13th Parish Film & Music Festival The inaugural 13th Parish Festival has revealed its film programme, taking place at Jersey Arts Centre, May 17th, 18th and 19th.

The Festival will screen a number of international features, documentaries and short films, with visiting filmmakers and international festivals in attendance.

Chairperson of the 13th Parish, Martin Greene, commented: ‘This is a vibrant, new festival for Jersey.

Two international festivals will attend with special programmes in

The Festival also presents a very special evening of silent film – in partnership with the States Greffe and Jersey Heritage, kindly supported by Corbett Le Quesne.

Celebrating the centenary year of women’s suffrage in Jersey, the festival will screen ‘The Suffragette’ a 1913 silent film with Asta Nielsen, preceded by some fascinating footage of Jersey around the same period.

“Overwhelmingly positive” feedback on Bath Street redevelopment

Over 200 islanders attended the public exhibition of the Bath Street Redevelopment held on 9th and 10th April at the Freedom Centre (formerly the Odeon Cinema).

Feedback on the proposed £70 million redevelopment in St Helier has been very encouraging, said Brian McCarthy, Managing Director of Le Masurier, the local property developers responsible for the project.

“The public feedback has been overwhelmingly positive. From our survey responses – and the residents and business people I’ve spoken to

– the public have praised how the development will regenerate this part of town at no cost to the taxpayer,” he said.

Queries from attendees included whether the scheme had provision for parking, how the façade of the Freedom Centre might be improved and the need for a second Premier Inn. “Premier Inn has seen a strong demand in Jersey through their Charing Cross hotel – with a 90% occupancy rate since it opened – and they are keen to open another hotel as a result,” said Mr McCarthy.

“Premier Inn are committed to employing local people, with up to 35 new jobs identified, and they expect a tourist spend of up to £1.6 million a year from over 40,000 overnight stays in

the Bath Street Premier Inn alone.”

“I understand that parking is a general concern in St Helier,” he added. “The Bath Street Redevelopment provides 130 residential and Premier Inn guest parking spaces. It doesn’t offer commuter parking though and that is so we comply with various States department requirements. As part of the States’ sustainable transport policy, developments in St Helier cannot include commuter parking.”

On the former Odeon Cinema building, he said: “We’re working with Freedom Church to improve the elevations of the Freedom Centre (formerly the Odeon Cinema) over the next two years ahead of construction completion – subject to

MAKE A DATE TO JOIN THE RACE FOR LIFE IN JERSEY Islanders are being encouraged to join the new-look Cancer Research UK’s Race for Life this summer.

For the first time, men are being invited to join women and children in the events.

Cancer is the main cause of death in Jersey, accounting for 34% of all deaths on the Island. That’s why the charity is urging everyone – of all ages and abilities - to enter Race for Life 5k or 10k events starting at Les Jardins de la Mer on Sunday 26th May. Sarah-Jane Winding, Cancer Research UK’s Event Manager for Jersey, said: “Race for Life events are fun, colourful, emotional and uplifting. They help people with cancer by raising money for research, including clinical trials which give patients in Jersey access to the latest treatments.

“You don’t have to be sporty to take part. You don’t need to train or compete against anyone else. All you need to do is go to the Race for Life website, pick an event, sign up and then have fun raising money in whatever way you like.”

Race for Life is a powerful, inspirational movement which unites participants in Jersey with people across the UK. Taking part enables people to get

together and remember loved ones lost to cancer or celebrate the lives of those who have survived. At the same time, they are helping to make a difference to people with cancer, right now.”

Race for Life events have been

women-only since they started, more than 25 years ago. But the charity now feels the time is right to open them up so that everyone - women, men and children – have the chance to participate together.

Sarah-Jane added: “To make a

significant difference in the fight against cancer, we need to harness as much energy and commitment as possible – so what better way than involving everyone in the community in our events.

“We’re urging mums, dads, nans, grandpas, brothers, sisters, friends and workmates to show their support by joining the Race for Life now.

Funds raised from the events will benefit local residents by funding Cancer Research UK’s Research Centre based at Southampton Hospital.

Many patients from Jersey are treated in Southampton. It is considered the local hospital for cancer treatment, as well as the closest hospital for clinical trials.

Prisoners meet with therapy dogs NEWS

Prisoners at the States of Jersey Prison Service (SoJPS) have met with Jersey Therapy Dogs for the first time, as part of regular events to help prepare prisoners for release back into the community.

The prisoners were given the opportunity to interact with the dogs - Sunshine, Kipper, Nico and their owners Valery Johnson, John Noonan and Ian Hutchinson (who form part of the charity Pets as Therapy) - which are used to promote wellbeing, provide emotional and behavioural benefits, whilst offering respite for people in various situations.

