Alexandre, known as Xano, 10, from St Saviour, cut the ribbon at the Cancer Research UK store in Halkett Place at the end of October. Xano was joined by the Lieutenant Governor of Jersey, Sir Stephen Dalton,
along with the charity’s supporters from around the island. Xano’s mum Sonia, 39, dad Ricky, 41, and big sister Monica, 20, also joined the celebration. The opening of the shop marks the end of one era and the start of another for shoppers in Jersey. For
more than 25 years, a shop supporting Cancer Research UK has been run by volunteers from the island’s fundraising committee, but now the business has been handed over to the charity and has moved to bigger premises. The shop has the same
full-time manager and will retain all the experienced volunteers. All profits will go towards helping Cancer Research UK prevent, diagnose and treat more than 200 types of cancer. Around 1,000 people a year are diagnosed with cancer in Jersey.
Xano’s family know from experience how this shop and others like it around the UK, are vital to the charity’s life-saving work. Their encounter with cancer began in early summer 2013 when Xano’s was just four years old. Read Xano’s story on P14

A consultation into changes to the short breaks provision for children with disabilities has been launched by the Children, Young People, Education and Skills Department. The short breaks service offers children and young people with disabilities the opportunity to spend time away from their parents or carers, to have fun with their friends and to develop their independence. It also gives families a break from their caring responsibilities. The consultation has been launched as families would like the service to offer more choice for their children, including more group activities, and more support in the school holidays. The changes will aim to make sure that access to the service is fair and that families can get support when they need it. Children’s Minister, Senator Sam Mézec, said: “It’s really important that we get things right for children, young
people, and their families. We believe that the families who use our services should be involved in designing them to make sure that the services are suitable and fit for purpose. Putting children first is one of the government’s main priorities, and involving children and their families in the services we offer is a key part of that.” Under proposed new changes, the short breaks service will change to offer three tiers of support. These will include universal services at the lowest tier (such as youth groups, nurseries, and sports clubs that are accessible to everyone), targeted support designed for disabled children, and specialist support for those with the most need. Children will be supported at the lowest tier required to meet their needs, so that resources will be available to give families support without delay. The Children, Young People, Education and Skills department would like to hear families’ views about the proposed changes.

Practitioners who work with children with disabilities are also welcome to give their views. The responses to the consultation will be used to guide the development of the service and to inform children’s services that are developed in the

Exhibition at St Paul’s Church for Armistice 100 Sunday November 11th is exactly 100 years since the 1918 Armistice and St. Paul’s Church will once again be remembering the sacrifice made in war.

This year, as part of St. Paul’s Church remembrance there will be a “weeping window” and a “wave” of hundreds of handmade poppies in the Church. Each poppy was knitted or crocheted by a member or friend of the church. “Originally we started with the idea of 100 poppies to symbolise 100 years since the end of World War 1, but within a few days we had passed that, as enthusiasm grew,” says Julia Renault, Head of Creative Ministry at the church. “On display will be 862 poppies, which is the number of people from Jersey who died in The Great War. There is a charity dimension to our display and we will be encouraging purchase of the poppies for a donation, all of which will go to the Royal British Legion – we want to do something special for them at this moment in history.” Additionally there are a number of memorial tablets inside the church to members of the congregation who died in the conflict. “I often looked at them in church, and thought how young they were. Last year I discovered my great uncle had died at the Somme aged 22 which led me to consider how their names might live on and not be forgotten.” The St. Paul’s poppies will be one reminder of the ultimate sacrifice paid by islanders. As Christians we are focussed on reconciliation of people to God and to each other. The poppies though attractive, are a sobering reminder of
the sacrifice people made for love. Each poppy is unique, just as each person who served and died was unique. Further, there will be a display, made by members of the current congregation (who come from many nations), of artefacts and the histories of those who served, including a nurse. “Many of us have been on a journey of discovery about these people, and visitors will get a sense of their hopes, dreams and human frailty when looking at the displays,” says Julia. Rev. Canon Paul Brooks, the Minister of St. Paul’s said, “This is the hundredth anniversary of the ending of ‘the war to end all wars’. Sadly it did not prove to be the ending of war, as many had hoped, but we want to remember the greatest sacrifice so many made in the cause of freedom and peace. Do come and visit the display, and if you are not attending an act of remembrance anywhere else, please join with us at St. Paul’s Church at 10.50am on the November 11th. You will be very welcome.” St Paul’s Church will also be open
New head teacher for Springfield School
new head teacher has been appointed to Springfield School A following a rigorous selection process. Mal Robson, who has worked as the deputy head teacher at d’Auvergne School for five years, will take up his new post in the New Year. Mr Robson qualified as a primary school teacher in 1999 and began his teaching career in the northwest of England. Between 1999 and 2009 he worked in two UK schools, teaching across the primary age range and then became assistant head teacher of a large primary school in 2009. In 2013 he moved to Jersey with his locally born wife, who is also a teacher, and took up the role of deputy head teacher at d’Auvergne School. Mr Robson has held this role to date, which has included extended periods as acting head teacher. Mr Robson takes over from Sam Cooper who is now the head teacher of d’Auvergne School. Commenting on his appointment Mr Robson said: “I am delighted and very proud to be confirmed as
the new head teacher of Springfield School. This is a fantastic opportunity to continue the great work done by Mr Cooper and the staff at Springfield in providing the children with the very best learning opportunities. I was overwhelmed by the fantastic atmosphere and environment of the school when I visited and can’t wait to get started working with the children, parents and staff.” Education Minister, Senator Tracey Vallois, commented: “I would like to congratulate Mr Robson on his new role and wish him well in his new position. It is another terrific school and I know that the whole school community at Springfield will give him their support. I would also like to thank the acting head teacher at Springfield School, Anthea Carroll, for all of her hard work and leadership since the previous head teacher Sam Cooper left to take up his new role as head teacher of d’Auvergne School.”

