B In the late 1940s, Mr. H. J. McDonald of New York was delivering a large boat to Mr. E. W. Beye of Pompano Beach. The two men had a hard time finding dock space for the boat, and finally had to settle for a spot in Fort Lauderdale. They discussed their problem and agreed to work together to develop a boating

facility in Pompano Beach. They located a strip of land on the east side of the Intracoastal, just north of the Atlantic Boulevard bridge (which at that time was still the old hand-cranked turn bridge). Construction followed, and in 1950 the Pompano Beach Yacht Basin and the Sands Yachtel opened with 40 docking spaces, a 12 unit motel and a shopping center that catered to both visiting sailors and local residents. One of the earlier modern hotels on the beach, the Sea Garden, opened on January 13, 1951. Designed by Miami architect Carlos B. Schoeppl, the new hotel opened with ceremonies that attracted

In 1956, the Oceanside Shopping Center opened on the northwest corner of Atlantic Boulevard and Highway A1A. The complex was developed by James B. Kirby, inventor of the Kirby vacuum cleaner and a winter resident of Pompano Beach, and included a grocery store, restaurants, and a variety of retail shops. A major problem inhibiting the beach area’s continued growth was the antiquated Atlantic Boulevard bridge that connected it to the mainland. The swing-span bridge dated back to the early part of the twentieth century and had to be manually opened to allow all but the smallest boats through. As the 1950s progressed the bridge often failed, causing those who

These and other large residential towers greatly increased the population living on the beach, but also put severe strains on the roads and bridges. Almost unnoticed, a slow deterioration began to take place. The condominium building boom that began in the late 1960s had increased the area’s population, but commercial develop-

In an attempt to revitalize the beach area, the City of Pompano Beach created the East Community Redevelopment Agency in 2001, encompassing a compact area of 158 acres running on either side of Atlantic Boulevard from just west of Federal Highway to the beach. The new redevelopment proposals won the support in both City Hall and on the beach. Although this redevelopment process remains on-going, much progress has been made and it promises to revitalize Pompano’s beach.

The Barefoot Mailman | By

For much of the nineteenth century, South Florida’s isolation made communication with other parts of the nation a difficult task, and local mail delivery was almost non-existent. With no direct roadways between Palm Beach and Miami, mail was sent on a circuitous route that meant months might pass before the recipient received a letter. However, by the 1880s, more settlers had moved to the area and began to demand a dependable local mail service. In response the Post Office created an ingenious if somewhat short-lived mail delivery system that we know today as the route of the Barefoot Mailman. Officially called a “Star Route” because the carriers were contract workers rather than postal employees, the route was established

in 1885 to carry the mail between Lake Worth and Biscayne Bay. Since there was no roadway connecting these two points, the mailmen walked the beach, visiting the scattered homesteads and a few government facilities along the coast. Along the approximately 68-mile route (the beginning and ending points changed from time to time), the carriers encountered a number of waterways, such as the Hillsboro Inlet, that required them to row or be ferried across. In addition to delivering the mail the mailmen would, from time to time, serve as paid guides for travelers willing to accompany them on their walk. Typically, the route from Palm Beach to Miami and back took six days, with overnight stops in what is now Delray Beach and Fort Lauderdale at the local Houses of Refuge, which were government facilities established to rescue shipwrecked sailors. After reaching and spending a night in Miami, the route back to Palm Beach was retraced. It was an arduous journey, and it is not surprising that the few mailmen lasted for more than a year, and most had a substitute who could take over now and then. The mailmen were subject to the heat, inclement weather, wild animals and loneliness. Although there were doubtlessly many injuries suf-

fered along the route, only one of the barefoot mailmen lost his life while on duty -- James Edward Hamilton disappeared trying to cross the Hillsboro Inlet in 1887. His body was never recovered. The end for the barefoot mailmen came in 1892 when the Dade County government authorized the construction of a rock road from Lantana to Lemon City (part of today’s Miami). The Post Office shifted the route away from the beach to a new stagecoach line that carried passengers and freight on the new roadway. Thus ended a unique part of South Florida’s history and one that was little known outside of this area until Theodore Pratt published his novel The Barefoot Mailman in 1943, giving the pioneer beach walkers world-wide fame.

