Born from a Dream

The Remarkable Evolution of Jackson Hole Mountain Resort

Long before Jackson Hole came on the map as the country’s premier ski destination, even before it was known as the gateway to two of the nation’s most esteemed National Parks, the area existed as a quiet cattle town. To be sure, the impressive mountains—which one 19th century fur trapper called “the most remarkable heights in the great backbone of America”—long attracted climbers, hikers and early skiers. But until the mid-1900s, the valley’s permanent residents were chiefly ranchers and hunting guides, attracted by affordable homestead plots and an abundance of wildlife that produced a steady stream of wealthy East Coast patrons. It was to this rough-and-tumble community—a “classless society full of class,” as Nathaniel Burt, one of the valley’s first dude ranchers, put it—that a middle-aged Paul McCollister arrived in 1957. Retired at age 41 from radio advertising in San Francisco’s Bay Area, McCollister

relocated with his family to Jackson Hole, where he had spent a summer in his youth working as a “gentleman rancher” on one of the valley’s cattle operations some 25 years earlier. McCollister’s ambitions at the time were more introverted than grandiose. Asked by a colleague what he planned to do in Wyoming, McCollister replied: “I’m not going to do anything. I’m just going to play.” And so he did. McCollister purchased a nearly 400-acre ranch north of the Town of Jackson, which at the time consisted of little more than a few shops, a grocery store, two bars and a mechanic’s garage. An avid outdoorsman, he soon became president of the Jackson Hole Ski Club, a ragtag organization that trained alpine and Nordic racers after the town’s first ski hill, Snow King, was opened in 1939.

night. Teton Village, as locals began to call it, became an unofficial moniker that would stick.

But, ever the visionary, it wasn’t long before McCollister began to develop bigger plans. Partnering with Alex Morley—a general contractor from Cheyenne, Wyoming, who after spending several summers in Jackson Hole during the 1950s relocated to the valley with his family in 1960— McCollister began to survey sites to build a new ski resort. The two considered several locations, including Cache Creek to the east of town and Static Peak in Grand Teton National Park—which, at the time, wasn’t an inconceivable proposal. Both Rainer and Rocky Mountain National Parks contained small ski resorts. Eventually, the men decided on a modest plot of land at the base of Rendezvous Peak on the southern end of the Grand Tetons. A rocky outcrop dotted with a few marshes that didn’t grow much besides mosquitos, the land was not particularly attractive. But it did offer proximity to the Town of Jackson and Wilson, then still not more than a small ranching community at the base of Teton Pass, and an impressive 4,000-plus feet of vertical from summit to base. And, because the Teton Range caught passing weather formations, the area was known to receive some of the valley’s heaviest snowfall. Leveraging Morley’s political connections in Cheyenne, the business partners secured a federal

business loan, which, owing to Teton County’s “economically depressed” classification, qualified for government subsidization. Under the Jackson Hole Ski Corporation, the two purchased the plot of land at the base of the mountain, owned at the time by the Crystal Springs Girls' Dude Ranch, for about $1,300 per acre.

T H E E A R LY D AY S In 1964, Jackson Hole Ski Corp. began erecting lifts and clearing runs. Morley, a builder by trade, oversaw construction, while McCollister managed promotion. In December 1965, the resort’s first lift, Aprés Vous, opened to the public. The following year, the 2.5-mile Aerial Tram began to run, carrying skiers from the base of the mountain to the 10,450-foot summit of Rendezvous Peak, which made it the largest single-lift serviced mountain in the country. The development also created 35 commercial lots and 123 residential sites, which were put on the market for $50,000 and $10,000, respectively. The Alpenhof Lodge opened in December of 1965, providing the area’s first lodging accommodations. It was followed by several more businesses in 1967, including the Mangy Moose and Nick Wilson’s Hostel, the latter of which offered rooms for about $10 per

