Rutherford County continues to set the pace for growth in Tennessee. The county’s 2010 population stands at 262,138 — a more than 44 percent increase from 2000 — and is ranked No. 1 among Tennessee counties for its rate of growth. usiness-friendly environment? Check. Track record of job creation success? Check. Redefining economic development strategy? Check. Boasting a vibrant economy, despite an undeniably difficult national climate, Rutherford County has a lot to be proud of. The Nashville-Davidson-Rutherford metropolitan statistical area is the fifth strongest U.S. market for economic strength, according to the Florida-based economic researcher POLICOM, and the U.S. Census Bureau recognized Rutherford as Tennessee’s fastest-growing county in May 2009. Destination Rutherford, a public-private partnership that fosters balanced economic growth, leadership development and education, is a pillar of the county’s focused efforts to create jobs, attract tourism and improve overall quality of life. There is no lack of enticing reasons for businesses and families to locate and grow in Rutherford County. The community’s strong K-12 school system offers parents a high-quality option for their children’s educations, and Daymar Institute, Middle Tennessee State University, Motlow State Community College, the Tennessee Technology Center and the University of Phoenix both afford adults the opportunity to advance their professional skills and promise employers a steady supply of trained workers. The county also combines a favorable tax structure with aggressively customized incentive offerings to offer new companies and existing industries a fiscally competitive environment in which to grow. Destination Rutherford has proactively marketed these attractive attributes, along with the county’s ideal location
and desirable quality of life, to companies far and wide since 2003. “It’s been very successful, and I think part of the reason it’s successful is that it’s made up of public participation, but it’s also made up of private participation,” says Holly Sears, vice president of economic development for the Rutherford County Chamber of Commerce. “You have both sides of the table talking to each other and communicating and developing goals and objectives to meet those goals.” Since its inception, Destination Rutherford has resulted in more than 10,000 new direct jobs, according to Bill Jones, the initiative’s chair since 2007. Respected companies including Nissan, State Farm, Ingram and General Mills are among the corporate citizens that call Rutherford County home. In 2007, Franke USA relocated its corporate headquarters to Smyrna, creating 180 jobs. The headquarters joined a facility that was already operational in La Vergne, and the company relocated two more divisions to Rutherford County in the following months. Part of what makes Rutherford County’s economic development strategy so successful is the focus on building relationships with companies, not merely forcing them into one-size-fits-all incentive templates. “We kind of look at it as a multilevel approach,” Sears says. “You recruit a company here, but you also need to maintain that relationship and make sure that they’re not only here, but that they’re doing well here and sustaining that relationship. issan’s Smyrna factory is going electric, retooling to produce the zero-emissions LEAF hatchback and adding an advanced battery plant to build the packs that power the car. Production starts this year at an existing plant south of Tokyo and Smyrna will start rolling out the cars in 2012. Groundbreaking on the new battery plant took place in late spring 2010 with construction expected to start over the summer. This is a big win for Rutherford County. Nissan received $1.4 billion in loans from the U.S. Department of Energy for the revamp, and, like all new Nissan lines, plants throughout the world bid on getting the project. The Smyrna plant will need construction and maintenance workers to start, and when the battery plant is at capacity, it will have at least 1,000 workers. “We like to build vehicles where they are sold, and we expect the U.S. to be a big market,” says Susan Brennan, vice president of manufacturing. “Any new model within Nissan is globally and competitively bid among the plants, and within the company we’ve earned this program.” Logistically, Smyrna is in a great spot. “It is good from a transportation standpoint, with the interstates,” Brennan says. “We have a good supply base here and one of the most expensive pieces is transportation of parts in and vehicles out.” Nissan began taking pre-orders over the Internet in April to gauge market interest. The LEAF will have a 100-mile range on a single charge, and its 600-pound battery pack fits under the floor, better distributing weight and leaving more interior space, says Mark Swensen, vice president of production engineering. Nissan formed a joint venture with NEC Corp. to design the lithium-ion battery, and
engineers in Japan, the United Kingdom, France, Portugal and the United States are working as a team to improve this key component of the LEAF. Battery production begins in Smyrna in 2012, with 100,000 units a year to start. The Smyrna battery plant will run three shifts, seven days a week, and the modular design allows for production expansion to meet market needs, Swensen says. “Capacity weight is important for vehicle performance and the range it provides is a hot topic,” Swensen says, adding that research shows 90 percent of drivers travel less than 100 miles a day. “Our (system) will tell you how much is left and where charging stations are in the community.” LEAF customers will have the option to buy a home charging dock at an estimated cost of $2,200. Both the charging station and the car itself, with an initial base price of $32,780, are eligible for federal tax credits. The $7,500 vehicle credit brings the price down to about $25,000.

