Pier Redevelopment

T

he much anticipated pier redevelopment project is now underway! The project, which broke ground in May, will replace the original pier built in

1963 with a brand new one. The new pier will be approximately 900 feet long. Some of the special elements of the new pier include widening sections from 18 feet to 30 feet to better accommodate anglers and provide added walkable room for sightseers. Two overhanging balconies will be built with seating areas to enjoy the ocean view. One of the balcony areas will feature a shade structure to protect those seeking shelter from the sun. Special materials such as ipe wood will be used to build the new pier which is hard, strong, and naturally resistant to rot and weather. In addition, every 30 feet concrete paver insets will be installed with aquamarine colored beads carrying the same theme used to reconstruct Pompano Beach Boulevard. The artwork will feature

different species of marine life incorporating educational information about a variety of fish and mammals in ocean. The goal is to create a special experience at each stop and educate children and adults alike while enjoying the new structure. The end of the pier will be shaped like a Pompano fish head. The project will also include a Key West-style bait and tackle shop. The new pier will also be equipped with security cameras, Wi-Fi and an underwater camera to send live images to the City’s website for all to enjoy. You can watch day to day progress now by viewing the Pier web cam on the City’s website. The opening of the new pier is expected to take place in early 2019. Fire Station 24 Groundbreaking

T

he City of Pompano Beach broke ground on a new Fire Station to replace the old Fire Station 24 located on the corner of Federal Highway and NE 10 Street.

The old fire station, opened back in 1969, will be replaced by a 13,400 square foot two story building with four 80 foot apparatus bays for the fire trucks. The construction of the new building will be able to withstand category 5 hurricane force winds. The new Fire Station 24 will be dedicated to the late Pompano Beach Fire Chief James E. Soderlund.

Cultural Center Grand Opening

T

he official ribbon cutting ceremony and grand opening for the Pompano Beach Cultural Center was amazing! The iconic venue opened to an overflow crowd in May. Guests

were treated to a live painting performance as well as an array of music and dance performances throughout the premises. To top it all off, the world premiere Cuban art exhibit, Shipwrecked of Reason: Half a Century in Cuban Art was on display. Thanks to the determination and foresight of City and County Commissioners, Pompano Beach has a long anticipated state-of-the-art facility which serves as a beacon for culture and learning. The two-story structure, which spans 47,000 square feet, encompasses the Cultural Center, which includes an art gallery, digital media arts center and a flexible space for performances/special events and the new Broward County Library which will be opening soon. This partnership that was forged between the City, County and State will bring the two projects into one hi-tech facility is a shining example of how intergovernmental collaboration can work for everyone’s benefit. “My hope is that the Center fills a niche that no one else can offer; providing educational opportunities with the media center; providing opportunities for new and upcoming artists to display their talents; offering a venue for weddings, private corporate events; and showcasing our all-around and well-rounded City as one of the finest in America,” said Mayor Lamar Fisher.

HAS SUNK! The newest addition to Shipwreck Park, the Okinawa, was sunk in the waters off Pompano Beach in August to create a much needed artificial reef. She was towed from the Miami River to the Hillsboro Inlet Park where she was on display for the public until she was towed to her destination approximately one mile off shore. The 107 foot tug boat was built for the U.S. government in 1953. Shipwreck Park, Inc. commissioned renowned artist Dennis MacDonald to create a fun underwater art exhibit on the Okinawa. The “Dive Bar� theme is complete with a life size bar, a twelve foot 400

pound mermaid, starfish, sea serpents, seahorses and much more whimsical public art. The ship was sunk 70 feet below the surface therefore, the artwork on the top deck is just 40 feet below the surface making it accessible to novice divers and even snorkelers to experience the beauty of the evolving artificial reef. Shipwreck Park, Inc. is a notfor-profit organization dedicated to the creation of an underwater park system establishing artificial reefs, utilizing public art to raise awareness for the need to preserve and conserve our natural coral reef system.

POMPANO’S PIONEER JEWISH FAMILY BY DAN HOBBY, SAMPLE-MCDOUGALD HOUSE EXECUTIVE DIRECTOR

D

uring the final decade of the nineteenth century, at the same time Henry Flagler was bringing the Florida East Coast Railway down Florida’s Atlantic seaboard, the United States was in the midst of absorbing an enormous influx of immigrants, including for the first time in the nation’s history significant numbers of newcomers who were Jewish, most of whom were fleeing deprivation and persecution in Eastern Europe.

By 1926, there were only seven Jewish families living in Fort Lauderdale, Broward County’s largest city. This was enough to form a group that could worship locally, rather than travelling to Miami or West Palm Beach, but not enough to acquire a building for a synagogue. Instead, the group met in borrowed or rented facilities.

