Chapter 3 - Budget 2016: Town faces asset renewal Council addresses asset renewal and reserves with proposed ďŹ ve-year ďŹ nancial plan Submitted by the Town of Golden

Like other municipalities across the province – and country – Golden faces aging infrastructure and limited funding for its renewal and replacement. According to Asset Management BC (AMBC), the key challenge facing local governments with respect to asset management is their limited financial resources. That is one of the reasons why Council has taken the bold step of increasing our budget 5% this year, and in successive years, to begin meaningfully addressing this significant and nation-wide issue, while still maintaining the services and quality of life our citizens, visitors, and the economy expect. “In most instances, municipalities are asset rich and revenue poor, having to manage more relative infrastructure than both the provincial and federal governments. If this infrastructure is here to stay, then it is critical to fund both its operation and renewal, ensuring money
is available during its lifetime and for its replacement,� says Mayor Ron Oszust. “While the art and science of establishing capital and operating reserves for infrastructure can be complex, the premise remains fundamental – money that has not been either set aside or planned for will have to be pulled from elsewhere to meet that eventuality. This could negatively impact another service, amenity, or the taxpayer and is simply not good practice for long term financial planning.� Recent facility and amenity condition assessments coupled with inventory, valuation and amortization calculations, have permitted the Town to identify a number of priority infrastructure replacement projects and facility needs for the next 20 years. It is also in the process of restructuring its reserves in response to asset management best practices. Importantly, in Golden, we are not just relying on budget increases to address our ongoing and future needs. We are, in fact, pursuing many granting opportunities that if successful, will ease the burden to the taxpayer.

We continue to wait on the announcements of successful applications to a large grant program which we are now told will happen this February. If we are successful, design and engineering would begin immediately after. One of the projects under application is valued at $2.67M and if successful is 100% grant funded. The project contemplates complete replacement of water and sewer infrastructure below the streets from the Bargain! Store to Kicking Horse Ford to the Downtown Auto Wash, past Mary’s Motel and ending again at the intersection with 7th Street North. The end result would include repaving and boulevard landscaping, including a remill of the paved street surface from the Big Bend CafĂŠ to the Dollar Store. In addition, in 2015, we were successful in our New Building Canada Fund – Small Communities Fund application for Community Sewer System Improvements. The project will see the replacement of the aeration system and liners of our lagoons as well as a package odour scrubber at the nearby 12th Street lift station which together should effectively reduce process odour generation. Work is expected to begin early this spring and continue to the end of 2017. “This project is valued at approximately
$1.4M for which we must contribute just over one-third or about $478K. This important infrastructure renewal project also includes rebuilding a number of machinery components within the collection and treatment system,� says Town of Golden CAO Jon Wilsgard. In 2015 Golden was also the recipient of a grant through the Canada 150 Infrastructure Program for its Renewal and Enhancement of the Golden Swimming Pool project. The Town’s aquatic facility will undergo over $340K in capital improvements in 2016 and 2017. Funding for the improvements will come from the Canada 150 Community Infrastructure Program grant ($170K), a CBT Grant ($85K) and a portion from the one-time 2015 Economic Opportunity Fund ($85K) which was transferred to the Recreation Reserve. I know it’s January, it’s the start of a new year, and people tend to get ambitious about the opportunity of a clean slate, new possibilities. New Year’s resolutions and all that kind of thing. Vow to ourselves to quit a bunch of bad habits and start some new things that will be good for us? Start exercising, read more, spend more time with friends, eat healthy, be more organized, learn something new ... wow, that’s a pretty good list just off the top of my head. For some people I suppose this would all seem pretty simple, for others, not so much. Shopping for groceries the other day, I ran into a local gentleman who has recently had some fairly serious challenges with his health. A series of surgical procedures that were required for his continued survival. The world is brighter place, perhaps like someone who loses their sight temporarily and suddenly everything that was just average is now amazing simply because they can see it again. He spoke of nature, how he stops to see it, to really see it, not just pass by like so many of us do in our busy day-to-day lives. I can’t help but think how many of us take our days for granted. How I take my own life for granted. Do we only appreciate things when we no longer have them? Do we only appreciate life in general when we come close to dying? Do we live each day like it might be our last, in case it might be? It shouldn’t be that way, but I bet it is for the most part. Maybe we all need a reminder in general of how precious life really is. His face stayed with me as I went on through the rest of my day, his expression of truth. I’m so pleased he chose to share his experience with me, a precious little piece of himself. And I wish him well with the final procedure. What now will I make of the benefit of this experience? Will I become a better version of myself? Maybe. A more likely outcome is that I’ll be true to myself with everything that is important to me. If I’m able to do that, really and truly, it will be better than all the new year’s resolutions put together.

