may incur a sizable doctor’s bill – the list goes on and on. If you don’t have the money available to meet these costs, you might be forced to dip into your long-term investments. That’s why it’s important to maintain an emergency fund, containing three to six months’ worth of living expenses, in a liquid, low-risk account. Taking on too much credit card debt – If you don’t overuse your credit cards, they can be handy and helpful, in many ways. Try to keep a lid on your credit card debt, keeping in mind that your debt payments reduce the amount of money you have available to invest for your long-term goals, such as a comfortable retirement. Not saving enough for children’s education — This may be perhaps
the most difficult regret to address – after all, it’s not easy to save for your own retirement and simultaneously put money away for your children’s college educations. However, if you can afford to save for college, try to do so in as advantageous a manner as possible. Buying a bigger house than you can afford – If you tie up too much money in mortgage payments, you will have less to contribute to your various retirement accounts. And while home equity certainly has some value, it generally does not provide you with the same liquidity – and probably not the same potential for growth and income – as an investment portfolio that’s appropriate for your needs and risk tolerance. So, think carefully before purchasing that big house – you might be better served by scaling down your home ownership and ramping up your investments. You can’t avoid all the doubts and misgivings you’ll encounter at various stages of your life. But if you can reduce those regrets
associated with your finances, you could well increase your satisfaction during your retirement years. Advertorial

County has several years to try to obtain more state funding to help pay for the South Siesta Renourishment Project By Rachel Brown Hackney - SarasotaNewsLeader.com Although Sarasota County staff still has not completed its accounting to arrive at the total expense of the South Siesta Key Renourishment Project — which was completed in late April — staff has the potential of netting extra state grant money to help cover the cost, the county’s coastal initiatives manager has reported to the county’s Tourist Development Council (TDC). Moreover, staff has been very pleased with the color of the sand and with the fact that Tropical Storm Colin did not seem to do much damage to the beach, Laird Wreford told the TDC during its June 16 meeting. “A fair amount of sand” was lost from the southern limit of the renourishment area, Wreford said, but the bulk of the project fared well. “We really didn’t suffer that significantly.” Funding for the estimated $21.5-million project will come from Tourist Development Tax (TDT) revenue, assessments of the property owners along the slightly more than 2 miles of beach front and a state grant, he explained. The county already has received $2.75 million in state money, he said, but it is seeking $6 million to $7 million more. “We have up to three years after construction to still secure that funding.” Ultimately, he explained, that could affect the total assessments the property owners will pay. A public hearing before the County Commission to set those assessments was postponed in June as staff continued to compile the final amount of the expense. County spokesman Jason Bartolone told SNL that the public hearing has been rescheduled for Aug. 23,” noting that the board will be on its annual summer break the last two weeks of July through and the first two weeks of August. On July 14, Rachel A. Herman, the county’s environmental planning manager, informed SNL that staff was continuing to work on the final figures for the cost and the assessments. Wreford pointed out to the TDC that the renourishment this year was the second project to place sand on south Siesta Beach.
The first was completed in 2007. The project area runs from a rock revetment that is about 3,000 feet south of Point of Rocks, he noted, to the southernmost house on the island, where waves were “washing against [the] bulkhead].” Altogether, 713,000 cubic yards of sand was dredged from three submerged areas in the Gulf of Mexico and placed on the breach, he added. Weeks Marine of Covington, La., had two hopper dredges heading 7 to 10 miles offshore to collect the sand, Wreford said. During remarks to celebrate the conclusion of the project, County Administrator Tom Harmer noted that the amount of sand placed on the beach weighed about 1 million tons, or the equivalent of more than 200,000 elephants. “We’re actually hearing some very positive feedback from some of the residents along the project area,” Wreford told the TDC members. On March 9, he pointed out, the sand placement on the beach began; it was completed on April 26. “You’ve got to normally count on three to four months for the sand fill. … This was seven weeks.” Wreford said Weeks Marine used two hopper dredges for its work. The vessels would pass each other in the Gulf, he noted: one coming in as the other went out. A dredge sucks in a slurry of sand, he explained, and pumps it into receptacles. A pipe then carries that sand to the shore, where the “big blast of sand slurry” is shaped by bulldozers to “systematically build [the] beach.” “And sure enough you see this miraculous transformation from this very, very narrow and steep and threatened shoreline to a fat and happy shoreline. … The end result was tremendously successful.”
It was also a successful event for wildlife, he noted. As required by the permitting process, he said, a trawler traveled out into the Gulf in advance of the dredges each day, looking to capture any turtles that might be in the vessels’ path. Those turtles were relocated “out of harm’s way.” No turtle was injured during the course of the project, he pointed out. Altogether, Wreford added, 46 were relocated.
The future of renourishment projects After Wreford’s presentation, Venice City Councilman Bob Daniels told his TDC colleagues he did not believe county leaders could count on such renourishment projects to keep their beaches in good shape in the future. County Commissioner Charles Hines, who
serves as the TDC chair, replied that he also has concerns about renourishment projects in the years ahead. Wreford told the council that more and more coastal areas are engaging in renourishment projects for the first time. “You have this ever-increasing demand for sand,” he added; yet, offshore deposits in the Gulf of Mexico are becoming scarce. Communities are removing submerged sand much faster than it can be replenished offshore by natural systems, Wreford explained. And while some people are researching ways to keep sand in place, “it’s extremely dicey,” he added. Structures installed to retain sand end up creating greater erosion issues in other places, he continued. One experimental source of renourishment material, Wreford
said, is a “glass-like product” without the jagged edges. It has much of the same quality and feel of real sand, he pointed out, but more research needs to be undertaken to determine whether it might harm wildlife. For example, Wreford said, the temperature of the material might prove too hot for turtles and birds. Daniels asked whether any discussion has been scheduled for the TDC in coming months regarding new technology that might be able to keep sand in place in lieu of renouirishments. Hines told the TDC members he would talk with Wreford about either bringing in an expert on such science or letting Wreford provide a more detailed presentation about information he has learned from attending seminars.

Mediterranean Fusion and World Eats For longtime visitors with fond memories of the days when Fandango Café brought Mediterranean fusion cuisine along with world class jazz to Siesta Key, take heart. Although owner Fred Salih has no plans to open another eatery here on the island, he has been quietly bringing back smiles of appreciation to devoted supporters fortunate enough to hear of his return since 2014 to the Southside Village area, near Morton’s Gourmet Market on Osprey Avenue. This location, after all, is where his first Fandango Café debuted almost 30 years ago. As one ardent fan put it, “I was thrilled to hear that the legendary Fandango Café was back. The menu still offers its trademark world cuisine this time including more Persian dishes, a tribute to his mother Rouhi. As always, consideration for vegetarian and vegan customers and sustainability is de rigueur.” Indeed, the current menu features a collection of dishes
favored by his loyal patrons along with some new Persian dishes. According to Chef Salih, “Korma Sabzi, a Persian spinach lamb stew, is a new favorite. There is also Quinoabooli – a tabouli salad with quinoa and Indonesian pasta salad which consists of pasta rings with peanut sauce served with a crispy sesame chicken, not to mention the best hummus falafel on the planet.” So how and why does one come up with such an eclectic menu? As a longtime traveler, Salih experienced a variety of ethnic cuisines. “Each time, if I liked a dish I ordered, I would go home and try to duplicate it. Then I would go back again and again until it was perfect.” Even though Salih pursued a degree in mechanical engineering, he found himself to be more of an artist and people person so made the career switch without looking back. For Salih, his vision to create an eatery featuring a variety of international dishes on one menu
became a reality in 1987 when he moved down to Sarasota with his mom, brother, and girlfriend. He opened his first Fandango in the Southside Village and featured Middle Eastern Mediterranean world fusion cuisine. “My mom, Rouhi was the original chef and I worked as her assistant.” A couple of years later, Salih opened the second
Fandango in Siesta Village, in a portion of the building where the Hub is currently located. The third Fandango opened on the southern part of Siesta Key near Captain Curt’s Restaurant.
After years of semiretirement, Salih opened Fandango Café No. 4. (1812 S. Osprey Avenue, Sarasota. 941-9545400, fandango-café. com). It opened in December 2014 and he has dedicated it to the memory of his mom. Lunch is offered Monday through Friday from 11:30 a.m. – 2:30 p.m. Dinner is from Monday
through Saturday, 5 – 9:30 p.m. Live Jazz is featured every Wednesday and Saturday from 7-10 p.m. Chef Salih is offering a 50% savings for the summer. Buy one dinner entrée and get the second one for 50% off. He invites you to try one of his new dishes or stop by for the comfort of a familiar favorite dish. Ray Gazaway recently watched a group of homeless individuals at Turtle Beach Park camping on picnic tables, using public bathroom areas to shower, urinating in the pavilion, and drinking at Turtle Beach Park over several weeks. The situation had Gazaway, who lives in a condo near the park, concerned for several reasons. As the mercury rose, he was worried about the condition of the individuals in the extreme summer heat. “I got worried because the heat was so bad,” said Gazaway, who also had concerns about the men and women drinking, leaving behind what he described as a pile of discarded beer cans at the beach park that’s often used by children and families. Often, “there was a picnic table full of empty beers by noon,” Gazaway told Siesta Sand. Volunteers cleaning the area, Gazaway said, had also found some indications that the homeless individuals were using drugs. Other residents who walk the beach in the morning began to notice the group camping in the park. At the end of June, Gazaway contacted the Siesta Key Association (SKA) — mainly to notify the group about the situation. In turn, SKA representatives contacted county officials including the Division Manager of Beaches & Water Access, who in turn notified Wayne Applebee, the county’s homeless services director and a deputy who works in the area. Gazaway told Siesta Sand that the homeless individuals appeared
Two major Siesta Key crashes occurred within a span of a week in early July — resulting in a severely-injured pedestrian in one incident and the death of a Bradenton motorcyclist in the second crash. The crashes occurred on July 4 and July 10, respectively, both just after midnight. The Florida Highway Patrol responded to both incidents.
to be gone, as of press time in late July, trash was cleaned up, and there was no more illegal camping on the picnic tables. Gazaway emphasized that he hopes some individuals are willing to utilize resources that can help them — such as programs at the Salvation Army in downtown — but the open intoxication and activities such as urinating in the park’s pavilion should not be tolerated by the community. He is hopeful that if nearby residents and county officials remain vigilant “we can nip it in the butt, and in the long run maybe help some people.” In a series of responses, Sarasota County officials let SKA representatives know they are monitoring the situation. For the past few years, the city of Sarasota and the county have been struggling with finding long-term solutions to the problem of chronic homelessness in the county. Catherine Luckner, vice president of the SKA, said she noticed that the county responded quickly to the resident’s concerns. The Sheriff’s Office, Luckner said, has responded with “the greatest of compassion and respect” as they contacted homeless people. She said they talked with individuals, instead of just arresting them.
Services available Applebee said he believed this was the first and only complaint he knows of regarding homeless people at Turtle Beach. Continued on page 28
The extent of damage to Lafay’s Camry was disabling and estimated at $7,000, according to the report. The 24-year-old stated he had been drinking, however the trooper gave him a field sobriety test, “which did not demonstrate sufficient clues to justify an arrest.” He was not given an alcohol or drug test at the scene. Lafay was charged with Failure to Use Due Care Toward a Pedestrian. As of press time, a SMH spokesperson told Siesta Sand the pedestrian was no longer at the hospital, but could not comment on their condition because of patient privacy laws.

