The Year Of Our Discontent

We start 2022 by celebrating good times and bad times—but hoping for the best

I

n this issue we take a look at the good, the bad and the ugly. The good? Delray’s history of surfing (page 58) and the local kids who shaped the sport here, like Ron Heavyside and Paul Aho and Tom Warnke. The early days when Nomad Surf Shop was a tiny corner of a father’s TV repair shop, and surf club meetings were held at a local dairy farm—with ice cream afterward.

There was a sweetness to that time, and a sense of joy, a time that launched a whole culture in Delray that thrives today. That is the Delray old-timers get misty about, when people all knew one another, and each others’ kids, and even seemed to have a collective sense of self as a community.

The bad? This whole episode of Old School Square (page 50) pitted against a city that has embraced it for 30-some years. The actions of three city commissioners acting without notice—on their own—to evict a longstanding nonprofit from the very buildings it helped bring to life—and refusing to even consider some kind of dialogue with said organization.

More than 10,000 Delray citizens signed a petition asking for reconsideration of the action, yet the city refuses to even entertain the notion of a civilized meeting. There have been issues in the past with Old School Square—everyone gets that. But you don’t throw the baby out with the bathwater with an organization that has served as the heart and soul of the city—and its entire transformation—for three decades.

The ugly? The lawsuit that emerged from this whole disaster. Another lawsuit against the city that will cost tons of money, give Delray yet another black eye (eight city managers and unclean drinking water did wonders for its image) and deepen divisions in the city.

There is a lot to think about as we start the New Year. I hope those thoughts veer to redemption as we find some way back to a Delray we love, with shared history and a purpose that serves us all.

THE WAR YEARS

You still have time to catch Cason Cottage at the Delray Beach Historical Society’s exhibit “Delray Beach: WWII Homefront,” exploring life in Delray Beach from 1939 to 1945, including family stories, historic images, news articles and Historical Society and Florida state artifacts. The exhibit shows what Florida uniquely experienced when the war began, the blackouts along the shore, victory gardens, and local spotters on horseback and in hotel towers looking for enemy aircraft and submarines. The exhibit also features a reading room and a multimedia room, which will show two films and offer an old-fashioned radio station to listen to President Roosevelt’s “Fireside Chats.” The films are “African Americans in World War II—A Legacy of Patriotism and Valor,” and “Boca Raton: The Secret Weapon That Won WWII.” The exhibit costs $5 but is free to veterans, students and school groups. It ends Feb. 30 and is open Tues. to Sat., 11 a.m. to 3 p.m.

Research has shown that having something to look forward to can reduce stress and give your mood a boost. Simply imagining an upcoming event (like visiting the GreenMarket for a beautiful bouquet of fresh flowers), looking forward to a get-together with people who make you smile (how about a romantic dinner at Rose’s Daughter?) or making plans for a vacation (or a staycation at The Ray!) can make you feel more optimistic about the New Year Fashion Week! ahead. You won’t find “Rocket,” a massive steel sculpture by Hubert Phipps, on the Delray Art Trail, but it may be worth a visit all the same. This massive sculpture, which is 30 feet tall and weighs 9.8 tons, is poised to launch conversations and imaginations on the grounds of the Boca Raton Innovation Campus. “Rocket” was recently installed as part of a new public art collaboration between the Boca Raton Museum of Art and CP Group, which owns BRiC. Visitors are encouraged to get up close and personal with the gleaming artwork, which seems to reflect the innovative spirit of its new home.

The folks at Sandoway Discovery Center are stepping things up. The nonprofit, which offers a glimpse into our fragile marine and freshwater environments through its interactive educational programming, has embarked on an ambitious expansion project. Work has already begun to transform unused outdoor space into a Stingray-Shark Garden—complete with new stingray and shark touch tanks. The current shark pool will also receive a makeover. There’s no need to pet a shark to be part of the excitement, though.

SPOTLIGHT: CHRISTINA BETTERS

C

hristina Betters is the owner/operator of Christina’s restaurant in Pineapple Grove, but Vinny, her 15-year-old Yorkie, is the boss. “He’s the CEO,” Betters says with a laugh. “People come and visit because they want to see Vinny.” Betters took advantage of the slowdown brought on by the pandemic and nearby construction last summer to do a little remodeling. “I gutted the whole front and totally renovated—tables, chairs, took out the bar,” she says. “It looks totally different now.” And so does the neighborhood.

The restaurant is just north of The Ray, the stylish boutique hotel on Northeast Second Avenue that opened in the fall. “It’s gorgeous. They did a beautiful job,” she says. “It’s totally changed this street for the better.” 263 N.E. Second Ave., Delray Beach, 561/278-3200

If you haven’t been able to muster up a great deal of enthusiasm for the New Year, give yourself a break. It’s not easy to bounce back from the holidays in the best of times and, well, you know. A chance encounter in a laundry room, the majesty of aurora borealis, and other tender stories of connection and loss have made Cariani’s genre-hopping play a tender audience favorite well beyond its northeastern origins.

Its first stint in Wellington’s Village Park Athletics Complex marks its third venue in as many years. This year’s Saturday night national headliner will be Everlast, the former member of hip-hop trio House of Pain who topped the charts as a solo artist with 1998’s bluesy and compassionate “What It’s Like.” His eclectic set lists explore his range of influences, from country to gangsta rap. But this man has a resume longer than the queue at Tin Roof on a Saturday night. Right out of the gate, in 1967, he landed a job with Blood, Sweat & Tears, then left after one album to join the Horace Silver Quartet—already exhibiting his prowess in both the rock and traditional jazz worlds. Since then, he’s played with everybody, and we almost mean it literally: From Charles Mingus to Lou Reed, George Benson to Yoko Ono, Carly Simon to Paul Simon. These days, he’s happy to combine business and pleasure, primarily playing and recording with his wife Ada Rovatti, an accomplished Italian saxophonist who is as comfortable blowing through Led Zeppelin’s “Stairway to Heaven” as she is her inspired originals.

