Suspension: Forced withdrawal from the college for a specified period of time or until stated conditions have been met as determined by the College Appeals Board. College will place the Student Dean Hold service indicator for no future enrollments at the Home College or other KCTCS college during the specified period of time or until stated conditions had been met. 10. Immediate Suspension: A student may be suspended immediately when: a. In the judgment of the chief executive officer (upon consultation with the chief student affair’s officer), the presence of the student poses a serious threat to persons and/or property provided informal opportunity is first given to the student, except in the case of exigent circumstances, to discuss the matter and possible resolution. b. The student refuses to cease disruptive behavior or conduct in violation of this policy after direct orders from the chief executive officer (upon consultation with the chief student affair’s officer). c. When such suspension is involved, the student must leave the campus immediately. Students refusing to do so will be removed by law enforcement authorities and charged with trespassing.

Currently Enrolled Students Currently enrolled students must meet with their assigned academic advisors for self-enroll permission or to register. Students may locate the name of their advisor by logging in to their Student Center in PeopleSoft. Please see registration dates online at westkentucky.kctcs.edu/Admissions/Registration_ Dates.aspx .
New Students Students must complete an application for admission and submit required placement assessment scores prior to registration. New student registration is held in the Advising Center located in the Anderson Technical Building, Room 106. Assessment The Assessment Center is located in the Anderson Technical Building, Room 110. The center provides COMPASS placement testing for students prior to enrolling in classes at West Kentucky Community and Technical College as well as testing for students enrolling in other colleges and universities.

The computerized COMPASS placement test is an adaptive testing system that helps place students into appropriate mathematics, reading, and writing classes.
Orientation is meant to acquaint students to WKCTC and the services which will be needed to become a successful student. This orientation is conducted by the Recruitment/Student Activities department.
Students who score lower than 20 in reading, lower than 18 in English, or lower than 19 in math on the ACT are required to take the COMPASS.

2. Assault and/or battery. 3. Verbal and psychological abuse or harassment. 4. Participating in or inciting a riot or an unauthorized disorderly assembly. 5. Seizing, holding, commandeering, or damaging any property or facilities of the college or threatening to do so, or refusing to depart from any property or facilities of the college upon direction by college officials or other persons authorized by the institution. 6. Sexual assault or harassment. 7. Use of alcoholic beverages, including the purchase, consumption, possession, or sale of such items except where specifically authorized by state law and regulations of the college. 8. Failure to comply with the official and proper order of a duly designated college official. 9. Gambling or holding an unauthorized raffle or lottery. 10. Manufacturing, possessing, using, selling, or distributing any type of controlled substances or illegal drugs. 11. Use or possession of weapons (guns, knives, etc.) on college property, on one’s person, or in one’s motor vehicle. 12. Creating a fire or safety hazard or abusing/ misusing safety equipment, or transmitting false fire alarms. 13. Littering. 14. Defacing, destroying, damaging, removing, or using public or private property without proper authorization. 15. Violating any rule or regulation not contained within the official college publications, but announced as administrative policy by the chief executive officer or his/her designee. 16. Encouraging or assisting others to commit any of the acts that are prohibited by the Code of Student Conduct. 17. Knowingly furnishing false information to the college, including the forgery, alteration, or misuse of college documents, instruments, or identification. 18. Unauthorized use of computers or word processors or unauthorized efforts to penetrate or modify the computer or word processing security system or any program software. 19. Allowing children under age sixteen (16) to remain unsupervised while on campus.

