Bernadette LAVENTURE for Scrutiny Panel Member Bernadette has 22 years experience in both corporate and small business ventures as well as running her own business.

She has been part of the Lib Dem team in Watford since 2007 and has been a member on Policy Development Scrutiny and Licensing as well as Health Scrutiny at Hertfordshire County Council. She joined the Cabinet in 2008, with responsibility for Corporate Services, which includes scrutiny, performance monitoring, customer services, communications and equalities. Outside of the Council, Bernadette is a board member of the Watford Community Housing Trust and Audit Committee member for the same organisation. “Scrutiny is a vital role if we are to maximise the resources and services that the LGA provides, which is there to help and support all councillors as well as influencing national policy. One of the LGA's top priorities for this year are efficiency and value for money and where better than to start at home with this. I have devoted much of my time to scrutiny roles and I believe that I can positively contribute to this panel in order to ensure that the LGA continues and improves its support to Lib Dem councillors in the challenging times we have ahead of us.”

Gary Long Resources/Human Resources Panel I have been a Liberal Democrat councillor for 16 years. 1993 - 98: Nottinghamshire County Council, 1997 - current: Nottingham City Council, Group Leader. 2007 - current: Nottinghamshire Police Authority. I am a qualified accountant (Chartered Institute of Public Finance and Accountancy - CPFA). I worked in finance in various roles and authorities for 12 years in local government (1978 - 1989). I then spent just short of 17 years in the NHS (1990 - 2006). Firstly as Assistant Director of Finance at Southern Derbyshire Health Authority. I was part of the Finance Senior Management Team and was responsible for providing Internal Audit services for the Health Authority and a number of Trusts and PCTs in Southern Derbyshire for the whole period and, at different times, North Staffordshire and most of Nottinghamshire. I then moved into the HR Dept, spending 10 years in projects and training - including Project Manager for the Year 2000 project for the Health Authority and Project Manager for 5 PCTs for Agenda for Change (bringing in new job evaluation, pay scales, and performance review systems across the organisations). During this time I was part of the HR Senior Management team. I reported to Boards and Committees of the Health Authority, Trusts and PCTs on a regular basis in a number of roles throughout my NHS service, gaining an understanding of the strategic overview of a number of different organisations. My variety of experience at strategic level will enable me to contribute positively to the Panel on the LGA.


Cllr Graham Longley Who? You might be saying; It is natural to dismiss candidates that have not tried before and to “make them wait”. Well, I’ve never stood for party election before but I have a wealth of experience! Not least of which is 26 yrs council service since 1983 when first elected to Southend Borough Council, the fighting of two general elections, a third pending, and numerous roles in my local association.

I have never stood for party office before as I was fully employed as a Secondary School Teacher/Head of Business Studies for over 32 yrs. This together with the local council kept me away from Party posts. But I retired, early, in September 2008, went to Party Conference for the first time for 32 years and have gradually started taking on additional activities not least of which is East of England Regional Assembly Skills committee. Councillor Leo Madden Resources Panel Leo Madden is an extremely experienced councillor having been Leader of Portsmouth City Council from 1994-2000 and 2001-2. In the 1990s Leo championed the establishment of a Resources Committee for Portsmouth City Council to replace 3 sub committees. Leo went on to be Chair of ViceChair of this Committee until its replacement by the cabinet model. Since 1991 Leo has been involved in the budget-making process and continues to serve on the local working group to establish the budget for next year and beyond. Leo is a strong advocate of seeking value for money and in transparency and accountability for all aspects of public life; particularly in the use of all resources. From 1991-4, as part of a Lib/Lab pact, Leo chaired the Personnel Committee of Portsmouth City Council and served on other committees. Leo has previously been a member of the Urban Commission and Human Resources. Leo joined the Liberal Democrats in January 2009 having previously been a Labour, and then Independent Councillor.