States set to debate asbestos compensation
A Jersey Deputy will ask the States to vote through a compensation scheme for asbestos victims. 32 people have been diagnosed with mesothelioma in Jersey in the last seven years. A petition calling for a compensation scheme was launched following the death of islander Brian Coutanche – who was exposed to the deadly substance during his career in construction. St Helier Deputy Carina Alves is calling on Deputy Judy Martin to introduce compensation by 1st April 2019. “It’s something that’s been neglected for so long. The UK have had something in place for ten years and once again we’re lagging behind. “There’s no amount of money that will bring anybody’s life back. But this is a very serious illness. If we can do anything to help with the end of life care for somebody, I think it’s our duty to do that.” She thinks it’ll cost up to £200,000 a year. It’s due to be debated on Tuesday 20 November.

Even if you go there with the intention of just having a look we almost guarantee you will walk out with something you hadn’t ever realised you really wanted, rather than really needed! It’s the things we buy that we want but don’t need that make visiting an event like this interesting and fun. That’s what makes the event successful as there is such a variety on show. with contemporary is definitely a sign of the changing market for antiques, art and collectables and there will be items on sale from antiquity to contemporary, from £1 to £10,000 or more. The art and experience of plain old going shopping to find things to furnish or decorate a home has been severely affected by the simplicity of

My own stand will have a selection of unusual decorative items, pieces of smaller furniture, eye catching art (including a superb Edmund Blampied watercolour) and a selection of quality jewellery suitable for Xmas gifts. Sales are always brisk at the fair so spontaneous purchasing is the key to success, blink and you’ll miss it! As we have a showroom with a large quantity of stock on offer at any one time (and the now legendary shed, 7200 square feet of chaotic everything!), we save new stock in the build-up for the event so that our customers will have something different to look at. JERSEY DEVELOPMENT COMPANY TO BUY WATERFRONT LEISURE COMPLEX An opportunity has arisen for the States of Jersey Development Company to buy the Waterfront Leisure Complex from the existing lease holder. The Treasury and Resources Minister, Deputy Susie Pinel, has signed a Ministerial Decision approving the purchase of the 3.6 acre site, which includes the swimming pool, cinema complex, gym, arcade and various food and beverage outlets. The decision gives authority for the Jersey Development Company (JDC) to procure commercial funding to buy the site. Commenting on the proposed purchase, Deputy Pinel said: “This is a great opportunity to acquire a commercially self-sustaining site, and at the same time secure a prime site for future development.” The Waterfront Leisure Complex, which was completed in 2003, was the first commercial development on St. Helier’s waterfront. This unexpected opportunity to acquire this site opens up the potential for a future upgrade of the site, while ensuring the current leisure facilities continue to be managed for the benefit of the community. Any future redevelopment plans will maintain current facilities either
on the existing site, or at an alternative location. This opportunity secures the site for the long term and allows consideration of future redevelopment. However there are no immediate plans to make any changes. The Jersey D e v e l o p m e n t Company’s Managing Director, Lee Henry, said: “It is widely accepted that the quality of the architecture and buildings at the Waterfront Leisure Complex are not of the highest standard and resemble an out of town retail park, rather than a prime Waterfront site. “However, the cinema, swimming pool and gym are extremely popular, with thousands of visits each week. JDC will not change any of this in the medium term, as the earliest
break in leases is 2027. As with all JDC projects, JDC is funding the majority of the purchase price through a loan
from a bank. The rental income more than covers the interest and capital repayments during the hold period.”

CELEBRATE CHRISTMAS WITH THE JERSEY SYMPHONY ORCHESTRA FESTIVE CONCERT The Jersey Symphony Orchestra’s Festive Christmas concert is a feast of seasonal favourites and carols old and new.
Oliver Zeffman will be conducting the Orchestra. Oliver graduated from the Royal Academy of music and spent a year at the St. Petersburg State Conservatory under the direction of Alexander Polishchuck. Described by the Daily Telegraph as a ‘phenomenally promising’ young British conductor, he was nominated by The Times for the Classical Music Award at the 2018 South Bank Sky Awards. He founded the Melos Sinfonia in 2010 which has premiered many important works including by Maxwell-Davies and George Benjamin. The programme includes Engelbert Humperdinck’s Hansel and Gretel Overture which needs no introduction. Our symphony is the Nutcracker Suite by Pyotr Tchaikovsky. It is the perfect piece for a Christmas concert with the main character, the Nutcracker, given as a gift to Clara by her godfather who is a toymaker and magician which then comes to life at midnight. The music of the March of the Toy Soldiers and the Dance of the Sugar Plum Fairy will be familiar to many. We have two items based on carols. The Jersey Island Singers (Director
Nicholas Cabot MBE) will accompany local Baritone Simon Billot singing Vaughan Williams’ ‘Fantasia on Christmas Carols’. Simon studied at the Northern college of music with Peter Alexander Wilson from which he has recently graduated with 1st Class Honours. He has been a soloist with the William Byrd Singers in Manchester and worked with The King’s Singers and the RNCM chorus. He has also worked as a vocal coach at Blackburn Cathedral. Georgia Mae Bishop (Mezzo Soprano) is our second local soloist who has recently graduated with distinction from the Opera Course at the Guildhall School of Music. She has performed with many Operas
including Garsington Opera and the Royal Opera and has sung with the London Symphony Orchestra at the Barbican and the London Philharmonic at the Royal Festival hall as soloist. Georgia Mae will be joined by the Jersey College for Girls Chamber Choir (Director Philippa Le Feuvre) to sing a selection from Witold Roman Lutoslawski’s Polish Christmas Carols. These carols were originally composed for piano and solo voice, and based on Carols collected by the composer in 1946 at the request of the Director of the Polish Music Publishers. After an initial performance, they were not heard for another 40 years.

