Mayor Broome Files Lawsuit Against St. George Incorporation B AT O N ROUGE, LA - The Senate’s Local Affairs Committee killed a bill by its chairperson, Sen. Yvonne MayorDorsey-Colomb, President that would have changed state Sharon Weston Broome law so the entire East Baton Rouge Parish could vote on the proposed St. George incorporation in the fall. Current law only allows voters within the Sen. Yvonne boundaries of a Dorsey-Colomb proposed city to decide whether they will incorporate. Lawmakers who voted against the bill noted it would have been the first time in the state’s history that an entire parish was allowed to vote on an incorporation initiative. “This is about the people residing outside of the proposed city limits of St. George, who under current law, will not get to vote, but are indeed adversely and financially affected,” Baton Rouge Mayor-President Sharon Weston Broome testified. “I believe that we all need to be pulling in the same direction.” The St. George initiative’s organizers told lawmakers the bill was an attempt to kill their movement. “This is an attempt by the powers that be to change the rules at the end of the game,” St. George leader, Norman Browning, said. “It’s unequivocally wrong and anti-American.” Broome’s office released a study before the hearing indicating the city-parish might have to slash each of its agencies’ budgets by 18 percent if St. George incorporated and no longer contributed $48 million to the city-parish’s coffers. Colomb, a Baton Rouge Democrat, argued residents in the entire parish should be allowed to vote on the issue because that potential reduction could affect people outside the St. George neighborhood. The event, hosted by Southern University’s College of Business, is intended to be an opportunity for business owners and alumni to donate money towards the university. Chaketa Spears, a Southern alum, expresses her role at the event, and how exciting it is each year. “I’ve been attending this Gala for 4 years. I go around the event throughout the night and sell raffle tickets for the split the pot fundraiser. This is basically going towards the scholarships. We also have door prizes where you can get a two-night weekend stay or some lucky person will win half the money we actually raise. NEW ROADS, La. — Novelist Ernest J. Gaines, whose poor childhood in a small Louisiana plantation town germinated the stories of black struggles that grew into universal stories of grace and beauty, has died. He was 86. Louisiana Gov. John Bel Edwards’ office on Tuesday released word of his death. Edwards said in a statement that Gaines “used his immense vision and literary talents to tell the stories of African Americans in the South. We are all blessed that Ernest left words and stories that will continue to inspire many generations to come.” “A Lesson Before Dying,” published in 1993, was an acclaimed classic. Gaines was that year awarded a MacArthur Fellowship grant, receiving

$335,000 to spend over the next five years. He was the author of eight books, and “The Autobiography of Miss Jane Pittman” (1971) and “A Gathering of Old Men” (1984) became honored television movies. Ernest James Gaines was born Jan. 15, 1933, on a plantation in Pointe Coupee Parish. His first writing experience was writing letters for illiterate workers who asked him to embellish their news to far-off relatives. The fictional town of Bayonne, La., the setting for Gaines’ stories, was actually New Roads, which Gaines left for California when he was 15. Although books were denied him throughout his childhood because of Louisiana’s strict segregation — which extended See GAINS, on page 2

Contributors this year gave over twenty thousand dollars, while companies such as Entergy and Boeing contributed around five thousand dollars respectively. Over the last 17 years the event has raised millions of dollars, leaving a huge impact on student Business majors. A video presentation was shown of students

expressing how the scholarship opened doors to better opportunities for them and allowed them to further their education, worry free of cost. Courtney Wright, a senior graduating in Business, explains how the scholarship has helped her and what the event means to her, “I’m actually a scholarship recipient and have received many over the years. It’s left me so worry free about different expenses. This event is so essential because it gives us a chance to network and show our sponsors where their money is going.”