The resort’s launch quickly began to have a transformative impact on the local economy, which had long revolved around seasonal travelers to the National Parks, fall hunting and the beef trade. But the changes were not altogether warmly welcomed by locals. Many disapproved of the demographic the ski culture attracted, “long-haired hippies,” as one resident described them, and the community grew increasingly divided by affiliation: long-time ranchers and the newly arrived skiers. “There was definitely a conflict between the cowboys and the hippies, and most of the hippies were ski bums,” Kirby Williams, who grew up in Jackson Hole at the time, told the Billings Gazette in 2016. “They were not a good mix at the Stagecoach Bar.” The divisions did not last long, however, largely due to the economic development facilitated by the resort. The influx of winter visitors helped create year-round business for stores, restaurants and hotels, many of which had previously closed during the winter off-season. “Everyone had a job in the summer, but come Labor Day they got laid off and went on unemployment,” McCollister told Jackson Hole Magazine in a 1991 interview. “As I recall, there were about four restaurants in town, and each fall they flipped a coin to see which one would stay open that winter.” In those early days, Jackson Hole Ski Corp. was driven largely by a cult status. It was a demanding hill, steep and unforgiving with few beginner or intermediate runs. The small number of lifts made much of the mountain inaccessible to inexperienced skiers.

“Jackson Hole was the Wild West of the ski world,” one resident who moved to the valley in the early 1970s explained. “It was mostly young people who worked to support their ski habits. It wasn’t unusual to see guys living out of their car or working shift jobs so they could get on the slopes during the days.” Aerial tram on its way up the mountain at Jackson Hole Mountain Resort | 1967

And, unlike other more established resorts across the country, the incipient Teton Village still lacked many of the flourishes that traditional winter travelers sought. But the valley’s consistently deep, powdery snow attracted a young crowd that was redefining the sport and that cared little about orthodoxy, and the area soon became an enclave for the counter ski culture. That bohemian lifestyle, coupled with Jackson Hole’s rugged terrain and deep snow, earned the mountain a reputation as a premier destination for serious skiers. In 1967, World Cup champion racer Jean-Claude Killy told Sports Illustrated: “If there’s a better ski mountain in the United States, I haven’t skied it yet.” But business was hardly booming. “There were very tough times in the early days,” said Rich Lee, a ski instructor who joined Jackson Hole

Ski Corp. in 1976. “I think we survived by selling furniture out of condos, selling lifetime passes. Anything to try to survive another year.” After several years of running the resort with McCollister, Morley became frustrated. “He joked that it was fun to develop but no fun to run when few people showed up to ski,” Morley’s son Bruce recounted. McCollister bought out his business partner and would continue to operate the resort for nearly three decades. He managed to keep the business afloat by marketing to the audience that helped establish its reputation and by his own persistence. But McCollister, too, realized the model wasn’t sustainable. Struggling to keep the resort profitable, he began to search for a potential buyer who shared the ambitious ideals with which he and Morley had started Jackson Hole Ski Corp. He found that fit in the Kemmerers, a long-time coal mining family with deep roots in Wyoming. Along with his sisters, Betty and Connie, Jay Kemmerer purchased the resort in 1992.

into the state,” Connie said in 2015. “One of my favorite quotes from my brother is that ‘Jackson Hole is a diamond in the raw,’ and that has certainly turned out to be true.” By all accounts, the Kemmerers had acquired a diamond still very much in the raw. The lifts were aging, and the resort lacked the modern infrastructure of competitors, many of which had begun to be bought up by conglomerates. “It started with an, ‘Oh my god, we own it. What are we going to do with it?,’” Jay Kemmerer explained. “It didn’t come fully loaded with everything. It had many phases of figuring out what was most necessary to put together.” Driven by a commitment to reinvest in the local community and the state, the new owners started into the difficult task of modernizing the mountain, which had been rebranded as Jackson Hole Mountain Resort. Following the U.S. Forest Service’s approval of a mountain master plan in 1996, the family began installing new lifts and expanding passenger capacity on others. In 1997, the Teewinot high speed quad opened, creating more trails for novice and intermediate skiers. That same winter, the Bridger Gondola went into operation, which provided greater access to the mid mountain and