Hammond funds: Construction underway at Durand Manor Submitted by Interior Health (IHA)
GOLDEN – Interior Health is pleased to announce design plans for the renovations of Henry M. Durand Manor residential care home are complete. “Renovations are drawing near for Durand Manor with today’s announcement of a general contractor tender,� said Parliamentary Secretary for Seniors Darryl Plecas. “Once complete, the facility will help support our goal of making sure seniors can stay close to family and friends and that they have a comfortable and expanded place to call home as they age.� Durand Manor is an Interior Health owned and operated care home with 26 residential care beds and two short stay beds. After renovations, residents will have a larger, updated common space for gatherings and activities. “We are very pleased to see the next step in this project moving forward,� said Erwin Malzer,

This project will see the current multipurpose building (known as the “round room�) demolished and rebuilt to more than twice the size. The new addition will feature a large multiuse space for family meetings, resident and community client activities, wheelchair-friendly washroom, hair/spa salon, staff and storage areas, and improved access to the secure outside garden area. Funding for these renovations was made possible thanks to a significant donation by the estate of Annie Hammond – a long-time resident of Golden who passed away in 2002. Hammond stipulated her donation be used to create or enhance residences of senior citizens in her community. In consultation with her executors, Interior Health determined this important renovation for Durand Manor was a good project to honour Hammond’s contribution to local seniors. The value of the original donation, plus accumulated interest, totals more than $691,000. These funds cover the overall project cost as well as additional building improvements and equipment for the new space.
“We are very excited to see these renovations begin,� said Erica Phillips, Acute Health Services Administrator, East Kootenay. “The result of this project will offer significant improvements to the communal areas of Durand Manor, which are utilized by both residents and community clients.�

History column - The writings of Tom King

You may recall that before Christmas I mentioned in this space that it is my guess that a former MLA, Tom King, was probably responsible for the building of the bridge over the Kicking Horse River in the centre of town. He had been in office for over twenty years and retired in 1952, the year the bridge was built. If I had the chance to spend an hour with one of Golden’s pioneers, Tom King is one of the people that I would spend it with. An hour with any pioneer would be interesting, but King had a wide background that might have given him a unique perspective. He raised his family here, was in business for decades, and because of his political years he saw Golden as it fit into the provincial perspective as well. I never got to meet him. He died in 1972, two years before we arrived. But if I could have, I would have been interested in his answer to at least one question. I would be curious to know if, in looking back over his seventy years in Golden, he thought
the community missed any opportunities. In many instances, both as an individual and as a community, there are opportunities right in front of us and we don’t see them. And we always say that hindsight is 20-20, so in looking back could Tom King see things that should have been done in his day in Golden? Because if there was something that could have been done in the past, maybe it could still be done today. That, however, is an economic development question, and there was much more to Tom King than business. He was also a writer who has left us with some pictures of Golden that we would not have had were it not for him. If you are a reader of ‘Golden Memories’ you will have noticed many articles written by King, but he was the author of another publication as well, one that has been largely forgotten. Shortly after we started the ‘Golden News’ in 1991 I was visiting with Tom King’s son, Norman, and he told me about a book that his Dad had written. I asked if he had a copy of it and, if so, could I borrow it? He did have a copy and he loaned it to me and I asked if I could print it in instalments in the paper and he said I could. So we did that, and now that a generation has passed since then, we are going to do it again here over the next several weeks. King titled his book ‘The Story of Golden.’ When I got the copy from Norm King in ’91, it was bound with a nice golden coloured cover. This time when I started to look for a copy of the book I had trouble finding one. Tom’s daughter, Thelma Barlow, didn’t have one, nor did any of the grandchildren that I was able to connect with. I finally found a copy, but only on copied sheets, at the museum. But no matter, I was so thankful that there was a copy there. (If anyone has a bound copy and would be willing