Dedicated to presenting a body of work inspired by the African-American experience, founder, artistic director and choreographer Cleo Parker Robinson has witnessed the seismic growth of her organization, which has entertained 2 million people in 40 countries on five continents.

Its accomplished 13-member ensemble is wellversed in lyrical, ethnic and contemporary dance traditions, which come to the fore in this program, part of Palm Beach State College’s annual Modern Dance Series. It will feature a new work called “The Four Journeys,” conceived by the Ballet Folklorico de Mexico, which explores that country’s confluence of cultures, from its indigenous heritage to its 21st century melting pot of European, African and Asian influences. The piece includes a projection from Japanese video mapping artist Taketo Kobayashi.

Terrence Moore

Delray’s new city manager is already making strides—and staying focused

E

leven-year-old Terrence Moore had a problem.

His grandmother needed him to go to the grocery store.

But in the food desert that was his neighborhood on the south side of Chicago, the store was a mile away. Worse, in between were rival gangs whose members, Moore recalls, “would strong-arm” kids with money.

So Moore learned to run—fast. “I could outrun the gangbangers,” he says. That accomplishment reinforced in Moore the idea that he could achieve a goal not shared by many other young people in that neighborhood. He wanted to be a city manager.

When he started work on Aug. 2, the 51-yearold Moore became Delray Beach’s ninth manager in eight years. What made him think that he could break that cycle?

First, Moore notes, the city commission vote to hire him was unanimous. The two factions—Mayor Shelly Petrolia and Commissioner Juli Casale, and commissioners Ryan Boylston and Adam Frankel— voted for him. So did the erratic swing vote, Commissioner Shirley Johnson.

“That makes a tremendous difference,” Moore says. The votes to hire Mark Lauzier, whom the commission fired in March 2019, and George Gretsas, whom the commission fired last November, had been split.

In addition, the city’s human resources department conducted the search. Previously, the city had outsourced the job to headhunting firms. Petrolia said the companies had “failed” Delray Beach. In fact, the city’s politics contributed to the firings of Lauzier and Gretsas, but the commission clearly felt more invested in the search that produced Moore.

Second, Moore pledged to make himself “accessible and responsible.” He bought a house in the city.

Even before he started, Moore came to a meeting so he could introduce his sons, 19-year-old Parker and 15-year-old Grant.

During meetings with departments, Moore tried to shake hands with every employee. He began writing a weekly newsletter to the commission and posted it on the city’s website.

Finally, there’s that self-confidence that began to blossom 40 years ago on those runs to the grocery store.

Delray Beach is the fifth city across four states where Moore has been the manager. His previous stop was College Park, Ga., south of Atlanta. He spent seven years there—longer, Moore said, than any other manager—working only on one-year agreements.

Moore thus approached the job in Delray Beach, the graveyard of managers, with “enthusiasm.”

Only a self-confident person could have started so dramatically. On Moore’s first day, he announced that all non-union employees would have to get a COVID-19 vaccine or submit to weekly testing. Moore did not blindside the commissioners. He briefed them in advance and encountered no resistance. The firefighters union later agreed to the protocols. “We are obligated,” Moore says, “to have a safe environment for employees and residents.”

There was no letup after that quick start, because the list of priorities is so long. Delray Beach’s trendy downtown vibe hides the city’s dangerously rickety public works system. Most problematic is the utilities department. Early in Moore’s tenure, Delray Beach was still negotiating with the Florida Department of Health over a proposed $1.8 million fine for water quality problems between 2007 and 2020. The department also wanted Delray Beach to state publicly that the city couldn’t vouch for the safety of its water over those 13 years. Most such issues with the department cover days or weeks, not years.

In hurricane-prone South Florida, Delray Beach still has no emergency operations center. City Hall is antiquated. Despite all the building activity, Delray Beach still lacks the technology to take permit applications online, something Boca Raton has offered since 2010. The bill to protect the city against sea level rise could be almost $400 million. For good measure, Petrolia, Casale and Johnson terminated the lease with Old School Square and left Moore to clean up the mess (see page 50) .

Moore believes that his skills “are aligned with the needs and opportunities.” He considers finance his strong point. He has overseen the sort of general obligation bond Delray Beach will need to issue for capital improvements. While Moore was manager in Sebastian, north of Vero Beach, and Las Cruces, N.M., each built a city hall.

“Our paramount focus,” Moore says, “is the water plant.” The hope is to open it in five years. He envisions working with the commission next year on that

bond program. New software, Moore said, should allow online permitting in 2022.

Though Moore began work just five weeks before final budget hearings, he participated in the staff’s effort to close what had been a $10 million gap. After making cuts, the city used most of its American Rescue Plan money to balance the budget. The city may have to do the same next year.

Moore didn’t spare his own office. He decided not to fill the second assistant city manager position. “We need to be mindful of efficiency,” he says. He also eliminated the position of legislative affairs director.

Boylston says of Moore, “Everything I’ve seen is all positive. He dived right in, but he’s very empowering.”

When he meets with Moore on a particular issue, Boylston adds, the manager will tell a department head to “run with it. Don’t get back to me until it’s near the end.”

During commission meetings, discussion can go sideways because of misinformation, often from Delray Beach’s acerbic social media networks. When that happens, Moore injects himself smoothly, by saying, “If I may. . .” He has not let department heads get hung out to dry.

