ote the irony: U.S land that once housed a World War II military installation will now serve as a home to German automaker Volkswagen. Volkswagen AG’s only U.S. assembly plant is scheduled to open in Chattanooga in 2011. Current plans are for VW to initially produce an all-new midsize sedan that is being created specifically for the American market. The company’s announcement in July 2008 culminated a 20-year effort on the part of local civic leaders, state and federal officeholders, and economic development officials to secure such a project. (See timeline below.) The 1,340-acre “megasite� where Volkswagen will operate is part of Enterprise South Industrial Park, a former U.S. Army ammunition plant location that was heavily marketed to Toyota in the mid-2000s before the Japanese automaker chose Blue Springs, Miss., near Tupelo, for a new plant. “We have long looked to attract a large industrial user to that huge, flat piece of land, and we were obviously disappointed in 2007 when we finished second to Tupelo for the Toyota facility,� says J.Ed Marston, vice president of marketing and communications for the Chattanooga Area Chamber of Commerce. “So in our pitch to VW, Chattanooga touted our strategic location that is about a day’s drive from 70 percent of the U.S. population. We also promoted the fact that Enterprise South has dual railroad access, meaning that both CSX and Norfolk Southern can access rail from there. Because of that, VW can get competitive railroad shipping costs.� Marston also points out that Tennessee Gov. Phil Bredesen worked with Hamilton County Mayor Claude Ramsey,

Chattanooga Mayor Ron Littlefield and other officials to have a $20 million interchange exit constructed off Interstate 75 directly into the site – even before Volkswagen had made its final decision on which city would get the $1 billion plant. “That is an example of how local, state and our federal elected leadership have worked cooperatively over the years to have this site ready and make it as attractive as possible to industry,� Marston says. # ;7::7=< /<<C/: 7;>/1B The assembly facility is simply being referred to for now as the VW Chattanooga plant. The plant manager will be Frank Fischer, who relocated to Chattanooga in early 2009 after overseeing VW facilities in Germany. According to a University of Tennessee study, the VW plant and its 2,000 jobs will spur an additional 9,500 jobs for suppliers and such, and those 11,500 people will have a $511 million annual impact on the local and regional economies. Company executives already are planning a second phase of construction that could increase production from an initial 150,000 vehicles annually to nearly 600,000. “Automotive plants are the Holy Grails of economic development, and our decades of persistence finally paid off,� Mayor Littlefield says. “We turned away a lot of companies over the years that wanted [the parcel], with some of those companies willing to pay high prices ... . t’s no surprise that Volkswagen continues to make news in this part of the United States, but other companies related to the auto industry also are looking to make some news here. Between now and 2011, when the German automaker will begin turning out vehicles at its Chattanooga assembly plant, VW suppliers will be searching for industrial sites in the vicinity to set up shop. Jack Hammontree hopes some will choose McMinn County, Tenn. Hammontree is executive vice president and chief executive officer of the McMinn County Economic Development Authority, and in October 2008 he was one of 40 members of a Tennessee delegation led by Gov. Phil Bredesen that flew to Germany to meet with prospective suppliers. Ideally, they will want to establish operations within 60 miles of the Chattanooga plant, so Hammontree and the other delegation members hope to lure as many of those suppliers to their communities. “Our visit to Germany found us flying into Berlin and then traveling by train to Wolfsburg, where Volkswagen is headquartered. Then we toured the large Wolfsburg manufacturing facility to see their assembly operation,� he says. “The next day, our delegation visited Dusseldorf to participate in a forum with suppliers, then the following day (traveled) to Frankfurt and then to Munich. We had three specific briefing sessions with prospective suppliers to tell them about our respective communities.� Hammontree says suppliers in Germany are now trying to

dding significant new services while preaching conservation, the Tennessee Valley Authority finds itself coming at energy use from every angle during its 75th anniversary year. On the conservation front, the nation’s largest public power producer is working with its power distributors to help customers reduce usage. In addition to looking at waste and inefficiency, TVA is also tracking usage at peak times, when it has to purchase power off the grid to supplement its own

generating capacity. “We set a goal of reducing energy use by 1,400 megawatts between now and the end of 2012, and that’ll be a combination of efficiency programs,� says Dr. Joseph Hoagland, vice president of energy efficiency and demand response for TVA. “What we’re trying to do is cut that usage during summertime afternoons, which is the most expensive time for us ... to provide energy.� Residential energy-conservation programs in effect or being

