Definition (acronym) Building Research Establishment Environmental Assessment Methodology 1. The British Building Research Establishment (BRE) started the development of BREEAM certification system in the United Kingdom at the end of 1980’s. 2. It was first conceived as an sustainability assessment method for national buildings, both office and residential. 3. Today, that assessment has broaden to master planning projects, city districts, users, companies, infrastructure development and a wider scope of building typologies (e.g. New building, Extension, Existing building, Major renovation, Shell & Core). 4. It is used over the building’s entire life cycle.

Location/s BREEAM certification system is one of the most used worldwide. According to www.breeam.com (2017), BREEAM certification system is used in more 78 countries, 558,845 buildings have been already certified and 2,261,237 are registered all over the world.

Certification Process and Assessment (General) The main steps to follow: 1. Register the project (either in design or already built) according to the most appropriate BREEAM scheme. 2. Compile all the documentation needed in order to proceed with the rating system. This process is really important, as the final certification will be based on the documentation provided. 3. Provide the information gathered to an accredited assessor, who will actually carry out the rating. 4. Once the rating is finished, it will be submitted (with all the documentation of the project) to BREEAM, where it will be validated. 5. In case no discrepancies are found, the owner will receive the final certification (or precertificate) of the building. Note: that in this system the participation of the accredited assessor is compulsory.

Certification Process and Assessment (construction) Design Stage DS & P: Evaluation of the design by the assessor 1. Assistance to the design team 2. Evaluation of environmental aspects of the building: studies, choice of materials, energy consumption... 3. Improvement actions to increase the environmental performance 4. Certification Process and Assessment (post constr.) Post Construction Stage - There are 2 types of performance evaluation of a building: Post- Construction Review (PCR) 1. Control the execution of works 2. Performance check of DS&P 3. Confirmation of the rating obtained by DS & P 4. Final certificate Realization

Certification Process and Assessment (post constr.) Option for the Shell & Core evaluation (closed structural work ...) / Option for the Fit-out evaluation Post- Construction Assessment (PCA) 1. Evaluation of the building performance without DS&P 2. Limited influence on the performance of the building, low possibility to increase the score 3. Evaluation scheme and similar process to classic BREEAM scheme Realization

BREEAM In-Use Certification Standard approach for the provision of environmental performance information encompassing three parts. Each part can be carried out independently. Part 1: Building – Asset rating 1. Inherent performance characteristic of building based on built form, construction and services Part 2: Operation of building - Building Management Rating 1. Management policies, procedures and practices related to the operation of the building 2. Consumption of key resources (energy, water and other consumables); 3. Environmental impacts such as carbon and waste generation Part 3: Occupiers activities - Organizational effectiveness 1. Understanding and implementation of management policies, procedures and practices 2. Staff engagements

BREEAM In-Use Certification The BREEAM In-Use certification aims at: 1. Improving environmental performance of existing buildings 2. Helping building managers to reduce running /operational costs 3. Enhancing the value and marketability of property assets 4. Providing a transparent platform for negotiating building improvements between landlords, tenants and property managers 5. Ensuring compatibility with environmental legislation and standards, such as energy

Š 2013 Final Dissertation Francisco Villegas Ruiz, Š 2017 www.breeam.com

BREEAM In-Use Certification Can be used by owners to improve the value of the building. It allows owners or tenants to: 1. Manage and monitor the sustainability of the asset 2. Evaluate management practices and the organization of activities within the building 3. Develop action plans for sustainable management of the building and its operation 4. Develop action plans to improve the sustainability of asset and its occupation / operation

Documentation Requirements 1. Generally, all the records that can be captured during the construction phase. Photographs Technical measurements of performance (acoustic, thermal, etc.) Technical specification of materials Official documents (e.g. Energy certificates) Note: All this information will be the basis for the accredited assessor when rating the building

System Structure The system is divided into a two step procedure. Stage 1 1. Rating process, where credits are awarded in nine different sections. 2. Each section contains a range of criteria to be met. 3. Depending on the scheme the criteria can be different.

Energy

Management

Health

Innovation

Land use

Materials

Pollution

Transport

Waste

Water

Š 2013 Final Dissertation Francisco Villegas Ruiz, Š 2017 www.breeam.com

System Structure Stage 2 1. After the marks for each criterion are awarded, a percentage is calculated in relation with the maximum possible scores (number of credits). 2. This percentage is then multiplied by a weighting factor to obtain a corrected percentage. 3. The sum of all corrected percentages from each section will give the final performance of the building. Note: That to obtain the final evaluation, the building must reach a minimum number of credits in individual sections

Š 2013 Final Dissertation Francisco Villegas Ruiz, Š 2017 www.breeam.com

Certification Level There are five different levels achievable in the BREEAM certificate. The criterion differs from one scheme to another, and especially between the different versions of BREEAM internationally. (e.g. water use cannot have the same weighting in rainy areas than in arid ones) BREEAM RATING

London Square, Cardiff, UK BREEAM rating: Excellent Score: 72.67% Size: 1700m² Stage: Design and Procurement BREEAM Version: Healthcare ABOUT THE BUILDING Loudoun Square healthcare facility is part of larger regeneration development to the Butetown area of Cardiff. The development has been located on previously developed land and will act as community focal point by also providing a community hub. The hub provides a communal space that allows access to the health Centre, pharmacy, community space and the enterprise units. The client drove the sustainable elements of the scheme from the outset, ensuring the BREEAM Excellent was the objective. Understanding the value of good design and construction, rather than solely concentrating on initial costs was a critical part of the brief.