Pompano’s first Jewish resident arrived in 1928. Augustine, Florida, where he worked as a traveling salesman and met Lena Karneol, a young divorcee who, like himself, had immigrated from Russia as a child. Abe once again moved southward, initially to Cocoanut Grove where his sister Rose was living, and then to Pompano, at that time a small farming town with a population of around 2,500 residents. It’s likely he visited Pompano as a salesman, but in any case, he obviously saw the possibilities for an experienced businessman in Pompano, and in 1928 opened the Bon Ton Dry Goods store on NE First Street, on the same block as the Bailey Hotel and the Bank of Pompano. The store sold a variety of items such as dresses, work clothes, shoes and sewing goods. Many old timers remembered buying their annual pair of shoes there. Abe sent for Lena and her children, Florence and Herman, and in 1932 they were married in Fort Pierce. Meanwhile, Abe’s younger (by at least a dozen years) brother, Morris (Moe), and his wife, Gertrude (always known as Goldie), were living with his widowed mother-in-law, Sarah Rubenstein, in a Jewish neighborhood in Queens, New York. Although it appears Goldie had been born in the United States, her mother was, like the Hirshmans, an immigrant from Russia. But in 1934 Moe, Goldie and their young daughter, Irene, left New York for Pompano (a second daughter, Mona, would be born in Pompano). In 1935, Moe purchased the Bauder Pharmacy on NE First Street, in one of the storefronts of the Bailey Hotel. Moe had gone to college and become a chiropractor, although he never practiced in that field., The degree came in handy when he acquired the drug store, as Florida’s lax laws at that time required only some sort of medical training to write prescriptions. He would rename the business the Pompano Pharmacy, a name that would be in use for over eight decades.

The two Hirshman families found Pompano to be a benign place to call home. There was little overt anti-Semitism and certainly no organized opposition to them. Roz Karneol, who came to Pompano from Boston during the Second World War as the bride of Herman Karneol remembers being warmly welcomed into the small southern community. Such was not always the case elsewhere in Broward County. During the 1930s, Fort Lauderdale increasingly acquired a reputation as an anti-Semitic town. Many hotels were “restricted,” forcing Jewish travelers and tourists to go south to hotels in Hollywood or the Miami area. Some Jewish residents left Fort Lauderdale because of this hatefulness. Pompano Jewish population increased with the opening of the Pompano State Farmers Market in 1939. Many of the brokers and buyers at the market were Jewish, and although some resided in Pompano only during the growing season, by the mid-1940s, there were enough Jewish families in Pompano to establish a worship group. The Pompano Jewish Circle was formed in 1945 by local Jewish families as both a social organization and as a means to work toward a congregation with its own building in Pompano Beach. The Circle held meetings at each other’s home. At some point, one of the Circle members declared, “We can’t go on meeting like this,” and so 1957, the Circle established Temple Sholom (originally the congregation was going to spell it Shalom, but had to change it because another temple in Florida had already incorporated under that more traditional spelling). Its first High Holy Days services were held at Pompano Beach’s First Methodist Church. With no facility of its own, the local Jewish congregation met in a variety of locations in Pompano Beach, including the Pompano Beach Chamber of Commerce, Pompano

Beach High School, Pompano Beach Garden Center and Pompano Beach Elementary School. Passover Seders were held at an Italian restaurant. Members of the Circle embarked on a fundraising campaign to acquire the money needed to build a permanent home for the congregation. In addition to individual gifts, a good amount of money was raised from gentiles in the community at various public events. On February 7th, 1960, ground was broken for Temple Sholom’s permanent home; construction was completed that same year, in time for the high holidays. Throughout the pioneer years of Pompano’s Jewish community, the two Hirshman families played an ongoing leadership role. Prior to the building of Temple Sholom, Abe Hirshman and his step son, Herman Karneol, had served as the Jewish Circle’s president, as had Moe Hirshman. In 1961, Temple Sholom’s first full year of operation in its new facility, Moe Hirshman once again became president, a role that was filled in the years 19771979 by his daughter, Irene Reidich, the temple’s first female president. Of course there were other families and individuals who contributed significantly to the establishment of the Jewish community in Pompano Beach, but especially in the early years, Abe and Moe Hirshman and their families played a critical role.

Beach Hours of Operation

North Pompano Beach Boulevard & Atlantic Boulevard The public beach is open 365 days a year. Swimming areas guarded 7 days a week 9 a.m - 4:45 p.m. During day light savings the guards extend their coverage until 6:45 p.m (early March to early September). Restroom facilities, showers, picnic shelter and tables, barbecue grills, beach wheelchairs, and children’s playground are located on the beach. The Municipal Pier, 222 N. Pompano Beach Boulevard, is open 24 hours a day. Food and beverages can be purchased at the Pier Concession. The Pier is currently under construction and is scheduled to re-open in early 2019.

Ocean Rescue

Pompano Beach Ocean Rescue is a division of Pompano Beach Fire Rescue. The beach patrol consists of 17 full-time and 35 parttime highly trained men and women who protect swimmers along 1,200 yards of beach. All of our ocean lifeguards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. Ocean Rescue lifeguards receive additional training with Pompano Beach Fire Rescue. Our ocean lifeguards also have extensive knowledge of the ocean and beach environment and are always happy to answer questions from the public.

