The Second Amendment protects the right of the people to keep and bear arms. On March 29, 2019, I had the honor to send the Second Amendment resolution that Elko passed with all the commissioners in favor. We sent this resolution in a letter to Governor Sisolak stating we will not be infringed on and we will obey the Constitution of the United States. On Jan. 2, 2020, SB143 will take effect. This bill is a statement made by politicians who do not have the interest of the people of Nevada or our counties. It is my intention that Lander County and Elko County send a strong message to the people of Nevada – Listen to us and do not infringe on our Second Amendment rights.” Narvaiza stated the current law will only impact law-abiding citizens and will do nothing to take guns out of the hands of crimi-

We are missing the mark with this bill.” Eureka County Sheriff Jesse Watts sent the first letter to the governor, and he read from it, “We are Nevadans, but more so, we are Americans. We must not allow, nor shall we tolerate, the actions of criminals, no matter how heinous the crimes, to prompt politicians to enact laws that will infringe upon the liberties of responsible, law-abiding citizens who have broken no laws. This law only keeps the honest people honest. Criminals, by definition, do not follow laws, so please tell me how enacting

this law will help the citizens of Nevada be safer. This law will make our law-abiding citizens jump through unnecessary hoops to transfer ownership of lawfully owned weapons to friends or others who can legally own them. We have plenty of laws currently on the books that aren’t being followed or enforced. We have plenty of opportunities to put true criminals behind bars, but because of bureaucracy or politically driven agendas, we cannot. This law is unenforceable by the already thin staff of Nevada Law Enforcement. Your signing this into law does nothing but make it more difficult for law-abiding citizens to transfer ownership of weapons. In summary, it is the position of this Sheriff that I refuse to participate or stand idly by while my citizens are turned into criminals due to the unconstitutional actions of misguided politicians.”

Watts stated that as the sheriff of Eureka County he stands in support of Narvaiza and Unger and all the sheriffs of the State of Nevada who stand up to defend the rights and Constitution of their citizens who elected them to office. Art Clark said Lander County has been on this for a couple of years. He stated, “When Question 1 was first was being talked about, there was a meeting in Elko and Cindy and I went there, and John Ellison introduced us to Dan Reed and Keely Hopkins, the NRA representatives; we made the video here in Lander County and we spoke against Question 1, loudly. Right after the video was released, in fact, it was 20 minutes, my wife got a notice from Ron Unger that there was a death threat against the people that made that NRA video.” Clark said, “This is troublesome because Democrat politicians are pushing laws to disarm honest citizens, and not doing anything about the criminals.” Clark said, “Words written on a piece of paper are not going to stop murder; you’re not going to stop these criminals.” Clark pointed out that the most interesting part of the testimony was that the Sandy Hook attorney said, “We know that these laws will

not stop crime, but what we want is a culture of compliance.” Clark stated the next step will be Unger will approach the commissioners, it will be discussed, and they will move forward with a resolution. Clark said, “Where Lander County is right now, we’re thinking we will wait until after the legislative session is over, because Sisolak and his crew have changed their tactics, and they’re using omnibus bills, and they’re piecemealing this thing together to make it confusing. Like you heard, they’re going after the Second Amendment, now the Fourth Amendment; so, if we wait, we’ll know everything that we need to address, and we will beat them up in court.” Clark noted, “In all this doom and gloom, there is a gleaming of hope,” because in California, on March 29, an important decision was made. A judge decided the California ban on magazines that were more than ten rounds was unconstitutional. Clark stated, “It may not sound real important, but it is, because it will turn this whole thing. As far as the county is concerned, we will join other counties in a lawsuit against these laws, and that’s the best way to handle it, is to beat them up in court.”