Nick Cameron, Governor and Head of States of Jersey Prison Service, said: “We use a variety of ways to support prisoners who may be struggling emotionally with adjusting to life in prison. Therapy dogs, in particular, have proved to be one of the ways in which we can support the rehabilitation of prisoners with mental health and behavioural issues, and help to prepare them for release.”

Valery Johnson, owner of a therapy dog said: “Being able to stroke and be close with the dogs really offers a feeling of calm and reassurance. We are really pleased to be able to assist the SoJPS and to support prisoners, and help them prepare for their successful return to the community.”

REDRESS SCHEME FOR THOSE ABUSED IN CARE

A redress scheme to provide financial compensation to people who, in the past, suffered abuse or harm while in States of Jersey care is to be launched in July.

“This new redress scheme aims to help recognise this failure as well as to support those that have been affected.”

The Children and Housing Minister Senator Sam Mézec today announced that the scheme will be open to those who suffered abuse or harm while in States of Jersey foster care and residential care after 1994 or while at Les Chênes secure residential unit.

Money has been allocated to the scheme from Central Contingencies in 2019 and the funding has now been approved by the Treasury and Resources Minister Deputy Susie Pinel.

The redress scheme will launch on 1 July 2019 and will be open for applications for 12 months – closing on 30 June 2020.

Further information on the format and rules of the scheme, and the compensation that will be provided, will be made available in the coming weeks. The new fund comes after a redress scheme was launched in 2012 to provide compensation to people

Nutritious meals to be trialled in primary schools

Senator Mézec said: "The Independent Jersey Care Inquiry told us that our island’s institutions failed children and their families both between 1945 and 1994 and

after 1994. We are truly sorry for this failure. This new redress scheme aims to help recognise this failure as well as to support those that have been affected. In the coming weeks I will be able to provide more information about the details of the

“Providing nutritious food for children to eat throughout the school day will have a significant impact on their physical and mental wellbeing, reducing their risks of becoming obese, or developing illnesses like type 2 diabetes, cardiovascular disease, and cancer. The school meal project, if successful, will allow us to intervene early in children’s lives to help them to develop positive dietary habits that they can continue into adulthood.”

The pilot will be trialled for two years in order to assess the impact of the meals before looking at whether it can be rolled out at all primary schools.

If the project is successful then any extension of the programme would go

out to tender.

Caring Cooks is a Jersey-based charity set up to promote and encourage healthy eating among young people from an early age and, where necessary, to provide support to parents and carers so that children have access to nutritious food more often. The charity’s Chief Executive Officer, Melissa Nobrega, commented: “We applaud the Government of Jersey for undertaking this initiative and we look forward to employing the team that will prepare and deliver the food each day to the schools taking part in the pilot. We hope the trial will show the value of providing nutritious, balanced school meals to children as part of their wellbeing and that, as a result, the scheme will be extended to all primary schoolchildren.”

Nutritionally balanced meals could be provided for primary school children, if a pilot project can demonstrate that the model is feasible in Jersey.

Officers within Children, Young People, Education and Skills have partnered with the charity Caring Cooks and colleagues across Health and Community Services and Strategic Policy, Performance and Population to design the new approach that will aim to support the dietary needs of primary school children. The new model will now be piloted in two primary schools, Samarès and Janvrin, using up to £200,000 of contingency funding.

The project, which will launch in the autumn term, has been designed as a universal programme to benefit all children and with the aim to give consistent nutritious food during the school day. It will cost £2.50 for a main meal, dessert and drink, and some children will be eligible for a free meal.

Martin Knight, Director of Public Health Policy, said: “Putting the onus on busy parents to provide packed lunches that meet nutritional guidelines is challenging and doesn’t always lead to consistent positive outcomes for children. Many schools have done good work with parents to improve the standards of packed school lunches

Prisoners to receive Contract for charity that virtual visits from gives the vulnerable a voice A charity has been awarded a two-year government contract to help give vulnerable islanders with mental health issues a voice.

My Voice Jersey, an independent advocacy charity, works with adults and children who are severely affected by mental illness or who lack capacity.

The organisation offers a range of support such as ensuring the legal and human rights of islanders are respected, as well as making sure those affected feel listened to, that their views and wishes are fully considered, and that they are able to participate as far as possible in decision-making about their care or treatment.

The Capacity and Self Determination Law, which came into force last October, established a set of legal principles to empower people who lack capacity to make decisions. The guidelines make it a legal requirement for service

providers to ensure that people with a severe mental illness or who lack capacity have access to someone who can act as an independent advocate on their behalf.

In the last three months My Voice Jersey has seen up to 100 individuals including in-patients with acute mental health issues, children and young people, and older adults. Once a person makes initial contact with the team by either phone or email, the advocate assesses where best to meet according to the client’s individual needs. The team, which started its two-year contract in January, has now launched a website, myvoice.org.je, describing the advice and support it offers, and how to access its services.

for major changes to the Mental Health law and for the introduction of a new Capacity Law, said: "We are a specialist service dedicated to looking out for the most vulnerable, the least able to stand up for themselves. Our role is entirely confidential. We work with people to give them information so that they can, as much as possible, make informed choices.

