Sidang Kemuncak Dunia Ke-8, Seni dan Budaya 2019 (8th World Summit on Arts and Culture) telah menjadi pengalaman yang indah untuk Malaysia dan semua warga Jabatan Kebudayaan dan Kesenian Negara (JKKN), Kementerian Pelancongan dan Kebudayaan, Malaysia. Malaysia telah menjadi tuan rumah bagi acara bertaraf antarabangsa dengan penyertaan peserta dari 81 buah negara. Acara ini telah menarik perhatian dunia ke Malaysia, dan secara tidak langsung menyokong aspirasi Malaysia menjadi hab budaya terkemuka di dunia.

Bersama dengan pasukan Sekretariat IFACCA dan Jawatankuasa Penasihat Program Antarabangsa (IPAC), Sidang Kemuncak Dunia yang bertemakan Mobile Minds: Culture, Knowledge and Change diketengahkan bagi membincangkan kesan perubahan semasa dunia dan impaknya terhadap kesejahteraan sosial, politik dan ekonomi. Perubahan ini tidak terhad kepada Malaysia sahaja, kerana negara-negara lain turut mengalami transformasi yang berterusan yang memberi kesan kepada masyarakat, gaya hidup, kehidupan dan budaya mereka.

Bersama-sama dengan IFACCA dan IPAC, JKKN berpeluang menyatukan penceramah dan moderator yang terkenal untuk menyumbang idea serta kepakaran masing-masing, baik dari perspektif ilmiah dan pentadbirannya yang melibatkan elemen seni dan budaya di dalam dunia yang kian berubah, seiring dengan pembangunan pesat komunikasi, maklumat dan teknologi, supaya isu-isu yang berbangkit dapat ditangani secara kolektif dan holistik dan merumuskan pelan serta dasar yang berkesan untuk pembangunan masa depan seni dan budaya di Malaysia.

Sepanjang Sidang Kemuncak ini, pengalaman dan jaringan baru yang lebih luas telah dapat dimanfaatkan oleh semua peserta dan warga dunia seni budaya, yang menjadikan persidangan ini sebagai ruang dan peluang bekerjasama untuk menegakkan seni dan budaya sebagai elemen penting untuk menyumbang kepada kesejahteraan masyarakat khususnya di Malaysia dan di seluruh dunia amnya.

The 8TH WORLD SUMMIT ON ARTS AND CULTURE, 2019, Kuala Lumpur was held on 11-14 MARCH 2019 at KUALA LUMPUR PERFORMING ARTS CENTRE, KLPac. The 4 days’ event was co-hosted by the National Department for Culture and Arts (JKKN), Ministry of Tourism, Arts and Culture, Malaysia and the International Federation of Arts Councils and Culture Agencies (IFACCA). 1.

The Summit has attracted huge response from participants from 81 countries. Delegates comprise leading policy makers, 2. researchers, managers and practitioners from the Arts And Culture Sector from around the world to address the theme of the Summit “Mobile Minds: Culture, Knowledge and Change” and examine how governments, cultural organisations, creative practitioners, and citizens come and work together to actively lead change. Some 78 speakers were engaged form all over the world to provide their experts accounts and revelations to the theme.

Malaysia took pride as 9 of the speakers are Malaysian selected by the International Programme Advisor 3.

They include among others:- DATO' DR FARIDAH MERICAN, Co-Founder & Executive Producer of the Actors Studio, klpac and penangpac; Ms IZAN SATRINA MOHD SALLEHUDDIN, the founder of Cultural Economy Development Agency (CENDANA); AR. HIJJAS BIN KASTURI AM the Principal Director of Hijjas Kasturi Associates Sdn. who has won many international competitions including the design of the headquarters for Malayan Banking Berhad and Ms. MARION D'CRUZ (MALAYSIA) the founding member of Five Arts Centre who has brought Malaysia traditional, modern and contemporary dance scene to the eyes of the world.

