- for the Environment - for the Environment Board Paula has been a Councillor since 1987, on Basingstoke & Deane Borough Council in Hampshire. She is an engineering graduate, went into marketing, had a career break (ie children!) and lectured at her local college. Then Council business took over her life and she has become a full-time Councillor.

The Environment has never been so important. Climate change is a global problem, but it’s impacts are local and many of the changes we need to make are local too. The Environment Board has this as one of its key priorities. Through it we can hold Government to account; on this and on housing and planning issues, which are vital to all Councils and to our residents. I’m keen to work on your behalf. Transport Transport issues are of fundamental importance to many communities - urban and rural. Jon is well-placed to provide input on handling these crucial issues as he has led major campaigns on the proposed West London Tram and Heathrow Airport expansion.


Abi Bell is orginally from Glossop in Derbyshire. She came to Hull in 1997 to study English and History at the university. After working for the third sector and as a HR Advisor for an electrical retailer, Abi was elected to Hull City Council in 2006 for Pickering Ward. Abi has served on Corporate Scrutiny and joined Cabinet in 2007 as Portfolio Holder for Customer and Corporate Services and is now Deputy Leader of the Council with responsibility for Policy Development and Implementation. The Liberal Democrats have a strong presence in the urban areas of England and Wales. We are running large cities, big budgets and transforming our cities to make them vibrant and viable for the future. I believe that the Lib Dem voice in our urban areas needs to be loud and co-ordinated as we become major players in our centres of industry. Many of us have decades of neglect and deprivation to overcome to make sure that our areas thrive and are in the best possible position to take advantage of an economic upturn when it comes.

Daisy is part of the successful Lib Dem team that is providing the only real opposition to Labour in Reading. Elected in 2006, defeating the Labour incumbent, Daisy is Deputy Leader of the Liberal Democrat Group and Chair of the Housing, Health and Community Care Scrutiny Panel. Daisy was Safer Communities spokesperson between 2006 and 2009. “Local councillors have first hand experience of tackling crime and anti- social behaviour in their areas and we must tap into this knowledge to build a credible message nationally as well as locally. Communities consistently cite crime and anti-social behaviour as issues that matter to them. The ward I represent is no different: from burglary in student neighbourhoods to drug-dealing and motorbike nuisances on council estates - crime is a massive concern to residents. This Labour government has failed on its core promise to be tough on crime and its causes. Money has been wasted and problems have got worse. The Tories have shown they have no ideas.”

Steve is implementing progressive policies in Lambeth despite being in opposition. He has made his ward the hub of a local urban food-growing revolution ; is developing a social enterprise concept to train the long-term unemployed in energy-efficient building technology ; and is pressing for radical change to Lambeth’s planning rules to encourage sustainability.

Steve is studying for an MSc in Urban Regeneration, with a focus on sustainable communities. He has particular expertise with regards planning and the built environment, having run his own consultancy in that field for the last five years. He is also an executive member of the Green Lib Dems, and heavily involved with the ‘Transition Towns’ concept locally. He is also a long-standing advocate of electric vehicles, and the proud owner of a 10yr old electric Peugeot.

EXPERIENCE :

Cllr Duwayne Brooks will bring valuable and relevant experience to the Community Safety board Thrust into public recognition when he and his friend Stephen Lawrence were attacked by racist murderers, Duwayne survived but for years was a victim of the event and the system. As well as writing a very powerful book he has also set up a charity to help support victims of crime. The Macpherson inquiry provided Duwayne with a unique understanding of where policing and community relations break down. Duwayne’s positive approach has led to his building strong links with the Police and many young black organisations in south London. Liberal Democrats in local government should take advantage of that invaluable insight to help better understand and improve safety within local communities. Before election to Lewisham Council, Duwayne was fully engaged with the Local Police Consultative committee and worked for it to reach out to groups and individuals disenfranchised by the establishment. He has a track record of working with Enough, the campaign to eradicate knife and gun crimes among our young people.

For most of that time I have been leader of the group which has been the largest group of LibDems on a UK fire authority. Five years ago, under Labour control, Merseyside was the worst performing fire authority in the UK. Since then it has been a ‘hung’ authority and latterly the Lib Dems have been the biggest group. During this period the authority has gone from the worst performing to the best performing authority in the country. Quite a transition. . . thanks to the LibDems. During recent years I have represented the authority on the fire forum, the Fire Management Board, the NW Regional Board, three LGA task groups and as a director of the NW Regional Control Board. I also represented the UK in the World Firefighter Games in Hong Kong and I had a positive and practical role in the organisation of the Games held in Liverpool in 2008 described by the organisers as “the best games ever”. Mark Cory is originally from Ingatestone, rural Essex, but is now a pro-active member of the Colchester Council Group. Mark was elected as the youngest councillor ever in Colchester in 2007. He won the ward for the Lib Dems for the first time, at the age of only 20, whilst simultaneously studying History and Politics at the University of Essex. Since graduating, Mark has been heavily involved in Youth Work, predominantly in local government authorities and the voluntary sector. When working as a Youth Participation and Development Officer for a Local Authority, Mark gained vital experience working to protect, develop and promote children and young people; working in partnership with schools, the CYPSP - Children and Young People's Strategic Partnership, the LSP, the Police, the County Council Youth Service and a wealth of other Youth based organisations. Mark's voluntary work has revolved around the needs of children and young people, specifically engagement and participation within the local community and running community-based activities, in particular setting up a New Youth Club in his ward. Recently, Mark was elected by the Young People of Colchester as their Youth Champion 2008-2009, something which he is extremely proud of. Mark Cory's abundance of knowledge of the subject, combined with his youthful outlook and enthusiasm, makes him highly suited to becoming a member of the Children and Young People Panel at the LGA.

