By Sandra King, Public Communications Director Charlotte Burrie (District 2) ran unopposed to start her third term as city commissioner. At the induction ceremony in March, Commissioner Burrie, who was surrounded by flowers, said that she is extremely proud, “As I’m now entering my third term in office, which is almost unbelievable, I’m very proud but I’m also very humbled that the people in my district feel that I was able to do a job for them and that they really didn’t need anyone to run against me. I promise to continue doing exactly what I have been doing for the past four years and in addition,

any of the citizens of Pompano, the welfare of Pompano and of course the needs of my district are first on my list. You people are absolutely wonderful, you all deserve the best and I’m probably the proudest city commissioner sitting up here, that I have the opportunity to represent all of you and I thank you.” Burrie said. Commissioner Burrie has been a lawyer in private practice for twenty-one years. She received her Juris Doctor Degree at the Saint Thomas School of Law in Miami. Charlotte has an Associates Degree from Broward Community College mypompanobeach.org

and earned a Bachelor Degree in Business Administration from Florida Atlantic University. Commissioner Burrie held the position of City Clerk in Pompano Beach for eleven years. Additionally, Burrie has served in several civic organizations including past president of the Florida Association of City Clerks and past director of the International Institute of Municipal Clerks. Charlotte was also the first female Exalted Ruler of the Pompano Beach Elks Lodge. Despite having three opponents, Woodrow “Woody” Poitier won over 41% of the vote and says he is pleased the voters have spoken, “Well, I think the election results say it all. The citizens of District 4 spoke. I must be doing something right and I do plan to continue to work toward doing more right. There are some things that I plan to do different this time around. I think my first two and a half years were, believe me when I tell you, it was a learning process. Well, I’ve learned a little bit of how to play the game now. The citizens have spoken and I’m yours for another two years. Thank you.” Woody Poitier grew up in Pompano Beach where he graduated from Blanche Ely High School. After receiving his Associates of Science degree in Mortuary Science, he spent two years at Morehouse College in Atlanta, Georgia. When his father passed away, Poitier came home from college to follow his legacy to run Poitier Funeral Home of which he is now the Funeral Director. While working in the funeral business, Poitier obtained a paramedic license and went on to become the first African-American firefighter to be hired by Pompano Beach Fire-Rescue. Woody served 23 years in the fire service in Pompano Beach and retired as a lieutenant paramedic. Additionally, Commissioner Poitier has been involved with numerous civic organizations. The cheerful induction ceremony was followed by the election among the new City Commission to appoint a vice mayor. George Brummer (District 5) was unanimously elected to serve as vice mayor. City commissioners serve a two-year term and the vice mayor serves a one-year term. Tra d e Wi nds • A pri l 2011

Branding Initiative The Pompano Beach City Commission approved a branding initiative at the March 22nd City Commission Meeting. Wilesmith Advertising and Design was retained in September of 2010 by the Community Redevelopment Agency (CRA) to research, identify, and design a brand for the City of Pompano Beach. Wilesmith began the process with one-on-one interviews with city commissioners. In September, a public meeting was held at which the agency conducted a brand orientation and interactive brand imprint session with attendees. A Brand Committee, comprised of representatives from the City, the CRA, business owners, Chamber of Commerce and Pompano Beach Historical Society, participated in the same interactive process. Additionally, the agency sat in on a number of large community meetings, CRA Advisory Committee Meetings and visited businesses, recreational and shopping areas conducting over 150 intercept interviews in order to receive input from the community. Kim Briesemeister, CRA Co-director, summed up the goal of the branding initiative, “As the City goes through the revitalization process, the idea is to send a cohesive message about what the City wants to say to its residents, business community and tourists. We need to insure that as we go through the revitalization process, we are branded and we have a brand promise that we can live up to”, Briesemeister said. Branding is the marketing practice of making a promise, and creating a symbol or design that identifies and differentiates a product, in this case a city. Branding establishes an identifiable image that can add value by promoting tourism, attracting commercial enterprise and building community pride. One of the primary purposes of the initiative was to demonstrate that Pompano Beach is a progressive city poised to meet the future.

