alsopia THE MEDITERRANEAN CITY
Long ago the ancient Mayans predicted the end of the world in the year 2012. But the world did not end. Instead, disaster and horror was spread upon mankind. It is said that a viral experiment that was going to advance and improve the future of all people went terribly wrong, and all natural resources were contaminated in most of the earth’s climate areas. In the struggle for survival, people fled their homes in search for new ones. Others died immediately after the outbreak of the virus and did not have to witness the chaos and brutality that shook the world. When the earth turned against man, man turned against himself in constant battle for resources, where only the strongest could survive. Cities were abandoned, countries became voids. But it was not long until hope was born again.. 40 years after the accident it was discovered that the resources around the Mediterranean climate turned out to be mysteriously unpolluted. Some say it had to do with a natural antidote in the vegetation that yet somehow could not be detected. Others say it was a strike of sheer luck. As hope flourished, so did man’s humbleness. The people organized around the Mediterranean climate zones and made plans for a new society where peace prevailed and resourses belonged to everybody. A small group of people started what came to be known as the beginning of the New Era. It is said that among this group of people, a couple of great minds based their ideas on theoretical work they once had done under the guidance of a British architect and professor named Alsop. A city was build along the coastline of the Mediterranean Sea, with provinces along the whole Mediterranean climate zone. It was named Alsopia. Much that once was and should not have been forgotten is now lost. Hundreds of years passed, and history became legend. Legend became myth. Though none have lived to remember the beginning, this is the story about Alsopia as we know it today.

Our aim is to provide good quality of life for all inhabitants of the Mediterranean City. The main department of the Ministry of Density is located in Algiers??? in ancient Algeria. Besides that, we have two departments on the South America’s coast - in ancient Chile. Our main task is to arrange the housing in the way that all inhabitants can live in the good and proper to their preferences conditions. Moreover our activity is focused on prevention from process of overpopulation and formation of ghettos within the cities (similar culture, religion, etc.) It was really difficult to set 80.000 inhabitants per square kilometer. Thanks to the group of architects, urban planners, sociologists and other experts, we managed to find out the way to offer diversity as well as interesting and sustainable solutions. 80.000 people per square kilometer don’t mean that in all units of the city the density will be the same. We want to create diverse and interesting city. We don’t limit ourselves only to the land, but the idea is to create new self-sufficient and sustainable structures on the sea. We want to make the city flexible by diversification of square meters falling to each person and also average number of storey for dwellings. We show the example of approximate area needed for housing for 10, 20 and 30 sqm/ inhab. In case of having 4, 8, 12, 16 and 20 floors. Transforming Houses – 25 m2 / 2 persons; 50 m2 / 4 persons; this solution is suitable for those who like changes and want to arrange a space according to their needs. The main core of the apartment stays unchanged while other parts can be unfolded depending on the current preferences.

The city requires different zoning areas of usage and density. The centre of communication would be the location with the highest density where you can feel the speciality of urban crowded spaces. To have a lot of variety the city has a structure of closed building method and free spaces to meet up with people of different cultures and experience a new but positive feeling of density. If you go into the terrain the density will be less but still high. The zoning of used spaces is devided into housing which lies at the sea with different typology. At the coast services and offices Elisabeth Lebas | Dagmar Wyka Elisabeth Lebas | Dagmar Wyka are located with rather higher storages and more closed buildings. For the city of alsopia, the density is combine with a zoning programation. On the sea side the housings, on earth the offices, services and green spaces and then after the 2km the agricol areas and the recycling center. To improve the density on existing buildings the new programs will be pluged on the old housings. the high rise density will be mixed with middle and low rise density to allows respirations in the city. the zoning will bring some important centers of high density to have centers in the city. The mediteranean climate is interesting for the hot and windy weather, with the differce of density and highs in the city we will provide this wind inside the center of the city. For some needs of high buildings the ministery of density advice a surrounding area lower to explode the bigs centers in all the city. The housings should be as much as possible on the sea side to allow people a better and healthier quality of life.

When Alsopia was in the appraisal + design brief stage, the task to define living standards + housing density fell to a specially appointed group of consultants - the Ministry of Density. The MoDy established a set of ‘rules’ which were interpreted by design teams as planning guidelines to inform, but not prescribe, design methods. Examples were also given to inspire innovation (see capsule houses; floating houses; etc). Some rules are as follows: - The average population density of Alsopia must be approximately 80,000/km2 - Density refers to how many inhabitants have a place of rest per square kilometre. - The average density can be created using defined areas of high 7 + low density (for example: 1km2 of 153,000 inhabitants + 1km2 of 7,000 inhabitants ÷ 2 = average density of 80,000/km2) - left. Design teams were also to consider recommendations from all other ministries to provide, in addition to housing: places of work + education; infrastructure; sports facilities; ‘fun’; etc.

