About the Cover
The iconic “C” hand sign stands for Culiat, or sometimes burger, when members feel wacky. This issue, just like any other, celebrates a year that was for the chapter. But this time, it also celebrates a term that prioritizes the core of the organization – its members – more than anything else, as the 2023 BOD launches #CuliatForCuliat (more about this inside), which extends to every member’s family.

I hope 2023 is treating you well so far.
I personally felt pumped and excited entering the new year. It felt as if I were to enter a new world, someplace brighter with more positive energy. This might sound absurd to some because new year is literally a second away, but I guess there’s an inexplicable magic to it. It makes some of us feel more hopeful, more inspired, refreshed. It’s as if we’re leaving our baggage behind, and we take on a new journey feeling lighter.
This might not apply to all, though. Some of us treat the new year as just another day. Some of us did not celebrate and just went on with their routines. Some of us entered the new year with the same heavy and overwhelming feelings.
I cannot tell those who feel overwhelmed to chill and relax. I cannot tell those who journey with their baggage to just drop the weight. And I cannot for sure tell anyone to be okay, or make peace with whoever, whatever. What I do know is that there are people – your family and / or friends – or even organizations like JCI, that actually look after us and our well-being.
When Pres Kate personally laid down her vision for Culiat’s 2023 term to as many members she can personally reach, it hit me differently. Culiat has definitely produced sustainable, high-impact community projects over the years, but not as much focus on members’ needs and interests.
This is where Culiat for Culiat of the 2023 BOD enters. The mission of the program is simple – divert back the focus on the members, listen to their needs and wants, and in the capacity of the board, satisfy those interests.
Members will always be the core of the organization. The talents, the time and effort, the financial support – all these keep the chapter afloat, and as Culiat’s history proved, the members have put the chapter on the map, at the forefront of countless initiatives for countless communities.
I am a firm believer that people who feel valued are most productive. In a non-profit organization like JCI, appreciation goes a long way. That is what Culiat for Culiat would hopefully reflect and extend not only to the chapter’s members but to each of their family – husband, wife, parents, kids, friends.
So, if you feel overwhelmed with the many facets of life at this point, I hope you get the support system that you want. I hope that wherever you choose to be, you feel that you are valued.

While I have thought that I have come full circle in being a Culiat member, the best is yet to come in my JCI life. It is with a humble heart that I embrace the role that you have granted me, to lead our chapter this 2023.
Like a mom aspiring for meaningful lives for her children, I have day dreamed for a Culiat community that would give a sense of belongingness to each member, a family that would support one another beyond the walls of our chapter, and a year that will celebrate the core of our organization – the MEMBERS. Thus, the Culiat for Culiat program is the seedling we wish to grow to bear fruits for our members this year and the years to come.
As the 2023 Board of Directors will be intentional in creating projects focusing on the members, we will continue to select community projects that are impactful and sustainable. To our members who have lost touch, help us rekindle the passion you once had by actively participating in at least 1 project this year. To the younger generation of Culiat, may you all spread your wings and fly our chapter to greater heights. You are the future of Culiat
I am claiming this year as one of the best years of my life. To be surrounded by men and women of incredible talents and to witness how you give your best, your time, and your efforts in every project, you all are my inspiration and I owe it to you to do more and be better. This is a special year as this 2023, we commemorate and celebrate the 75th Year of JCI here in our country. Through the years, we became witnesses that service to humanity is indeed the best work of life. What a great year for our One Year to Lead.
As we go along our JCI journey, we probably have asked why we stay in this organization. After every successful program, impact project, solemn induction, and memorable fellowship that we engage in: why do these things for JCI? The answer lies among us. Family First, Culiat First: Pres Kate’s vision for her 2023 term
By Gabriel De LunaIt was a beautiful Sunday morning in July of 2022. We were having brunch with our families. I was with my wife, Ilyanah, and Kate was with her husband, Jan, her fireball of a daughter Ada, and her mischievously charming son Cal.
We opted to meet for brunch rather than our usual dinner and drinks (or just drinks) because that’s what titos and titas do. We can’t help but chuckle at how much has changed since we first met as Baby Jaycees a decade ago.
Even before this meeting, she floated the idea of possibly pursuing the 2023 Culiat presidency. I was skeptical at first. I had major doubts about whether or not it would be good for her.
But, while having our coffee, as she laid out her plans and described her vision for the chapter, we were convinced that it would be good, not just for her, but for the members (past and present) of JCI Angeles City Culiat.
Her vision is contrarian, her plans unconventional.
Instead of awards, she wants to focus on giving value to the members.
Instead of adding more community projects, she plans to go back to the original purpose of JCI: to be a leadership training organization.
Instead of hoarding all the attention
and prestige, she aims to honor, empower, and shine the spotlight on the members.
She is also open and upfront about the role of her faith in God. This is her primary motivation to pursue the presidency. To use her gifts to serve and honor God—and to do this by
members as possible, talked to them as equals, genuinely listened to their opinion, respectfully asked for their support (and, for the most part, got it), and she went for it.