To pay tribute and immortalize the brave US Barefoot Mailman Carriers, the City of Pompano Beach has hired an artist to construct a Barefoot Mailman Sculpture which will be located at the Hillsboro Inlet Bridge on top of a supporting 20’-9” tall pedestal, located just south and on the opposite side (west) of the bridge tender house that controls the opening and closing of the bridge.

Indian Mound Makes National Register of Historic Places The City of Pompano Beach is proud to announce that the Indian Mound, located within the Pompano Beach Indian Mound Park at 1232 Hibiscus Avenue, has been officially listed on the National Register of Historic Places, which recognizes its significance as a prehistoric site. This unique distinction was awarded to the site after being proposed by the City and approved by the State Historic Preservation Office and the United States Department of the Interior National Park Service. Michele Williams, Director of the Southeast Region of the Florida Public Archaeology Network at Florida Atlantic University assisted the City with the preparation of the National Register of Historic Places Nomination proposal for the Indian Mound.

The Indian Mound, which was placed on the Pompano Beach Local Register of Historic Places in 2010, is a prehistoric sand burial mound that was used by the Tequesta and their ancestors dating as far back as 500 AD. The Pompano Beach Mound is the only known Indian Mound in Broward County and has been of interest to archeologists for over 85 years. In 1926, the City of Pompano Beach created the park to protect the Indian Mound and its contents. The Indian Mound Park is open to the public and

has no fee to visit. To preserve this unique site, excavation of any type is strictly prohibited. The Sample-McDougald House is the only other site in Pompano Beach to receive this honor.

Canine Corner, the City’s popular off leash dog park, has been expanded and improved! An interior fence has been installed in the large dog area in an effort to keep the park open during the rainy season. Occasionally heavy downpours will cause standing water in the park’s interior until it can be absorbed back into the ground. Since we cannot eliminate this necessary storm water drainage area, we can now close it off allowing the dry area in the large dog section to remain open.

Additionally, a new large dog area has been constructed at the north end of the park to provide relief to the well-used existing large dog area. With two large dog areas, we can now alternate their use, allowing the grass areas to rest and re-nourish providing a better maintained park. The new large dog area includes benches, a concrete sidewalk and pet fountain. In addition, the entry/exit to the park was modified to enhance dog safety by providing further separation between dogs entering and exiting the park. We are continually striving to make Canine Corner the best dog park in the area. In an effort to make the park even safer and more enjoyable, Canine Corner will soon be open to member patrons only. Anyone who desires to use the park will need to visit the Parks and Recreation Department to register for membership. Once registered, a mem-

ber will receive a Key Fob which will allow access into the park. A registration form will be filled out listing each dog to be permitted and each registered member will be provided a copy of the dog park rules to which they agree to abide by. Adult family members residing in the same household may be authorized on the same membership. For 6 and 12 month memberships, a photo of the dog will be required. If you are unable to provide a photo at the initial registration, our Animal Control Officer will coordinate a visit within two weeks of registration to take the photograph. The goal of these measures is to provide everyone greater enjoyment of the park. This registration process will better ensure dogs are safe to be around one another and the dog owner is aware and accountable to follow park rules.