J HMR transported skiers and snowboarders up 2,700 vertical feet in fewer than eight minutes. Between 2000 and 2005, the Kemmerers installed three new chairlifts, which continued to expand the mountain’s skiable terrain. Around the same time, several new world-class hotels opened at the base of Teton Village, including Teton Mountain Lodge, the Four Seasons Resort and Hotel Terra. In 2006, Jackson Hole Mountain Resort announced plans to replace the Aerial Tram. After 40 years of service, the iconic lift was shut down. Two years later, new towers were installed, and in the winter of 2008 the new tram, a $32 million investment, went into operation. Boasting the longest continual rise of any lift in the United States, the tram introduced the capacity to carry 100 passengers up 4,139 feet to the summit of Rendezvous Peak in nine minutes. Over the past decade, Jackson Hole Mountain Resort has continued to

invest in improved infrastructure, summer and winter operations, safety and environmental stewardship. Since 2007, the resort has run on 100% renewable energy, which helped earn it the NSAA Golden Eagle rating twice, the highest recognition of environmental achievement in the ski industry. Those investments have helped establish Jackson Hole as one of the world’s preeminent ski destinations. For eight consecutive years Forbes Magazine named Jackson Hole Mountain Resort as the top resort in the country, a distinction it has earned from numerous industry publications and experts. The mountain reported its busiest season to date last winter (2018/19) at 715,100 skier days, which coincided with one of the snowiest winters in the valley on record. “We have taken great efforts to listen to all of our customers with the goal of continuously improving our operations,” Mary Kate Buckley,

the resort’s president, said of the achievement. From a ski hill born out of little more than a vision and a passion for the sport, Jackson Hole has evolved into one of the foremost destinations in the world. Over its 50-plus year history, the mountain has taken many forms. Its culture has adapted and transformed with the times, but, through it all, Jackson Hole has remained true to its unique heritage, while continually striving to deliver an even better experience. In 2015, Alex Morley passed away at his home in Bend, Oregon. Just months before, he visited the resort he helped create. Paul McCollister died in 1999 in the valley he loved and helped shape—Jackson Hole. “Paul was a true pioneer,” Michael Berry, president of the National Ski Areas Association said on McCollister’s passing. “He created Jackson Hole from a dream.” Indeed, that dream lives on today.

THE REFUGE DILEMMA

Each autumn as the aspen groves erupt into a spectacle of color and the first snows dust the mountains, the region’s elk populations begin their seasonal migrations from the alpine high country to lower elevations. It is a natural ritual forged out of survival. After months spent grazing on rich summer foliage, elk must move to milder winter habitats less susceptible to the elements and where winter feed and water will be more accessible, or, risk the poor outlook of surviving the long winter and heavy snows in the mountains.

N AT I ON AL E L K RE F U G E This passage, nature’s final curtain call before the onset of winter, brings to life the area’s wildernesses. The first migrations coincide with the peak rut, during which bull elk begin to separate and gather cows. Bulls will dutifully defend their harems, seldom sleeping or eating for weeks. A bull may lose as much as 200 pounds, or about 20 percent of its weight, fending off challengers. These herds will then begin their long and generally arduous journeys to winter habitat.

THE PIONEER FOOTPRINT Elk migrations across the Greater Yellowstone region were first observed by fur trappers, who arrived in the Jackson Hole valley in the 1820s— although Native American tribes had discovered the region’s rich ecological diversity long before. Blackfoot and Shoshone Indians would make camp in the area following the spring thaw, but, like the elk they hunted, the harsh winters limited their stays to the warm summer months, after which the tribes would migrate to milder climates. Drawn by the bounty of wildlife, the first trappers established Jackson Hole as a crossroads of at least six major trade routes. These early explorers hosted annual rendezvouses, and word