Delray Beach’s recent history likely kept some people from applying. Moore looks past that history.

“I am extremely excited and grateful to be here.”

You can’t talk about Terrence Moore without talking about where he came from. He’s driven. That drive started early. It had to.

Moore’s mother was 15 when he was born. He had no father. There were no white children in his school.

But teachers in first and second grade “complimented my intellectual ability. That was all it took. I was able to stay out of trouble despite the propensity for trouble. I recognized that I wanted to do well.”

Though the streets beckoned, Moore preferred the Chicago Public Library and the Math Equations team. He ran track in high school and at the University of Illinois, from which he graduated in three years. “It was a lonely existence in many respects.”

Every Sunday, Moore trains—alone—for the 400-meter dash at Florida Atlantic University.

He’s still running. Those trips to the grocery store are long gone, but the memories remain.

“That’s an effort and a focus that never goes away,” Moore said. “And I’m still that guy.” january/february 2022

One local boy makes good by growing a business—and giving back

E

ric Dernick followed the perfect wave like everyone else that is crazy for surfing, but in his case, it landed him right back where he started—Delray Beach—with two thriving businesses and a penchant for giving back. Dernick is a local all right, a Boca High and FAU graduate who started surfing when he was 9 years old in the wake of his parents’ divorce.

“My oldest brother got into it, and my parents unfortunately split up, but they wanted to find us an outlet, something that would help us through the transition. And then my middle brother picked it up and then I ended up surfing,” he says. “And then around 13 years old, I started competing and got sponsored by the brand Oakley.”

He competed on the east coast and in California, including the National Scholastic Surfing Association championships, racking

six years, until it moved its programs over to Delray Breakers on the Ocean. In 2017, Dernick branched out into “hospitality management” (with ongoing encouragement from the local Walsh family, which owns Ocean Properties), which included handling poolside and beach amenities like chairs and umbrellas, even supplying lifeguards— or “aquatic risk management”—to his roster of services.

Today, he has 35 employees, and runs Waves Surf Academy (the surf camps and other water sports) and Waves Management (pool, beach, food and beverage, water sports and child care, etc.) His clients include many country clubs and resorts, including the Delray Beach Club, Hillsboro Beach Club, Opal Grand and Delray Dunes.

“I wanted to create something I could have a passion for, something that I could give back to the kids and something I could also have a future with in terms of a business.” up trophies, even traveling to Hawaii’s North Shore and places like Costa Rica and Nicaragua to surf. For him, surfing was a way to “clear his mind” and keep things simple. He says he was 18 when he “transitioned to what I actually wanted to do.”

And that was starting a Delray surf school, which is called Waves Surf Academy and started in 2013, its first contract with the City of Delray Beach.

“I found that to be a professional surfer is a great thing, but in terms of structure and the industry I wanted something that had more stability. I came from a middle-class home, I grew up with two brothers, and we shared a room in a two-bedroom apartment. I wanted to create something I could have passion for, something that I could give back to the kids and something I could also have a future with in terms of a business.”

Waves was the first surf camp to contract with the city and lasted

“That’s why I started the surf schools, because I know for certain that for kids—either going through a hard time or just a regular time in their lives—surfing brings an outlet to them. … We just give them a week at camp so they can just be themselves and try something new. It increases their self-esteem, increases their self-awareness, and teaches them about the ocean. That’s a huge thing for me as well.”

In fact, he says he gets as much as he gives.

“What I love about my business is knowing that I’m giving something back. We are able to create a structure and teach them about respect not only with their peers and about themselves but taking care of the beach, taking care of the ocean, the earth—those things are intertwined. I have a business that is sustainable and doing well, but at the same time I know that it’s not just a business; it’s making a difference.”

Sprouts and Bok Choy with an orange demi miso glaze ($10) delighted us all, and the Lavender Honey and Lime Glazed Fried Calamari ($16) struck an airy and tender balance of sweet and citrus.

Moving on to the sushi rolls, we chose the S.O.B (South of the Border) and Super Nami. The former ($18) featured large creamy rolls of tequila cured salmon, avocado, scallions, sun-dried tomatoes and cream cheese topped with pine nuts and a smoked poblano aioli, while the latter ($19) had smaller-sized rolls with comparable freshness and flavors. The shrimp tempura, eel, avocado and cucumber were topped with spicy mayo, tuna, eel sauce and tempura flakes that added to the slight crunch.

When the entrées hit, the table suddenly fell silent. The Massaman Shrimp Curry ($24) found a delicate harmony between sweet and savory with snow peas, sweet potato, onion, bell peppers and cashews, and finished with avocado slices. For more of a kick, try the red or panang curries. The star of the evening was the Crispy Duck ($27) with its flawless toasted textured skin, moist and juicy meat, and crisp stir-fry vegetables.

While Rothschild’s Asian dishes have been beloved by neighboring locals for nearly four years, it’s now time to drive west on Atlantic Avenue next time you’re craving high-quality dishes that are created from globally sourced ingredients.

It happened in large part because Old School Square Chief Operating Officer Holland Ryan designed a seating system of four-person pods, to allow social distancing. Buffett cracked, “It reminds me of when I worked the state penitentiary in Tallahassee.” The mood was jubilant.

Three months later, Mayor Shelly Petrolia and city commissioners Juli Casale and Shirley Johnson voted to

evict Old School Square for the Arts from what has been the nonprofit’s home since 1989. Unless a judge intervenes, the group must get out by Feb. 9.

What happened?

The story of Old School Square is a story about the factions in Delray Beach politics. It’s a story of certain personalities aligning at a particular moment. It’s a story that was years, not weeks or months, in the making.

role as chairman. “Joy was going [to Old School Square] every day. She wanted an office where the staff was.” Bourque says Howell even wanted a key.

