Exotic pets pose danger to local species
#69 AUG
fficers from Natural Environment are asking islanders to think before they buy exotic pets like terrapins. Many species of reptiles can become invasive species which, along with other plants, animals, and organisms, can cause environmental harm and a real risk to local biodiversity. Releasing captive terrapins into the wild has prompted fears for the health of local aquatic and plant life. The local climate allows them to survive well in the wild and potentially they could start breeding. There is also a possibility that they could spread salmonella to humans and domestic animals and introduce diseases into our native wildlife populations. You can find advice and guidelines for terrapins on the RSPCA website.
The Bosdet Foundation’s mission is to invest £1million by 2030 into local charities. INSIGHT
As part of its long term aim to help The Bosdet Foundation, the owner of Les Ormes, in its mission to invest £1 million by 2030 into local charities which support children, Les Ormes is to develop a further 60 self-catering units - and in July opened the Island’s first indoor activity centre. ‘Jump Jersey is a totally unique activity centre for the Island for locals and tourists alike.’ Said Managing Director of Les Ormes, Mike Graham. ‘I am proud that it fits our charity focus with its commitment to children and families. In addition, it helps to support numerous local charities with disabled
adapted equipment so that everyone can take part. We have a very skilled team at Les Ormes to operate this project and we are excited that Jump Jersey will give children (and adults!) yearround physical activity whilst they are having fun.’ ‘The opening weekend was very busy and not just inside the arena. A lot of people discovered the restaurant for the first time, along with the other facilities Les Ormes has to offer. Jump Jersey has affected the whole feel of what Les Ormes is about it’s gone from being just a self-catering resort to an all-inclusive resort for locals and visitors of all ages.’ Continued on page 2

priority and Jump Jersey staff have all been fully trained to ensure safe, memorable fun with each and every visit. The development of the further 60 self-catering units at Les Ormes will start in 2020. Mike said, ‘These units will increase our cash flow to support The Bosdet Foundation and also our tourism industry – numerous reports have indicated that the Island needs more self-catering accommodation. It is proven that self-catering guests tend to make use of island resources and infrastructure in a way that complements resident use. Without this development, we will never achieve the £1 million target. Bosdet is committed to increasing its giving each year and will be giving more for decades to come.’

Taxi and Chief Fire Officer appointed cab tariffs The Government of Jersey has announced the appointment of a new Chief Fire Officer. Paul Brown will fill the role with immediate effect, after a long to increase career in the States of Jersey Fire and Rescue Service NEWS
The Minister for Infrastructure, Deputy Kevin Lewis, has agreed a 3.4% increase in taxi and cab tariffs, in line with the rate of inflation. The Minister reviews taxi and cab tariffs each year with reference to the Retail Price Index (Taxi). This is a special index, which is calculated independently by Statistics Jersey to reflect the costs of commercial motoring. It is currently in line with the underlying RPI. DVS has written to taxi drivers to let them know about the tariff increases, and to invite them to DVS to have their meters tested and sealed. Once the increase comes into effect, the new tariffs will be: •Tariff 1 (Mon-Sat, 7am to 11pm) – £3.06, plus 23p for every 10th of a mile • Tariff 2 (Mon-Sat, 11pm to 7am; all day Sunday; public holidays) – £3.16, plus 33p for every 10th of a mile • Tariff 3 (Christmas Eve and Boxing Day, 7pm to 7am, and from 7pm on New Year’s Eve until 7am on 2 January) – £5.42, plus 36p for every 10th of a mile. These tariffs are set for all journeys from a designated rank; prices may vary for pre-booked journeys.

He has been Acting Chief Fire Officer for the past year. Working on behalf of both the Minister for Home Affairs and the Group Director for Justice and Home Affairs, he will be responsible for the efficient, effective and economical operation of the service to ensure the safety of the island. Julian Blazeby, Director General for Justice and Home Affairs, said: “I’m delighted to announce Paul’s
appointment as the new permanent Chief Fire Officer for the States of Jersey Fire and Rescue Service. This an exciting time for the service and there are many opportunities in managing an innovative and passionate team that work hard to keep our community safe. “Under the Justice and Home Affairs banner, Paul is responsible for Jersey Fire and Rescue Service’s closer collaborative working relationship and coresponding with the Ambulance Service and this partnership is already showing positive wins for the island.” Paul added: “I am very proud to have been appointed Jersey’s Chief Fire Officer. It is a privilege to lead the organisation and to support the efforts of the excellent people who make our lives safer. “My appointment also affords me to the opportunity to pay tribute to my predecessor, CFO Mark James, whose vision and energy have done so much for safety and resilience in our Island. The next chapter will
involve even more close working with the Ambulance Service, our other colleagues in Justice and Home Affairs, across government, throughout Jersey, in Guernsey and further afield. I am looking forward to the prospect of working together, innovating and sharing opportunities to improve safety, security, stability and prosperity.” The appointment followed the Jersey Appointments Commission code of conduct.