JCG ACTORS EXCEL IN HOUSE DRAMA COMPETITION The annual House Drama Competition took place on Tuesday 16th and Thursday 18th October. Appreciative audiences enjoyed short extracts from plays chosen and directed by students. Students did not shy away from challenging themes and used drama to convey some important messages about mental health, crime and disability. The range of plays on offer was very diverse, from poignant comedies such as Too Fast by Douglas Maxwell to dark fairy tales like The Red Shoes by Emma Rice and Grimm Tales by Carol-Ann Duffy and Tim Supple. Finally, Wheels by Chloe CD was a moving drama about disability and our attitudes towards it. Garrett Anderson took the award for best play presenting the hard-hitting play ‘Blackout’ with great sensitivity. ‘Blackout’, by Davey Anderson, tells the story of James whose life spirals out of control and leads to him being radicalised by far-right extremism. Brooke Le Breton from Inglis House
won the prize for Best Director with her rendition of ‘Find Me’ by Olwen Wymark. ‘Find Me’ deals with the issue of mental health and how it was is now treated in our society. The House plays were judged by radio presenter, Ashlea Tracey and Drama teachers, Paul Adams and Natasha Stone. Head of Drama at JCG, Caroline Stone, commented: ‘I’m always impressed by the standard of the plays produced by the students, particularly as they involve all year groups and receive very little help from teachers. The students learn so much and
thoroughly enjoy the experience, in fact, they are already planning what they are going to do next year – there’s no stopping them! ‘
The choir will be singing 15 out of the 20 carols from the collection. Titles include The Angels came to the Shepherds, When Christ came to us, This is God’s Brthday and Jesus lovely flower. The Jersey Symphony Orchestra Christmas Concert is a lovely way to start the Christmas season. For those of your readers who do not know of us the Orchestra is a true community orchestra devoted to the needs of, and composed of mainly local players with numbers made up by visiting players from around the UK. They very
kindly come on a ‘busman’s holiday’ basis with their fares paid and their accommodation provided by our many Friends. The orchestra is entirely funded by sponsorship and run by volunteers to give local players the opportunity to work under the baton of a professional conductor and Leader. Green light for prison redevelopment Plans for the latest phase of redevelopment at the prison have been signed off by the Home Affairs Minister, Connétable Len Norman. There are eleven stages to the project which aims to provide modern, secure and safe environments for both staff and prisoners. Work to modernise the prison, which was designed in the late 1960s, began in 2006 and has so far provided an additional 41 cells, 62-place cellblock and a new kitchen block. This latest phase is estimated to cost £8.3 million. The construction costs of £6.5 million are being funded by proceeds from the Criminal Offences Confiscation Fund. A Ministerial Decision to transfer the proceeds was signed in February 2018. The remaining funding comes from the existing budget allocated to the project. Proposals, subject to planning approval, include: the replacement of the prison’s secure vehicle gate; completion of the secure visitor and staff entrance and search areas; provision of work spaces for prison and administrative teams; office
space for other States of Jersey employees who serve the public in the west of the island. To ensure that the prison can meet future needs of inmates and staff, rooms will use lightweight partitions so that areas can be repositioned and resized. It is expected that the project will go to formal tender by January with a view to commence demolition and building works in April. Completion is expected by late 2020. The prison will take appropriate additional security measures during the build, and the impact on the local community is expected to be minimal. All services to prisoners, visitors and staff will be maintained during the building work. Home Affairs Minister, Connétable Len Norman, said: “This current phase will ensure that the prison is a modern, safe and secure environment for both
prisoners and staff. It will also mean that the unit can meet the changing needs of a prison in the 21st century.” The redevelopment of the prison follows a HM Chief Inspectors of Prisons inspection in 2001, and subsequent studies, which highlighted significant shortcomings, including inadequate numbers of cells, cells without sanitation and building defects creating ongoing maintenance problems.
Children protected against the flu with nasal vaccinations
More than 4,500 primary school children have received protection against flu following the completion of the nasal vaccinations. The figures mean that uptake is 60% in primary schools so far (last year, in 2017, it was 59% overall).Dr Linda Diggle, the Head of Preventive Programmes in Health and Community Services, said: “It’s very good news that the majority of parents made the decision to protect their primary school-age children ahead of the winter. The 60% figure is likely to increase as we still have three catch-up clinics to happen. These are held in the out-patients department of the Hospital for children who are home-schooled and for those whose parent consented ‘yes’ but the schoolage child was absent on the day we went into their school.” Flu vaccinations in nurseries are ongoing – 48 out of 51 nurseries are taking part with a GP or Practice Nurse delivering the vaccines in nursery to support working parents and make it easier for them to get their child protected without having to take time away from work. Dr Diggle added: “The nasal flu vaccine offers superior protection to children compared with the injected flu vaccine contrary to what a small number of parents mistakenly believe. “We have been dismayed at the amount of myths and simply ‘wrong’ information being shared by a small number of people on social
