Message of the Mayor I sincerely congratulate the people behind the formulation of our Municipal Action Plan-Preventing Violent Extremism (MAPPVE) which contains Programs, Projects, Strategies and Activities that will be carriedout for the period of 2022-2024 to ensure security and safety of our constituents against threats and violence perpetrated by none state armed groups. My commendation is extended both to The Asia Foundation and Balay Mindanaw, Incorporated for providing us the support necessary to enhance our skills and professionalize our work practice relative to end radicalism, violence and threats. Right after my assumption to office in 2019, The Asia Foundation invited us to attend the Project Circle orientation in Manila. Right then and then, you led and guided the Local Government of Datu Saudi Ampatuan to right security and development direction when we were became part of the said program.
I enjoin the security sectors to help in the full practice and implementation of what have been written in this MAPPVE. A plan without implementation is just like “preaching without practice.” It wastes time, efforts and money.
We are in a milestone where we deal with many development challenges. One of the great challenges is how to bring back the trust and confidence of the people to the governance and leadership of Datu Saudi Ampatuan. Residents of this municipality have gone through the ordeal of time where

war devastated their lands and have never seen in life real development. In the past, public service orientation was based on selfvested interest. At present, I dream of a government reaching out services to every constituent of this place, especially the poor and disadvantaged sectors. I now could visualize our journey towards peace and development as full of challenges with every step should be carefully planned. Therefore, for us to realize our Vision, Mission and Goals, I enjoin everyone to embrace the gains of the GPH-MILF peace agreement. We are fortunate enough to reach a truly meaningful Bangsamoro government. Let there be “transparency and accountability” in public service as the bedrock of our profession in running the affairs of Datu Saudi Ampatuan. Let us serve our people within the bounds of public service and ethics, without preservation whatsoever.
Let be assured my administration will fully provide support for the realization of this plan. Let us think of what we can do to improve the lives of our people, not of what the people can give to enrich us. The essence of public service is anchored on the principle of providing excellent service to our people, not on what the people can offer us.

Message In the advent of global social media and unprecedented access to large amounts of digital information, It will be important for us to understand what role these drivers are playing, both in their spurring of violence or violent extremism, as well as their potential use in its mitigation or prevention. Neither, social media can also be used as platform to fight radicalization to weaken radical views and delegitimize violent jihadists, as well as encouraging fatwas that denounce terrorism especially in the SPMS box, the lair of violent extremism in Central Mindanao including areas that are lying beside the Liguawasan Marsh. Violent extremism needs a special concern by all stakeholders of peace. It requires an impeccable efforts and sustainable plans to prevent violent extremism especially so, our municipality is situated in areas where armed conflict becomes the bread and butter of the internally displaced persons (IDPs). Our municipality has gonethrough an ordeal of time: Rido, devastated communities due to prolonged and protracted armed conflict and high poverty incidence. These are all considered end products of violence which requires careful solutions due to its enormous impact to the grass-roots level. Finally, I would like to congratulate everyone to come up with this comprehensive MAPPVE that aims to address the locally based

This action plan is very timely because we are about to pass legislative measures that will fortify our efforts to end radicalism, extremism and terrorism in the municipality. Message In recent times, the spring of violent extremism and radicalization has spurred by economic, political and social stratum not only in the Philippines but the entire globe as a whole. Without having a strategic plan to counter violent extremism, endless fear and skepticism shall continue to divide religiosity and resiliency. The SPMS box which has known to be the lair of the violent extremists needs a multiple steps towards development solutions that focus on the causes of extremism; and the importance of cultivating appropriate partners and supporting a variety of solutions that engage, empower, and foster mutual relationship of Muslim communities and leaders especially, we are now reaping the success of the peace agreement between the government and the Moro Islamic Liberation Front or MILF. My highest commendation to the Local Government Unit of Datu Saudi Ampatuan under the leadership of Hon. Mayor Edris A. Sindatok for a first of its kind Action Plan on Preventing Violent Extremism. On our part, as member of the security sector, we express our full commitment and support in the realization and enforcement of support policy programs relative to strengthen local campaign to quell any attempt of VE to disturb the peaceful living of our innocent civilians. Fighting VE needs the entire community support. Winning the hearts of the community is basically to

increase number of government interventions both social and infrastructure projects, especially in remote and far flung areas. Through this, we can defeat them and can proudly say, VE has no place to live in Datu Saudi Ampatuan!