The summit also saw the attendance of high dignitaries which included Ministers, Deputy Minister and other high officials which would further extend diplomatic relations between Malaysia and participating countries. Among them are the Minister Ministry of Youth, Sport, Arts & Recreation of Zimbabwe, Minister of Culture Czech Republic, Vice Minister of Culture Cuba, Deputy Minister Ministry of Education, Science, Culture and Sport of Georgia, Deputy Minister Ministry of Education, Science, Culture and Sport of Georgia, Secretary of Culture and Creativity of Argentina, Ministry of Culture Argentina Republic, Minister Representative from the Office of the Permanent Secretary, Ministry of Culture Thailand. Their attendance will stimulate more government visits and fine dine in times ahead. 4.

Basically, the one-line registration system recorded total Check in of 460 pax, where 299 are international delegates and remaining 161 pax are Malaysians that participated in the Summit. 5.

IFACCA 51st and 52nd Board Meeting were held at Pullman Hotel 6.2 10 AND 14 MARCH 2019

Executive Leader Seminar 1 took place on Sunday 10 March at Melaka Art Gallery in the historic city of Melaka, a UNESCO World Heritage site while Executive Leader Seminar 2 Thursday 14 March Kuala Lumpur Performing Arts Centre (KLPAC).

The 7th IFACCA Annual General Assembly took place at PULLMAN Hotel.

The Opening Ceremony was held at Perdana Botanical Garden, Kuala Lumpur. The event was graced by YBhg. Datuk Isham Ishak, Secretary General, Ministry of Toursim, Arts and Culture, Malaysia.

Delegates were invited to participate in a forum entitled “Southeast Asia Creative Hubs Forum organized by British Council at Aloft KL Sentral.

6.4 12 MARCH 2019

Welcoming remarks was made by the Honourable Datuk Mohamaddin Ketapi, Minister of Tourism, Arts and Culture, Malaysia. Earlier Tan Sri Norliza Rofli, Director General of JKKN gave a welcoming brief to all delegates followed by Ms Magdelena M. Mujica, Executive Director, IFACCA who equally welcomed the delegates.

ARTS IN THE PARK - ‘Arts in the Park’ provided delegates to enjoy the calm and green atmosphere of KL’s botanical garden while participating in the curated art show of modern music, experimental dance, painting and crafting.

6.6 12 MARCH 2019

Bandaloop Arts Festival mesmerized the delegates with their aerial acrobatics dance performance held at the National Visual Art Gallery. The performance was jointly undertaken by the local ASK dance group. The festival was held by courtesy of the National Endowment for the Arts, America and the National Visual Art Gallery, Malaysia.

NATIONAL ART GALLERY NIGHT TOUR – Delegates took the opportunity to the see the exhibitions of Asian and International art at the Gallery while they were there. The gallery is the hub

for the gathering of arts, crafts and cultural items. 6.7 13 MARCH 2019

Gala Dinner brought in Malaysia artistic finest pieces for all delegates to see which include Sape performance, multi-cultural dance and songs of the nation themed Unity in Diversity. This dance reflected the multi-cultural society of Malaysia where Malays, Chinese, Indians and the ethnics groups of Sabah and Sarawak that live in peace and in harmony. Gala Dinner was held at the Love Restaurant of MATIC and attended by the Deputy Minister of Tourism, Arts and Culture Malaysia, the Honorable Tuan Muhammad Bakhtiar Wan Chik. 6.8 14 MARCH 2019

• The regional chapter meetings were held at KLPac following the closing of the 8 World Summit on Arts and Culture, 2019. • Delegates get the chance to appreciate a moment with the Cultural Economy Development Agency (CENDANA) in their ’Bertentang Mata’ Program held in the evening to see some of the contemporary Malaysia unique culture and arts offerings. • A MEDLEY OF MALAYSIA DANCES / RAMPAI SARI TARI MALAYSIA was presented at the last day of the Summit, this dance act showcased a medley of the country dances and are rarely performed in Malaysia. This production held in MATIC drew from several repertoires such as the authentic Malay classical dances, those historically performed at the Malay courts. The Traditional Dance Group University of Malaya, popularly known as KESUMA provided their performances.