media. Healthcare professionals base the care we deliver upon years of evidence that’s been peer reviewed and scrutinised by experts who have spent their lifetimes in specialist fields of immunology and paediatric medicine to co-produce the expert guidance of national bodies, such as that provided to the NHS and ourselves by the expert UK Joint Committee on Vaccination and Immunisation. Yet, inaccurate postings, obtained via social media and amplified by social media, have led some parents to fall victim to misinformation. “It is safe to offer the vaccine in school. I have asked parents why they would think we would do this if it was anything but safe. The nasal flu vaccine strengthens a child’s immune system because it stimulates their immune system to make their own antibodies against flu – these antibodies are the good things that then protect the child if they come up against flu infection in the coming winter. “Most parents in Jersey work and lead busy lives juggling family and work commitments. With the best will in the world, we know some
children would miss out on protection if we made it hard to access schoolage vaccinations, for example, if parents had to take time off work to get their child somewhere in order to get them vaccinated. There is plenty of evidence from the UK and Europe that shows that children miss out on protection against infectious diseases if accessing services is difficult. It makes every sense for us to do as happens in UK schools – and that’s to make vaccines equally accessible for all school age children via their school.” Parents who want their schoolage child to have the flu vaccine but missed the opportunity can take their child to a catch-up clinic. Mini Mall; a one stop shop for Jersey’s conscientious shoppers The setting up of Mini Mall was conceived by owner and manager Sonya Lavery whose own frustrations from shopping led her to decide she should set up Jersey’s first minimal waste bulk shop as there were no alternatives to this at the time. She sensed that there was a strong will from fellow islanders towards such a shop. Having a background in architecture and interiors, Sonya designed the layout of the compact shop footprint to include the many departments she wanted to create within one space. The idea is that Mini Mall should become a one-stop shop for consumers who care about their environmental and ethical impact on the planet. She describes the shop as follows: “At Mini Mall, our mission is to represent the conscientious shopper in Jersey by sourcing sustainable and ethical products that have a low impact on both the environment and waste production. We offer a new shopping experience to our fellow Islanders, enabling ownership to our customers over their preferred quantity and packaging through the fill and weigh self-service system. All food produce we offer is package free, buying in bulk to reduce our impact. People are surprised to find that the wholefoods are mostly cheaper than the supermarket. “We strive to offer our customers top quality, ethical products at an affordable price. We offer a choice of ethically produced children's
clothing, made with organic cotton where possible. We also offer a range of alternative, plastic-free everyday household products. Big screen brings online shopping in-store
Furniture retailer MyPad has brought internet shopping to the high street with a build your own bed touch screen TV. Customers can come in to the West’s Centre MyPad store and use the 50inch screen to choose the various elements to build their furniture and see the virtual results before placing an order. MyPad owner Paul Clark said that the screen was a great way to combine the choice offered by technology, the convenience of online shopping and the personal service of a store. “There are some great opportunities out there to revitalise the industry and bring life and customers back to centre of St Helier but retailers have got to be innovative and find ways to bring technology in-store so that people get the best of both worlds. The nature of high street retailing has changed and we can’t turn the clock back. “The fact is that customers find it easier to shop online so we’ve got to provide the same service and convenience and combine that with the parts of the high street experience that they still want,” said Paul.
CI Co-op fined £65k after butcher loses fingers Butcher José Escorcio, 29, had to have major reconstructive surgery after his right hand got trapped in the machine. Mr Escorcio had not been trained properly to use the mincer, which also did not have a safety guard, Jersey's Royal Court heard. The supermarket admitted it had breached the island's health and safety law. In January, Mr Escorcio was working as a butcher at the Grand Marché store in St Helier when he tried to push meat he was mincing into the machine with his hand. He lost four fingers and most of his hand when it got pulled into the machine and had surgery at a Salisbury hospital. A safety guard had been missing for several years and Mr Escorcio had received no formal training on how to use the machine, the court heard. However, he had been shown how to use the mincer by his manager, who had also received inadequate training, the court was told. Mr Escorcio has returned to work
at the Co-op and is part of a health and safety team to try to prevent similar incidents. Channel Islands Co-op CEO Colin Macleod said: "In this occasion we failed, but the most important thing is we learn wherever we can so we don't fail again." Jersey's Bailiff Sir William Bailhache, presiding, said he accepted the Co-op management had taken the accident seriously and the risk to Mr Escorcio had not been deliberate. He fined the Channel Islands Coop £65,000 plus £5,000 costs.