soon began to spread about the area’s rugged beauty and natural fertility, proliferated in East Coast newspapers. In the mid-1880s, the first permanent settlers began to arrive, and within a decade the valley was dotted with the first cabins and settlements, several of which survive today. Early pioneers braved long winters and short growing seasons to begin the area’s first successful cattle operations. It was a tough existence, but the burgeoning beef trade across the West made for potentially lucrative earnings to those who could bear the isolation and frigid temperatures. The rocky soil proved amenable to alfalfa hay and oat crops, which sustained livestock through the winter. Through the turn of the 20th century, as railroads facilitated greater commercial travel, Jackson Hole’s notoriety continued to grow. Many visitors were attracted by the valley’s renown hunting and fishing, which created boon for local outfitters and later dude ranches. Like the first ranchers, these operations relied on feed crops to support livestock, which were critical to their businesses. The appearance of ranches and outfitting operations quickly began to disrupt elk migrations. Fences and later roads created barriers that interrupted routes, while haystacks and winter feed grounds provided convenient, albeit

unintentional, sustenance that made further progress unnecessary. At the same time, increased hunting pushed many herds back into the mountains in the fall, and the onset of winter then prevented movement south. Herds that were once believed to migrate as far south as the Green River Basin began to stop in the Jackson Hole valley.

A N AT I O N A L REFUGE Increasingly hemmed into the valley for the duration of winter, the Greater Yellowstone elk population began to suffer. Thousands of elk succumbed to the elements following several especially harsh back-to-back winters, which took a noticeable toll on numbers. Sympathetic to the animals’ plight—or, in other cases, simply recognizing the potentially adverse impact on outfitters—many settlers began voluntarily feeding the elk. It was no small inconvenience for ranchers to support elk alongside their own livestock. Short summers made raising sufficient hay for cattle and horses challenging enough. An added burden of often hundreds of elk could quickly deplete their stores, which posed a danger to both the wildlife and livestock. During severe winters, there simply wasn’t enough feed to go around. In 1909, freezing rains and heavy snows drove the area’s elk out of the high country in record numbers. They invaded ranches and roamed the streets of the Town of Jackson, which was not yet incorporated. The subsequent two winters were equally grueling. By 1911, fewer than 10,000 elk were left in Jackson Hole—about a fifth of the 50,000 that were recorded in 1888. One resident noted that it was possible to walk two miles stepping on

elk carcasses without setting foot on the ground. In that first year, 1909, local settlers raised $600—about $15,000 today—to purchase hay to feed the elk. It was the first collective effort to do so. Five districts were established, and a rancher was put in charge of each to manage the feeding. In 1910, the State of Wyoming allocated $5,000 to purchase hay for the elk, but even that proved insufficient. About the same time, local hunting guide S.N. Leek—who had been gifted a plate-glass camera by client George Eastman, founder of Eastman Kodak— began photographing the starving elk. The images were published alongside articles he submitted to newspapers and magazines. Leek, who is often credited as the “Father of the Elk,” embarked on national lecture series, which began to raise awareness of the issue. In February 1911, the Wyoming Legislature passed a motion requesting the U.S. Congress to support efforts to preserve the local elk population. Weeks later, Congress

appropriated $20,000 “to be made available immediately for feeding and protecting the elk in Jackson Hole.” The following year, Congress earmarked $45,000 and decreed the establishment of a National Elk Refuge, which incorporated 1,000 acres of public land and 1,760 acres of purchased land just north of the Town of Jackson. In total, 34 homesteads were acquired in the deal, including that of Robert Miller, one of the first settlers in the valley. The Miller House still sits on the southeast end of the Refuge. Collectively, the Refuge totaled about 1,250 acres in 1912. In 1925 the Isaac Walton League of America bought 1,760 acres of private land in the valley, which Congress accepted to be included into the National Elk Refuge in 1927. Eight years later, Congress allocated $6 million to acquire wildlife land throughout the United States. A portion of the funds were dedicated to acquire 14,000 more acres around the Refuge. added nearly 3,800 more—which brought the National Elk Refuge to its current size of approximately 25,000 acres.