By Sandra King, Public Information Officer

As of January 31 st, the City of Pompano Beach has a new service provider for Code Compliance. The City has entered into an agreement with Calvin, Giordano & Associates, Inc. (CGA) to provide all Code Compliance Services throughout our community. One of the reasons the City chose CGA is because of their philosophy, which is to work cooperatively with residents and neighborhood associations to find solutions and resolve code violations in a positive constructive manner. Code Compliance Inspectors will now be working extended hours, Monday through Saturday 7:00 a.m. to 8:00 p.m., in an expanded effort to help improve property conditions in all Lt. William Fay neighborhoods. Code Compliance Inspectors will also be spending virtually all of their time working in the field from their vehicles, not in an office. The Code Compliance Inspectors will each have a laptop and printer in their vehicle with the latest information via the Internet. This means that more

properties and problems can be resolved faster and more efficiently with reduced expense to the City and its residents. The City’s new Code Compliance staff is currently in the process of attending the meetings of all neighborhood associations throughout the City to develop a productive working relationship, learn all the issues that are unique to each area and to serve as a resource to eliminate problems. Each

neighborhood’s Code Compliance Inspector will be introduced to the residents and will be actively touring the streets (look for the white trucks) identifying issues to be resolved. In fact, if you visit the City’s web site and click on the Code Compliance link, all the Inspectors and their service areas are identified, along with their direct cell phone number you can call in the field. Of course, you can always call the main office number in City Hall at 954-786-4361. mypompanobeach.org

URISM

Keeps Economy Afloat Tourism helps keep our local economy afloat

in these challenging economic times. It is a competitive industry and the authentic nature of a destination is a wonderful resource. Travelers want to experience a different lifestyle, change of scenery and escape from daily living. Over one-third of our tourists are visiting local friends and relatives who want them to have a great time and enjoy the outdoors.

Ecotourism is gaining greater attention and may be defined as: travel to pristine and protected areas with a commitment to educating the traveler and having a low impact on the environment while generating income and employment in the local community. Fishing, scuba diving and snorkeling are widely accepted as ecotourism activities along with nature centers and walking trails. The Hillsboro Inlet is within minutes of prime fishing and diving spots, coral reefs, and the warm waters of the Gulf Stream. Numerous dive and wreck sites are located just off our shores, making Pompano Beach a great diving destination. Divers are sure to see a large variety of sea life, including an abundance of Florida Pompano fish. The City of Pompano Beach Marina is home to the “Legendary Hillsboro Inlet Fishing Fleet. The charter and drift boats welcome visitors of all ages from around the country and the world. The captains are committed to conservation of our fishing grounds. Responsible practices and regulations ensure that fishing and diving will be an enjoyable, eco-friendly adventure for future generations of locals and visitors. For those who prefer to keep their heads above water or their feet on the ground, taking a guided tour on a glass bottom boat or casting a line from the Pompano Pier might be the perfect ecofriendly activity. mypompanobeach.org

Farming in the Pompano Settlement By Dan Hobby, Pompano Beach Historical Society Beginning in the first decade of the 20th century, Pompano’s population expanded as seasonal labor was brought down from northern Florida and Georgia, and a small permanent population of farm workers were established here. These laborers constituted the beginning of Pompano's black community.

The coming of the railroad to South Florida in 1896 created an opportunity for Bahamian immigrants. In point of fact, throughout the 19th century both black and white Bahamians had treated southern Florida, particularly the Keys, very much as an extension of the island chain. Between 1900 and 1920, it is estimated that between 10,000 and 12,000 Bahamians, about twenty percent of the islands' population, migrated to southern Florida. This influx of people had a significant impact on southeastern Florida, considering that in 1900 its total population was about 5,000 people, and by 1910 had increased only to 17,000. Even with a surge in population during the next decade, it still would mean that in the first decades of the twentieth century approximately 15 to 18 percent of the local population was born in the Bahamas. In Pompano, the Rolle, Major, Armbrister, Newbolt, Thurston, Russell, Lytton and other Bahamian families were among the first blacks to place permanent roots here. A number of these pioneers had moved up to Pompano from the Miami area, where they had originally entered the United States. Almost all the rest of Pompano's early black residents came from the same region as did its white settlers -- Northern Florida and Georgia. Among the early black pioneers who arrived in Pompano from that area were the Swain, Rhone, Alexander and Harry families, among others. For those families that moved to Pompano in the early years (and even through