“I said, ‘This is not going to happen.’

Howell’s style as chairman,” Bourque says, “was to divide and conquer. That is not our style. We had [board members] resigning.”

In a statement, Howell said, “On the road to retirement as a small business owner, I became a local artist and volunteered on the board of Old School Square. I was invited and ultimately elected as chair and served for three months until I resigned in April along with the vice chair, and I’m dismayed

Based on interviews and the lawsuit Old School Square filed in November, however, the turning point came last April.

That’s when Joy Howell resigned as Old School Square’s board chairman.

As she left, Howell wrote a six-page memo to the board outlining what she considered the group’s deficiencies.

Howell suggested that she had tried to fix those problems but had met “continued resistance” from top board members and staff.

Old School Square Founder/Chairman Emeritus Frances Bourque, however, says Howell misinterpreted her

Howell is an ally of Petrolia and Casale, who appointed Howell to the planning and zoning board. Howell also is a longtime Democratic campaign consultant and operative. In 2020, she was communications director of the Florida Democratic Party. A testimonial on the website of her company, Cambridge Strategic Partners, refers to Howell as “strategic, efficient, tenacious, connected, smart and fearless.” According to the lawsuit, Howell used those traits to harm the organization she had left.

Eadon arrived. But then Eadon “began to breed a culture of mistrust” between the staff and the board. Eadon did not respond to requests for comment. In January, after Eadon resigned, Howell became chairman. “I approved that,” Bourque says. Nail says, “Joy and Shelly have always been friends.

We thought that might help.” Ryan, who has been with Old School Square for two decades, was running things. Given the pandemic, the board did not want to look for a permanent CEO. During the pandemic, the staff had shrunk from 19 fulltime and 10 parttime employees to just four full-timers.

Still, by last March, Bourque recalls, “I thought we were moving on.”

Current board member Jim Chard, though, says Howell had begun “pitting one board member against the other.

On June 14, Howell emailed Shannon Eadon, who resigned last December as Old School Square’s executive director. Howell wanted to know whether Johnson had received “OSS bullets”— talking points—presumably to review for an upcoming commission meeting.

At the Aug. 10 meeting, Johnson led the discussion and made the motion to terminate the lease.

The lawsuit alleges, “OSS was informed that Petrolia and Howell were behind the decision to terminate the lease.” While the lawsuit seeks damages from the city, it also names Petrolia, Casale, Johnson, Howell and Eadon as individual defendants and alleges that they “conspired with each other” to replace Old School Square “with an organization that was closely aligned to them and which they could control.”

In addition, the lawsuit names City Attorney Lynn Gelin as a defendant.

Petrolia, Casale and Johnson did not respond to requests for comment. A spokeswoman said the city does not comment on litigation. As of mid-November, the city had not filed its response.

Ironically, Old School Square once saw Eadon and Howell as potentially helpful. Elise Johnson Nail, a former board chairman, says the group was “terrible at fundraising. That’s why we hired Shannon” in August 2019. Olivia Coldwell was Eadon’s administrative assistant. In an email to Nail, Coldwell said she had been “excited” when

also are involved with the Historical Society. Several have served on the chamber of commerce board. Former Mayor Jeff Perlman is on the Old School Square board.

Some would call members of these interlocking connections a clique. They see their service as promoting the city and attracting businesses.

Since her first campaign in 2013, Petrolia generally has run against candidates linked to this establishment.

According to the lawsuit, however, Howell found a more receptive audience in Petrolia. Which is where the factional politics comes in.

her opponents. Chard ran unsuccessfully against Petrolia three years ago.

Also on the Old School Square board is Cynthia Ridley. Her husband, Chuck Ridley, and his West Atlantic Redevelopment Coalition have sparred often with Petrolia—and with Casale and Johnson—over how to revive the minority-heavy northwest and southwest

neighborhoods. Old School Square board member Paul Zacks served on the independent community redevelopment agency board that Petrolia led the push to abolish.

Indeed, as the lawsuit alleges, Old School Square believes that Petrolia targeted the group once she became mayor in March 2018.

At the first meeting she ran—and without public notice—Petrolia moved to put the commission in charge of the annual CRA grant that supplies roughly 20 percent of Old School Square’s operating budget. As of deadline for this article, the CRA had withheld $562,500 that Old School Square says it should have received.

Seven months later, Petrolia forced the resignation of City Attorney Max Lohman. She claimed that Lohman had “blindsided” the commission on developments in a lawsuit against the Match Point tennis promoter and a property-rights case. Petrolia brought up Lohman at the end of the meeting. Discussion of the city attorney was not on the agenda. One commissioner was absent.

With little dissent, Petrolia trashed Lohman. He responded, “You have made accusations of me that aren’t true.” Gelin, one of the city’s lawyers, got the top job.

The Aug. 10 meeting unfolded the same way. Old School Square’s lease was not on the agenda. Petrolia allowed no public comment. Petrolia, Johnson and Casale turned a report from the city’s internal auditor, Julia Davidyan, into what they called grounds for evicting Old School Square. Petrolia, John-

had provided financial information along with its diversity policy.

Critics also have accused Old School Square of being clubby and insular. Board members end their terms and then return. In a diverse city, 20 percent of the current board’s 21 members are minorities.

Board member Bill Branning’s company, BSA Construction, got the Crest Theatre renovation contract. Though donor Margaret Blume requested Branning, and the board unanimously voted to give Branning the contract, to outsiders it looked like an inside deal.

Patty Jones is Old School Square’s current chairwoman. Of the recycled board members, she says, “That’s a positive, too. It’s good that people are committed enough to keep volunteering their time. And we always have new blood on the board.”