Background
T
he municipality of Datu Saudi Ampatuan is a 4th class municipality located in the second congressional district of Maguindanao. The municipality is situated in the SPMS box, the areas identified by the government as the sanctuary for local terrorist groups. It has a wide vast track of lands that includes 552 hectares of agricultural land covered by KABULNAN Irrigation System. Of the 552 hectares under the KABULNAN Irrigation System, only 250 hectares of land has been served since its operation in 2000. The water in the upper stream had not reach the lower stream due to heavy congestion of canal linings in addition to the illegal tapping and holes to divert the flow of the water. The main livelihood of the local population (68%) is farming. With the absence of alternative source of living, the municipality records a high poverty incidence and a susceptible peace and order situation.
conflict and family feud. Datu Saudi Ampatuan is a pandemonium of different armed groups and home for hard-core MILF. Likewise, it has been the epicenter of the armed rebellion in the province especially when the MOA-AD was nullified by the Supreme Court in 2008. In this premise, the present administration drew a concept of “Kabpakat and Kapaguyaga”, his battle cry in the promotion of peaceful co-existence and friendliness in governance. There can be no development unless there is an inclusive peace for everyone! As a matter of fact, the council of elders has able to settle the old decade rido between Tambungalan and Mamalapat family without blood money at stake. A prominent murder case was also settled by the council in barangay Dapiawan, thus, avoided an event that could have been a potential bloody armed confrontation between the two erring MILF factions. Thanks to the ontime intervention of the Project Circle.
In line with the LGU’s mission to improve peace and order situation, Hon. Edris A. Sindatok immediately organized the council of elders composed of different stakeholders including the MILF and MNLF. The perennial problem in this municipality is the recurring armed

municipality has able to sponsor 300 indigent individuals/families mostly mothers with a corresponding amount in support to National Health Insurance Program. Every year, there is a surmountable increase of students especially in elementary level without corresponding increase of number of teachers. Consequently, the range of teacher-students ratio is recorded to have reached to 1:90. In order to fill-up the gap, the municipal government has hired qualified 48 locally paid volunteer teachers to prevent large and crowded classroom. Eight (8) locally paid Nutrition Scholars are also hired to monitor the nutrition and related health service of the students.
Socio-Economic Profile of the LGU Location Datu Saudi Ampatuan is located along the intersection of Cotabato-General Santos and Midsayap-Makar Highway. It is 48 km south of Cotabato City, 23 km North of Midsayap, and approximately 70 km away from the Provincial Capitol Office of Maguindanao, which at present is located in the municipality of Buluan. This municipality is part of the second congressional district of Maguindanao. It is bounded on the west by the municipality of Guindulungan and on the North by the municipality of Datu Piang. Its seat of government is in crossing Salbu along the Cotabato City-General Santos City Road. Five of its eight barangays are situated

