Greg Norman Pines Course
Now Open! In mid January, the City of Pompano Beach, in partnership with renowned golf course architect and World Golf Hall of Famer Greg Norman, celebrated the official opening of the redesign and renovation of the first Greg Norman Signature municipal golf course. Greg Norman not only attended the grand opening but hit the ceremonial first ball off the first tee. The Pines Course has opened to rave reviews and this championship course will become a pillar for the community, providing a first class amenity for the residents and visitors of the City of Pompano Beach. Greg Norman proudly proclaimed, “I was introduced to the sport of golf through public access golf courses in Australia, so this project and public golf are very special to me. I see this as the first of many municipal golf course design and renovation projects that I would like to be involved with,� said Norman. The newly renovated Pines Golf Course is one of two golf courses owned and operated by the City of Pompano Beach. The Pompano Beach Boulevard streetscape is now revitalized and the project is complete! If you haven’t already ventured down to the beach, we invite you to come down and visit the NEW Pompano Beach! You will be amazed at the transformation with promenade-style sidewalks, outdoor exercise equipment to get you into shape, beautiful landscaping, kids’ playground and of course, the beach! This project was underway in 2011 and was completed in early 2013. $10 Million | Project Completed in 2013
Harbor Village Shoppes:
On your drive down Atlantic Boulevard, you will notice Harbor Village Shoppes are now complete! This project, located on Atlantic Boulevard between NE 26th and NE 28th Avenues, included the redesign of the building façade along with reconfiguration of the existing parking lot. In addition, most of the property owners participated in the incentive program with over $1 million of East CRA grant funding awarded and over $600k in private investment spent! $1.6 Million | Project Completed in 2013

This project involved the reconstruction of E. Atlantic Boulevard from A1A to Pompano Beach Boulevard and included construction of wider sidewalks, new on-street parking and beautification of the streetscape along the corridor. The redevelopment along these areas is the first step in putting Pompano Beach on the map as a destination for locals, visitors & tourists alike! $1 Million | Sidewalk Cafes - Pedestrian Friendly Project Completed in 2012
Atlantic Boulevard Streetscape Project:
This project involved the reconstruction of Atlantic Boulevard from US 1/Federal Highway to A1A and undergrounding overhead facilities. Through a partnership with the Florida Department of Transportation (FDOT), the CRA built wider sidewalks and improved the landscaping. FDOT removed one travel lane from each side of the boulevard. This enabled the CRA to construct an enhanced pedestrian experience with outdoor seating and pedestrian-friendly features. $3.3 Million | Partnership with FDOT | Narrow highway New Landscape | Project Completed in 2013

In the center of Old Pompano you will find the Hotel Bailey which was once the epicenter of a thriving downtown district in Pompano Beach. Construction is already underway on this site located at 41-51 NE 1st Street, with many of the original façade treatments being left intact. This future independent artist gallery and studio house will be the center of the Creative Arts District and is scheduled for completion at the end of 2013! $1.25 Million | Project to be Completed 2013

This project began in early March and includes improvements on MLK Boulevard from I-95 to Dixie Highway, Flagler Avenue, NE 1st, 2nd and NE 3rd Streets, and across Atlantic Boulevard to City Hall. This project is extremely important because it lays the foundation for future development along the historic MLK Corridor and the buzz is already brewing among developers! Pier Development: Proposed rendering of the Pompano Beach Pier Development
The Pompano Beach City Commission has approved an Ordinance authorizing City officials to enter into a Development Agreement with Pompano Pier Associates, LLC. The Development Agreement will pave the way to construct restaurants and retail establishments in the Pompano Fishing Pier parking lot which is geared to stimulate the City’s economy and make Pompano Beach a destination for locals and tourists alike. The City Commission’s decision is a clear indicator of the commitment made by our leaders to make Pompano Beach the place to be. The agenda approval marks the conclusion of a year-long process, which included public and private participation. The proposed pier development includes approximately 40,000 square feet of retail, restaurant and beach-oriented uses. The project includes construction and renaming NE 2 nd Street to Pier Street and a public plaza for events and activity. The City will lease to the developers a 6.5 acre area including the site formerly occupied by Fisherman’s Wharf, which has been vacant since 2005. The economic development benefits of the pier development are tremendous. The pier development will act as a catalyst to attract high end businesses to the City. The Community Redevelopment Agency and the City of Pompano Beach will receive additional tax revenues that can continue to provide
funding for upgrades to the City’s infrastructure. The pier development will provide many jobs in the proposed shops and restaurants. The developers chosen to develop the Pier; Tim Hernandez, Rick Caster and Kevin Rickard, have been investing in South Florida for many years. They are experienced at this type of redevelopment and have the ability to successfully complete this much needed redevelopment project. Additionally, the pier development project will help brand the City as a family-friendly welcoming place. It will provide a destination for residents and visitors to eat, drink, and enjoy a beach-oriented environment as well as support the much needed hotel and tourism efforts.