the 1920s and 1930s), it was not at all uncommon for the husbands and older boys to “scout out the area first. Many times the men would leave the rest of the family and come to Pompano to work a season or two, returning to their families in the summer, before bringing their wife and small children down and establishing permanent residency. Although most all of the early Pompano settlers, black and white, engaged in farming here, there was a necessary adjustment to the agricultural methods dictated by the local soil and climate as well as the type of crops grown. Among the black population in particular, a significant number had previously earned a living in the timber industry of northern Florida, or had worked in the state's phosphate mines. Others had toiled on tobacco farms or in the cotton fields. Most, however, had some experience with growing vegetables, even if only for their own family's use. Many early farmers expected that pineapples would be the big cash crop. The mypompanobeach.org

Getting Started:

fruit had been grown in southern Florida since the 1870s, for the most part in the Keys from whence the harvest was sent to northern markets by ship. With the coming of the railroad in the 1890's, pineapple growing expanded up the state's east coast. The pineapple seemed a logical choice; it could not be grown much farther north and it shipped well. Many local farmers found, however, pineapple cultivation to be labor intensive and hard on the soil. Pineapple fields began to fail as the humus was exhausted by cultivation. Growers resorted to fertilization, but over time that raised the soil's alkalinity too high for the pineapple. The death knell for local pineapple production was competition from Cuban pineapple plantations, which caused the price of pineapples to drop dramatically.

Soon, Pompano farmers (and farmers throughout southern Florida) found other crops that were more profitable than pineapples, were not as hard on the soil and for which there were no real competitors. These crops were winter vegetables, such as green (or string) beans, bell peppers, eggplant, squash and tomatoes. One of the benefits of these winter vegetables is that farmers could expect to harvest three crops of beans, and sometimes more, during the growing season. On the other hand, during the early days of farming in Pompano, the price a farmer received for produce could vary widely from year to year. In the best year, a farmer could get as much as $7.00 a hamper for beans. When the market was down, the price could drop as low as $1.00 a hamper, which hardly paid the cost of production. Most years the price was

Jonathan Rolle

somewhere between three and four dollars. During a season without disastrous freezes or flooding, farmers could anticipate harvesting around 125 hampers of beans an acre, although the yield could go much higher under optimum conditions. This is an excerpt from the recentlypublished book, Pompano Beach: A History of Pioneers and Progress. The hard-covered, illustrated history is available from the Pompano Beach Historical Society (www.pompanohistory.com) and at selected locations in Pompano Beach. For information, call 954 292-8040.

Recently, we received what seemed like a routine lost dog call. The resident, James Veach, called on a Thursday to report that his Jack Russell, Tucher, unexpectedly jumped out of his car near Federal Highway and Copans Road. The man had given Tucher, as a puppy, to his girlfriend 11 years ago. His girlfriend recently passed away and asked James to place her beloved dog’s remains with hers when the dog passed away. This was a very important request that he desired to fulfill. When our Animal Control Officer David Aycock took the call, he recommended distributing flyers in the area as soon as possible and advised him to check the animal shelter. Our division had not received a report of this dog found.

By Jason Soldini, Animal Control Officer

{

It’s a fairly common call. “I lost my pet!” We hear it all the time. Unfortunately, the circumstances are often all too similar. The disappearance was unexpected, the pet had no identification and the owner is now frantically trying to find their pet. There is also a common set of circumstances with those who find the pet and it doesn’t make reunification an easy task. First, there is a resistance to call Animal Control out of fear they will take the dog and ruthlessly snuff out its life. If it’s a small dog, this is coupled with the fact that the finder may adore the dog and desire to keep it. Also, many times people assume the owner has abandoned the pet or is an undeserving pet owner due to the fact the animal was loose in the first place. Whatever the case may be, we all too often meet people who find animals, but do not make reasonable attempts to find the owner.