Woman awarded for post-adoption support woman who has helped adopted islanders trace their birth families has been A presented with the British Empire Medal (BEM) in recognition of her charity work in the Channel Islands and Romania. INSIGHT
Patricia Holland, who lives in Guernsey, has worked with Jersey’s Fostering and Adoption team for nearly 30 years. She invited Sarah Michael, a senior social worker from Fostering and Adoption Jersey, to join her at Guernsey’s Government House for the award ceremony last month. “We work with Patricia to reunite people with their families and support them in whatever capacity they require,’ said Mrs Michael. “Patricia has provided an excellent service for people affected by adoption. We have worked with Patricia for many years, and I was honoured that she invited me to the awards ceremony. Her intermediary services aren’t just for the Channel Islands – it’s for anyone affected by adoption.” The Jersey Fostering and Adoption team supports islanders who wish to trace their families. Although
she is based in Guernsey, Patricia links people with birth parents and children who live all over the world. Mrs Holland said: “I work alongside Jersey and Guernsey’s post-adoption services to provide research and intermediary services. I have always felt it was essential to have this healthy co-operation in place to provide the best support to clients. Another reason for this team work being necessary in the Channel Islands is that many children have been born in one island and raised after adoption in the other.” Tracing a family is just one of the post-adoption services available for islanders affected by adoption. The Fostering and Adoption team provide counselling sessions, help people access their birth records regardless of their place of birth and act as an intermediary
between adopted adults and birth parents. “We are proud of our after-care services,” said Mrs Michael. “Anyone thinking of adoption should come and speak to us because it is a very rewarding role.” Mrs Holland was awarded the BEM in this year’s New Year Honours List for charitable service to Guernsey and Romania, helping to send food, clothing and other essentials to the town of Bistrita in northern Transylvania. For more than 40 years Mrs Holland has also been closely involved in Christian Aid Guernsey and has worked with adoption charity Norcap, reuniting families separated at birth. She continued this post-adoption support work independently after Norcap was disbanded.

Insight Public asked for views on proposed ombudsman NEWS
Islanders can have their say on whether the Government should appoint an independent ombudsman to look into complaints against public services. The proposed Jersey Public Services Ombudsman would replace the States of Jersey Complaints Panel, which was established in the 1980s to deal with any complaint about a decision by any Minister or Government department. A 12-week island-wide consultation began on 1th9 July, during which time islanders can give their views on the proposed Ombudsman. The consultation is seeking views on: • which government departments, parish functions, arm’s length bodies and other providers of services to the public should be included within the remit of the Ombudsman • what the Ombudsman should do and what methods should be used to investigate complaints and oversee public bodies how the Ombudsman should work with other watchdogs and regulators already established in Jersey; and • what remedies the Ombudsman should be able to offer islanders. Islanders can comment by completing an online survey or by attending one of two public meetings at St Paul’s Centre on Monday 9th September 2019 1pm to 2pm and Tuesday, 10th September 2019 6pm to 7pm. Alternatively, islanders can email their comments to JPSO@gov.je or write to Strategic Policy, Performance and Population, Government of Jersey, 19-21 Broad Street, St Helier, JE2 3RR.
SUCCESSFUL CAMPAIGN TO RECRUIT PERMANENT SOCIAL WORKERS Jersey’s Children’s Minister has announced that 17 new social workers have so far been recruited to permanent positions following a hard-hitting international and local campaign. NEWS
The Let’s Be Honest recruitment campaign was launched earlier this year by the Government of Jersey to build a substantively permanent
and highly-skilled workforce of social workers. More than 300 qualified and newly-qualified social workers enquired about the roles, and the campaign is continuing with further
recruitment fairs due to take place this autumn. Over the next couple of months, Team Jersey and the Social Care Institute for Excellence (SCIE) will also be working with Children’s
Service on a new Jersey Practice Model. This is a major piece of work that is ongoing with staff to agree a practice model, which will define and frame the professional identity of the service.
New project team for ‘Our Hospital’ Work has started to assemble a new hospital project team, as outlined by the Chief Minister in his report to the States Assembly on 3rd May, following approval for the process by the States Employment Board. NEWS
Senator John Le Fondré’s report set out the process for establishing the clinical requirements of the new hospital, for shortlisting potential locations and for agreeing a site after public engagement. It explained that funding of £2.6 million would be allocated for the first phase of the project, with a further £4.8 million for the second phase. Following approval by the States Employment Board, the process of hiring or seconding key project members and procuring additional technical support can begin. Funding has not yet been formally allocated, but in an effort to avoid
delays the procurement and recruitment processes for the initial professional team will start, with invitations to tender and job adverts. This new specialist team is needed for the hospital project, since the team running the Future Hospital project was disbanded some months ago. The team will develop the clinical requirements for the new hospital, in line with the new model of health care being developed by Health and Community Services. It will put together the detailed financial business case, carry out Islandwide engagement on identified site options, and then draw up an outline planning application for the preferred
option. Once in place, the team will start engaging with Islanders on options for the preferred location, with the aim of delivering a new planning application in 2021. The new hospital project champion, Assistant Minister Deputy Hugh Raymond, said: “We need to make rapid progress on this project, which is so important for the long-term health of our community. If we are to meet the challenging timetable we have set ourselves, we need to start the recruitment and procurement processes now, although we won’t make any appointments until we have the funding approved. “Wherever possible, we will second
existing employees to these roles, although we will need to bring in specialists from outside, in which case we will prioritise Islanders and local companies. If we can’t find the people in Jersey with the necessary experience, we will then look further afield. It’s important that we get flexibility and the best value for money, so we will use a number of fixed-term contracts to avoid a permanent increase in staffing. “If politicians, officers and Islanders all get behind the work that’s due to start, we can develop the outline business case early next year and prepare a draft planning application for Jersey’s new hospital by early 2021.”
The new project team will comprise the following specialists: • Project director, manager and administrative support • Clinical director • Health planner/clinical design team • Health model data analysts • Accountant/support accountant • Planning adviser • Commercial specialist • Procurement lawyer • Governance support officer • Scrutiny and audit lead • Data manager • HR officer • Project management office • Communications lead • Apprentices