along Midsayap-Makar Road, one along the Cotabato City-General Santos City Road, and two other barangays at the outskirt part of the municipality.
Income class and Economy Datu Saudi Ampatuan has varying land capability. It has a fertile land which can be cultivated for various crops but requires good farm management practices. The sloping land area is fairly good, though it suffers from mild erosion causing soil infertility. However, with good land management and conservation practices, it can still be cultivated occasionally. It is best suited to pasture and forest development. The nearly level land is considered good, which can be cultivated safely but requires protection from occasional overflow and flash flood. The marshland located in barangay Gawang is best suited for fishponds and freshwater fish production. Excised from the municipality of Datu Piang in the province of Maguindanao, the Municipality of Datu Saudi Ampatuan was created on July 7, 2003, through the MMA Act No. 151. It is a 4th class municipality and named in honour of the former mayor of Datu Piang, Datu Saudi Ampatuan. The predominant source of livelihood is agriculture with 68% of its population engaged in farming. It is followed by fishing with 15%, petty vending with 6%, labor based is 5 % while collection of products and trading with 2% while others comprised the 3% of the population. In terms of Agricultural Support Facilities, the municipality has 1 rice mill, 43 multi-purpose drying pavement, 6 market centers, 2 barangay bagsakan, 12 warehouses, 69 rice threshers, 1 harvester and 2 mechanical dryers.

Demographic profile Datu Saudi Ampatuan urban population is lower than the rural population. The urban population registered at 7,611 or 37.44 percent while the rural population is 12,719 or 62.56 percent. The migration of the rural populace to urban center is the after effect of the 2008 AFP-MILF Armed Conflict wherein most barangays located in the innermost communities of the municipality has been affected or displaced. The barangay Residents who found their better living condition in the urban community did not return to their places of origin. Some of them catered in the identified returned site community in barangay Dapiawan, and Kitango. Others were built their houses in the private land along the Pagatin – Salbu Road. The transfer of the six (6) barangays of the municipality to the newly created municipalities of Shariff Saydona and Datu Salibo also contributes to the decrease of population in the rural areas.

Datu Saudi Ampatuan is dominated by a majority Maguindanaon Muslim and few Indigenous People (IP) in Sitio Hill 224 Barangay Kabinge. Islam constitutes the biggest single group within the municipality registering 97.47 percent; Roman Catholic comes second but to a much lesser extent at 1.29 percent mostly military personnel who has been staying in military barracks in barangay Salbu, Kabinge and Elian. Other religious affiliation constitutes 1.23 percent. Based on the 2020 PSA census, the municipality has a total population of 31,406. Barangay Kitango is the most densely populated with 6,139 followed in order by Salbu 4,591, Kitapok 4,096, Dapiawan 4,084, Elian 3,575, Madia 3,564, Gawang 2,586, and Kabinge 2,423. It has a large youth demographic with 15,527 of the total population younger than 19 years of age. The largest age group, however, is the age 1 to 49, which comprises 87% of the population. Those aged 50 years and older represent the remaining 13% percent. The sex ratio is 1 male for every 2 females.

Violent Extremism Threat Analysis Key drivers One of the major global security concerns at present is the emerging Violent Extremism (VE) more particularly in countries that have been continuously ridden by armed conflict, which includes the Philippines. In recent times, relentless efforts of the government and other peace stakeholders to address and curb violent extremism have been notably less effective. Perhaps, a more vigorous approach and strategy is needed in order to complete the puzzle to once and for all, our people will relatively live in a peaceful and safe community. Violent extremism is everybody’s concern. It may arise anytime of the day! As history tells, even highly urbanized and developed communities in Mindanao are not spared of VE. In order to come-up with a more meaningful approach to VE, a Community Vulnerability Assessment Tool (CVAT) was formulated designed to analyze threats and vulnerabilities in local context as in the case of Datu Saudi Ampatuan. There are at least three (3) major drivers of VE identified. These drivers could be both “Push and Pull” factors, as follows: 1) Economic 2) Socio-Cultural, and 3) Political.