Of the contract, Jones says refusing Blume’s request could have jeopardized the $1.5 million donation. “That would be ridiculous.” The work, Jones says, was essential, noting that the bathrooms did not comply with the Americans with Disabilities Act. Old School Square maintains that Petrolia, Casale and Johnson ignored

son and Casale listed reasons for their decision, but they voted to terminate the lease without cause. Gelin offered no pushback.

Old School Square sees a pattern.

Petrolia couldn’t control the CRA, so she took it over. Petrolia couldn’t control the city attorney, so she ran him off. Petrolia couldn’t control Old School Square, so she got rid of it.

In its lawsuit, Old School Square notes that Petrolia, Gelin and Davidyan combined previously to fire former City Manager George Gretsas. That also happened without the item being on the agenda.

Lohman and Gretsas had strong professional reputations. Nail sees Old School Square as the latest victim.

“All I see are evil actions,” Nail says.

Even some Old School Square board members agree that the organization can improve. After Joe Gillie, the longtime executive director, retired in 2015, Old School Square quickly went through two CEOs—Rob Steele and Eadon. Financial issues caused Old School Square to shift to a more conservative accounting system based on cash on hand, not pledges.

Yet Old School Square rejects the accusation that the group failed to file documents after the city requested them. An email from Ryan to the commission 10 minutes before the Aug. 10 meeting said Old School Square

visitors than any cultural facility in Palm Beach County.

Old School Square’s transformation drove the transformation of downtown Delray Beach. But there was more. Old School Square became the city’s version of Central Park. It made Delray Beach special.

“It’s where the Marjory Stoneman Douglas students came in their grief,” Bourque says. “It’s where the Corey Jones musicians came” after a police officer murdered the former city employee who

has many relatives in Delray Beach. “It’s where we gathered after 9/11. It’s where the Olympic torch came in 1996.”

Petrolia, Casale and Johnson speak fondly of Old School Square the institution. But they accuse the board members and staff of arrogance and mismanagement. “We are righting the ship,” Petrolia says.

Many factors explain the breakdown in the relationship between Old School Square and the city. But one stands out.

Bob Barcinski, the assistant city manager who had acted as liaison with Old School Square, retired in 2014. After that, as Delray Beach went through eight permanent and temporary city managers, the liaison role also bounced from employee to employee. Barcinski had been able to resolve most issues.

That important connection was lost.

The timing was especially bad because the city wrote a new, 46-page lease in 2016 when Cary Glickstein was mayor.

In the lawsuit, Old School Square alleges that the city forced the more restrictive lease onto the organization.

“That lease was a huge deal,” says current board member Scott Porten.

“We didn’t want to sign it. Cary changed the relationship between us and the city.”

Notably, the new lease allowed Delray Beach to terminate the lease without cause. Absent that provision, Petrolia, Casale and Johnson would have had to specify a cause, and the city would have had to give Old School Square a chance to fix the problems.

Glickstein defends the change, noting that the city also reworked leases with the library and Arts Garage—nonprofits that lease city property—“so that we could manage expectations.” Residents, he recalls, had complained about the number of events at Old School Square, many of them fenced off.

But the city added that provision, Glickstein says, only to protect against the unimaginable, such as Old School Square itself shutting down. Petrolia, Casale and Johnson, he says, acted in “bad faith. Never in my wildest thinking did I contemplate that the occupant would not be the lessee,” meaning Old School Square.

Yet it happened.

The July 13 meeting ended with the commission allowing the Crest Theatre work to continue. Documents seem to support Old School Square’s claim that the permit it obtained amounted to city approval, without the commission having to get involved. Gelin, though, said she had found a technical violation in the permit.

In the lawsuit, Old School Square accuses Gelin of working with Petrolia, Casale and Johnson to “fabricate the storyline” that Old School Square was renovating city property without the city’s approval.

In fact, on July 13 Petrolia spoke favorably of the Crest Theatre project. Adding an industrial kitchen, she said, could allow Old School Square to train residents for hospitality jobs.

“She is two-faced,” Nail says of Petrolia. “I don’t understand how she can sleep at night.”

As for the financial reporting, the sense in July was that the commission soon would invite Old School Square to a workshop meeting to sort out everything. Both sides agreed that the lease needed updating.

Instead, the city stopped work at the Crest Theatre. Then Petrolia, Casale and Johnson fired Old School Square. They stood by their decision a week later, even after a petition urging them to reconsider got 10,000 signatures. On Aug. 17, former Mayor David Schmidt, the chamber chairman, asked for that workshop meeting.

Johnson, who had spoken favorably of such a meeting in July, responded that a meeting was unnecessary. City Manager Terrence Moore, on the job for less than two weeks, suddenly had to seek a replacement for Old School Square. The mandatory bid conference on Nov. 5 drew nothing like the

volunteer-driven organization that created Old School Square, which provides support to roughly 70 other nonprofits.

“I think the city wants to take it over,” Bourque says. “That would be the biggest mistake that ever could be. Nail says, “Who could they get who would donate their time, soul and money like we have?”

Because the city stopped the work, the Crest renovations remain unfinished.

Blume has withdrawn the balance of her donation, so the cost of finishing the

project could fall to the city. Even trying to re-create Old School Square without private support could require much more city money, for equipment and operating expenses.

“For all its flaws,” Glickstein says, “Old School Square has done a lot for Delray Beach. Ending the lease “was a colossal exercise in poor judgment.”