20. Offering or passing a worthless check or failing to meet financial obligations of the college. 21. Failing to abide by any terms of any disciplinary sanctions properly imposed by a college official, committee, or agency. 22. Creation of a health hazard. 23. Threats and/or threatening behavior. 3.3 Penalties and Sanctions: The college has the authority to penalize or impose sanctions on students who violate college regulations. In determining possible sanctions, the college shall consider such matters as the nature of the particular offense, the welfare of the student and the college community, and the prior disciplinary record of the student. Usual sanctions are listed and explained in this section. In addition to these sanctions, other sanctions, as appropriate for a particular case, may be imposed. Each level of hearing body may use creative sanctions that are designed to be educational in nature. 1. Reprimand: Official written or oral statement to the student that he or she is guilty of violating a college regulation. A reprimand warns that any further such actions may result in a more severe sanction. 2. Restitution: Compensation to the college for damages to college property. 3. Social Probation: Status given to less serious policy violations, and in some cases, a restriction of privileges for a specified time. 4. College/Community Service: Service to the college or community of up to 16 hours be served within a specified time frame. 5. Educational Sanction: An educational sanction requiring attendance or participation in a prearranged class, program, or activity designed to prevent or deal with high-risk behavior. 6. Counseling: Student may be referred to counseling evaluation on appointment by Counseling Services. 7. Eviction: Forced removal from a classroom or other college property. 8. College Probation: Status that carries a severe warning that any further violation of college regulations that may result in the student going before the College Appeals Board for

Code of Student Conduct (continued) 2.4 Student Appeals And Responsibilities: 2.4.1 Student Responsibilities: 2.4.1.1 Responsibility Involving Academic Rights of Students (section 2.0) When a student believes his/her academic rights have been violated, the student shall report the matter in writing to the appropriate division chair* as soon as possible and no later than ten calendar days after the first class day of the following semester. The student shall specify which right(s) enumerated in Section 2.2 have been violated. This letter is the formal notification that begins the appeals process. At this point, the division dean tries to resolve the case. If the case is not resolved within fifteen (15) calendar days, the division dean will refer the case to the chief executive officer. If the student does not accept the decision of the chief executive officer or designee, the student has ten calendar days to request in writing a hearing before the College Appeals Board. (Refer to sections 2.6, 2.7, and 2.8. for Appeals Board responsibilities, authority, and composition.) 2.3.1.4 Misuse or Student Falsification of Academic Records The misuse or actual or attempted falsification, theft, misrepresentation, or other alteration of any official academic record of the college is a serious academic offense. As used in this context, “academic record” includes all paper and electronic versions of the partial or complete academic record. 2.3.2 Academic Sanctions/Penalties of Students (Academic Offenses): Academic penalty shall not be imposed upon the student for non-academic infractions of college regulations. This principle does not compromise the right of the college to suspend or dismiss a student for non-academic reasons. 2.3.2.1 Faculty Academic Sanctions (pertaining to sections 2.3.1.1 to 2.3.1.3) For instances of academic dishonesty related to earning grades (violations 2.3.1.1 – 2.3.1.3), the instructor may implement any of three sanctions: A. a failing grade for the specific assignment; and/or B. a reduced grade for the course; and/or C. a failing grade for the course. The specific sanction depends upon the weight of the assignment in satisfying the requirements for the course. If an instructor chooses the sanction which assigns a failing grade for the course, the instructor shall notify the division dean, the chief executive officer or designee, and the registrar. For more information about the role of college personnel in the process, refer to section 2.5.2. 2.3.2.2 Other Academic Sanctions (pertaining to sections 2.3.1.4 and 2.3.2.1) The instructor may also recommend that the student be suspended for any academic offenses (as defined in sections 2.3.1.1, 2.3.1.2, or 2.3.1.3). Code of Student Conduct (including student rights and responsibilities) The Code of Student Conduct, approved by the Kentucky Community and Technical College System Board of Regents, serves as the student’s responsibilities and rights within our academic community. ARTICLE II ACADEMIC POLICIES AND PROCEDURES 2.1 Academic Honesty Policy: The KCTCS faculty and students are bound by principles of truth and honesty that are recognized as fundamental for a community of teachers and scholars. The college expects students and faculty to honor, and faculty to enforce, these academic principles. The college affirms that it will not tolerate academic dishonesty including, but not limited to, violation of academic rights of students (section 2.2) and student offenses (section 2.3). Vehicle Registration and Parking Regulations Students must register any vehicle that is driven on campus. Parking tags should be obtained for all vehicles Building, Room 127. Students may appeal their Satisfactory Academic Progress (SAP) status To be eligible for Financial Aid funds, a student must make satisfactory academic progress. Print management Policy Currently enrolled students are given a printing account of 400 free black & white printed pages at the beginning of each fall, spring, and summer semester. Students may print in color at the Grisham Lab in Rosenthal Hall at a charge of 20 cents per page. Each color page is deducted from the student’s account at the rate of four black and white pages. Clemens Fine Arts Center The Clemens Fine Arts Center at West Kentucky