Economic factor The lack of economic opportunities can be significant drivers. The unemployment and limited opportunities to improve living condition could be a frustration, tempting the young ones to accept recruitment and joining the radicals leading to violent extremism. CVAT has listed the following threats under Economic, to wit: 1. High poverty incidence and unemployment rate; 2. Difficulty in sourcing of livelihood; 3. Unstable income from farming; • Low harvest; • Farms are often left out during armed conflict; • Crops are often damaged due to mortar shelling almost every week. • High cost of farm production due to bad road network 4. Residents resort to high interest borrowings. 5. No compensation received by families affected by conflict/casualties; 6. Continuing focused military operations

Political factor
The municipality of Datu Saudi Ampatuan is home to different armed groups (PAGs, MILF, MNLF, BIFF and affiliate groups). These armed groups have posed major threats and challenges to the very existence of this fledgling local government. Dealing with these multiple non-state armed actors becomes a complex phenomenon.
The long standing armed conflict has devastated the lives and properties of innocent civilians. Those residing in remote barangays have left their homes and preferred to stay in evacuation centers owing to non-assurance of tranquillity. A weekly law enforcement operation against the lawless armed groups is a normal reality on the ground. CVAT has identified the following threats as political:
To some extent, some local constituents are giving higher preference to armed groups in dispute resolution rather than going to barangay for adjudication. CVAT has listed the following threats as socio-cultural: 1. Dissatisfaction to government’s response to violent incidence; 2. Non-recognition of the legitimacy of some government institutions; 3. Alleged corruption complaints against DSWD personnel; 4. Most of the residents are living in makeshift houses and always on “bakwit” mode; 5. Need to prioritize work for daily sustenance; 6. No/less participation from orphans of war due to trauma; 7. Religious intolerance; 8. Differing religious interpretation of the Quran; 9. Exposure to radical foreign ideologies; 10. Renouncement of diversity and development; 11. Presence of inter or intracommunal tensions; 12. Loss of trust and confidence to security forces;

1. Unstable peace and order situation; 2. Cyclic force evacuation due to perennial AFP and BIFF armed encounter; 3. Sightings and recruitment of BIFF; 4. Armed encounters; 5. Threats to community leaders; 6. Prevalence of Rido and retaliation; 7. Destruction to properties; and 8. Proliferation of illegal substance.
Vulnerabilities The municipality of Datu Saudi Ampatuan is home for many armed groups and Moro fronts (MNLF, MILF, PAGs) aside from the resurging Bangsamoro Islamic Freedom Fighters (BIFF) whom the government considered a lawless element. The BIFF (Karialan and Bungos factions) have been known for many years of its terroristic activity by conducting harassments on military detachments, planting of EID, extortion and numerous cases of shooting incidents in the locality. With the persistent threat to national security is growing and to the very existence of the Local Government Units, the SPMS box was

categorized as areas of immediate concern due to the presence of lawless elements and seen moving around. SPMS box covers and extends up to 13 municipalities in the second district of Maguindano including Datu Saudi Ampatuan. During the rollout of the CVAT, the research team composed of the PVE Technical Working groups has conducted survey using a questionnaire and Kobo Collect Application. From issues that were surfaced out of the CVAT results, the Technical Working Group (TWG) selected top 8 issues to be included on the Municipal Action Plan on PVE that will address drivers of VE. Given the financial capacity of the LGU as a 4th class municipality, and to see to it that the plans can be achieved in a specific given time, the following Programs, Projects and Activities (PPAs) are hereby considered: 1. Organizing different stakeholders to come-up with a collective decision making or policy in

order to strengthen ties against VE; 2. Provision of irrigation system, farming machineries and other agriculture support; 3. Establishment of Barangay Infrastructures such as barangay hall, recreation center and etc; 4. Intensification of monitoring mechanism to lawless elements; 5. Intra-Faith dialogue and fora among Imams and Asatidz; 6. Alternative Dispute Resolution; and 7. Free survey and land titling 8. Reintegration program for former VE groups 9. Construction of evacuation center 10. Provision of basic goods and psychosocial support for IDPs. All issues that are thrived under political factor, other issues under economic and sociocultural are already included in the Peace and Order and Public Safety Plan (POPS Plan), Comprehensive Development Plan (CDP), Municipal Disaster Risk Reduction and Management Plan and other major plans of the municipality.

