Also considers island in Laguna de Bay SANGLEY POINT, Cavite City - The good news that Caviteños had long been waiting for might finally come true. Or, then again, it might be propaganda for politicians to brag come elections 2016. The Department of Transportation and Communications (DoTC) is looking at Sangley Point, a former US Naval base as one option for a new international airport. Transportation Secretary Joseph Emilio Abaya said that, based on the Japan International Cooperation Agency [JICA] study, Sangley's proximity to the capital city at 20 minutes by land makes it an accessible choice as possible site for a new international airport that will replace the old and congested Ninoy Aquino International Airport (NAIA). Another is the Laguna de Bay. “Our initial feedback is that they (JICA) are looking at Sangley because it is within the 20-minute parameter and is accessible. One could also be an island in Laguna de Bay,” Abaya said. JICA is conducting a site selection study for the new international airport that is a long-term development to be completed in 15 to 20 years. Sec. Abaya noted that both Sangley Point and Laguna de Bay require massive reclamation because the new airport requires at least 2,000 hectares."It is very difficult to look for a place that big which is 20 minutes away from Metro Manila.” He said.

The DOTC wants to put into operation a new international airport by 2027 with the joint development of the congested NAIA in Manila and the Clark International Airport (CIA) in Pampanga. Sec. Abaya said the government prepared an airport roadmap until 2040 that calls for the creation of a new international gateway. He said the project could be undertaken through the PublicPrivate Partnership program and said interested investors could join the bidding. “Definitely unsolicited proposal won't

happen,” he added. Once the gateway airport roadmap to 2040 is identified, the DOTC would finalize its plans to execute the policy. But even parallel to this, the DOTC has begun preparatory measures to boost expansion efforts at the CIA and to identify the site for the new international airport. The other option allows NAIA to co-exist alongside CIA and the new airport up to 2040 and beyond. A 6,000-square meter expansion of the passenger terminal building in Clark was recently completed. France's

Aeroport de Paris has started preparing a master plan for a 45,000-square meter low-cost carrier terminal valued at P7 billion. The P1.9-billion rehabilitation of NAIA Terminal 3 being undertaken by Takenaka Corp. of Japan is expected to be completed ahead of the August schedule, while the P1.3-billion rehabilitation of NAIA Terminal 1 being conducted by DM Consunji Inc. is scheduled to be completed in January next year in time for the country's hosting of the Asia PAGE 11

SANGLEY POINT, CAVITE CITY - The 15th Strike Wing of the Philippine Air Force (PAF) once again made its mark in history by hosting the “First Cavite Runway Run: Paggunita ng Kasaysayan” on February 23. About 1,800 running enthusiasts from government, military and private sectors have assembled at the Major Danilo Atienza Air Base runway to participate in the event. According to First Lieutenant Jean Bibon, acting Public information and Historical Officer, their goals are to invite the public, so that they will experience the scenic view of Manila Bay from the runway and discern the numerous contributions of the of the 15th Strike Wing not only to the Caviteños but to the entire nation which is highlighted by their photo exhibit. PAF Aircrafts on Display Amidst controversies that beleaguered the Armed Forces of the Philippines (AFP) and the plan of procuring state-of-the-art jet fighters, the Trojans, members of the 15th Strike Wing, proudly

showcased their OV-10A Broncos (aircraft), SF-260TP Warriors (aircraft) and MD-520MG Defenders (attack helicopters). These are used by pilots in their campaign against insurgencies. Birth of Trojan Based on the historical account of Brigadier General Galileo Gerardo R. Kintanar Jr., Wing Commander, the T-28 Alpha/Delta (variants) Tora-Tora was designated as Trojan and played a significant role in the campaign against rebels in the south. The members of the 15th Strike Wing are known as Trojans. First Force “On November 26, 1973, the 15th Strike Wing assumed administration and control of Sangley Point,” Gen. Kintanar Jr. said. The Trojans had been a key player in important events etched in the country's history. On February 24, a day before the renowned 1986 EDSA People Power Revolt, Col. Antonio Sotelo, Wing Commander during that time, bravely declared that the unit gives their all out support for then Gen. Fidel Ramos and Defense Minister Juan Ponce