The flyers resulted in a tip from another Jack Russell owner who had lost her dog. She had checked with a local groomer who thought they may have found her dog, but when she went there, the Jack Russell was not her dog. She advised Mr. Veach that this groomer may have his dog. When he arrived at the groomer, the dog had already been passed on to someone else. Mr. Veach attempted to follow the trail of people to whom Tucher had been given. One person told him he tried to give the dog to a “No Kill” shelter, but he was told they would not take it without a monetary donation. The search continued. James utilized Facebook and Craigslist and found an outpouring of support and helpful tips from those who responded to his request for help. In the end, the dog had passed through the hands of four different people and ended up in the area of Sunrise Boulevard in Lauderhill. The dog was mypompanobeach.org

found four days later and only due to the persistent efforts of its owner. None of the people who found Tucher along the way made it easy for reunification. A groomer should know to report the dog. A “No Kill” shelter should know to refer the finder to the County Shelter and encourage reporting the dog. Were it not for the relentless efforts of its owner, Tucher was well on his way to becoming one of the many dogs that are never reunited with their owner. But it doesn’t have to be this way. First of all, pets need identification. A visible tag, worn at all times, bearing the owner’s current address and multiple phone numbers is the surest way to be reunited. Pompano Beach must have the cleanest dogs in the country because so many owners that report their dog lost tell us it wasn’t wearing a collar and tag because it just had a bath! Microchips are great permanent identification but all too often those who find the animal don’t take it to a vet, shelter or call us to have it scanned. Also, microchips need to be registered. We pick up numerous animals every year that have no owner information registered with the microchip company. Lastly, tattoos are not reliable because they are difficult to read and are only traceable in the locale in which the animal was adopted. If you find a pet, the Animal Control Division is here to help! We don’t automatically take the animal to the shelter. If the finder wants to hold onto it, that’s fine. We just need to know where it is and who has it so we can be a part of helping reunite it with the owner. City Tra d e Wi nds • A pri l 2011

Ordinance requires finders of lost pets to report it to City and County Animal Control and advertise in a local publication. Found pets can be advertised for free on Craigslist or in the Sun Sentinel. When advertising a found pet, be generic in your description. List the type of dog and area found, but let the caller describe special markings, colors and gender to ensure the person calling is actually the owner. You could also ask them to provide a photo of their pet. If in doubt, we’re here to help. If you lose your pet, immediately report it to both Pompano Animal Control at 954-786-4027 and the County Animal Shelter 954-359-1313. Distribute flyers in the area where your pet was lost as soon as possible. Check the County Animal Shelter web site at www.broward.org/animal for pictures of stray animals at the shelter and stop in to the shelter every couple days to ensure your pet is not there. Check the newspaper lost and found section and Craigslist for found animals. There are also direct mail companies that will target specific neighborhoods with a postcard detailing your lost pet and any reward you would like to offer. Sometimes, offering a reward or mentioning that the pet is sick and needs medication will provide incentive to return the pet for someone who might think about keeping it for themselves. Lastly, when you have been reunited with your pet, please give us a call so we can remove the lost report from our database. James Veach is now happily reunited with his dog. He says he plans to immediately get a tag, microchip and tattoo for Tucher. He is even happier to know that when his time comes, he will keep the promise he made to his girlfriend for Tucher to be eternally reunited with his original owner.

Oxygen Masks On March 16th, four sets of animal oxygen masks were donated to Pompano Beach Fire-Rescue by shoppers at the Sugar Chest Antique Mall and the Boca Raton Dog Club. The oxygen masks were placed on rescue units and fire trucks to supplement the two sets shared on any given shift. The next day, a miniature Schnauzer named Beebee fell into the canal behind his owner’s vacation rental. The owners called 9-1-1, and paramedics with the new animal oxygen masks aboard, responded. The dog was in respiratory distress and near death, but paramedics worked on Beebee and utilized the new equipment to save him. The dog was taken to Coral Springs Animal Hospital where he was treated and released in good health. That weekend, Beebee’s owners stopped by the Fire Station with the dog to thank them for their life saving efforts.

