Welcome to the 2014 St Barths Bucket!
O
n behalf of your sponsors, the Bucket management team, and the people of St Barthélemy, it is our pleasure to welcome you to the world’s leading superyacht regatta, the St Barths Bucket. From the early days back in Nantucket when owners met to celebrate their yachts and their friendships, the St Barths Bucket has grown and evolved.Yet it remains true to its core values.We continue to make every effort to maintain the legendary “Spirit of the Bucket” — that wonderful balance of camaraderie, competition, safe seamanship, sportsmanship and, of course, fun. The Bucket tradition continues with beautiful yachts from around the world gathering again for incomparable racing in the unspoiled waters off St Barthélemy. With so many of the world’s most elegant and impressive superyachts in attendance — both classic and modern — this year will write another distinguished chapter in the history of this regatta. The Bucket regattas have been at the forefront of safe racing for years now. As you know from pre-regatta correspondence and these Sailing Instructions, the Event Organizer will take a proactive stance on enforcing the rules of the regatta, safe racing and sportsmanship. It is incumbent upon all competitors to abide by the rules and play a role in rule enforcement. Safe racing is the responsibility of everyone involved in the St Barths Bucket. The level of sportsmanship in this event has set a standard in superyacht racing and we fully expect that to continue. Every year brings changes and improvements. We’ll continue the popular pursuit racing format with the focus on class competition. This debuted last year and was very effective in enhancing safe sailing and fair racing.The final awards celebration and prizegiving is at a new, convenient venue, walking distance from the Capitainerie where all are welcome. The sponsors have made a significant commitment to you and this renowned regatta.They all deserve special recognition and thanks. It is their contribution that has allowed us to continue the Bucket’s long-standing tradition of excellence in a non-commercial atmosphere. Our host, St Barthélemy and the Port of Gustavia, extend their gracious and warm welcome to all of you. We hope you will take advantage of the many opportunities and experiences that this unique and beautiful island has to offer. Whether you are new to the Bucket experience or a returning veteran, arriving in St Barths and preparing to race and party is a time of great anticipation and excitement. Competitors participate in the regatta entirely at their own risk. Association Bucket Regattas, the Organizing Authority, sponsors, all other affiliated organizations and individuals, will not accept any liability for material damage, personal injury or death sustained in conjunction with, prior to, during, or after the regatta.
2 REGISTRATION Boat captains shall complete their regatta registration at the Bucket Race Office no later than 1700, Thursday, 27 March.
3 DISCLAIMER OF LIABILITY FORM Disclaimer of Liability forms (Exhibit 1) will be available at the Bucket Race Office. They shall be signed by all crew members and guests and returned prior to Friday morning’s pre-race briefing. Yachts which do not submit completed forms will not be scored. For any change in crew or guests during the regatta, the forms shall be updated to reflect new crew members or guests.
4 FFV LICENSES The captain of each yacht entering the St Barths Bucket Regatta will be made an annual member of the St Barths Bucket Association, our official FFV Association. French citizens sailing in the regatta shall hold a valid FFV Sailing License, and the Bucket Association can issue temporary FFV Licenses for the event. Please contact Bucket Regattas in advance or the Race Office on-site to obtain a license.

6 INSURANCE Each yacht is required to maintain €1,500,000 in liability insurance. It is the responsibility of each yacht’s captain and owner to certify that all crew aboard, both professional and amateur, are properly insured against all liabilities and injuries incurred while participating in this regatta.
7 TRANSITING TO & FROM THE RACE COURSE All competing yachts shall use the harbor channel when transiting to and from the race course each day, leaving Gros Ilets to port when departing the harbor and to starboard when returning. Yachts shall not transit through the anchorage between Gros Ilets and Les Saintes. Please adhere to the three knot speed limit in the harbor.
8 NOTICES TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located under the marquee at the port of Gustavia quay and posted on the St Barths Bucket website.