"It’s about supporting people with significant mental health problems to make sure their rights are protected and they are treated with dignity and respect. Our role is to empower the disempowered."

Health and Community Services Minister Deputy Richard Renouf said: "I am delighted that My Voice Jersey has been awarded this contract. This charity offers a vital service giving vulnerable islanders a voice during their time of greatest need."

The States of Jersey Prison Service (SoJPS) has introduced virtual visits to enable prisoners to help maintain family ties and relationships which are crucial to aid their rehabilitation.

The video call service will be available to all prisoners but will only be accessible during the existing established visiting times.

The SoJPS is supportive of helping prisoners to rehabilitate themselves and provide opportunities for them to break their cycle of reoffending.

Prison Governor Nick Cameron said: “The virtual visits initiative aims to help maintain family ties and relationships which have proved important in helping to reduce reoffending. We are conscious of the fact that a number of prisoners do not have family or friends on the island, meaning they are cut off from face to face contact with those who could be influential in helping them reduce

their risk of reoffending.”

Installation of the service, which uses encrypted technology to ensure security and the safeguarding of individuals using it, is now complete and trials have begun. If the service is successful the initiative will be rolled out in the coming weeks. The States of Jersey Prison Service and Guernsey Prison service have both used the same company to achieve efficiencies.

Governor Nick Cameron added: “This is a self-funded service which will not burden the public purse with any additional costs. Users of the service will be charged roughly £10 per visit, which compared to the cost of travelling to the Island, accommodation, food etc. proves a very cost effective option for family and friends”.

A NIGHT OUT WITH THE WURZELS This year the West Show Association celebrates its 21st anniversary.

Whilst there are no plans to organise any future country shows, the occasion will be marked in a truly rural style on Saturday 22nd June with a large barn dance at Manor Farm in St Peter, home to Classic Herd.

The Wurzels will make their second appearance in Jersey at a barn dance, along with a number of top Jersey bands – Badlabecques, Kevin Pallot, Run for Cover, Foolish Things and the Jersey Ukulele Band.

The Wurzels had a number of big hits in the 1970s, including “Combine Harvester” and “Cider Drinker”, have

appeared at the Glastonbury Festival, and still regularly tour the British Isles.

KWIK VISIT BY TWO STARS OF WOMEN’S CRICKET

Two ex-England international female cricketers and role models of the sport will be in Jersey this month to pass on their knowledge and skills to squads of primary school children, their teachers and the Island’s elite female teams during the Rathbones Cricket for Girls week.

Lydia Greenway (pictured), the founder of ‘Cricket for Girls,’ and Beth Morgan have a packed itinerary during their visit; which includes visiting schools to help youngsters further their cricketing experience; hosting a CPD event for teachers and coaches; and joining the Jersey Girls Junior and Senior Academy squads at their training sessions.

The two sporting stars will also be meeting the teams and awarding prizes at the Girls Primary School Kwik Cricket Tournament at Grainville playing fields on Monday 13th May. The following day they will be guests of honour at an exclusive ‘Celebration of Women in Sport’ dinner hosted by Rathbones, where they will join other women in Jersey who act as inspirational role models and who actively encourage girls to participate in sport.

Thanks to improved emphasis on the sport, the local Cricket

Development programme has seen a rapid growth in numbers in the last two years.

Lee Meloy, Jersey Cricket Development Manager, explains: “Every year our ‘Coaching in Schools’ programme reaches over 1,500 girls through curriculum time coaching

sessions. Since the inception of our junior girls programme in 2017 the number of girls aged 8 to 18 attending organised cricket sessions has risen from 23 girls to 68 girls. That’s an increase of over 250% in just 24 months.”

Investment in the sport is further

demonstrated by the newly appointed position of a Female Development Coach. The role, which will be parttime, will be filled by Chloe Greechan, who will take up the post in May. Chloe will deliver sessions on both the coaching in schools and the community programmes as well as delivering high quality coaching sessions to girls starting out their cricketing journey on the Rathbones Girls Academy programme.

Lee Meloy added: “Rathbones’ investment in our Girls Academy programme has given us a platform to grow the game further than we had originally imagined. It is currently one of the fastest growing sports in the UK and we want to ensure all girls in Jersey have every opportunity to enjoy the sport.

“We hope that with Rathbones’ support, we will continue to establish a successful pathway for young girls to experience cricket at all levels right up to the senior team playing international cricket once again.”

Classic Herd launches milk vending machine

Classic Herd are proud to announce the launch of Jersey’s first milk vending machine at their St Peter farm.

The machine delivers whole pasteurised unhomogenised cow’s milk, inviting customers to bring along a reusable vessel in an effort to cut down on waste and plastic packaging.