Over $2,000 of prize money was awarded. Tournament Director, Diogo Sousa was overwhelmed by the response, “five other beach volleyball tournaments are going on this weekend in Florida.” Adult and Junior players each have their choice of four amateur divisions as well as divisions for Pro and Co-Ed teams. Sousa commented, “I appreciate everyone for the great following. We are going to work on making this

The man explained that as he was fighting off two of the subjects, another one grabbed the female by the throat and threw her to the ground. The man offered his wallet to the subjects and said they could have it if they would just leave him alone. The subjects took the wallet and left the area on foot. The man refused to wait for rescue to arrive to check his face for injuries. He insisted on driving himself to the hospital where he discovered he would need surgery to fix a broken jaw. Detectives responded to the hospital to take over the investigation. The wallet contained various cards and $2500 cash.

Sarasota County never completed a beach and inlet management strategy — including an assessment of the nature and extent of coastal erosion and monitoring of the effectiveness of beach restoration initiatives — in spite of the call for such an undertaking to be completed by 2015, a member of the public has pointed out to the County Commission. Furthermore, the updated version of the Comprehensive Plan — which has been crafted over the past 18 months — no longer calls for such a strategy, Peter van Roekens, chair of Save Our Siesta Sand 2 (SOSS2), told the board on July 6 as it was conducting its latest public hearing on the revision of the document. As a result of the inaction, he continued, no county environmental analysis has been undertaken of the $19-million City of Sarasota/U.S. Army Corps of Engineers (USACE) proposal to dredge Big Sarasota Pass to renourish South Lido Key, van Roekens said. Additionally, instead of 12 measurable objectives in the existing Environment section of the Comprehensive Plan, van Roekens explained, the new version has “six amorphous non-measurable statements, which consequently have no scheduled delivery date. Measurable results have been replaced by consideration and process.” City of Sarasota staff members recently announced that they expect the Florida Department of Environmental Management (FDEP) to issue the necessary permit this fall for the dredging of Big Pass to proceed. Because the county never has fulfilled the requirements of the existing Comprehensive Plan policy, van Roekens pointed out, the USACE has based its entire plan on models. He asked that the board keep the existing Comprehensive Plan language and implement the strategy. Both Chair Al Maio and Commissioner Christine Robinson voiced concerns about his remarks and asked staff to take a look at modifying the new language before the board adopts the revised
Comprehensive Plan in late October. Although the board voted unanimously on July 6 to transmit the updated document — with changes the commission approved that day — to state officials for the required review, Maio asked Environmental Planning Manager Rachel Herman to consider van Roekens’ statements in proposing further modifications before the October public hearing.
Parsing the intentions Existing Environmental Policy 1.2.3 says the following: “By 2015, develop a Beach and Inlet Management strategy with monitoring program for Sarasota County, incorporating regional coordination and interaction, to: • “assess the nature and extent of coastal erosion; • “monitor the effectiveness of beach restoration programs; • “determine the effect of storm events on sand movement; • “identify dominant coastal processes which would aid in evaluating permit applications and coastal decision making; • “incorporate the long-term effects of sea level rise within the management policies; • “identify the impacts of modified inlets on historic erosion rates; • “identify beach segments with common erosion/accretion histories; • “recommend beach management strategies for each segment, including maintenance; • “identify potential impacts to existing environmental conditions; • “identify and assess impacts to marine habitats and wildlife; • “ensure beach management strategies are environmentally sound; and • “develop a long term strategy for areas of chronic erosion.” The new policy, 4.7.1, in the updated Environmental Element, says this: “The county shall manage its beaches and inlets in consideration of the following: • “Potential for regional coordination and cooperation • “Nature and extent of coastal erosion and opportunities to address areas of long-term erosion
CUISINE OF NORTHEAST THAILAND Turtle’s
• “Adaptive management approach to beach and shoreline restoration and enhancement programs • “Mitigation of impacts of sea level rise through planning and management • “Management strategies for shoreline segments based on their erosion/accretion histories and trends • “Potential affects [sic] to marine and coastal wildlife and habitats” When Robinson asked Herman why the language had been changed, Herman replied that the modification makes the policy “more goal-oriented,” and gives the board more flexibility “to fulfill the intent of this policy rather than creating a standalone plan.” Herman added, “It’s really a philosophical difference in how you want to pursue that beach management.” When Robinson asked for an example of such flexibility, Herman pointed to the recent board request for a staff assessment of erosion on South County beaches in the wake of Tropical Storm Colin’s damage in early June. Herman added that the commission could require a standalone plan to work in concert with specific actions to support the overall policy. “We all have to live with this — all five commissioners,” Maio told Herman, as well as the people in his district. (Maio represents Siesta Key on the board.) The existing Comprehensive Plan language “is much more definitive and forceful” than the new proposed policy, Maio pointed out. “I sure would like our staff armed with as much as possible.” Maio told Herman and county Planning Division Manager Allen Parsons, “Measure it the way these folks are looking at it,” referring to van Roekens and the SOSS2 board members. Maio then asked that staff bring that analysis to the board “between now and transmittal and adoption” of the updated Comprehensive Plan. “We would be happy to do that,” Herman replied.

Siesta Key Round-Up A parish committee has been meeting for several months to plan this special event. George Haviland, a longtime parishioner, is the Chairman. With the help of many other parishioners, various committees have been formed and the plans for this special event are well underway. The committee is also looking for food and craft vendors. Those who are interested should send an e mail to stmichaelsfestival@gmail.com. Space is limited.
Ordinance would allow backyard hens on Siesta Key Chicken coops could start popping up throughout the county. New rules permitting backyard chickens throughout most of Sarasota County got an initial OK by the County Commission July 12. The Commission supported draft rules that, if approved, would allow up to four hens to be kept on properties within single-family residential areas, including Siesta Key. The commission voted unanimously to begin the public hearing process on the new rules. Two workshops are scheduled on Aug. 2 and 3 to discuss the proposed changes before they head to public hearings and then to the planning and county commissions in the following two months. The commission voted unanimously to begin the public hearing process on the new rules. The issue of permitting backyard chickens has been a controversial one in the county since early 2012, after the city of Sarasota changed its rules to allow residents to keep up to four hens, but no roosters, in a coop on single-family properties. The draft ordinance provides a sunset date of Jan. 1, 2019, to allow staff to reevaluate the ordinance. Advocates say that, as more people become interested in organic gardening, interest in consuming homegrown rather than store-bought eggs and chickens may continue to grow.
Meandering Bobcat filmed, ready for the chickens An off-duty Sarasota County deputy caught a glimpse a bobcat on Siesta Key July 5 and snapped a few quick photos. “Minding his own business, the bobcat didn’t disturb anyone and simply went on his way, but not

We can’t say we’re surprised this cat chose to dig its claws into the softest sand on the west coast (of Florida),” the Sarasota County Sheriff’s Office wrote on Facebook. The Sheriff’s Office shared three photos. A bobcat sighting was also reported at Beach Access 8, on a separate occasion.
Questions asked for approving the Benderson Siesta Promenade development Q. When (and where) is the meeting on the changes to the (CAP) Critical Area Plan, (height and density) that the County Commissioners will need to approve for this project? Q. How does the public influence (or send in request) for the traffic (road) study to include all roads, even roads such as Midnight Pass going North and South? At the time of press the application has yet to be submitted. It is anticipated to be by the end of July. Below is a response to these questions from the County point person, Todd Dary assigned to the project. Once the application for CAP and Rezone are submitted the county will schedule a CAP boundary public hearing and begin review of the rezone petition. The CAP boundary hearing will occur approximately 8-10 weeks after submittal and will address the boundary, multi-family use and density. The Public hearing for the rezone will occur approximately 6-8 months after submittal and will include the CAP and rezone. After applications are submitted the county will collect correspondence from the public. If you were notified of the neighborhood workshop, or attended and gave your address, you will be notified of the public hearings by mail. If you did not, please provide the county your complete mailing address to be forwarded to the applicant to place on their mailing
list. Applications submitted are posted to the county website for viewing and downloading (look for the tab titled “Petition Applications Filed”. The address is as follows: https://www.scgov. net/PlanningServices/Pages/ Rezones.aspx You can contact the county after the application has been filed and the county can forward you a copy of the transportation analysis. SOSS2 seeking donations In a recent newsletter from Save Our Siesta Sand 2, the fund raising organization is seeking donations. The following appeared in the newsletter: As you have read in the local papers and in the Sarasota Magazine Save our Siesta Sand 2 is preparing a lawsuit which will target the City and Army Corps plans to dredge Big Pass. “We are supported by the Siesta Key Chamber of Commerce and the Siesta Key Village Association as well as many of the condominiums and individuals on Siesta Key and elsewhere who see the risk in these plans to dredge Big Pass for the first time.” The City has requested funding in their budget to oppose our suit and of course the Army Corps has virtually unlimited resources. This shapes up to be a David and Goliath struggle but one we can win if those individuals who see the threat to navigation and Siesta beaches step up to the plate. When the intent to permit is issued we will need to have at least an additional $150,000 and we have just 14 days to file suit. At the July Siesta Key Village Association meeting it was disclosed that the organization has raised $62,000. If you are interested in donating to SOSS2 call 941-952-7000 for more information. In April 2014, representatives of Sarasota County Area Transit (SCAT) appeared during the Siesta Key Village Association (SKVA) meeting to tout new Route 10, which would run from Southgate Mall through Siesta Village and all the way down to Turtle Beach. Sarasota County had received grant funding to make the operation possible. SCAT Director Glama Carter referred to it as a “trolley” route, adding, “Our intention is to dress those buses in a very colorful way that fits into the island atmosphere” while making it clear they are part of a Sarasota County operation. She also talked of the “big marketing campaign” SCAT planned to begin in June 2014 for all of its routes. SKVA members and county commissioners urged Carter to pursue a variety of means to
advertise the route to the public. Otherwise, they pointed out, it would never succeed. Flash forward to July 12, 2016: SCAT Director Rocky Burke — who was hired to take over leadership of the county’s bus service after Carter was fired later in July 2014 — told the County Commission that a comprehensive operations analysis of SCAT had determined a number of routes needed to be eliminated because of low ridership. Among those targeted to end in April 2017 is Route 10. SCAT staff will work on incorporating some of the service areas of those routes into others, he said. For example, Route 33, which provides seasonal service that encompasses the Amish and Mennonite community of Pinecraft, could be modified to serve part of Route 10, he said. A chart included in the report on the analysis showed the average weekday ridership for Route 10 is 53; on Saturdays, 69; and on Sundays, 63. Burke promised to update the County Commission about the