Part 2 RACING RULES & CONDITIONS 1 THE RULES 1.1
The regatta will be governed by: a) The rules as defined in The Racing Rules of Sailing for 2013-2016 (RRS); b) Appendix SY to the RRS (Exhibit 2); c) The International SuperYacht Rule (ISYR) (Rule Overview - Exhibit 3); d) The prescriptions of the Fédération Française de Voile (FFV); e) The safety requirements designated by the yacht’s Flag State, Classification Society and/or code of compliance; f) RRS 55 will be changed as follows: Add the following sentence to the rule. “However, the use of biodegradable wool bands in the course of setting a sail is permitted.” g) If there is a conflict between languages, the English text will take precedence; h) Any applicable local maritime authority rules and regulations.
2 EVENT CLASSIFICATION AND ADVERTISING 2.1 Yachts may be required to display advertising chosen and supplied by the Organizing Authority.

2.2 Owners and their sponsors are responsible to inform advertisers that no activities advertising any brand will be permitted dockside ashore in St Barths without the prior written consent of the Organizing Authority.
3 AMENDMENTS AND NOTICES TO COMPETITORS 3.1 Notices to competitors will be posted on the Official Notice Board, located under the event Marquee on the quay. 3.2 Any change to the sailing instructions will be posted on the Official Notice Board no later than 0900 on the day the amendment comes into effect, except that changes to the program shall be posted by 2000 on the day before the change takes effect. 3.3 In accordance with RRS 90.2(c), changes to the sailing instructions may be made on the water by hail on RC VHF 72. The Race Committee will display flag L with one sound before making the announcement. 3.4 The Race Committee will broadcast its intent for the day’s racing on RC VHF 72 at 1000 daily.
4 SIGNALS MADE ASHORE Signals made ashore will be displayed from a flagpole located at the event Marquee.
5 SCHEDULE OF RACES Three races are scheduled, one for each day from Friday, 28 March through Sunday, 30 March. One race is required to be completed to constitute a series.
6 CLASSES AND CLASS FLAGS 6.1 The fleet will be separated into four classes; Les Gazelles des Mers, Les Elegantes des Mers, Les Mademoiselles des Mers and Les Grandes Dames des Mers. A list of yachts, by class, will be posted on the event website and on the Official Notice Board. At the Race Committee’s discretion, the classes may sail different courses on any given day. 6.2 The start times will be adjusted accordingly taking into account the yacht’s speed potential (determined by the ISYR), course configuration and projected wind direction and speed. In the interest of big fleet safety and fair racing, each pursuit class will have a separate finish time with a gap (number of minutes to be determined) between class finishes (Grandes Dames first, Mademoiselles second, Elegantes third, Gazelles last). The order of finish will dictate the class winners each day. 6.3 Class flags shall be displayed on the backstay at least six feet above deck at all times while the yacht is racing. If such display is not feasible, class flags shall be displayed from the stern pulpit. The Organizing Authority will issue class flags.

7 SAFETY OFFICER 7.1 Each yacht shall designate a safety officer and submit a Safety Officer Information Form in advance (Exhibit 4, posted on the event web site and distributed to all captains via email). The safety officer’s name, local mobile telephone number and email address must be confirmed at registration. 7.2 The safety officer shall be a member of the afterguard whose primary responsibility will be collision avoidance, the safe manoeuvring of the yacht and communicating on the dedicated Safety VHF 17 (refer to SI 22.2) while racing. The safety officer shall have a handheld VHF radio in their possession from the time the yacht approaches the starting area until departing the finishing area following the race and shall answer any and all hails in a timely fashion.