After deadline for this article, Old School Square filed for early mediation of its lawsuit. In addition, eight former Delray Beach mayors wrote an open letter in which they asked the city to resolve differences with Old School Square before the lease termination takes effect in February.

s modern surfing exploded in popularity during the 1960s, both its evolution and place in pop culture were on the rise, especially in coastal towns like Delray Beach, Florida, which was a mecca for an entire generation. Coming-of-age local surfers Fred Salmon, Corky Roche, Bill Keeton and Tom Warnke were at the vanguard of this thrilling new sport and remained steadfast in their passion for keeping South Florida’s surfing history and culture alive.

“Credited as being among the first to surf Delray Beach were locals Rick Kohl, ‘Smitty’ Smith, Bob Rex, George Timmons, Johnny Mac Bird, Stewart Iglehart, Allen Carpenter, Henry Kamiya, Bill Terry and Mike Pickering,” says Tom Warnke, executive director of the Palm Beach County Surfing History Project and Surfing Florida Museum, who is committed to preserving the history, culture, memorabilia and future of East Coast surfing.

“But through our research we hope to uncover more names and photos of these early trailblazers,” adds Warnke.

“Even today surfing history is being made in Delray Beach, as happened in 2018 when winter storm ‘Mars’ created perfect 15-foot waves—some of the best ever recorded here.”

Warnke says it was a “revelation” when he began surfing in 1956 after his family moved to Boynton Beach. “I was 8 when I rode my first waves on an inflatable mat. Delray had a good surfing spot at the end of Atlantic Avenue. I could rent a board from Delray Bicycle & Sporting Goods for an entire day with a coupon in the Sunday paper for $1.25. They sold some of their rental boards, which is how I bought my first one.”

Warnke and several classmates from Seacrest High School would routinely take their 45-minute lunch break at the Boynton Inlet bait and tackle shop lunch counter for a burger and Coke, because it was the ideal spot to check out the waves.

“That’s why we ate there,” says Warnke. “It certainly wasn’t for the burgers!” Once school was out, the same group would change clothes in their cars or at the beach and surf for two hours before going home to do homework.

“We were real purist surfers, not deadbeats who had surfboards on their cars for show,” says Warnke. “You can tell a real surfer by the way they hold the board: under one arm, nose downward.”

The arrival of Ron Heavyside in 1962 would change the local surfing scene forever with his innovative vision for surfboard design and unconventional, trailblazer personality.

“Ron and I met in high school in 1964 after his family moved to Briny Breezes,” reflects Warnke of his friendship with Heavyside that spanned the next half century until Heavyside’s passing in April 2018.

“He was one of the first students at Seacrest who shocked everyone by wearing

his hair ungreased, dry and over his forehead. He was original in everything he did.”

Aside from being an incredible natural surfer, Heavyside’s talent as a surfboard shaper emerged under the mentorship of legendary surfer and glasser Jack Reeves, who he worked under at Delray Bicycle & Sporting Goods making boards under the Caribbean Surfboards label.

Reeves is among the bedrock of 1960s Delray Beach surfing and who taught Heavyside about shaping (design and

construction) and glassing (resin color and finishing). Reeves remains a premier glasser at Fiberglass Hawaii for the legendary Dick Brewer, who is considered the most influential shaper of the early 1970s.

The store was also one of the hangouts in town. Its rental business included about 100 surfboards that would all be rented by 10 a.m. on some weekends.

Heavyside’s design talent was also recognized by Seacrest High School wood shop teacher Johnny Mac Bird, who was also a surfer and who enlisted the budding craftsman and two other students to make hollow wooden surfboards with plywood decks and pine rails. That board, along with other examples of Heavyside’s innovative shapes and craftsmanship, are part of the collection of the Surfing Florida Museum.

In 1965 Warnke and Heavyside worked together as busboys at the Seascape Restaurant in Briny Breezes: “A high-end, white-tablecloth place where we could see the ocean,” recalls Warnke. Ironically, it was 100 yards from where Heavyside would launch his self-styled Nomad Surfboards just a few years later.

In 1968, Heavyside’s father offered him a 12-by-16-foot corner in his Briny Breezes TV shop on A1A to sell his boards. That cramped corner has now grown into Nomad Surf Shop, a sprawling, 6,000-square-foot maze of surfboards and surfing attire that, over the past five decades, has played a pivotal role in cultivating Delray Beach’s vibrant surf culture and securing its place in surfing history. In the 1970s, Nomad Surfboards was one of the best-selling surfboards on the East Coast, turning out more than 40 boards per week and wholesaling boards to dozens of surf shops from Miami to New Hampshire.

“My dad was one of the original board builders on the east coast,” says son Ryan Heavyside who, along with brother Ronnie, continues their father’s legacy.

Some of Heavyside’s early board designs from the late ‘60s and early ‘70s still hang from the store’s rafters as an homage to its innovative founder.

“He took pride in his work and had an open heart. He knew everyone and had relationships with so many people. Everyone knew him. He cared deeply about people and the environment,” Ryan says.

Delray Beach is still an epicenter of surfing because it has a great sand bar that picks up lots of swell, making for great surfing, adds Ryan. “When we get north swells in the winter, that is prime time.”

Ryan went on to become a professional surfer after qualifying in the 1996 U.S. Team Trials for Surfing America’s U.S. team. Strikingly handsome as well as athletic, he also worked as a menswear model and traveled frequently for photo shoots. But over time, the rigors of competing and modeling conflicted with his commitment to the family business, and instead he chose to devote his time and energies to Nomad.

In addition to the business side, the Nomad Surf Team was also a dominant force on the East Coast as other regional surf shops up and down the coast brought their presence to the competition scene. Nomad Team riders included 1972 East Coast Men’s Champion Carmen Irving, Paul Aho, Kevin Grondin, the Neumann brothers, Rusty Fleetwood, Lenny Nichols, Ozzie Winchester and members of the Cripple Creek Surf Club based at Boynton Inlet.