The vending machine is now open 24 hours a day, seven days a week, dispensing volumes of one or two litres, with no limit to how much you can purchase. The cutting-edge technology has been installed at the farm in an effort to become as plastic-free as possible and to

Julia Quenault of Classic Herd was keen to offer a vending option for her milk produce after viewing the technology in Aberdeen. The facility is only just taking off around the UK, with Alderney also trialling similar machines under a pilot scheme.

Julia said: “We are committed to prioritising the wellbeing of our

cows and delivering top quality and eco-friendly produce. Being able to buy milk so fresh and local means there is less processing that takes place, enhancing the flavour from our famous cows. We invite islanders to come and try out the fresh milk to taste the difference.

“We hope this vending machine will not only encourage more people to buy their milk locally, but to reduce single use plastic and eliminate waste.”

To accompany the service the farm shop is selling Classic Herd branded eco-friendly milk bottles which can be reused to hold one litre of the milk. The milk has a shelf life of around four days after purchase, clean bottles and refrigeration offering the longest possible storage. All plastic bottles sold in the farm shop are also recyclable demonstrating their commitment to being an ecofriendly farm.

Classic Herd was the first farm on the Island to install a robotic milking system in 2017, allowing the cows to control when their milking occurs. This technology is believed to be much kinder to the animal and makes the milking process more efficient and economical.

Look good for the age you are Having recently rebranded, we caught up Julie Naidu, Owner and Director of The Laser Centre, to find out more about the clinic and the treatments they offer.

When did you open your own clinic and why?

I started “The Laser Centre” at Bon Air in 1997, headed up by Consultant Plastic Surgeon Donald Mc Neill.

It was at the time when lasers were starting to be produced to treat an increasing amount of conditions, and the “non-surgical” procedure market was beginning to really take off. Donald Mc Neill was at the forefront of the Laser market and lectured and trained doctors and nurses in the uses of the lasers around at that time. I was lucky enough to be trained personally trained by him, and will never forget his words of “this is your future”.

Do you only offer non-surgical treatments?

The Laser Centre is a nurse-led clinic with a doctor prescriber as a Director. Although based within the modern Island Medical Centre, we offer purely non- surgical treatments due to the increasing desire to stave off the more complicated and expensive surgical options for as long as possible.

What’s the main difference between Wrinkle relaxing injections and Dermal Fillers?

Wrinkle relaxing injections (more commonly know as Botox) stop the muscles from contracting, meaning that wrinkles can’t form as easily when you move your face or try and

frown for example.

Dermal Fillers treat wrinkles that are visible when your face isn’t moving.

A FAMILY HOLIDAY TO GRAN CANARIA During the Easter holidays we decided to take the kids to Gran Canaria for a week of fun in the sun. Words by Ben Hamilton

T

he stunning hotel that is RIU Gran Canaria is located in the resort of Maspalomas on the island of Gran Canaria, 90 miles off the north west coast of Africa.

Despite being 850 miles away from mainland Europe, it very much has a European feel and the ideal location for a family break given the short flight from the UK. According to our research before the trip, “Gran Canaria is considered to have a desert climate due to its consistent warm temperatures and severe lack of precipitation” hence the perfect place for some Easter sun while the rest of Europe basks in temperatures significantly lower than the 30 degrees uninterrupted sun we experienced.

We received a warm welcome upon our arrival at the hotel, a recurring theme through our stay.

Our room surpassed expectations and we were fortunate to have a sea view. Each of the rooms has satellite TV, air-conditioning, WiFi, a mini bar and a balcony or terrace, the perfect location to enjoy stunning sunsets over the Atlantic Ocean. Furthermore, the hotel is ideally located to provide easy access to the promenade where

there is a large selection of shopping centres, bars, restaurants.

The hotel is 24 hour all-inclusive with two al la Carte restaurants and two themed restaurants, each serving a variety of fresh food and drinks catering to all appetites and specific dietary requirements, if necessary. The menu at each of the restaurants was updated on a daily basis, our personal favourite was the Asian restaurant; Kaori although the children would perhaps argue that the chocolate fountain in the al la Carte restaurants was the highlight of the evenings.

The hotel has 3 adult pools, one of which is an infinity pool. There are two pools for children, one with a selection of slides. The usual daily battle for sunbeds is not an issue at this hotel as there are more than enough to go round, although with two young children it is questionable how much we were able to take advantage of relaxing on the sunbeds for more than 10 minutes at a time! For those fortunate enough to have the time to relax there is also a luxurious spa on site… certainly on the to do list for our next visit.

The entertainment team at the hotel consistently went above and

beyond to ensure that everyone at ‘RiuLand’ had the best holiday experience. Children of all ages were catered for with daily pool games, exercise classes and a variety of sports. For the younger children there was a daily late afternoon

disco party and a further party early evening before the nights main show ensuring no one was forgotten. Of all the activities arranged by the RiuLand team the highlight was without doubt the foam party, clearly intended for younger guests but children of all ages were happy to join in!