The City of Pompano Beach will be hosting its second annual low cost Rabies Vaccination Clinic at the Canine Corner Dog Park. The event is scheduled for Saturday, December 6th from 9:00 a.m. until 2:00 p.m. Broward County Animal Care and Adoption will be vaccinating and registering pets. Rabies vaccinations will be available for $25 for sterilized (spay/neuter/fix) pets and $35 for non-sterilized pets. Only cash will be accepted and the registration and tag is included. The option of microchipping your pet will also be available for $15. Last year, 243 pets were vaccinated. There will also be information on hand for obtaining low cost spay / neuter services for your pets. Broward County offers a $10 spay or neuter service through the SPOT (Stop Pet Overpopulation Together) Program. The SPOT Program provides access to more than 35 participating animal clinics for low cost spay and neutering services. Broward County residents, who meet federal income eligibility requirements, can arrange to have the family pet sterilized for a low $10 co-pay. If your pet is a bully breed, the co-pay is sponsored through a special fund set aside to provide free services for pits and other bully breeds. Citizen of the Year The Citizen of the Year Award was established in 2007 to acknowledge the exemplary service of individual citizens. The Citizen of the Year is voted upon by the entire City Commission. These citizens offer support, time and financial resources to assist and ask nothing in return. They give of themselves year after year. These citizens are valuable assets and the foundation of our community. This year’s Citizen of the Year recipient is Thomas “Tommy” DiGiorgio, Jr..

Mr. DiGiorgio volunteers to serve on several civic and government agencies, including Chairman of the Pompano Beach Economic Development Council, Chair of the Pompano Beach Tourism Committee, Co-Chair of the Mayor’s Stimulus Task Force, Contractors Workshop Committee Member, Industrial Development Board Member, Revolving Loan Fund Committee Member, City Branding Committee Member and more. Additionally, Tommy DiGiorgio makes time to coach Pompano Beach youth sports including baseball and soccer. Thomas DiGiorgio, Jr.’s name has been added to the proud list of Citizen of the Year recipients located on the plaque displayed in the lobby of the City Commission Chambers.

Pompano is Making a Big Splash A school of pompano will be coming your way soon! The City is paying 12 artists to creatively transform 12 five foot tall molded Pompano fish. The design of the fish is an enlarged and stylized Pompano fish jumping out of the ground/or water. The Painted Pompano Series is the first project initiated by the City’s newly formed Public Art Committee. The committee is starting their program with The Painted Pompano Series that will make an immediate colorful impact along one of the City’s most prominent corridors.

Bailey Contemporary Arts Bailey Contemporary Arts (BaCA) is now open! BaCA is located at 41 NE 1st Street, one block north of Atlantic Boulevard between Flagler Avenue and NE 1st Avenue. The Community Redevelopment Agency restored this historic building using many of the original interior and façade treatments to provide eight independent artist studios, gallery space and space for art and performance education. Some of the BaCA events including the Lyrics Lab, Paint and Sip and the Med Film Series have solidified this venue as a core location for the arts in Pompano Beach. Be sure to stop by and enjoy the art in the BaCA galleries Monday through Friday from 10:00 a.m. to 6:00 p.m. or visit www.bacapompano. org for a full calendar of events.

Historic Trolley Tours The Pompano Beach Historical Society will continue its trolley tours of historic sites in Pompano Beach with upcoming tours on November 8 th and January 10 th. The two-hour narrated tours will include not only such familiar landmarks as the Sample-McDougald House, the historic downtown and the Hillsboro Lighthouse, but also a number of hidden historic sites. The tours will begin at 10:00 a.m. at Founders Park which is located at 217 NE 4 th Avenue. Founders Park contains a number of historic