“By 1967, we had about 12 surfing clubs in the county,” Warnke says, among them Riviera Beach’s Possum’s Reef Club, Singer Island’s Sandy Shores Surfing Club, Surf Syndicate Surf Club, the Cripple Creek Surf Club for Boynton and Delray, and the Surf Fossils Club for guys over 25.”

Back then, the Palm Beach County Surfing Association met every month at the MacArthur Dairy at Southern Boulevard and Military Trail and was attended by a dozen or more surf clubs, each with their own card table and name tags, says Warnke.

“It was like the United Nations of surfing clubs. Each club had one vote, though there would always be at least 100 people there. It was a lot of fun.”

Once business concluded, the group gathered to watch surfing movies and enjoy milk and ice cream courtesy of the dairy.

“We weren’t some rowdy group,” Warnke says. “This was a very civilized group of people who loved surfing, and many were business professionals.”

Palm Beach County was home to a robust competition circuit, and Delray Beach had many of the sport’s top-rated surfers, who traveled to contests from

That tradition of supporting and hosting competitions has continued under the leadership of the Heavyside brothers.

Nomad has provided generous sponsorship for annual ESA contests over the past 50 years and routinely supports the local Surfrider Foundation and Surfing Florida Museum events.

“Ron Heavyside sponsored the first big contest that I ran in 1969 at Boynton Beach

and provided the first place trophy as a donation from Nomad for the men’s division,” says Warnke. “We had about 80 people in that division, and Ron, who was a great surfer, won! He won his own trophy!

“He was very smooth and, especially then, style got you points.”

Other innovators who were vital to the local surfing culture were brothers Paul and Lee Richwagen, whose parents owned Richwagen’s Bicycle shop on Atlantic Avenue in Delray Beach directly across from Delray Bicycle & Sporting Goods, which had a huge inventory of rental surfboards.

“In 1964, Richwagen’s had their own brand of boards called the ‘Richie,’ which they made on premises,” remembers Warnke. “They had a big 10-foot-long mold on the premises that they would pour liquid polyurethane into, clamp shut and cook to make the polyurethane foam boards. They were, possibly, the only place in Florida that had their own mold to make surfboards, which is a significant part of Delray’s surfing history.”

Fellow local surfer Paul Aho, who began surfing at age 11, was also instrumental in the South Florida surfing movement. An artist and author, Aho designed most of the Nomad logos for Ron Heavyside 50 years ago and went on to chronicle the history of Florida surfing.

In 2014 he authored Surfing Florida: A Photographic History through Florida Atlantic University (FAU) and launched a multimedia exhibit documenting the history of surfing in the state and the impact its surfers and surf industry have had on the sport’s international development. It traveled the state and is now the property of the Palm Beach County Surf History Project and the Surfing Florida Museum.

motel in Ocean Ridge until they could find something more permanent after moving from California,” recalles Aho, who remembers seeing a “tall lanky kid get out of this car with California plates.”

That kid was Ron Heavyside. Aho worked at Nomad during high school where he airbrushed and laminated boards with Heavyside instead of attending art class.

“My art teacher, Dick Ennis, would allow me to go there instead of class, which was great, especially since I was earning $50 a day.”

SURFING’S OLD GUARD

Another South Florida surfing powerhouse and advocate was Dr. John ‘Chum’ McCranels. Born in 1938, not only was he a beloved local orthodontist, but he was an irrepressible advocate and lover of the sport.

“When we were kids, and especially when dad competed, the whole family traveled up and down the coast to surf all the best spots. It was a way of life,” says his son, Dr. Scott McCranels, who shares his father’s passion and advocacy for surfing. “There’s really nothing like it.

No phone calls, no emails, no one will mess with you.”

Chum built the first surfboard he then rode as a boy at the Lake Worth pier after seeing a schematic in Popular Mechanics magazine.

“He dragged the plywood-and-cypress

creation into the water, caught a wave, and was hooked!”

Dad didn’t subscribe to turf wars like some, says McCranels. In fact, he was notorious for waving others in to share the wave he was riding, not keep it to himself, which went against what most surfers were doing. “He loved to surf and often went on his lunch break. His yellow VW van with the red stripe would be parked by the Lake Worth pier where he grew up surfing.”

Doc McCranels went on to win a United States Amateur Surfing championship and was inducted into the East Coast Surfing Hall of Fame. He died in 2019 at age 81.

ANTI-SURFER MOVEMENT

But not everyone was enamored with this exciting water sport. General skepticism against teenagers in the 1960s extended onto the beaches, and in 1964 several South Florida coastal towns began efforts to outlaw surfing.

It began in Palm Beach and then spread up and down the coast. The town of Palm Beach Shores banned possession of a surfboard anywhere in the town limits.

“Before then, we were confined to surfing in one small 100-yard section of beach in Delray. They even hired lifeguards to monitor our activity and would arrest anyone who ventured beyond that area.”

Arrests were selective, and for four years the ban went unchallenged. But in 1968, local surfer and Fossils Surf Club member Bruce Carter got himself arrested intentionally to trigger bringing the case to court.

“Somewhere around 1965 there was even a meeting organized for about 100 surfers by the Palm Beach Police Department at their council chambers to ‘legitimize’ and register surfers who

wanted to avoid arrest,” Warnke says. “To register, attendees paid $20 (which was a lot in those days) before going downstairs to the police station to be photographed and fingerprinted for their ID card. And that’s how you surfed legitimately in the town of Palm Beach.

“At the same time, we had decided to go to court over it and fought for years before it was overturned. But in the interim, more than 100 were arrested and fined $50—some more than once.”