Enrile. This action created a domino effect among the military that ushered a new government. When rebel soldiers took control of Sangley Point, specifically its airbase during the 1989 coup d’etat , Major Danilo Atienza of the 5th Fighter Wing stationed in Basa Air Base made a bombing run destroying the aircrafts that were lined along the runway. Because of the extreme sacrifice made by Major Atienza, the airbase was renamed after him. Today, 15th Strike Wing serves the Filipino people through its civil military operations and advocacies, aside from defending communities from acts of terrorism. Oral Health Month Antipolo, Rizal - The provincial government here through the provincial health office (PHO) marked Oral Health Month recently with intensified activities throughout the province. Rizal Gov. NiniYnares, said that other local government units have heeded the clarion call for an intensified promotion of oral health programs that will cater to the needs of the different sectors of society. As such, the PHO's activities in line with the Oral Health Month, prioritized the needs of the children, pregnant mothers and senior citizens and conducted separately in various sites. In Morong National High School, 704 Grade 7 students attended the lecture organized by the PHO. The students also underwent dental examination, and participated in the tooth brushing drills and flouride application. On the other hand, pregnant women listened to PHO's lecture on oral health and went through oral examination, dental prophylaxis and gum treatment held at Bloomingdale covered court in Angono, while senior citizens were the audience at the lecture on oral health care conducted at People's Center in Cainta. “We express our solidarity with the celebration of the Oral Health Month in our province through the tireless efforts of our medical and dental teams in the province and our municipalities/city in providing oral health care our constituents need,” Ynares said. Virata of the Information Business Processing Association of the Philippines (iBPAP), a public sector representative (PSR) was elected once more as chair of the Regional Information and Communications Technology Committee (RICTC) under the Regional Development Council (RDC) Calabarzon, In a RICTC reorganization meeting last March 4, 2014 at the RDC conference room, G/F Marcelita building, barangay Real, this city, Virata was reelected along with DOST-Calabarzon regional director Alexander R. Madrigal as co-chair, and NEDA-Calabarzon regional director Agnes Espinas as vice-chair. “Thank you for the confidence,” said Virata. “If the past year we formulated plans, this year, we will implement these plans." One of the many committees under RDC-Calabarzon the RICTC is tasked to formulate, in coordination with the concerned agencies and private sector, the Regional Information Communications and Technology Plan (RICTP) based on the Philippine and Regional Development Plan. The RICTC members is composed heads of the regional line gencies, local government units, academe (higher/technical and vocational institutions), and private/business/non-government organizations. During the meeting, DOST-Information and Communications Technology Office (ICTO) Dep. Executive Director Monchito B. Ibrahim presented DOST-ICTO priority programs for 2014. He reported the Information Technology-Business Process Management (IT-BPM) services has created 885,000 direct jobs and a $15.5 billion total revenues last year while the IT-BPM industry goals is to create 1.3 million direct employment in which 520,000 of these jobs are to be dispersed in the countryside and generate $25 billion revenues by 2016.

CALAMBA CITY, Laguna (PIA) --The Department of Trade and Industry (DTI) handed over last week P1.3 million worth of machinery and equipment to three cooperators in Rizal Province. The beneficiaries of the 25 units of machinery and equipment for the use in food processing and garments manufacturing are: the 'Boyet Ynares Ladies Movement' (BYLM) and the 'Samahan ng mga Kabababaihang Mangingisda at Maghahalaman ng Talim' (KAMATA), both of Binangonan; and the 'Sampaloc Agrarian Reform Beneficiaries Multi-Purpose Cooperative' of Tanay (SARBMPC). DTI's industry clustering approach in small and medium enterprises (SMEs) development, with its goal to improve quality and productivity grants micro and small enterprises (MSEs) state-of-the-art production and manufacturing facilities through the shared service facility (SSF) project. BYLM, with 100 members composed of women and out of school youth, was granted chest freezers, pressure cooker, food mixer, meat grinder, sausage stuffer, peanut grinder, packaging sealers, a vacuum packaging machine, a cup sealer, and a desktop computer/printer for labeling to produce various processed food. DTI-Rizal director Mercedes A. Parreño said the BYLM food processing facility could provide the best packing and labeling options so that products could be more attractive in the market. Binangonan councilor Isidro Pacis expressed optimism that the SSF project will hasten the government's drive for poverty alleviation and expressed support for local entrepreneurs for the micro entrepreneurs. Meanwhile, KAMATA, the 25member women's group facilitated by development partner Asian Social Institute, accepted the high speed sewing machines, an edging and cylindrical machine to boost productivity, improve quality and production of garments, bedcovers, pillowcases, and draperies. KAMATA President Gloria Arambulo announced that KAMATA immediately acquired subcontracting job orders upon the grant of the high-speed sewing machines. In Tanay, SARBMPC, the 131member strong and the most cited cooperative in the province of Rizal, was awarded a juice