The SPMS Box SPMS box is an Acronym representing four (4) municipalities in Maguindanao namely: Shariff Aguak, Pagatin (Datu Salibo), Mamasapano and Salbu (Datu Saudi Ampatuan). The name SPMS box was floated after the Mamasapano clash incident that occurred during a police operation, which took place on January 25, 2015 resulting to the death of 44 Special Action Force (SAF) of the Philippine National Police (PNP). The operation tagged as “Operation Exodus” was aimed to capture the elusive Malaysian terrorist Zulkifli bin Hir. He was hiding in Tukanalipao, Mamasapano believed to be under the protection of the local lawless armed groups (Disgruntled MILF, BIFF and PAGs) operating inside the SPMS box. The local armed groups in the SPMS box are closely affiliated. They are in fact, remnants or followers of the 105th base command which was headed by former MILF renegade commander Umbra Kato. In Maguindanao, blood and family ties determine loyalties and many members of both groups are either relatives or friends. And based on local traditions, the enemy or one member of a family may become the enemy of the entire clan. The enemy of one is the enemy of all. This dynamic makes the ceasefire and law enforcement operation more difficult especially in the SPMS box where most of the local terrorists are hiding in the MILF enclave. During the Mamasapano encounter, armed groups operating under the SPMS box came all together to reinforce their comrades. The bloodbath was a case of “pintakasi”-armed groups who have strained relationship had come together to fight against a common

enemy. Since then, recruitment of young ones with luring promises from the violent extremist was growing stronger. The SPMS box served as a safe haven and breeding ground for various radical ideologist aims to sow terror and spoiled to topple down the on-going GPH-MILF peace negotiation. The SPMS box adjoining the four municipalities was later-on expanded covering at least 13 municipalities in the province due to the lawless armed groups seen moving around in those municipalities in the Ligawasan marsh. In the advent of the new Bangsamoro entity that leads to the establishment of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the local government units operating under the SPMS box have been able to retool themselves by opportune time and anchored on the former Moro Islamic Liberation Front (MILF) guerillas to help them in fighting against the armed lawless group. PCVE programs must emphasize the need to have interplay of different stakeholders in the community to achieve a maximum desired output. Good governance, historical reforms, mainstreaming of former rebels, community participation and sustaining the gains of peace and development in the region is highly infallible.

Recommendations Violent extremism has stood-up challenges and threats not only in the province but the whole nation. Individuals and families from communities affected by violent extremism have suffered long lasting harm and impact. Extremism today has become a way of thinking and outlook of the people outside Maguindanao. Such interpretation needs to be corrected to avoid further marginalization and discrimination against the moros. Violent extremism exists in many forms. It is an attitude and becomes part of one’s belief system if not checked, condemned and disapproved by family, the larger community and the state itself (Mossarat Qadeem, 2020). In Datu Saudi Ampatuan, the effects and harm of violent extremism is evident by massive displacement of people from their area of origin, houses burned and farms unattended due to security problem. Consequently, poverty incidence is very high, unemployment and the worst scenario is that youth could be lured to join VE because of financial support aside from the belief of the hereafter reward. In order to effectively respond to threats and challenges pose by VE in the municipality, the following strategic recommendations are hereby sought:

The implementation of these strategic objectives will be monitored and evaluated continuously to ensure that the vulnerabilities and threats are mitigated if not addressed. Lastly, an impact assessment will be conducted after the implementation of this MAP-PVE to inform an appropriate updating and identification of relevant and contextspecific strategies after three years. The MAPPVE implementation will be likewise assessed and updated every three years to ensure it is attuned with the changing times.

Ito ay nagdudulot ng malaking problema na kung saan ang karapatang indibidwal ay naisasawalang bahala at naisasakripisyo sa kadahilanang nananaig ay ang ipinaglalaban at pansariling kapakanan ng mga terorista.