An aptly named restaurant and an utterly exquisite evening… REVIEW
Words by Lucy Sanderson
W
hen I was asked to review Number 10, Bond Street for this month’s restaurant review, I have to say it brought back memories. A certain fondness and nostalgic bond to this little town address, from its years as a cheeky little speakeasy where fun and laughter (and a lot of cocktails) poured in abundance. Following its stint as a bar and tapas place, Number 10, which was its original name way back when, is in the hands of a family who have lovingly and very considerately restored this intimate St Helier haven into a top class restaurant. Since spring of 2016, the Baker family have created something extraordinarily special; bringing a sustainable menu that literally sings exquisite. For the first time in a long time, I was actually unable to pick just one starter. Of course, that meant I had to opt for three and oh my days, was I in for a treat? The Number 10 team offer small plates as well as starters, so indulging in more than one of anything is actually encouraged. Bravo, Baker family, I salute you. I had actually been obsessing over the menu online for days leading up to my night at Number 10 and knowing that the menu was based on the very best of seasonal, local produce, I was keen to see where it’d take me. I chose what transpired to be their signature dishes to start. The octopus,
“By the time I’d finished my mains I was in a state of food zen; utter contentment and a very palpable and patriotic pride for Jersey’s food.”
served with a confit camarillo and an oh-so-sumptuous sauce that has basically reinvented the use of basil for me, the beef shin tortellini with girolles and mostarda, which I think was actually made by god himself, and the pork belly, which sat proudly in just the right amount of verdant, green jus. Each dish came served in beautifully tactile earthenware; reminding me of a place I’d delighted in, in Copenhagen. I honestly think I could eat that beef tortellini every day until I die, I could handle that with half a bottle of good Barolo and easily say I was living my best life. The pork belly was set off perfectly with razor clams, subtly sprinkled alongside samphire; salty, juicy heaven in a dish. The succulent and sophisticatedly served octopus was something to behold; just go there, try it and tell me how right I am. Having chosen wines by the glass (it was a ‘school night’), the options were lovely. A crisp Riesling working beautifully with the octopus and the pork belly and a trusty Malbec to accompany the beef shin of my dreams, both choices hit all the right notes. Mains came along within the ideal time, just enough for me to have
been able to compose myself after what had simply been an orgasmic set of starters. The plates of brill (offered to me in place of the plaice which was on the menu - one of the perks of fresh as possible catch of the day), and Jersey Angus beef with lovage and green peppercorn hollandaise were masterfully presented. Tucking into each bite was a delight, truly. Alongside the flawlessly cooked beef stood a sticky and obviously delectable hunk of beef shin. Hello old friend… another heavenly go at the good stuff from earlier. Buttery Jersey Royals, plenty of tender-stem, crunchy sea vegetables and Jersey
crab delicately dotted around the fish dish; every detail and match was exemplary. By the time I’d finished my mains I was in a state of food zen; utter contentment and a very palpable and patriotic pride for Jersey’s food and also for our superb chefs, like Joseph Baker, who really know how to make the most of the island’s plentiful ingredients. In homage to the little speakeasy that once bustled from the basement, I ordered a bourbon Old Fashioned alongside a superb dessert of chocolate and salted caramel tart. Just as we were finishing up, I overheard the couple on the table next to me

book a table for the following Friday; two happy tourists who were so impressed with the food and service that they’d decided to return whilst they were still in Jersey. What a testament to the standard of this local, family run gem. Number 10 epitomises ‘cool,’ the Bakers and their team have made their unique mark on Jersey’s map of excellent places to dine out. Without a doubt, it’s a resounding number 10 out of 10 for this thriving little eatery and I cannot wait to go back. Call 01534 733223 or book online at www.number10jersey.com

St Helier
Proposal for St Helier House & Westmount Day Nursery site The Parish of St Helier will be holding a Parish Assembly on 7 August 2019 at 7pm at the Town Hall to consider proposal for the sale of St Helier House and Westmount Day Nursery site. After careful consideration in 2017 and 2018, it was concluded that it was not feasible to refurbish and continue to operate St Helier House as a residential home. During late 2017 and early 2018, the Parish helped the Home’s residents to find alternative accommodation. St Helier House Care Home closed on 31 January 2018 and many of the Parish’s staff transferred to other roles within the Parish. Westmount Nursery has operated successfully from the same site for 45 years. The Parish wishes to continue to offer nursery services and is currently seeking alternative accommodation near the current site. The Parish appointed a professional agent to seek expressions of interest for the St Helier House / Westmount
site. The bids received have been carefully reviewed, analysed and considered by the Constable, Procureurs and Management Team. The recommended bid that offers the best value is to sell the St Helier House and Westmount Day Nursery sites for the sum of £2,900,000. The Parish will recommend that the net proceeds of the sale of the sites, after all associated costs have been accounted for, are allocated to the Building Reserve, allowing the Parish to undertake projects, including the relocation of Westmount Day Nursery.

hat began over a century ago as a 'one-off' celebration to mark a royal coronation has since grown to become not only one of the largest floral carnivals in Europe but a piece of Jersey's history. In celebration of the Coronation of King Edward VII and Queen Alexandra, the Island of Jersey decided to stage a parade on 9th August 1902. The event was so successful that organisers decided to repeat it the following year - and so began a summer tradition which continues to this very day. The floats are works of art, with designs a closely-guarded secret right up to the grand reveal on Battle Day itself. Islanders of all ages and from all backgrounds work tirelessly for months getting the floats ready - in St Helier's case preparing the dried flowers and hares tails to make intricate patterns and designs. This workload increases in the weeks leading up to the Parade, with warehouses and sheds around the Island a-buzz with Battle fever throughout the day and long into the