In our city the school is a fun place, no more classrooms, no more black board; an entirely new type of education. In our schools knowledge is not divided into independent categories. It is not enough anymore to say to the children that they need to attend school, we need to show them why learning is important. The school is going to work in methodologies of projects divided into 3 parts (Questioning, trying and learning). With the objective to promote a better relation between the parents and the children, the parents have the opportunity to educate the children at home, helping them to develop their curiosity and find methods to find answers. Imagine a school with 5 days of playground. A school day is nothing more than big common spaces with a lot of didactic activities that help the children to obtain answers to their questions with practical experiments embracing the different types of knowledge integrated in one single project. With one exam each 15 days, we are able to follow the children’s development, and monitor the plan of studies in order to analyse the level of required interaction needed with a teacher. The learning method abandons the mundane exercise books in favour of creative processes to find solutions.
Example of a single technical science campus (c. 15.000 students): Faculties of: Architecture Engineering Technology Mathematics Physics Green areas Sport facilities Common library 3 to 4 common restaurants and cafeterias 1 or 2 dormitories for students
high education Higher Education Network: people can choose which type of higher education they want. All types are valid and considered at the same level. There is no discrimination between a student from university and another that is learning a job by working in a business. University Network: the university is conceived as a continuous Erasmus, a well-connected network with hundreds of campuses around the Mediterranean. Students and professors from different campus and degrees attend workshops and excursions together to promote interrelation. Islands of knowledge in the middle of the Mediterranean like central points of exchange due to their radial proximity to the coast, with huge libraries and databases. If an architecture student has to design a hospital, he can spend some weeks in a medicine faculty watching how things work and talking to the students. In addition, the learningin-place concept means that students are encouraged to do visits and internships in their future career path. The proximity between some working places (like hospitals, schools, offices) and the faculties integrates students in the society and makes them useful citizens. High flexibility: you can start to work although you have not finished and later continue studying.

ENERGY ISLANDS The idea of the island was a way to take advantage of the nature sources from the sea. This way, it would not disturb the living in the city since it already has a big density of population. These islands provide energy sources and also recreation for the inhabitants and visitors of the city.
1km
MINISTRY OF ENERGY SArtiGREECE The main function of the island is to store excess energy from wind and solar power production. It is designed to adapt and fit into its surrounding – the waves, currents and winds, and the landscapes that lie further off to the coast. The island will become a heart for producing and storing renewable energy, and be the basis in the system providing power to the city area. Storage capacity 1200 mWh. The island is suggested to be part of a planned, future sustainable city. The island has a size and storage capacity that match the local needs, by providing 340.000 inhabitants with renewable energy for 24 hours. The island is capable to store energy so this will not get to waste, and always having enough in case it is needed.
Charging...
Green Energy Overflow
Generating...
Instant Hydropower
RECREATION The island will be passable for the inhabitants of the city who decide to visit it. It will be provided with green spaces and promenades not only focused in leisure but also to get in touch with these new energy sources. It’s meant to be a source of knowledge for the people, who will learn about the production of energy. Since the new project won’t contaminate in any way, the idea is to show the transparency of the infrastructure. Public access and recreational values on the island are provided. The paths pass through the young willow forest and give way for great views of the surrounding sea and the water reservoir in the island.
ENERGY CROPS An energy crop is a plant grown as a low-cost and low-maintenance harvest used to make biofuels, or combusted for its energy content to generate electricity or heat. Energy crops are generally categorized as woody or herbaceous plants; many of the latter are grasses. European production of biodiesel from energy crops has grown steadily in the last decade, principally focused on rapeseed used for oil and energy.
MARINE BIOMASS In configurations linked to power plants and in other contexts, the island provides superior conditions for growing biomass in the water. The seawater in the reservoir is utilized for growing marine biomass by way of macroalgae for biofuel and for food ingredients. The algae grow in the upper 10 m of water in a floating grid of buoys and gangways that move up and down as water level change. The production of biofuel, which increases the air pollution, will only be used when it’s needed. That means it, will not be the main energy source, but a support for when it’s necessary.
SOLAR POWER The large surface areas of the reservoirs readily lend themselves to the idea of solar power plants, based on barges or other floating structures and moving up and down with the water level. Solar power is the conversion of sunlight into electricity, either directly using photovoltaics, or indirectly using concentrated solar power. We decided to use concentrated solar power systems that use lenses or mirrors and tracking systems to focus a large area of sunlight into a small beam. Photovoltaics convert light into electric current using the photoelectric effect
VISITING THE ISLANDS The instalations of the islands allowed the visitors to watch the process of recycling inside the island and also underwater.
windmills

