1. The 41st ITF Congress took place in Durban, South Africa, from 2 to 9 August 2006. It was attended by 588 delegates and 371 advisers, representing 331 unions in 96 countries.

proposals for the next inter Congress period will be submitted to the Executive Board at its meeting in April 2011. The Executive Board reviews the status of all unions paying fees at a concessionary rate each October.

9. On 17 May 2010, affiliated membership totalled 4,694,935 members from 760 unions in 154 countries.

15. The proportion of ITF affiliated unions paying fees at less than the standard rate has continued to rise significantly during the inter-Congress period. In July 1998 it was 48% of unions representing almost 30% of membership; in July 2002 it was 61% of unions representing 28% of membership; and in April 2010 it was 68% of unions representing 31% of membership. This can be compared with the situation at the time of the 1994 Geneva Congress when 29% of unions representing 20% of ITF membership were paying at less than the standard rate. These figures are shown below in graphical form.

10. This compares with a total affiliated membership of 4,448,320 members from 666 unions in 146 countries in April 2006. 11. Total affiliated membership has therefore increased by 5.5% over the four year period with the number of affiliated unions increasing by more than 14.1% and the number of countries represented in the ITF by 5.4%.

FEES CONCESSIONS 12. Under Rule XVI (3) of the ITF Constitution, the Executive Board may, at its discretion, authorize an affiliated organisation to pay affiliation fees at less than the standard rate if the Board is satisfied that the financial situation of the affiliate or the low standard of earnings of its membership justifies such a concession.

MINIMUM MEMBERSHIP 16. The Board’s decision, which became effective in January 1998, to establish a minimum membership of 1,000 for the purposes of calculating affiliation fees due, has led to a small number of unions making the decision to disaffiliate from the ITF for financial reasons. In some cases smaller unions have reached an agreement to form federations or otherwise join together for ITF membership purposes. This, together with the growth in importance of national coordinating committees, encourages closer working relationships between transport unions and is generally to be supported. The rule has also led to many small unions applying for a concession on fee payments.

In line with procedures established in 1996, in early 2007 each union wishing to apply to pay fees at a concessionary rate was asked to complete a detailed questionnaire giving details of the average wages received by its members, total annual income and other financial data. This information is used by the Secretariat in reaching a recommendation on the level of concession to be applied. The Board requires one such questionnaire to be completed when a union applies for affiliation and once during each inter-Congress period. The Board uses the national income per head of each country as the starting point for its decision and takes account of any special circumstances of the union. Rules adopted by the Board include that no union may pay less than 10% of the standard rate, and that no union declaring more than 100,000 members shall benefit from any concession on affiliation fees.

PAYMENT OF AFFILIATION FEES 17. The ITF Executive Board has continued to take the view that payment of affiliation fees is an important statement of commitment by unions to the ITF. Unions which are substantially in arrears are therefore suspended from ITF membership. Applications for ITF affiliation are also declared lapsed unless the 6 months’ fees required by the ITF Constitution are paid within 12 months of them being accepted by the Executive Board.

14. Unions currently paying at a concessionary rate will be obliged to complete and return a new questionnaire on their financial situation shortly after the Mexico City Congress, and 8

19. Table 1 shows in graphical form, the evolution of ITF membership between 2006 and 2010, and in particular the reduction in the membership represented by unions paying affiliation fees at the standard rate. For comparison purposes, the corresponding figures for 2002 and 1998 are also given.

22. The Civil Aviation and Dockers Sections have shown a slight decline in membership, while small increases have been recorded in all other Sections. Table 4 shows the same information, but analysed by the number of unions rather than total membership. This shows that in every Section there has been an increase in the total number of affiliated unions.

It consists of the Section Chairs, the Women’s Committee Chair, and global and regional Network Chairs/ Coordinators, or their nominees. A Logistics Conference is scheduled to be held after Congress at which the Strategy Group will be formalised.

Joseph Katende took over as new Africa Regional Secretary, when Ben “Roxy” Udogwu who had worked for the ITF in a variety of capacities in Africa for 44 years retired at the end of 2006. The Executive Board meeting in April 2006 agreed to recognize Udogwu’s long and loyal service to the ITF by the award of an ITF Gold Badge during the Durban congress, the first in the ITF’s history to be held in Africa. 66. 74. Membership in the Asia/Pacific region, the second largest after Europe has increased despite the severe membership pressures facing transport unions. Secretariat 75. With effect from 01 July 2009, the Regional Office has shifted from Tokyo to New Delhi. Mahendra Sharma (India) has taken over as Asia/Pacific Regional Secretary from Shigeru Wada, who joined the ILO. The ITF Tokyo office is being headed by Yuji Ijima Deputy Regional Secretary. Yuji Ijima also continues to act as the International Secretary of Koun Rokyo. Japanese language services are provided by the International Committee of Koun Rokyo, the Japanese Federation of Transport Workers, and the ITF under a cost sharing arrangement. The longer term structure of the region is being reviewed in 2010. 76. A new ITF sub-regional office has been opened in Sydney for the Pacific/Oceania region with Mark Davis as the new Deputy Regional Secretary. Mark Davis is also responsible for the seafarers’ union development in the region.