JERSEY CHARITY CALLS FOR SUPPORT TO HELP MORE ISLANDERS WITH NEW OXYGEN FACILITY The Oxygen Therapy Centre will be able to help three times more clients in Jersey with a new facility in the Island. The charity has set its sights on a new centre which they would like to open in 2019, but they need assistance from local businesses and the philanthropic community to realise their plans. The Oxygen Therapy Centre provides support and rehabilitation to people living with MS, Fibromyalgia, other neurological conditions, cancer and sports injuries to name a few. They assist a growing number of clients in the Island, aged from three weeks up to 93 years old, through their oxygen chamber and complimentary therapies. They have secured new premises on Trinity Hill with complementary legal assistance from Bedell Cristin and have been fund raising for the new Oxygen Chamber thanks to donations from the Association of Jersey Charities and the CI Lottery Fund. However, they need to raise a further £200k to complete the refurbishment of the centre to ensure it is accessible for all who will benefit from it. The new double oxygen chamber will allow the charity to treat 12
people at a time, significantly increasing their current capacity of four. The charity has seen demand for their services rise dramatically over the past few years as Oxygen Therapy becomes more widely understood and used in treatment, in particular for cancer patients. In 2016, the Oxygen Therapy Centre completed 365 sessions, in 2017 491 sessions, and they are already at 610 sessions for 2018 to date. The new chamber will be the only low-pressure oxygen chamber in the Channel Islands and a very positive addition to Jersey with only a handful available across the UK. The charity currently helps to treat over 40 different conditions for 72 clients. However, statistics for the Island show that they could be assisting a lot more with 250 islanders living with MS, more than 4,000 with Fibromyalgia, Chronic Fatigue and ME, and 900 with cancer. According to the States of Jersey Disability Strategy, there are almost 14,000 disabled islanders*, and a large number of them would be able to benefit from the Oxygen Therapy Centre. CANCER SURVIVOR XANO, 10, WAS VIP FOR THE DAY AT NEW SHOP
Schoolboy Alexandre de Sousa who fought his way back from a rare childhood cancer, was the VIP guest at the opening of a new shop in St Helier at the end of October. Alexandre, known as Xano, 10, from St Saviour, cut the ribbon at the Cancer Research UK store in Halkett Place. Xano was joined by the Lieutenant Governor of Jersey, Sir Stephen Dalton, along with the charity’s supporters from around the island. Xano’s mum Sonia, 39, dad Ricky, 41, and big sister Monica, 20, also joined the celebration. The opening of the shop marks the end of one era and the start of another for shoppers in Jersey. For more than 25 years, a shop supporting Cancer Research UK has been run by volunteers from the island’s fundraising committee, but now the business has been handed over to the charity and has moved to bigger premises. The shop has the same full-time manager and will retain all the experienced volunteers. All profits will go towards helping Cancer Research UK prevent, diagnose and treat more than 200 types of cancer. Around 1,000 people a year are diagnosed with cancer in Jersey**. Xano’s family know from experience how this shop and others like it around the UK, are vital to the charity’s life-saving work. Their encounter with cancer began in early summer 2013 when Xano’s was just four years old. He developed a rash on his hand which doctors’ thought was impetigo. Then he began dragging his feet on the way to school and started to run high temperatures. Naturally worried, Sonia and Ricky took him for more tests. Eventually an MRI scan revealed shocking news - Xano had a broken spine, an injury his parents traced back to a minor slip from a playground slide. Doctors diagnosed stage four neuroblastoma, a rare form of childhood cancer. Sonia said: “At that moment, I remember inhaling and not being able to exhale. It was the scariest thing I had ever experienced.” Xano started chemotherapy immediately and then underwent an operation to remove a tumour on his kidney. There was the risk he would lose a kidney. And worse, one of his main arteries was wrapped around the tumour, making it a perilous operation. Thankfully, six and a half hours later, Xano woke up smiling with both kidneys in tact. The family was then invited to put Xano on an immunotherapy trial – he is thought to be one of the first children to be offered this. The immunotherapy
involved a series of injections and infusions over five months. Immunotherapy uses the body’s own immune system to fight cancer. It works by helping the immune system recognise and attack cancer cells. Xano’s cancer journey was a long, painful and difficult road for the whole family. Xano missed more than a year of school had to learn to walk and eat again. Sonia said: “It is the worst thing in the world to have a child and not be able to take their pain away.” But at the end of the immunotherapy treatment, Sonia was given the news she had been longing to hear. “The doctor called us into her room and I only heard one word – ‘remission’. And that’s when I finally exhaled. It was the moment everything Xano had been through made sense. He’d made it.” Today, five years on, Xano is a happy, healthy pupil at First Tower school. Sonia said: “He loves football and is goalkeeper for the school team.
He has one or two allergies as a result of his treatment, but otherwise he is just amazing. He is our very own superhero!” Xano said he was ‘happy and proud’ to open the shop which will sell good quality clothes, shoes and accessories as well as household goods, books, DVDs and greetings cards. Tim Finch, Retail Operations Manager for Cancer Research UK, said: “We’re delighted to be opening this lovely new shop in Jersey. We hope people will pop in and discover the huge range of quality items on offer. “The Jersey fundraising committee has done an amazing job of running a shop supporting the charity and we
want to thank them for all their hard work and the hundreds of thousands of pounds they have raised. “We’re now premises three times the size of the old shop in a prime location. We’re also able to make use of the 19 fully-trained volunteers they have - normally it takes a couple of years to get to this position but in Jersey we’re already there! “We’re also grateful to Xano and his family for being our guests of honour, along with the Governor and Lady Dalton. Xano’s story really brings home the importance of raising funds to support the charity’s groundbreaking work into the prevention,