evaporator/crystallizer and a filling/sealing machine to mechanize production of 'instant salabat' to improve productivity. Parreño said with the support of the local government and other government agencies, Sampaloc's instant salabat can now be bought at supermarkets in Rizal. SARBMPC chairman Norberto Juachon also acknowledged the multi-pronged assistance provided by DAR, Tanay LGU and the 2nd District of Rizal. “If not for their assistance, this cooperative could have died down. Now, it has been infused of new blood through SSF”, Juachon said. Tanay Mayor Rafael A. Tanjuatco said his administration will explore to process more products at the SSF center. Atty. Calilong, representing Rep. Isidro Rodriguez, Jr., said the efforts revolving around the SSF project exemplifies the power of

coordination among members of our political system to promote our local entrepreneurs and their products. “As illustration of support, Rep. Rodriguez endorsed the instant salabat as one of the Christmas gift items in the House of Representatives,” Calilong said. The SSF is a conditional grant and will not be for the exclusive use of the cooperator-beneficiaries alone but be shared with other players in an industry cluster. She said last year, only 81 percent of the Calabarzon allocation were disbursed and rolled out due to delays caused by the temporary suspension of grants in view of the issues involving PFAD. Toledo added it is timely for enterprises to become technical and competitive in the advent of the Asean economic integration next year. “It is time to level up quality standards for this is what the SSF intends for. Our products must equal, or better, surpass our neighbors. We shall work as one towards one direction for inclusive growth”, Toledo said. “It is not remote that the SSF project will trigger an industrial revolution in the countryside”, Toledo concluded.

A great law to govern mankind choose the right Publishing, writing, reporting, editing and soliciting advertisements for the newspaper which is too tasking as the duty of anybody engaged in newspapering business. This is where I belong. For more than four decades I earned my dough from publishing since my separation from my family having five offspring from my late husband, I can very well say: 'I am a full time media practitioner and I am known to politicians in Cavite and in the CALABARZON area. Several (if not all) media practitioners had connection to this columnist. And I'm proud to say, or can even brag, that in one way or another, I was able to help them. And I did what I think is the right thing to do. For example, looking back, as God continuously guide my direction, from Latoria, Naic, I came to know a very poor couple and in my willingness to help them decided to adopt one of their daughters, the rest is history. She is now a successful publisher. In Naic, I first stayed in the house of Lorenzo and Carmelita Rolle. My responsibility there was to look after the children of Kuya Ensoy and Ate Lita, who that time was working in another country. In exchange for my duty looking after their children Lorna, Geraldine, Lorenzo Jr., Julius and Bamba this stranger (dayo) in Cavite enjoyed a lot of privileges like free food, a free room where I can stay and feel free as if I belong to the family. Thanks God I choose the right path

With my editor, Ms. Vangie Bautista Sarenas, who during that time way way back was provincial news editor of Balita, I can say again that God has been nice and good to me. Up to this day, time and again I constantly visit the Rolle's in Naic. Its good to mention also in Tanza, Cavite, Vangie Sarenas-Mitton with Tita May Loraya up to now are supporting me. Again, I would say this over and over again, that anybody can live without husband, without friends, mother or father, sister or brother, or even neighbors, but no one can

