The long-awaited summer season is something to behold here in Jackson Hole. While winter offers its own natural beauty, there is something to be said for crisp mornings that turn into sun kissed afternoons below the Tetons, the wildflowers ever-blooming. This year we are cherishing these moments more than ever. The uncertainty created by the impacts of COVID were felt here in Jackson Hole and throughout the world. But uncertainty can present an opportunity for growth, and our firm set its sights on ways to do business differently and in some cases better. Jackson Hole Real Estate Associates was the first to develop and implement initiatives to keep our team and the community safe, while also being a source of stability and information for our clients. We adjusted our business model to provide breaking information to our clients, keep our town informed and watch the market closer than ever. Where some saw uncertainty, we saw an opportunity to strengthen relationships and be a knowledge base for our clients. Leveraging technology, we continued to fully operate through a remote work plan designed to ensure our clients were fully supported. We continue to convene our weekly office meetings through digital means, to ensure we are capitalizing on the strength of the organization while also maintaining safety for our agents and support staff. Our live broadcast State of Real Estate Community Forums have been a great resource for our clients and the community. We were honored to include Bob Grady, Partner at Gryphon Investors, and Mary Kate Buckley, President and CEO of Jackson Hole Mountain Resort to
our panel of experts. Through this community forum we discussed the economy, both locally and nationally, what impact the resort industry felt, what they were expecting in the upcoming months, and the impact on retail in the valley. These well attended forums are the first of their kind in the Jackson Hole area and were led by the forward thinkers and progressive leaders from Jackson Hole Real Estate Associates. E ARLY L E AD E R S HI P I N WYOMI N G In literature and film, conceptions of the early American West can generally be distilled to a single word: Cowboy. But make no mistake, this is a woman’s place—and what better moment than on Jackson’s 100th anniversary to recount such history dating back to the arrival of the first settlers.
Jackson Hole reveled in growth and subsequently saw a rise in commercial opportunities. Many homesteaders started to sell their ranches to launch businesses. That influx quickly brought to light infrastructure needs and livability issues. Finding the right crop of leaders to answer those issues would not be hard, it turned out.
In early frontier days, Jackson Hole was not an easy place to call home. It was said the soil could not grow much besides cattle. Harsh winters and short growing seasons deterred all but toughest ranchers. Many went belly up when livestock prices crashed or an exceptionally long winter depleted hay crop. Woman took on outsized roles, with little to no regard for societal ideology, both caring to domestic and family matters and helping with physical chores when such conditions arose.
Five women were nominated by the community for the Town Council: Grace Miller, Rose Crabtree, Mae Deloney, Genevieve Van Vleck and Faustina Haigh.
Jackson Hole demonstrated the importance of women in 1920 by becoming the first town with a local government of all women— coincidentally the same year the 19th amendment was ratified. Incorporated only six years earlier, the Town of Jackson had been designated as the county seat. That meant it would need to elect a local government to oversee municipal affairs—which were beginning to mount.
All members of the “Pure Foods Club," the women campaigned on a pitch that resonated with voters—making the dusty frontiers town a little more livable. As the Casper Star Tribune reported, that meant collecting overdue taxes, improving water, sewer and electricity services, and build out roads. “1920s Jackson was a hard place to survive in,” explains Morgan Jaouen, executive director of the Jackson Hole Historical Society. “These were outspoken, respected women who were seen as partners with their husbands.” All five women were elected—and in several cases, by a handy margin. Grace Miller, who would become Mayor, received twice as many votes as her

male opponent. Crabtree won against her husband, collecting 50 votes to his 31. An article from the Delineator, a deeply popular women’s magazine in the early 1900s, wrote regarding the recent elections, “Let’s elect the women. Someone in the audience at a town meeting two years ago in Jackson, Wyoming interposed that remark as a humorous solution of a town difficulty. The town took that remark seriously.” The article adds: “What the women have done to the town is worth telling, because it proves that women can bring into practical politics common sense and business ability.” Taking office on June 7, the five women—who became known colloquially as the “Petticoat Rulers”—quickly set about to appointing other women to serve in administrative positions. At least four women were appointed to high profile positions, including Pearl Williams, who became one of the first female town marshals in the country. “We put into practice the same thrifty principles we exercise in our own homes,” Mayor Miller said in an interview. “We wanted a clean, well-kept progressive town in which