Superdrug to open in St Helier this month Portuguese Food Festival
This year's Portuguese Food Festival, with all sorts of Portuguese cuisine and entertainment, is taking place from Thursday 22nd to Monday 26th August at People's Park.
The high street chain has confirmed it plans to open the store on Thursday 15th August, creating 25 jobs. Jerry Walkling, Superdrug's Retail Director, hopes the new shop will help keep St Helier's high street thriving: “We are delighted to be opening our much anticipated Jersey store to customers this summer at the height of the holiday season; we know it will be an asset to King Street’s broad retail offering and look forward to bringing our wide range of health and beauty products and services to the people of Jersey.” He says the retailer will be working closely with the Government of Jersey's 'Back to Work' scheme to fill the new jobs.
Westmount Day Nursery's Green Fingers entry
The Island’s largest charitable organisation will be asking people to become ‘board stiff’ as Les Amis launch their fourth annual Plankathon competition. The event is due to take place in Liberty Wharf on 27th September and will crown a male, female and team as Jersey’s best plankers based on the time spent holding the plank position. Last year the Jersey Taekwondo team came out on top with a winning time of 118 minutes between them.
Children at Westmount Day Nursery have again this year been busy working on an entry into the St Helier's Bloom group's Green Fingers Competition, the brief this year being 'Do something fantastic with plastic'. Pollinators have been created from used plastic bottles, and the children have all learned about bees and their extremely important role within our environment. Don't forget to stop and have a look if you're in the Parade area!
The Halkett Hoedown Sunday 25th August | 1pm-11pm

games and line dancing - fantastic family fun, frivolity, fabulous food, a celebration of live music, country, bluegrass, folk, Americana, blues and hillbilly hicks. Wild West fancy dress is highly recommended by the organisers, and this should help to get you in the mood or win prizes for the best outfits. Western activities will be a-plenty, with line dancing, face painting and cariacatures to name but a few.
The current world record for individuals is eight hours and one minute for a man and four hours and 20 minutes for a female. With it looking to be a popular event, this year entrants are being asked to pre-register. Les Amis would like to thank Liberty Wharf for their support and Acorn Enterprises for helping to create some inspiring trophies. Those who think they have the core strength to outlast all others should email jerseyplankers@gmail.com to register for the competition.

The Jersey War Tunnels have recently recieved another 5 star review on Trip Advisor!
The review, which was written on 26th July, reads:
“The Jersey War Tunnels is a great attraction set in part of a network of tunnels, which documents the German occupation of Jersey during WW2. We found it extremely informative and engaging, as it includes many stories of individuals involved, including Islanders, German occupiers and POWs brought in to work for the Nazis. It is ideal for families and anyone interested in the history of Jersey. There is also a very nice cafe and gift shop. Definitely worth a visit.”

Utility companies join forces to minimise disruptions Electricity and Water join forces to reduce disruption during excavations at Le Mont Fallu.
Jersey Electricity and Jersey Water have collaborated to help minimise disruption to traffic and residents during the installation of both utilities’ services to the new Broadlands Development in St Peter that is resulting in the closure of Le Mont Fallu for approximately 14 weeks from Monday 29 July. Jersey Electricity has to connect the new development to a cable at the Quetivel Mill end of Le Mont Fallu and will start excavations there and work up to the site over a period of eight weeks. Jersey Water has to connect to mains west of the site and will therefore begin its excavations immediately after JE reaches the site and re-opens the road at Quetivel Mill. This work will take approximately six weeks. JE Construction Engineer Ashley Marner said: ‘We have often heard criticism of one utility digging up a road and reinstating it only for another utility to come along soon afterwards and dig it up again. On this big project Jersey Electricity and Jersey Water have

A fantastic new events venue has opened in the heart of Jersey’s beautiful countryside. La Mare Wine Estate, one of the island’s most popular events venues and visitor attractions, has invested over half a million pounds upgrading its function room and event spaces. The company enlisted the help of local architects Axis Mason and main contractor LCV Interiors to create the customer-led design and make the most of the natural light and stunning views of the vineyard, orchards and gardens. The result is a modern yet sustainable build, a mixture of beautiful natural oak and glass incorporating large floor to ceiling windows as well as a new air conditioning system, energy efficient LED smart lighting and high-tech audio-visual facilities. The ceiling has become a feature in itself with stunning ‘wine glass’ chandeliers. The room also has better wheelchair access and improved acoustics. La Mare’s Managing Director Tim Crowley said: “We’re delighted with the results, it’s really connected the old and the new, brought the outside in and made the most of our key assets, our wonderful vineyard and gardens and the beautiful Jersey Farmhouse. This is a fantastic Representatives from St Mary taking part in a march celebrating the 100th anniversary of women receiving the right to vote in Jersey.

Trinity Jersey Zoo says farewell to Raymi
On Tuesday 30th July, Jersey Zoo’s beloved Andean bear, Raymi, left the island for his new home at Givskud Zoo in Denmark. The adolescent bear, who turns 4-years-old in January, will be joining a female bear in the hope that they will breed and make a vital contribution to the breeding programme for the species. Raymi was born at Jersey Zoo on the 3rd of January 2016 to mum, Bahia, and dad, Quechua. The name Raymi, meaning ‘celebration’ in Quechuan (an indigenous language in the Andes), was chosen for him by
the Jersey public shortly after he was born, to celebrate the first Andean bear cub born at the zoo in over 20 years. Since his birth, Raymi has been an adored member of the zoo’s bear family, whose playful and mischievous behavior has been enjoyed by both staff and visitors alike. Raymi and his new mate have been carefully selected by the Andean bear studbook holder, who is in charge of pairing animals for breeding. He will be greatly missed, but his keepers say he is ready to move on to another zoo to meet a female and start the next chapter of his life.