Animal Control
A Sad Story of a Pet Reunited By Jason Soldini Animal Control Officer
Recently, as I came on duty at 6:30 AM, I checked the kennels at the police department and found a cute little Pomeranian dog waiting to be picked up. A deputy had picked it up during the night as he observed it running along Federal Highway. The dog did not have any tags on but I scanned it to see if there may be a microchip. Sure enough, there was! But I could not get my hopes up yet. It is very common now for adopted pets to come with a microchip already implanted. Many new owners don’t realize or forget they need to contact the microchip company to register it. This usually requires a small fee but it could be the only thing that gets your pet back home. I contacted the microchip company and there was owner information on file. This is great news! Then the representative told me that a lost report had been filed for this dog about one year earlier. When I contacted the owner, she was very surprised to hear the news. She had in fact lost the dog a year earlier when it escaped the yard and never returned. They had checked all over, filed lost reports, posted flyers and checked back regularly with the shelter to see if anyone had brought it in or reported it found. There was nothing and as time went on, they gave up. It was a Sunday morning and I brought the dog back home shortly after contacting the owner. The family was glad to have their dog back. I went away satisfied at the opportunity 8

to play a part in the happy reunion yet wondering who may have had this dog for the past year. It wasn’t much later that I received a call from a frantic woman who had lost her little Pomeranian the night before in the same area. I assured her that I had picked the dog up and it was safe. Relief swept over her but it would be short lived. I asked when she got the dog. She explained that she had found it running near Federal Highway one night about a year ago when she was returning home from work. She picked it up and took it home. I asked if she ever reported finding it to anyone or attempted to have a veterinarian scan it for a microchip. She said no and I could hear the panic returning to her voice as it became obvious why I would ask such questions. I informed her that the dog was lost by its owner a year ago and the family searched relentlessly for it. I told her how the dog had a microchip and was now returned to its rightful owner. Sobbing set in as she realized the dog she had made a part of her family for the last year was not coming home. She told me how she lovingly groomed and even cooked for the dog. I could not even understand her anymore through the uncontrollable sobbing. It was a very sad yet preventable situation. I informed the real owner of the dog of the circumstances and surprisingly there were no hard feelings. She was glad to have her dog back and actually felt sad for the woman who had kept it and the loss she was experiencing. Fortunately, the dog owner did not want to press any charges. A found animal is very likely someone’s pet and the finder has a responsibility to make a reasonable attempt to locate the owner. It’s okay for the finder to hold onto the animal but efforts need to be made to locate the owner which at a minimum includes a call to animal control to let them know you have found an animal. The animal shelter is probably the first place an owner will look for their lost pet so it’s important they know who has it. Our City Ordinance provides for

a $500 fine for those who find and keep an animal without reporting it to animal control and publishing it in a local publication like a newspaper or an online bulletin board like Craigslist. If you find a pet and plan to hold onto it rather than have it picked up by animal control, then be sure to do the following: • Report it to our City Animal Control Division at 954.786.4027 •

The City of Pompano Beach is proud to announce the launch of our new official City website. The new site has a unique and modern theme and many new features to make searching, site navigation, and mobile browsing easier and more enjoyable.
• Take a walk with the dog in the area you found it. Sometimes the owner is out driving around looking for it. • Go to a veterinarian office or the animal shelter to have it scanned for a microchip. • Make a sign similar to what would be used for a yard sale that states the animal found and a phone number to call. Place it in front of your home near the swale area for a day or two after finding the animal. • Keep an eye out for “LOST” pet flyers taped to light poles and street signs. • Place a “Found” ad in the local newspaper (which are often offered for free) or an online bulletin board. Be brief in your description. For example “small tan dog found near NE 11th Ave & Atlantic Blvd”. Let any caller give you a more detailed description of the pet, such as sex, breed or special markings, so you can confirm it is actually the owner. Too many people are afraid to call animal control out of fear the animal will be taken and put to sleep. On the contrary, our Animal Control Division is here to help anyone from the community that is attempting to reunite a lost pet and/or provide it a good home.