Estimated time: 30 minutes • The contractor will find a plumber and working with you, schedule the work. • Once it’s done, the Utility Department will install a reuse meter. • After it’s been inspected by the Building Department, we turn on the system. • Now you’re watering your lawn with OASIS!

Good news for existing reuse residential customers! Pompano Beach will replace your existing backflow assembly with a new backflow device that requires no testing and no inspection. That will be done at no cost to you. The City will take care of all future maintenance and replacements. Every day, our drinking water source – the Biscayne Aquifer, located right under our feet – quenches the thirst of Pompano Beach’s more than 100,000 friends and neighbors, but too much ends up on our lawns and plants. That reduces the amount of available drinking water for … well, drinking. And that threatens our resource.

recycle our water so that we keep the highest quality water just for drinking, bathing and other indoor uses. Doing so makes us smart and responsible environmental stewards. Using reuse water for irrigation isn’t new. It’s been a part of Pompano Beach for the past couple of decades. By offering treated water for home lawn irrigation, we can extend the water resources we have and help protect sensitive ecosystems in our area, such as the Everglades. You recycle paper. You recycle plastic. Now you can recycle water. When you use recycled water, you save money compared to using potable water for irrigation and you save our precious environmental resources, too.

Drawing too much water from the Biscayne results in saltwater intrusion. That’s where the ocean seeps into drinking water supplies making it unusable.

Check out our program at www.iCanWater.com. Or call us at 954.786.4637 and we’ll add you to our growing E-mail list for the program startup in June.

Our conservation programs – like OASIS – are designed to efficiently use all of our water resources. OASIS lets us

In December, the City of Pompano Beach Development Services Department invited residents, contractors, developers, business owners, builders or anyone involved in the development community to an open forum and feedback session on the building permitting process.

From Flood Damage This article is required by the Federal Emergency Management Agency (F.E.M.A.) to satisfy provisions in the Community Rating System (C.R.S.) for reduced costs for flood insurance. The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.

Flood Hazard Map

The City’s Engineering Department has prepared a Flood Criteria Map identifying flood zones for all properties in the city. The map it determines the flood hazard associated with any parcel in the City. The map is located in the Building Inspections Division at City Hall.

Flood Risk

Flood Insurance

Most homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualification to purchase flood insurance. We applied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

Property Protection

There are ways to minimize property losses from flood damage, including:

Although we have been fortunate for the past 30 years, Hurricane Andrew and the 17 inches of rain that fell from Hurricane Irene, reminds us of the possibility of flooding with every major storm.

• Move furniture and other household valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home.

Flood Warning System

• Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters.

The City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems, television, radio, telephone and on a door-to-door basis. Listen for instructions during times of flood risk.

Flood Safety

These are precautionary steps to consider before possible flooding: • Listen to radio or television for warnings. • Obey warning & evacuation instructions from disaster officials. • Know your evacuation zone & route. • Take your own essentials (food, toiletries, clothes, blankets, etc.). • Turn off the electricity and gas before leaving your home. • Bring a battery-operated flashlight. • Be careful at all times, particularly at night, & try to remain calm.

• Upgrading your property can include building flood walls or elevating a structure.

Development Permits

All development (new construction, additions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the South Florida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applications must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged due to flooding.

Stormwater Management

Stormwater is managed through a system of drainage canals maintained reg-

ularly by our Public Works Department and the Broward County Office of Environmental Services. Constant water flow through these canals, especially during heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to Public Works Department at 954-786-4060.

Natural Habitat

State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach no new structures are permitted seaward of the Coastal Construction Line without permission. Other restrictions prevent some wetland areas from development.

Rate Reductions

On June 11th, 1993, the City received a letter from F.E.M.A. commending our efforts to exceed minimum standards of the National Flood Insurance Program to meet the requirements for a Class 9 rating in the C.R.S. These actions earned Pompano Beach residents a five percent discount for N.F.I.P. policies issued or renewed on or after October 1st, 1993. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S.

Additional Information

We urge City residents to contact or visit the Building Inspections Division to determine the flood zone and flood elevation for their property. The library at the Building Inspections Division is available for your reference. Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida. The Pompano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plan management.