diagnosis and treatment of cancer.” As well as the shop opening, the Jersey fundraising committee is also celebrating 65 years of fundraising on the island. During that time, they have raised £3.7 million. Money raised on Jersey funds research at the Cancer Research UK Southampton Institute, where many cancer patients from Jersey, like Xano, receive treatment. The new shop is open seven days a week - 9.00 to 5.30 Mon – Sat and 10.00 to 4.00 on a Sunday and will be run by mother and daughter team Jacqueline and Carina O’Connor. Jacqueline said: “People can help get the shop off to a flying start by shopping with us, donating stock for our shelves or generously offering their time as volunteers – we particularly need people at weekends. “No matter how much time someone can give or what their experience, we would love them to get in touch. It all helps toward our goal of beating cancer sooner,” she added.

Ambitious £2million ‘Big Build’ Project now complete at Jersey Cheshire Home Jersey Cheshire Home’s major £2 million building project Big Build is finished – but the charity still needs to raise a substantial sum to pay for it fully. The home now has three brand new en-suite bedrooms and six other bedrooms have been completely refurbished as part of a 12-month construction project that was delivered in time and on budget. The extension housing the new rooms sits over the newly-reformed car park at first-floor level and already looks like it has been there for some time. As well as the new bedrooms that allow the home to accommodate more of the Island’s most physically disabled people, the extended site includes a new dedicated therapy room, an additional lift, a multi-purpose area for meetings, training and residents’ activities as well as a staff annexe. The team at Rok Building Solutions worked tirelessly and managed to keep the home open and fully functional throughout was a period of significant disruption. Certainly General Manager David Lord has a tale or two to tell about some of the challenges that were overcome along the way. The home’s Patron, His Excellency, the Lieut-Governor, Air Chief Marshal Stephen Dalton, conducted the formal opening ceremony on Thursday 18 October 2018 in front of an audience of invited guests, residents and staff. David Lord said that the team at the home had taken great satisfaction in seeing residents settling into their new accommodation. A key feature of what makes Eric Young House special has continued into the new extension. Each resident has personalised their own room. They have chosen the décor and the colour scheme for the walls and furniture. It would be fair to say that there have been smiles all round. David said: ‘We are hugely grateful to the architects at BDK and the Rok team who helped to ensure that the wellbeing of the residents was a key consideration throughout. Home chairman Jim Hopley said the Foundation Committee was grateful to everyone who has already dug deep to this point. ‘We embarked on a major fundraising drive, but we
have had to dip into our existing resources and those funds are now in need of replenishing,’ he said. Rok Building Solutions contracts manager Ashley Dodd headed the project and said that it had been an ‘honour’ to work on the Big Build. ‘There have been a lot of challenges to overcome working in a fully functioning home. We had to liaise closely with home manager David Lord to ensure we kept disturbance to residents and staff to a minimum.’ Ashley said that many decisions had to be made but the design team and the client responded quickly and efficiently to allow Rok and its contractors to push on with the works. He said that the most difficult challenge was handling the project in different phases. ‘Health and safety challenges meant we had to revise the programme to suit and source extra labour resources accordingly. It was a very stressful period but we all worked really hard and put in extra hours to achieve the objective’. Paul Harding of BDK Architects led the design team. He said the Big Build project presented several challenges arising from working within and around an occupied residential home for disabled people. He said that safe emergency escape routes had to be maintained at all times and that it was a complex project which involved building a major new extension suspended above a car park while the development also included a second hospital sized lift. But Paul said that the size of this project, together with building in relatively confined spaces required a higher level of planning and foresight. He was delighted that the actions taken allowed the home to continuously operate throughout the 12 month building works. He paid tribute to the Rok team who took on board the need to ensure that residents could live safely and still enjoy the amenities. ‘Thanks to the imaginative programming of building works adopted by Rok, construction finished almost two months earlier than expected while still producing a high standard of workmanship,’ he said. Big Build Memorial Garden commemorates the extension and remembers all those who have passed through our doors. A new sensory garden has been created at Eric Young House with the help of Barclays Trust to commemorate the development of the facility and to remember all those who have passed through our doors in the last 35 years. The space is a welcome addition to the gardens at JCH, offering touch, sight, sound & smell sensory experiences – something that Care Manager Ann Appleton was keen to see implemented for the benefit of the residents. Water features, raised beds, kindly designed and built by the Prison and planted with a variety of sensory plants, a herb garden and pergola with climbing roses, fill the space and create a focal point for the new flag pole that had to be moved when the new wing was built. A plaque remembering all those who have been and will be part of the Jersey Cheshire Home was unveiled by His Excellency Air Chief Marshal Sir Stephen Dalton GCB LLD(HON) DSc(HON) BSc FRAes CCMI at the Big Build unveiling on 18th October 2018. The unveiling was an opportunity to show off the new wing and to thank all major donors and contributors to the project.

Long Term Care Fund review confirms future requirements The Minister for Social Security, Deputy Judy Martin, has published an independent report on the financial outlook of the Long Term Care Fund, which provides financial support to households that have long term care needs. The findings of the report, by actuaries Aon Hewitt, are consistent with the predicted shortfall announced by the previous Minister for Social Security, Deputy Susie Pinel. The report covers the 25 year period from 2018 - 2043 and shows that: • costs are expected to grow more quickly than income, in line with the number of older people, particularly those aged 80 years and above • the current contribution rate of 1% will need to increase steadily over the
next 25 years, with the first rise of 0.5% recommended in 2020 The need to adjust the Fund’s benefits and contributions is in line with research undertaken before the Scheme started; this is the first review of the Long Term Care Fund since it launched in 2014. Deputy Martin said: “I welcome this independent report, the first since the Scheme started, and am pleased to see that the fund is performing as expected following the research already carried out. “To ensure that the Fund can continue to provide support to households in the future, it’s likely that I will include a 0.5% increase in the long term care contribution rate in the 2020 Government Plan, which will be debated by the States next September.”

The oldest ever relay team Five members of the "so called" ageing population made history in the recent Jersey marathon for being the oldest ever relay team in the
Channel Islands securing a highly respectable finishing time of 3h 40 minutes placing 85th out of 251 teams demonstrating that many older citizens are fit and healthy and not a
burden on society. All 5 runners were over 70 years of age, the youngest 70 and the oldest 75. The over 70's team raised just over £1.300 for Age Concern Jersey.