Noong taong 1614 nang ilipat at itinatag sa Cavite Puerto ang Pamahalaang Probinsiyal ng mga Kastila mula sa Cavite Viejo o Kawit at itinalaga rito ang Gobernador Politico Militar para sa Probinsiya ng Cavite. Nakita ng mga Kastila ang maistratihikong lugar ng Cavite Puertokung kaya't ang puwersang military nila ay itinalaga rin dito. Ang “Casa Govierno Civil” ay ang gusaling pinagtitigilan ng Gobernador. Helping hands DSWD's Sustainable Livelihood Program helps poor households get into entrepreneurship. Find out how marginalized families can take advantage of this government project through funding of their microbusinesses. Marginalized families often have a hard time trying to start their own businesses, but a program from the Department of Social Welfare and Development can get them off on the right foot. The Sustainable Livelihood Program is a community-based program that serves entrepreneurial poor households already served through the DSWD's conditional cash grants. Cash grant participants are introduced to the Sustainable Livelihood Program so that they can have income sources after the grant ends. They get financial literacy training to help them manage money and project their potential cash flows. After training, the program provides capital assistance of P10,000 per household. Who can participate The program has helped 50,000 poor families since 1993, with a focus on mothers. “Generally mothers are the ones who stay home, so while the fathers go out to work, we provide the mothers with additional income opportunities through homebased livelihood,” says Georgina Hernandez, director of the Sustainable Livelihood Program. Most beneficiaries of the program are involved in agricultural production in the rural areas“many of them grow vegetables and different types of livestock,” says Hernandezand microbusiness, such as running sari-sari stores and the making of handicraft, which they sell to local communities in more urban areas. How it works To assist these fledgling microentrepreneurs, the program links them up with bigger businesses such as restaurants or hotels. municipal government in Malay was very supportive and gave incentives to hotels in Boracay, which is part of Malay, that used the soap produced by our beneficiaries,” Hernandez says. Today, 50 hotel chains in Boracay use Malay Federation's products. DSWD has also partnered with BOTE Central Inc., a Las Piñas City-based fair trade coffee company, to patronize the products of a group of coffee farmers participating in the program. Another major challenge for these microentrepreneurs is scale, or how they can produce enough of their products for their enterprises to survive. “Our program looks at how they can address the market demand,” says Hernandez. As the Sustainable Livelihood Program looks forward to helping more marginalized households, it has big plans for the years ahead, such as expanding its partnership with the private sector and SMEs. The program hopes to have helped 320,000 families nationwide by mid-2013. From her observations working with microentrepreneurs, Hernandez has a few insights to share with those looking to start their own businesses. “The key to good enterprise is having a clear goalwhy you want to earn money, and for whom or what you want to earn. The moment that becomes clear, no matter how difficult the business is, you will keep trying hard and looking for ways to sustain your business.”

ICTC holds E-waste Awareness Day The Information and Communications Technology Center (ICTC) of the De La Salle University-Dasmariñas held its the first ever E-waste Awareness Day on March 7, 2014 with the aim of promoting sustainable practices in managing and disposing of electronic wastes. According to Project ICON (ICT Creates Opportunities for Nature) Co-chair Angie Chui, the event was an expanded version of the E-waste seminar, first held in time with ICT Week 2012. "This time around, we reprised the E-waste seminar but focused on how electronic wastes are managed in the institutional level as well as the provincial level. That is why we invited representatives from the

Department of Environment and Natural Resources so that they can give firsthand information to our participants. We had other activities targeted at informing our students and mobilizing them in the aspect of environmental protection," she said. Among the other activities scheduled during the E-waste A w a r e n e s s D ay w e r e t h e simultaneous screenings of environmental documentaries like “An Inconvenient Truth” and “The 11th Hour,” as well as films like The Day After Tomorrow and Erin Brockovich at the Cabeza and Aguado Viewing Rooms. "Before the screenings, we held short talks about Project ICON just so they (participants) know that we are taking the

initiative in curbing the problems caused by the rampant development in technology, which is the rapid accumulation of waste and deterioration of natural resources that are being used as raw materials in the manufacture of these gadgets," she explained. After the event, the ICTC conducted its annual tree planting drive on March 8 in Lian, Batangas. During its three-year run, Team ICON has planted 1,250 mangrove seedlings and over 300 fruit bearing trees in Calatagan, Batangas and Mt. PalayPalay in Ternate, Cavite using proceeds from the sale of donated electronic wastes to the ICON booth.

