Breakdown 2011 By Brian Donovan, Assistant to the City Manager

The City Manager and his staff recently presented the Fiscal Year 2011 Recommended Budget to the City Commission. The budget totaled $213,090,640, which is a little over $2 million less than last year’s adopted budget. The Recommended Budget provides for a tax rate of $4.91 per every $1,000 of your property’s assessed value. Although the tax rate is 5.17% higher than last fiscal year, it is still below what is allowed by the State of Florida. Despite the rate adjustment, the City will be collecting less property taxes compared to the previous fiscal year. So what does this mean for you? As with most taxes, there is no simple answer. It depends when you purchased your property and how it is classified (Homestead, Commercial, etc.). Let’s take a look at several examples using a property with an assessed value of $200,000.

Example #1 If your property is Homesteaded and you purchased your property within the past five years, then you could see a decrease in taxes. In this example, the value of your home is coming more in line with the market and you could see

your value decrease up to 15%, which means you will pay about $110 less in taxes to the City next year.

Example #2 If your property is Homesteaded and you purchased it a long time ago, then there is a chance you could see your assessed value increase by up to 2.7%. In this example, the assessed value is still below market so the assessed value will increase. Since the value increases, you could expect to see up to a $75 increase in taxes.

Example #3 If your property is Non-Homesteaded such as commercial or a second home, then you could expect to see your assessed value decrease by up to 26%, which was the median decline for last year. In this example, you will pay about $210 less in taxes to the City for next year. It is important to note that when you receive your property tax bill in the mail, Pompano Beach is only a portion of that bill. In fact, only $0.20 of every dollar paid in taxes goes to the City; most of it goes to the School Board and Broward County. Some additional monies may go towards the Hospital District, South Florida Water Management District and other smaller taxing districts.

These homes are predominantly located in the Cresthaven and Pompano Highlands neighborhoods, which have the highest foreclosure rate in the City of Pompano Beach of over 12%. The houses will be sold from $90,000 to $170,000 and have two to four bedrooms. Some of the houses have new construction and others have pools! The City of Pompano Beach does not profit from the sale of the homes. The City will recycle the money from the sales of the homes and put it back into NSP housing programs.

To be eligible to buy one of these beautiful homes, you have to qualify. Some of the restrictions provide that you cannot currently own property, must be an American citizen and make no more than 120% of the median Broward County household income. After taking steps to ensure that your property is in compliance with all previously issued Code violations, you can complete the Code Enforcement Lien Amnesty Program Participation Agreement, which is also found on the City’s website. Submit this form to the Special Magistrate Clerk who will arrange an inspection of your property to confirm compliance. To create a source for this economic development information, City staff has started implementing a number of initiatives, which include providing a searchable Business Tax Receipt (BTR) Database for residents, business owners, developers or anyone seeking information about Pompano Beach’s economy and business environment. This convenient resource is available online and currently includes information such as business name, address, phone number and account number. To access this database, please visit mypompanobeach.org, click on the “departments” tab, and select “Business Tax Receipt.”

A BTR, formerly known as an Occupational License, is required to conduct business in the City of Pompano Beach. A BTR is issued if the business is in a district that allows the proposed use and if the applicant has paid the applicable business taxes. In some cases, if a business performs several functions, it may be necessary to acquire more than one BTR. For more information, call the BTR Office 954-786-4633 or 954-786-4668. During the 2011 BTR renewal period, the BTR office is inputting information collected through the BTR approval process into the City’s computer system. This information will be made available on the City’s website. To further aid our City’s businesses, the City will be making credit card payment options available for those businesses renewing a BTR. This will allow many businesses to renew online, which will facilitate BTR processing and reduce unnecessary trips to City Hall. At the recommendation of the Task Force, the Development Services Department has also hired four permit expeditors who are charged with shepherding businesses, developers and residents through the City permitting process. These efforts are just a few of the initiatives the City of Pompano Beach is undertaking to help create momentum in the City’s economy and implement the recommendations of the Mayor’s Stimulus Task Force.

The Mayor’s Stimulus Task Force recognized the complexities of determining how an economy, and efforts to stimulate that economy, are performing without the information to track and measure progress. Information such as the type and size of businesses and the number of employees is of great value to understanding the type and extent of economic development in our City.

The BTR webpage includes a link entitled “Click2gov Business Tax Receipt Database.”

