Welcome to Course de la Paix Dear Sports Friends,

jsem rád, že se opět potkáváme v Jeseníkách v lázních Priessnitz při tak významné sportovní události, jakou je Závod míru U23. Předcházející ročníky postupně zvedly úroveň tohoto závodu na maximálně možnou hranici a byli jsme svědky vzrušujícího soupeření těch nejlepších národních týmů z celého světa. O neklesajícím zájmu o tento závod svědčí nabitá startovní listina, ve které nalezneme opět týmy všech velkých cyklistických zemí, samozřejmě Českou republiku nevyjímaje. Tuto vysokou laťku si chceme udržet i nadále a proto jsme připravili i letos zajímavé a velmi náročné trasy jednotlivých etap, které dokonale prověří síly všech účastníků. Věřím, že si všichni příznivci cyklistiky přijdou na své a v hojném počtu přijdou podpořit závodníky do náročných stoupání Jeseníků a do míst startů a cílů jednotlivých etap a prologu.

I am pleased to meet you again in Jeseníky in Priessnitz spa at such an important sporting event as Course de la Paix U23. The previous years have gradually increased the standard of this race up to the maximum, and we have witnessed the exciting competition among the best national teams from all over the world. The fact that interest in this race has not declined is shown by the full start list, which includes once again all the big national teams. And, of course, not to mention the Czech Republic. We want to continue to maintain this high standard, so this year we have prepared interesting and very challenging routes. I believe that all cycling fans will have fun and will come in great numbers to support the racers along the demanding ascents in Jeseníky and in the start and finishing places of individual stages and prologue.

Already in the traditional term the national teams from the most advanced cycling countries are coming to Jeseník again in order to show their strenght. This year under the name Grand Prix Priessnitz spa.

Dear sports and cycling fans,

The cycling race of national teams, put into the Nations Cup and the Jeseníky mountains, has inseparably belonged together already for five years. Allow me a small looking back to the past. The beginnings of the cooperation of the organisers and Priessnitz spa has started in 2013. The idea to bring the top cycling race to the beautiful environment of the Jeseníky was introduced to me by Jaroslav Vašíček, the then and current head of the organizational comittee and Mgr. Petr Procházka, the Deputy Mayor of Jeseník. I was enthused by this project for both the possible combination of the top sports event with spa surroundings and our long-term interest in making the cycling popular as one of the form of healthy lifestyle as was stressed so much by Vincenz Priessnitz, the founder of our spa. The beginnings of the race were not easy and sometimes it seemed to be almost unreal to persuade all those involved and especially the sponsors for this project. Nowadays the situation is different and we can boldly look into future which is supported by the positive assessment of the sports and organizational level of the race by UCI. The prestige of the race is confirmed by the fact that the start list is already closed for a longer time and most teams confirmed their participation already last year. For sure not only stage with the finish in Dlouhé stráně will make great cycling theatre. The start list of 2017 edition consists of 23 teams from 20 countries. During race teams will compete not only with the Jeseníky hills but also the points received to Nations Cup. I want to wish the racers good luck, the fans and all spectators a lot of sports experience and favourable weather. Already for the six time the town of Jeseník will host the best of the world cycling in the category under 23 years. This year the world cup of the representative teams of this cathegory called „Course de la Paix U23 – Grand Prix Priessnitz spa“ is held again. The prestige of this race is proved by the fact that it is one of two races in the world organized for national representations at the highest level in this category. The other is the famous race „Tour de l‘ Avenir“ held in France. In previous years of the Course de la Paix U23 many participants have participated in both the Olympic Games and stages of the largest cycling races, such as Tour de France or Giro d’Italia. For example, Jan Polanc, the Slovenian racer who we could see already several times on the Jeseníky roads, won in last few days the first prize in one of the stages of Giro d’Italia. For the Jesenicko region and the Jeseník town it is certainly a very good news that such races are held in our region and it is also some form of appreciation of the area we live in, that we have still something to offer and that the „world“ belongs to this place. I wish during the races a favourable weather, that everything will happend according to our scenario and the fans will enjoy an extraordinary performance. I also hope that this race will return to us again in future to show to the Americans, Russians, French, Germans, Belgians, Italians, Spanish and others how beautiful place in the Czech Republic are the Jeseníky mountains. 2. Event type The race is opened for riders of Men Under 23 (MU) category. The race is registered in 2017 UCI Nations‘ Cup U23 calendar. According to UCI rule 2.14.024 the Nations‘ Cup awards points, but only to nations. According to article 2.14.025 only the first rider from each nation scores points based on his place in the event. The points are awarded in conformity with article 2.14.027 to the first 20 riders of the final general ranking according to the following scale: Classification Points Classification Points

