Sharethrough receives IO which defines initial line items as requested by advertisers.

Media Strategy and COps take the IO line items and creates publisher orders to fulfill them.

Each publisher has their own rules on how they wish to do their counts (Sharethrough or third party) and how they wish to be paid. Consider showing discrepancy/variance by percentage.

Once we have all the publisher numbers for a month, see if they fulfilled what the advertiser IO specified.
Advertiser IO line item cancellations and changes have their own Salesforce IO#. Need to roll these up into the original order.
5.
Create reports for finance. Publisher payout & Advertiser billing.