Paper maps of the trail are also available from most of the island's major visitor hotspots, including the airport, harbour, Liberation Station and Jersey Zoo itself. The trail will be on display until Monday 14th October.

The Vault Bar and Restaurant at Old Bank House Hotel, Gorey Tel: 871868 Bar: 11am-11pm
Last month, the Fire and Rescue Service were sent to a number of bin fires – including one at Longbeach in Grouville – started by the careless disposal of barbecues. In a response on Facebook, the service made statement saying that at approximately 10pm on the evening of 24th July, multiple 999 calls were received reporting a fire in a Eurobin in Long Beach car park, Gorey. ‘Upon arrival very little of the bin was left other than a molten heap of plastic on fire. The fire had spread to the adjacent hedgerow but was quickly brought under control and extinguished. Out of the resultant debris the remains of a disposable BBQ was clear to all.’ The service is now reminding people to ensure that any hot coals used for barbecuing are completely cold – and preferably wet – prior to disposal. People are also being advised to ensure that the area directly below where the barbecue was situated is completely cool before they leave. More advice is available online at www.gov.je/fire.

Le Marais residents will be re-homed Residents at the Le Marais tower blocks in St Clement have been told they'll have to leave their homes.
A
ndium Homes says it's while they're re-wired, have sprinklers installed and are extensively refurbished inside. Since they were built in 1972, the Le Marais towers have been home to hundreds of islanders - with some tenants living there since they first opened. Andium Homes says it originally planned to renovate the blocks four floors at a time, moving tenants to different floors while the work is
carried out. However, the social housing firm says on reflection it wouldn't be 'fair or appropriate' given how disruptive the work would be. Now, an entire building will be vacated - one block at a time, with residents moving to Samares, Le Squez or other towers once they've been renovated. "We had initially considered a plan to carry out the works four floors at a time and move tenants up/ down floors on a temporary basis,
but we no longer think this is fair or appropriate given the significant disruption the work will cause, and tenants told us this when we last visited them. Instead, we will now empty the blocks, one block at a time. "Tenants from the first block will have to move elsewhere but we have the benefit of new supply becoming available at Samares and Le Squez Phase 4, so they will be able to remain in the area should they wish to do so. The later blocks will move
in turn to the newly refurbished towers. So these are now permanent moves rather a temporary move. "We do acknowledge that a number of residents at Le Marais are very elderly, and some have lived there since they were built. These works are essential, so we have no choice but to move them." Andium promises further support will be available to residents who need assistance during the move. Work is due to start next summer, with all four towers done up by 2024.

The Island Plan 2021–2030 and you ANDREW LE QUESNE
E
very ten years the law requires the States to carry out a review of the current Island Plan and to produce a new version to carry us forward for the next ten years. We are at the beginning of that process now, it has already started, this is the time when in theory we the people get to decide how our Island will develop over the next decade. Personally, I am scared to death that this Plan could be the one that sees Jersey go down a path of irreversible development and population growth, to the long term detriment of us all. It is sad to think that after spending a whole day engaging in the first of the workshops held by the Department for Growth, Housing and Environment, and reading the ‘consultation’ documents it is clear to me that the whole process is apparently committed to the idea of continued population growth and development/building.
We already suffer from a lack of public engagement at election time and I fear that the public will show the usual indifference this time round whilst our future and that of the Island is sold out in the name of profit and ‘progress’ The current Island Plan is a great document and it seeks to preserve a huge amount of what we all hold dear, the revision process should be a mechanism to review and improve it. Sadly, we are presented with a set of options and choices that will potentially lead to the loss of much that we hold dear. I do not want to be alarmist but the government are relying upon you the public to do and say nothing whilst the future of the Island is terminally compromised. The slogan ‘Our Island, our Plan’ should be on everyone’s mind, if nothing is done to take control of the process now then the future might be lost to the generations that follow. Earth Project Jersey has urged every Constable to take urgent
“It is a question for everyone to ask of themselves, even if you don't care about yourself, do you care about the children of today?”
action to set up Parish workshops to establish what the priorities of their parishioners are, so far only St John appears to have taken any action. It is essential to the development of any plan that the ‘locals’ are represented and have their say. If the public does not engage and do nothing, as usual, we face a potential future that will blight the Island for all the children of today and for those that follow on. It is a question for everyone to ask
of themselves, even if you don't care about yourself, do you care about the children of today and the legacy you want to leave them? I write this in the knowledge that out of the 40,000 plus households that receive this publication, probably only 4,000 might read this article, of those maybe 400 will be worried and or concerned about what is written here and maybe only 40 of those will try to take any action.
That is a scary thought, but it is not going to put me and others off, we will continue to fight for what we believe to be the right thing. Please get engaged in this most important and significant process, think long and hard about the sort of Island you want to leave to those that come after us, can you really ignore this critical moment?