H
ealth care just got a whole lot healthier in Rutherford County thanks to the new Middle Tennessee Medical Center. The 286-bed campus, located on Medical Center Parkway just off I-24 in Murfreesboro’s Gateway Development, will welcome its first patient in October 2010. Situated on a 68-acre campus with scenic greenway access, the state-of-the-art facility is the result of more than a decade of planning. “MTMC has been talking about building a new hospital since 1998,” says Gordon Ferguson, president and CEO of Middle Tennessee Medical Center. “Our strategic planning process indicated we needed to expand, but expanding in our current location was not in our best interest as we looked at it over the next 20- to 50-plus years.” According to Ferguson, the $267 million project was a true community initiative. Working with the design team of Gresham Smith & Partners, project leaders solicited input from MTMC department heads and front line staff members, while also visiting other facilities. “The design allows for growth, both upward and outward,” Ferguson says. “We created a design that could change based on the needs of Rutherford County.” More than 2.8 million man-hours helped make the modern, 550,000-square-foot medical center a reality. The new facility includes 1,606 parking spots, greenway access with more than 9,000 trees and shrubs, and more than $30 million in medical equipment. Measuring at a spacious 270 square feet, patient rooms in the new medical center nearly double those of the original hospital and were created to provide separate zones for the patient, family and caregiver. Visitors appreciate a family area with a convertible sofa bed and separate TV, while large windows with blackout shades
allow for maximum natural light. In the hallways, smaller central nurses’ stations mean less noise, while nurse alcoves outside patient rooms allow caregivers faster, easier access to patients. Patient rooms also include windows with privacy blinds so staff can unobtrusively monitor patients. “Overall, the hospital will be a much more quiet, efficient and healing environment,” Ferguson says. A member of the St. Thomas Health Services’ regional health system, MTMC offers 60-plus service lines ranging from neurology and robotic surgery to women’s health and emergency care. Electrophysiology and palliative care services also will be available at MTMC’s new campus, while access to outpatient care is closer than ever with the DePaul Medical Office Building on site. Plans still are under way for the original North Highland Avenue campus, which has welcomed patients since 1927. An advisory board of local business and community leaders has been tasked with identifying the most communityfriendly use for the 13-acre site. “Having a higher level of care provided here will prevent people from thinking they need to travel to Nashville for health care,” Ferguson says. “Not only will it improve the overall quality of life for the community and bring in new physicians, but a larger hospital will encourage more businesses to move to and stay in Rutherford County.”

All the Right Moves Superior transportation assets make county a distribution hub
W
ith its access to major interstates and a network of highways that put it within a day’s drive of 75 percent of U.S. markets, Rutherford County is a prime location for warehousing, distribution and logistics operations. Interstate 24 cuts through the center of the county, providing a major link to markets in the Southeast and Midwest. The four-lane limited access highway State Route 840 provides a quick connection to east-west route I-40 and north-south route I-65. More than 140 carriers and 150 terminals serve the region, offering trucks with refrigeration, tank and heavy hauling, hazardous waste and flatbed capabilities. Sixteen freight carriers serve Rutherford County directly, with 16 terminals in Smyrna, La Vergne and Murfreesboro. CSX Transportation, the nation’s largest transportation and natural resources company, provides Tier I rail service to the county, with access to piggyback and container services located just a few miles away in Nashville. CSX’s rail system covers a major portion of the eastern United States and links 20 states. The county is adjacent to Nashville and a short drive from Nashville International Airport, which offers 375 daily flights to 74 cities and handles nearly 10 million passengers a year. A major transportation asset for the county is the Smyrna/Rutherford County Airport Authority, which

offers a number of services for private aviation, more than 60 acres of ramp space, access to charter services and 22 hangars for commercial and corporate aircraft. Since 1991, more than $22 million has been spent on infrastructure improvements at the airport, which is jointly owned by Smyrna and Rutherford County and governed by the Smyrna/Rutherford County Airport Authority. The airport, which has 5,500-foot and 8,000-foot runways, is also home to a number of flight training operators. Operations for aircraft structural repair, avionics work, and airframe and power plant maintenance for single engine rotorcraft to large transport jets are also housed there. Facilities include a 15,000-square-foot terminal and business center with public access areas, a pilots lounge and scheduling area, weather center, Internet access locations and multi-use conference facilities. Located on 1,700 acres, the airport is the third-largest of the state’s 78 general aviation airports and the busiest general aviation facility in Tennessee in terms of flight traffic. A key component of the airport is the 400-acre Smyrna Airport Business Park, which has nearly three dozen tenants that include aviation-related businesses, corporate headquarters and manufacturers. Tenants are able to take advantage of the airport’s proximity to major interstates and availability of sites that include direct runway access. One of the newer tenants is Franke Foodservice System, which built a $25 million headquarters and distribution operation at the park.