recycling center biomass treatment visiting area plastic garbage
Recycling Not only the water used in the city will be treated, also the garbage generated will go through a process in a recycling centre inside the island. The waste materials will be transported to the islands where they will suffer a recycling process, generating new materials such as plastic, glass or compost.

PETRICHOR
MINISTRY OF FOOD PETRICHOR marroco
PETRICHOR The meaning of the city’s name is “the smell of the rain on a dry earth and from this image we started, searching for a new hope, a new way of providing all the necessary food resources for Alsopia, without forgetting that the new Mediterranean City is a mix of culture, where everybody should be able to have what he/she needs and want, taking in consideration the different foods and traditions around the world. The project is constituted by a series of islands organized in three climate systems, where the different kind of plants and animals can grow up: Tropical: Wet and dry and Wet areas. Moderate: Mediterranean, Humid Subtropical and Marine west coast areas. Continental: Humid continental and Subarctic areas. The islands are bubbles of oxygen, wich is reflected also in the architecture design, as being constituted by a serie of balls in steel and thermoplastic ETFE. Each island is made of nine spheres of different sizes (50/40/30/20 m radius). Each bubble is like a biosphere where are collected and cultivated more than 2000 types of plants (fruit trees, vegetables, tubers and medicinal plants) Inside the biggest spheres are built some metallic structures to create a massive farming of those prime necessary products. The same is done for animal farming, in some cases integrated with the plants. Around the island is the fish farming, and for those that do not live in the Mediterranean water are provided some artificial pools inside the platforms that are located around the bubbles.
All of this is possible thanks to the informatics system that control and arrange temperature, humidity and shadows inside each building to have the perfect condition for the particular climate of that specific island. Each islad is provided with all technical machines that are neccessary, such as water and air depurators, irrigator system, storage for tools, agricultural machinery, electronic devices, power generator and motors.
City as a global network.
Besides, each island is able to produce food for 4250 people every year, and the whole production is integrated with a touristic route that enables visitors to see how every climate produce different products and how the whole production is developed.

IRRIGATION AND water treatment Most of the water needed is taken from the sea and desalinated with the process briefly described by the scheme. After the desalination the producted water is takend and used by the completely computerizer system of irrigation that also controlls the temperature.
sunshine and heating The external structure is constituted by steel and thermoplastic ETFE, that is inflated and the resulting cushion acts as a thermal blanket to the structure. Still the light is a very important element for the growth inside the structures infact the panels are made of UV-Transparent films.
ventilation Even if the system of ventilation is completelly computerized it is also possible to open some of the panels to create a natural ventilation when the conditions outside are favorable.
The structure in tubolar steel is completely self-supporting, with no internal supports, and the panels are made of thermoplastic ETFE instead of the heavy and potentially dangerous glass.

MINISTRY OF RELIGION LOCATION ALSOPIA
all religions around the MediLike the diversity of the people it hosts, the religious aspects in the city of Alsopia are vastly rich. It is interesting to see that all different faiths have been reduced into their essence and seem to be more on the ground than they have ever been. By that I mean that never before religious institution was dedicated to the community rather than showing that their God or Gods are the best. It looks like a miracle to see all the different beliefs meeting each other in the so-called “Religious Quarter, an area dedicated only to the formal religious buildings.
religious quarters The functional unit of the religion is the Religious Quarter, usually two or three per each district. Here are concentrated all ceremonial buildings of all the formal religions. These buildings have a monumental and a very strong sense of community. It is here where are celebrated the most important religious events. Their aesthetics is reduced to minimalism and essential forms to follow the theory of the growing speed of life in the city, but also to metaphorically bring divinity nearer to the people. The impact and power of the religious buildings that we used to know is lost and unknown in these buildings. On the other hand, the old buildings, still go on being the most attractive spots for tourists and visitors, reclaiming once more their eternity.
informal space But the real heart of the spirituality is not the formal space, but some more informal one: special areas in the residence complexes or offices dedicated just to religious purposes. Usually these areas are small and set around a main hall called “exchange hall”. Their principle of distribution is a continuity of the Religious Quarter, hosting all the faiths together in one or two floors. This kind of distribution doesn’t only respond to needs of spiritual practices in different times of the day, but also in this way there is even the possibility of interaction between different religions, and why not in a possible future these religion could melt with each other into a single one. On the other hand these small spaces have a more personal character. As you see, the spiritual spaces have a dual aspect: community functions, in the Religious Quarter, and personal reflection in the small informal spaces.