even to libraries — he found the life surrounding him rich enough to recollect in story after story through vivid detail. In “A Lesson Before Dying,” for example, the central figure is the teacher at the plantation school outside town. Through the teacher, whose profession Gaines elevates to a calling, the novelist explores the consistent themes of his work: sacrifice and duty, obligation to others, the qualities of loving, the nature of courage. The themes are explored among the tensions of late 1940s, and the teacher is the character burdened with the long past and with the expectations of a better future. As he struggles to find a way to help a convicted young cane field worker face the electric chair, he must find how to become both human and heroic at the moment of extinction. Gaines himself found that the use of his storytelling gifts meant more than militant civil rights action. “When Bull Connor would sic the dogs, I thought, ‘Hell, write a better paragraph,’” he said, referring to the Alabama segregationist law enforcement official. “In 1968, when I was writing ‘The Autobiography of Miss Jane Pittman,’ my friends said, ‘Why write about a 110-year-old lady when all of this is going on now?’ And I said, ‘I think she’s going to have something to say about it.’” What Gaines’ characters said about it achieved a power and timelessness that made him a distinctive voice in American literature. Much of the appeal of his books is their seeming simplicity and straightforward story line. “I can never write big novels,” he said. But the questions he explored were the eternal ones many great writers confront: what it means to be human, what a human lives and dies for. Gaines had taught creative writing each fall at the University of Louisiana at Lafayette since 1983, about an hour’s drive from his childhood home. A large, gentlemanly man with a certain bohemian air — he was fond of wearing berets —

and a stately manner, Gaines was devoted to friends and family. When he married for the first time in 1993 at the age of 60, he celebrated in Lafayette, New Orleans, Miami and San Francisco, so that the gatherings could include his intimates. Dianne Saulney Gaines is an assistant district attorney for Dade County, Fla. The couple divided their time among various homes but spent the MacArthur money on a year in France and other travels. He could not write and teach at the same time. He needed five or six hours each day devoted to writing, and “I can’t write a couple of days and skip two or three days.” “A Lesson Before Dying” took seven years. “I work five days a week, just like a regular job. I get up in the morning, do a little exercise, eat a little breakfast. I’m at my desk by nine in the morning, work until three with a little break for lunch,” he said. His literary influences were eclectic. Since he only began reading at 15, he began with a vengeance. “I discovered John Steinbeck ... then Willa Cather ... then the great 19th century Russian and French writers, writers like De Maupassant and Flaubert. Then I discovered Ivan Turgenev, the great Russian classicist. He wrote small novels where everyone wrote big novels. I could never write big novels. [Turgenev’s] ‘Fathers and Sons’ was one of my favorite books when I was a young man. It was my Bible when I was writing my first novel, ‘Catherine Carmier’” of 1964, he said. Other books include “Of Love and Dust” (1967), “Bloodline” (1968), “A Long Day in November” (1971) and “In My Father’s House” (1978). In addition to the MacArthur and numerous other awards, Gaines received prestigious grants from the National Endowment for the Arts and the Rockefeller and Guggenheim foundations. He held honorary doctorates from five colleges or universities.

St. George supporters have argued that incorporating could lead to more efficiency in government. But stakeholders on both sides questioned the constitutionality of their counterparts’ wishes. “No matter how we vote today, based on what I’ve heard, nothing will happen because it’s all going to end up in court,” Sen. Danny Martiny, R-Kenner, said. “So let’s quit fooling around with it and let’s go to court.” Pierson told Martiny she has a “draft of that lawsuit in my office."

New School Grades and Scores Released

BATON ROUGE, La. - The Louisiana Department of Education has released progress reports for schools throughout the state on Wednesday, Nov. 6. The scores are important in identifying struggling schools that need improvements. Read the full press release here • Of 219 schools identified as “in need of comprehensive improvement,” 36% increased by three or more school performance score (SPS) points, 40% remained “generally steady,” and 24% declined by three or more SPS points • 29% of other schools increased by three or more points • Struggling schools undergoing improvement efforts grew by an average of 4.8 SPS points • Other improving schools grew by 3.9 SPS points • 20% of struggling schools improved a full letter grade • 15% of all other public schools improved a full letter grade, excluding those already scoring at the "A" level In the Iberville, West Baton Rouge, and West Feliciana school districts saw improvements in overall scores. RELIGION No Condemnation Travis Greene's 'Broken Record' Available Now Some believers are plagued by feelings of condemnation. Either they think they'll never live up to God's expectations for them or they're nearly drowning in guilt over past sins. These men and women cannot seem to shake the sense that God is displeased with their puny efforts at being Christlike. The book of Romans confronts this lie head-on: "There is therefore no condemnation to those who are in Christ Jesus" (Rom. 8:1). When the Savior went to the cross on our behalf, He lifted the blame from our shoulders and made us righteous before God. Those feelings of condemnation do not belong to us; they are from Satan. He amplifies our guilt and feelings of inadequacy and