The Summit was also decorated with exhibitions and demonstrations for delegates to get acquainted to some of the country’s unique heritage and treasures. Occupying the exhibition were Demonstration of Crafts by Penans, Demonstration of Batik, Demonstrations Of Ceramic, Spa & Henna Painting, Exhibitions Of Young Art Entrepreneurs (YAE), Pre And Post Tour Booth Tourism Malaysia. There was also exhibition By Asian-Europe Foundation (ASEF) and the ASEAN Cultural Year (ACY) by Thailand which will preside as chairman for ASEAN 2019

Terry and the Cuz Theatre showcased their” Made In America theatre” performance at BOBO Kuala Lumpur for delegates viewing.

TITIK MENGALAI – is a traditional performance of music and dance originated from Sabah which is also known as the ‘land below the wind’. It was brought by Persatuan Anak-Anak Sabah (PERKASA) and performed at MATIC.

NATIONAL CRAFT DAY 2019 – National Craft Day is a major annual event organized by Malaysian Handicraft Development Corporation under the purview of the Ministry of Tourism, Arts and Culture Malaysia which was held from the 28th February to 15th March 2019. The event took place at Kuala Lumpur Craft Complex / Pullman Hotel, located within the vicinity of the golden triangle, Kuala Lumpur. Delegates would be able to see the diversity of crafts which covers textiles, woodwork, metalwork, woven items and forest products during the exhibition.

7.2 With a huge response with more than 81countries of the world converging to this auspicious event, would support the country aspiration of becoming a world class tourist destination and a global culture hub.

The Summit has witnessed the participation from other international organizations, thereby would extend networking and future cooperation

between countries; among are ASEAN COCI (Committee on Culture and Information), The Asia–Europe Foundation, ASEF, The British Council and high officials of The Asia–Europe Meeting, ASEM. Thailand as an ASEAN member countries, will be promoting the ASEAN Chairmanship of 2019 events during the Summit.

7.7 At the local front, all Ministry Secretary Generals, State Secretaries, Head of Departments and agencies, Chief Executive Officers of Corporate bodies, Government Link Companies, NGO’s of Culture and Arts leaders, artists and arts practitioners and companies, Embassies and Consulates would provide networking opportunity, capacity building initiatives and future ventures.

Local Culture performances, heritage trail and local hospitality associated to the Summit would promote Malaysia arts diversity heritage and will set the right tone to usher and promote the Nation’s Tourism Campaign, Visit Malaysia Year 2020. International performances by Bandelope and ASK Dance Company coordinated by the National Endowment for the Arts of America and the National Department for Culture and Arts, JKKN would set the tone for future arts collaborations between countries.

Smart partnership between Kuala Lumpur City Hall, DBKL will help promote Greater Kuala Lumpur campaign to the world.

The summit theme “Mobile Minds: Culture, Knowledge & Change” will provide effective platform for great minds to collaborate and address collectively and objectively to the current issues and global changes that poses threat to the sustainable progress from poverty, hunger, racism, inequality, injustice and overcoming challenges in building an inclusive society through culture and arts.

Based on the theme, Malaysia would tap more ideas and knowledge to extend the roles of arts and cultures in stimulating future Business Events in the country. (Meeting, Incentive, Convention, Exhibition/ Events).

Will help create and expand new markets for culture and arts products through global networking among the arts communities attending the summit. The Summit involves arts and cultural shows as such we will require local supplier’s support – coaches to ferry delegates to cultural performances, networking dinner (direct benefit to domestic travel agents); hotel stays, F & B and meeting venue will have direct benefit to tourism industry while the setting up of exhibition and audio-visual equipment will direct benefit to the local suppliers. As for JKKN staffs that manned most of the logistical and marketing, artistic and production functions of the Summit, they found the experience worthwhile while learning new skills and knowledge to help contribute and develop a more competitive arts and culture environment of the nation through future collaborations with their new found foreign acquaintances. 7.10 7.9 7.8
