První ročník Závodu míru se konal v roce 1948 a byl pořádaný denníky komunistických stran třech států východního bloku. Brzy se stal největším amatérským cyklistickým závodem na světě

The first Course de la Paix was held in 1948, organized by the daily newspapers of the communist parties in the Eastern block and soon became the world‘s biggest amateur cycling race

Vážení sportovní přátelé,

Dear Sports Friends,

jsem rád, že se opět potkáváme v Jeseníkách v lázních Priessnitz při tak významné sportovní události, jakou je Závod míru U23. Předcházející ročníky postupně zvedly úroveň závodu na maximálně možnou hranici a byli jsme svědky vzrušujícího soupeření nejlepších národních týmů z celého světa. O neklesajícím zájmu o tento závod svědčí nabitá startovní listina, ve které nalezneme opět týmy všech velkých cyklistických zemí, samozřejmě Českou republiku nevyjímaje. Vysokou laťku si chceme udržet i nadále a proto jsme opět připravili takové trasy etap, které opravdu prověří všechny závodníky. Věřím, že si také všichni příznivci cyklistiky přijdou na své a přijdou fandit do náročných stoupání Jeseníků a do míst startů a cílů jednotlivých etap a prologu.

I am pleased to meet you again in Jeseníky in Priessnitz spa at such an important sporting event as Course de la Paix U23. The full start list, which includes once again all the big national teams and, of course the Czech Republic is great confirmation of importance of this classic race. We want to continue to maintain high standard, we have prepared interesting and challenging routes. I believe that all cycling fans will have fun and will come in great numbers to support the racers along the demanding ascents in Jeseníky and in the start and finishing places of individual stages and prologue.