carbon footprint. “We were asked to conduct 50 energy surveys, and we did 49,� says Rick Lawson, manager of administrative services at Cleveland Utilities. “We looked at insulation, windows, heat pumps – all the things in an energy audit – and then told them how they could become more energy efficient.� Consumers were eligible to receive up to $1,000 in rebates for upgrading their windows, insulation, heating/ cooling systems and other energy-related improvements, and many took the bait. “It gave us an opportunity to get into the customers’ homes and give them some pointers,� Lawson says. “We’re hoping that this will be a program that TVA will put into place and open up to all their distributors.� ;=@3 53<3@/B7<5 1/>/17BG The conservation programs are one side of a TVA coin that also features expansion of production capability, and much of that is expected to come from nuclear power. In 2008, TVA finished restoration work on the first reactor at its Browns Ferry plant in Alabama. solid transportation infrastructure is the core component of any well-thoughtout push for generating business. With solid ways to move shipments and people on land, water or in the air, it’s no wonder that the SEIDA region is drawing such industrial powerhouses as Volkswagen. Work is being done to expand the area’s roadways as well as plan new routes for coming years. Intervention at the federal level is ensuring that the Chickamauga Lock – one of the busiest on the Tennessee River – will remain viable well into the future. And Chattanooga Metropolitan Airport now offers nonstop flights to 10 cities in the Southeast, Middle Atlantic and Midwest, plus Texas. On the ground, the Southeast Tennessee Rural Planning Organization is working on Corridor K, a proposed highway that would run from Interstate 75 at Cleveland, Tenn., into western North Carolina, where it would connect with U.S. 23 near Sylva. The corridor is one of many RPO projects, as the organization is tasked with collaborating with local officials on various types of multimodal transportation, says Chuck Hammond, coordinator. “The work on Corridor K has been a focus for a long time, but because of funding slowdowns we’re just now sitting down to take a look at what our future course of action is,� Hammond says. “Corridor K has the potential to bring the Chattanooga market to the North Carolina market and the Eastern Seaboard, even opening up the Savannah (Ga.) port to us. That would create a lot of relationships for the businesses that are here and those that are coming.� The biggest of those, at least for now, is Volkswagen, and Hammond says the RPO is definitely aware of the auto giant’s needs. “We’ll have to improve our transportation to move goods and services between their plants and suppliers,� he says. “That’s why Corridor K is starting to move again. It’s a long process, but we’re progressing on it.� C<:=197<5 B63 @7D3@ The region’s navigable waterway, the Tennessee River, has long played a part in commerce, and

that’s continuing, thanks to a $365 million overhaul and upgrade of the Chickamauga Lock. “The lock experienced a problem called concrete growth, which was going to force it into closure as early as 2012,� says U.S. Rep. Zach Wamp of Chattanooga. “Now we’ve built a dam just downstream from the current lock and dam, so soon we’ll be able to drain the area to give the workers a floor on which to build a new lock.� The new lock will be twice the size of the existing structure, covering an area the size of four football fields. The lock it’s replacing has been seeing the equivalent of 150,000 tractor-trailer loads come through each year, despite being the only single-wide lock on the river. That volume alone makes the project vital, Wamp says. “We can’t let this lock close and put that many trucks back on the highways,� he adds. “This is the most efficient, environmentally responsible mode of transportation, but it’s just been a bottleneck. This lock is absolutely critical� to the area’s future. The widening project is scheduled for completion in 2014.

