City Creates
City rECEIVES $1 mILLION gRANT The City of Pompano Beach has been selected to receive a grant totaling almost $1 Million for Education Corridor Transit Related Improvements and a Transit Systems Study for Transportation, Community and System Preservation through the Florida Highway Administration. The exact award amount is $969,000. The Federal Highway Administration invited states, cities, tribal governments and local planning organizations to apply for federal funding from 12 grant programs. Nearly 1,500 requests poured in from every state, Puerto Rico and Washington, D.C. totaling approximately $2.5 billion. Grant funding was made available through enactment of the Surface Transportation Extension Act of 2012, Part II. The Education Corridor is a linear corridor that connects educational facilities in the cities of Coral Springs, Margate, Coconut Creek and Pompano Beach. The portion of the Education Corridor in the City of Pompano Beach is known as Martin Luther King, Jr. Boulevard/Hammondville Road. The grant will fund construction on Martin Luther King, Jr. Boulevard/Hammondville Road from Powerline Road to the Turnpike and will also fund a study to research transit opportunities along the Education Corridor in the cities of Pompano Beach, Margate, Coconut Creek and potentially the City of Coral Springs. The intent of the transit related improvements and the study are to provide greater mobility for area residents to local jobs and education opportunities. The intended result being more equitable and prosperous communities, a healthier cleaner environment and a more vibrant economy for this sector of the county. This project is an example of a City taking ownership of a county-wide redevelopment strategy and moving forward with implementation. The cities of Coconut Creek and Margate have already completed or broken ground on phases of the Education Corridor project. The Education Corridor is greater than the sum of its parts and partners. When fully implemented, the Corridor will benefit all of Broward County, economically,

Program On July 10th, the City Commission adopted an ordinance creating the City’s first public art program. The purpose of the program is to enhance urban design through the creation of commissioned works of art that create a sense of place and improve the aesthetic and cultural value for residents and visitors of Pompano Beach. The program will allocate two percent of the total capital improvement budget for a public art fund. That budget will be approximately $225,000 in fiscal year 2013. In the upcoming months, the City Commission will consider a resolution that will establish the composition and rules governing the Public Art Committee. This committee will be charged with promoting, encouraging and advocating for public art in the City and will make appropriate recommendations to the City Commission in matters related to implementation of the Public Art Ordinance. After the resolution is adopted, the City will encourage nominations for this newly formed committee. One of the first tasks of the Public Art Committee will be to create an Art in Public Places Master Plan, which will identify locations for public artworks, establish a priority order of location and art type, and identify potential themes, concepts or goals relating to the public art program.

The new Cultural Center will include; a 5,000 square foot multi-use, flexible space; 750 square foot exhibition gallery and a 2,500 square foot digital media center. The multi-use flexible space will be designed for live performances, dance, theater, film presentations, visual arts exhibitions, banquets and other special events. The main space will accommodate 400 people in theater configuration, 275 seated people at banquet tables or 500 people for standing-room events. The total cost for the Library/Cultural Center/Civic Campus is $18 million dollars and will be shared by Broward County, the City of Pompano Beach and the Community Redevelopment Agency (CRA). The breakdown of the funding sources are the Library, $7.2M, funded by Broward County; furnishings for Library $3M, funded by Broward County; Cultural Center on 2nd floor, $6M, ($3M funded

The Pompano Beach City Commission has approved moving forward with the schematic design of an approximately 20,000 square foot Cultural Center to be built on the second floor of the Broward County Public Library. The new two-story Library/Cultural Center will be designed in conjunction with the Master Plan for the Pompano Beach Civic Campus area South of Atlantic Boulevard between Dixie Highway and South Cypress Road, including the current site of City Hall. 8

Future cultural facilities in Downtown Pompano are also being planned including the second floor of the library project; the rehabilitation of the historic Hotel Bailey in the Old Pompano commercial district, and the rehabilitation and programming of the historic Ali Building on Martin Luther King, Jr. Blvd./Hammondville Road. The business plans for the Ali Building and Hotel Bailey are expected to be completed in August 2013. Construction of the Civic Campus and Library/Cultural Center is scheduled to commence in 2013 with completion anticipated in 2014.