If a student is placed on academic probation for two consecutive terms (which is noted on the transcript as “subject to dismissal” the second time) and does not earn either a cumulative GPA or a term GPA of at least a 2.0 in the third term, the student shall be academically suspended. Non-enrollment has no effect on probation status. The president (or designee) may grant an exception based upon an individual’s case. A student on academic suspension may not enroll in courses which count toward a KCTCS degree.
Repeating a Course A student may repeat a course for the purpose of improving a grade. The course must be repeated with the same grade option as the original enrollment in the course. The highest grade earned in a completed

Grading System (continued) P: represents a satisfactory grade in a course taken on a Pass/Fail basis. The student who receives a P in a course shall be eligible to continue into the next sequential course(s). The grade of P may be assigned by the College Appeals Board in cases involving a violation of student academic rights. It has no value in computing the grade point average. This grade may be used for developmental courses. MP: represents Making Progress and may be assigned only for developmental courses and progress but needs and deserves more time to achieve a passing grade. The student should reenroll in the course in order to continue advancement to the level of competence set for the course. Grades may be earned following re-enrollment for developmental courses. The grade of MP has no value in computing grade point average. Pass/Fail: may be selected for a maximum of two elective courses, subject to certain restrictions, by students with at least 30 credit hours and not on academic probation. Courses with these grades can count toward graduation but are not used in calculating grade-point standing. Changing Grades: A grade once reported shall not be changed except when the instructor states in writing that an error has been made. The grade change must be submitted by the end of the following semester or session or, in exceptional cases, at the discretion of the president (or designee). Grade-Point Average (GPA): The GPA on the KCTCS transcript is derived from all courses taken at KCTCS institutions. The grading system uses a series of letters, to which are assigned grade point values. The system is based neither on an absolute numerical system nor on a distribution curve, but on the following descriptions: A: represents exceptionally high achievement. It is valued at four grade points for each credit hour in non-remedial and non-developmental courses. B: represents high achievement. It is valued at three grade points for each credit hour in nonremedial and non-developmental courses. C: represents satisfactory achievement. It is valued at two grade points for each credit hour in non-remedial and non-developmental courses. D: represents the minimum achievement for credit. It is valued at one grade point for each credit hour in non-remedial and non-developmental courses. E: represents unsatisfactory achievement and indicates failure in the course. It is valued at zero credit hours and zero grade points in nonremedial and non-developmental courses. Credit may be obtained by repeating the entire course. F: represents unsatisfactory achievement in a course taken on a Pass-Fail basis. It has no value in computing the grade point average. Credit may only be obtained by repeating the entire course. This grade may be used for developmental courses. AU (Audit): has no value in computing gradepoint average. A student who has been admitted to the college may elect to enroll in a course(s) as an auditor, except in selective admissions programs. Auditing courses in a selective admissions program requires admission to the program and availability of space in the courses. With few exceptions, any change from audit to credit by a student fully admitted to a college must be accomplished by the last date to enter a class and any change from credit to audit must be made by mid-term of the semester or session in which the student is enrolled. An audited class may be taken for credit at a later date. Anyone who desires to audit a class must be admitted to

A student on academic probation shall not take more than

If the simultaneous registration has not been authorized, the transfer of credit from the other institution may be denied.