Given the selection of bars and restaurants onsite together with the activities available via the fantastic

RiuLand Animation Team, we did not feel the need to venture out too often, however there are a number of attractions on the Island. From Aqualand and Palmitos Park to riding a camel on the sand dunes of Maspalomas, a fun day out for all is guaranteed.

In summary, a fantastic holiday had by all, we will be sure to book with Riu again in the near future.

Islander loses 1 stone in a day in a bid to challenge dieting myths Personal trainer and Island Games Athlete Michael Cañas went through an extraordinary ordeal over a 24 hour period in order to challenge dieting fads and body weight myths.

Mr Cañas was able to lose 6.6kg (over 1 stone) in weight, in just 1 day. He went through a gruelling practice of water manipulation and dehydration to demonstrate that he could drastically affect his weight, without affecting his body fat level or physical condition in any beneficial way.

He did this to highlight the needless obsession people have with their weight, and how too much focus on the bathroom scales is not a healthy approach to physical and mental wellbeing.

He also did this to highlight how

some companies prey on body image and self-esteem issues in order to sell a variety of “useless and often unhealthy” diet products.

“Essentially I turned myself from a grape into a raisin in the name of weight loss. In terms of aesthetics, it was a completely counterproductive practice” Michael Cañas is a Master Personal Trainer. Having studied fitness training alongside anatomy, nutrition and physiology he put his study into practice for this experiment. The experiment comprised saunas, sweat suits, salt baths, natural diuretics and getting wrapped up like a mummy – all

in the name of science.

Mr Cañas is an active martial artist, competing in mixed martial arts (MMA), Judo and Brazilian Jiu Jitsu (BJJ), and carries out what is known as ‘weight cutting’ before contests. Through this pursuit he has learnt about the effects of diet and hydration on the body and how they affect athletic performance. As he studied and coached he noticed that the majority of people don’t understand the difference between weight and body fat, and tend to lump both of them together as one and the same, when they are in fact very different.

ydropool Channel Islands opened to quite some fanfare back in August 2018 after taking the decision to delay their initial planned opening, ensuring the offering in the new showroom was as good as it could be, and reflected the quality of the Canadian built Hydropool range of Hot Tubs and Swim Spas. sited adjacent to them, so clients can grab a robe and jump straight in. “We felt it was really important for people to try the tubs out, this is not about pushing a lot of water through lots of water jets just to make bubbles, this is about the quality and deliverance of a spa experience” Dennis explained.

“Our jets are strategically designed and located in each seat, to deliver a massage particular to a user’s needs.

These are not marketing tools to woo the client, these are genuine Hydrotherapy programs, designed to relieve several ailments, from back and leg ache to headaches, from stress relief to an awakening program to get you ready for the day ahead. A massage complimented with Chromotherapy lighting and Aromatherapy oils; the right massage will set you up for the day or relieve the effects your day has had on you.”

Hydropool is the longest established brand name in the Hot Tub market in the UK having been introduced from Canada in 1996, though the company itself was established in 1986. Over 21,000 units have been installed in the UK since that time, with the market growing year on year.

Tub, with high volume water jets at one end for the user to swim against whilst remaining stationary. The holy grail in Swim Spas is to have a flat, wide swim channel, with minimal turbulence produced from the jets. models, released into the European market this year. Whilst these are aimed at the serious sports person in training, there are several other models starting at just 12 feet in length and at all budgets. There are also a range of hot tub covers and outdoor buildings - one of these being the Covana electric Hot Tub cover/lid. It is truly amazing that your Hot Tub or Swim Spa can be put to bed once you have finished with it for the day by simply turning a key and the lid lowers onto the Tub,

hermetically sealing it. A fantastic advantage for those of advancing years or physically unable to cope with removing a cover in the conventional manner, whilst being the greatest beneficiaries of a spa therapy session.

Also, on display is a 4m x 3.2m garden building, quite a thing to see inside the showroom! This has been specifically designed for Hydropool Europe as a garden destination space.

It is large enough to house a Hydropool Hot Tub, making the winter months a bit warmer in which to use your Hot Tub if you are not into the Ski Chalet experience of being outdoors. With a builtin bar, stools, table and bench seats, it is a great space to simply chill and read the papers or entertain friends and family.

Protecting our island ANDREW LE QUESNE

T

his is a fantastic time of year for showing up the contrasts of what is good and what is bad in our island and out in the broader world, the good news is slightly ahead of the bad thankfully.

With warnings about using sunblock in the media, the usual frenzy in the fashion world and in nature flower buds and new leaves reaching for the sunlight it is difficult not be aware of all the good things around us. But please do not be complacent about all that we are blessed with, pay attention to Greta Thunberg and Sir David Attenborough amongst others, get out and do some good.