to donate it to the museum, that would be wonderful.) You will find that ‘The Story of Golden’ is a little more than the story of Golden. It covers much of the valley south as far as the Windermere Valley (Radium, Invermere, and Fairmont areas). That would have been partly because Tom King was very familiar with that area since it was in his political riding, but also because during his life, Golden and the southern part of the valley were tied together much more than they are now. In the early days people going to the Windermere Valley usually got there by taking the train to Golden and then
a steamboat or wagon road up the valley. In addition, since provincial development usually followed the construction of the railway, Golden was where most of the government offices were located. So in those days, if someone down south wanted to, for example, buy some government land, they had to come to Golden. Now everything is tied to Cranbrook. I find that King’s book is amazing in that he recalls so much history of the individuals who lived in the valley in his day. He says in the book that he got to know everybody by working in the post office. He certainly would have, but he also remembered everybody and was able to write about them late in life. There is no date at the beginning of the copied sheets of the book that I have but it would be interesting to know how old King was when he wrote the book and what year it was. He gives us a good clue on Page 29 of the book when he is describing the MLA who followed him, that being Orr Newton of Invermere, who King says represented the district ‘till about ten days before this page was written, when he passed away‌â€? Orr Newton died on February 14, 1963, so it would have been the same month when King was writing. You will find that much of King’s description of life in our area paints a picture of a fairly simple life, of people struggling to extract a living from the land, and it wasn’t easy. Besides, there were no social safety nets such as social assistance, employment insurance and old age pensions. Much of life for those early residents, I am sure, was a struggle. In any event, if you would like a picture of the Golden life in the early days, through the eyes of someone who lived them, stay with me for the next several weeks. Starting next week, Tom King will lead the tour.

Eat Pure: A Taste of India

I was lucky enough to grow up with an Aunt from India who would make fresh Chapatis for lunch and whose house always smelled with the deep fragrant residue of frying spices. When she would invite our family and my cousins for dinner, we would all skip lunch for the ensuing Indian feast she was preparing, which was our favorite. Dhal is like my macaroni and cheese - pure comfort food. Luckily it is much healthier and quite simple to prepare. I like to make a big pot and then have it for lunch all week.

Place the lentils in a pot and cover with enough cold water to come to around two inches
above their surface. Bring to the boil then reduce to a simmer. Stir in the turmeric and 1 tbsp butter. Cover and leave to cook gently. In a small frying pan, dry-fry the cumin seeds over a medium heat until toasted and fragrant (no more than a couple of minutes). Remove from the pan and set to one side. Melt the remaining butter in the same frying pan and gently fry the chopped garlic, onion, chilies and the grated ginger and tomatoes, if you’re using them. Once the garlic is golden, mix in the
toasted cumin seeds and, if using, the garam masala and ground coriander. Add to the lentils. Give the dhal a good stir. It should have the consistency of porridge. Add more water as necessary (you will be surprised how thick they can get over just a couple of extra minutes cooking), and add coconut cream or if using. Season to taste, then serve on its own, topped with coriander or with a side of basmati rice.