Call&Check service rolls out Island-wide

How has Call&Check progressed since its launch? We started with 3 parishes and capped it with 150 people because we wanted to prove to the government that it worked. So that’s what we’ve been doing since then. During that period other countries started to look at it, now Finland have started it, France have their own version of Call&Check but they’re using our ‘5 questions’ and other postal services are now looking at it as they all have an ageing population. The UK have just announced that they will be rolling it out in parts of the country in Liverpool, North Malden and Whitby.
S
uccessful trials funded by Jersey Post have been running in three parishes since 2013, delivering 30,000 Call & Checks since launch. This autumn sees the Call&Check service working closely with local communities to provide this pioneering service across the Island. The Department of Health and Community Services is backing the
service by providing £100,000 of funds until the end of July 2019 to support members of the public who it is recognised would benefit from receiving Call&Check. The service can also be purchased privately at a charge of £6.75 per visit. We spoke to Joe Dickinson, one of the directors at Call&Check to find out more.
Tell us a little more about the service… Call&Check is a way of connecting people that are normally isolated and others such as people with disabilities into a care network. The way that works is we use the infrastructure of the post office so when the postman does his normal round - he will also knock on the doors of the people who are signed up for the Call&Check service and he will then ask them a number of questions and this applies whether they have post or not. The postman will then ask 5 questions; 1. Have you got your medication? (Because we can arrange prescriptions
for them) 2. Have you taken your medication? 3. How are you today? 4. Is there a message you would like us to pass on to your medical people? GP for example… 5. Do you need anything? A lift, someone to get your groceries etc. That information then goes back to the hub, if there is anything which needs addressing, then that will be flagged up at the hub and then will be addressed. For example, if they need help with their groceries then that information will be passed on to one of the voluntary organisations that we work with and they will go and see to that person and will help them with their groceries. So that’s what Call&Check does, it connects people.
How did Call&Check start out? It started out back in 2012 when Jersey Post were looking for new forms of revenue. The postal services around the world are all in decline with less letters to deal with. So, we thought what else can the postal service do? They have the opportunity to reach the whole island and with the ageing demographic growing all the time we thought ‘is there a way we can help these people who want to stay in their home a lot of the time?’ They are using the postal infrastructure to support the people around the island who need help.
What’s your role in the business? I do the innovation side of it, I came up with the idea initially and in the future there are other things that we could look at such as; Telehealth. Well something seems to be telling us it is time to get cosied up in things just a wee bit warmer than we have been used to these last few months. It was great to enjoy such a lovely long spell of dry and warm weather but all those summer togs should now be stowed away and our winter wardrobe is the one we must think about. Actually it feels good to embrace the change and I really enjoyed looking at all the fabulous new collections at Up and Above last week. Don’t you just love the knit ¾ length jacket pictured right – with the black striped seams it is so flattering. I couldn’t help noticing that most of the first deliveries had sold out, thank goodness there were new styles arriving and by the time you read this the choice will be great again. Just don’t hang about or you will seriously miss out! Check out the latest Samoon collection too which is predominantly shades of red, black and ivory. You’ll adore the longer length print over-shirt which would be perfect with black skinny pants. For something a bit different the black athletic pant with striped sides is so on trend and looks great with the red faux fur trimmed gilet and any of the coordinating knits, perfect to cheer you up on the greyest of days.

Here’s a date for your diaries: Yes I’m already feeling the Christmas spirit which is why I’m really looking forward to a new event being held at Fort Regent on 24 November, the ‘Shop Small Christmas Market’. Shop Small is the brainchild of Linzi Maindonald. Linzi told me, ‘I am a small business owner myself and in July I read an article on the debate on Fort Regent. I thought it would be a brilliant idea to host a Christmas Market at the Fort and potentially bring footfall to the venue. The idea of the event is that small businesses (like myself) can promote their products/services to the public and encourage them to ‘Shop Small’ this Christmas.’ Linzi has a great variety of over 40 small local businesses attending, plus she hopes to raise funds for Mind Jersey. She said, ‘Any profits will be donated to Mind Jersey. I have also arranged for Mind Jersey to have collection buckets at the entrance to the event. We will have face-painting and other activities to keep the little ones occupied, cakes and other sweet treats for all ages and live music from local talent.’

While joining the property market is exciting, it can also be expensive, and it definitely pays to do your research. These top tips will explain some of the key things to consider before becoming a homeowner…. Get your finances in order • Your credit score will have an impact on your mortgage options. • Make sure you pay all your bills on time and avoid making any bigger purchases around that time. • Speak to your bank or mortgage broker to get advice find out how much you can afford. • Don’t forget that there are lots of other costs attached to buying a property, such as solicitor’s fees, stamp duty and home insurance. • When these all add up, you might reconsider the price range of properties you’re viewing. Take the time to decide what you want • Take time to view different properties and create a list of what you want your new home to include. • Divide your wish list into musthaves and things you can compromise on. This will help you to avoid making hasty decisions and get you thinking in detail about your ideal home. • Be realistic. Ensure your list is appropriate to your budget.
Be flexible • It’s good to have a list of do’s and don’ts, but it’s important to remain flexible. • You could miss out on a perfectly suitable home because it’s located out of your desired parish or the bedroom doesn’t have a walk-in closet.
• Be open-minded when viewing different properties and think outside the box – with a little creativity you can do some wonderful things with the décor of a house or the look of a garden.
Are you willing to invest in renovations? • Unless you’re specifically looking for a project, buying a property that needs renovation might not be the right step for you. • If you do decide to buy a home in need of work, it’s advised that you get a thorough inspection to get a realistic overview of the property’s conditions. • If possible, opt for an examination after a rainy day to assess the state of the foundations, basement and roof. Learn more about your prospective home • So you’ve found your dream home and you’re eager to make an offer. Before you progress to the next step, make sure you learn as much as you can about your prospective new home. • Find out how long it has been on the market. • Hire a surveyor to inspect the condition of the property. • Visit during the day and at night.
Negotiate • The price of the property is rarely set in stone and many sellers are often willing to negotiate. • If the property needs some work or your surveyor revealed any defects, use this as an argument to agree a more affordable price. • You can ask the estate agent to do this for you, however, as a buyer, you will be the one making the final decision and should be in control at all times.
Get a good solicitor on board • Search for the right solicitor, someone trustworthy and someone you can rely on to work hard for you. • Usually, you get what you pay for and this is definitely not the time to penny pinch. • As a first-time buyer, you will most likely need someone more experienced to manage stamp duty charges, and draw up and explain contracts.
Don’t feel pressured • Buying a house is one of the biggest purchases of your life, so it’s important to take time making the decision. • It can sometimes feel like you’re under a lot of pressure to buy straight away, but if you don’t need to move immediately then shop around. • It’s likely you will be living in the house for years to come and it’s essential that you feel comfortable and happy in your surroundings.
Enjoy it • It’s a good idea to focus solely on house-hunting, so you don’t overwhelm yourself. Juggling other big decisions, such as organising a wedding or planning to have a baby, while buying your first home can put a huge strain on your life and take all the fun out of the process. • Buying your first home is a big step in every person’s life and should be remembered fondly.