espite two-thirds of the planet being covered in water, potable (drinking) water is a finite resource – only 3% of all water in the world is consumable and this figure cannot increase. Changing weather patterns and population growth mean that there is less to go around, so careful usage of water resources are key to ensure a sustainable future. Jersey Water’s reservoirs hold 120 days of water when they are full, but sustained periods of dry weather such as we experienced in July can leave our water supply in a precarious position. The recent Water Resources Management Plan from Jersey Water forecasted that population growth and other factors will increase the demand for water in the island by 17% over the next 25 years. As a result of this increase in demand and the effects of climate change, action is required now in order to ensure we have enough water during periods of dry weather. The actions that Jersey Water may propose to take include both reducing the daily demand for water and the potential for additional resources, such as further desalination, increased reservoir storage or
“Population growth and other factors will increase the demand for water in the island by 17% over the next 25 years.”
recycling of waste water. In Jersey, as an island with limited underground reserves of water and no links to external water networks, we do rely on rainfall for most of the mains water supplied. In the 1970s Jersey Water commissioned the desalination plant at La Rosière, near Corbière. For an island with limited water storage, the plant is an invaluable emergency resource that converts sea water to ‘potable’ or drinkable water that tops up our reservoirs. Although it is an expensive process to run, as the conversion process is very power hungry, it can supply half of Jersey’s daily needs during periods of shortage. The plant had a £6 million upgrade two years ago which increased its capacity and efficiency, reducing its power consumption by half. Water conservation is a major concern of Jersey Water, and the company is proud that its mains network has the lowest level of leakage in the UK, with leaks being fixed very soon after they are reported. We can all do our bit to reduce the amount of water that is wasted, whether it is in the home, the garden, at work or at school. Many of the changes that you can make are small and will hardly be noticed, but together they add up to significant overall savings. Water is becoming more precious than ever. Increases in population, changing lifestyles, pollution and shifts in weather patterns all place increasing demands on the fresh water that we have at our disposal. We can only save water while we have it. Small changes to the way we use water now all add up to big overall savings during dry periods.
Visit the Jersey Water website at jerseywater.je to create your own personal water dashboard for simple ways to help reduce your water consumption and save on your utility bills.
Things you can do to help reduce water waste:
• Fix leaking taps as soon as possible. A dripping tap can waste more than 60 litres of water per week. In most cases, all that is required is a new washer. • Don’t wash vegetables and fruit under a running tap. Fill a bowl with water and use the leftover water to water plants. • Turn off the tap when brushing your teeth. A running tap can use 6 litres of water per minute.
• The best time to water your garden is early morning or in the evening when the weather is cooler. Avoid watering in the midday sun or when it’s windy as a lot of the water will evaporate. • A water butt in the garden can collect rainwater that can be used on your plants and lawn. They can be stand-alone or easily plumbed into your existing guttering and down pipes.
Pest control industry urged to help protect wildlife ENVIRONMENT
Commercial sellers and industrial users of a rodent-killing pesticide rodenticide are being urged to sign up to a stewardship scheme to help reduce the risk of exposing wildlife to the poison. The Campaign for Responsible Rodenticide Use (CRRU) is a voluntary initiative responding to the need for better stewardship of rodenticides to help protect wildlife. Along with the
UK Health and Safety Executive (HSE) they have been working on delivering a stewardship scheme which Jersey joined on Thursday, 18th July. Now the distributors and professional users of rodenticide products have exactly a year to gain a CRRU-recognised rodenticide qualification. Anyone wishing to purchase a professional rodenticide product after 18 July 2020, will be required to show proof of competence
at the point of sale. Officers from the Environment Department are setting up training courses on the use of rodenticides, which will be run next spring, which will enable professional users to achieve accreditation. All retailers selling professional outdoor rodenticide products are advised to contact the department by emailing m.poingdestre@gov.je if they have not done so already.

Elwood, blues Brothers
Time to say goodbye....
‘Life moves pretty fast. If you don’t stop and look around once in a while, you could miss it.’ And so said Ferris in possibly my favourite movie, ‘Ferris Bueller’s Day Off ’ (along with Blues Brothers!). Ferris was spot on, and life moving pretty fast is something I’ve had to face up to: a milestone birthday; becoming a grandmother; a fantastic new job; my own little retail business - so something has had to give. Unfortunately that something is my Let’s Talk feature in Jersey pages. Jersey Pages, which has gone from strength to strength, is put together by the lovely Sophie and Mark Wilkinson, who also bring you the Island’s fashion glossy, ‘Manner’. Working with this couple (who now have a gorgeous baby girl) has been amazing. And so my relationship with them will continue as, due to demand, many of my Let’s Talk regulars have asked if I will continue to write articles for them in Jersey Pages. Before Let’s Talk I was working extremely long hours, thinking that the more of myself I poured into the work, the greater the job satisfaction - and then it was taken away. I never realised at the time that losing that job was the best thing that could have happened to me. I now work as a charity office for The Bosdet Foundation which owns Les Ormes. Working with charities on a daily basis has really put my life into perspective. So begins a new chapter for me, the beginning of making the most of enjoying my life, my job, my friends and spending quality time with my family. Thank you for your support over the past two years.