Things to do to celebrate spring; Start planting, regardless of whether it is a single plant pot on a windowsill or a vergee of garden, set yourself a target of growing something new and different, my preference is for edible plants but with the decline of pollinating insects every flower helps as well.

- Think about how much food waste you generate and how to reduce it, look for opportunities to compost it, then it can feed the soil and your plants. We produce 14,000 tons of food waste a year in Jersey apparently, shocking! Most of it goes into the incinerator, what a waste, try to do better.

- Get yourself prepared for a fabulous

summer of barbeques and picnics, avoid all the single use plastics, go for as much as you can that is reusable and washable, and think containers not packaging. Refreshing chilled cocktails from a thermos flask and not disposable plastic bottles, either reusable plates and cutlery or at least compostable or biodegradable versions. And, after you have enjoyed a great time maybe spare a few minutes to do a bit of a clean-up in the area, especially if it is a public space, it might make everyone feel a little bit better about themselves.

- Whilst you are out enjoying the fresh air remember to keep a look out for Asian Hornets, they are seriously bad, they kill and eat bees and other pollinators and are a major threat to our local insect population, they need to be eradicated at all costs.

- When you go to the farm shop

or the market to buy your delicious locally grown produce remember to take your own bags and containers along, you will be amazed at how good it tastes.

There are going to days when the weather is bad and you cannot enjoy being outside so try something new, email, telephone or write to every politician and tell them to stop polluting the Elizabeth marina, and any other part of the island that you love. If we do not join together to protect what we have it will be lost to future generations.

Have a wonderful time this spring and enjoy all the amenities and beauties of our island, celebrate what we have, but do not take it for granted, we all need to fight to keep what we have and to pass it to future generations, parents please get angry now.

SCOTTISH WILD SALMON IN CRISIS, SAY ANGLERS

Just over 37,000 wild salmon were caught last year, the lowest in nearly 70 years NEWS

Scotland’s anglers have warned that wild salmon stocks are at crisis point after they caught the lowest number on record last year.

Official data from the Scottish government showed just over 37,000 wild salmon were caught in 2018, the lowest since records began in 1952 and 67% of the average over the past five years.

Nearly all the salmon taken by anglers in Scotland are returned to the river alive. River management boards and conservationists blame a variety of factors for the decline, including climate change leading to warmer seas and changes in food supply, dams and weirs on river systems blocking migratory routes and commercial salmon farming.

Angling is a significant source of income in parts of rural Scotland, and critics of fish farming argue that salmon farms attract swarms of sea lice, a parasite that feeds on live fish and attacks wild salmon nearby.

Escaped salmon sometimes cross-breed with wild salmon and compete for food.

Roseanna Cunningham, the Scottish environment secretary, said she was alarmed by the figures.

“The decline in wild salmon numbers is of great concern, and I’m determined that we

safeguard the future of this important species,” she said.

The Scottish government was trying to address the problem with other agencies, Cunningham said, including spending £500,000 on research into the causes of the slump in numbers. A government fund had put £5m into taking out or modifying weirs and dams.

Finding a great fitting trouser can be a real challenge and is it any wonder? We all come in different shapes and sizes: some of us have bottoms and some of us don’t; some of us have hips and thighs; many of us have a bit of a tum.

JERSEY CHAMBER OF COMMERCE LAUNCHES NEW SKILLS FUND The Jersey Chamber of Commerce Skills Fund, sponsored by Grant Thornton, has been launched.

Following the announcement at the 250th Anniversary celebrations of the Jersey Chamber last year, fund raising at the event and generous sponsorship

The funding could be accessed by several applicants as Chamber CEO Murray Norton explained “This Skills Fund has been created to provide an opportunity for additional funding for people who want to invest in themselves and their future, who want to upgrade their skills, knowledge and education. The primary aim is in assisting anyone in progressing their working life, whether it be to complete training or a college course, an NVQ, a diploma, a BTEC, a Foundation, an apprenticeship or a degree or other course This Skills Fund will be awarded

through a simple application process that is open to everyone who resides in Jersey, aged 18+. Grant Thornton has guaranteed sponsorship of the Skills Fund for the next three years and is keen to offer funding to improve a wide and diverse range of skills across all sectors of business. Adam Budworth, Managing Director of Grant Thornton, sees great opportunities for successful candidates to learn and develop their careers. “Not only can the funding cover the costs to progress studies, but with the vast areas of business covered by the Chamber of Commerce membership, the prospect exists to gain invaluable work experience through a placement”.

The proposed transaction, which is still subject to regulatory approvals, is expected to close before the end of Q3 2019. The aggregate purchase price is reported to be £161m in cash ($208m), subject to certain purchase price adjustments.

Salary survey shows what employees value Jersey employees are continuing to prioritise job security and good working conditions according to a survey conducted recently by Optimus Recruitment.

The Optimus survey gathered opinions from over 680 Islanders to better understand workers views on salaries and what is most important to them in the workplace.