For example; like one time when I was a kid the song, I Want Your Sex, by George Michael started playing on my Mom’s tape deck while we were driving, and every time she hit play after fast-forwarding it a little, the word sex would come through the loud speaker, over and over again causing an explosion of laughter from my brother and I; or another time when the song All I Want to Do is Make Love to You by Heart was playing on the radio and I asked my Mom what the song was about, and she told me, and there were two boys listening to our conversation from over a fence. Given my crush on the Goblin King in Labyrinth, if George Michael and Heart taught me about sex and reproduction, then David Bowie taught me about presentation and appeal, I guess that’s the adult side of this story.
“Blue, blue, electric blue, that’s the colour of my room, where I will live; blue, blue,â€? - Sound and Vision, David Bowie Blue is how I felt on Monday when I heard about the passing of the legendary David Bowie – I think we all felt it. Images and videos of his music are still being posted and shared on social media sites by hundreds of people as I write this - interviews, videos and live performances – are serving grieving fans with a place to go to find comfort through listening to his music and connecting with each other. Through his music he always seemed to be there, like a reliable friend; music to fall into, to fall in love with, to be inspired by and to dance to. For me, David Bowie was the first “weirdoâ€? I fell in love with. It all happened when I was a kid and it was a love stemming from the curiosity he provoked in me when I watched his portrayal of the Goblin King in Jim Henson’s movie, Labyrinth, for the first time. What a treat it was to have a super star, like him, play such an appealing character among goblin puppets, to entertain us kids. We knew who he was, our parents had one or two of his albums, and it was exciting to see him larger than life on the big screen. David Bowie in Labyrinth connected adults and kids together; recruiting another generation of fans, and, through the film, gave kids an exciting glimpse into an enchanting, bewildering, magical world full of puzzles, puppets, trickery of the Goblin-kind, and above all else, his music. The seventies and the eighties, in particular, seemed to be a time when puppets and celebrities came together to entertain kids, sometimes bringing cheeky adult humour into a kids world. When I was young I was a huge fan of Jim Henson’s movies and television shows. Reruns of The Muppet Show (1976-1981) delighted me – and seeing walking-talking stuffed animals sing, dance and flirt with adult celebrities like Gilda Radner, Elton John and Mark Hammil (Luke Skywalker) as they merged into a kid’s world made me feel empowered as a child as it did when Bowie was Goblin King. From 2014 - 2015, the Chicago Museum of Contemporary Art was host to an exhibit dedicated to the one and only Ziggy Stardust. The title, David Bowie Is‌, was left open-ended to give those visiting the exhibit a chance to come up with their own idea of who the enigmatic artist was. Program coordinators at the museum

A quote from the Chicago Tribune published on October 9, 2014 sums it up perfectly‌ “He is just as appealing for kids as he is for adults in that he sings and dances, plays dress-up, and invents characters. The artist never lost his inner-
child ability to make wild leaps in imagination.� During the exhibit families had the opportunity to play interactive games created by local artists including dressing up as heroes and going on quests and an interactive truth or dare game in recognition of Bowie’s rebel-like qualities. About 150,000 people showed up to the exhibit over four months. There’s nothing like the colliding of two worlds to help encourage family bonding and important
There’s no doubt adults and kids alike can find themselves traveling through different worlds while listening to David Bowie’s music – and I’m sure many an aspiring musician has explored the ins and outs of every piece of music he put out into the world, or was a part of creating. I think most of us found joy listening to his music because his joy in creating it came through each song. A lot of us grew up with him as an icon in the background of our lives, showing up at weddings, dance clubs, on albums of other bands we love from one of his many collaborations, or entertaining us in movies, or showing up at our jobs on the radio while we work, or in our living rooms as we lay on the floor listening to tales about outer space. He inspired many, and definitely kept me intrigued and amazed with his creative storytelling and character invention; and to some degree helped make up for what schools weren’t teaching in Sex Education Classes. Above all else is under the costumes, make up, lighting and fantastic stylings of the man is a man who was a great musician and he had a gorgeous smile. David Bowie embodied magic and wonder and joy, everything kids love, while it was glamourous and ambiguous at times, at other times it was just real. His musical presence throughout our lives, whether in character or not, for kids or for adults, seemed natural, simple, and yet so meaningful. Perhaps that’s why we loved him so much.