Unusual items at affordable prices My new little retail business, Madame Wang’s Emporium, started out just selling unusual items I found whilst travelling. But
I was absolutely thrilled to hear that 100% Health is going to be stocking doTERRA essential oils. Essential oil use is not a fad, but rather a long-time tradition started centuries ago in civilizations all over the world. The use of plant extracts and plant-based products is deeply rooted in cultural practices and traditions of the past. In fact there is now increasing scientific evidence and research to show the effectiveness and safe nature of essential oils in our day and age. My favourite doTERRA oil has to be Frankincense. Renowned as one of the most prized and precious essential oils, Frankincense has extraordinary health benefits. In addition to its notoriety in the New Testament, the Babylonians and Assyrians would burn Frankincense in religious ceremonies and the ancient Egyptians used Frankincense resin for everything from perfume to salves for soothing skin. Its calming and beautifying properties are used to rejuvenate and promote clear, smooth skin and reduce the appearance of blemishes. Added to which its gorgeous aroma promotes feelings of relaxation.
doTERRA Co-Impact Sourcing
now it includes gorgeous kaftans handmade locally (no pictures of these yet - but coming soon!). Plus I have a brand new collection of costume jewellery with colourful mosaic pendants. I don’t have a shop hence I can keep prices right down – cool cotton summer dresses from £15; gemstone angels £7.50; necklaces from £9.50; handmade earrings £3.95; sarongs from £9.50 and beautiful sandstone sculptures from £8.95. Over the next few weeks I’ll be updating my facebook page so please be sure to follow Madame Wangs Emporium to view new stock and to see where and when I’ll be cropping up around the island! For more info please feel free to email me, Sarah Jane Holt, at info@ madamewangsemporium.com
doTERRA has a unique process for producing their oils. The process is designed to make a positive difference in the lives of farmers, harvesters, and distillers who contribute to doTERRA’s oil production. With over 100 essential oils, doTERRA sources the oils from over 40 countries - more than half of which could be considered developing countries. Co-Impact Sourcing is what doTerra calls their partnership and sourcing process with farmers in these developing countries. The goal is to ensure that small scale farmers and harvesters in disadvantaged areas are treated ethically, ethnically and fairly so that the partnership can lift people out of poverty and improve the lives of small farmers. 3 tips for healthier hair Laura Butlin-Policarpo shares her tips for healthier hair
W
hilst genetics dictate a large proportion of your hair characteristics, you do still have some control over how your locks behave, and here’s how:
Going Natural
Le Petit Baci tote from Jacquemus is made from raffia with large, exaggerated fringe spilling out of each seam. Made in Spain, it is trimmed with white leather, giving you two carrying options: by the two rolled top handles or via the removable shoulder strap.
Protect your hair Protecting your hair is crucial, we are often exposed to heat, wind, rain or pollution and in excess these can lead to dirt build up, dry hair and even issues with your scalp. Whilst there are specific SPF products on the market that target hair protection, it could be as simple as using an umbrella, or a hat when needed. Not only is it said that satin and silk pillow cases help prevent fine lines, they can also help keep your hair in tip top condition. The material reduces friction where cotton and other fabrics can be rough in texture. More friction increases the risk of breakages. And whilst you’re at it, make sure you’re not sleeping with your hair in a tight hair tie. The right nutrients Inadequate nutrients can result in weak, brittle hair with a lack of colour and shine, and sometimes even hair loss. Consuming well rounded meals could possibly make the biggest difference to
your hair. Your tresses are predominantly made up of protein which means you need to be eating enough, at least 45 grams daily is advised. Getting the right amount will help your hair grow stronger. Zinc can be found in leafy greens and nuts which can prevent hair loss. Increasing your omega 3 intake might stimulate your sebaceous glands and hair follicles which will improve scalp health. Find your omega 3 fatty acids in salmon, sardines, flax seed and yoghurt.
Picking products It’s not about how many products you use it’s about find the right products for your hair. When it comes to my regular shampoo and conditioner I am yet to find a set I am loyal to, always check the label and try to avoid: formaldehyde, parabens and sulphates. But there are two hair products that I haven’t stopped purchasing since I discovered them. The first is the Christophe Robin cleansing purifying scrub with sea salt. When I use this, my hair always looks it’s best, the scrub provides a really thorough cleanse and fights any build up, whilst providing a lot of volume. The second is the Olaplex Hair Protector No. 3, a weekly treatment that strengthens and repairs by rebuilding the damaged bonds. So good that I have back ups.

Property, home and garden
Making the most of your outside space Whether you have a small balcony or a larger garden, make the most of your space with these handy tips.
I
t’s not too late to get your outside space sorted for many enjoyable days lapping up the sunshine and evenings spent sipping cocktails. Whether you have a balcony big enough for two or a garden fit to host a dinner party – you can make any outside space work for you. When working with a small space, ensure larger items have multiple purposes, storage bench seating is a great example of this. You can use a side table which doubles up as a stool for extra seating or the addition of large throw pillows which can be used as floor cushions. Foldable chairs such as deck chairs are always a good option for small spaces as they can be stored away without taking up too much space and can also give a cool retro look. Even with a limited amount of

space, you can still create a beautiful, vibrant outdoor garden. A great space saving idea is to create a living wall to house your plants and shrubs, which you can build by using recycled industrial materials such as pallet boards. By building your own living wall as opposed to buying a ready-made one, not only do you save money, you can then also choose your own selection of plants, herbs and climbers. Is privacy and shade something you are craving from your garden or balcony? If so, a great trick is to add some outdoor curtain panels which can also help to create the
feel of an outside living room. If you don’t have an overhead option to attach curtain poles, you can build a simple wooden frame to hang them on. The beauty of designing an outside space no matter what the size, you have the freedom to be as bright and bold as your heart desires which can often be limited when working with a small space inside your home. Another great
“Ensure larger items have multiple purposes.”
way to create privacy and shade is to use fast growing, tall plants such as bamboo. People are often reluctant to incorporate bamboo into their gardens out of fear that it will become invasive. Clumping Bamboo has a non-invasive root structure and can grow up to 10 feet in one year which is a natural way of blocking out those nosey neighbours. If colour is what you are lacking, then outdoor rugs are the perfect one stop solution for this. As well as adding vibrancy and pizazz it can also define a perimeter of space which is a great way of breaking up specific areas but do make sure to choose a rug which is designed to be outside so it can endure the ever-changing British weather. When creating your outside space DON’T forget lighting! Outdoor lighting adds charm and instantly creates a welcoming environment. String lights are timeless and help define seating and dining areas. There is nothing like the magic of conversation under the lights on a warm summer’s night. If you have the space, incorporate an outdoor fireplace - the added warmth and light means those summer nights can roll into autumn (weather providing). There is nothing better than indulging in the great outdoors when the weather is warm however putting together the perfect space that is stylish, comfortable and creative can sometimes be a bit of a challenge. Try to look at old furniture and materials as more than just what they are, what may have spent its life as a TV unit may have an entirely different purpose hiding behind the scenes given a splash of creativity and innovative re-design. However not everyone is willing or has the time to create their own furniture and fittings so thankfully we are blessed with an array of garden centres which are bursting at the seams with everything you need to create your perfect outside space, from furniture and BBQ’s to parasols and lighting there is plenty available to create your dream garden.