Speaking of trolley service … Representatives of the Siesta Key Village Association have renewed a push for a genuine type of trolley service on the Key. SKVA representatives have suggested county staff research the operations of trolleys in other beach communities — including Anna Maria Island, St. Augustine, Clearwater Beach and Fort Myers Beach — to see how those systems function.
Trolleys, not everyone agrees… “Surely the trolley will operate in the red…. Cities that have trolleys still have the same complaints. Trolleys don’t reduce traffic, it’s faster to walk on Anna Maria then ride the trolley. Very few government run businesses turn a profit. Back in 2013 someone had a trolley operation from off key to on key, $5 round trip! Great deal! They lasted 45 days. If there is a market for it, private enterprise will meet the need. Not to mention we already have scat buses that seem to be empty most of the time.” said Jerry Alu in a Facebook post. “As you know, being the person who helped start the Free Rides almost 7 years ago, personally I see no need whatsoever. Already have 2 buses, do EXACT same thing, unfortunately, they’re always empty! The Free Rides are “personal”, cater to folks out here, including locals needing to get to work, we cut down on car traffic, help with parking issues and alleviate drunk driving issues... But, most importantly, I’ve been told over many years, we make a great memory for visitors.....They love us, actually, Siesta LOVED our idea 6 years ago when we started, don’t understand why we are suddenly forgotten? I volunteered in the parade, helped with yearly events, even the Crystal Classic (I’m the ONLY person who transported the Artists 7 days a week while they were here, since it’s onset..... (I’ll stop)...it’s just, I/we contributed SO MUCH to our beautiful island, now we are nothing?” Maura Thompson’s response to the July Trolley article in Siesta Sand.
Shell Road gate question In early July a new gate on Shell Road alarmed at least one Siesta resident. Knowing that the county several years ago improved parking and access to the water at the end of that road, SNL turned to county staff for help. On July 12, Mark Loveridge, the county’s land development manager, reported that county staff
had checked the scene and found only a gate that owners had put up at the driveway of a house under construction on North Shell Road, “which they’re allowed to do.” The southern portion of Shell Road is private, he pointed out, and it long has been accessible only to the property owners in that vicinity. They have a gate that opens with a key card, he added. Anger over the state of affairs on the southern portion of Shell Road — dating to the 1970s — has flared again since the County Commission voted on May 11 to abandon a 360-foot segment of North Beach Road to private property owners.
Dates announced for the Crystal Classic During the July meeting of the Siesta Key Village Association, Ann Frescura, executive director of the Siesta Key Chamber of Commerce, pointed out that, with the July Fourth festivities having ended, she and her staff have turned their focus to the next Crystal Classic. The organizers announced that the 2016 event will be held Nov. 11-15, with 24 “of the world’s preeminent master sand sculptors … competing.” This will be the seventh year for the Crystal Classic, which has drawn more than 200,000 people to Siesta Public Beach. “In only 24 sculpting hours, (spanning the five day event), the master sculptors will create sand masterpieces, some over ten feet tall, and transform the always beautiful Siesta Beach into an outdoor art gallery. These renowned artists will produce spectacular, ephemeral works of art from just sand and water,” the news release points out. The festival also will feature live music through that November weekend, a large shopping village and a variety of food and drink vendors. Among other activities will be the popular three-day “Quick Sand” speed sculpting competition, sand sculpting lessons, an amateur competition and — new this year — The Learning Curve — “an educational and fun activity area for kids,” the release adds. Parking will be easy for guests who choose the off-site shuttle service offered through Sarasota County Area Transit (SCAT) Routes 10 and 11, the release notes. And a Mobi-Mat will be placed on the sand for easier walking on Tuesday, Nov. 15, the release says. Information regarding the 2016 event schedule, ticket options and parking passes may be found on the website: www. siestakeycrystalclassic.com. The production of this year’s festival is a partnership between the Siesta Key Chamber of Commerce and Mote Marine Laboratory, the release adds.

I love ice! Is that bad?
Many of us like sucking and chewing on ice. It’s cool, no calories and refreshing. However, it’s a major cause of broken teeth and dental restorations! Ice is very cold and chills teeth to make them more brittle. Add to that that ice is very, very hard. Now you’re biting into a very hard substance with cold, brittle teeth and it’s a terrible recipe for cracks and fractures. So, unless you like it so much you don’t mind the problems it causes; consider breaking this habit before it breaks you!

News Up & Down the Trail A floral upgrade After two years of planning, the city’s Downtown Improvement District is investing $187,680 to bring a colorful, floral upgrade to downtown. The project will cover installation and maintenance of flower baskets attached to light poles throughout the downtown. There will be a total of 138 baskets that should be up by September. Most of the baskets will line Main Street, but the project will extend to Palm Avenue, Lemon Avenue, First Street and State Street, as well. Installation of the flower backs began last month and the baskets will be installed in phases, an approach that will allow the DID to work with the vendor to tweak the project if needed.
County reviews 2017 budget It’s budget time, and Sarasota County department heads have presented their proposed budgets to the County Commission. A final budget workshop is slated for Aug. 22.
City works on 2017 budget
City of Sarasota staffers have also been working on the city’s budget. The preliminary fiscal year 2017 city budget shows increased property values and a slightly larger budget. The city held three budget workshops at the end of June. In total, the proposed $61.97 million general-fund budget represents a 5.4-percent increase over the previous year. The proposed overall, total $206,286,920 budget is a 6-percent increase over last fiscal year’s adopted budget. City staffers are recommending an additional $1.57 million in general fund expenditures that would help expand certain operations, beyond current services. The city intends to hire a planning director for a new position in the administration, which is likely to handle many of the issues that arise with future growth.
No increase for city water and sewer rates City staffers are planning $15 million in water and sewer capital
improvement projects over the next year, including the first steps in the controversial Lift Station 87 project. But after more than a decade of annual utility rate increases, including back-to-back years of 6 percent hikes, city water and sewer customers will not see an increase in their rates this year, Utilities Director Mitt Tidwell announced in June. That’s the first time the city has not increased rates since 2005. Holding the rate steady is expected to keep the average city water and sewer bill, assuming 4,000 gallons of usage, at about $80 per month, according to city estimates. The city’s decision to resume water and sewer impact fees on developers helped strengthen the utilities budget this year.
Area traffic signal review planned Anything that helps reduce local traffic, especially in season, is positive news, and, as a result, folks will be happy to hear that city and county officials hope a comprehensive review of how traffic signals are timed across nearly all of the area’s major arteries. The review should ultimately connect all of those subsections to create an even more efficient traffic flow in total. That could mean a little less traffic. More than 170 traffic lights, including almost all signalized intersections in the city of Sarasota, will be part of the review in partnership with the Florida Department of Transportation. Re-timing all the signals will involve new data compiled onseason and off-season to develop traffic flow patterns to optimize timing across the county. The study will include signals along major thoroughfares, including U.S. 41, Tuttle Avenue, Honore Avenue, Fruitville Road, Clark Road, McIntosh Road, Midnight Pass Road, Pinebrook Road, East Venice Avenue, Englewood Road, Manasota Key Road and all of River Road. The project will cost about $1.8 million, funded through two grants from the Sarasota/ Manatee Metropolitan Planning Organization. Once approved, the city and county plan to hire

By Roger Drouin consultants by the end of the year to begin collecting data when the season starts in early 2017. Recommendations for new signal timing will be made and implemented by the beginning of 2018, Fakhri and DavisShaw said.
Greenhouse emissions reduced in city The combination of cleaner energy and more-efficient energy usage has led to a 22-percent reduction in greenhouse gas emissions in the Sarasota city limits since 2003, according to a recent inventory conducted by the City of Sarasota. The achievement “highlights our community’s interest and commitment to reducing our carbon footprint and becoming a more sustainable city,” said Stevie Freeman-Montes, the city’s sustainability manager, in a recent news release. “The Environmental Protection Agency equates that 22-percent reduction to removing 40,000 cars from the road for one year or taking 20,000 houses off the electrical grid,” she continued in the release. “That’s good news for Sarasota and our environment, including Sarasota Bay, because cleaner air translates into cleaner and healthier waterways.” The Sarasota community decreased emissions in several key categories, the release continues: electrical use in residential, commercial and industrial sectors; water and wastewater processes; and stationery fuel combustion and solid waste. CO2 emissions were down across the board in the city limits with one exception: vehicle emissions. Although vehicles are considered more energy efficient today, 10 percent more miles were driven in Sarasota in 2015 than in 2003, leading to 2.5 percent more emissions.
Pollo Tropical coming to South Trail Pollo Tropical plans to open a restaurant on South Tamiami Trail at the site previously occupied by Square 1 Burgers. The property at 1737 S. Tamiami Trail is across U.S. 41 from Sarasota Memorial Hospital. Plans call for a 3,600-square-foot Pollo Tropical there, according to paperwork
filed with the city late in June. The Caribbean-themed concept has more than 160 locations and was founded in Miami in 1988. The restaurant operates under the umbrella of Addison, Texas-based Fiesta Restaurant Group Inc., and is known for marinated chicken and pork dishes. It is the second Pollo Tropical restaurant the chain has filed plans for in the area. Back in February, the restaurant filed permits with Sarasota County to replace the Shell station at Sarasota Crossings, the shopping center at the northeast corner of the intersection of Fruitville Road and Honore Avenue.
Cask & Ale approved for downtown The Sarasota City Commission in a 4-1 vote on July 5 approved the restaurant and craft cocktail bar Cask & Ale for downtown. The owner of the Cask & Ale estimated the restaurant and bar would be open for business this summer. The new restaurant plans to open at 1548 Main Street next to Evie’s Tavern. Some nearby business owners supported the new business. However, some residents have expressed concern that the new restaurant and bar will create more noise downtown, giving the area a loud nightclub feel. Cask and Ale plans to serve a small-plates menu and handcrafted cocktails as it currently does at a nearby St. Petersburg location.
SMH earns Trauma Center designation After a two-year effort to secure approval, Sarasota Memorial Hospital received final state approval July 1 for its Level II trauma center. Sarasota Memorial Hospital is now the first and only trauma program in Sarasota. Hospital officials began the process of earning the designation in early 2015, and got provisional approval to open the center, on a provisional basis, in May last year. “Earning trauma designation was a tremendous effort that required extraordinary passion, expertise and a highly specialized team to respond around-the-clock to any
critical situation,” said CEO David Verinder in a statement. “This milestone achievement validates everyone’s commitment — from the Hospital Board to physicians, nurses and staff — to providing the most advanced, lifesaving care. And it certainly wouldn’t have been possible without the support of our medical staff and the community we serve.” Hospital officials say the trauma program requires a $16-million investment over three years, including specially equipped trauma bays, operating rooms, a trauma intensive care unit, a trauma step-down unit, and several specialty nursing units. The next step at the trauma center will be a trauma progressive care unit to help transition patients from critical care to rehabilitation. At the end of this year, the 44bed Rehabilitation Pavilion is scheduled to open.
Conservation land negotiations continue The Conservation Foundation of the Gulf Coast is continuing to try to broker a deal to preserve the 5,700-acre ‘pristine native landscape’ in South County. The effort could result in a significant addition in the natural, preserved lands in the county. The Conservation Foundation was granted an extension on an option to purchase Orange Hammock Ranch in South County, and the Sarasota County Commission has authorized County Administrator Tom Harmer to participate in negotiations to try to reach a deal. Orange Hammock Ranch is the largest privately held and undeveloped piece of property in Sarasota County. The Conservation Foundation has asked that, in addition to Sarasota County, other agencies participate in talks, including the City of North Port, the Southwest Florida Water Management District (SWFWMD), the Peace River Manasota Regional Water Supply Authority and the Florida Fish & Wildlife Conservation Commission. Negotiations are focusing on who will own and manage Orange Hammock Ranch and what uses will be permitted.