Originally constructed in the 1920s, it had been sold to Dr. Earl Carlson and now housed a school for children with cerebral palsy and other neuro-muscular ailments. South of the Pompano Casino, a number of private residences and beachfront apartments recently had been built. Traveling west on Ocean Drive from the beach toward Pompano, one would pass an area call “no man’s land,” a reference to the under-populated land between the Intracoastal and about NE 15th Avenue. Farther east, a number of Kester Cottages lined Ocean Drive, then other residences and a few businesses. Just before reaching NE 1st Avenue, where Ocean Drive ended, the Masonic Lodge sat on the south of Ocean Drive. Located within this building was the Pompano’s Post Office and City Hall. North on 1st Avenue led to the downtown, which had seen no real change during the war years. NE 1st Street and Flagler Avenue were the roads on which most of the businesses were located and where most residents shopped. Packing sheds were still located along the east side of the railroad tracks.
Pompano’s people were, in many cases, slow to accept strangers unless they were vouched for by an existing friend or relative, and if asked, the overwhelming majority of locals would say they were Southerners. The

Fire is FAST! There is little time. In less than 30 seconds a small flame can get completely out of control and turn into a major fire. It only takes minutes for thick smoke to fill a house.
Every day Americans experience the horror of fire. But most people don’t understand fire. Each year more than 3,500 Americans die and approximately 18,300 are injured in fires resulting from smoke and burns. Smoke inhalation is the primary cause of death in victims of residential fires. Smoke inhalation injury refers to injury due to inhalation or exposure to hot gaseous products of combustion. This can cause serious respiratory complications. It is estimated that 50-80% of fire deaths are the result of smoke inhalation injuries, including burns to the respiratory system. The hot smoke injures or kills by a combination of thermal damage, poisoning and pulmonary irritation and swelling, caused by carbon monoxide, cyanide and other combustion products. Pompano Fire Rescue has responded to 124 structure fires from October 2011 to October 2012. Pompano Beach Fire Rescue transported approximately 24 people due to smoke inhalation and burn injures. In recent months, Fire Rescue has responded to several residential fires resulting in injuries. The United States Fire Administration believes that fire deaths can be reduced by teaching people the basic facts about fire. Following are some facts that explain the particular characteristics of fire.
Fire is HOT! Heat is more threatening than flames. A fire’s heat alone can kill. Room temperature in a fire can be 100 degrees at floor level and rise to 600 at eye level.
Fire is DARK! Fire isn’t bright, its pitch black. Fire starts bright, but quickly produces black smoke and complete darkness. If you wake up to a fire you may be blinded and unable to find your way around your home.
Fire is DEADLY! Smoke and toxic gases kill more people than flames do. Fire uses up the oxygen you need and produces smoke and poisonous gases that kill. Breathing even small amounts of smoke and toxic gases can make you drowsy, disoriented and short of breath.

• In the event of a fire, remember time is the biggest enemy

Pompano Beach Selected For
U.S. EPA Assistance On Neighborhood Planning For Aging
The U.S. Environmental Protection Agency (EPA) has announced that Pompano Beach is among 43 communities in 27 states that will receive technical assistance to pursue sustainable growth that encourages local economic development while safeguarding health and the environment. EPA staff and national experts conducted a workshop in April that focused on the Neighborhood Planning for Healthy Aging tool. The City of Pompano Beach requested assistance to explore the role of supportive neighborhood design in creating great places for our aging residents. This tool helps communities understand the inter-related nature of the built environment related to creating neighborhoods where residents can comfortably age in peace. This is accomplished by considering housing, accessibility, transportation, safety and security. Communities receiving this assistance will explore these concepts through a GIS analysis of location conditions and a community assessment. Using this input, the EPA team will develop a series of strategies and next steps that each community can consider to improve local conditions to support aging. To date, EPA’s assistance through the Building Blocks program has reached 141 communities. EPA selected this year’s recipients from 121 applicants through a competitive process in consultation with the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Transportation (DOT). Together, the three agencies form the federal Partnership for Sustainable Communities, which coordinate investments in housing, transportation, and environmental protection to get
Planning personnel in the City of Pompano Beach have been working arduously towards completing an architectural survey of historic properties in a portion of the City’s urban core. The project area is bounded by I-95 to the west, NW 13th Street to the north, NE 11th Avenue to the east and SW 2nd Street to the south. The purpose of the historic sites survey is to identify and record buildings and structures in Pompano Beach over 50 years old and to determine the eligibility of these properties for listing on the Local Register of Historic Places. These efforts will help to protect valuable historic structures within the City’s historic core. Work on the survey began in the Fall of 2012 and will conclude this summer. Upon completion, a book detailing all of the structures surveyed will be available to download for free on the City’s website. The information will also be added to the Florida Master Site Files, which is the State of Florida’s official inventory of historical and cultural resources. The completed document will be a great asset to the community as it will chronicle important aspects of the City’s architectural history. In February, Pompano Beach celebrated Unity in the Community, a grass roots event organized by Pompano Beach citizens to bring people of every culture and religion together to foster “Unity in the Community”. Through the joint effort of multi-cultural and religious groups who organized this day of unity, the event hopes to foster an understanding that while we come from different backgrounds, we are all one community. Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference.
Boat and jet ski launching is available at Alsdorf Park on NE 14th Street Causeway and the Intracoastal Waterway. A playground picnic area is also available at this site.