participation and support, the Board of Directors and Baby Jaycees can only do so much. President Kate knows that we can only have strength in numbers.
To achieve this, the Culiat for Culiat program will be launched. It includes projects like Culiat Advantage Card, Culiat Family, Culiat Talks, and Culiat Dabarkads. These are designed to address some of the needs and wants of our members—which will be an ongoing conversation throughout the year as President Kate plans to actively engage with and learn from as many members as she can.
Other projects planned for the year are Hirayamanawari (a mobile library to promote education, reading, and comprehension), a Fun Run, Junior Jaycees Conference (to equip graduating students as they begin their professional life), and selected past projects.

A lot has happened since July of last year. She tirelessly and humbly approached as many past and current

Culiat has also been like a family to her—the members, her brothers and sisters. That’s why she wants to take the opportunity to spend her year as the leader of the chapter to put the interests of the members first.
Because she believes that if we take good care of our members, they will pay it forward. They will be inspired to develop themselves, to be self-directed and authentic, and put themselves in a position to help the rest of our community.
JCI updates Mission, Vision

Recently, JCI updated its mission and vision statements focusing on “developing leaders”, and implemented the change right at the start of the 2023 term, calling it “moving forward to a new era of leadership and success”.
According to the JCI official Facebook Page, “It is through this new mission and vision that we define ourselves and tell the world that JCI will continue to create an everlasting legacy of incredible leaders and positive change”.

After 24 years, Culiat finds a new home at the City College of Angeles (CCA) through a memorandum of agreement and partnership approved and signed by Angeles City Mayor Carmelo “Pogi” Lazatin and CCA President Frankie Villanueva in December 2022, and with the help of Culiat Past Presidents Jean MctavishMandap and Raffy Angeles.
The 2022 BOD and members held a ribbon-cutting ceremony followed by the blessing of the office last December 28.