Chris Maines has 24 years experience as a Liberal Democrat councillor in a London borough - he is currently leader of the opposition in Lewisham. Gary, originally from Edinburgh moved to Liverpool in 1983 to study computing & business. Proud to call himself an adopted “Scouser” he is passionate about Liverpool and in particular, Old Swan, the ward he represents. His personal cultural and tourism interests include a recording studio, hotel, offices and a conference venue/bar. Gary is the Cabinet Lead for Enterprise and Tourism (and Culture) at Liverpool City Council. He held this Cabinet post during Liverpool’s tenure as European Capital of Culture 2008 and has recently been reappointed to lead the city’s legacy during 2009 and 2010. “I believe that Culture, Tourism and Sport play a key role in successful regeneration. Our Liberal Democrat successes in Liverpool in 2008 brought 15 million visitors to Liverpool (3.5 million for the first time), sold 1 million hotel beds, brought 10,000 artists to the city and involved 67,000 schoolchildren. Carl is part of the Lib Dem team in Hull that has gone from one councillor out of sixty in 1997 to thirty four today. In 2002/03 he was executive member for lifelong learning, was elected Leader of the Opposition in 2005 and was elected Leader of the Council in 2006. Why I am standing I believe that the party is great at supporting local parties to win seats at a local level but I feel we can do a lot better in supporting groups when they look like taking over the Leadership of a Council. If elected, in addition to the manifesto pledges below, I will use my position to argue for, and promote, more measures to support, develop and train groups who are likely to be in a position of leadership or significant opposition roles on a Local Authority.


Biography Dave Neighbour has served the party as an elected councillor since 1993, then aged just 24. He has a track record in growing Lib Dem Influence on councils often from small minority positions. During the same time Dave has served on his regional executive and co-ordinated district wide election campaigns for 6 of the last 8 elections. 1993 Elected as sole Liberal Democrat on Bracknell Forest Borough Council. 1995 Campaign Manager, result being elected leader of new group of 6. 2000 Elected to Hart District Council. 2001 Elected deputy Group Leader. 2004-2006 Chair Hart Scrutiny Committee. 2006-2008 Leader of Council. 2007 Elected Chair Hart Local Strategic Partnership. Ambition I am driven by a strong desire to see Lib Dem councils in the vanguard of developing innovative approaches to joint service provision and rolling out best practice across local government. My work in the Hampshire & Isle of Wight Improvement Board has given me an insight into how we can work on sub-regional solutions on diverse issues such as HR, Waste, Procurement and Organisational Development. ZOÉ PATRICK Your Number 1 Choice for the LGA Board for Community Well-being Zoé Patrick is Leader of the Liberal Democrat group on Oxfordshire County Council and Leader of the Opposition. She is also a member of the Liberal Democrat controlled Vale of White Horse District Council where she was previously Deputy Leader and held the portfolio for health and social inclusion. Zoé was elected to the LGA Community Wellbeing Board two years ago and has thoroughly enjoyed the work she has been doing. She represents the Board on the European and International Strategy Group and last year joined an all-party LGA delegation to champion equalities and gender balance in public life. Zoé has been a member of the Oxfordshire Joint Health Overview and Scrutiny Committee and recently completed a review with Social and Community services looking at the demographics of older people and the challenges to be faced in the long term with an increasing ageing population. Zoé also pioneered Oxfordshire’s first scrutiny review on Special Education Needs which won national acclaim. She also represents Oxfordshire County Council on Thames Valley Police Authority. Zoé worked for Age Concern as manager for the Oxfordshire community development team and understands the issues facing older people. Her work involved bringing opportunities into the lives of those who were socially excluded. She has a long record of involvement with the voluntary sector for playgroups, scouts and several local schools where she has served as a governor. At national level, Zoé stood as PPC in the Banbury constituency at the last General Election where she substantially increased our share of the vote. She was also a candidate in the South East region for the recent elections for the European Parliament, where we successfully retained our second seat. Zoé has had many years of experience serving at local and national level on all aspects of our health and social agenda. She believes that there will be real challenges to face in the years ahead and that equality in health and social opportunity is what counts in our society today. Culture, Tourism & 2012 Trained originally in the theatre, Flick is one of Camden Council's observers to the Board of Hampstead Theatre and she is also a Trustee of the Camden Arts Centre and The Charles Dickens Museum. These activities complement her special interests in drama, literature and history. Flick says: “Culture is so important to wellbeing and in these dark economic times we must make canny use of culture’s economic benefits. I think it’s one of the most exciting things in my lifetime that the Olympics is coming - I have a particular interest as my father was an Olympian athlete. I have been actively campaigning for permission for the wide use of the Olympics logo for local authorities. It’s vital that local authorities take a lead in getting people involved up to and during the few weeks of the Olympics and Paralympics and that we are in the forefront of producing the Olympic legacy.”