structures, including the Historical Society’s restored Kester Cottages. The cottages will be open to the public prior to the tour, beginning at 9:00 a.m. Tickets for the tour are limited and are $15.00 per person. Pickle What? Pickleball! The City of Pompano Beach Parks and Recreation Department invites you to take part in a lively racket game for all ages and abilities called pickleball! The newly constructed pickleball courts at Community Park next to the basketball courts are open and ready for everyone to come out and play this fast growing sport. Pickleball is a net game that incorporates tennis, badminton, ping pong and racquetball. It is played on a badminton-sized court with special pickleball paddles, made of wood or high-tech aerospace materials. The ball used is similar to a wiffle ball, but slightly smaller. The lower net and wiffle ball allow the game to be accessible to people of all ages and abilities, while still allowing more competitive players to test their skills. It was designed to be easy to learn and play whether you’re five, eighty-five or somewhere in between. It is a fun sport that has picked up a lot of popularity in recent years. Pompano Beach Cemetery Did you know the Pompano Beach Cemetery, located off Atlantic Boulevard and Federal Highway at 400 SE 23rd Avenue, is owned, maintained and operated by the City of Pompano Beach? Founded in the early 1900’s, Pompano Beach Cemetery is one of the oldest cemeteries in Broward County and has an extensive history. The cemetery land was donated by American industrialist and founder Henry Flagler. Veterans dating back to the American Civil War are buried at the cemetery. Memorial celebrations are held every year remembering those who sacrificed their lives for our country. The first dry cleaner in the African American community, Moss Alexander, is buried in the “Black Pioneer” section of the cemetery. On November 13, 1965, the cruise ship Yarmouth Castle sank off the coast of the Bahamas killing 91 people. A memorial was dedicated in the Pompano Beach Cemetery and a bronze plaque on a stone pedestal lists the names of the 91 people who died. The Pompano Beach Cemetery is open to anyone who wishes to choose it as their resting place. There are full size plots, an in-ground cremation area and an above ground columbarium for cremations. Multi-child Discounts

Multi-family discounts will be applied to all city-sponsored youth programs. The first child will pay the full program fee. All other children residing in the same household will receive a 10% discount on their program fee. Siblings must be registered in the same program to receive the discount.

Refund Policy

Full refunds will only be made for programs/classes cancelled by the Parks, Recreation & Cultural Arts Department. If you request a refund due to a personal reason, a $15.00 processing fee will be deducted from the program/class fee paid. Registration and application fees are nonrefundable.

A yearly registration fee is charged for all adult programs held at all Centers. Registration Fee valid from Oct 1st- Sep 30th. Beach Hours of Operation North Pompano Beach Boulevard & Atlantic Boulevard The public beach is open 365 days a year. Swimming areas guarded 7 days a week 9 a.m - 4:45 p.m. During day light savings the guards extend their coverage until 6:45 p.m (early March to early September). Restroom facilities, showers, picnic shelter and tables, barbecue grills, beach wheelchairs, and children’s playground are located on the beach. The Municipal Pier, 222 N. Pompano Beach Boulevard, is open 24 hours a day. Food and beverages can be purchased at the Pier Concession. The public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. The beach chairs are available seven days a week on a first-come, first-served basis. For more information go to Ocean Rescue Headquarters (50 N. Pompano Beach Blvd.) or ask any lifeguard. Ocean Rescue Pompano Beach Ocean Rescue is a division of Pompano Beach Fire Rescue. The beach patrol consists of 17 full-time and 35 part-time highly trained men and women who protect swimmers along 1,200 yards of beach. All of our ocean lifeguards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. Ocean Rescue lifeguards receive additional training with Pompano Beach Fire Rescue. Our ocean lifeguards also have extensive knowledge of the ocean and beach environment and are always happy to answer questions from the public. Special Considerations Boogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are mandatory. Stand up paddleboards have been interpreted to be the same as surfboards if inside the vessel exclusion buoys. Launching for stand up paddleboards is north of Lifeguard Tower 6 located on the north side of the municipal pier or south of Lifeguard Tower 3 located at the eastern Atlantic Avenue terminus. No craft shall be operated at a distance closer than 100

yards (300 feet) of the municipal pier. Stand up paddleboarders outside the vessel exclusion buoys are required to wear a life vest Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference. Boat and Jet Ski launching is available at Alsdorf Park on NE 14th Street Causeway and the Intracoastal Waterway. A playground and picnic area is also available at this site. Beach Picnic Pavilions, Sand Volleyball and Soccer Courts Pavilions and Courts are available on a first-come, first-served basis; however, to rent either one for a special activity, an application must be made at the Emma Lou Olson Civic Center. Flood Damage This article is required by the Federal Emergency Management Agency (F.E.M.A.) to satisfy provisions in the Community Rating System (C.R.S.) for reduced costs for flood insurance. The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.