Everywhere we look, people are taking their dogs along with them wherever they go. There are a lot of opinions about what is appropriate, but from the hardware store to the grocery store or just out for a ride, we love to bring the dog and the dog loves to go with us. Bringing along the dog is great, but please keep in mind some “DO’S” and “DONT’S” that will make your experience more enjoyable. DO find a great place to go and have fun together. Not every place is appropriate, but the recognition of this human animal bond has resulted in some great places where pets and owners can find enjoyment together. The City of Pompano Beach’s off leash dog park, Canine Corner, has been a huge success since it opened two years ago. DO have current rabies and ID tags on your dog. DO have a non-retractable leash with you at all times. Harbors Edge Park is another beautiful setting where dogs and owners can even get their feet wet on the Intracoastal beach. Pets must remain leashed at all times in this park. This park is shared with people exercising and kids playing so please DON’T leave your pet waste behind for others to step in. There are many other places you’ll find to exercise with your dog. Wherever you go, DO be aware of the posted rules
and be courteous of others using the facilities. DO be mindful of our intense summer temperatures. Mornings and evenings are the best times to exercise your dog. During the day, the heat can really affect your dog especially if it has a dark color coat. We have encountered many sad stories of people who mistakenly chose to exercise midday causing their dog to suffer heatstroke. Humans can sweat all over their body to transfer heat away, but a dog only transfers heat away through its nasal passages and mouth as it pants over its tongue. If you suspect your dog is overheated, get him into some cool water (not ice water) or run a hose over him to cool off. If you suspect heatstroke, get him to a veterinarian. Signs of heatstroke include: weakness/disorientation, rapid respiration, red gums, thick saliva and vomiting. With hot temperatures in mind, DON’T leave the dog in the car unattended even for a few minutes. We frequently respond to calls of a dog in a parked car at a store parking lot where the owner didn’t recognize how long they were inside the store. What was intended to be
a couple minutes turns out to be 30-45 minutes. Even with the windows left slightly open, a car can quickly turn into an oven. A car left in 90 degree heat can reach temperatures of over 150 degrees quickly. Leaving a dog in an unattended vehicle without adequate ventilation or shade is animal cruelty. Leaving the car running unattended is also against the law so it’s best to keep the dog at home when going shopping. Summer temperatures and tethering DON’T mix. It’s a very sad scene when an owner calls to report that someone poisoned his dog or it ate a toad. Upon arrival, we see a doghouse and water, but the dog is in direct sunlight because it’s tether is caught on something and it could not escape the sun or get to the water. It’s usually a shock to the owner when he realizes he caused his dog’s death. Finally, with our hurricane season still upon us, DO plan to include your dog, and other pets, in your hurricane plans. town’s schools for white students. In this issue, Pompano Beach’s education history continues by looking at the early development of the town’s African-American schools and educators. Until Blanche Ely High School opened in 1952, Pompano Beach’s AfricanAmerican students who sought a high school diploma had to enroll in a high school in Fort Lauderdale, Miami or some other town. The new high school was the result of many years of continuing community pressure and the strong will of Mrs. Blanche Ely. During the era of segregation, the myth was that the races were separated but were provided equal facilities. No one believed it. Almost without exception, black students were given inferior buildings and instructional materials. Black educators were generally paid less than were their white counterparts and had more students in their classrooms. Exactly when formal education began in Pompano’s black community is open to debate.

that there were regular classes by 1915, but clearly by the 1920s, there was a formal school for black students in Pompano. According to long-time Pompano Beach resident Mercerlene Alexander Rutledge, the first school serving Pompano’s African-Americans was a two room, wooden building located in the 400 block of Hammondville Road. When this structure was destroyed in the 1926 hurricane, classes were held in Psalters Temple A.M.E. Church, located less than a block away. Unfortunately, the church was heavily damaged two years later by another hurricane. Despite the discrimination and misfortune Pompano’s black students had to face, the 1920s brought at least one fortunate change. In 1923 a young teacher came to Pompano. Born in the small central Florida town of Reddick in 1904, she would later graduate from Florida A & M College. Blanche General Ely was a woman who was not given to deep self-doubts. She saw her role as more expansive than being an academic instructor, although she did not shirk that duty. Rather, she felt that she had to use her talents to provide children in her community the tools they would need to make it in a world in which many forces were at work to insure their failure. Hers was a 24 hours-a-day, 365 days-a-year calling. Any number of her former students still recall that if Mrs. Ely caught you doing something you shouldn’t be doing, anywhere in town, it didn’t matter if school was in session or not -- punishment would follow. Although Blanche Ely differed with Booker T. Washington in some areas, she closely followed Washington’s philosophy of making the best of a bad situation and that