Across all industries the findings suggest that job security tops the list above pay rises and bonuses, but also indicated that workers in finance, banking and legal sectors are more likely to approach their line manager with any concerns over their salaries, compared to other professions who reported that they would confide in a friend first.

66% of those surveyed from finance sectors confirmed that they fully understood the salary review process in their company, compared to only 58% of workers in other industries.

These comparisons would suggest that financial organisations are continuing to promote a transparent and equal environment.

Natalie McMullen, Senior Consultant at Optimus Recruitment, said: “It is really encouraging that most employees now feel they are able to talk to their line managers regarding any concerns over their salaries – as this certainly wouldn’t

have been the case maybe ten years ago. Many of our clients have made a huge effort to become more

Joel, who graduated from Loughborough University with a first class Batchelor of Science honours degree in Physics and Sports Science, began his finance career in 2005 as a wealth manager with HSBC in Leeds.

In 2009 he relocated to Jersey. The following year he moved to Barclays Bank Offshore where he worked for the next five years in Jersey, covering multiple jurisdictions. He was responsible for the management of the Barclays discretionary portfolios held in Jersey. He took on the role of senior portfolio manager at Smith & Williamson in 2015, helping to set up their new office in Jersey.

A highly qualified individual, Joel is a Chartered Financial Analyst Charter Holder (CFA) as well as a Chartered Fellow of the

Chartered Institute for Securities and Investment (CISI), having passed the CISI Certificate in Private Client Investment Advice and Management (PCIAM) with distinction.

He has launched a teaching course preparing students for their Chartered Financial Analyst exams; and continues to lecture on a weekly basis, assisting candidates with their CFA exam preparation.

Married to Claire, they have two young children. In his leisure time, Joel enjoys playing football and long-distance running and recently completed the Brighton Marathon.

REVENUE JERSEY MOVES TO NEW COMPUTER SYSTEM

​Revenue Jersey will reach a major modernisation landmark when it moves to a new computer system.

From Tuesday 7 May, Revenue Jersey’s business and personal tax staff will be using the new Revenue Management System (RMS), which has been in development since November 2017. Further significant improvements to provide digital services will also take place this year, so that customers will be able to file online next spring with a new additional online filing deadline of 31 July.

The switch to the new system means there will be limited services over the traditionally quiet May bank holiday week. Existing computer systems will be switched off so that taxpayer data can be moved from the old 1980s ‘pre-Windows’ system to the new system between 1 and 3 May. Tax officers will still be able to answer general tax enquiries and direct customers to help with their tax returns during this time, but Revenue Jersey is warning

customers to expect some delay in payments made appearing on their accounts.

Months of planning and testing has taken place to manage the move to this significantly different new software, including 350 hours of system training for tax officers and the provision of on-site support from the supplier for when the new system goes live.

The move to the new RMS also marks another milestone in modernisation: the introduction of the internationally recognised 10 digit Tax Identification Number (TIN), which will in time replace Jersey Tax Reference Numbers. Islanders will notice their TIN appearing on all future correspondence from Revenue Jersey.

The introduction of TINs brings Jersey in line with international tax practice, increasing the level of security offered by the identification number, and ensuring that every individual has their own identity.

Whatever changes to personal taxation come from the Personal Income Tax Review, every individual will need to have a TIN. Every individual currently holding a Jersey tax record will be assigned a TIN, including spouses and civil partners who at present do not have their own Tax Reference Number.

In addition, from 7 May, husbands and lead partners in same-sex unions (under whose tax reference number the couple’s tax affairs are currently managed) will receive the tax assessment as normal, and ‘Spouse B’ or ‘Civil Partner B’ (whose income information is submitted in the Spouse/Partner B column on the couple’s tax return) will also receive their own copy of their effective rate notice, now known as an instalment rate notice, which will carry their own unique TIN. Richard Summersgill, Comptroller of Taxes, said: “I am delighted that we have reached this milestone moment in the transformation programme’s

work. Moving to working on a modern, future focused computer system is the foundation we required to deliver reform of our processes and customer services.

“Once our officers are settled in to using the new system, we will be designing our customer service portal, which will enable the option of online filing for every customer in 2020, and which will speed up hugely the rate at which we can process customers’ annual tax assessments.

I want to thank the public for their continued understanding of our current slow running and thank all our people for their dedication and hard work.”

TEAM JERSEY PHASE ONE REPORT EMPLOYMENT LEVELS The Government of Jersey has received a report from TDP as part of Phase IN JERSEY’S FINANCE One of the Team Jersey Programme.

INDUSTRY REFLECT FUTURE CONFIDENCE BUSINESS

TDP were appointed in September 2018 as the partner organisation to help create a ‘One Government, Team Jersey culture’ across the public service. TDP is working with the Government for three years to help shape a positive workplace culture.

The first phase of the work was to identify which aspects of workplace culture are positive and can be built upon, and which need to change.