Andium Homes joins Rent Safe The island’s largest housing provider, Andium Homes, has signed up to join the Government of Jersey’s voluntary landlord accreditation scheme. NEWS
Rent Safe was launched in response to the introduction of minimum standards for rental accommodation. The scheme recognises landlords and agents who can show that their properties meet minimum requirements and helps potential tenants to identify housing providers that offer safe, good quality homes. Andium manages more than 4,500 properties and provides homes for more than 10,000 islanders. The properties will now be fully assessed, and given ratings to demonstrate the standards that they meet. The Minister for Children and Housing, Senator Sam Mézec, said: “I am delighted that Andium Homes have committed to Rent Safe. As Jersey’s largest landlord, this marks an important milestone for Andium, for their tenants, and for the Rent Safe team. “Everyone in Jersey deserves to have an affordable, secure and good quality place to live. Rent Safe shows tenants that they can be confident in
their homes and in their housing provider.” Carl Mavity, Head of Service Management for Andium Homes, said: “Andium Homes has always been supportive of initiatives which improve housing standards, or which offer greater protection for tenants. We are therefore very pleased to be joining the Rent Safe Scheme. “By the end of this year we will achieve 100% compliance with the Decent Homes Standard, so the injection of an additional 4,500 good quality homes, managed by a wellknown and trusted landlord, will provide a significant boost to the list of accredited Rent Safe landlords.” The Minister for the Environment, Deputy John Young, said: “Andium Homes joining Rent Safe is excellent news for tenants across the island. “All landlords – from those who own one property, to those who provide many homes – should consider signing up for Rent Safe, to demonstrate that their properties are safe and secure. I would encourage any landlords who are yet to sign up to make the commitment.”

Celebrating one year in business
Hydropool Channel Islands are celebrating their first full year in business in the Channel Islands, and what a year it has been!
T
he doors of the Showroom in the old Jersey Gas building, opposite the entrance to Grand Marche car park in St Helier, opened to the public on 17th August 2018. However, the Hydropool brand that they represent is the longest established hot tub brand in the UK, a fact not many people know. Another little-known fact is that Hydropool invented the Swim Spa. Swim Spas are an extended hot tub where people can swim against a water current generated by water jets at one end. The Hydropool Swim Spas also have Hydrotherapy seats, so anyone not swimming can benefit from the Hydropool Hydrotherapy massage, whilst maybe taking on-board some light refreshment from the built-in ice bucket! The jets are so high tech on these aquatic centres, that you can
actually body board on them! Now try and get the kids out of the water! There is one fully functioning in the showroom ready for prospective clients to try before they buy. Also available to “try before you buy” are two Hydropool hydrotherapy hot tubs. Hydropool CI thought it so important that people could try the product out, they had a dedicated changing room built into the showroom near the Hot tubs and Swim Spa, so no one feels uncomfortable when using the facilities, they even provide towels and robes. The UK POOL & SPA AWARDS recognised the outstanding quality of this Jersey based showroom, with a National Award as “Showroom of the Year 2018”. This was an amazing achievement for the business as they
had only been established for a few months before winning that accolade in front of hundreds of their industry peers throughout the UK. Word has spread throughout the Islands that arguably the best hot tub manufacturer in the world, is now fully represented here. So well has Hydropool CI been welcomed in the channel Islands, they have far outstripped their first year expectations. Hydropool Channel Islands will be celebrating their first year with a party weekend at the Showroom on Friday 16th, Saturday 17th and Sunday 18th August. There will be lots going on with a BBQ, face painting and lots more planned for all along with some great prizes and discounts available. Pop in and see them, Your Garden Will Love You.
O-Care reduces chemicals by up to 78%
E
veryone who has or is thinking of getting a hot tub or swim spa, is conscious of the level of chemicals required for water management to keep them safe and clean. Chlorine or Bromine are products most are familiar with as sanitisers, the product that kills bacteria and stops the water from clouding or becoming unpleasant. However, these can sometimes cause some adverse reactions in some people, from leaving a chemical odor on the skin, through to irritations and rashes at the severe end of the scale. Reducing reliance on such products is what most people want to do to eradicate these side effects, or at least reduce them. This is where
O-Care comes in. O-Care is a mineral based, 2-part product that clears the Bio-Film bacteria uses as a shield, allowing it to multiply and need reasonably high doses of sanitizer to deal with. By removing the Bio-Film in the pipework, the bacteria can not multiply and much less sanitizer is needed, as much as a 78% reduction in Chlorine, now that is significant in anyone’s world.