The grading system uses a series of letters, to which are assigned grade point values. The system is based neither on an absolute numerical system nor on a distribution curve, but on the following descriptions: A: represents exceptionally high achievement. It is valued at four grade points for each credit hour in non-remedial and non-developmental courses. B: represents high achievement. It is valued at three grade points for each credit hour in nonremedial and non-developmental courses. C: represents satisfactory achievement. It is valued at two grade points for each credit hour in non-remedial and non-developmental courses. D: represents the minimum achievement for credit. It is valued at one grade point for each credit hour in non-remedial and non-developmental courses. E: represents unsatisfactory achievement and indicates failure in the course. It is valued at zero credit hours and zero grade points in nonremedial and non-developmental courses. Credit may be obtained by repeating the entire course. F: represents unsatisfactory achievement in a course taken on a Pass-Fail basis. It has no value in computing the grade point average. Credit may only be obtained by repeating the entire course. This grade may be used for developmental courses. AU (Audit): has no value in computing gradepoint average. A student who has been admitted to the college may elect to enroll in a course(s) as an auditor, except in selective admissions programs. Auditing courses in a selective admissions program requires admission to the program and availability of space in the courses. With few exceptions, any change from audit to credit by a student fully admitted to a college must be accomplished by the last date to enter a class and any change from credit to audit must be made by mid-term of the semester or session in which the student is enrolled. An audited class may be taken for credit at a later date. Anyone who desires to audit a class must be admitted to

Grading System (continued) P: represents a satisfactory grade in a course taken on a Pass/Fail basis. The student who receives a P in a course shall be eligible to continue into the next sequential course(s). The grade of P may be assigned by the College Appeals Board in cases involving a violation of student academic rights. It has no value in computing the grade point average. This grade may be used for developmental courses. MP: represents Making Progress and may be assigned only for developmental courses and progress but needs and deserves more time to achieve a passing grade. The student should reenroll in the course in order to continue advancement to the level of competence set for the course. Grades may be earned following re-enrollment for developmental courses. The grade of MP has no value in computing grade point average. Pass/Fail: may be selected for a maximum of two elective courses, subject to certain restrictions, by students with at least 30 credit hours and not on academic probation. Courses with these grades can count toward graduation but are not used in calculating grade-point standing. Courses taken on a pass-fail basis shall be limited to those considered as elective in the student’s program, and such other courses
Changing Grades: A grade once reported shall not be changed except when the instructor states in writing that an error has been made. The grade change must be submitted by the end of the following semester or session or, in exceptional cases, at the discretion of the president (or designee). However, each respective College Appeals Board may change a grade to P or W in the case of a violation of student academic rights or to a W in the case of an academic offense. Grade-Point Average (GPA): The GPA on the KCTCS transcript is derived from all courses taken at KCTCS institutions. Total grade points are derived by multiplying the number of credit hours for the course by the number of grade points assigned to the grade earned: A = 4, B = 3, C = 2, D =1, E = 0. If a student is placed on academic probation for two consecutive terms (which is noted on the transcript as “subject to dismissal” the second time) and does not earn either a cumulative GPA or a term GPA of at least a 2.0 in the third term, the student shall be academically suspended. Clemens Fine Arts Center The Clemens Fine Arts Center at West Kentucky
online Class information In addition to the series programming, the Clemens Fine Arts Center provides support to:

The Arts in FOCUS Series includes national touring productions of theatre, dance, and musical attractions plus an annual main stage theatrical production by the WKCTC Theatre and Music Departments. The series has brought hundreds of national and international productions to the WKCTC stage. New and emerging artists are often presented in the center as well as professional productions of Broadway and off-Broadway hits, and internationally renowned dance companies. 2. The Campus Series, geared to WKCTC students, presents up and coming national recording artists, comedians, and more. Past performers include The Band Perry, The Second City and Thompson Square. 3. Backstage Pass is a coffee house style event featuring acoustic musicians, many times performing original music, in an intimate setting. 4. The Visual Arts Series offers several exhibits per season, including exhibits by the Paducah School of Art faculty and students, regional artists, and international cultural exhibitions. Admission is free. speakers of note including best-selling authors, recognized political analysts, and more. Past speakers include New York Times best-selling authors Homer Hickam, David Baldacci, and Garth Stein.