In today’s global economy, however, language fluency isn’t just a perk for high school graduates. It has become a virtual workplace necessity. No one knows that better than the administrators and teachers in the Hamilton County Schools of Tennessee. “We have a graduation requirement of two years of foreign language, and that’s something we’ve had in place for the last five years,â€? says Danielle Clark, director of communications for Hamilton County Schools. “We’re preparing our students for a global economy because it’s not just about American-based jobs anymore. They’ll be competing for jobs with kids from Russia, China and all over the world, and kids in Europe learn an average of three languages. We’re trying to give our students an edge.â€? As part of an agreement to bring Germa ny-based Vol k swagen to Chattanooga, Hamilton County Schools is working on establishing an expanded German-language curriculum that would benefit German-speaking children of Volkswagen employees. “We’d like to offer a supplemental program for German students in our schools so when they return to Germany, they’ll be at or above grade level,â€? n aggressive approach to workforce training is helping the tri-state region remake itself into a land of opportunity for auto and other high-skilled manufacturing operations. The area has been quick to respond to changing headwinds in the economy, in part due to the challenging experiences of years past, says Beth Jones, executive director of the Southeast Industrial Development Association. “This region has a longstanding history in regard to innovation,� Jones says. “At one point we had steel mills and foundries and were one of the most polluted regions. But we’ve cleaned up, taken back the riverfront and taken back our downtowns. The region continues to reinvent itself, and that’s something Volkswagen and other companies find reassuring. We haven’t stood still. We’ve learned to change with the times.� The projected 2011 opening of the Volkswagen plant in Chattanooga is expected to bring 2,000 jobs and an influx of auto-related support industries. Workforce skills are being polished to meet the needs of the emerging industry. “As our personnel interface with people looking for work, we will be assessing them to determine their skill sets,� Jones says. “Once we find where the gaps are, we may have a chance to enhance those skills to make them more employable.� One of the key players in this endeavor is Dr. Phyllis Casavant, director of workforce and career development for the Southeast Tennessee Development District. Another is Gwen Dellinger, workforce development program director for the Coosa Valley Regional Development Center, based in Rome, Ga. Dellinger says Career Readiness Certificates are being issued in platinum, gold, silver and bronze based on each employee’s skill levels. “Certification lets job seekers know they have something that makes them marketable,� she says. “It’s part of our state’s Work Ready initiative, and we have given out

more certificates than anywhere else – 20 percent of all the certificates awarded have come from this region.� The auto industry and its suppliers are targets for training programs at the area’s community colleges and technical schools. So is another emerging industry: nuclear power. <C1:3/@ >=E3@ 3F>/<A7=< The SEIDA region stands to benefit from billions of dollars in nuclear plant construction and expansion projects proposed over the next 30 years, Jones says. The Tennessee Valley Authority and Alstom Power Systems’ Turbomachines Group are among those gearing up to hire new workers. (See stories, page 27.) “Jobs in the nuclear power field now are related to construction, but we’re also focusing on the skill sets needed for ongoing maintenance and operation,� Jones adds. “We’ve seen a huge interest in that.� Many modern industries don’t expect to hire workers with specific job skills but instead are looking for candidates who can be trained on-site to meet job demands, says Jeff Olingy, vice president of economic and community development at Chattanooga State Technical Community College. “We’re hearing: ‘You get us people who are trainable, and we will train them.’ They need people who can think and who can work well together.� While VW is certain to attract the attention of thousands of job applicants, other companies also will have jobs to fill. “A fair number of those who wind up working for Volkswagen and its suppliers will come from existing industry folks who will then need help to backfill those positions,� Olingy says. “A lot of people here are very excited about the opportunity to move up. People are excited about being able to improve their skills by going back to college to be ready.� – Renee Elder

In the past year, Step ONE has created the Partnership for Healthy Living, which includes 40 area organizations and is designed to keep health and wellness issues in the public eye, he says. “What it really boils down to is getting the community organized to work together and have a unified message. ee University is now the second-largest private university in Tennessee, second only to Vanderbilt. And the school remains an important part of downtown Cleveland, as it has been since 1918. “We have a lot of historic buildings in downtown Cleveland that are on the National Register (of Historic Places), and our beautiful Lee University campus is always a place we like to show off,� Cleveland Mayor Tom Rowland says. “Our downtown district is also home to Billy Graham Avenue, where the famed evangelist lived as a young man and got his call to the ministry.� Downtowns are alive, well and getting better in this part of the southeastern United States, from the region’s hub city of Chattanooga to smaller cities elsewhere. “In Cleveland’s case, I created a program two years ago called Vision 1000, which asked individuals and businesses to pledge $1,000 for three consecutive years to beautify downtown,� Rowland says. “At the end of 2008, we had raised $220,000 toward a goal of $250,000. That money has allowed us to tackle some nice projects.� One of those projects involved tearing down an old dry cleaning building that was an eyesore in the middle of downtown and replacing it with a park. “Cleveland is also planning some loft apartments as well as additional retail and office spaces,� Rowland says. “We also have a Main Street program in place that has attracted several commercial tenants.� Five other communities in the Southeast Industrial Development Association region are certified Georgia Main Street communities. In addition, a $12 million, 12-screen Carmike Theater is being built as part of a 100,000-squarefoot, mixed-use development at Broad and Third streets downtown. “The current Carmike project will replace a Carmike Bijou 7 theater that opened in 1996,