Keith Davies has been involved in local government since 1979, first at grass-roots community council level, then from 1985 with Neath Borough Council. With the change in Wales to unitary councils, he joined the Neath Port Talbot County Borough shadow authority when it was set up in 1995 and has been a member of the county borough council ever since. He was opposition leader in the council's first eight years. During that time he served on all the major committees and held a chair on the audit committee. He is a former chair of Swansea Bay Port Health Authority and currently serves on West Glamorgan Archives Committee. He was Mayor of the County Borough in 2005-6 and is currently leader of the Liberal Democrat group on the council. His sporting and recreational credentials are that he is president of his local cricket club and a life-long member of Neath Rugby Football Club. He is a regular bowls player and has played at international level. I trust I may have your confidence and support in electing me as a culture, tourism and sport board member.

A career spent in further and higher education teaching social science. Native German and keen long distance cyclist with knowledge of continental transport systems, particularly in urban areas. I am seeking election because: My experience promoting and campaigning for improved cycle lane provision in my home town, and involvement with policy making for the elderly, have encouraged me to take these experiences to a national body. I believe Liberal Democrats should make green issues their own through civic responsibility and localism. My election would help support the work of a successful group on a small council by enhancing its links with other party members.

I have undertaken post-graduate research into the scrutiny process in Parliament. A career spent in education, including 15 years as Deputy Head of a large, urban comprehensive school. I am seeking election because: I believe my experience in education would be invaluable in helping fashion policy. I know what works on the ground (and what doesn’t). We must provide quality and liberalism. We must ensure equality of opportunity. My experience as Chair of an Overview and Scrutiny Committee and my research into House of Commons select committees have allowed me to develop the skills required to carry out scrutiny well My election would help support the work of a successful group on a small council by enhancing its links with other party members.

ALAN GLOAK CHAIRMAN TEAM SOMERSET AND THE 500 CLUB For the past two years, whilst Chairman of Somerset County Council. I have chaired Team Somerset and overseen the preparation of its legacy strategy for the 2012 London Games. This encompasses all aspects of Culture, Sport and Tourism in Somerset and is an excellent Blue Print to take out to the rest of the country. Recently I have been asked by the South West RDA to act as a coordinator between their 2012 executive board and local councils in the South West. With the newly created English Tourist Board, the LGA should and must have a seat and voice in the way this body promotes all parts of England, and not just the tourist spots. I can be that voice. My name is Anne Hall. I was elected West Sussex County Councillor for Haywards Heath East on June 5, 2009, winning a previously held Conservative seat. I trained as a Primary School teacher specializing in physical education and taught until starting my family. I have three children and have run my own nursery school, taught swimming and am now Director of a small local business publishing trade magazines. I have been involved with the Liberal Democrats for many years, supporting my husband as a West Sussex County and Mid Sussex District Councillor. I have been appointed to the Community Services Select Committee at West Sussex County Council and am becoming involved in the community of my ward, attending the Bentswood Community Steering Group and the Franklands Village Forum for services for the Elderly. I am particularly interested in the partially sighted and run a local group for Macular Degeneration. I also hope to be involved in the Fit as a Fiddle campaign for the over 50’s, an Age Concern initiative. I enjoy walking, swimming, theatre, dancing (ballroom and salsa), reading and travelling. I am very committed to health and sport in the community and would like to be considered as a member of the Community Well-Being Board or the Culture, Tourism and Sport Board.



The main objective of this panel is to review performance against corporate plans and policy priorities. As the current Chair of the Chesterfield Borough Council Overview and Scrutiny Board and the most experienced Cllr chairing Board meetings and Call Ins, I have since 2003 played a prominent part in both the development and progression of the role of Scrutiny. Performance review is the basis of the Board's annual work programme. I have a full appreciation of: 1. How an effective process both enhances local democracy and improves local services 2. The difficulties associated with mainstreaming Scrutiny into embedded cultures resistant to change 3. Performance challenges such as under resourcing and political neutrality Since 2003 I have undertaken ongoing training and development with both my local authority and through my attendance of local government and party conferences. This attendance ensures that my knowledge is regularly updated.

Theresa is a councillor on Colchester Borough Council (CBC)and had just been re-elected to Essex County Council (ECC). Theresa has a proven track record in the field of social inclusion and equalities. She is the shadow spokesman for Equality and Diversity at ECC. She is a member of the Options for Independent living - transport group. On CBC she is the Diversity champion and she is Lib Dem spokesman on the East of England Social Inclusion Panel. She is a member of the Liberal Democrats Disabled Association.

Theresa with the SOS bus introduced by the Liberal Democrat- led administration in Colchester, to offer medical and pastoral care in the evenings in the High street with debt advice and other help to different parts of the Borough during the day.

Theresa’s activities have included: persuading ECC to sign “Every Disabled Child Matters” Charter Taking part in “Try a Bus” Day and “Try A train” Day Visiting Old peoples' homes Getting better access for Disabled people. Securing better mobile Library routes Ensuring that the adult education facilities in Colchester are accessible .

In the last twelve months, Jeremy Hilton has represented the LGA during negotiations with CLG on the transfer of New Dimension assets to fire authorities. Dear Colleagues, For the last 9 years I have been Group Leader in Medway. Now that I have stood down I want to use some of my time to help the party’s local government wing advance. Here in Medway we have the largest amount of regeneration sites in the South East. I have been deeply involved in our regen schemes and I think there is a wealth of experience of these which would benefit our work on the Transport and Regeneration Board. I was a director of the Chatham Maritime Trust from 1997-2005 which handled the regeneration projects once they were complete. As one of the large number of Lib Dems who is not running my local council, I believe that the LGA Group Executive should be a mix of people from different types of council. My 13 years experience as a councillor especially on finance will be an asset to the exec.