Print management Policy Currently enrolled students are given a printing account of 400 free black & white printed pages at the beginning of each fall, spring, and summer semester. Students may print in color at the Grisham Lab in Rosenthal Hall at a charge of 20 cents per page. Each color page is deducted from the student’s account at the rate of four black and white pages. Vehicle Registration and Parking Regulations Students must register any vehicle that is driven on campus. Parking tags should be obtained for all vehicles Building, Room 127. Satisfactory Academic Progress (SAP) will be measured at the end of each term for all students. Satisfactory Academic Progress is measured with the following standards: Qualitative (cumulative Grade Point Average) Quantitative (67% Rule – hours earned divided by hours attempted) Maximum Time Frame hours for program completion) The Federal Regulations specify minimum standards for these measures. KCTCS may set stricter standards in its policy.
Students may appeal their Satisfactory Academic Progress (SAP) status To be eligible for Financial Aid funds, a student must make satisfactory academic progress. Students who do aid eligibility suspended. The appeal must include a typed detailed letter explaining the circumstance and resolution supporting documentation and may require submission of a completed Academic Plan of Action. Appeals should be submitted no later than seven days prior to the 30th of each month in order to be considered in that month. Appeals will be considered in the order in which they are received. Every attempt will be made to process the appeals in a timely manner. However, there may be delays near the beginning of each term due to the volume of appeals. Code of Student Conduct (including student rights and responsibilities) The Code of Student Conduct, approved by the Kentucky Community and Technical College System Board of Regents, serves as the student’s responsibilities and rights within our academic community. The Code of Student Conduct governs all aspects of academic offenses and permissible sanctions. Following, please find excerpts from KCTCS’s Code of Student Conduct Articles II and III. ARTICLE II ACADEMIC POLICIES AND PROCEDURES 2.1 Academic Honesty Policy: The KCTCS faculty and students are bound by principles of truth and honesty that are recognized as fundamental for a community of teachers and scholars. The college expects students and faculty to honor, and faculty to enforce, these academic principles. The college affirms that it will not tolerate academic dishonesty including, but not limited to, violation of academic rights of students (section 2.2) and student offenses (section 2.3). Also, a student may appeal the severity of the sanction of a failing grade for the course. 2.2.4 Academic evaluation. A student has the right to receive a grade based only upon a fair and just evaluation of performance in the course as measured by the standards presented at the first or second class session or in the introductory materials for a distance learning course. Grades determined by anything other than the instructor’s good-faith judgment based on such standards are improper. Among irrelevant considerations are race, color, religion, gender, disability, national origin, political affiliation, sexual orientation, or activities outside the classroom that are unrelated to the course work. 2.2.5 Academic records. A student has the right to have academic records kept confidential unless the student consents in writing to have them released. The chief executive officer or designee may disclose the academic record of a student without the student’s consent to authorized college personnel if the information is required for official use, such as advising students, writing recommendations, or selecting candidates for honorary organizations. 2.2.6 Evaluation of student character and ability. A student has the right to have character and ability evaluated only by individuals with a personal knowledge of the student. During examinations or in-class work, cheating includes having unauthorized information, and/or referring to unauthorized notes or other written or electronic information. In addition, copying from others, either during examinations or in the preparation of homework assignments, is a form of cheating. 2.3.1.3 Student Co-Responsibility Anyone who knowingly assists in any form of academic dishonesty shall be considered as guilty as the student who accepts such assistance. Students should not allow their work to be copied or otherwise used by fellow students, nor should they sell or give unauthorized copies of examinations to other students.

2.3.1.4 Misuse or Student Falsification of Academic Records The misuse or actual or attempted falsification, theft, misrepresentation, or other alteration of any official academic record of the college is a serious academic offense. As used in this context, “academic record” includes all paper and electronic versions of the partial or complete academic record. 2.3.2 Academic Sanctions/Penalties of Students (Academic Offenses): Academic penalty shall not be imposed upon the student for non-academic infractions of college regulations. This principle does not compromise the right of the college to suspend or dismiss a student for non-academic reasons. 2.3.2.1 Faculty Academic Sanctions (pertaining to sections 2.3.1.1 to 2.3.1.3) For instances of academic dishonesty related to earning grades (violations 2.3.1.1 – 2.3.1.3), the instructor may implement any of three sanctions: A. a failing grade for the specific assignment; and/or B. a reduced grade for the course; and/or C. a failing grade for the course. The specific sanction depends upon the weight of the assignment in satisfying the requirements for the course. If an instructor chooses the sanction which assigns a failing grade for the course, the instructor shall notify the division dean, the chief executive officer or designee, and the registrar. For more information about the role of college personnel in the process, refer to section 2.5.2. 2.3.2.2 Other Academic Sanctions (pertaining to sections 2.3.1.4 and 2.3.2.1) The instructor may also recommend that the student be suspended for any academic offenses (as defined in sections 2.3.1.1, 2.3.1.2, or 2.3.1.3). Any student found guilty of a second academic violation shall be expelled from the college and shall not be allowed to enroll at any of the other KCTCS colleges for one academic year. The minimum sanction for misuse or falsification of an academic record (violation 2.3.1.4), including the omission of information or attempted falsification or other misuse of academic records as described in section 2.3.1.4, is suspension for one semester.