You may qualify for Hardest-Hit Program Financial Assistance The City of Pompano Beach Office of Housing and Urban Improvement is working with the State of Florida to help pay the mortgages of qualified homeowners who are unemployed or underemployed through no fault of their own. The Florida Hardest-Hit Fund Program aims to assist qualified Florida homeowners by providing mortgage assistance for up to 12 months or until the homeowner finds adequate employment to resume paying the mortgage with up to $18,000 available to reinstate a delinquent first mortgage prior to payments being made. Additionally, for a homeowner who is recovering from unemployment/underemployment, up to $25,000 is available as a one-time payment to reinstate a delinquent first mortgage. Progress in Pompano 1 - Golf Course Groundbreaking: On a warm day in April, a groundbreaking ceremony was held for the new Greg Norman Pines Signature Golf Course. Greg Norman was in attendance and spoke about how special it was for him to design his first municipal golf course. With an architectural rendering of the new Greg Norman design Pines course on an easel next to the podium during the event, Mayor Lamar Fisher handed Mr. Norman a marker and asked him to sign his name to his “signature” course. Greg was happy to oblige and the signed rendering is now on display in City Hall.
2 - MLK, Jr. Blvd Groundbreaking: The Pompano Beach Community Rede-
velopment Agency broke ground in the Northwest CRA District. The development will be a new retail shopping center, and is the first in a series of groundbreaking events scheduled in the Northwest CRA throughout 2012-2013. The 731 retail development, located at 731 Hammondville Road/MLK, Jr. Boulevard, is a 4,000 square foot retail shopping area with plans for project completion in the spring of 2013. The ceremony and celebration was kicked off by Mayor Lamar Fisher and District 4 Commissioner Woodrow Poitier. The project exemplifies the City of Pompano Beach’s dedication to preserving the past and building the future. The CRA is currently accepting inquiries from potential tenants and encourages business owners and future entrepreneurs who are interested to call 954.786.7841.

1 - Brotherhood Ride 2012: Honoring Firefighter Bill Elliott

Five years ago, a group of firefighters established the Brotherhood Ride to honor firefighters and police officers killed in the line of duty. The group rides their bicycles through the city or jurisdiction of the individual killed in the line of duty, stopping along the way to honor each fallen hero. The Brotherhood Ride 2012 was dedicated to eleven fallen heroes of Florida who died in the line of duty. They rode through the State of Florida in eight days, covering over 550 miles. Our own Pompano Beach Firefighter Adam Mysiuk participated in the 550+ mile ride honoring fallen firefighter Bill Elliott. Once the group of riders arrived in Pompano Beach, a number of our very own Fire Department personnel took part in the Brotherhood Ride by riding along on bicycles with the procession from Pompano Beach Fire Station 24 to Pompano Beach Fire Station 61- where Bill Elliott worked and fell in the line of duty. Since founded, the Brotherhood Ride has been able to raise and donate over $118,000 for the families of public safety officials who died in the line of duty. 2 - Memorial Day: Men, women and children
thoughout the community gathered together to honor the men and women who died while serving in the U.S. military. Memorial Day in Pompano Beach began at Westview Cemetary and continuted to Pompano Beach Cemetery where a parade marched into the cemetery with a ceremony to follow.
3 - 4th of July - 2012: Pompano Beach’s Most Explosive Facebook Event! The City of Pompano Beach held it’s first time ever 4th of July Beach Bash and Fireworks Extravaganza. The new Beach Bash was a jam packed day of events which included a watermelon eating contest, relay races, arts and crafts projects, airbrush and glitter tattoos, bounce houses, a sand castle artist and live entertainment leading into the night! If the City’s Facebook fan page is any indication of the success of the Beach Bash, next year’s 4th of July is sure to be even more spectacular. - Free Tree Give-Away: Another year of successfully finding adopted homes for thousands of trees - 3,425 to be exact! If you haven’t heard by now, every year the City of Pompano Beach hosts a Free Tree Give-Away at the City’s Nursery. Each tree that is given away is started by seed, nurtured into trees then offered to Pompano Beach residents once they reach a healthy height of 2-6 feet.

5 - National Day of Prayer: Mayor Lamar Fisher, local clergy and residents joined together outside City Hall in May, to partake in National Day of Prayer. National Day of Prayer is an observance day held annually on the first Thursday in May welcoming individuals of all faiths to pray for our nation.
6 - Student Government Day: In April, students from Pompano Beach High School and Blanche Ely High School were selected to participate in Pompano Beach’s Annual Student Government Day. The students are paired up with the Mayor, Vice Mayor, Commissioners and City Department head staff members where they learn about their counterparts daily duties and responsibilities.

After getting a crash course in local government from their counterparts, the students participated in a one-hour mock commission meeting where they discussed possibilities on how to implement dog park fees with the City’s Canine Corner Dog Park.
7 - Volunteer Luncheon: Margaret White is presented with the 2012 Nick Creola Hero’s in the Community Award. This award is presented annually to a deserving volunteer in our community at the City’s Volunteer Luncheon.

certification is provided through the United States Lifesaving Association. Ocean-Rescue Lifeguards receive extensive training with Pompano Beach Fire-Rescue. Our Ocean Lifeguards also have extensive knowledge of the ocean and beach environment and are always happy to answer questions from the public.