with the new Carmike featuring the most modern stadium seating and digital projection,� says Paul Brock, president of the River City Co., a private, nonprofit company that works with local governments and businesses to spur economic development in downtown Chattanooga and along the riverfront. “The new theater will attract an estimated 375,000 to 400,000 attendees annually, compared to 125,000 that attended the Bijou in 2007.� Also planned for downtown Chattanooga is a 12-story Hotel Indigo that is slated to go into the historic Maclellan Building, and a new Hampton Inn & Suites to be constructed across the street from the Carmike theater development. “The downtown district will also soon be home to Walnut Commons, which will be 100 new apartments on Walnut Street,� Brock says. “Chattanooga has a lot of condos, but having apartments constructed expands the list of housing choices that people have for living downtown. ohn Tatum spent several years looking for ideal land on which to build a cottage-home community, and he found such a 450-acre tract in northwest Georgia. The chief executive officer of Kennesaw, Ga.-based Firefly Communities LLC is a partner in Cloudland Station, a new 250-home development near Chickamauga that will span from the foot of Lookout Mountain to almost the top. “This community is being billed as ‘America’s First Cottage Towne,’ with architecturally beautiful cottages and cabins situated in a Lookout Mountain and Chattanooga Valley setting,� Tatum says. “Homes will be reasonably priced, with no huge

mansions allowed to be built. Probably the largest cottage home could be around 3,000 square feet, but I also want stylish homes that are only 1,000 square feet or slightly larger. I’m going for a hearth and quality feel.â€? By late 2008, shortly after Tatum had announced plans for the community, about 70 lots had been pre-sold, three homes had been constructed and four others were being built. “Eventually, at the entrance of Cloudland Station, residents of this gated community will have access to a general store, movie theater, cafĂŠ and library,â€? Tatum says. “I have always loved quaint, small towns where residents appreciate natural beauty, and Cloudland Station will certainly feature that kind of charm.â€? The development will include a small lake and 13 miles of hiking trails, and it will reflect architectural themes from the late 1700s to the late 1800s. However, all homes also will feature 21st-century conveniences. “I have always liked northwest Georgia because the rocks, limestone, rolling hills and creek bottoms make it a bit different, so Cloudland Station will be different,â€? Many restaurants in the region are known for serving tasty comfort foods – from meats and vegetables to decadent desserts – that satisfy the most discriminating appetites. An institution on Broad Street in Chattanooga, Mt. Vernon Restaurant features signature dishes including Southern fried chicken, sautĂŠed chicken livers, fresh vegetables and homemade desserts. Owner Cindy Messinger and her husband, Jeff, are carrying on a tradition started by her grandfather, Gus Tombas, who purchased the restaurant in the mid-20th century. “My grandfather came to America from Greece before 1900. He came to Ellis Island and went into New York City to work to get enough money to get to his brother in Chattanooga,â€? she says. “We’ve always been kind of upscale Southern,â€? Messinger adds. “We’re known for our fresh vegetables that change twice daily – and the desserts.â€? Mt. Vernon still features many of her grandmother’s recipes, but the amaretto pie is a dessert she and her husband came up with. “We have lots and lots of fresh fish and make fresh soups every day. With locations on Broad Street and a carryout shop on Signal Mountain, Rick Adams says the business has been very fortunate. Blue Plate Specials change daily, and everything is made from scratch. “People come here for the fresh meat and vegetables,� he says. “We have a diverse menu.� Popular selections include meat loaf, chicken salad and perennial favorite, banana pudding. Park Place Restaurant on Lafayette Road in Fort Oglethorpe, Ga., near Chickamauga National Military Park, opened in 1992 and is also well known for its wide variety of menu choices, owner Jack Goodlet says. Among Park Place’s 30 daily entrees are a boneless breaded pork chop, chicken-fried beefsteak with white gravy, beef tips over rice, homemade salmon patties and hand-breaded shrimp. hattanooga is ahead of the game when it comes to sustainability and environmental responsibility, and the city’s efforts to be a national leader in the green movement are attracting national attention. In February 2008, CBS’ “The Early Show� included Chattanooga in a segment on the four best places in the world for a green vacation. In May 2008, the environmental Web site eee U`Wab ]`U named Chattanooga a “Smart(ish)� city for green initiatives. And those initiatives are numerous. “We have a new resource center downtown called green|spaces where builders and architects can get ideas and look for green products for environmentally responsible building and design,� says Karen Hundt, director of the Planning & Design Studio for the Chattanooga-Hamilton County Regional Planning Agency. “They’re trying to get at least 20 LEED-certified buildings built in the city within three years.� Two projects already under construction have LEED certif-