Code of Student Conduct (continued) 2.4 Student Appeals And Responsibilities: 2.4.1 Student Responsibilities: 2.4.1.1 Responsibility Involving Academic Rights of Students (section 2.0) When a student believes his/her academic rights have been violated, the student shall report the matter in writing to the appropriate division chair* as soon as possible and no later than ten calendar days after the first class day of the following semester. The student shall specify which right(s) enumerated in Section 2.2 have been violated. This letter is the formal notification that begins the appeals process. At this point, the division dean tries to resolve the case. If the case is not resolved within fifteen (15) calendar days, the division dean will refer the case to the chief executive officer. If the student does not accept the decision of the chief executive officer or designee, the student has ten calendar days to request in writing a hearing before the College Appeals Board. (Refer to sections 2.6, 2.7, and 2.8. for Appeals Board responsibilities, authority, and composition.) No new matter may be appealed which was not identified by the student in the original appeal to the division dean. If the appeal is decided in the student’s favor, the college must provide an opportunity for the student to complete any essential experiences missed due to the appeals process. Use of alcoholic beverages, including the purchase, consumption, possession, or sale of such items except where specifically authorized by state law and regulations of the college. 8. Failure to comply with the official and proper order of a duly designated college official. 9. Gambling or holding an unauthorized raffle or lottery. 10. Manufacturing, possessing, using, selling, or distributing any type of controlled substances or illegal drugs. 11. Use or possession of weapons (guns, knives, etc.) on college property, on one’s person, or in one’s motor vehicle. 12. Creating a fire or safety hazard or abusing/ misusing safety equipment, or transmitting false fire alarms. 13. Littering. 14. 20. Offering or passing a worthless check or failing to meet financial obligations of the college. 21. Failing to abide by any terms of any disciplinary sanctions properly imposed by a college official, committee, or agency. 22. Creation of a health hazard. 23. Threats and/or threatening behavior. 3.3 Penalties and Sanctions: The college has the authority to penalize or impose sanctions on students who violate college regulations. In determining possible sanctions, the college shall consider such matters as the nature of the particular offense, the welfare of the student and the college community, and the prior disciplinary record of the student. Usual sanctions are listed and explained in this section. In addition to these sanctions, other sanctions, as appropriate for a particular case, may be imposed. Each level of hearing body may use creative sanctions that are designed to be educational in nature. 1. Reprimand: Official written or oral statement to the student that he or she is guilty of violating a college regulation. A reprimand warns that any further such actions may result in a more severe sanction. 2. Restitution: Compensation to the college for damages to college property. 3. Social Probation: Status given to less serious policy violations, and in some cases, a restriction of privileges for a specified time. 4. College/Community Service: Service to the college or community of up to 16 hours be served within a specified time frame. 5. Educational Sanction: An educational sanction requiring attendance or participation in a prearranged class, program, or activity designed to prevent or deal with high-risk behavior. 6. Counseling: Student may be referred to counseling evaluation on appointment by Counseling Services. 7. Eviction: Forced removal from a classroom or other college property. 8. College Probation: Status that carries a severe warning that any further violation of college regulations that may result in the student going before the College Appeals Board for

In 1967, PJC joined the University of Kentucky community college system becoming a “new” college – Paducah Community College. R. G. “Dean” Matheson retired and Dr. Donald J. Clemens becomes the new PCC president, overseeing the construction of the Learning Resource Center and the Student & Fine Arts Centers.

Over the years, there have been many changes in both colleges, including changes in the focus of academic programs, changes of college names, changes of college campus locations and change of governance.