7.3 The safety officer shall attend all pre-race briefings and will be responsible for ensuring the daily Declaration Form and GPS tracker unit are returned to the Race Office as soon as practicable following racing each day, but no later than two hours after finishing.
8 BRIEFINGS 8.1 The pre-regatta Captains’ Briefing will be held at 1700, Thursday, 27 March at the event Marquee. Attendance is mandatory for the captain, designated safety officer and racing tactician. 8.2 There will be a mandatory briefing each racing day at 0830 at the event Marquee. The racecourse, weather and any safety issues will be addressed. Starting sequence options, daily Declaration Forms and GPS tracker units will be distributed. The captain is excused from the morning pre-race briefing if his yacht is scheduled to depart the dock prior to 0930. 8.3 There may be a post-race safety meeting as a result of incidents on the racecourse. Attendance at any post-race safety meeting is mandatory for captains, safety officers and racing tacticians. Yachts will be notified via VHF and mobile telephones.
9 DAILY DECLARATION FORM, GPS TRACKER and RANGEFINDERS 9.1 Each yacht’s safety officer shall complete a daily Declaration Form (Exhibit 5). The completed form shall be delivered to the Race Office within two hours of the yacht finishes. 9.2 Prior to arriving in the starting area, GPS tracker units shall be attached to each yacht in accordance with the GPS Tracker Instructions (SI Exhibit 6). The GPS tracker shall be returned to the Race Office as soon as practicable after racing, but no later than two hours after each yacht finishes racing. 9.3 The GPS unit will track the yacht’s course each day. Tracking will be live and available for replay after racing; the tracking will provide an accurate record of course sailed and proximity to other yachts. The Race Committee will have a comprehensive record of every crossing, rounding or passing situation and be able to monitor the 40 meter minimum separation. Breaches of SI 9 will not be grounds for protest by a yacht. This changes RRS 60.1(a).

9.4 All yachts will be issued a Pantaenius Laser Rangefinder to be used by the afterguard to determine distance between yachts (see Exhibit 7). Rangefinders shall be returned to the Race Office along with the GPS tracker on Sunday following the racing that day.

10 USE OF ENGINES AND THRUSTERS
12 TURNING MARKS, BUOYS AND COURSES
10.1 For safety reasons, yachts are encouraged to run their engines in neutral at any time during the race. Engines may be put into gear and thrusters may be used at any time during the race for a yacht to take action in order to avoid collision.
12.1 Exhibit 8 shows a list of the marks of the course, which includes islands, rocks, yellow flashing-light buoys (marking nature reserves), inflatable marks and their approximate locations.
10.2 A yacht that puts her engine in gear or uses her thruster at any time while racing shall submit a written declaration of “engine use” to the Race Office as soon as practicable after racing, stating the time the engine was in gear or thruster used, the reason for using it, the duration of use and any potential competitive advantage realized. The Race Committee and Jury will review all declarations on engine and thruster use to determine whether use was appropriate and if there was competitive gain.
11 RACING AREA / START LOCATION Racing will take place in the vicinity of St Barthélemy and its adjoining islands. A chart showing the racing area is Imray-Iolaire #A 241. The rendezvous location for racing will be just outside Gustavia Harbor entrance. The Race Committee signal boat will be located SSW of Les Saintes.
12.2 Inflatable marks will be large orange or yellow tetrahedrons. 12.3 Courses for each race will be selected by the Race Committee from those outlined in Exhibit 9. The marks for each course, order to be rounded, and side to be passed are included in the course description. 12.4 If a mark is missing or out of position the Race Committee will, if possible, replace it in its correct position or substitute with a new one. If a replacement mark is not in position, the Race Committee will announce the original mark’s latitude/ longitude position on RC VHF 72, which yachts shall pass on the required side.
13 THE RACE COMMITTEE BOATS 13.1 The Race Committee signal boat (start & finish line) will be the 47m Burger motoryacht, Ingot.

13.2 Race Committee mark boats will be identified by dark blue Bucket Race Committee flags.
14 THE START 14.1 Yachts with the slowest handicap in each class will start first. The starting time for each yacht is determined using the ISYR, based upon projected wind conditions and the course configuration. This changes RRS 26. 14.2 The anticipated course for the day and starting sequence options will be discussed and distributed at the pre-race briefings. After the committee boat is on station and the Race Committee has observed the prevailing conditions, the course and starting sequence option for the day will be broadcast on RC VHF 72 between 1015–1045 (unless postponed). Best efforts will be made to post the starting sequence on the event website www.bucketregattas.com and email it to all captains. 14.4 The starting line will be between a large orange flag on the Race Committee signal boat (on the island side of the starting line) and a large orange inflatable tetrahedron.