Hours of Operation: The public beach is open 365 days a year. Swimming areas guarded seven days a week 9:00 am - 4:45 pm. During day light savings the guards extend their coverage until 6:45 pm.
Restroom facilities, showers, picnic shelters and tables, barbecue grills and children’s playground are located on the beach.
The Municipal Pier, 222 N. Pompano Beach Boulevard is open 24 hours a day. Food and beverages can be purchased at the Pier.
The public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. The beach chairs are available seven days a week on a first-come, first-served basis. For more information, go to Lifeguard Headquarters (10 N. Pompano Beach Blvd.) or ask any lifeguard.

Pompano Beach Ocean-Rescue is part of the Pompano Beach FireRescue Department. The beach patrol consists of 17 full-time and 25 parttime highly trained men and women who protect swimmers along 0.8 miles of beach. All of our Ocean Lifeguards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. J Special Considerations
Boogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are mandatory.
Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13 th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference.
Boat and jet ski launching is available at Alsdorf Park on NE 14 th Street Causeway and the Intracoastal Waterway. A playground picnic area is also available at this site.

Jr. Lifeguard Competition On Sunday, July 8th, the Pompano Beach Junior Lifeguards competed in the 2nd Annual Florida State Junior Championships. The Ft. Lauderdale Beach Patrol hosted the event. Over 300 juniors from around the state competed in the lifesaving events. Junior Lifeguards from the ages 9-17 had to do everything from swimming, running, paddling and work as a team in some of the events that were relays. Team Pompano brought 60 competitors to this event, with nearly 50 placing in the top five and 35 juniors in the top three. In the distance swim, Pompano had a clean sweep in the B Division ages 12-13. The first 6 swimmers were Team Pompano with one swimmer being a female competitor. One of the most popular events, the distance paddle, was won by last year’s winner and reigning State Champion Konnor Katzmark, who is in the A Division ages 14-17. This involves starting on the shoreline and paddling on a foam board around three orange buoys totaling a distance of 800 meters. With all the hard work and dedication in the summer sessions, Team Pompano achieved the highest points in this year’s competition earning them 1st place and State Champions.

Pompano’s Municipal Golf Course consists of two 18-hole championship courses; The Palms and The Pines. Surrounded by beautiful woodlands, these are the closest championship golf courses to the beach conveniently located on N. Fed. Hwy (US1) 10 blocks north of Atlantic Blvd.
The modern Clubhouse, Pro Shop, Golf Course Restaurant and Lounge are open to the public as well as members and their guests. Galuppi’s On The Green Restaurant and Lounge offers a wide variety of food and beverages both on the course and at the restaurant and lounge.
An instructional program directed by Bob Loring, PGA Golf Professional, is structured to meet the needs of first time and advanced golfers.
A ground breaking ceremony for the redesign of the Pines Course was held on April 26th, 2012. Greg Norman chose this site for his first municipal golf course redesign. The new course is scheduled to open in November 2012.

Flood Damage This article is required by the Federal Emergency Management Agency (F.E.M.A.) to satisfy provisions in the Community Rating System (C.R.S.) for reduced costs for flood insurance.The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.
Flood Hazard Map The City’s Engineering Department has enhanced FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The map depicts the flood hazard associated with any parcel in the City. The map is located in the Building Inspections Division at City Hall and is available in electronic GIS format.
Flood Risk Although we have been relatively fortunate for many years, the recent flooding on Halloween 2011 reminds us of the possibility of a flooding event without a major storm or hurricane.
Flood Warning System The City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems, television, radio, telephone and on a door-to-door basis. Listen for instructions during times of flood risk.
Flood Safety These are precautionary steps consider before possible flooding: • Listen to radio or television for warnings. • Obey warning and evacuation instructions from disaster officials. • Know your evacuation zone and route. • Take your own essentials (food, toiletries, clothes, blankets, etc.). • Turn off the electricity and gas before leaving your home. • Bring a battery-operated flashlight. • Be careful at all times, particularly at night, and try to remain calm.

Protect Your Home and Property
Flood Insurance Most homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualification to purchase flood insurance. We applied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

There are ways to minimize property losses from flood damage, including:

• Move furniture and other household valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home. • Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters. • Upgrading your property can include building flood walls, elevating a structure or raising the floor.
Development Permits All development (new construction, additions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the Florida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applications must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged due to flooding.
Stormwater Management Stormwater is managed through a system of pipes and drainage canals maintained regularly by our Public Works and Utilities Departments. The Broward County Office of Environmental Services and South Florida Water Management District. Constant water flow through these canals, especially during
Rate Reductions On June 11th, 1993, F.E.M.A. awarded the City with a Class 9 rating in the C.R.S. This rating earned Pompano Beach residents a five percent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S. In July 2012, F.E.M.A. awarded the City a class 7 rating so flood insurance policy holders in special flood hazard areas in the City will now receive a 15% discount on their insurance premiums.
Additional Information We urge City residents to contact or visit the Building Inspections Division to determine the flood zone and flood elevation for their property. The library at the Building Inspections Division is available for your reference. Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida. The Pompano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plain management.