OTI:Passing on the Jaycees Culture
By Marijon PairezAs we keep on rebuilding and moving forward, Culiat keeps on searching for new breed of leaders to pass on and continue the legacy of the Jaycees culture.
As a start, JCI Angeles City Culiat held its 2nd Opportunity to Impact (OTI) for the fiscal year 2022 last September 16 at Racios Grill, headed by JCI. Mem.
Edinorenz Buan. The event was attended by 20 BJC aspirants, with guest speaker 2023 RVP-elect Franz Senapilo to inspire them to join.
The OTI successfully produced a new batch of Culiat Baby Jaycees with seven members namely: Gene Ryan Bautista (batch chairman), Danrell Laxa Santoyo (co-chairman), Allen Geil
Gerona (secretary), John Dimatulac, Shela Almazan, Rafael Martin Bernardo and Jed Cuyugan. Their batch is named “BJC LILIBETH”, derived from the childhood nickname of the late Queen Elizabeth, as the batch was formed during the untimely passing of the Queen.
This 2023, Culiat keeps its momentum going with another OTI last January 11 at DC Market Grill. Chaired by JCI Mem. John Carlos, the event was attended by 22 BJC aspirants inspired
and motivated by Culiat’s very own Past Presidents JCI Senator Rafael Angeles, PP Avelaine Nepomuceno, PP John Carlo Lim, JCI Member Chloe Ibalio and BJC Gene Ryan Bautista. OTI has always been the starting ground of every Culiat member. As Pres. Kate Reyes-Romero’s term starts, the mission to involve all members – active or not – and to continuously mentor and develop young leaders becomes a priority.
Obrang Culiat 2.0 qualifies for ASPAC 2023 Jciculiat.org is now up!
By Marijon PairezObrang Culiat 2.0: Crisis to Opportunity bid by 2022 LSDD (and 2023 RSDD) Jester James Biluan qualified in the 2023 Asia Pacific Conference (ASPAC) Awards to be held in Jakarta, Indonesia on , as announced in the JCI Philippines Area One Facebook page last January 18.
The project follows the first iteration of Obrang Culiat in 2020, which first gathered both job seekers and employers of Pampanga, most of whom have been partners of the chapter in its community projects. In 2022, Obrang Culiat listed more than 500 job seekers and implemented personality and career seminars under the Obra University.
Obrang Culiat won UNO awards in 2020 under the Best Local Economic Growth Program category, and was a
finalist in the Best Local Global Goals category of 2022 UNO, the same category that brings it to ASPAC.
Culiat’s 2022 BOD pushed revamping of Culiat website early into the term.
With the help of 2022 and 2023 Director for Website Jerald Salazar, Culiat secures the domain jciculiat. org for the next 3 years, with a MOA for JCI Culiat’s next three terms to continue maintaining and updating the website.
Jciculiat,org website features interlinking of Culiat’s social media accounts such as Facebook, youtube, and issuu.com. Details on the BOD,
projects, Bulung Culiat releases and more are easily accessible on the website.
The website bid Hello World: Culiat greets the world has also won a Sinagtala Award in the 2022 Temiong Awards as the Best Local Organization Website.

A Feature on Past President Paulita
By Paulina ZuluetaAs w‘Sincere, truthful, upfront’ — These very words often come up when asking members, friends, and colleagues to talk about Past President Paulita Gomez-Manabat. In this issue, we are going to discuss all things PP Pau and everything that makes her a member to look up to and strive to become.
Gomez-ManabatSo, PP Pau learned the ropes from the ‘masters’ in this chapter. Up to this very day, the chapter looks to her on her specialty and expertise on one especially tricky subject: Protocol. Among all the members of Culiat, she is known to possess deep and practical knowledge of JCI protocol.
GRACE. PP JC Lim fondly recalls being under PP Pau’s wings of training and mentorship when he and PP Voltaire Benjamin Chua were new to the chapter. PP JC shares that during these times, PP Pau took on the role of being their ‘Ate’ in the organization, looking after their welfare, all while training them extensively in the ways and values of Culiat. PP JC always says that without Paulita, he would not have survived the early days of his Baby Jaycee program.

POWER. It was in 2013 when Paulita took her seat as JCI Angeles City Culiat’s President. Past President John Carlo Lim likens Pau’s term to that of a rollercoaster ride. “From the NatCon bid of Clark to Supertyphoon Yolanda to Tigtigan Terakan King Dalan, PP Pau was able to lead the chapter through it all with only a handful of members compared to our growth today,” shares PP JC Lim. This term, filled with hurdles and obstacles, was a successful one that PP JC calls “Paulita’s biggest achievement throughout her JCI story.”

PP Pau was also the one to push her husband, EVP Stephen Manabat, to become a part of something bigger than himself, and to expand his network in Angeles City through JCI Angeles City Culiat. He shares PP Pau’s love for the chapter and has learned more about becoming a true leader, effective mentor, and loyal friend. EVP Bucks also shares with us personal words that fully capture PP Pau’s adoration and commitment to this organization: “I am what I am because of JCI. JCI has helped me a lot in ways I cannot repay.”

What are you most excited about in the 2023 term? I look forward to the projects coming this year 2023 as it will be the best time for Community and International Projects to proceed. By Jester James BiluanMembers of Junior Chamber have several opportunities to hone their leadership and management abilities as officials and project managers of local, regional, area, and national organizations. Not just the members, but the officers directing them, are responsible for ensuring that the Vision, Mission, and embodiment of the core values remain intact.
Angeles City Culiat remains steadfast this 2023 in its commitment to serve the Junior Chamber International in a variety of roles in different levels.
Regional Skills and Development Director Jester Biluan now serves as the representative for the Central Luzon Region. From more than 20 Opportunity to Impact participants in November 2021, down to seven official new Culiat members who stood still for a whole year of the BJC program, Batch Multiverse proved to be another success for the chapter’s continuous membership growth programs. Batch “Multiverse” was
derived from the movie Spiderman: No Way Home, depicting the group’s diversity as individuals and strength in togetherness. This too, as they say, is what can mainly describe their dynamics. As inducted members, Batch Multiverse finally has these on their plans moving forward –eat, drink, be merry!