Just a couple hours before sunset in the midst of a light gulf breeze, Katie McDonald and Mike Chrobak of Pennsylvania united themselves in marriage on the spectacular shoreline of Siesta Key. The love these two dynamic people displayed permeated the salty air surrounding their family and close friends during this intimate ceremony. New Year’s eve 2010 would change this couple’s lives forever. They met at a busy bar about an hour before midnight. Katie distinctly remembers how poking fun at Mike’s best friend’s hair got Mike’s attention. Katie related, “we talked away the rest of the hour and at midnight Mike leaned in for a kiss. It was a perfect little smooch to start a great year and a great relationship.” Family is extremely important to Katie and when she grew to realize how close Mike and his family were, it pretty much sealed
the deal. Katie explained, “Mike’s dad is his best friend. They drive to and from work together every day. They do farm work together. They are an adorable pair of Mikes. Once I saw that relationship, I knew we shared the same core values in life and to me that is the most important thing in a successful relationship.” When Katie’s done working as a digital analyst and Mike is home from his software engineering job, the truly hard work begins, as they own and live on a farm. Mike’s work list includes cutting the grass, fixing things and building projects, all things he loves. There’s no shortage of fresh eggs and vegetables for this great couple to enjoy. Katie loves to garden and take care of a flock of chickens that she adores. She joyfully says, “Being on the farm, just like being on the beach, it helps keep us centered, calm, sane, and happy.” Selecting the beach on Siesta

Chapman’s Walk on the Wild Side... During recent discussions leading up to a city commission vote on whether to approve a Cask & Ale location for downtown Sarasota, commissioner Susan Chapman added to her reputation as a take charge woman of action and intrigue by recounting her latest ‘research’ on the issue. Not one to sit idly by and let staff members have all the fun, Chapman set out on her own one recent late night/ early morning to walk city streets and see just what goes on after last call. She was not impressed, noting that city cops don’t seem to have a handle on the alcohol fueled revelry that often spills out onto the sidewalks after the 2:00 a.m. closing time of local nightspots. Cask & Ale has become a popular meeting spot for the younger set (meaning anyone under 70?) at its downtown Saint Petersburg location and Chapman has apparently taken note of the threat this could represent to her peace loving, light sleeping constituents here, hence her post midnight ‘walk on the wild side.’ But alas, as has increasingly been the case lately - whether concerning employee reviews or restaurant approvals - Chapman found herself on the wrong end of a 4-1 vote. So a Cask & Ale will be coming to Sarasota, where I’m sure owner Jeremy Wallace will come to know all too well our relentless crusader for ‘truth, justice and above all else ‘QUIET!’

Remember the unsolicited career advice Dustin Hoffman’s character got in the 1967 film “The Graduate?” “Just one word son...plastics.” Well, today the advice would be “data analyst.” According to financial
commentator David White, straight out of college data analysts today can command salaries of up to $400,000 per year. These are the folks behind the ability of companies like Amazon, Google and most expertly, Facebook, to know what we as consumers want (sometimes before we even know ourselves)...making sure we see just the right ads at just the right time. The ability to exploit data in new and innovative ways is what has fueled the growth of companies like those mentioned above; conversely, the inability to tap into this revenue stream is why so many traditional retailers like Macy’s, J.C. Penney and even former stars like Wal-Mart have lagged.
Woman’s Exchange to Host Annual Sale The City may have stifled its recent zoning change request for a new loading dock off Rawls Avenue, (prompting threats of a lawsuit and a possible move out of downtown), but for now, the show goes on downtown at the Woman’s Exchange, 539 South Orange Avenue, arguably Sarasota’s favorite consignment shop. The store’s annual Summer sale will run from 9:00 am to 5:00 pm Friday, August 5th and 10:00 am to 4:00 pm Saturday, August 6th and promises a wide array of bargains including 50% off a selection of oriental rugs, and 14kt gold jewelry, a huge selection of items for just $1 and Sterling silver jewelry starting at $6. Downtown without the Woman’s Exchange? Hopefully commissioners will reconsider their vote (which incidentally ran counter to staff recommendations); but just in case this is the last year downtown, make sure to drop by and show your support.

Siesta Key Drum Circle Snapshots of Island Visitors Photos by Jaye Clements - Sarasota Photography
A private investment group’s first visit to the #1 Beach in search of ocean front property. Jim & Jane from Cave Creek, AZ along with granddaughter, Mackenzie (4) from Vienna, VA. Angela, Lainey (1), Madison (4) from Bartonville, IL and Brenda from Benson, IL.
Every Sunday is a perfect time to come to the Key to reconnect with Mother Nature and to enjoy some wonderful entertainment. I’m talking about the Siesta Key Drum Circle that takes place each Sunday starting about an hour before sunset and lasting until about 10 p.m. The gathering meets up just south of the main pavilion - just follow your ears and watch for the swelling crowd. Please note the following rules of etiquette that need to be observed at the Drum Circle so that all can enjoy the experience: the inside of the drum circle is
for participants only, not for people standing around. Feel free to enter the circle, take a picture and dance, but always keep moving. Never play someone’s drum without getting clearance from the owner. Always ask before borrowing other people’s property, especially hula hoops. Flash photography and bright video lights are distracting, so photograph during daylight or use a night vision camera. And finally, please do not drink alcohol or smoke inside the circle and respect our beach by placing all trash in the appropriate receptacles. Photo Courtesy of Art Legault.
Before you leave Sarasota, you must try this one! As seen on the Food Network Guy Fieri’s “Diner’s, Drive-In’s and Dive’s” show. Boulevard Buzz Village Association discussion arises over seafood festival planned on Siesta Public Beach in December Members of the Siesta Key Village Association (SKVA) made it clear during their July meeting that they are not pleased with the concept of the Siesta Beach Seafood & Music Festival, scheduled for Dec. 3-4 on Siesta Public Beach. The event “was brought to our attention by accident, actually,” SKVA President Wendall Jacobsen announced during the organization’s monthly session. A form someone had provided to the SKVA showed the festival is being planned by Paragon Fine Art Festivals, which is headed by Siesta resident Bill Kinney. None of the SKVA members had heard about the event until someone had passed along the

form, Jacobsen noted. Ann Frescura, executive director of the Siesta Key Chamber of Commerce, said the Chamber had not received any formal information about the festival, either. When Michael Shay, the Siesta Key Village Maintenance Corp. liaison, asked whether Paragon had obtained a county permit for the December event, Jacobsen replied that he did not know. SNL learned from county spokesman Drew Winchester on July 6 that Paragon has made a reservation for use of the beach and has paid a $500 deposit. The total for fees and tax will be $2,479.87 Among the details found on the Paragon Fine Art Festival website are that the event will be held from 10 a.m. to 7 p.m. on Saturday, Dec. 3, and from 11 a.m. to 6 p.m. on Sunday, Dec. 4. The description notes, “The event is a unique blending of food, music and visual entertainment
affording attendees a potpourri of delectable seafood creations and delicious drinks prepared by the top restaurants in Siesta Key and Sarasota. Combined with the mouth-watering foods will be outstanding musical performances by local and regional [musicians] in a diversity of genres from Scottish [bagpipes] and classical [quartets] to bands of various flavors: rockand-roll, jazz, calypso and reggae. Another integral component is an extraordinary outdoor gallery of fine arts and crafts by artisans from around the nation. If you are a fine artisan or craft vendor consider becoming part of this event and broadening your market base in Florida.” The website also indicates general admission will be free, but VIP tent access will cost $50. SKVA Director Russell Matthes, co-owner of the Daiquiri Deck restaurants, pointed out during the meeting that Paragon also has

scheduled events on St. Armands Circle and in downtown Sarasota and St. Petersburg during 2017. “It takes a little away from businesses,” he pointed out of plans for the seafood festival on the Key. During a July 6 telephone interview, Kinney told SNL he has been planning the Siesta Beach event for more than a year. “We’ve done plenty of outreach with the businesses,” he added. He originally proposed the festival as an alternative to Siesta Fiesta, he explained, having discussed that prospect with SKVA Vice President Mark Smith of Smith Architects in May 2015, as detailed in an email Kinney provided SNL. Paragon conducted its first Sarasota Seafood and Music Festival in downtown Sarasota in January in collaboration with the Sarasota Downtown Merchants Association. Ron Soto, chair of that organization, wrote in his March message to members, “With literally thousands
of attendees, the two-day event was a home run for the SDMA, thanks to Bill Kinney and Paragon Events, the festival’s producers.” Kinney indicated he had signed up about five seafood restaurants so far for the Siesta dates, including Walt’s Fish Market and Restaurant. He pointed out, though, that it was early in the planning process. Given that this would be a forprofit event, Matthes said during the SKVA meeting, he felt it would set a bad precedent for Siesta Public Beach. He added that he did not believe the Daiquiri Deck, Captain Curt’s Crab & Oyster Bar and other seafood restaurants on the Key would participate in it, “when we have our own brick-and-mortar right here …” “This is a money-making option for these folks,” SKVA Vice President Smith concurred with Matthes. After SKVA members were able to learn more about the proposal for

the event, Matthes said, they would report on their findings.
Sheriff’s Office finds a better way to manage beach parking lot traffic on the Fourth With construction of the Siesta Public Beach upgrades still underway over July Fourth in 2015, the Sarasota County Sheriff’s Office observed a bit of a lull in the usual holiday traffic and crowd issues, Deputy Chris McGregor told about 15 people during the July SKVA meeting. This year, he continued, “it was a very, very busy Fourth of July.” On July 4, he pointed out, the parking lots at Siesta Public Beach were already full between 8:30 and 9 a.m. However, with extra Sheriff’s Office personnel on hand, McGregor explained, deputies “were able
AUGUST 2016
to regulate the parking lot a little bit. … Instead of the fights and the disturbances we would normally have over a busy beach weekend, we had none in the parking lot.” During an interview after the meeting, McGregor explained that as soon as deputies saw the parking areas were full, they prevented vehicles from entering them. Then, whenever an officer saw vehicles leaving, the officer would communicate that fact to other deputies, who would allow in exactly the number of vehicles to replace those that had departed. He explained that underage possession of alcohol and disorderly conduct typically are the situations that lead to arrests during a big holiday gathering on the beach. Regarding the annual fireworks display: “It was an outstanding, outstanding show last night,” Siesta Chamber Executive Director Frescura reported, noting, “We have received pledges that are on
target for our goal” to pay for the display.
An arrest in beach thefts As for crime in general on the Key: McGregor told the SKVA members that the Sheriff’s Office recently had registered an uptick in thefts of personal property left unattended on the beach. However, a woman was arrested in connection with those incidents after she used a credit or debit card that had been reported stolen, he added.
Expanded Siesta Fiesta planned again in 2017
In the aftermath of the most recent Siesta Fiesta — held April 9-10 — discussion ensued among SKVA members about whether to continue to restrict the event to the sidewalks, as the organization did this year, or let it take over part of
21