14.5 A yellow inflatable tetrahedron will be laid near the Race Committee signal boat as an inner limit mark (ILM). Yachts shall start between the orange tetrahedron and the yellow tetrahedron ILM. The yellow tetrahedron ILM is a mark of the course but may not be on the starting line. 14.6 The start time for the first yacht in fleet is scheduled for 1105 each day. The official time for the St Barths Bucket will be Atlantic Standard Time (AST). The start times will be staggered at not less than 30 second intervals. A sound signal will be made for each start and the Race Committee will attempt to broadcast countdowns for each start. The absence of visual signals shall be disregarded. This changes RRS 26 and Race Signals. 14.7 Rule 26 is changed to: races shall be started by using the following signals.The flag utilized as the class flag will be a large black flag with a lime (the Bucket Regattas flag). A yacht’s preparatory signal is four minutes prior to
her individual scheduled start. After the first boat has started, there will be no flag or sound for any subsequent preparatory signal and no flag for any subsequent starting signal. The Race Committee will attempt to broadcast countdowns for each start on RC VHF 72.
14.8 If the start of a race is postponed, the Race Committee will display AP over a numeral pennant signifying the number of hours from the scheduled starting time (each yacht’s starting time will be moved back exactly that number of hour(s). The Race Committee will announce any postponement on RC VHF 72.
15 RECALLS There will be no individual recalls. Any yacht crossing the starting line early shall not restart and will be given a penalty equal to five minutes plus the time she was over early. A yacht that crosses the starting line more than three minutes early will not be scored. This changes RRS 28.1, 29.1, A4.2.
16 CHANGING THE NEXT LEG OF THE COURSE A course change for any leg of the race will be signaled by a Race Committee boat, displaying flag C, in the vicinity of the last rounding mark. The change will be signaled before the leading yacht in class has begun the leg. The Race Committee will broadcast any course changes over RC VHF 72.
17 THE FINISH 17.1 The finishing line will be between a large orange flag on the Race Committee signal boat (in the same approximate location as the start) and a large orange inflatable tetrahedron located approximately 0.5nm from the signal boat. 17.2 A yellow inflatable tetrahedron will be laid near the Race Committee signal boat as an inner limit mark (ILM). Yachts shall finish between the orange tetrahedron and the yellow tetrahedron ILM. The yellow tetrahedron ILM is a mark of the course but may not be on the finish line. 17.3 A sound signal will be made for each finishing yacht. 17.4 Time Limit:Yachts failing to finish within 60 minutes after the first yacht in class sails the course and finishes will be scored points for the finishing place equal to the number of yachts that finished that race plus 1. This changes RRS 35 and A4.
18 PENALTY SYSTEM 18.1 The Organizing Authority will take a proactive stance on enforcing the rules of the regatta, safety and sportsmanship. Safe racing is the responsibility of everyone involved in the St Barths Bucket. The level of sportsmanship in this event has set a standard in superyacht racing and the Race Committee fully expects the same level of mutual respect between competitors at all Bucket events. It is incumbent upon all competitors to abide by the rules and play a role in rule enforcement by using the penalty system and protest procedures outlined here in SI sections 18 and 19.
18.2 The Scoring Penalty, rule 44.3, will apply. The penalty will be the number of places equal to 20% of the total class size (rounded down). 18.3 RRS 44.3(a) will not apply. RRS 44.3(b) is deleted and replaced with: A yacht shall declare any Scoring Penalties she has taken on the daily Declaration Form. 18.4 When the Jury decides that a boat which is party to a protest has broken a rule and is not exonerated, it may impose a discretionary penalty (which may be no penalty). This changes RRS 64.1. 18.5 If the Organizing Authority receives corroborative or substantiated reports of a yacht being handled in any unsafe or unsportsmanlike manner, invitations to future Bucket Regattas may be withheld. Alternatively, the safety officer and/or racing tactician may also not be allowed to participate in future regattas.
19 PROTESTS AND REQUESTS FOR REDRESS 19.1 The Notice of Race and these Sailing Instructions send the implicit message that the focus is on safety and prudent seamanship, not competitive advantage. They reinforce the fact that Bucket Regattas are congenial racing events. 19.2 Protest forms are available at the Race Office. Protests and requests for redress shall be delivered there within the protest time limit. For the pursuit fleet, the protest time limit is 90 minutes after the last boat finishes. Sailing is a self-policing sport and the role of the Race Committee and Jury in that regard is detailed in Exhibit 10. 19.3 Schedule of hearings will be posted on the Official Notice Board within 30 minutes of the protest time limit. 19.4 If there is an incident on the water and no protest is filed or penalty declared, the yachts’ safety officers and racing tacticians are expected to meet immediately following the racing to discuss and resolve any minor safety issues, sportsmanship, or issues pertaining to competitive advantage. If unable to resolve the issues, competitors are encouraged to file for a Rules Clarification Hearing with the Jury on their daily Declaration Form. 19.5 On the last scheduled day of racing a request for reopening a hearing shall be delivered: (a) within the protest time limit if the requesting party was informed of the decision on the previous day;
(b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66.
19.6 On the last scheduled day of racing a request for redress based on a Jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2.