THE FEEDING DILEMMA Today, the National Elk Refuge is managed by the federal U.S. Fish and Wildlife Service. Each year, the program supports between 7,000 and 10,000 elk, although populations have grown even larger during harsh winters. About 25,000 people tour the Refuge each year. While largely applauded for its conservation mission, the National Elk Refuge has become the focus of a national debate over the science and economics of protecting wildlife. Concentrated elk populations are susceptible to the spread of disease, which, passed from animal to animal, could breakout across herds when grouped closely together. Reports of chronic wasting disease, or C.W.D., have put an emphasis on the issue. C.W.D. is an infectious neural disorder

that spreads by mutated proteins. The disease was first discovered in Colorado in 1960, and it later appeared in wildlife along the southeast corner of Wyoming. In 2008, an infected moose was discovered about 45 miles from the National Elk Refuge, and reports of the disease have increased in recent years. In 2019, a mule deer that was shot in the Willow Creek drainage south of Hoback Junction was confirmed positive for C.W.D. The emergence has sparked concerns that the disease, or others like it, could decimate the region’s elk population if it were to infiltrate the Refuge. A seven percent infection rate, which has not been reached, could put elk populations on an escalating downward trajectory, absent hunting or other interventions, according to a recent analysis. Others worry that auxiliary effects, like transmission to other species and fewer hunters, could make managing numbers difficult.

many hungry mouths on too little habitat, compromising the refuge’s conservation mandate,” Bruce Smith, a former staff biologist at the National Elk Refuge, wrote in 2019. As a result, Smith notes, only five percent of the tall willow that once grew on the sanctuary remain.

In the spring of 2019, a coalition of environmental advocates filed a lawsuit against the Fish and Wildlife Service that seeks to require the agency to issue a plan to phase out feeding on the National Elk Refuge. In 2008, the Fish and Wildlife Service committed to creating the plan, but it has been delayed by disagreements among state and federal officials.

As the National Elk Refuge has become the de facto destination for much of the region’s elk, others still worry that predatory species could be affected. Wolves hunt elk, and bears often scavenge on dead elk after coming out of hibernation. Those populations would be affected by a sharp decline in numbers—whether that decline is caused by disease or a smaller survival rate through winters.

Other advocates worry that feeding programs put an untenable burden on local ecosystems. “Human intervention has stuffed too

are likely to increase, particularly during severe winters, absent human intervention, and, because development has impeded migration routes, it’s unlikely the animals will be able to readily adapt behaviors to reach sustainable winter habitat. “It’s like a tar-baby—nobody can figure out how to let go of it,” Brad Mead, a fourth-generation Jackson Hole rancher, told the New York Times in 2009. Nationally and locally, the debate continues to grow, heightened by the looming threat of diseases, like C.W.D. A detailed plan to scale back feeding on the Refuge was released by the Fish and Wildlife Service for public comment this past fall. Meanwhile, the National Elk Refuge’s feeding program continues.

Jackson Hole has never been for the faint of heart. For centuries the Yellowstone caldera has provided a crucible for the daring, the rugged mountains and rivers beckoning adventurers of every ilk with a siren song to test their mettle against nature. It is a place of impressive beauty and unforgiving conditions—a frontier, unvanquished and eternally renewing, where often the reward is the challenge itself. By every measure, the valley’s terrain is among the most demanding in the Rocky Mountain West, and, indeed, that contributes to the area’s appeal. For centuries, the bold have pitted themselves against the land— from Native Americans and early frontiersmen, to mountaineers that first summited the sprawling Grand Teton and Gros Ventre mountains, to casual recreationalists, who each year flock here to indulge in the natural grandeur. In many ways, the area has never been more accessible. Visitation has grown exponentially over the last quarter century, and with it, greater traffic throughout the valley’s vast backcountry. But the geography and conditions are no less demanding today than they were hundreds of years ago. As a result, both experiencehardened experts and novices alike

have found themselves in caught in perilous situations with growing regularity. It’s in these instances, when individuals or groups need immediate help from dangerous conditions, that the Teton County Search and Rescue is dispatched. A small, tight-knit volunteer team of specialized and highly experienced experts, Search and Rescue shoulders the difficult task of assisting those in need, no matter the circumstances. It’s a grueling, aroundthe-clock and throughout-the-year commitment that requires personal sacrifice and assumed risk, all in service of community.