Ocean Boulevard, as it has in the past. Based on feedback, SKVA Director Matthes reported during the July meeting, the event next year will entail a street closure once again. The SKVA has signed contracts with Howard Alan Events & American Craft Endeavors to hold Siesta Fiesta April 29-30 in 2017; the Siesta Key Craft Festival — in its 20th incarnation, the SKVA website notes — will be held Feb. 25-26, 2017, Matthes said. The Craft Festival vendors do not set up booths in the street. During the SKVA’s general meeting in August, Matthes continued, he plans to ask for volunteers to serve on a committee “to attempt to liven [Siesta Fiesta] up a little bit,” perhaps with musical groups and/or a designated area for wine and beer sales.
NOTICE: Looking for the Village Barber? For those that have enjoyed the cuts and comradery at The Village Barber over the years, you can still continue to see Scott at his new location. In July 2015 Scott Reich announced moving out of the Village and off the Key. Reich and his stepfather Pete Sparks had been servicing patrons in the Village for the past 20 years. The Siesta Center was sold and the new ownership of the Ocean Blvd building wasn’t quite meeting up to expectations he and Sparks had of the new landlord. Sparks announced his retirement and Reich announced a move to The Shop SRQ at 6625 Gateway Ave. in Gulf Gate. You can reach Scott Reich at 941-346-0222. His hours are 8:30 a.m. to 4:30 p.m. Tues – Fri, and Sat from 8:30 a.m. to 1 p.m. www.SiestaKeyBarbershop.com

So, how about 12 for 1? Yes, twelve concerts for one low price. When it comes to music - really good music - nothing beats the Sarasota Concert Association. The 12 performances includes the Great Performers Series which leads off in December with the Emerson String Quartet. Their reviewers use words like “electrifying”, “breathtaking” and “the one indispensable quartet”. Do sheer numbers shock and awe you? Then the Minnesota Orchestra, Royal Scottish National Orchestra and National Symphony of Ukraine will do the trick. And not to worry, at last look, that good Scots lassie, Nicola Benedetti, will be playing her violin rather than the bagpipes. For the Minnesota, the featured soloist will be cellist Alisa Weilerstein - a rare treat for Sarasota. Performing in February will be Apollo’s Fire. No, Apollo Creed has not gone on national tour, this is a baroque orchestra based in Cleveland that performs on period instruments. They have sold out performances at

Tanglewood, in Madrid and at the BBC Proms in London. As a special bonus they will be performing, not at the Van Wezel, but at the Riverview Performing Arts Center at Riverview High School. This is a gem of a concert hall, just right to hear this kind of music, and will be a new and welcome experience for many in Sarasota. The final concert, back at the Van Wezel, is by acclaimed Deutsche Grammophon recording artist Daniil Trifonov. He will be playing in a duo with Sergei Babayan of the Cleveland Institute of Music, his long-time teacher. That’s six of the 12, what about the others? They are noon Munchtime Musicales held at Holley Hall in the Beatrice Friedman Symphony Center on various Wednesdays from November through April. Performing will be area-based artists - musicians of extremely high caliber who, rather than spend time touring, have chosen to live on the sun coast. This includes the Suncoast Jazz Ambassadors, Aaron and Avis Romm (trumpet and piano), Sarasota Opera Studio Artists, Chris and Jennifer Best Takeda as

If you have the time, listen to an hour’s worth of music and then munch a sandwich on a bench overlooking Sarasota Bay. How has the SCA been able to do this for 73 seasons (350 different performances)? By hiring great artists who might have a hole in their schedule. If an orchestra is playing in Miami on one day and in Boston a week later, they would love to fill an additional day in their schedule by playing in Sarasota - especially in the winter when it is gray and rainy in Boston. It also helps to have subscribers that pay in advance for the entire season and to have sponsors that kick in a bit more to get better artists. Having that money in hand also helps in negotiations with the artist representatives. How can you get more information about this great series? Season tickets may be ordered online after August 15th at SCASarasota.org or by calling the box office now at 941225-6500. If twelve concerts in six months sounds like too much, single tickets are on sale starting September 1.
The Heat/Distraction Index You’ve read books in the hammock, on the swing, on the beach, and on the floating raft in the pool. You have bingewatched three 20 part series that were recommended to you by friends. You’ve taken your children or grandchildren to see every animated film that has been released this year and watched Frozen another four times. And still summer goes on. There is
heat and there is distraction - you choose distraction. But what to do? What to do? The Heat/Distraction Index dictates that the more distractions you have, the less you feel the heat. So, read or binge-watch anytime you want, but on Saturday nights head out to the Fandango Cafe to hear the LaRue Nicholson Michael Ross - Tom Carabasi Trio. This is a standard guitar - upright bass - drums trio but what is not standard is their level of professional playing. And, yes, they do play standards, but a really good amount of their own compositions as well. This means that this is not cocktail music but something you can really listen to and enjoy. While each of the players have their own following they have played together enough to really get into a groove. Join them at Fandango’s in Southside Village at 1812 S. Osprey Avenue. Still hot after listening to hot jazz? Cool down a bit further the first Monday of each month when Michael Ross joins Herb Silverstein (piano) to play jazz standards at Fandango’s. Or chill out on Wednesday evenings at the Burns Court Café, at 401 S. Pineapple at Dolphin Street, and listen to the Tommy Goodman Trio. Tommy is on piano with Dominic Mancini on bass and Johnny Moore on drums. Just the kind of music one needs while trying to be cool.
Third time is the charm For fifteen years the Players Theatre has hosted a “New Play” festival where many plays are submitted and five get their first rehearsed reading, and are then voted upon. And three times Llywelyn Jones’ plays have won. Winning was not the end of the

process for his 2015 winning play, just one stage of many along the way. There were multiple workshops, and then rewrites after each workshop before this play was in shape to be produced and performed. Jeffery Kin, artistic director for the Players, has set the world premiere for Jones’ 2015 award winning play “Why Can’t I Be You” for August 23 thru 28 at the Players Theatre (838 N. Tamiami Trail). How to classify this one? Sort of a dark comedy/thriller is what Llywelyn calls it. He got the idea for this play while living in Los Angeles. It seemed to him that he read about another celebrity being stalked just about every other week. Some people just get terribly envious of a star who is rich, lives in a great house, really rocks as a musician, is successful and seems to have it all. Could we be a little like that jealous person? Or is that person a little like us? And just how happy are those really rich successful celebrities? Would we want to trade places? Why can’t we be them? After submitting a play for the 2016 New Play festival and not coming in first, Mr. Jones said he felt like a winner anyway because of all the feedback he received which will help him to make that 2016 play even stronger in the future. What’s also nice about the 2015 award winner is that it is being performed in the 60 seat Backstage Studio. This means that it is just the Justin Timberlake-like rock star, the stalker and you, all together in a bedroom. The not so nice part is that while the theater space is small and intimate and it is like you are almost one of the protagonists (take your pick), it also means limited tickets. So, call (941) 365-2494 and reserve your seats now.

Who’s Playing Tonight

|An interview with Rodney Shenk One of the cool things about writing this article is that it requires me to seek out musicians to write about. I wind up listening to and learning about artists who play when I do and would otherwise never hit my radar. So, when a customer came in and said she was at my gig because her favorite, Rodney Shenk, was off for the week, I couldn’t wait to find out who Rodney was. A quick listen to videos on his YouTube channel reveal a crisp clear singing voice with an incredible range, a great sounding guitar and the skill to play it.
WPT: What instruments do you play? Rodney: I picked up the guitar in eighth grade, added the 5-string banjo, then the bass, drums, some mandolin, etc. WPT: What kind of ensembles were you playing with? Rodney: Along with the family group, there were choirs in Church and school and then my brother and I formed a duo, with him on guitar and me playing bass. We added two more players and the four of us eventually became “The Sharks”…playing 80’s dance pop, which was called “Alternative” and “New Wave” at the time. The Sharks became 606 in 1993. WPT: Was that your first professional band? Rodney: Yes, we played the Beach Club, back when it was a dive bar…we did 7-nights-a-week around here. We put out three CDs and Geffen Records was looking at us for a while. WPT: So you did originals? Rodney: Yes, about one out of three was an original song. WPT: Do you still play with a band? Rodney: I mostly play solo, or duo with my wife, Mj (TheHappyGoLuckys), or with Sharks/606 guitarist, Myron (The Retro Duo). We rarely play as a band any more, but if we do, it’s under the name 606. WPT: Have you always made a living as a musician? Rodney: My dad’s a contractor, so I worked for him until 1989 when my brother and I went fulltime into music. I played fulltime for 10 years until I got the
WPT: Where are you from? Rodney: I’m originally from Newport News, Virginia and moved here when I was 9 years old. WPT: When did you learn to play music? Rodney: I grew up Mennonite. In Mennonite churches, you start singing as kids. At a very early age I was singing A cappella four-part harmonies, from the hymnals and learning to sight-read. WPT: When did you start performing? Rodney: I had a musical family. In the beginning my twin brother and I sang the melody in unison while my mother and father took harmony parts, and then they switched and we started singing harmonies. We played Southern Gospel, A Cappella harmony stuff and some Bluegrass, I play banjo too…we toured churches up and down the East Coast as a 4-piece family group. We made a recording too.