to raise our families. What is good government but a breathing-place for good citizenship?” In office, the Town Councilors made good on their campaign promises. Because of uncollected taxes and fines, the town reserves had only $200 when the women took office. By personally collecting past dues, the women grew the coffers ten-fold. With the funds, the group installed new culverts, passed health laws that included penalties for littering, implemented a weekly town clean-up and established a town cemetery. In 1921, Miller, Van Vleck and Haight were reelected with wide margins.
“My recollection is that it was not in protest to former administration, nor, really, a matter of politics, but just an impulsive and spontaneous gesture on the part of an assembled Town Caucus, to give women a chance to run things,” wrote Marta Winger – who was appointed by the Petticoat clan to serve as Town Clerk –in a 1981 letter.
In the years since, women’s participation in state and local government has ebbed and flowed. It was not until 2001, when Jeanne Jackson won office, that Jackson once again elected a female mayor. Even so, women continue to play a significant role across every sector in Jackson Hole and Wyoming.
“It was a very small town, and I remember the delight everybody felt when the event met with such enthusiasm from the press and papers all over the country carried the story. The ladies were besieged by investigative reporters — and Jackson was on the map.”
“We’ve kept the values and the things that are important throughout the last century,” Hailey MortonLevinson, a two-term Jackson Town Councilor and current mayoral candidate, said in a 2014 interview. “I’m honored to be in Jackson and part of the Town Council and also part of the community in its 100 years anniversary.”

Jackson Hole Real Estate Associates Community Grant Program Jackson Hole and our surrounding communities have always had a strong sense of community pride. There is a love for where we work and live. As a company, Jackson Hole Real Estate Associates shares the passion for our communities with our agents, and we welcome the opportunity to partner with them to support the organizations and people that make them extraordinary. Available exclusively to Jackson Hole Real Estate Associates, the Jackson Hole Community Grants program invites agents and staff to apply for funding to be awarded to an organization with which they are actively involved. Recently, Jackson Hole Real Estate Associates helped fund part of the “Community Mask Project” partnering with our local hospital foundation, St. John’s Health, and the Yellowberry Mask Initiative. Our agents stepped
up and raised funds to help donate 10,000 cloth face masks for St. John’s Health employees, patients, visitors, and local community members. Yellowberry is local Jackson-based company founded by Megan Grassell. Grassell committed to help fulfill growing need for masked and fasttracked the production of them. “Everyone is looking for ways to help right now and we have been overwhelmed by the number of customers looking to support local communities and hospitals,” Grassell said. Jeff Ward of Jackson Hole Real Estate Associates spearheaded the project with Grassell and First Republic Bank also joined the effort. “It feels incredible to have two local entities working side by side to support a young entrepreneur and the
local community,” said Jeff Ward. Through our agent volunteers, thousands of masks were distributed to community members over a twoday period outside of Smith's grocery store. This initial mask initiative with Yellowberry led St. John's Health Foundation to purchase an additional 20,000 Yellowberry masks to distribute to local businesses, hospital visitors, and community members. The list of organizations that our agents are involved in just keep growing and we are proud of their efforts. Recent grants have been awarded to Jackson Hole Food Cupboard, Teton Valley Meals for Kids, Thayne Food Bank, Afton Food Bank, The Art Association, Snake River Fund, Habitat to Humanity, Teton Literacy Center, GAP, City Kids Wilderness Project, the Jackson Hole Skating Club and Jackson Community Housing Trust.

And there may be no organization more instrumental than Friends of Pathways. Since it was first discovered by fur trappers in the mid-1800s, and perhaps even earlier, Jackson Hole’s jutting beauty has captivated the hearts and minds of adventurers from around the world. In the many years since, prudent conservationism – which at times has been hard won – has helped to preserve the valley’s vast natural resources for generations to come.
As a result, Jackson Hole has evolved as a community, but it remains one of the greenest places in the country. The region boasts some of the most diverse wildlife and ecology in the Western Hemisphere, and more than 98 percent of the surrounding lands and waters are protected in National Park and Forest, public lands and private easements.

Founded in 1994, Friends of Pathways helped secure the first paved pathway in 1996—a ten-foot wide, four mile stretch of asphalt that connected the high school area to neighborhoods in West Jackson along Flat Creek. It was a modest achievement, but a critical first step. Today, more than 67 miles of pathways, including 27 in the Town of Jackson, provide turnkey access to nearly every corner of the valley.