This research involved conversations with employees, politicians, parish representatives and islanders to determine the prevailing view of the public sector, and to help devise the direction of the transformation programme.

“We have, though, found evidence of longstanding bullying and harassment in some parts of the organisation, a blame culture, and a tolerance of poor workplace behaviour.

The organisation is already taking positive steps to address these negative aspects of workplace culture, but there is much more to be done.”

The Chief Minister, Senator John le Fondré, said: “This frank report has identified where we need to focus our attention, so that we can create a more positive working environment. I am pleased that the report highlights the pride and passion of the people who work here, and I acknowledge the

legacy weaknesses in our systems, processes and culture.

“We have listened to the analysis of the barriers to positive teamworking and accept the recommendations that have been outlined. We are now moving onto the next phase of the Team Jersey programme, which will develop a positive workplace culture through a comprehensive action plan, overseen by the Team Jersey Programme Board and, ultimately, the Council of Ministers.”

Work has begun on responding to the report’s recommendations: a new performance review system and a new bullying and harassment policy have been introduced; a People Strategy is being developed; and work has started to improve key HR processes. A Women in Leadership initiative is focusing on developing female leaders, a Wellbeing Strategy is due to be launched, and priority areas of the organisation are receiving additional support to create a positive workplace culture.

Sustained jobs growth and new record levels of employment in Jersey’s financial services industry is reflective of genuine optimism in Jersey’s future.

The latest Jersey Labour Market statistics, published today (April 5) by the States of Jersey, show that 300 jobs were added in the finance sector in 2018 to reach a new total employment record of 13,760, representing five-year growth of 11%.

The figures are particularly strong for the funds industry, with 110 jobs added in fund administration (up 10%) and 30 jobs in fund management (up 8%) over the year. Accounting and compliance also increased by 70 jobs (6%) and banking by 60 (2%).

Meanwhile, over the last five years, fund administration (up 54%), fund management (21%), accounting and compliance (23%) and trust administration (16%) have all shown

strong sustained employment rises.

Joe Moynihan commented: “The fact that we are now at an all-time high in terms of employment across the industry is clearly good news and a real show of confidence from industry in Jersey’s future. The figures reflect an industry that is strong, but that is also evolving, forward-thinking and focused on sustainable long-term growth. Off the back of the financial crisis, we put in place plans to focus in particular on upskilling in our fund, trust and corporate administration sectors, and we are now seeing the fruits of that.

“With the finance industry accounting for 26% of Jersey’s private sector jobs but contributing more than half of total taxes for the island, this is good news for the local community too.”

The report shows that the organisation maintained a strong closing balance sheet with net assets of £6.8 billion, as well as reflecting rises in expenditure – up £80 million (7%) on 2017.

The report details a healthy balance on the Strategic Reserve and Social Security Funds and a robust three-tofive-year investment outlook. That’s despite the write-off costs associated with the hospital project, and a drop in investment valuations of £95 million, consistent with the performance of markets and representing the single biggest impact on group financial performance.

The report goes on to explain that the government invests over the longterm and while this drop may seem concerning, it actually follows a run of strong annual returns. The long-term investment outlook remains positive, but there remains considerable shortterm volatility, demonstrated by the valuation losses experienced being recouped by the end of February this year.

Key figures General Revenue Income, as approved by the States Assembly, was £799 million, which is £32 million more

than in 2017. This was mainly due to increases in income tax revenue, GST and stamp duty.

Including the results of States Owned Entities and major funds, including the Social Security Funds, spending increased by 7%, from £1,167 million in 2017 to £1,247 million in 2018. This included pay awards, social benefit expenditure, healthcare costs and the one-off abortive costs associated with the hospital.

The Strategic Reserve decreased in value by £33 million from 2017, through falls in the valuation of investments over the year of £25 million, and £8 million being transferred to fund the hospital project. The Strategic Reserve balance still remains in a strong position, at £807 million.

The Social Security Funds decreased in value by £49 million from 2017, and now stand at almost £1,921 million.

Building on changes made last year, the Annual Report, in common with best practice, reports not only financial performance, but also what has been achieved in the year.

It contains a detailed breakdown of the activities and initiatives carried out by the different government departments. It explains what the government has done with taxpayers’

money, highlighting where things have gone well and where they have gone less well and need to improve.

Financial accountability Further improvements were also made to the financial accountability framework, through the Assembly making the Chief Executive ultimately accountable for the efficiency, effectiveness and economy of spending across government, through the role of the Principal Accountable Officer (PAO).

Internally, in response to what we learned through the due diligence reviews, we have focused on stabilising services, processes and procedures, and we have begun to make changes to improve how we are structured and organised in order to deliver better services to islanders and stakeholders.

“This report reflects the incredible work carried out every day by our committed public servants, and I want to thank our staff on behalf of the senior leadership team for all that they do for islanders.”