BLASE CAFÉ
Rodney: My set list hangs out in the 80’s and 90’s but I jump back to the 60’s and 70’s. I also play my own versions of current songs, so it runs the gamut. I like it when people say they haven’t heard a song in a while and appreciate me playing it live. I like to play college radio hits that made it to the mainstream. WPT: What is your instrumentation? Rodney: I can play a whole night with just a guitar, but I also have self-made backing tracks that I recorded, so I’ll play live and with the tracks, depending upon the feel of the room on any given night. WPT: Do you still play originals? Rodney: I write all of the time, and record multiple tracks as I sculpt the song. A lot of them would lose something if I played them acoustically, so I only play the handful of originals that work at my gigs. WPT: Where do you see your career evolving? Rodney: My first love is songwriting. I was runner-up in the John Lennon Songwriting Competition, and I won a People’s Choice Addy award for a jingle I wrote. I’d like to have some success in that area. I wish I had more hours in the day. WPT: What is your favorite thing about being a professional musician? Rodney: I love people. I’m a people watcher. When I’m playing, I’m not thinking through my songs, I’m watching the room. I love when parents send their kids up to put money in the jar, not
Rodney Shenk because of the money, but because of the interaction. The restaurants where I play provide crayons to children and a lot of them flip their little menus over and draw a picture of me. Whenever I get one I stick it in my guitar case and I see the stack every time I open it…it warms my heart and I love that. Rodney Shenk plays every Monday 6-10pm at Gilligan’s on Siesta Key. You can see and hear Rodney on his YouTube channel: RodneyShenk Giiligan’s features live music 7 nights a week and is located in the village at: 5253 Ocean Blvd. Siesta Key Mike Sales is a local singer/ songwriter for more info log onto MikeSalesSings.com

opportunity to learn the aluminum trade, just by chance. I had offered to clean my friend’s warehouse, just for some extra money and he offered me a job with his seamless gutter business. I would play all night, load up and get home at 5 a.m., nap for a couple of hours and then head out to work the day job, catch another nap and then head off to my gig. I was living on no sleep at all, but I worked my way up to manager, and then was recruited by a couple other companies before starting my own business in 2005, Shenk Seamless Gutters & More, which I operate today. WPT: How many people do you have working for you? Rodney: It’s just a small family business…my two oldest sons, my daughter in-law, a helper we hired, and myself. WPT: How does owning a successful business affect the way you conduct yourself as a musician? Rodney: I’ve always treated music as a business. Back from the beginning, even with the Sharks, we were incorporated and I’ve always taken a professional approach. WPT: Where do you play these days? Rodney: My house gigs are Mondays at Gilligan’s, Thursday nights at Cha Cha Coconuts (St Armand’s Circle) and every Saturday night at Harry’s on 41 at Stickney Point. I also play once a month with my wife and a few other nights a month as well. WPT: What can people expect to see when you play?

Island Humor [ A couple drove down a country road for several miles, not saying a word. An earlier discussion had led to an argument and neither of them wanted to concede their position. As they passed a barnyard of mules, goats and pigs, the husband asked sarcastically, “Relatives of yours?” “Yep,” the wife replied, “inlaws.”
and sees his wife preparing supper. ”Honey” the man asks standing around 20 feet away “what’s for supper?” After receiving no response he tried it again 15 feet away, and again no response. Then again at 10 feet away and again no response. Finally he was 5 feet away “honey what’s for supper?” She replies “For the fourth time it’s lasagna!”
[ I ran into a store leaving my elderly mother in the car. I was surprised when at the cashier I saw my mother there. “What are you doing here,” I asked. “ I left the car running?” “Don’t worry,” she said. “I locked the doors!”
[ Two old ladies were discussing their husbands over tea. “I wish that my Robert would stop biting his nails. It gets me very upset.” “My Calvin used to do the same thing,” the older woman replied. “But I broke him of the habit.” “How?” the first women asked “I hid his teeth.”
[ An old man went to the Doctor complaining that his wife could barely hear. The Doctor suggested a test to find out the extent of the problem. “Stand far behind her and ask her a question, and then slowly move up and see how far away you are when she first responds.” The old man excited to finally be working on a solution for the problem, runs home
[ “If you tell a man anything it goes in one ear and out the other,” she remarked. “And, if you tell a woman anything,” he countered, “it goes in at both ears and out of her mouth.” [ “So you’ve adopted a baby to raise,” asked Joe. “Well, it may turn

out all right, but don’t you think you are taking a chance?” “Not a chance,” Mel answered knowingly. “You see, no matter how many bad habits the child may develop, my wife can’t say he inherits any of them from me!” [ A little boy wanted $100.00 very badly and prayed for weeks, but nothing happened. Then he decided to write God a letter requesting the $100.00. When The postal authorities received the letter addressed to: God, USA, ... they decided to send it to the President. The president was so amused that he instructed his secretary to send the little boy a $5.00 bill. The president thought this would appear to be a lot of money to a little boy. The little boy was delighted with the $5.00 bill and sat down and wrote a thank-you note to God, which read: Dear God, Thank you very much for sending the money. However, I noticed that for some reason you sent it through Washington, DC. Do you know those bureaucrats deducted $95.00 in taxes!

Redfish will begin to school up in large numbers in August. The bars south of Siesta Drive are worth a try. Weedless gold spoons and scented soft plastic baits on a 1/8 ounce jig head are proven baits. Hand-picked shrimp cast into pot holes is a deadly technique, too. Low, incoming tides are best. The deep grass flats on the north end of Siesta Key will be good spots to target speckled trout. High tides in the morning will produce plenty of fish. Spanish mackerel, pompano, bluefish, ladyfish, jack crevelle, sharks, small gag grouper, and mangrove snapper will also be caught by anglers drifting the deep grass. A live shrimp under a popping cork works very well. A jig with a grub tail is the preferred artificial bait but plugs and spoons are also effective. The bars from CB’s Saltwater Outfitters at Stickney Pt. south to Blackburn Pt. will hold some very nice trout along with a Mangrove snappers will please Siesta Key few redfish. SKA calls for EIS “The environmental descriptions in the [Environmental Assessment], upon which impacts were to be assessed, were also significantly out of date. Additionally, USACE arbitrarily dismissed reasonable alternatives to the sand source and groin design,” the letter continues. The project originally called for three groins to be constructed on Lido Key to keep sand in place between renourishments spread over a 50-year period. However, when the USACE submitted its permit application to the Florida Department of Environmental Protection in March 2015, the proposal included just two groins. SNL left messages for county commissioners on July 14, asking whether they had received the letter and whether they had any comments. Only Commissioner Christine Robinson responded. “I did read it,” she said, “[but] I have questions.” She added that she would like to have county staff provide information about what an EIS entails. The board conducted its final meetings earlier that week before beginning its traditional summer recess. The first session it will hold after that break will be on Aug. 22.

Hundreds of spectators lined the shoreline of spectacular Siesta Beach to watch 185 lifeguards from 18 beach patrols compete in the United States Lifeguard Association (USLA) Southeast Regional Life-Saving Championships hosted by our own Sarasota County Beach Patrol and co-organized by lifeguards, Robert Martini and Drew Bittle. Beach Patrol teams came from Alabama, Puerto Rico, Florida and the US Virgin Islands to compete in 15 lifesaving events that included multiple age divisions. Our local Sarasota Surf Lifesaving Association team is made up of 15-21 Sarasota County lifeguards who guard the 36 miles of
Sarasota County’s beautiful coastline. The new regional team trophy introduced at this year’s competition, is called, “The McCarthy Cup” and was designed by local lifeguards, Robert Martini and Drew Bittle. Competitors booked more than 50 rooms in the area for the 2 to 3 day event. Martini commented, “The event should be great for Sarasota County and should bring a lot of media attention.” Sponsors for this outstanding regional event included Warren La Bonte, owner/ operator of the Siesta Sun Deck and Siesta Beach Concessions, Red Bull, and Trader Joes.
Bert Soden (66) of the Miami Beach, Beach Patrol proudly displays the three gold medals he won in three different lifeguard events for his age group. He won first place in the Surf Swim, Surfboard Paddle and the International Iron Man event where a competitor swims, paddles a surfboard and uses the surf ski. He started his career as a lifeguard when he was 16 years old on the Jersey Shore and is currently in his 51st year as a summer ocean lifeguard.
Drew Bittle (center), a five year veteran of the Sarasota County Beach Patrol and a co-organizer of these Championships, straining every muscle during the Line-Pull Rescue competition. He brought all his experiences from past competitions to bear on these championships.
Kevin Phillips, a 13 year veteran of the Sarasota County Beach Patrol, sprinting into the Gulf of Mexico during the Rescue Relay competition. His previous experiences in these championships were invaluable.
Kristie Affolter (21) of Bradenton holds, “The McCarthy Cup” trophy and individual medals that will be presented to the first, second, and third place winners of this year’s USLA Southeast Regional Life-Saving Championships held on incredible Siesta Beach. Kristie is Sarasota County lifeguard, Bryce Makowski’s fiancé.

Detailed concerns The SKA letter further explains that an EIS “would evaluate and rank alternatives” such as the following: • Removal of the existing rock groin north of the eroded beach, “which threatens condos.” The letter notes that that structure has been acknowledged as a model demonstrating how groins can have a negative impact on the natural flow of sand from north to south on the west coast of Florida. • The utilization of permeable adjustable groins, which the Town of Longboat Key has constructed and used successfully. The fact that this alternative design “was arbitrarily ignored” in planning the Lido project, the SKA letter says, “should provide a legal challenge to the draft FONSI.” • A smaller project “focused on protecting the most eroded portion of the Lido Key beach” rather than the approximately 1.6-mile expanse targeted by the city and the USACE. SKA Second Vice President Catherine Luckner pointed out in an interview with SNL that she has said for years, “It doesn’t have to be all or nothing.” • Disclosure and ranking of
cost of alternative sand sources, including sand brought in by truck. • Restoring to the project means of protecting Ted Sperling Park from any adverse consequences. The letter also points out that SKA officers recently learned from FDEP that the department could issue a permit to the city and the USACE without a complete Biological Opinion. The permit should not be granted without that opinion, the letter adds. In the FDEP’s first Request for Additional Information (RAI1) regarding the City of Sarasota/ USACE Lido project — dated April 15, 2015 — the FDEP staff wrote, “Please provide an updated Incidental Take and Biological Opinions from both the U.S. Fish & Wildlife Service and the National Marine Fisheries Service. The incidental take authorization should assess take [killing of wildlife] due to construction of the [proposed groins] as well as potential impacts to nesting and nearshore foraging sea turtles. This Opinion should include potential impacts to nearshore hard bottom habitats as well as impacts due to fill placement.” The SKA letter concludes,
“We have consistently worked toward a ‘no harm’ solution on this issue. While our request may seem atypical, many corporations and government entities begin (emphasis in the letter) with an EIS to more efficiently address complex issues and achieve the best outcomes.” The letter is signed by Catherine Luckner and Vice President Robert Stein. Copies also were sent to County Administrator Tom Harmer; Matt Osterhoudt, senior manager of the county’s Planning and Development Services Department; Carolyn Brown, director of the county’s Parks, Recreation and Natural Resources Department; and Laird Wreford, the county’s coastal initiatives manager.
Two sides of the issue During a telephone interview, Luckner emphasized to SNL that the SKA never has opposed the renourishment of Lido Key. The nonprofit organization’s focus, she said, has been on how best to pursue that work without damaging parts of the county’s environment. “This is a highly developed coastal community,” she pointed out.
Yet, Sarasota County has a long history of preserving its “rich environmental qualities. … That speaks volumes for us.” A Frequently Asked Questions document on the U.S. Department of Energy website explains that the National Environmental Policy Act (NEPA) requires an EIS for “Federal actions significantly affecting the quality of the human environment.” Among the criteria used to determine whether an EIS is needed are whether a project “presents unique or unknown environmental risks” and whether “[t]here is any controversy over the degree of environmental effects of the project.” Big Pass never has been dredged, Siesta residents long have pointed out. Past scientific studies have cited significant concerns about the potential impacts of such an undertaking. However, from the outset, the USACE has maintained that the draft Environmental Assessment it conducted for the Lido Renourishment Project was all that was necessary. The USACE and city representatives have said in public meetings that they never would undertake a project that could harm Big Pass.