Díky prestižnímu Závodu míru U23 Grand Prix Priessnitz spa máme příležitost obdivovat skvělé sportovní výkony, ale také upozornit na výjimečnost našeho regionu. Náš region je pro milovníky cyklistiky ideálním místem. Už nyní si aktivní i rekreační sportovci mohou vybrat z husté sítě tras nejrůznějších náročností. With the prestigious Course de la Paix U23 Grand Prix Priessnitz spa, we have the opportunity to admire great sports performance, but also to present the uniqueness of our region which is ideal for cycling enthusiasts. Active and recreational athletes can already choose from a dense network of routes of varying difficulty. Moreover, this year we have offered significant support to municipalities. We will redistribute CZK 18 million from the regional budget for the maintenance of existing as well as the construction of new cycle paths. VÍTEJTE VE MĚSTĚ KRNOVĚ Vážení fanoušci cyklistiky, Jsem moc rád, že je Krnov důležitým dějištěm tak významné sportovní akce, jakou je Závod míru U23. Cyklistika je v našem městě, které leží v podhůří Nízkého Jeseníku, velmi oblíbená. Lidé mají v okolí Krnova pro výlety na kole spoustu možností, ať už se projedou okolo řeky Opavice na zámek Linhartovy nebo si dají do těla a vyšlápnou si ke zřícenině Šelenburk a dál do Úvalna na rozhlednu. Věřím, že si profesionální závodníci, kteří k nám přijedou bojovat o místa na stupni vítězů, od nás odvezou i spoustu krásných zážitků a stihnou si vychutnat krásné prostředí Jesenicka. VÍTEJTE V OLOMOUCKÉM KRAJI Vážené dámy a pánové, fanoušci sportu, znáte ten pocit, kdy ráno ještě předtím, než mlhu zaplaší slunce, šlápnete do pedálů a vyrazíte s kolem na výlet, abyste už po deseti kilometrech začali přemýšlet, jestli by nebylo lepší otočit a vrátit se na snídani? Pokud jste na tom podobně jako já, možná vás někdy lenost přemohla. Při pohledu na jezdce Závodu míru mě napadá, jak s únavou bojují, jaký recept mají na to, aby popadli druhý dech a zda si jízdu užívají, nebo je to dřina od začátku až do konce. Ať to mají profesionální cyklisté jakkoli, jisté je, že nás ostatní dokážou ke sportu motivovat. Mně třeba tak, že až budu chtít příště řidítka bicyklu předčasně natočit k domovu, vydržím šlapat ještě dalších pět kilometrů. Asi na mě v cíli nebude čekat žlutý trikot, ale jen vlažný čaj a studená sprcha. Možná, že právě v tom je kouzlo sportu a Závodu míru zvlášť – vyhrát sám nad sebou. Přeji proto všem jeho účastníkům, aby se jim to podařilo, ať už do cíle dojedou na jakékoli pozici. Ladislav Okleštěk Hejtman Olomouckého kraje Welcome to the Olomouc Region Ladies and Gentlemen, Sports Fans do you know the feeling when you step into the pedals in the morning before the fog lifts and you go for a ride on your bike only to start thinking after ten kilometres if it would be better to turn around and head back for breakfast? If you‘re like me, laziness may sometimes overcome you. Looking at the riders of Peace Race, I wonder how fatigued they are, what recipe they have to catch a second breath and whether they enjoy the ride, or whether it is hard work from start to finish. Whatever it is for the professional cyclists, it is certain that they can motivate us to sport. So next time, when I want to turn my bicycle handlebar to home, I can continue pedalling for another five kilometres. Probably not a yellow jersey waiting for me at the finish, but only lukewarm tea and a cold shower. Maybe that‘s what the magic of sport and the Peace Race is all about - to win over yourself. WELCOME TO KRNOV CITY Dear cycling fans, I am very pleased that Krnov is an important venue for such a major sporting event as the Course de la Paix U23 Nations‘ Cup. Cycling is very popular in our town, which lies at the foothills of the Nízký Jeseník Mountains. People have plenty of opportunities for cycling trips around Krnov, whether they take a ride around the Opavice River to Linhartov Chateau or pedal up the hill to the ruins of Šelenburk and further to Úvalno to the lookout tower. I believe that professional riders who come to us to fight for places on the podium will take a lot of beautiful experiences from us and enjoy the beautiful surroundings of Jeseník. I keep my fingers crossed for all the athletes, and for the organizers to have a successful race. On behalf of the Czech Cycling Federation, I welcome you here at the place of the prestigious Course de la Paix U23 Grand Prix Priessnitz spa 2019. It is one of the two stage events of the N´Cup series, which in itself means that we will see the best riders of the world under the age of 23.

Před nedávnem jsem byl členem delegace Českého svazu cyklistiky v sídle UCI ve švýcarském Aigle. Zde se nám dočkalo vřelého přijetí ze strany prezidenta UCI Davida Lappartienta. Ten nám mj. poděkoval za organizaci Závodu Míru U23 Grand Prix Priessnitz spa a nazval tuto významnou cyklistickou akci výkladní skříní české cyklistiky.

I was recently part of the Czech Cycling delegation at the UCI headquarters in Aigle, Switzerland, where we received a warm welcome from UCI President David Lappartient. He also thanked us for organizing the Course de la Paix U23 Grand Prix Priessnitz spa and called this important cycling event a showcase of Czech cycling.

Jsem přesvědčen, že organizátoři ze společnosti Jesenická Cyklistická z.s. uplatní v sedmém ročníku tohoto podniku v plné míře svou zkušenost z organizačně a pro české barvy sportovně velmi úspěšných podniků z minulosti.

I am convinced that organizers from Jesenická Cyklistická z.s. in this seventh year event, will fully utilise their organisational experience to make this highly successful sporting events for Czech colors similar to the past.