Jersey-based fund management specialist JTC has partnered with blockchain business Brickblock to launch a platform for supporting cross-border real estate investment. The new platform facilitates real estate investments via smart contracts on the blockchain. This allows transactions, whether investing in an asset or raising capital for a project, to be conducted more efficiently and cost-effectively than via traditional financial institutions. Investments through the platform are not restricted by long-term holds, enabling investors to trade or sell their shares at any time. JTC will provide administration services to investment structures on the Brickblock platform, act as the legal custodian of issued shares and be responsible for clearing eligible investors.

In light of the recent incident involving the former police officer who breached data protection laws by misusing police computer systems, Jersey’s Information Commissioner urges business owners, public authorities and their employees to ensure that they respect the data privacy rights of individuals. Commissioner Jay Fedorak said: ‘When employees inappropriately access personal data on electronic systems intended only for legitimate purposes, such as law enforcement, health care, drivers licencing and other public services, the threat to personal privacy, dignity and well-being can be significant. It is a betrayal of public trust and can undermine public confidence in our institutions.’ ‘It is crucial that citizens can entrust companies, organisations and public agencies across the island to keep their personal information secure. Data protection laws help ensure that there are appropriate legal protections and remedies against the mishandling of our personal data, which poses substantial risks in today’s highlydigitised world.’ ‘Since the law changed on 25 May, local businesses and organisations must comply with higher data protection standards. UBS JERSEY FINANCIAL INTERMEDIARIES TEAM EXPANDS The UBS Financial Intermediaries (FIM) team in Jersey has appointed three new staff, including an additional Client Advisor, to assist with the growth of its External Asset Manager (EAM) business. Recruitment
The FIM team in Jersey provides custody, stock execution, lending and banking services to EAMs and their underlying clients in both the UK and the Channel Islands. The business is proud to welcome Jean-Paul Coutanche and Emma Gouyette as Client Advisors and Charlotte Hervé as a Client Advisor Assistant. New Client Advisor, Jean-Paul Coutanche, has over 14 years’ experience in the finance industry, with seven years as a Product Analyst. His most recent position was with a wealth management business looking after HNW and UHNW clients. He is a Chartered Member of the Chartered Institute for Securities & Investment, having passed the CISI Private Client Investment Advice Certificate, a level 6 qualification, in 2017. Emma Gouyette is a Chartered Fellow of the Chartered Institute for Securities Investment, with 20 years’ experience in financial services. JERSEY HOSPITALITY ASSOCIATION ANNOUNCE THEIR NEW CEO The Manager of the Jersey Hospitality Association (JHA), Simon Soar, has been promoted to become the organisation’s new Chief Executive Officer. Recruitment
The appointment recognises both the work which Simon has done with the Association since his appointment as manager in January and the importance the JHA places on its role as a voice for the hospitality industry. JHA president Fiona Kerley said: “The JHA has made some really important strides over the past year, including a significant rise in membership, increased engagement with its members and ensuring that the industry has a collective voice to promote the challenges and successes of our businesses at the highest levels.” “Simon’s promotion acknowledges the authority he will have to speak for the organisation and, by extension, the industry on a range of matters that are vital to our continued success.” Simon said that he was committed to representing the views of the JHA members and finding new ways to make sure that members received the support they need to develop and succeed. “Hospitality and tourism play a vital role in ensuring the diversity and

Finance industry figures reveal an upbeat picture for first half of 2018
Latest figures on the size of the finance industry in Jersey show banking deposits are rising and the value of the funds industry is at a record high. Finance
The net asset value of regulated funds under administration grew by £15 billion during the second quarter of 2018 to stand at £296 billion at 30 June 2018, the highest recorded figure to date, while banking deposits are also higher at £121.2 billion, the most since March 2016 and £5.7 billion higher than in March 2018. The statistics, collated by the Jersey Financial Services Commission and published by Jersey Finance, for the period ending 30 June 2018, also show that all the alternative asset classes, which are central to the success of the funds industry, have recorded an increase since the start of the year. Private equity fund values rose by nearly £4 billion to £86.5 billion and real estate increased by £2 billion to £39.5. Hedge funds values increased by nearly £4 billion to £54 billion and the combined total of infrastructure, credit and debt funds was nearly £10
billion higher at £59.6 billion. These latest figures on funds business complement the data issued by the JFSC in the summer, which showed that the number of Jersey alternative investment funds being marketed into the EU through national private placement regimes (NPPRs) continued to increase (up 5% since December 2017) and the number of Jersey registered managers opting to market into the EU through NPPRs under the Alternative Investment Fund Managers Directive (AIFMD) also increased (up 8%). To add to the encouraging picture, live companies on the Commission register have also climbed since December 2017 by more than 500 to stand at 32,618 companies. Commenting on the trends, Jersey Finance CEO, Geoff Cook, said: “These latest figures offer clear evidence of the industry’s resilience during challenging times and demonstrate its ability to grow and thrive. It is also
worth noting these figures do not include the Jersey Private Funds, a fast track regime introduced in 2017, and as at 24 September 2018, the JFSC had granted authorization to 167 JPFs. This figure represents an increase of 280% since August 2017. It is certainly a tribute to Jersey’s stability, high regulatory standards and the global appeal of its range of investment structures. These combined strengths, delivered by a skilled workforce, ensure Jersey remains an attractive jurisdiction across a broad range of sectors. “When reviewing the figures during the first six months of the year, there are a host of positives to acknowledge and, with finance employment figures approaching the highest ever level coupled with more than 50% of business flows now coming from emerging markets, the industry is on a strong footing, while making a vital contribution to tax revenues something which is good for all of us.”