A
La Vergne-based precision metal fabricator that’s won quality awards in the heavy truck industry is now part of Tennessee’s growing solar power supply chain. Quality Industries has teamed up with a California manufacturer of single-axis, photovoltaic solar power installations. RayTracker, based in Sacramento, makes solar arrays that follow the sun, boosting yields by up to 38 percent over fixed installations and using fewer modules. The North Face Inc. distribution center in Visalia, Calif., has a 1.2-megawatt array. Other sites include installations for British Telecom mounted on carports at LAX, a wastewater treatment plant in Northern California, and a demonstration project at Johnson Manufacturing in Phoenix, Ariz. The metal framing and supports are made in Rutherford County at Quality Industries’ 250,000-square-foot manufacturing facility. Expanding into solar structures was a natural fit for the company that opened in 1972. Diversification is important for the company and its employees, says president and CEO Jeff Mayfield. “We are really trying to grow this. I would love for this to be a major part of our business,” Mayfield says. The partnership hopes to get a big share of work at the West Tennessee
Solar Farm on a TVA megasite in Haywood County and is working on a related pilot project. Heavy truck companies, including PACCAR, which makes trucks under Kenworth, Peterbilt and DAF brands, ramped up purchases in 2006 before new EPA rules took effect. That made 2006 Quality Industries’ biggest year. The company employed 750 people and made more than 200 truck cabins each day for Peterbilt alone, Mayfield says. Combined with the truck industry’s cyclical nature, the recession hit the La Vergne manufacturer hard. Employment was down to 250 in
March 2010 and cabin production hit as low as 30 or 40 a day. Quality Industries fabricates units with high-strength sheet steel and steel tubing 80 feet long, each with four, 20-foot sections, for the solar installations. The 80-foot main beams must meet strict industry standards for flatness and twist, says Terry Tidwell, Quality’s vice president. The company’s quality record and its ability to handle everything from design to fabrication, assembly and painting attracted RayTracker’s attention, says president Matt Henderson. “We are very happy working with QI.”

Q
uite impressive for a centenarian. Middle Tennessee State University, which turns 100 years old in September 2011, continues to be a higher education powerhouse and a key driver in the economic success of Rutherford County. MTSU has 900 faculty members and 25,000 students, and has the largest undergraduate enrollment in Tennessee. MTSU offers 60 degree programs and is comprised of seven individual colleges – business, graduate studies,
honors, liberal arts, mass communications, education and behavioral science, and basic and applied science. Of the 60 degree programs, officials say one of the most popular with students these days is a recording industry degree. The recording industry curriculum is divided into three concentrations – music business, commercial songwriting, and production and technology. Among MTSU’s notable specialized

programs are an aerospace degree, with concentrations in professional pilot, administration, technology, flight dispatch and maintenance management; and a concrete industry management degree, which has high job placement rates. “While we take seriously our role in preparing students for future careers and advanced scholarly pursuits, we also recognize that college is more than just classrooms and coursework,” says Dr. Sidney McPhee, MTSU president. “As such, we encourage students to participate in athletic and cultural events on campus as well as the more than 200 student organizations, which include everything from honor societies and service clubs to fraternities and sororities.”

Health-Care Hub Care defined by quality, new services and construction Story by Susan Newell
T
he economy may still be shuffling along in many areas of the U.S., but when it comes to health care in Rutherford County, construction and services are on a trajectory of immense growth. In Murfreesboro, the physicianowned Murfreesboro Medical Clinic (MMC) recently opened a 78,000-square-foot facility on Garrison Drive, a location chosen in part because of its easy access to the interstate. “As Murfreesboro has become more of a regional medical destination, that type of access for patients has become much more important,” says Joey Peay, MMC’s CEO. Built close to the brand-new Middle Tennessee Medical Center, MMC’s three-story structure includes a surgery center, a comprehensive breast center, diagnostic and
laboratory services, and outpatient physical therapy. Other third-party tenants in the complex include a home health agency, a sleep laboratory and a prosthetics company. But MMC, which includes 60 physicians spanning 19 specialties, isn’t done growing. “Our plans are to add on to the building, probably another 125,000 feet or so, to be able to move all of our services that are currently on Highland Avenue (MMC’s original facility) over to the new location, as well as to give us capacity for future expansion,” he adds. In addition to the fast-paced growth, the quality of health care in Rutherford County is also making news. StoneCrest Medical Center in Smyrna was named one of the nation’s Top 100 Hospitals for 2009 by Thomson Reuters, a nationally
recognized information company. More than 2,900 hospitals are evaluated in 10 areas each year for the national benchmark study, and Stonecrest joined the elite ranks of Nashville’s Vanderbilt University Medical Center and Baptist Hospital in the 2010 spotlight. StoneCrest invested $14.6 millionplus in 2009 to add four surgical suites and 26 patient beds, bringing its inpatient bed capacity to 101. The facility’s growth has continuously exceeded projections since opening in 2003, including a nearly 10 percent increase in both outpatient surgery and patient admissions from 2008-09. StoneCrest provides a variety of services, including emergency, cardiology and oncology services – which are part of the well-known Sarah Cannon Cancer Center network.