Flood Hazard Map

The City’s Engineering Department has enhanced FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The FEMA Flood Hazard Areas found within the City limits include Zone X, Zone AE, Zone AH, and Zone VE. The map depicts the flood hazard associated with any parcel in the City. A Summarized flood zones map is located in the Building Inspec- tions Division at City Hall and is available in electronic GIS format.

Flood Risk

Although we have been relatively fortunate for many years, the recent flooding on Halloween 2011 reminds us of the possibility of a flooding event without a major storm or hurricane. The risk of flooding within the City of Pompano Beach can increase by the presence of higher water levels within the Atlantic Ocean and the Intracoastal Waterway due to storm surge In general, property located east of State Road A1A within the City has been designated as a coastal zone which encounters greater flooding risk due to waves and storm surge during a significant storm event.

Flood Warning System

The City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems such as the City’s website, CODE RED, television channel 78, telephone, and on a door-to-door basis. Listen for instructions during times of flood risk.

Flood Safety

These are precautionary steps to consider before possible flooding: • Listen to radio or television for warnings. • Obey warning and evacuation instructions from disaster officials. • Know your evacuation zone and route. • Take your own essentials (food, toiletries, clothes, blankets, etc.). • Turn off the electricity and gas before leaving your home. • Bring a battery-operated flashlight. • Be careful at all times, particularly at night, and try to remain calm. • Do not drive through flooded roadways • Do not walk through flowing waters • Stay away from electrical wires

Flood Insurance

Most homeowners’ insurance policies do not cover property losses due to flood waters. To

insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualification to purchase flood insurance. Flood insurance typically covers the building structure but not the contents so verify your coverage for contents under your homeowner’s insurance. Please note that there is a 30-day waiting period after purchase before NFIP flood insurance coverage takes effect. We applied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

Property Protection

There are ways to minimize property losses from flood damage, including: • Move furniture and other household valu ables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home. • Place sandbags in strategic places around your property prior to flood status. When sand- bags are placed correctly at proper locations, they can slow up and divert flood waters. • Upgrading your property can include regarding your property to provide for on site storage of stormwater runoff, installing an earthen berm along the perimeter, ret rofitting the existing structure to be flood proofed, or elevating the existing structure to raise the finish floor elevation.

Development Permits

All development (new construction, additions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the Florida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applications must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged. Before building on, altering, regarding, or replacing fill on your property, always check with the Building Division on any permit requirements. A permit may be required to ensure that the construction does not negatively impact adjacent properties. If an ongoing construction project within a City does not have a posted permit sign, please contact the City’s Building Division to report the possible violation.

Stormwater Management

Stormwater is managed through a system of pipes and drainage canals maintained regularly by our Public Works and Utilities Departments. The Broward County Office of Environmental Services and South Florida Water Management District. Constant water flow through these canals, especially during heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to Public Works Department at 954.786.4060.

Natural Habitat

Natural areas of the City provide a beneficial function by the reducing the potential severity of flooding. These natural areas typically the collect and retain stormwater runoff during rainfall events and allow for the infiltration of stormwater into the natural ground surface, which can reduce the flooding levels within the developed areas of the City. These natural areas also enhance the water quality of stormwater runoff by allowing suspended sediments and nutrients to settle during the retention period. State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach, no new structures are permitted seaward of the Coastal Construction Line without permission. Other restrictions protect some wetland areas from development.

Rate Reductions

On June 11th, 1993, F.E.M.A. awarded the City with a Class 9 rating in the C.R.S. This rating earned Pompano Beach residents a five percent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S. In July 2012, F.E.M.A. awarded the City a class 7 rating so flood insurance policy holders in special flood hazard areas in the City now receive a 15% discount on their insurance premiums.