Another honor for Big Water Fish Market The Southwest Florida Women’s Dive Club, based out of Sarasota, took to the water in an underwater beach cleanup of Siesta Key Beach in honor of the worldwide celebration of Women’s Dive Day Saturday, July 16. After thousands of visitors lined the beach for the 4th of July, these women saw a need to create awareness by doing good for our community and our beautiful
beaches. Lisa Rigas, President of The Southwest Florida Women’s Dive club explains, “Women’s Dive Day was created by PADI in an effort to create awareness of women in diving. In an effort to go over and beyond we saw the need to cleanup Siesta Key Beach following the holiday weekend that brought thousands to celebrate the 4th of July.”
Ocean Pro Dive shop, sponsored the event and offered FREE minidiscover scuba sessions in addition to any female age 10+ wishing to try out scuba diving. Sarasota County assisted the divers in their cleanup efforts. Ocean Pro is located at 2259 Bee Ridge Rd. Phone 941-924-3483, www.oceanprodive.com

The 2016 top 10 list for Best Grouper Sandwich in Florida has come out and your very own Big Water Fish Market made the list! The honorary selection comes from the popular website: www.onlyinyourstate.com. An excellent grouper sandwich is also a sign that everything else at the restaurant is probably tasty and fresh, too, according to the site. Following is the list: 1. Fish Shack, Pompano Beach: You can’t judge a book by its cover -- or a restaurant by its strip mall. This modest little hole in the wall has some of the best seafood in South Florida. 2. Big Ray’s Fish Camp, Tampa: To each his own when it comes to the whole fried/blackened/grilled dilemma, but we do have to say the blackened grouper sandwiches at Big Ray’s are legendary. 3. Big Water Fish Market, Siesta Key: If you’re in the Sarasota/ Siesta Key area, there’s no better place for a fresh fish sandwich. They’re creative, too. Pictured (on onlyinyourstate.com) is the grouper BLT (because everything’s better with bacon, duh). It’s probably no surprise that the fish tacos are insanely delicious, too. 4. Gulf Coast Grouper & Chips, Naples: Grouper is right in the name. Obviously, the fish and chips is the most popular choice, but you can’t go wrong adding a bun. 5. Frenchy’s Cafe, Clearwater: Of course, we couldn’t make this list without mentioning Frenchy’s Super Grouper. It’s a large part of why this tiny restaurant has made a big splash for 35 years. Try the Cajun grilled version. 6. Lee Be Fish, Marco Island: This is yet another little hidden gem with no frills and the freshest catch around. 7. Peg Leg Pete’s, Pensacola Beach: Okay, so maybe a piratethemed restaurant is a little touristy. Does that mean it can’t be awesome? Super family friendly, with lots to see and do while you wait. 8. Dry Dock Waterfront Grill, Longboat Key: The fresh, flaky grouper here is only matched by the view of Sarasota Bay. 9. Schooners, Panama City Beach: If you’re in the area, and you’re searching for a laid-back spot with an incredible view and the best grouper sandwich in town, head to Schooners. 10. The Boardwalk Grill, Madeira Beach: The place may be small and unassuming compared to other nearby options, but don’t pass it by, because this is the best grouper around. Try them all if you want, but my guess is you’ll be back for this island favorite. Come and get it at Big Water Fish Market, 6641 Midnight Pass Rd, Crescent Plaza, Siesta Key, 941-554-8101. Live well, eat fish! Scott

Sarasota County Code Enforce-ment Officer Kevin Burns stopped by a number of Village restaurants before the July Fourth holiday weekend to let staff members know he had heard a “lot of complaints” about noise emanating from the businesses, “which was news to me,” SKVA Director Russell Matthes said

That is a voluntary program, and they have to be willing to go and see professionals and work on self sufficiency.” Applebee noted that, “whether people have a home or don’t have

during the July SKVA meeting. In response to a question from Matthes, Deputy Chris McGregor of the Sheriff’s Office reported that even though he usually goes off duty at 6 p.m., he had not heard anything about such complaints and he felt he would have. “He was actually pretty pleasant,” Stephanie Brown, general manager of the Siesta Key Oyster Bar, said of Burns when he stopped at that dining
a home they are allowed to be in public spaces, as long as not breaking any rules or laws.” Sarasota County Sheriff’s Sgt. Jason Mruczek, in charge of the Sheriff’s Office operations on the Key replied in a June 26 email to Luckner, vice president of the SKA: “We will continue to monitor that area and take appropriate action whenever we find any laws or ordinances being violated. We will also be working with outside groups to see what other options may be available to
homeless persons seeking services. I will let you know of any results we’ve had in the coming weeks.” Shawn Yeager, Division Manager of Beaches & Water Access at the county’s Parks, Recreation and Natural Resources, wrote in an email to Luckner: “Again, thank you for bringing your concerns to our attention. Our staff will continue to monitor as well.” The Sheriff’s Office reports that they have conducted outreach as a result of the email from SKA back in
June. There were three individuals identified who regularly visit Turtle Beach that are experiencing homelessness, none have a desire to enter program services when it was offered to them. “… Of course, please always encourage park patrons to contact the Sheriff’s Office at the time the situation is occurring (9-1-1 or 941316-1201). This allows a deputy to respond and investigate the complaint in a timely manner.”
establishment. Burns explained that he had walked through the Village the previous Saturday, she continued, and had heard loud music. Matthes added that he had phoned Burns and felt the visits to the restaurants to be Burns’ way of saying, “Hey, I’m here.” Burns promised to attend the August SKVA meeting, Matthes noted. Burns originally won approval
from the County Commission in August 2012 to handle overtime work for Code Enforcement, starting in the 2013 fiscal year. Rob Lewis, then-director of the Planning and Development Services Department, proposed Burns for the assignment, though the board’s decision specifically was to allow 10 to 12 hours of overtime per week for Code Enforcement in general. The vote followed numerous complaints
about noise late at night and on the weekends in Siesta Village.
Monthly Meetings SKVA meetings are held the first Tuesday of each month at the Daiquiri Deck Raw Bar. Meetings begin at 8:30 a.m. anyone interested in learning more about Siesta Key Village is encouraged to attend. For more information visit their website: www.siestakeyvillage.org.

DearDonnarose
Q: Dear Donnarose, how do we keep our senses, and avoid the desire for retaliation, as we continue to observe the ongoing senseless acts of violence, especially recently? ~Thank you, Kris
Q: Dear Donnarose, my sweetheart and partner in life passed away suddenly last month. He was in the prime of his life. Regarding his soul after it left his body, how can it be happy and at peace on the other side, when he is now just an onlooker and unable to share the life and love he once had? Wouldn’t it be a feeling of being “cheated” in life from being taken too soon? How do the souls reckon with that truth? ~Kindest regards, Nell
A: “Hate, it has caused a lot of problems in the world, but has not solved one yet.” ~Maya Angelou There are many factors involved as to why all we are observing is occurring. And depending on our thoughts and vibration, along with our individual and collective reaction, will determine how much longer this social divide will continue. Yes, we are that powerful where our collective energy can make a huge impact. The thing is, we’re human, and our hearts really feel it when there’s injustice especially when we witness unnecessary violence. For many of us, the initial reaction is we start out by feeling upset and our hearts sink. We then make a choice of what we want to do next in response. Some retaliate in hate and anger, and some become more numb and confused. And some join forces in faith and love, choosing faith over hate. The latter feel in their hearts that the only way out, is up. That together, by joining forces with their Higher power and staying connected to It, their vibration is raised, and Higher solutions are able to be effectively orchestrated and implemented. Maya Angelou’s quote above indicates that using hateful energy and retaliation to solve problems doesn’t work, and instead creates more fear. And, from a spiritual standpoint, fear is an illusion and ego driven, and creates the false belief that we’re separate. This is the opposite of the truth. We can keep our senses by remembering the Truth, that we are all connected and are One Love. And to trust with unwavering faith, that the Light of our Higher power which is pure Love, and our effort to stay connected to it, will win and lift us out of the darkness. That by not absorbing the hate we see, but instead asking for Higher help to assist us in forgiving all the hateful acts occurring all around our world, will also help us to keep our senses and prevent hateful energy from building up in us. What we don’t always see, is how many times even more attempted tragedies have been intervened by our angels. It’s important for us to keep communicating with our Higher power, and ask for help with staying in the light with our thoughts. And know that no matter how many try to create chaos and separation, nothing and no one can ever sever our Divine connection, nor separate any of us from being One Love. Consider there are many evolved beings, angels, etc., working behind the scenes. And that more of Their work will unfold sooner than we think, all in perfect Divine timing. We must keep trusting, and know that in due time, Love must, and will win. ~ ♥
A: “Our loved one’s are still in our lives after they depart. One way to know, is you will feel them in your heart.” ~Donnarose Melvin I’m very sorry for your loss. After speaking to thousands of souls that appeared to me in full form, I can confidently say, that fortunately our loved-ones souls can be everywhere at any time. And because of this, they’re usually at more events than the rest of the family. Additionally, once the soul leaves the body, it leaves any negative human emotions behind as well. So it doesn’t experience that cheated feeling you describe. From what I’ve seen, the end result is that our loved one’s souls are light, love, non-judgment and spiritual power. Without the restricted physical body, they can now reside at a higher vibrational frequency, where peace, love and joy reside. While your partner’s soul is now doing other things on the other side, he’s also watching over you, comforting and filling your heart with the unconditional love that he is and always will be. It’s hard to understand the soul’s perspective, as being human we’re limited with our comprehension. However, rest assured, your partner’s soul is peaceful and divinely supported. And he’s by your side enjoying watching you continue your journey. Definitely watch for his signs, as he will surely be assisting you along the way. ~ ♥ Donnarose Melvin is a professional intuitive medium, and also does powerful distant energy clearings. Her knowledge from her BA degree in Psychology, along with her natural intuitive gifts, have helped thousands achieve increased peace and success. Please send your questions to: Donnarose1010@gmail. com or Facebook private msg her at Donnarose. She will select questions each month to share with you. Just roll out of bed...your hair looks great!
Shampoo and towel dry.... and you’re done! The style is in the cut, not the blow-dry, so you don’t have to fuss with your hair to look good... even with fine, limp hair... and my new steam color process creates richer brunettes and spectacular blondes. Construction begins on new Daiquiri Deck CB’s is a family-run business owned by Mason and his parents Aledia and Lee Tush; Daiquiri Deck, which currently operates three restaurants, is owned by Troy Syprett, Russell Matthes, and Matt Grover. CB’s purchased the property at 1250 Stickney Point Road in June, 2011, according to the Sarasota County Property Appraiser. Venice-based J.E. Charlotte Construction Corp. is the construction contractor on the project, and the architect is Mark H. Smith of Smith Architects. The completion target for construction is early spring, Troy Syprett, managing partner with Daiquiri Deck told Siesta Sand. “We are looking to open in early Spring,” Syprett said. The modern architecture, designed by architect Mark Smith, will be “warmed” by colorful accents and tropical landscaping such as royal palms, Syprett, said. “It will have a ton of trees and plants,” Syprett said.
A restaurant and coffee shop The restaurant will meet the demand of the island’s growing south end market, which includes tourists staying at resorts and short-term condo rentals. “Siesta has become two markets,” Syprett said, noting that vacationers staying on the south end of the island often don’t want to drive or drive far
when they do — especially when they have to battle traffic and try to find parking in peak tourist season. The 4,100-square-foot restaurant will include 152 seats and will be a smaller version of the restaurant’s Village location 2.7 miles to the north. Although the new Stickney Point restaurant will be smaller, it will feature a similar layout and the same food and drink menu as the other Daiquiri Deck restaurants locations. The local chain operates three locations: the original in the Village; Daiquiri Deck St Armands; and Daiquiri Deck Island of Venice. The 900-square-foot coffee shop, meanwhile, will have 20 to 25 seats, and feature breakfast sandwiches, along with different types of coffee drinks, including lattes and espressos, Syprett said. There isn’t a coffee shop on the south end currently, and both Syprett and Tush said they believe the café will meet a need. “If they are renting a boat at CB’s or Siesta Key Marina, or if they keep a boat there [at the marina], or even people staying in a nearby condo can get a cup of coffee or a breakfast sandwich,” Syprett said. “It should be a nice place,” Syprett said. There will be a sitting area with Wi Fi so people on vacation can come to check their emails, Syprett said. “The whole concept is very family orientated,” Syprett said of the project. “It should be a good addition to the south end of the key,” added Tush, “and make for a nice family fun location to give people things to do on vacation.” Tush also believes the