In an effort to help stimulate the business economy in the City of Pompano Beach, the Mayor’s Stimulus Task Force was formed in October of 2009 and completed its work in December 2009. The Task Force was chaired by Mayor Lamar Fisher and included two representatives each from the Economic Development Council, Northwest Community Redevelopment Agency, East Community Redevelopment Agency, Chamber of Commerce and two at-large appointees. The Mayor’s Stimulus Task Force has recommended several strategies to form the foundation of a long term strategic plan for the City’s economic development efforts.

Kester’s Peppercrates By Dan Hobby, Pompano Beach Historical Society

You won’t find a listing for “Kester Cottage” in a dictionary or encyclopedia, and if you “Google” the term, you will find only a handful of relevant sites, most with little historical information. Still, if you’ve been in Pompano Beach for any time, you’ve probably heard some mention of a Kester Cottage. But what is it?

The name derives from one William Kester, a wealthy businessman who retired to Florida in the years following the First World War for health reasons and to indulge in his favorite leisure-time pursuits: golf and fishing. He lived first in Miami and then Fort Lauderdale before moving to Pompano in 1923, supposedly to be closer to the abundant game fish found off the Hillsboro Inlet. Kester may have been retired, but his wealth and business prowess soon led him to get involved in the local economy. This was the period

of the Florida Land Boom, when everyone thought land purchases would bring riches. Kester was already rich, but he soon purchased a considerable amount of land, including acres of beachfront property. In 1927, he was elected to the Pompano City Commission, a position he held for just a single term -- he preferred being the boss rather than one of several commissioners. When the Great Depression came, Kester sought to stimulate the local economy. He built a cigar factory to employ local residents and bought the defunct Bank of Pompano building and established the Farmers Bank of Pompano. In the mid-1930’s, Kester had another idea to help pick things up in Pompano. He decided that what the local economy needed was an infusion of money from tourists. Up to this point, Pompano had very few

visitors who were not coming to town to visit friends and relatives, usually staying in the homes of locals. With plenty of beachfront property stretching along Highway A1A from Atlantic Boulevard north, he had the ideal location to attract out-of-towners. In 1937, he began construction of several dozen small wood-frame cottages on the west side of A1A. Although there were some minor variations, the structures contained a living room, kitchen, two bedrooms, a bathroom and a small front porch. Local residents were hired to construct and finish the cottages. Kester’s beachfront cottages proved to be an instant success; so much so that he began building more, almost immediately, including a number of larger, two-story houses at the northern end of his property. The relatively inexpensive, easyto-build, yet sturdy structures were

Kester was quoted in the Pompano Beach Town News regarding the fate of the cottages he often referred to as “peppercrates”: “All the ‘up-to-date jerks’ want me to get them off the ocean as soon as I can. It will only cost me a million and I just have $10 in my pocket.” The cottages were still there when William Kester passed away in 1954. The rise in property values throughout the 1950s created increasing economic pressure to remove the cottages; there was only so much rent that could be derived from the humble structures and property taxes were increasing every year. When the beachfront property was finally sold to various developers, the cottages were, for the most part, moved rather than demolished. Some cottages were moved inland and became homes for Pompano residents, others were put on barges and sent to such locations as the Florida Keys, the Lake Okeechobee region and even the Bahamas.

Credit Cards! The City of Pompano Beach is currently in the process of evaluating the acceptance of credit card payments for City-wide services provided to its residents. Currently, the City plans to make this alternative payment option available on its website for utility, building permit and business tax receipt payments by October 31 st, 2010. The City’s Finance Department is also in the process of evaluating options to be able to accept credit cards at its recreation centers, pier concession stand and City Hall cashiers office for over-the-counter transactions. Credit card providers assess various processing and interchange fees to process credit card transactions and it is currently the City's intent to assess a percentage-based transaction fee to its customers, at point of sale, to be able to cover the cost of providing this alternative payment option. We are currently planning to accept Mastercard, Discover and American Express cards.

Over the years a number of Kester Cottages located in Pompano Beach (many along Atlantic Boulevard) have been demolished or moved, but some still serve as private residences. Several are located in the 700 block of NE First Street, now painted in festive colors, but still retaining their original architectural details. In 1974, Stewart Kester (William Kester’s nephew) donated two Kester Cottages to the Pompano Beach Historical Society. They were moved to what was then known as Rustic Park, along the Pompano

Canal east of Cypress Road, where they were restored and opened to the public. The Historical Society’s cottages were later moved to Founders Park where they have been preserved as house museums depicting Pompano’s past. One is furnished in the style of the 1930s, while the other houses artifacts and displays on the history of the community. In the war’s aftermath, local housing was scarce due to the lack of construction during the years of conflict and the post-war arrival of new residents. By early 1950’s, developers were looking for properties on which to build new housing and commercial structures. Kester, however, was not motivated to sell his properties or remove the cottages. He admitted that the Kester Cottages would not be a permanent feature on Pompano Beach oceanfront, but was in no hurry to see them go.

