The D efendant,Satz,in his adm inistrative capacity hasestablished atwo-tiered system forinitiating prosecutions:

and connected,areexem ptfrom prosecution,exceptin rare situationswhere public outrage m andates the initiation ofprosecution;

2) Al1others,includingthehomeless,thepoor,theblack,andthose withoutpowerwillbesubjecttoprosecution,eventhough theprosecution is known to have been broughtupon false and altered evidence,and in that event,thepoliceand the agenciesbringing such chargeson such corrupt evidence w illbe protected by the secreting ofany exculpatory evidence. STATEM ENT OF FACTS 1. TheCircuitCourtJudge,theH onorable Dale C.Cohen,in ruling on a m otion beforehim on D ecem ber3rd, 2009,found,and itisso alleged herein,that the Plaintiff,on January 27,2008w asputting up campaign postersforthe presidentialcandidate,Rudolph W illiam LouisGiuliani,in the City ofHollywood, Florida in the generalarea ofN orth State R oad 7 and Johnson Street,in Brow ard County,State ofFlorida. A friend and co-worker,DennisShelter,wasalso setting outcam paign material,and becam e lost,and when thisPlaintiffobserved m any police carsand ilmum erablepoliceofficersin thearea where Shelterwasthought to havebeen,Plaintiffbecam e worried and attem pted to inquire ofone ofthem any policeoffcersasto hisco-w orker. Thepolice officerinitially spoken to w as Joseph Siple,the Defendantherein. 2. The Courtfound thatthepoliceofficerstold thePlaintiffto getaw ay. ThePlaintiffdid notinterferew ith theissuanceofa traffc citation,which

(accordingtothepolicetestimony)wasthereasonfora1lthepoliceactivity,there, atthattime,having stopped a young black m an forfailureto carry hisregistration,

with four(4)back-up markedpatrolvehiclesand asmanypoliceofficersacting as back-up.

possession ofacontrolled substance(Xanax)on thePlaintiff. 6. Jam esDockery,theyoung black m an being ticketed,w asan eyewitnessto the entirety ofthe activity taking place atthattim e and w asthen accosted by one orm oreofthepolice officers,w ho asked,according to the deposition testim ony ofthisw itness,iรงiflwanted the sam e thing to happen to m e.'' In hisdeposition,M r.D ockery testified thatafterbeing asked thatquestion,hetold

The D efendantpolice officers then setaboutto contrive police reports and probable cause afรปdavits,upon which to falsely prosecutethePlaintiff. Each such police officergave testim ony thatcontradicted the otherD efendants' testim ony,w hich wasobserved by Judge Dale Cohen in hisOrdersuppressing the planted and falseevidence: tรงtheofficerscontradicted each otheras faraswhatthe otherwassaying,how loud he was * * * everything thepoliceofficerssaid wasin totalcontradiction am ongstthem selves.''

8. ThePlaintiffalso testised,and the CircuitCourtJudge found Plaintiff s testim ony tlvery credible,''and the courtbelieved hisentire testim ony. The procedure em ployed by H ollyw ood asto an lntem alA ffairs lnquiry,in reality,is an interrogation ofthe com plaining person directed tow ard the prosecution ofthe victim ,com plainant,and to protectthe com lptpoliceofticerwho hasused hisbadgeto perfecthissadistic and unconstitutionalattackson thepublic,and thisPlaintiff. l1. ln an effortto secretthe identity ofthe eye-w itness to the attack upon thePlaintiff,Jam esD ockery w asreleased and allowed to leave im m ediately after being intim idated and threatened by theDefendantpolice ofticers. The traffic/warning/citation wasintentionally written w ith the location ofthe incident being fardistantin place than atthe location wherethebeating and tortureofthe Plaintifftook place. Finally,after m any m onths of secreting the identity ofthe eyew itness,CircuitCourtJudge Dale Cohen had had enough and directed the DefendantPoliceO fticer,CHA N G,to appearbeforehim ,there,to deliverup the exculpatory evidencetheretofore secreted and denied thedefense. However, before the tim e forhis appearance,D efendantCH A N G delivered up the inform ation as to the identity ofthe eye-W itness.