investment in the area will also be a boom for other nearby businesses. “I think it will improve everybody’s business on the South End,” he said.
“Island theme” The Daiquiri Deck and coffee shop will complement the business at CB’s Saltwater Outfitters, Tush said, offering dinning options for customers before or after renting a vessel. CB’s Saltwater Outfitters is located just two doors down at 1249 Stickney Point Road. “We really wanted to create a good synergy between the two businesses,” Tush told Siesta Sand. In addition, Daiquiri Deck matches the “beachy, fun tropical island” theme of CB’s, Tush said. Daiquiri Deck matches the “kind of feel” Tush said his family wanted for the area. “Their restaurant model obviously works; they have been around for a long time and have several other locations,” Tush added of Daiquiri Deck. Syprett said he believes the project would also dovetail with the proposed Siesta Promenade mixed-use center at the northwest corner of U.S. 41 and Stickney Point Road. Benderson Development is taking steps to gain county approval for the latest version of its plans for Siesta Promenade — a mixeduse center that would transform the busy intersection.

Well managed, and no shortage of amenities at Peppertree Bay By Roger Drouin Peppertree Bay is a beach to bay condo community with 362 two and three bedroom units. It features a variety of floor plans, including garden villas, town homes, and high-rise buildings. For Gordon Dillon, who lives in one of the six-floor buildings, it is the perfect place to hang his hat. In 2014, Dillon, who is retired, planned to move full-time to the Sarasota area. So he began looking, and after he sent his realtor all over the area, he decided he wanted to live on Siesta Key and in Peppertree, specifically. The community is perfectly situated on the island and well managed, Dillon said. “I’ve been a board member of condo associations for many, many years,” including a 35-story tower outside Chicago, “and this is probably the best run of any I’ve seen,” Dillon told Siesta Sand. Dillon said about half of the owners at Peppertree reside either seasonally or fullyear and the other half mainly use their units as an investment vacation home they rent out. “On-site rental management makes it easy for owners who wish to rent their units,” notes Realtor Bob Ruiz, of Key Solutions Real Estate. The rental period is a one-month minimum. Additionally in-house maintenance ensures the excellent upkeep of the property and can assist both renters and owners as issues arise, said Ruiz, who has a two bedroom unit for sale, “a lovely two/two with amazing bay views.” The asphalt street, driveways and all parking areas were recently re-laid with attractive brick pavers and the landscaping at the entryway just beautifully re-done. “Peppertree prides itself on the appearance of its property - particularly noticeable at Christmas-time when the community is decorated extensively,” Ruiz said. Dillon noted that when the new pavers were installed, the “project was managed in a superb manner” so there were no major inconveniences for owners. Dillon said another recent upgrade is a small but “neat feature.” The community replaced every call box so now when visitors or delivery people call into a unit, the call can go directly to a mobile phone. “Now, wherever I am in the world, if someone rings my doorbell,” Dillon, for instance, can let in the cleaning person or ask a delivery person to drop something off at the office. When it comes to amenities, guests can
enjoy the waters of Siesta Key beach in a comfortable lounge chair or relax under the shade in one of the tiki huts on the beach. The property includes two tennis courts, two club houses, a top-flight fitness center, two swimming pools nestled in a garden setting, barbeque and picnic areas, and a fishing pier directly on Sarasota Bay. About half of the units in Peppertree have been renovated, Ruiz said, and there has been a recent trend towards renovation. Many of the unit upgrades are extensive and cost upwards of $40,000. Dillon upgraded his unit after he moved in, installing “beautiful new tile” and sprucing up the bathrooms. Many of his neighbors have recently renovated, or partially renovated, their units as well.
Recent sales and listings: • There are currently six two bedroom, two bath units for sale. Three units are on the Gulf side of Midnight Pass, and three on the bayside. Floor plans vary and range from 975 to 1,200 square feet. Listing prices start at $399,000 for an interior unit to $610,000 for a full-on bay view — to $639,000 for a Gulf/ pool view unit. The two bedroom, 1,180 square foot unit listed by Ruiz is “turnkey furnished.” It has views of the Intracoastal and bay from the wall-to-wall glassed lanai. Crown moldings, neutral colors, plantation shutters and ceiling fans in the living room, kitchen, lanai and both bedrooms make this home light, bright, and airy. The unit is listed for $610,000, or $517 a square foot. Another unit for sale, at 1,163 square feet is listed for $574,000, or $494 a square foot. The unit also has bay views. • In the past year, 8 units have sold at Peppertree — 5 on the bayside and 3 on the Gulf side. Selling prices range from $300,000 - $640,000 depending upon the degree of renovation and the location within the community, Ruiz said. NOTE: Realtors Bob Ruiz and Sheri Lasley-Ruiz of Key Solutions Real Estate Group contributed to the sales information used in this article. Other data was compiled from the Sarasota County Property Appraiser Office, Sarasota County Planning & Development Services permits, and Multiple Listing Service (MLS).

are popular is this area and are beautiful this time of year, with their thousands of delicate orangered flowers, each of which lasts for only a short time – midnight to midday! How large does the bush grow? It can reach the height of about fifteen feet, but many gardeners keep it smaller by pruning, which also makes the shrub bushier and increases the flowers. A row of
pruned shrubs makes a pretty hedge. It is easy to grow in sunny places and is tolerant of salt spray. When does it bloom? Its flowering season is long, from late Spring till cold weather. What butterflies come to it? Among frequent visitors are the Florida State Butterfly, the Zebra Longwing, which has distinctive black wings with light stripes. The Gulf Frittillary which has orange wings with small black spots, is another favorite. Humming birds are frequent visitors, also. A smile can change everything You may be surprised to know that the benefits of having properly aligned teeth extend far beyond a confident smile. According to the American Dental Association, straightening your teeth can actually significantly affect your overall dental health. Think about it — a smile can hardly be perfect if it’s not a healthy one. “Fortunately, with Invisalign, having a confident smile and reducing your risk for tooth decay and gum disease go hand in hand. “ says Dr. Gaukhman.
to attach and no wires to tighten. You just pop in a new set of aligners approximately every two weeks, until your treatment is complete. You’ll achieve a great smile with little interference in your daily life. The best part about the whole process is that most people won’t even know you’re straightening your teeth.
How Invisalign Works
• Lets you remove the device when you want
Invisalign takes a modern approach to straightening teeth, using a custom-made series of aligners created for you and only you. These aligner trays are made of smooth, comfortable and virtually invisible plastic that you wear over your teeth. Wearing the aligners will gradually and gently shift your teeth into place, based on the exact movements your dentist plans out for you. There are no metal brackets
The Advantage over Braces • Allows you to eat whatever foods you enjoy
• Lets you enjoy virtually invisible teeth-straightening
• Frees up your busy schedule with office visits only every four to six weeks With regular braces, you may experience some or all of the following: • Pain • Discomfort • Mouth sores or injuries caused by the brace wires • Tooth decay (from inadequate brushing or flossing) • Plaque buildup • Tooth discoloration
• Allows you to brush and floss your teeth normally for better periodontal health
• Tooth/bracket breakage
• Consists of smooth, comfortable plastic instead of sharp metal that is more likely to irritate your checks and gums
Healthier Teeth and Gums
• Difficulty eating
Swollen, red gums can often
be the result of having teeth that are crowded or too widely spaced. Unfortunately, these are also signs of periodontal disease. When teeth are properly aligned, it helps the gums fit more securely around the teeth, allowing for the strongest and healthiest defense against potential periodontal problems. That’s where Invisalign comes in. The comfortable and clear aligners gently and gradually begin to move your teeth into the proper position — without unsightly brackets and wires.
Easier Cleaning One of the biggest challenges of having braces is removing all the food that gets trapped in the brackets and wires. This can often lead to plaque buildup and eventually tooth decay. With Invisalign, the aligners are removable, so it’s easy to continue brushing and flossing your teeth the way you normally do.
Overall Health Think of your teeth as a window to the health of your body. Your teeth and gums — and how they look to others when you smile — say a lot about your overall health. If you’re taking good care of both, you’re probably taking good care of the rest of you. Call today to schedule an appointment!