Jerald Salazar: The Boy Wonder of Culiat
By JCI Sen Ma. Joyce V. MacaspacJe as I fondly call him (but mostly Jerald to his friends and family), is an extraordinary member who has achieved remarkable feats in his JCI life. He is a talented artist/developer, a passionate entrepreneur, and an inspiring leader. Since his BJC journey in 2015, he has explored various aspects of JCI not only in Culiat but also in the National Office.
Jerald was one of my students who I have invited to join JCI. He, Dane Morales and Sam Manaloto+ were among the dedicated ones of Batch SAF who successfully pursued their opportunities in the organization.
He took the opportunity of being a part of JCI to further boost his self-confidence and
self-esteem as he finds himself a bit reserved and timid growing up.
I was the head of 2015 Area 1 Conference “Feel the Change ‘’ registration committee when I involved Jerald, Dane and Sam+. They developed the 1st ever Online Registration of Area 1 Conference. That was the beginning of everything else. I got very close to their batch as we spent hours in Cagayan presenting the system to all Area 1 presidents and members. Through the long hours of ingress and waiting, I got to have more lunch and dinner dates with them – listening to our never ending stories but mostly were just my “hugot”. Yes, I have given Je the license to make “sermon sa akin”.
A Talented Artist and Developer, In and Out of Culiat
photoshoots, and more. His contribution in web development of JCI Angeles City Culiat has been praised for his unique style and work. The chance given to him by the 2022 Board of Directors made a remarkable change in his purpose in the organization. The chapter’s website was finally recognized again in 2022 Temiong Awards with the SINAGTALA Award as the Most Outstanding Local Organization Website through the bid Hello World: Culiat greets the world. Beyond the recognition, Jerald plans to continuously develop the website and aims to keep it 100% operational and updated with members directory, BOD and Directors’ profiles, and maximize the platform for Culiat’s partners and sponsors.
Jerald is a talented artist and developer who has been very active in developing websites and other multimedia projects from photography, videography and post editing. He has supported Culiat on many projects. He became the resident multimedia guy of Culiat ever since he documented projects such as Drive with Dad, Goal Project, Tigtigan Terakan, Obrang Culiat and other job fairs, Petstival, Pamiabe-abe, Talastasang Culiat, BOD
A Passionate Entrepreneur
JeIn addition to being a talented developer, Jerald is also an ambitious entrepreneur. He has started several successful businesses, ranging from multimedia projects, tarts business, to a clothingline. He juggles all these things, on top of the many facets of his JCI career.
He also considers his work in Culiat’s website as one of his valued craft in his portfolio. Putting his design out there has showcased what a Filipino talent and a Culiat member can do.
He also believes that organizations like JCI should give due importance in building their website as it is the best digital platform organizations can actually own and showcase their accomplishments, services, and value to the world.
As of writing, Culiat’s website (jciculiat.org) is completely accessible and may be navigated. It is interlinked to Culiat’s other social media accounts such as Facebook, Instagram, and issuu.com (for Bulung Culiat releases).
A Passionate Entrepreneur
Jerald Salazar is also an inspiring leader who has been recognized for his leadership skills. He has been involved in various community projects. Je’s leadership skills have earned him the respect of those around him. He strongly values the mission of JCI – to create positive change, as he embodies this not only in the chapter but also in his personal life and career.
Je is the most humble person I have ever met. He is very grateful to the chapter for all the great opportunities given to him. As he shared, “I want to take this opportunity to thank the Culiat Family, specially to BOD 2022, BOD 2023 and Branding Team. Without your support, our Culiat Website will not be possible and successful”.
His accomplishments as a member, commissioner, and director are a testament to the person that he is. He serves as an inspiration to many, despite him always working behind the lenses, away from the spotlight.