then suggests that's how the Lord feels about His "wayward child." Nothing could be further from the truth. Our sins are Charles Stanley wiped clean, and we are chosen and loved by God. Louisiana Earns Top 10 Spot Among Nation's Best Business Climates BATON ROUGE, La — Today, Site Selection announced Louisiana ranks among the Top 10 states in the U.S. for best business climate for the 10th year in a row. The magazine ranked Louisiana No. 10 in its 2019 analysis of the top locations for business investment and job creation. Georgia, North Carolina and Ohio held the top three spots in the magazine’s Top Business Climates ranking. Site Selection bases its business climate ranking on both survey and performance measurements. Half the score results from a survey of corporate site selectors who are asked to rank the states based on their recent experience of locating facilities in them. The other 50 percent is based upon an index that includes total new projects year-to-date, both overall and per capita; state tax burdens on new and established companies; and performance in Site Selection’s annual Prosperity Cup ranking. “Today’s ranking by Site Selection affirms Louisiana’s strength as a state with a strong and welcoming business climate,” Gov. John Bel Edwards said. “Through a mix of our highly

skilled workforce, a world-class infrastructure, a cooperative state government, and bonds forged between employers and our higher education community, Louisiana ranks among the very best places to do business in the world. We have made tremendous progress in moving our state in the right direction, and we will remain vigilant in ensuring our people have new opportunities and that businesses can thrive in Louisiana.” Since January 2016, Louisiana has attracted over 175 major economic development projects that are resulting in more than $41 billion in new capital investment for the state, along with more than 35,000 new direct and indirect jobs. The project wins also have retained over 34,000 existing jobs at expanding employers in the state. Earlier this year, Site Selection magazine ranked Louisiana No. 2 among U.S. states for infrastructure investment that supports economic growth. Additionally, Southern Business & Development ranked Louisiana No. 2 in the South for the strongest economic development results, and Area Development magazine

placed Louisiana No. 8 in its Top States for Doing Business ranking, the ninth consecutive Top 10 ranking for Louisiana in that annual report. In July, Business Facilities ranked LED FastStart® as the nation’s No. 1 state workforce program for a landmark 10th year in a row. Business Facilities also placed Louisiana in the Top 10 for multiple categories in its 2019 Rankings Report, including economic growth potential, foreign trade zone activity, cybersecurity growth potential and low industrial electric rates. “Once again, Louisiana is a Top 10 state for best business climate, reflecting our efforts to sustain and grow the momentum we have established,” said LED Secretary Don Pierson. “Thanks to the committed support of our elected officials, professional economic developers, and civic and business leaders throughout our state, we are winning major projects and bringing new opportunities to all parts of Louisiana. the world to invest in Louisiana.” Recent economic development wins in Louisiana include $1.5 billion in new investments from Valero and Diamond Green Diesel to expand refinery operations in Norco; Kopter’s helicopter assembly center in Lafayette, which will result in 275 new direct and indirect jobs; the home office expansion of publicly traded home health, personal care and hospice services company LHC Group, which will result in 740 new direct and indirect jobs in Lafayette and Acadiana; ExxonMobil Baton Rouge’s $500 million polypropylene expansion, which is the company’s biggest investment in the Capital Region in the past decade; Methanex’s third methanol plant in Louisiana, a $1.4 billion project that will result in 363 new direct and indirect jobs in Ascension Parish; and SNF’s $375 million expansion in Iberville Parish, which will bring the company’s total employment to 540 and support 1,400 direct and indirect jobs in Louisiana.

Those words certainly describe Jesus' statement to unbelievers in Matthew 25:41: "Depart from me, accursed ones." There is no condemnation for those who receive Jesus Christ as their Savior.