It’s not too late to benefit from last year’s TFSA limit The government has rolled the TFSA annual contribution limit back to $5,500 for 2016. But you can still contribute up to $10,000 for 2015. by Brenda Spiering, It’s a Brighter Life.ca Yes, the government has rolled the annual tax-free savings account (TFSA) contribution limit back down to $5,500 for 2016. But the $10,000 limit still remains for 2015. So, because contribution room can be carried forward, if you haven’t done so already and were eligible each year, you can still contribute up to a total of $46,500: $5,000 per year for 2009-2012, $5,500 per year for 2013 and 2014, $10,000 for 2015, and $5,500 for 2016. Whether you’re looking for a tax-sheltered way to save for a down payment on your first home or you’re getting close to retirement and looking for a way to supplement your retirement savings, putting your money in a TFSA can be a great way to save. While contributions aren’t tax deductible, there’s no tax payable on investment growth inside the plan and withdrawals aren’t subject to income tax. “Overall, I think the TFSA is a great vehicle and it does encourage more saving,� says Cindy Crean, Managing Director of Private Client Services at Sun Life Global Investments. “It also gives people more choice in terms of which option is better for them, a TFSA or RRSP. For example, if Canadians think they will be in a higher tax bracket at retirement, a TFSA may be a better choice than an RRSP. In addition, retirees who don’t need all of their income, including income from RRIFs or pensions, can direct additional savings into a TFSA to shelter it from tax.� Here are five good reasons to save in a TFSA: 1. Starting to save If you’re just starting out in your career and still in a low income bracket, opting to save in a TFSA rather than an RRSP can make sense. While you won’t get a tax deduction for contributing to a TFSA, there is no tax payable on investment growth and you also won’t get hit paying tax when you draw the money out. And should you end up in a higher tax bracket in retirement, the tax deduction you get from contributing to an RRSP today could end up being less than the tax you will have to pay when you withdraw it. 2. Saving for a home A TFSA is a more flexible option for saving for a home than an RRSP. While the Canada Revenue Agency (CRA) does allow first-time home buyers to use the Home Buyers’ Plan (HBP) to withdraw up to $25,000 from their RRSPs, you have to repay it over a maximum of 15 years. And there are penalties: If you miss a payment, that amount
is added to your taxable income for that year. TFSA withdrawals have no such requirements. 3. Saving for retirement TFSAs were designed to supplement RRSPs. If you’ve maxed out your RRSP, they provide you with another great way to shelter a portion of your investment earnings from income tax. And given that life expectancy has increased in recent years, the need to save for retirement has become more important than ever. Contributing additional funds to a TFSA can help ensure you won’t outlive your savings. 4. Funding retirement If you’re nearing retirement and have substantial RRSP savings, you may wish to start contributing to a TFSA instead, to avoid a potential future impact on your Old Age Security (OAS) payments. This is because the CRA charges a special tax (or “clawback�) on your OAS payments if your net income exceeds a certain threshold (for 2014, the threshold is $71,592). As withdrawals from a TFSA are tax-free, they don’t add to your taxable income and have the potential for triggering this clawback in the same way as taxable RRSP withdrawals. 5. Working in retirement According to the Sun Life Financial Unretirement Index, more Canadians expect to be working full-time than fully retired at age 66. If you’re one of them, there can be advantages to contributing to a TFSA over an RRSP, as TFSA withdrawals can be used to supplement your
post-retirement earnings without pushing you into a higher tax bracket, the way RRSP withdrawals can. And unlike RRSPs, you don’t have close down your TFSA at the end of the year you turn 71. Still, when considering the best investment option for your needs, it’s important to remember that contributions to an RRSP provide the added benefit of reducing your annual income tax. Assuming you’ll be in a lower tax bracket when you draw the money out than you were when you put the money in, an RRSP can help you save on the overall amount of tax you pay.