After multiple appeals, in July 1970 the Florida Supreme Court struck down the ban, citing it as arbitrary and unreasonable.

Surfing could be regulated, not banned.

Among the many artifacts Warnke has preserved in the museum collection representing that time in history is a scathing Letter to the Editor in a local Delray Beach newspaper from resident Betty Knott. Her letter ended with: “I have two teenagers and when their activities are continuously curtailed I have no other choice than to consider changing our residence of 10 years.The un-judiciously repressed adolescent is the maladjusted adult and I make this statement after study into this area.”

THE PICTURE KEEPER

Ironically, one of the most important figures in local surfing history was not a surfer. M.E. Gruber was a postman and amateur photographer from northern PBC who took photos as a hobby.

Gruber, who didn’t surf, was a postman who photographed surfers from 1965-1972. He also contributed to the local surf scene by hosting public events that featured surfing-themed slide shows and films through the early 1980s. Thankfully many of those images have since been preserved by the Surfing Florida Museum.

WRITING THE NEXT CHAPTER

Advocacy has been a natural path for Warnke who, in 1966, founded Boynton’s first surfing organization, the Cripple Creek Surf Club, and went on to produce hundreds of surfing contests as volunteer director of the ESA. In 1996 he founded the first chapter of the

“Delray has one of the deepest and richest surfing histories, as do the neighboring coastal towns from Jupiter to Boca,” says Warnke, who has been a driving force behind the Surfing Florida Museum’s remarkable curated collection devoted to that history. “The storyboards alone that Paul (Aho) created for us are incredible.”

But sadly, the collection has lived a largely nomadic and, at times, closeted existence. Finding a permanent home for

their half-century of priceless memorabilia and professional-grade exhibits is proving more elusive than finding that perfect wave.

“We’ve moved from place to place for years now, and we continue searching for a committed partner and more permanent location,” says Warnke, who remains hopeful especially with the enthusiasm for local surfing clubs that continues to grow. “Our ultimate partner? Many nonprofits partner with universities and colleges—and FAU has helped tremendously with our exhibits—but we’d rather be more centrally located.”

e can’t say if it’s the best-kept secret for quality casual dining in Delray Beach, but it’s certainly well kept. Like a speakeasy of yore, the Reef Bar at the Courtyard by Marriott is not a restaurant you’ll find advertised anywhere. Heck, it hardly qualifies as a restaurant: Table service is minimal, the tables themselves can be counted on one hand, and the food arrives in takeout containers delivered in a brown paper bag. Chichi Delray, this isn’t.

Given these humble trappings, the Reef Bar’s self-described “lite bites” are arrestingly superior. Unlike all Courtyard by Marriotts, this one, which opened in October 2019, employs an on-site food and beverage director, and it shows in the quality of the cuisine—comfort staples cooked with maximum flavor and hearty portions.

The Buffalo chicken wrap ($14), supplemented with Gorgonzola cheese, lettuce and tomato, delivers a perfect crunch, and it kicks

and spices in all the right places. The French fries are robust, seasoned, crispy and pipinghot, traits that should be universal to every fry but in which even some high-end restaurants fall short. The grilled cheese ($11) is a harmonic convergence of mozzarella, cheddar and Parmesan—no “American” cheese, thank you very much—that welcomes additions of tomato and bacon. The crispy Brussels sprouts ($8.50) live up to their descriptor, and are best enjoyed

with the charred lemon and garlic aioli that arrive on the side.

Plenty of coastally inspired potent potables are on the menu, too. The bar’s custom creations include the Cool Hand Cuke (vodka, aperol, muddled lime, honey and cucumber, topped with club soda), Limoncello Mule (Limoncello, vodka, fresh mint and ginger beer) and Caribbean Colada (Rum, coconut cream, lime and pineapple juice).

The prices are Delray-reasonable, and you’re paying, in part, for the view. The Reef Bar is on the roof, poolside, with 360-degree views of the oceanfront and the city’s tallest buildings. It’s one of the best places to be on breezy days. Live musicians entertain diners on Friday and Saturday evenings, and when these brutal South Florida winters plunge into the mid-60s, there’s even a fire pit to warm your cockles, if not your fish dip, and remind you that, yes, you do live in paradise.

Cori Walls Founder, Steve’s Club

Growing up in Ossining, New York, Cori Walls was known as the girl without a father. Walls was just 8 months old when her dad, Steve, died from a brain tumor.

He was 30. “I don’t know anything about my dad other than what people have told me,” Walls says. Looked after in her early years by her mother and grandparents, Walls grew up knowing she was different than other kids but not really understanding the true impact of the loss. “When I was 17 we went to his grave, and that’s when I understood the reality of not knowing him,” she recalls. “I always knew my life would have been different if my dad hadn’t passed away.” After graduating from college, Walls began a career as a television reporter in Kentucky and then Tennessee but left the field before moving to Delray Beach about a decade ago.

as an educator in 2012, teaching English as a Second Language at Atlantic High School.

When the principal learned about her television background, Walls was given the opportunity to teach two new classes, digital video technology and an International Baccalaureate in Film. In 2019, after asking the students to fill out a form with contact information, she found out that 10 of her kids had parents who had died. She would later discover there were at least 34 students in the school in the same situation. That led to Steve’s Club, an after-school group that meets twice a month for kids who have lost a parent. “I bring in experts to help with grief therapy and coping skills and also college readiness,” she says.

“The beauty of this group is that we have kids of all backgrounds, and they find common ground in their grief.” Last year, as COVID-19 led to more students losing parents, Walls was given the green light to expand the program to eight other schools. She also created a scholarship program for “her kids,” and last year gave three $2,000 scholarships to firstgeneration college students.