The Florida Water and Pollution Control Operators Association awarded the City of Pompano Beach the 2008 Utility of the Year Award for Broward County.

The BSO Communications Division assists with all rescue communications between medical field units and emergency room physicians in the County and is the only agency that can provide Emergency Medical Dispatch instruction (first-aid) telephonically in the County. The Agency has maintained this accreditation for the past 9 years and was re-accredited in 2010. Only 72 agencies in the United States hold this accreditation out of the 8,000 Dispatch Centers in the United States. BSO is the 7 th largest of the 72 agencies who are accredited.

The 2010 WOW Pompano Proud Business Award has been presented to the Pompano Beach Employee Credit Union located at 420 NE 19 th Avenue.

In July, Pompano Beach residents walked though our tree nursery and handpicked two trees per resident to take home and care for. It’s all part of beautifying our City, promoting clean air, preventing erosion and providing more much desired shade from South Florida’s fierce sun. Plant it Forwrad

The City of Pompano Beach has participated with the National Football League, Miami Dolphins and Broward County to create a living bridge between Super Bowl host communities. Plant it Forward brought together the NFL community to enhance Weaver Park with native trees, plants, flowers and a butterfly garden. These tree plantings will symbolize a passing of the environmental mantle from one superbowl host community to the next. The first week of the dog park opening was met with great success. You could measure the jubilation by the smiles on the people and the barks of joy from their dogs. Everyone was excited and made many suggestions. As cars pulled into Canine Corner, the dogs were barking with their heads out of the window as they anxiously waited for the best time of their lives.

The grand opening was a huge success with City dignitaries in attendance. Public Works Director Rob McCaughan deserves special recognition for his dedication to the design, build and opening of the park. The Dog Pack, a group of dedicated dog lovers that live in Pompano Beach, played an integral part in the opening of the park. Their dedication and loyalty was a mirror image of their dogs.

There were 698 entries submitted for the dog park naming contest. Canine Corner was chosen among the many well thought out names. Congratulations to our three creative dog park naming winners; Janet Balestriero, Otto Fernsel and Marcia Kehl. The dog park is a work in progress and everyone needs to get involved. The City is making improvements to the park as they are warranted. Patrons can donate funds by having a commemorative personalized brick installed, which not only adds a unique touch to the park but also helps fund improvements. City News | Going to the park is supposed to be a fun experience for you and your dog, so don’t forget to exercise etiquette while exercising your dog. Some common etiquette rules to keep in mind: Watch what your dog is doing! Stop aggression immediately before you, someone else or another dog is hurt. Grab a bag on your way in and clean up after your dog immediately. Pay close attention or your dog may leave a pile when you’re not looking. If you see a pile left behind, help keep the park clean by picking it up. Display your Rabies tag and identification tag on your dog so that everyone can feel comfortable that your pet is healthy and loved. Apply a basket/cage style muzzle to your dog if you’re uncertain of your dog’s disposition around other dogs. Leave the park when your dog is not getting along. If your dog has had chance encounters with other dogs and it was apparent that the dogs did not get along and they were separated before a fight could occur, what should you do? If you are genuinely not sure if he was being defensive and you are going to risk taking him to the park, then bring him wearing a muzzle. If he approaches other dogs in an attitude of attack, take him out of the park and do not return until you have taken measures to stem the aggression.

Ribbon Cutting The ribbon cutting ceremony for Canine Corner Dog Park was a tail wagging occasion. Dozens of dogs and their faithful owners waited to be the first to enjoy the dog park. Canine Corner Dog Park located at the corner of Federal Highway and NE 10th Street features 2.6 acres of doggie heaven with two dog guzzlers (fountains), three pet stations with dispenser and bags, benches, sidewalks and plenty of trees for… sniffing. There are two sections to the park; one for large dogs 25 pounds and over and one for small dogs less than 25 pounds. The hours of the park are from sunrise to sunset.

A cage style muzzle will allow your dog the ability to breathe and drink while prohibiting his ability to bite. This type of muzzle is usually more available online than in a local pet store. Tips for stemming aggression: Neuter male dogs Never promote aggression and show staunch disapproval when growling occurs when encountering other dogs Seek professional help

There is a dog park etiquette class being offered at the Emma Lou Olson Center on the first Monday of every month at 7:00 p.m. This course is designed to teach you what is expected while in the park. The course is a great way to help make your experience at the park a great one. Health & Financial Wellness Fair

Our residentâ&#x20AC;&#x2122;s well-being is important to the City of Pompano Beach. Every year in August the City organizes a Health and Financial Wellness Fair.