RELIGIOUS SPACE WITHOUT SYMBOLS MUSEUM HOSPITAL
an example of success Here is an interesting example from Mandorlo del Sole, a district next to the archeological area of the Valle dei Templi, an ancient religious center during the Greek classical civilization. This district was thought in function of the existing archeological monuments, to preserve the great old buildings and the city in this valley, which is thereby highlighted in the new urban atmosphere. The district is between the coast and this area. The industrial domain is slightly away of the city with the main port.
Concerning the housing, the measures were defined in the minimum space living size, to give larger spaces and areas for the common place. Between each different service, we find outside generous spaces, where people can go to enjoy the verdant gardens. All the functions of the city life are integrated and blended, also the religious quarters, which are completely present in symbiosis with the rest of the district, whether people are believer or not. For the practitioners, they have an easy way to conciliate the daily life and their religion without being a difficulty for the life of a compact city.
BE SAFE
MINISTRY OF SECURITY LOCATION MEDITERRANEAN
The urban security gives the proper environment and the necessary opportunities for the citizens to develop the productive potential in the urban context and also to freely approach important aspects for them. The safety in public places, the friability of infrastructure and services, the security of economical and social systems are vital, especially for the poor population, in achieving the family, community and society contribution. In order to improve the urban security it is necessary to implement integrated programs orientated on the community that promote local developments approached by the local administration. These kind of programs should be addressed to all the necessary sectors to satisfy the elementary needs of the citizens: public security, social wealth, economical development, good administration and public order.
Threats to the Urban Security The new Mediterranean Cities created are characterized by the complexity of the economical and social activities, through cooperation of a very big number of persons, of many different origins and family and community history. Also other characteristics of these cities are the intense rhythm of activity and life and the dependency on a complexity of factors that must be maintained between certain limits. Affecting the activities, attempting on life and citizens’ and communities’ properties are problems of urban security. Global Terrorism We know that the probability of a terrorist attack is real, but nobody knows when and where it will happen. The cities must be very well equipped to be able to respond effectively.
Pandemics This is a different aspect in this history period because of the unpredictable ways of spreading all over the globe isolated and far away problems. In the case of the Mediterranean City this is much worst because of the high density of people. The pandemics are well known in the history, but the people usually don’t have an own experience and the big periods between incidents contributes to a certain relaxation in approaching the prevention measures.
Natural Disasters Natural disasters like earthquakes, flows, fire, big intensity storms can be devastator when it comes to high populated areas. The problems are related to the way the buildings are constructed, the instruction of the people and in the worst case to the way of saving as many people as possible after the disaster occurred. Criminality The specific human diversity and also the complexity of economical and social activities, the presence of some temptations and the lack of resources are factors that generate diverse criminality forms at the city level, from which we can mention: - Crimes against properties (burglaries, stilling from shops, stilling on the streets); - Illicit activities (illegal bets, illegal prostitution, drug consumption); - Crimes of violence - implies contact between the attacker and victim (sexual assault, robbery, physical aggression, kidnapping); - Organized crime (economical crime, money laundering, drug traffic, informational crime).
Measures
Law Enforcement Department
The complexity level of the urban security problem needs multiple strategies that includes multidisciplinary domains and specialties, which are not only from the police and jurisdiction zone, but also from the administration and social one: - ensuring a security, liberty and justice climate at the Mediterranean City level needs a big parting and using capacity of the significant information and international experience; - developing a synergy between different actors from the same field and existing networks; - improving the collection of quality and quantity data; - initial and ulterior formation for the persons involved in prevention; - improving the existing strategies for security by exchange of experience and good practice; - public debate for reducing the insecurity feeling of the population.
The local police is concentrated in neighborhoods. Each district has a Local Police Department. There are 18 Departments through out the whole city. The whole city combines a force of over 85,000 officers. This is the local police. There is also a Judicial Police, with 3,500 judicial officers, 1200 investigating agents for prosecuting attorneys and 860 experts. The Federal Police deals with specialized duties, cases that threaten national security. This includes corruption, money laundry, drugs and arms traficking, organize crime. FP officers usually wear masks to prevent themselves from being identified by gang leaders. ND investigates drug related activities, which is a major concern in this metropolis. Due to the heavy traffic most of the day, there is evidently a need to use efficient transportation. Helicopters are the answer for a city like this one. They are equipped with IR cameras. There are 6 helicopters for Police Department. On the ground however, the patrols are allowed to use the mass transit lanes in case of emergencies.
Emergency Situation System The emergency system is based on sending a medical team with the necessary equipment at the place where the patient is located and he is in a critical stage, in order to give a qualified emergency medical assistance. Organization: - First-aid team - Intensive care team - Intensive care for newborns team - Fire fighting team - Air saving team
Special Response Team (bomb squad) They performed high-risk operations for regular officers. This specialized branch deals with explosives, sniper-training, defensive tactics, first-aid, negotiation, rappelling and roping techniques and the use of specialized weapons and equipment. Bomb Squad Ammunition Technicians have many tools for remote operations, one of which is the RCV, or remotely controlled vehicle. Outfitted with cameras, microphones, and sensors for chemical, biological, or nuclear agents, the Wheelbarrow can help the Technician get an excellent idea of what the munition or device is. Many of these robots even have hand-like manipulators in case a door needs to be opened, or a munition or bomb requires handling or moving.