ication: Two North Shore, an urban retail development; and BlueCross BlueShield of Tennessee’s $229 million hilltop headquarters. Chattanooga also is building more recycling centers, planting more trees, making sludge available as fertilizer for rural farms and using biofuels in city vehicles. “Part of the city’s fleet is using biofuels, and the county school system has converted their school buses to improve them in terms of emissions,� Hundt says. “Our electric (downtown bus) shuttle system is also clean and green.� In addition, Mayor Ron Littlefield signed a climate protection agreement two years ago and appointed an advisory committee to study what the city can do to become even greener. “There are a lot of green efforts going on,� Hundt says. “We had the dirtiest air in the country in 1969, and that was a wake-up call. Today we have fairly clean air, and cleaning it up gave people a sense of optimism. Now people in Chattanooga have a can-do attitude about going green.�

hen President Franklin D. Roosevelt launched his famous New Deal in 1933, along with it came the formation of the Tennessee Valley Authority. And though many are familiar with the electric utility that remains active today, few know the details of its 75-year history and the magnitude of its impact. Now, thanks to Bicentennial Volunteers Inc., an organization of TVA retirees, a documentary film tells the story of TVA and the people of the Tennessee Valley. TVA was the first comprehensive, organized effort to spur economic development in the impoverished Southeast, and its projects included building a series of hydroelectric dams on the Tennessee River and its tributaries. “FDR launched the New Deal to kickstart the economy during the Great Depression, and that set TVA in motion,� says Brian Baker, media relations consultant for The Johnson Group, a Chattanooga-based advertising agency that worked with BVI on the 82-minute documentary, Built for the People. “Once it was signed into law, TVA grew and

transformed the South, which was ravaged by f lood and suffered from poor farming practices. TVA did a lot of good for a lot of people – they got flooding under control, provided electricity and taught farmers how to better farm their land.� Academy Award-nominated directors Sean and Andrea Nix Fine were retained to bring TVA’s story to the big screen, and it premiered in several Tennessee Valley cities with free public showings

beginning in September 2008. General Shale Inc. acquired 50 acres in the Spring City Industrial Park, and production is scheduled to start in the second quarter of 2009, says Bill Propes, the company’s marketing manager. By then, the company expects to have about 50 employees. “The site where we are getting raw materials could last several more years,� Propes says. The Clay County enterprise has seven employees, a 5,000-square-foot building, and high-speed milling machines, drills and tumblers for working with metal. Merrill wants to focus on aluminum and the aerospace industry, and BC Machining expects to get the industry’s stamp of approval – AS9100 Certification – in 2009. “That is where we are focused – more of the defense business,� Merrill says. “We want to become very focused and very good at one thing.� 6=;3 5@=E< 0/<9 5@=EA United Community Banks moved six operations and 145 employees into a new, 40,000-square-foot building in the Blairsville (Ga.) Airport Regional Industrial Park in 2008.

It was a fitting step for a bank that started modestly in 1950 as Union County Bank and now has 27 locally managed banks in Georgia, North Carolina and Tennessee. The company started acquiring other banks in the mid-1990s and has grown into an $8.1 billion holding company. The new building brought under one roof multiple services including credit administration, corporate services, compliance, corporate marketing, and mortgage and loan processing. The new hub has high-speed, fiberoptic connections to United Community Banks’ main data center. The bank owns the fiber network, but Blue Ridge Mountain Electrical Membership Corp. ran the line to tie the new facility to United Community Bank’s existing network, says Jim Stewart, UCB chief technology officer. Building from scratch made more financial sense than paying rent at scattered places around Blairsville, he says. “We are operating at 60 to 70 percent capacity, so there is room for growth.� – Pamela Coyle