Velikost a důležitost tohoto závodu si uvědomuje i zastupitelstvo města Rýmařov, které se rozhodlo tento závod finančně podpořit. WELCOME TO PRIESSNITZ SPA Already in the traditional term the national teams from the most advanced cycling countries are coming to Jeseník again in order to show their strenght. The cycling race of national teams, put into the Nations Cup and the Jeseníky mountains, has inseparably belonged together already for years. Allow me a small looking back to the past. The beginnings of the cooperation of the organisers and Priessnitz spa has started in 2013. The idea to bring the top cycling race to the beautiful environment of the Jeseníky was introduced to me by Jaroslav Vašíček, the then and current head of the organizational comittee and Mgr. Petr Procházka, the Deputy Mayor of Jeseník. I was enthused by this project for both the possible combination of the top sports event with spa surroundings and our long-term interest in making the cycling popular as one of the form of healthy lifestyle as was stressed so much by Vincenz Priessnitz, the founder of our spa. The beginnings of the race were not easy and sometimes it seemed to be almost unreal to persuade all those involved and especially the sponsors for this project. Nowadays the situation is different and we can boldly look into future which is supported by the positive assessment of the sports and organizational level of the race by UCI. The prestige of the race is confirmed by the fact that the start list is already closed for a longer time and most teams confirmed their participation already last year. For sure not only stage with the finish in Dlouhé stráně will make great cycling theatre. The start list of 2019 edition consists of 22 national teams. During race teams will compete not only with the Jeseníky hills but also the points received to Nations Cup. I want to wish the racers good luck, the fans and all spectators a lot of sports experience and favourable weather. ETAPOVÁ MĚSTA A MÍSTA JESENÍK Jeseník proslul svými světoznámými lázněmi, pojmenovanými podle slavného rodáka a zakladatele moderní vodoléčby Vincenze Priessnitze. Město Jeseník má téměř 800 let dlouhou, bohatou a zajímavou historii. K nejzajímavějším patří například památkové objekty Vodní tvrz a Katovna, které je známá čarodějnickými procesy. V minulosti zde byla tradiční těžba a zpracování drahých kovů, kamene nebo výroba textilu. Současný Jeseník nabízí svým návštěvníkům lázeňské služby, ubytování na evropské úrovni a také široké možnosti kulturního a sportovního vyžití, zejména v oblasti turistiky a zimních sportů.

RÝMAŘOV Nejzápadnější město Moravskoslezkého kraje s 8 tisíci obyvatel. Patří do okresu Bruntál. První zmínka o obci pochází z roku 1351, v roce 1406 se Rýmařov stal městem. Tradice výroby textilu (Hedva). Významné Městské muzeum v Rýmařově. Historické jádro města v roce 2003 vyhlášeno městskou památkovou zónou.

KRNOV Krnov je hornoslezské město v Moravskoslezském kraji, v podhůří Nízkého Jeseníku. Leží na soutoku řek Opavy a Opavice, v těsné blízkosti hranic s Polskem. V roce 2011 zde žilo téměř 25 tisíc obyvatel. Historie města sahá až do 13. století, kdy Krnov získal městská práva. V dnešní době je Krnov sídlem výrobce textilní galanterie Pega, nápojů Kofola, varhan Rieger-Kloss a jiných. Na území města se nachází několik pamětihodností a historických objektů, např. DLOUHÉ STRÁNĚ Dlouhé stráně jsou s výškou 1353 m nejvyšší hora Desenské hornatiny, okrsku pohoří Hrubý Jeseník. Vrchol se nachází 4 km jihovýchodně od Koutů nad Desnou a 5,5 km západně od svého mateřského vrcholu Pradědu. Na vrcholu se nachází horní nádrž přečerpávací vodní elektrárny Dlouhé stráně společnosti ČEZ. Jedná se o nejvýkonnější vodní elektrárnu v Česku – její instalovaný výkon je 2 × 325 MW.

Condition for participation Invitation from the organiser and a valid licence for year 2019. All participants must hold valid passport or other valid personal identification document. It is necessary to respect visa requirements. 22

2. Event type The race is opened for riders of Men Under 23 (MU) category. The race is registered in Under23 NCup 2019 calendar. According to UCI rule 2.14.024 the Nations Cup awards points, but only to nations.