EXPERIENCE PALINURO Set in the idyllic corner of Alsopia, where the glorious Italian province of Salerno used to stand – Palinuro continues to reach new heights. The district has inspired generations through the power of sport, using it as a catalyst for continued positive change across the Mediterranean coastline. The legacy of Palinuro is now echoed throughout the city and the district will continue to invigorate, excite and inspire the citizens of Alsopia. In 2052 when the rebuilding process began, the potential of Palinuro was clear for all to see. With its untouched towering cliffs, hidden coves and rich green pastures set against the backdrop of the deep blue Mediterranean, the district had all the makings of a activity hub for all of Alsopia to be proud of. Adapting to this beautiful environment, rather than change, was key to the success of the sportscity. To maintain a healthy, active lifestyle is crucial to an enjoyable life. Palinuro now provides every Alsopian with sports and activity facilities of the greatest order, fueling excitement and revitalizing those who want to escape. The district is filled with an energetic atmosphere that is firmly unique. The iconic sportscity park is bursting at the seams with economic opportunity – a reason why so many Alsopians continue to flock to the district.
When rebuilding Palinuro one clear goal was shared – to establish a new city based on the importance of a healthy lifestyle. The district now boasts the cleanest air, least noise pollution and most open, green spaces in all of Alsopia, and its citizens use the facilities as naturally as they embrace the rich, colourful Mediterranean diet. Diversity and acceptance of this has been key to the successes found in Alsopia. Palinuro provides a multitude of activities and sports to suit everyone. Social cohesion and establishing a community identity were essential to the prosperity of Alsopia, and engaging in sports activities naturally results in this. Every corner of Palinuro opens up a new sporting opportunity: through wind-surfing in the bay; cave exploration; mountain biking in the hills; scaling the cliffs to then dive back into the calm waters below; horse riding; hiking or simply enjoying a peaceful cycle ride. The ethos of Palinuro is firmly engraved as one that brings together and maintains the well-being of all Alsopians. Through always thinking of tomorrow, today, Palinuro is an ever-evolving and improving district. In no other place will you find such a natural example of enjoyment and personal well-being, all created through the simple pleasure of sports and outdoor activity.

MED-GAME DESCRIPTION Every ancient nationality is preserving its traditions and culture on the islands in the MEDsea. Selected citizens keep speaking in their national language, keep up with traditions, building techniques, cooking style, they share a common descent and history. Collaboration between the islands/ the nations is necessary for the understanding of other cultures and therefor to contribute to peace and security in ALSOPIA. Thus international collaboration through education, science, culture, commerce and trade is necessary for further universal respect for justice and survival. A nation can never live self sufficiently and needs to be in interexchange with another nation, to guarantee satisfaction and happiness of its inhabitants. Unsatisfactory collaboration between nations will result in recession and decline of the moral of the islanders. Thus everyone is trying to get the best out of its cooperation. Unions can only last up until a year in order to prevent binational fusions.