Jo Roundell Greene for Environment Board Elected to South Somerset District Council in 2003, I have been the Portfolio Holder for the Environment & Property for the last three years. I was closely involved in setting up the Somerset Waste Partnership, a countywide waste collection service, and a member of the Somerset Waste Board from its inception in October 2007. SSDC and Somerset are nationally recognised as leading authorities in recycling and waste management. I have a keen interest in renewable energy and recently went to Austria on a study tour to look at anaerobic digestion. Yeovil now boasts a wind turbine, a project I led for over a year. I have been a Councillor representing the Alderney Ward in Poole since 1983. During the 12 years that Liberal Democrats controlled Poole I served as Vice Chair of Consumer and Environmental Protection, taking a lead on the development of Poole’s successful and award winning waste strategy. I also served as Vice Chair of the Housing and Tourism Committees, and was the founding Chair of the No. 1... Environment Policy Advisory Group, which pioneered partnerships that gave residents Transport, a strong voice and involvement in policy development. Since 2003 I have been Environment & Shadow Spokesperson for Sustainable Regeneration Environment, Transportation & Housing. I serve on the Environment and Economy Overview and Scrutiny Committees (covering a complete range which includes regeneration), Transport Advisory Group, and Planning Committee. I also took a key role in the “Route and Branch Working Group” (concessionary fares and subsidised services). I am also a regular substitute at regional level. In my early days as a Councillor I became heavily involved in a successful campaign to stop the construction of a major road scheme through an area of heathland, wetland, and amenity space. This was ultimately thrown out by an Inspector, and the area has since gained full European protection. I continue to work with our local Agenda 21 to ensure climate change is high on the Council’s agenda, and incorporated into the recently adopted Core Strategy. Within my Group I have been raising the profile of sustainable development and transport policies, and an understanding of the concept of “transition towns”. As a Councillor who has kept up to date by attending regular conferences and seminars, I believe that I can make a valuable contribution to the work of either Board, sharing and evaluating information and best practice ideas, and giving support to fellow Liberal Democrat Councillors. Paul Twigger is the Executive Member for Corporate Performance on Liverpool City Council, having been elected for the Knotty Ash ward in 2007.

Having studied politics at John Moores University in Liverpool, Paul returned to lecture there on Political Thinkers and Social Contract Theory; he now works as a Field Officer for Age Concern. Since his election, Paul has held the posts of Chief Whip, and recently became the Chair of his constituency party. He joined the Next Generation programme for personal development and to help improve the Lib Dem's work and performance in Liverpool, which the party has lead since 1998.

Mohib is part of the Liberal Democrat Administration on Oldham Council and is currently coming to the end of his third term of Office, having been first elected onto the Council for Coldhurst Ward in May 2000. He has served on numerous Committees and has been Chair of the Finance and Resources Committee, Shadow Cabinet Member and currently holds one of the key Cabinet posts on the Council, serving as Cabinet Member for Regeneration since May 2008. Mohib was born in Bangladesh and arrived to live in the UK in January 1975 as his father was working in one of the local cotton mills. He has always lived in Westwood which is in the Coldhurst Ward. Mohib was educated at Grange School and Oldham College before Graduating from Huddersfield University. He has been involved with many Voluntary Organisations from a young age and has continued to play a key role in working with kids from various backgrounds in Oldham, and is one of the founder Members of Peacemaker based in Oldham. Mohib has been involved in a number of businesses and since leaving University joined the Civil Service and is currently an Inspector of Taxes at HM Revenue and Customs.

Keith Whitmore this year has achieved thirty years' continuous service as a Member of Manchester City Council. Last month was elected as the new Chair of the Greater Manchester Integrated Transport Authority. Keith is also UK Delegation Leader of the Council of Europe Congress of Local and Regional Authorities and chairs the Institutional Committee for the Congress and is the only UK Member to chair a Council of Europe Committee.