20 SCORING 20.1 Yachts will be scored based on the order of class finish, adjusted for any penalties taken on the water. 20.2 The Low Point System, RRS Appendix A will apply. No score will be excluded. 20.3 Decisions concerning course selection and wind strength / direction used for scoring are the responsibility of the Race Committee and are not grounds for request for redress. This changes RRS 62.
21 SAFETY REQUIREMENTS 21.1 The yacht’s man-overboard procedure should be practiced aboard each yacht at least once by the crew racing in the regatta prior to the first race of the series. 21.2 In the event of a man-overboard during a race, if a yacht tender or Race Committee boat is in the immediate vicinity, that vessel may recover the man overboard. Whether the man overboard is transferred back to the racing yacht, or not, will be at the discretion of the yacht’s captain. This changes RRS 47.2. A person overboard shall be noted on the daily Declaration Form. The circumstances of the recovery, whether by the yacht or another vessel, will be reviewed by the Race Committee and Jury. 21.3 A yacht that retires from a race shall notify the Race Committee by hailing or on RC VHF 72 before leaving the race area, or by calling the Race Office as soon as practicable. 21.4 All yachts are encouraged to read and follow the regatta’s emergency procedures (Exhibit 11).
22 COMMUNICATION (VHF RADIO / MOBILE PHONES / AIS) 22.1 The Race Committee will use VHF 72 for communication. All yachts shall monitor this channel from the time they approach the starting area until departing the finishing area following the race. 22.2 The Bridge-to-Bridge Safety channel is VHF 17. All yachts shall maintain an active radio watch on Safety VHF 17 from their approach to the starting area until departing the finish area following the race. Yachts hailed by another yacht shall respond in a timely fashion. This channel should be used in close quarters to assist with collision avoidance, determine the other yacht’s intentions, and resolve confusion. If Safety VHF 17 is congested, yachts may use RC VHF 72 for safety related communication. 22.3. The alternative to VHF will be mobile phone communications. All yachts will be provided with a list of mobile phone

numbers for each yacht’s captain and safety officer. Telephone communication is strongly encouraged when Safety VHF 17 and RC VHF 72 are in use. 22.4 Yachts equipped with an Automatic Identification System (AIS) shall operate their AIS system from the time they approach the starting area until clearing the finishing area following the race. This assists in maintaining safe separation between yachts and collision avoidance. 22.5 All yachts are required to perform a radio check and receive acknowledgement from the Race Committee on Safety VHF 17 within one hour of their published start time.
23 AWARDS 23.1 Daily awards for first place in each class will be presented following racing that day (at the event Marquee on Friday and Saturday) and at the final awards ceremony venue (Hôtel de la Collectivité) on Sunday. 23.2 Series awards for first, second and third place in the Les Gazelles des Mers, Les Elegantes des Mers, Les Mademoiselles des Mers and Les Grandes Dames des Mers classes and the Overall Bucket Winner will be presented on Sunday, 30 March at the final awards ceremony. 23.3 The Alloy Yachts Trophy, the All Star Crew Award presented by Holland Jachtbouw, the Wolter Huisman Memorial Spirit of the Bucket Trophy, the Perini Navi Cup and the Vitters Seamanship Trophy will also be awarded on Sunday, 30 March. 23.4 There will be special trophies awarded for meritorious acts, yacht handling and other notable behavior.
24 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. The Organizing Authority will not accept any liability for material damage or personal injury nor death sustained in conjunction with, prior to, during or after the regatta.
25 BOTTOM LINE The rules outlined in these instructions constitute a comprehensive set of racing and safety rules. The purpose of the rules is to encourage fair competition, good sportsmanship and absolute collision avoidance. All competitors agree to be bound by the rules as defined in The Racing Rules of Sailing. None of these guidelines should affect the spirit of Bucket Racing from years past, which is first and foremost:

Exhibit 2: Appendix SY SUPERYACHT RACING RULES When stated in the notice of race and the sailing instructions, Superyacht races shall be sailed under The Racing Rules of Sailing as changed by this appendix. Version 2, January 2014.
SY1 TERMINOLOGY ‘Superyacht’ means a boat with a hull length greater than 30.5 metres. ‘Superyacht class’ means a racing fleet in which a majority of the fleet are superyachts.
SY2 Changes to the Definitions and Rules of Part 1 and Part 2 SY2.1 The definition Keep Clear is changed to: Keep Clear One boat keeps clear of another if the other can sail her course with no need to take avoiding action and with no less than 40 metres between the boats. SY2.2 The definition Mark-Room is changed to: Mark-Room Room for a boat to leave a mark on the required side with no less than 40 metres between the boats. Also, (a) r oom to sail to the mark when her proper course is to sail to it, and (b) room to round the mark as necessary to sail the course. SY2.3 The definition Room is changed to: Room The space a boat needs in the existing conditions, including space to comply with her obligations under the rules of Part 2 and rule 31, while manoeuvring promptly in a seamanlike way, with no less than 40 metres between the boats. SY2.4 The definition Zone is changed to: Zone The area around a mark within a distance of 300 metres of it. A boat is in the zone when any part of her hull is in the zone.

SY2.5 Add new rule 1.3: 1.3 At all times while in the racing area, a boat shall monitor the VHF safety channel specified in the sailing instructions, shall respond promptly to a hail from another boat, and shall communicate with other boats on matters of safety. SY2.6 Rule 17 is changed to: 17 ON THE SAME TACK; PROPER COURSE 17.1 A leeward boat shall not sail above her proper course while she is within 80 metres of the windward boat. 17.2 A boat being overtaken from clear astern shall sail her proper course from the time the overtaking boat is within 80 metres of her until the overtaking boat is clear ahead or more than 80 metres from her. The overtaking boat shall not sail within 40 metres of the other boat. 17.3 When rules 18, 19 or 20 apply, rules 17.1 and 17.2 do not.
SY3 Changes to the Rules of Part 4 and Part 5 SY3.1 Rule 42.3(g) is changed to: (g) Any means of propulsion may be used to help a person or another vessel in danger, or as required to comply with rule 14, Avoiding Contact. SY3.2 Rule 52 is deleted. SY3.3 Add new rule 60.4: 60.4 When the race committee or protest committee learns, from any source, of an incident involving boats sailing within 40 metres of each other, or not responding to a radio hail, it may protest any boat involved. Note: Approved as an appendix to be placed on the ISAF website for development for this discipline. The appendix may be amended with the approval of the ISAF Racing Rules Committee Chairman.

Exhibit 11: Emergency Procedures The Bucket organizers, in conjunction with safety officials in St Barth, has established emergency procedures to provide help in the event of an on the water emergency, including injury requiring medical assistance. We also have emergency numbers should there be and accident or injury on shore.

The St Joseph School is the official charity for the 2014 St Barths Bucket Regatta
E
ach year the Bucket Regatta designates a portion of the entry fee for donation to a meaningful non-profit program in St Barths. This year we have chosen the St Joseph School and their grounds improvement project. The St Joseph School is a private Catholic institution that welcomes more than 200 kindergarten and primary students (ages 3 – 11). The school is one of the oldest educational institutions in St Barthelemy and in need of donations to improve the schoolyard/playground. The clay-coated sand is a health risk to the children and must be upgraded. The 2014 St Barths Bucket is very pleased to be able to help out the St Joseph School and allow the children to continue to learn and grow in a healthy environment.