ANSWERING THE CHARGE In 1993, the Teton County Sheriff ’s Office posted an ad in the local newspaper seeking individuals to join the inaugural class of Search and Rescue volunteers. Those to answer the call were responsible to furnish their own gear and equipment, including a pager. It was a ragtag bunch by all accounts, but the kind of backcountrytested professionals intimately familiar with the area who could navigate the complexities of a rescue mission. From those humble beginnings the

organization has grown into one of the world’s most elite rescue teams. Made up of 36 volunteers—including six women and 18 parents, 22 wilderness first responders or outdoor emergency caregivers, seven EMTs, three paramedics, two medical doctors, and a resident nurse—Teton County Search and Rescue conducts nearly 100 missions each year, making it one of the busiest squads in the country. Its members dedicated over 5,880 volunteer hours last winter between December and May, including nearly 3,000 hours of rescues, more than 2,700 hours of training and 200-plus hours of community events. The organization’s success, which is remarkable by every standard, owes to its members’ commitment—both to community and to one another. The volunteers are required to set aside personal, professional and family obligations to answer calls from the field, which frequently involve a large element of danger. The work also demands rigorous training, as one might expect, to develop the technical proficiencies to facilitate rescues in all kinds of conditions and settings. As the popularity of backcountry activities has grown, so too have demands on the Search and Rescue team. Near-record snowfall last winter triggered one of the most active avalanche seasons on the books, according to Bridger Teton National Forest Avalanche Center, including 32 monitored slides in February alone. Teton County Search and Rescue was dispatched more than 50 times from December to March—not only in response to avalanches but across a wide range of needs. Eighty-four percent of the callouts were to made to assist men, which mirrors the area’s 10-year average. Fifty percent were made to help skiers and snowboarders and another 35 percent to snowmobilers.

Consider, for example, a distress call received in February. On a blustery Sunday afternoon, three snowmobilers became lost in Bridger-Teton National Forest. Rangers attempted to follow their tracks, but heavy snows forced officials to return to headquarters.

Following a trail broken by the second team, the groups arrive to Togwotee Mountain Lodge shortly after 5:30 pm. But Search and Rescue’s work is hardly finished; the teams still have to return to Kelly via the Gros Ventre, a potentially dangerous feat at night. In the waning light, the teams depart Togwotee, arriving back to Kelly just before 8:00 pm. An hour later, they arrive to the hangar.

PROTECTION BY PREVENTION Such rescues aren’t unusual. In fact, most missions demand immense logistical coordination and technical execution. The work requires significant resources, which is funded entirely by individual donations and charitable giving, foundational grants, business sponsorships and fundraiser events and sales, facilitated by members. Increasingly, Teton County Search and Rescue is putting an emphasis on prevention. Each season the organization provides community workshops and educational classes to foster backcountry awareness and to share best practices. These outreach efforts take many forms. The biggest is the Wyoming Snow and Avalanche Workshop (WYSAW), a two-day event in late October that drew 500 people seeking to heighten their awareness about backcountry safety. The group also hosts classes about how to pack for the backcountry and snow reading surveys and courses.

The team even launched an initiative to raise awareness to mental health and wellness.

“If people are making the right choices in the backcountry and don’t have to make a call for help, that’s a win for everyone,” explains Matt Hansen, communications manager for the Teton County Search and Rescue Foundation, which provides direct support to team operations, advocacy and education.

Due to the rigorous nature of the area, and the sheer breadth and volume of activity, both inbounds and beyond, there will always be a need for Search and Rescue’s life-saving services. But for its members, the mission is equally, if not more so, about getting ahead of situations before they arise.

Providing the tools and resources to help individuals avoid dangerous situations is one of the top priorities of Search and Rescue. To that end, the organization introduced Backcountry SOS, a mobile app launched in 2018. The program allows users to provide their location and status directly to first responders, even when cell signals may be too weak to access data or place a voice call. Since August 2019, the app has helped save the lives of at least two individuals. Teton County Search and Rescue also launched a podcast, The Fine Line, in 2016. A combination of first-