Businesses, organizations and non-profit groups participate to share valuable information about the services they provide. This information heightens the awareness of preventable health problems and encourages early detection and treatment of diseases. There are experts on site from local hospitals, medical providers and health insurance representatives. These vendors also offer an array of complimentary blood pressure tests, HIV tests, cholesterol/diabetes tests, stress reduction techniques and mammogram tests. This annual fair also includes free financial wellness seminars providing residents with valuable information on bankruptcy, credit counseling, Roth IRAâ&#x20AC;&#x2122;s, 457 Accounts and planning for retirement.

Student Government Day

The wheels were turning in Pompano Beach when students from Blanche Ely and Pompano Beach high schools took part in a mock City Commission Meeting. These students were paired with the Mayor, Vice Mayor, Commissioners and City department head staff members where they learned about the duties and responsibilities of their assigned counterparts. The Mock Commission Meeting was as close in protocol to a regular City Commission meeting as possible. Student Government Day in Pompano Beach is not only a fun experience for the students, but also a great opportunity to learn.

Crockett Foundation Youth Football Camp

The Crockett Foundation was founded by former NFL football players and brothers Henri and Zack Crockett. Every year the Crockett Foundation unites hundreds of local youth with dozens of NFL players from around the country as a part of the Life Skills Clinic and Football Camp. The all-day camp provides mentoring with football, educational opportunities, health awareness and inspires today’s youth to overcome social limitations and realize their full potential.

Spring Fling

The Annual Spring Fling is always a hoppin’ place. With numerous games and activities to keep the little chicks entertained for hours who would miss it? Derby Days

The City of Pompano Beach and Bit-By-Bit Therapeutic Riding Center hosted the first annual Pompano Beach Derby Day Horse Show and Fair at the Sand and Spurs Equestrian Park. Bit-By-Bit Therapeutic Riding Center provides therapeutic horseback riding for the special needs community. Bit-ByBit offers hippotherapy which is physical and occupational therapy with the use of a horse. Bit-By-Bit also offers therapeutic riding lessons, which is recreational lessons for individuals with special needs, and typical riding lessons for riders without special challenges. Where the

Rainwater Flows... By Randy Brown, Utilities Director

Did you know that two different water utilities serve the City of Pompano Beach? The City’s Utility Department serves customers south of Copans Road with water and wastewater and Broward County Water and Wastewater Services provides service to City residents north of Copans Road and a small portion of the northwest and the southern boundary of the City as depicted in the map below. Customer Service inquiries for City customers should be directed to the Customer Service Department at 954-786-4637. The City’s Consumer Confidence Report provides information on our drinking water and is mailed to each water account as well as posted on the City’s website at www.mypompanobeach.org. Broward County Water and Wastewater customers should contact their Customer Service at 954-831-3250.

Rain, Rain Go Away… Five entities provide stormwater service in the City. The majority of stormwater is handled by the City’s Utilities Department and Public Works Department. There are typically three ways to dispose of rain water: outfalls to canals or ocean, swales next to the roads and by “French Drain” systems that allow the water to soak into the ground. State and County stormwater systems use the same methods and belong to those agencies. Roads maintained by the Florida Department of Transportation or a toll authority are referred to officially as State Roads, abbreviated SR. The Fort Lauderdale office can be contacted at 954-776-4300 for flooding concerns or by visiting www.dot.state.fl.us. Broward County roads can be identified by the county road signs. The County’s contact number for flooding is 954-974-4100. Private drainage systems are designed to handle a private property stormwater and must be maintained by the property owner to remain in good operating conditions. We work with the South Florida Water Management District and Broward County concerning canal levels to facilitate drainage during storm events.

Remember, “ONLY RAIN DOWN THE DRAIN.” These drainage systems are only designed to properly treat water. Dumping paint, trash, grass clippings or oils for example into stormwater systems will pollute either surface or ground water and may shorten the life of that drainage system. New regulations from the U.S. Environmental Protection Agency (EPA) will require systems that remove nutrients from our waters. Let’s protect our waters now by using less fertilizer on our yards and following Best Management Practices (BMP). By all of us using BMP’s we can reduce future cost to clean up our waters. The U.S. EPA has a toolbox of tips at www.epa.gov. Broward County has a program called “Know the Flow” which also provides excellent ideas for protecting our waters, www.broward.org.