Hours of Operation: The public beach is open 365 days a year. Swimming areas guarded seven days a week 9:00 am - 4:45 pm. During day light savings the guards extend their coverage until 6:45 pm.
Restroom facilities, showers, picnic shelters and tables, barbecue grills and children’s playground are located on the beach.
The Municipal Pier, 222 N. Pompano Beach Boulevard is open 24 hours a day. Food and beverages can be purchased at the Pier.
The public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. The beach chairs are available seven days a week on a first-come, first-served basis. For more information, go to Lifeguard Headquarters (10 N. Pompano Beach Blvd.) or ask any lifeguard.
J Ocean Rescue
Pompano Beach Ocean-Rescue is part of the Pompano Beach Fire Rescue Department. The beach patrol

consists of 17 full-time and 25 parttime highly trained men and women who protect swimmers along 0.8 miles of beach. All of our Ocean Lifeguards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. Ocean-Rescue Lifeguards receive extensive training with Pompano Beach Fire-Rescue. Our Ocean Lifeguards also have extensive knowledge of the ocean and beach environment and are always happy to answer questions from the public.

Adopt-A-Beach is an environmental program for various age groups promoting cleaner beaches. Organizations or individuals interested in participating in an Adopt-A-Beach and/or beach cleanup of Pompano Beach can request information by emailing: oceanrescue@copbfl.com

Pompano’s Municipal Golf Courses consists of two 18-hole courses; the Palms and the Pines. The golf courses are conveniently located on N. Fed. Hwy. between Atlantic Blvd. and Copans Rd. and are easily accessed from I-95 and Florida’s Turnpike.
The recently redesigned and renovated Greg Norman Signature Pines Course opened on January 1, 2013 to rave reviews. With state of the art design, Celebration Bermuda fairways and TifEagle greens, the Pines will most assuredly become a golf destination for residents and visitors to the region. The Palms golf course continues to cater to a loyal following of golfers who have enjoyed the layout for over a half a century.
The Golf Shop and Golf Course Restaurant and Lounge are open to the public as well as members and their guests. The Golf Shop is well stocked with equipment, apparel, headwear, footwear, and golf accessories. The friendly and professional Staff, led by PGA Professional Bob Loring, is also available for expert golf instruction and club/golf ball fitting. Flood Damage Protect Your Home and Property This article is required by the Federal Emergency Management Agency (F.E.M.A.) to satisfy provisions in the Community Rating System (C.R.S.) for reduced costs for flood insurance.The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.
Flood Hazard Map The City’s Engineering Department has enhanced FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The map depicts the flood hazard associated with any parcel in the City. The map is located in the Building Inspections Division at City Hall and is available in electronic GIS format.
Flood Risk Although we have been relatively fortunate for many years, the recent flooding on Halloween 2011 reminds us of the possibility of a flooding event without a major storm or hurricane.
Flood Warning System The City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems, television, radio, telephone and on a door-to-door basis. Listen for instructions during times of flood risk.
Flood Insurance Most homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualification to purchase flood insurance. We applied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

There are ways to minimize property losses from flood damage, including:

• Move furniture and other household valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home. • Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters. • Upgrading your property can include building flood walls, elevating a structure or raising the floor.
Development Permits
• Know your evacuation zone and route.
All development (new construction, additions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the Florida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applications must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged due to flooding.

• Turn off the electricity and gas before leaving your home. • Bring a battery-operated flashlight. • Be careful at all times, particularly at night, and try to remain calm.

Rate Reductions On June 11th, 1993, F.E.M.A. awarded the City with a Class 9 rating in the C.R.S. This rating earned Pompano Beach residents a five percent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S. In July 2012, F.E.M.A. awarded the City a class 7 rating so flood insurance policy holders in special flood hazard areas in the City will now receive a 15% discount on their insurance premiums.
Additional Information We urge City residents to contact or visit the Building Inspections Division to determine the flood zone and flood elevation for their property. The library at the Building Inspections Division is available for your reference. Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida. The Pompano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plain management.