The historic town of Tanza commemorated its centennial year in a series of activities on February 27 to March 1, 2014. The town celebrated the three-day event with a grand showcased street dancing, parade of bands and other colorful activities. The festivities kicked off with “TimpalakSayawKarakol 2014”, a competition for barangays, followed by a display of colorful floats and the lively presentation of marching bands that paraded the streets on the first day. A thanksgiving mass was officiated by Rev. Fr. Calixto C. Lumandas, parish priest, at the Sta. Cruz Parish Church on the second day, February 28. Mayor Marcus Ashley C. Arayata's “Ulat sa Bayan” followed where he cited the town's numerous accomplishments including The Most Outstanding Municipality in the Philippines awarded by the Nutrition Council of the Philippines in December 2013. Sangley Point as new airport, usual election propaganda The people of Cavite City have been hearing the news that Sangley Point being converted into an international airport and a container port for the last 22 years and 8 elections ago. But too much politics in the cityis hindering the possibility of what Caviteños considered their saving grace to make the city progressive again. Since the removal of US military at Sangley Point in 1972, Cavite City saw the gradual decline of its economic progress. Comes the decline of the economy is the deterioration also of its political influence. What was once considered the premier city of the province; Cavite City today is nowhere near the shadow of its glory days. It is even categorized as a 4th class city. “We wait and see. For some Caviteños, another reason they doubt the planned conversion of Sangley Point was its great importance to the military. Since the conversion of Fort Bonifacio and Villamor Air Base, to make way for the construction of NAIA Terminal 3, Sangley Point became the most strategic military base because of its nearness to Manila and Malacañang. “I worked in Sangley for too long during the time when the Americans were still there. Even then Sangley is very strategic and today I think the military will not give up Sangley.” However, in 2007, Malacañang has issued an executive order converting Cavite City's Sangley Point into a fully operational commercial port that would facilitate the proposed multi-billion dollar investment in the country by a shipping company. Executive Order 629 Signed by President Gloria Macapagal Arroyo on June 21, 2007, Executive Order 629ordered the Philippine Reclamation Authority to convert Sangley Point in Cavite City into an international logistics hub with modern seaport and airport through an enabling reclamation component. Amadeo advocates organic farming The local government of Amadeo is encouraging farmers to try organic method of farming and explore its market potentials. For a start, the municipal agriculture (MAO) in cooperation with the provincial agriculture office (PAO) and the Amadeo Organic Growers Association (AMOR) held a seminar on organic farming to create awareness among local farmers. Ding Polistico, president of the Cavite Rural Organic Producers and Sellers (CROPS) as resource person, explained the general guidelines on organic vegetable production. Meanwhile, AMOR president Perla Costa said during the recent annual coffee festival, Pahimis 2014, that organic farming sustain a healthy lifestyle, and secure food and income for organic farmers. AMOR was organized in the middle of 2013 with 31 members who are all focused in their mission of practicing organic farming. The provincial government under Gov. Jonvic Remulla is continuously providing support to coffee farmers as well as to AMOR. This include seminars and training, seeds, seedlings, fertilizers, farm equipment, and other agri-related needs. Massive Campaign on Measles and Polio To be able to take part in the nationwide campaign against measles and polio, the provincial government of Cavite led by Gov. Jonvic Remulla, thru the effort of the Provincial Health Office headed by Dr. George Repique held an advocacy meeting on March 7, 2014 at the Cavite Collaboration Center for Public Health in Trece Martires City. The early gathering was initiated to create awareness and outline strategies for the mass immunization of Measles-Rubella (MR) Vaccine and Oral Polio Vaccine (OPV) project in the whole province. Among its objective is to ensure sufficient lead time for micro planning, orientation and preparation and make a comprehensive social mobilization plan including media and communication materials. It also aims to make quality micro plans for every barangay to ensure that no children are missed. The assembly encourages different agencies, especially the members of PHO to provide sufficient monitoring and supervision staff in all areas, as well as make a plan in advance for rapid coverage assessment (RCA) to be implemented during the mass immunization in high risk puroks followed by immediate mop ups if RCA fails. The mass immunization will include giving of free MR Vaccine to children aged 9 months to 59 months and OPV to children aged 0 to 59 months. There will be immunization posts that will be manned by health personnel on a schedule basis. MR-OPV mass immunization will be conducted on September 1-30, 2014 to as part of the Goodbye Tigdas campaign. The mass immunization for measles-rubella vaccination and polio vaccination was intended to interrupt the transmission of measles and rubella. It aims to protect the population from the consequences of importation of wild poliovirus and link the mass immunization by identifying high risk communities for routine immunization using the Reaching Purok strategy. In the planning session, it was agreed that one month or three weeks before the mass immunization, Barangay Health Workers will visit their communities and mobilize mothers/caregivers and children and inform them about the date and place of vaccination. Every purok will have at least one fixed site immunization station open for the whole day starting from eight in the morning with at least two staff per immunization station. Vaccinated children will have finger markings to facilitate RCA and catch up activities. Likewise, updates on high risk communities were identified and given proper guidance. As of February 5, 2014, there were 734 measles cases reported in and outside Cavite with three deaths. Top five municipalities/cities with the highest number of cases include Dasmarinas, Imus, Bacoor, Gen. Trias and Silang. (PICAD)