Special Considerations

Boogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are mandatory. Stand up paddleboards have been interpreted to be the same as surfboards if inside the vessel exclusion buoys. Launching for stand up paddleboards is north of Lifeguard Tower 6 located on the north side of the municipal pier or south of Lifeguard Tower 3 located at the eastern Atlantic Avenue terminus. No craft shall be operated at a

Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference. Boat and Jet Ski launching is available at Alsdorf Park on NE 14th Street Causeway and the Intracoastal Waterway. A playground and picnic area is also available at this site.

Beach Picnic Pavilions, Sand Volleyball & Soccer Courts

Pavilions and Courts are available on a first-come, first-served basis; however, to rent either one for a special activity, an application must be made at the Emma Lou Olson Civic Center. Flood Damage This article is required by the Federal Emergency Management Agency (FEMA) to satisfy provisions in the Community Rating System (CRS) for reduced costs for flood insurance.The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.

Flood Hazard Map

The City has copies of FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The FEMA Flood Hazard Areas found within the City limits include Zone X, Zone AE, Zone AH, and Zone VE. The map depicts the flood hazard associated with any parcel in the City. A summarized flood zone map is located in the Building Inspections Division at City Hall and is available in electronic GIS format.

Flood Risk

Although we have been relatively fortunate for many years, the flooding on Halloween 2011 as well as the recent astronomical flooding of 2015 reminds us of the possibility of a flooding event without a major storm or hurricane. The risk of flooding within the City of Pompano Beach can increase by the presence of higher water levels within the Atlantic Ocean and the Intracoastal Waterway due to storm surge. In general, property located east of State Road A1A within the City has been designated as a coastal zone which encounters greater flooding risk due to waves and storm surge during a significant storm event.

Flood Warning System

The City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems such as the City’s website, CODE RED, television channel 78, telephone, and on a door-to-door basis. Listen for instructions during times of flood risk.

Flood Safety

These are precautionary steps to consider before possible flooding: • Listen to radio or television for warnings. • Obey warning and evacuation instructions from disaster officials. • Know your evacuation zone and route. • Take your own essentials (food, toiletries, clothes, blankets, etc.). • Turn off the electricity and gas before leaving your home. • Bring a battery-operated flashlight. • Be careful at all times, particularly at night, and try to remain calm. • Do not drive through flooded roadways • Do not walk through high waters • Stay away from electrical wires

Flood Insurance

Most homeowners’ insurance policies do not cover property losses due to flood waters. To

insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (NFIP) to provide city residents with the initial qualification to purchase flood insurance. Flood insurance typically covers the building structure but not the contents so verify your coverage for contents under your homeowner’s insurance. Please note that there is a 30-day waiting period after purchase before NFIP flood insurance coverage takes effect. The City currently participates in FEMA’s CRS program to enable our residents to qualify for lower flood insurance premiums.

Property Protection

There are ways to minimize property losses from flood damage, including: • Move furniture and other household valu ables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the lowest floor elevation in a single story home. • Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters. • Upgrading your property can include regrading your property to provide for better on-site storage of stormwater runoff, installing an earthen berm along the perimeter, retrofitting the existing structure to be flood proofed, or elevating the existing structure to raise the finished floor elevation.

Development Permits

All development (new construction, additions, renovations, alterations to properties, etc.) in the City of Pompano Beach requires a construction permit. The NFIP and the Florida Building Code requires the entire building to conform to the flood mitigation requirements for new buildings when repairs or alterations exceed 50 percent of the building’s fair market value. All applicable building permit applications must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged. Before building on, altering a building, or replacing fill on your property, always check with the Building Division on permit requirements. A permit may be required to ensure that the construction does not negatively impact adjacent properties. If an ongoing construction project within a City does not have a posted permit sign, please contact the City’s Building Division to report the possible violation.

Stormwater Management

Stormwater is managed through a system of pipes and drainage canals maintained regularly by our Public Works and Utilities Departments, the Broward County Office of Environmental Services, and South Florida Water Management District. Constant water flow through these canals, especially during heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to the Public Works Department at 954.786.4060.

Natural Habitat

Natural areas of the City provide a beneficial function by reducing the potential severity of flooding. These natural areas typically collect and retain stormwater runoff during rainfall events and allow for the infiltration of stormwater into the natural ground surface, which can reduce the flooding levels within the developed areas of the City. These natural areas also enhance the water quality of stormwater runoff by allowing suspended sediments and nutrients to settle during the retention period. State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach, no new structures are permitted seaward of the Coastal Construction Line without permission. Other restrictions protect some wetland areas from development.

Rate Reductions

On June 11th, 1993, FEMA awarded the City with a Class 9 rating in the CRS. This rating earned Pompano Beach residents a five percent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the CRS. In July 2012, FEMA awarded the City a class 7 rating, so flood insurance policy holders in special flood hazard areas within the City currently receive a 15% discount insurance premiums.