Home & Property From Flood Damage

The City’s Engineering Department has prepared a Flood Criteria Map identifying flood zones for all properties in the city. The map it determines the flood hazard associated with any parcel in the City. The map is located in the Building Inspections Division at City Hall.

City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualification to purchase flood insurance. We applied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

Although we have been fortunate for the past 30 years, Hurricane Andrew and the 17 inches of rain that fell from Hurricane Irene, reminds us of the possibility of flooding with every major storm.

Flood Warning System

The City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems, television, radio, telephone and on a door-to-door basis. Listen for instructions during times of flood risk.

Flood Safety

These are precautionary steps to consider before possible flooding: • Listen to radio or television for warnings. • Obey warning & evacuation instructions from disaster officials. • Know your evacuation zone & route. • Take your own essentials (food, toiletries, clothes, blankets, etc.). • Turn off the electricity and gas before leaving your home. • Bring a battery-operated flashlight. • Be careful at all times, particularly at night, & try to remain calm.

Flood Insurance

Most homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The

There are ways to minimize property losses from flood damage, including: • Move furniture and other household valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home. • Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters. • Upgrading your property can include building flood walls or elevating a structure.

Development Permits

All development (new construction, additions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the South Florida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applications must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged due to flooding.

Stormwater Management

Stormwater is managed through a system of drainage canals maintained regularly by our Public Works Department and the Broward County Office of Environmental Services. Constant water flow through these canals, especially during heavy storms, is essential to flood

prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to Public Works Department at 954-786-4060.

Natural Habitat

State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach no new structures are permitted seaward of the Coastal Construction Line without permission. Other restrictions prevent some wetland areas from development.

Rate Reductions

On June 11th, 1993, the City received a letter from F.E.M.A. commending our efforts to exceed minimum standards of the National Flood Insurance Program to meet the requirements for a Class 9 rating in the C.R.S. These actions earned Pompano Beach residents a five percent discount for N.F.I.P. policies issued or renewed on or after October 1st, 1993. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S.

We urge City residents to contact or visit the Building Inspections Division to determine the flood zone and flood elevation for their property. The library at the Building Inspections Division is available for your reference. Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida. The Pompano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plan management.

J Hours of Operation The public beach is open 365 days a year. Swimming areas guarded seven days a week 9:00 a.m. - 4:45 p.m. During daylight savings the guards extend their coverage until 6:45 p.m.

J Ocean Rescue Pompano Beach Ocean Rescue is part of the Pompano Beach Fire-Rescue Department. The Beach Patrol consists of 17 full-time and 25 part-time highly trained men and women who protect swimmers along 0.8 miles of beach. All of our Ocean Lifeguards are certified First Responders or EMT’s who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. OceanRescue Lifeguards receive extensive training with Pompano Beach Fire Rescue. Our Ocean Rescue Lifeguards also have extensive knowledge of the ocean and beach environment and are always happy to answer questions from the public. Please inquire about an information flyer with a large amount of useful information.

J Special Considerations Boogie Boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are mandatory. Hobie Cats, Kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th St. only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach.

Tr i a t h l o n For those who want to work off the wonderful holiday meals and cheer, our Thanksgiving Reverse Triathlon is a unique twist to the age-old triathlon. The triathlon starts out with a 4.4-mile run, followed by an 8.8-mile bike ride and finishes with a 600meter swim. This event will be held on Thursday, November 25 th, 2010 at 7:00 am. . he committee has spent the summer months planning T a new direction that includes community outreach, gathering and disseminating information, exploring support for a performing arts venue in Pompano Beach, providing requested input to the City Manager on developing an Art in Public Places Policy, and promoting the cultural arts programming provided/ hosted by our Parks and Recreation Department both in print form and on the City of Pompano Beach website (currently in progress).

The committee is further charged with advising the City Commission and city staff on developing and implementing cultural arts programs, seeking grant funding, and offering a forum for public input. It is comprised of six members (one appointed by each commissioner) and two alternates.

Canine Corner Dog Park

The park is open every day except Tuesday (maintenance day) from sunrise to sunset and consists of an entry area where dogs can be leashed and unleashed prior to entering the main areas. There are two main areas; one for large dogs (25 pounds and over) and small dogs (under 25 pounds). A hotline number 954.786.4574 for Canine Corner has been established for any questions.

The Northwest Community Redevelopment Agency (CRA) continues to offer, free of cost, weekly workshops for business start-ups and expansions. The workshops are given in the E. Pat Larkins Community Center on Thursdays at 6pm and offer assistance in all topics relevant to businesses including business plans, financial and marketing plans, incorporations and vendor registrations.