7. Protected area before stages´ finish In case of duly noted fall, puncture or mechanical incident recognized by the Commissaires in the area of last 3 km of stage 1, 2 and 3 with mass start articles 2.6.027 and 2.6.029 will be applied. Stages 2 and 3 are considered as stages with the finish on the top of a hill-climb. 8. Time bonuses Time bonuses are awarded according to articles 2.6.019 – 2.6.021 as follows: a) Time bonuses at the finish of the stage 1, 2 and 3: 1st place 10 s, 2nd place 6 s, 3rd place 4 s b) Time bonuses at intermediate sprints of the stage 1, 2 and 3: 1st place 3 s, 2nd place 2 s, 3rd place 1 s 9. Time limit For each stage the time limit is set to 15 % of stage winner´s time.

3. Participation According to article 2.1.005 of UCI rules the race is opened for: National teams. In case riders out of time limit are excluded of this time limit by the commissaires, they shall have confiscated the equivalent points awarded to the winner of this stage to their individual general classification by points even if their points total in this classification becomes negative. 10. Classifications The race consists in the following classifications: A) Individual time classification, Yellow jersey – Moravskoslezský / Olomoucký kraj (MoravianSilesian / Olomouc region) Winner of this classification is the rider with lowest sum of times recorded during each stage. Where two or more riders make the same time in the individual time classification the following criteria shall be applied to decide the order:

1. fractions of a second registered during the prologue shall be added back into the total time 2. lower sum of placings obtained in each stage 3. better placing in the last stage ridden

1. better sum of places of the first 3 team riders with the best times on the stage 2. better placing of their best rider on the stage classification

Leader of this classification obtains the yellow jersey and is required to wear this jersey.

The team general classification will be calculated on the basis of the sum of the three best individual times from each team in all stages. In the case of same times in the general team classification, the following criteria shall be applied:

B) Points classification, Blue jersey – Ondrášovka Points are awarded at the finish of each stage. Points are awarded for the following placings at the finish: Stages with mass start: 1st – 15th place: 25, 20, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1 point. Winner of this classification is the rider with highest sum of points. In case of same points at the finish of the classification, the following criteria shall be applied: 1. higher number of stage wins 2. better placing in the general individual classification Leader of this classification obtains the blue jersey and is required to wear this jersey. C) Climbers Classification, Green jersey – Satum Consists of GPM. Points are awarded for the first 5 riders: 5, 4, 3, 2, 1 point. Winner of this classification is the rider with highest sum of points received in mountain primes. In case of same points in the general climbers classification for more riders, the following criteria shall be applied: 1. higher number of first places in mountain peaks 2. better placing in the general individual classification Leader of this classification obtains the green jersey and is required to wear this jersey. D) Best Czech rider classification, White jersey – Nadace ČEZ (ČEZ fund) Winner of this competition is the best placed Czech rider in the general individual classification by time. Leader of this classification obtains the white jersey and is required to wear this jersey. E) Most active rider classification, Red jersey – Prim / Media Walk The most active rider is announced by the organiser after each stage. Leader obtains the red jersey and is required to wear this jersey F) Team competition The team classification in stage shall be calculated on the basis of the sum of the three best individual times from each team. In case of same times in team classification in stage the following criteria shall be applied:

1. higher number of first places in the daily team classification 2. higher number of second places in the daily team classification etc. If there is still a draw, the teams will be separated by the placing of their best rider in the general individual classification. Any team reduces to fewer than three riders will be eliminated from the general team classification. Riders of the leading team in the general team classification are required to wear a distinctive sign provided by the organiser. 11. Doping control Doping control will be carried out according to UCI Antidoping rules and the local anti-doping legislation which will be applicable in addition to the UCI‘s antidoping regulations. Awards ceremony According to article 1.2.112 of UCI rules the concerned riders must participate in official ceremonies and must arrive no later than 10 minutes after crossing the finish line. B. Start numbers/chips - transponders Each rider receives 2 body numbers, 1 frame number and the transponder on the front fork. The transponder and radio receiver (if provided) have to be returned to the organiser after the race. A team not returning the transponder and radio receiver shall be sanctioned to a fine 100 € . C. Signing of starting sheets All riders are required to sign the starting sheet before the start of each stage according to the article 2.3.009. The starting sheets will be at disposal at the start area 40 minutes before the start of each stage with the mass start. The signing will terminate 10 minutes before the start of each stage. D. Special time trial bicycles are not permitted.

The rider following next in the relevant classification is required to wear the jersey which is not being worn by the leader of that classification.