For each stage the time limit is set to 15% of stage winner´s time. In exceptional cases only, unpredictable and of force majeure, the commissaires panel may extend the finishing time limits after consultation with the organiser. In case riders out of time limit are excluded of this time limit by the commissaires, they shall have confiscated the equivalent points awarded to the winner of this stage to their individual general classification by points even if their points total in this classification becomes negative. 10. Classifications The race consists of the following classifications: A) Individual time classification, JERSEY Moravskoslezský / Olomoucký kraj (Moravian-Silesian/Olomouc region) Winner of this classification is the rider with lowest sum of times recorded during each stage. In case of same times in individual classification in final placing, the following criteria shall be applied: 1. lower sum of placings obtained in each stage 2. better placing in the last stage ridden Leader of this classification obtains the yellow jersey and is required to wear this jersey. B) Points classification, JERSEY Ondrášovka Points are awarded at the finish of each stage. Points are awarded for the following placings at the finish:

6. Neutral mechanical assistance

C) Climbers Classification, JERSEY Satum CZECH

For mass start stages the organiser provides 3 neutral mechanical vehicles Mavic.

Consists of mountain primes. Points are awarded for the first 5 riders: 5, 4, 3, 2 a 1 point.

7. Protected area before stages´ finish

Winner of this classification is the rider with highest sum of points received in mountain primes.

In case of duly noted fall, puncture or mechanical incident recognized by the referees in the area of last 3 km of stage 1, 2 and 3 with mass start articles 2.6.027 and 2.6.029 will be applied.

In case of same points in the general climber’s classification for more riders, the following criteria shall be applied:

Stages 2 and 3 are considered as stages with the finish on the top of a hill-climb.

8. Bonifications

Leader of this classification obtains the green jersey and is required to wear this jersey.

Bonifications are awarded according to articles 2.6.019 – 2.6.021 as follows:

A) After each stage

Winner of this competition is the best placed Czech rider in the general individual classification by time.

- First 3 riders in stage classification - Leader of the general individual classification by time - Leader of the general individual classification by points - Leader of the general mountain classification - The best Czech rider in the general individual classification by time - The best U21 rider in the stage

Leader of this classification obtains the white jersey and is required to wear this jersey. E) Best U21 rider classification JERSEY Prim / Media Walk Winner of this competition is the best placed U21 rider in the general individual classification by time. He obtains the red jersey and is required to wear this jersey. F) Team competition The team classification in stage shall be calculated on the basis of the sum of the three best individual times from each team. In case of same times in team classification in stage the following criteria shall be applied: 1. better sum of places of the first 3 team riders with the best times on the stage 2. better placing of their best rider on the stage classification The team general classification will be calculated on the basis of the sum of the three best individual times from each team in all stages. In the case of same times in the general team classification, the following criteria shall be applied: 1. higher number of first places in the daily team classification 2. higher number of second places in the daily team classification etc. If there is still a draw, the teams will be separated by the placing of their best rider in the general individual classification. Any team reduces to fewer than three riders will be eliminated from the general team classification. Riders of the leading team in the general team classification are required to wear a distinctive sign provided by the organiser. 11. Awards ceremony According to article 1.2.112 of UCI rules the concerned riders must participate in official ceremonies and must arrive no later than 10 minutes after crossing the finish line. 24

Priority of jerseys If the rider is leading in more than one classification, the order of priority of distinctive jersey will be as follows: 1. YELLOW JERSEY Moravskoslezký / Olomoucký kraj 2. BLUE JERSEY Ondrášovka 3. GREEN JERSEY Satum CZECH 4. WHITE JERSEY Nadace ČEZ 5. RED JERSEY Prim / Media Walk The rider following next in the relevant classification is required to wear the jersey which is not being worn by the leader of that classification. B. Start numbers/chips – transponders Each rider receives 2 body numbers, 1 frame number and chip on the front fork. The chip and walkie-talkie have to be returned to the organiser after the race. In case of not returning the chip and walkietalkie a fine of 100 € will be applied. C. Signing of starting sheets All riders are required to sign the starting sheet before the start of each stage according to the article 2.3.009. The starting sheets will be at disposal at the start area 40 minutes before the start of each stage with the mass start. The signing will terminate 10 minutes before the start of each stage. D. Special time trial bicycles are not permitted.
