The GAC has been actively working two important issues that have direct impact on Corte Bella’s quality of life. Provided here are some details regarding the committee’s work and efforts. As included in an August 20th community eblast regarding the proposed electronic billboard on the SR 303 Corridor (part of the city of Surprise) near Sun City West and Corte Bella, the GAC updated the community as to the next steps on this issue. At the August 17th meeting, the Surprise City Council agenda item was “continued” at the developer’s request. The GAC was in attendance at the City Council’s workshop on Tuesday, September 21st along with more than 20 Corte Bella residents. GAC representatives spoke for our community at this workshop and presented our opposition to this proposed amendment to city ordinance #2021-15 (see pages 35-40) and the proposed installation of an electronic billboard. The City Council will vote on this matter at their Tuesday, October 19th open meeting at
6:00 PM. The GAC is advocating for a strong representation
from Corte Bella at this meeting. We are working in coordination with PORA on this issue.
At a GAC sponsored Town Hall on September 8th, the community was updated on the status of the Republic Services re-zoning
application relating to their proposed recycling and waste
transfer station at the WestWing industrial park (off of El Mirage and SR 303).
It is critical that our community be unified in our opposition to any re-zoning from light industrial to heavy industrial at the
WestWing Industrial Park. The GAC will keep you informed as this moves forward. What you can do to help is: • Send your letter to the planning commission and to the
Maricopa Board of Supervisors, or send emails to both county agencies. • Sign the petition (online or hard copy) • Plan to attend the public meetings. The Technical Advisory Committee (TAC) meeting was held on September 21, where County agencies and other agencies delivered technical review comments to Republic Services (RS). You cam access the comments or other case documents using the case number Z2021090 by searching under the Planning Services search button at the Citizen’s Portal at this link:
https://accela.maricopa.gov/CitizenAccessMCOSS/Default. aspx. The TAC Meeting was not a public speaking forum or hearing. A recording of the meeting was produced. The GAC will provide access instructions for those interested. After the TAC meeting, RS goes back to address agency comments for an indeterminable period of time. They are able to resubmit their proposal days, weeks or several months, as there is no set timeline for the RS to resubmit. Once County
staff receives a resubmission, the GAC will be notified as an
interested party. Another review process begins that is generally 14 business days. If RS did not address agency concerns, county staff will require them to resubmit their proposal. This cycle can repeat for an indefinite period. If RS did address all concerns, or if they state they will not, then County staff will schedule the case for a Planning and Zoning Commission hearing. The
Planning and Zoning Commission meeting is a public hearing

Typically, sign-off occurs a month prior to hearing. RS must submit a Citizens Participation Results Report and provides County with hearing notices, stamps and labels to produce required hearing notice of property owners within 300’ of the site’s property boundaries. County staff produces a report to the Planning and Zoning Commission that includes support and opposition collected, and makes a recommendation based upon the technical aspects of the site. The Commission considers this
recommendation and also takes into account the concerns of the public. They will make a recommendation for approval or denial to the Board of Supervisors or may continue the matter to a future hearing date. The Board of Supervisors hearing takes place about a month
after the Planning and Zoning Commission hearing. The Board will make a decision to concur or disagree with the Commission’s recommendation. The Board may also vote to continue the case to a future hearing. The public may also make comments at
this meeting.
The GAC urges you to review and sign the petition at http:// chng.it/9j2r77RPbD to STOP Republic Services from building a recycling and waste transfer station so close to Corte Bella. It is
imperative that our community make our voices heard that re-zoning a parcel of the WestWing Industrial Park from light industrial to heavy industrial is not appropriate for this area.
